AVISO PÚBLICO AVISO DE INTENCION PARA ADOPTAR UNA DECLARACION NEGATIVA PARA EL AÑO FISCAL DEL 2010 DEL PROYECTO DE REDUCCION E INCREMENTO DE TARIFAS DEL SERVICIO DE AUTOBUS DE SAMTRANS. El Distrito de Trafico del Condado de San Mateo esta considerando la reducción del servicio existente de autobuses en el Condado de San Mateo y sectores de San Francisco y el Condado de Santa Clara. La propuesta consiste en cambios de servicio en tres mayores categorías de servicio de ruta fija: (a) eliminación de ciertas rutas existentes, (b) reducción y modificaciones de otras ciertas rutas, y (c) la eliminación de las rutas nocturnas y el servicio búho en todas las rutas. El proyecto también incluye reducciones en ADA Paratransito (RediWheels), servicios correspondientes a los cambios de rutas fijas. Otros cambios incluyen incrementos en las tarifas y revisiones al lenguaje codificado de tarifas. First Latina Chair of Grand Jury

he 2009-2010 Santa Clara County Civil Grand Jury was sworn in at the Impanelment Ceremony held on June 25. The Honorable Jamie Jacobs-May, Presiding Judge of the Superior Court announced the appointment of Angie Cardoza from San Jose as Foreperson. Ms. Cardoza served on the 2008-2009 Grand Jury. Judge Jacobs-May also named four other members from the 2008-2009 panel to serve a second term. They are Lynette Lee Eng (Los Altos, Michael Gelb (San Jose), Mary Nassau, and Judy Shaw, both from Cupertino. The 2009-2010 Grand Jury has selected Judy Shaw as Foreperson pro tem. The new members of the 2009-2010 Civil Grand Jury are: Terry Fowler (Sunnyvale), Richard Grialou (San Jose), Harold Guthart (Los Altos), Rachel Hackett (San Jose), William Hawk (San Jose), Adrienne Lilly (San Jose), Martin Michaels (San Jose), Gillian Moran (Saratoga), Helene Popenhager (San Martin), John Ross (San Jose), James Stoner (San Jose), Thomas Sweeney (San Jose), Chau Huyen Trinh (San Jose), and Nancy Tucker (San Jose). The Civil Grand Jury is Santa Clara County’s investigatory body. As the civil watchdog agency, it has the authority to examine all aspects of county and city government, special districts, and school districts. It also has the authority to inspect local adult and juvenile detention facilities. The newly impaneled Grand Jury will serve until June 30, 2010.

Sonia Sotomayor,Associate Momentum Builds Towards Immigration Justice, U.S. Supreme Court Reform This Year

it was apparent that Judge Sotomayor single handedly took on all questions, answered each question with deliberate thought and complete comprehension, and communicated her answers so that even the least informed understood her replies. What Judge Sonia Sotomayor displayed was her passion for the law and its application. Time and time again, she steadfastly and professionally took reasonable positions when addressing each question posed by the Senators, both Republican and Democrat. In the end, it was apparent that this individual who is a woman and a Latina, deserved to be appointed to the U.S. Supreme Court. Judge Sotomayor displayed awesome intellectual capacity coupled with excellent, judicial temperament. Several times these proceedings revealed that she was even-tempered and thoroughly tough on all who appeared before her in court. How could this have happened? The evidence was there for all to witness personally. Judge Sonia Sotomayor has a mother who became the sole head of household when her husband died. It was her mother who raised not just one, but two successful professionals by providing a supportive and loving family environment despite modest family income and circumstances. Sra. Sotomayor enabled the

development of personal knowledge and superb intellectual capacity coupled with knowing right from wrong, ethics and morals. Today’s parents would do well to become acquainted with the parenting skills of Senora Sotomayor, mother of son, Paul, who is now a respected physician, and daughter, Sonia, who is about to become the third woman ever appointed to the U.S. Supreme Court. It is this mother who launched these two kids into their professional orbits despite the many obstacles and double standards the American society provides. Latinas need to take note and attempt to emulate Sra. Sotomayor, the Latina mother of 2009. Latinos need to remind all those U.S. Senators that we expect them to deliver the only rational vote possible. Judge Sonia Sotomayor is to be voted to a vacant seat on the U.S. Supreme Court. Latinos must note those who vote “Nay” in order to remember who to vote against. Latinos need to make their votes count in the next election. Meanwhile, Latinos need to tell all Senators that they need to vote for the installation of Judge Sonia Sotomayor as a member of the U.S. Supreme Court. Let them know that we are interested enough to be witnesses of history in the making and to remember how they voted.∆

