Gov. Brown Signs Cedillo’s California Dream Act AB130
S
everal hundred celebrants were in attendance when Go v. Jerry Brown signed the California Dream Act - AB130 - on the back of Assemblyman Gil Cedillo (literally), the author of
the measure that would guarantee higher education private source funding for undocumented students. Gov. Brown declared that, “This is a wise inv estment in the future of California and the country. S ome i n t he c apitol would r esolve t he b udget deficit b y s hrinking o ur c ommitment to education. I think that this is a wrong approach.� AB130 would permit undocumented students to apply and r eceive p rivate s ource funding in the form of scholarships and gr ants to pay for their college and university education expenses.  This does not represent any a dditional c osts t o t he state for the qualifying students.  California i s n ow t he only state that permits such access to education funding.  AB130 i s c onsidered t he missing piece in the AB540 law signed b y Gov. Gr ay Davis in 2003, which permits u ndocumented students access to higher education and to pay instate tuition. “This is one mor e brick in the foundation to turn back the ugly 1990s anti-immigrant period characterized by the pas-
sage of Proposition 187 and a series of other barriers to social progress for immigrants,� declared Nativo Lopez, President of the Mexican American Political Association and the Hermandad Mexicana Latinoamericana.  “While other states ar e passing racist legislation targeting i mmigrants f or e xclusion and Jim Crow treatment, California is turning the corner from its ugly past. AB130 must be seen as the historic victory that it is and recognize the legislative l eader, A ssemblyman Gil Cedillo, as the historical figure that he has become,� he concluded. C edillo d eclared that, “This is a statement of optimism, a statement that w e still have hope.�  He thanked the many students who have inspired him to persevere in intr oducing the legislation after numerous vetoes b y former Go v. National Night Out will involve over 10,000 c ommunities i n t he U nited States. In all, over 37 million people are expected to par ticipate in Americas Night Out Against Crime.” National Night Out is designed to: (1) Heighten crime and drug awar eness; (2) Generate support for, and participation in, local anticrime effor ts; (3) S trengthen neighborhood spirit and police/community partnerships; and (4) Send a messag e to criminals letting them kno w neighborhoods are organized and fighting back. From 6 to 10 p .m. on August 2nd, r esidents in neighborhoods throughout different cities and across the nation are asked to spend an evening outside with neigh-

Richard Chavez was born in 1929, on the family homestead near Yuma, Ariz. With Cesar, he left the farm l in 1949, spending a year working in lumber mills around Crescent City. In 1950, Richard moved back to San Jose, where in 1951 he entered the carpenters union apprenticeship program. He worked as a framer building suburban housing tracts before moving to Delano in the Central Valley. There he worked on both commercial and residential projects, including schools and freeway overpasses. His varied duties with the UFW o ver the years included long stretches organizing the farm workers’ boycotts of California table gr apes and other products in New York and Detroit during the 1960s and ‘70s. He was in charge of administrating union contracts in 1970, and later negotiated UFW agreements and oversaw union bargaining. Richard was first elected to the UFW executive board in 1973. He also oversaw construction and helped build most of the major structures on the farm workers’ “Forty Acres” complex outside Delano, including its coop gas station, union office and hall, and health clinic. ichard Chavez, the 81-year brother of Cesar Chavez, died Wednesday, July 27th at a Bakersfield hospital due to complications from surgery. Richard Chavez, in the early 1960’s helped his br other organize the United Farm Workers of America and spent the next three decades working full time with the farm worker movement. In 1962,Richard designed the black Aztec eagle that later became the union’s symbol.

In passing the DREAM Act, California is e nabling t housands o f C alifornia s tudents to constructively contribute to our economy. In fact, if the entire country took inspiration from California and passed a national DREAM Act, we could bring in $3.6 trillion over the next 40 years. California has a uniqu e stake in the DREAM debate: Of the 2.1 million American students who want to pursue higher education or military s ervice, but cannot, 25 percent of them are Californian, 40 percent of which ar e Asian. As Chair Emeritus of the Congressional Asian Pacific American

Caucus, this has been, and continues to be, a priority issue for me, as 1-in-10 DREAM Act beneficiaries nationwide ar e Asian American and Pacific Islander. DREAM is just the first step , but w e must countenance comprehensive immigration reform quickly. Deportation of millions is clearly not viable. Depor ting America’s undocumented immigr ants would cost our country’ s gross domestic product a whopping $2.6 trillion o ver the next 10 y ears – something w e cannot afford, especially now. Reform is our only option and will add $1.5 trillion to the U.S. gross domestic pr oduct over the next 10 years. Congress needs to step up on comprehensive immigration reform and commitments b y cour ageous states like California pave well the way.

hen Republican ideology clashes head on with Democratic core values, it is time for all of us to get ready for economic uncer tainty. The current debates are really not true debates because of the hi gh l evel o f very c onservative i deology being the big elephant in the room. Ideological stances b y conser vative R epublicans h ave already compromised the safety level of American airspace. Congr ess forgot to fund the FAA which could not continue full operations. About 4,000 FAA employees a nd c ontractors h ad t o b e l aid o ff. Remember that the U.S. Congr ess puts together the legislation which allocates and authorizes agency funding. That legislation gets implemented when the President signs it into being the law of the land. R emember that process and who is responsible. Should Congress not agree upon legislation pertaining to raising the authorized debt ceiling by 3.7 to 4.0 trillion dollars, the U.S. Federal Government and all its agencies will be ‘bankrupt’. As in having no cash to meet operational expenses or to issue checks due and owing for allocations alr eady authoriz ed b y Congress. Remember that P resident Obam a favors a ‘balanced appr oach’ consisting o f program reductions coupled with gener ation of revenues gleaned from those top 2% of wage earners who pay 15% tax rates, while the rest of us pay 33%. Conservatives need to explain the fairness of this situation to all of us. Of major concern to many is that some 70 million checks will not be issued. The major two programs impacted are those for social security and health care services (MediCare and social services). Those conservative ideologues who base their opposition on r aising the debt limit on the current size of the national debt are ignoring the fact that the main cause of this debt was their own Republican Party leadership, especially the Geor ge W. Bush administr ation, which entered into two wars without dealing with the issues involved in “How do we pay for the Iraqi and Afghanistan Wars?’. Plus, when financial giants, such as L ehman Br others, went bankrupt, The G.W. Bush Administration made the first allocation of ‘bail-out funding’ to these ‘Wall Street Bandits’ without any performance o r p ayback c onditions’. C ertainly those bail-out funds sav ed the national and global financial infrastructure, but they hav e not been paid back. Nor have responsible culprits been identified and pr osecuted to the fullest extent of the law. Do not forget the prescription drugs and Medicare payments deal. Today, some con-
sumers need to choose between their medications and their food or rent. The Obama Administr ation provided ‘bail out