ashington, DC - Senator Charles Schumer (D-NY) is holding a hearing today on employment verification issues - the latest in a series of hearings examining different facets of the broken immigration system. Senator Schumer, the Chairman of the U.S. Senate Judiciary Committee, Subcommittee on Immigration, Refugees and Border Security, recently wrote of his intentions to “introduce comprehensive immigration reform legislation by Labor Day that secures our border, stops the flow of illegal aliens to the United States, and requires all illegal aliens present in the United States to quickly register their presence with the U. S. government and start paying taxes or face imminent deportation.” The Senator’s commitment to move forward with reform complements the leadership demonstrated by President Obama, members of his cabinet, and Congressional leaders, all of whom have announced their intention to start congressional action later this year. “Under Senator Schumer’s leadership, the Senate Immigration Subcommittee is methodically hearing testimony on many of the key components needed to make comprehensive immigration reform work. Employment verification is one of those, but only if expanded into a mandatory program as a component of a comprehensive fix. In the absence of wider reforms, expanding the flawed E-Verify program will only make a bad situation worse,” said Frank Sharry, Executive Director of America’s Voice. “As the legislative process unfolds, the goal should be to transform the chaos and non-solutions of the immigration status quo into a safe, secure and legal system that effectively eliminates illegal immigration. Increasingly, leaders in Washington are beginning to understand both the paradigm shift needed to set our immigration system on a sustainable and legal course as well as the power and momentum driving immigration reform to center stage.” President Obama, in remarks last Friday before Spanish language media outlets, reasserted his commitment to immigration reform, saying it is “something we want to move forward on,” and noting that “we’re going to have to keep the pressure for this to happen.” Last week’s remarks follow the President’s comments made at the Esperanza National Hispanic Prayer Breakfast asserting his commitment to passing reform and an earlier White House meeting on immigration with Congressional leaders from both parties in which he tasked Department of Homeland Security Secretary Janet Napolitano with the formation of a Congressional Working Group to move the legislative process along. Yesterday, Secretary Napolitano told a gathering of federal judges at a conference in Monterey, California that immigration reform was at the top of her list of important issues to address “because for the last 16 years, I’ve seen how flaws in our underlying legislation ... need to be corrected.” Last week, in an exclusive interview with La Opinion, Senate Majority Leader Harry Reid (D-NV) reiterated his commitment to comprehensive reform with a path to citizenship. In the past, he has pledged that he has the votes to pass reform legislation in the Senate. Meanwhile, Speaker of the House Nancy Pelosi (D-CA) told the Asian American and Pacific Islander Summit that immigration reform was one of her top three legislative priorities. “The doubts of the political class cannot stop what is becoming clearer every week: both politically and policy-wise, the momentum behind immigration reform is growing stronger,” said Sharry. “We look forward to working with the White House, both chambers, and both parties to transform that momentum into workable legislation that combines smart border and workplace enforcement measures with a plan to require the millions of undocumented immigrants in our country to register, go through background checks, pay taxes, study English, and work their way toward U.S. citizenship.”∆

here sat Judge Sonia Sotomayor before the Senate Judiciary Committee during five days of hearings. Both the Democratic and Republican leadership missed an opportunity to inform the American public about the system of justice coupled with the ‘concept of checks and balances’ already built into our federal government. Recall that the executive branch of the federal government today is President Barack Obama’s administration; the legislative branch is the U.S. Congress composed of the Senate (two senators representing each state) and the House of Representatives, where each representative is elected to represent the interests of a congressional district whose population is about equal in number; and the U.S. Supreme Court, the judicial branch. This U.S. Supreme Court is composed of nine judges who have the final word on the application and interpretation of the laws of this land. Latinos witnessed one of their own, a Latina Judge, who demonstrated that she had a superb command of herself and a comprehensive knowledge of the law as a consequence of 17 years on the bench, several years in private practice (corporate law), and who gave up high salaried positions in order to personally deliver public service as a Judge. Criando a Nuestros Niños en los EEUU H

e conocido a miles de padres de familia Latinos mediante mi trabajo como sicóloga, educadora de padres y conductora del programa radial y sitio Internet “Nuestros Niños.” Éstos comparten preocupaciones con todas las mamás y papás del mundo, dimensiones de la paternidad que trascienden barreras y fronteras. Simultáneamente, ya que “Cada familia es un mundo,” cada madre y padre presenta y representa situaciones exclusivamente suyas. Aparte de lo universal e individual en la crianza infantil, los padres de familia Latinos exponen problemáticas que reflejan lo cultural en su desempeño como mamá o papá en suelo Estadounidense. Entre los desafíos que encaran muchos de quienes crían a sus hijos mientras residen en los EEUU, se destacan la carencia de conocimientos y recursos con los que naturalmente cuentan en su país de origen: * Educación insuficiente sobre las normas locales. “¿Se me acusará de abusar a mis hijos si los disciplino como me disciplinaron a mí?” * Apoyo práctico insuficiente para el desempeño de las innumerables labores paternales. “¿A quién le encargo mis hijos cuando trabajo fuera de casa?” * Sostén emocional insuficiente al enfrentar las luchas del diario vivir como madre. “¿Con quién cuento cuando estoy agotada, angustiada,

desesperada?” * Desorientación al navegar los sistemas de salud, educación, y demás. “¿A dónde voy para procurarle a mis hijos...? * Desconfianza hacia instituciones e individuos ante quienes se perciben vulnerables. “¿En quién puedo confiar para...? * Novedad del idioma y la tecnología. “¿Cómo abogar por mis hijos cuando no entiendo...? * Complejidad de la formación infantil bicultural y bilingüe. “¿Cómo enseñarle a mis hijos a apreciar sus raíces Latinoamericanas y a la vez prepararles para su vida en EEUU?” Aunque estas dificultades tienden a impactar más a los padres de familia cuanta menos educación formal tengan y a quienes no tienen autorización legal de residir en los EEUU, un gran porcentaje de los padres de Familia Latinos que conozco comunican sentirse algo desorientados y aislados. Recordando que la fórmula para Progreso es: Progreso = Paciencia + Persistencia + Práctica, les recomiendo... Practicar las “P”: * Pedir- “Pedid, y se os dará.” * Preguntar- “Preguntando, se llega a Roma.” * Procurar- “El que busca, encuentra.” * Protestar- “El que no llora, no mama.”

County Warns Teens By Osvaldo Castillo- El Observador ummer is here and teens are out and about trying to find ways to enjoy the warm weather and long nights. Unfortunately, some teens will look towards drugs and alcohol to pass the time. The results of these actions can be disastrous. “Car accidents are the leading cause of death for those between the ages of 15-20,” said Dr. Marty Fenstersheib, Health Officer for the Santa Clara County Public Health Department. “Onethird of those accidents are alcohol related.” In addition to alcohol, teens tend to experiment with other drugs such as marijuana during the summer months. “Kids who are intoxicated can not only hurt themselves, but they can hurt others,” Fenstersheib said. “They can also lose their driving privileges or even spend time in a correctional facility.”

Shocking Facts Scientific evidence suggests that even modest alcohol consumption in late childhood and adolescence can result in permanent brain damage. Seventy-six percent of 11th grade students in Santa Clara County high schools feel that it is fairly easy or very easy to obtain alcohol. Fifty-six percent of 11th grade students in Santa Clara County high schools have had at least one drink of alcohol in their lifetime. Of these students, thirty-six percent reported that they had been drunk or sick after drinking alcohol. Twenty-five percent of 11th grade students in Santa Clara County high schools have driven while drunk or ridden with a driver who had been drinking. More DUI-related crashes occur between 1:00 a.m. and 3:00 a.m., especially on the weekends, than any other hour of the day. California has a zero tolerance law. The legal maximum Blood Alcohol Concentration (BAC) is 0.01% for drivers under 21. In reality, “Zero Tolerance” means teens cannot drink any alcohol. In fact, less than one-half of a beer would put most teens over the legal limit. “Parents need to understand that they do have influence over their kids,” Fenstersheib said. “They need to tell them that’s it’s ok not to drink and not to succumb to peer pressure.” To help parents prevent their teen from engaging in underage drinking and other risky behaviors, the Alcohol & Impaired Driving Work Group of the Santa Clara County Public Health Department’s Traffic Safe Communities Network (TSCN)—a collaborative funded by the California Office of Traffic Safety, through the National Highway Traffic Administration and Caltrans— developed the “Underage Drinking and Driving: A Parent and Teen Guide.” “The guide is available in English, Spanish and Vietnamese,” Fenstersheib said. Otro estafador se acerca a preguntar en este momento si ellos pueden ayudar. El estafador indica que los oficiales le informaron que tiene que dar cola teral para recibir la ganancia. Ellos explican que el colateral puede ser en

forma de dinero, artículos grandes, joyas, etc. Convencen a su víctima en hacer una llamada a los oficiales que confirma los números ganadores y el colateral necesario para recibir la ganancia. La llamada que hacen es falsa. En eso convencen la víctima a entregar dinero, etc., antes de que el estafador desaparezca. La lotería dice Usted no tiene que ser ciudadano de EEUU para reclamar un premio de lotería. La Lotería de California nunca confirma por teléfono que un boleto es el boleto ganador. Policía ha implementado sistema para combatir el graffiti

El objetivo de este esfuerzo será el reducir los incidentes de graffiti por el aumento de las detenciones de los delincuentes y para tener un control exacto de los daños cometidos. Se busca al “roba bolsos” Por Rosario Vital - El Observador

a Policía de San José pide la ayuda de la comunidad para identificar a un sospechoso responsable de asaltar a mujeres y robarles sus bolsos. Las autoridades policiales dice que han ocurrido muchos robos de este tipo en diferentes partes de la ciudad. El más reciente ocurrió el pasado 29 de junio antes de la una de la tarde en el estacionamiento del centro comercial de Valley Fair. La policía describe al sospechoso como un hombre delgado,de aproximadamente 20 años de edad. Tiene 5’-10” de estatura y usa una gorra de baseball. Testigos afirman que el sujeto ronda el área acompañado de otro tipo involucrado en este asalto. Una segunda persona lo espera con el auto en marcha, el auto es un Volkwagen Jetta del año 90 color negro. El vehículo lleva una antena en el medio del techo de este vehículo. Se presume que el sospechoso ande armado y sea peligroso. Students Call for Immigration Reform By Osvaldo Castillo - El Observador

n July 22, 2009, students from the Student Advocates for Higher Education (SAHE) organization held a rally to promote comprehensive immigration reform and awareness. The rally was held in front of Cesar Chavez Park in San Jose, and the students were join by other immigration advocates such as the CA DREAM Network Northern Region, and religious groups such as CHAM Ministry and the Catholic Campaign for Immigration Reform. “Immigrants are not aliens like ET. They are human beings,” said Richard Konda of the Asian Law Alliance. “Immigration reform will benefit us all by keeping families together and by promoting integration.” Father Jon Pedigo echoed Konda and added, “These people need to be treated with dignity and respect. We need to show mercy

to our neighbors and oppose laws that attack individual rights.” Undocumented immigrants face many difficulties in the United States. One of these difficulties is housing. “We need immigration reform so people can have a place to live in this country,” said Sandy Perry of CHAM Ministry He told a story about a fifty-year-old man who has lived in the United State for 40 years and is a victim of the housing difficulty that immigrants face. “This poor man is currently living near the Guadalupe River,” Perry said. Those who work in Silicon Valley’s hospitality industry also face difficulties. “These people work in hotels and make sure that individuals who visit Silicon Valley enjoy their stay here,” said Calvin Miaw of Unite Here Local 19. “Meanwhile, they have to go home in fear because of their status.” Education is also a difficulty that many

undocumented individuals face. Some of them get most of their education, including college, in the United States. However, they are unable to use the education they have acquired in the workforce because of their status. Myra is one of these individuals. “My parents came to this country because they had no economic status in Mexico,” Myra said. “I learned to read and right here, but all of my years of hard work will not be paid off with out immigration reform.” The purpose of the rally was also to inform and encourage individuals to join the TEXT campaign to receive alerts and action notices about immigration reform and immigrant rights. l respetado Concejal de la ciudad de Sunnyvale y también Militar de la Reserva de la Marina de los Estados Unidos, Otto Lee estuvo de visita en el Área de la Bahía. Otto Lee quien durante el 2008 desempeñó una intensa campaña para alcanzar el puesto de Supervisor por el distrito 3 fue llamado en diciembre del mismo año a servir a la patria. En esta ocasión le tocaba servir en Baghdad como Supervisor de Mantenimiento con los suministros militares. Otro trabajo, otro terreno pero siempre el mismo Otto, activo en su nueva asignación y con una deuda monetario de su campaña electoral que no ha mermado su encantadora personalidad. “Estoy de lunes a sábado trabajando entre 12 a 16 horas. Es imposible salir a dar una vuelta. La zona es muy peligrosa, hace tres meses estuve en mi habitación y un mortero es-

tremeció todo el lugar”, dice entre sonrisas Lee quien recibe este oficio con mucho orgullo. Lee afirma que en este servicio militar le tocó compartir con muchos soldados de origen latinos. “Hay muchos latinos sirviendo a este país. El pasado 4 de julio asistí a la ceremonia a la que asistió el Vice-Presidente Joe Biden para juramentar a jóvenes soldados que se hicieron ciudadanos, así como un día me tocó a mi”. El regreso “El escuchar a mi casa y escuchar a mi hija llorar por las noches ha sido la cosa más bella a mi regreso en estos días. Es algo tan natural, algo tan hermoso que la vida nos regala”, dice el actual Concejal de Sunnyvale. Otto Lee estaría regresando en enero de 2010 y piensa continuar en su cargo de Concejal en Sunnyvale que le queda por desempeñar por tres años más. “Como soy reservista, hago servicio militar por un año luego me quedo cinco años en este lugar”. Cómo atraer la suerte en tiempos de crisis Por Mario Jiménez Castillo El Observador ara acercarse a la buena suerte es necesario tener optimismo, deseos de superación, entusiasmo, ideas positivas, buena voluntad y motivación. La persona a quien la suerte le sonríe es amigable, respetuosa, jovial, no le teme a las situaciones novedosas ni a los nuevos contactos, tampoco se deja vencer por condiciones adversas. No se debe tener temor al cambio, cuando las situaciones varían hay que variar también, ajustarse a las circunstancias y seguir adelante en busca de nuevas y mejores

oportunidades. No debemos lamentarnos por lo que ya pasó, por lo que hicimos mal o por lo que dejamos de hacer, mucho menos perder energía en la tristeza o sucumbir ante la depresión. Para atraer la buena suerte es indispensable dejar a un lado la inseguridad, la angustia, la timidez y “el qué dirán”. Una persona progresista siempre está dispuesta y lista para asimilar nuevas experiencias, aprende de todo, trabaja con entusiasmo, lee libros, se supera, se informa y trata de estar al tanto de todo lo que sucede a su alrededor y saca provecho de los acontecimientos que le rodean. Y como tiene una conversación

agradable e interesante, no le faltan amigos, conocidos y personas que deseen conocerle. Básicamente la persona de suerte se aleja de la apatía, evita el mal carácter, huye de la rutina y se aparta de la inconstancia. Mantiene la mente cargada de buenos propósitos, le dedica unos minutos diarios a la oración, decreta paz, abundancia, buena salud e inventa nuevos senderos para salir adelante y ser feliz. Y cuando ha de tomar una decisión importante, la toma sin vacilaciones. La familia, los amigos y los conocidos, representan una fuente para acercarnos a la buena

suerte. Para lograrlo debemos ser generosos. La generosidad representa el máximo caudal de buena suerte que se cultiva en la mente y el corazón de los demás. También debemos cuidar la apariencia personal. Una persona que luce bien y que presta atención a su salud y a su presentación, crea un campo magnético positivo que le conduce por el camino del éxito y la buena fortuna.
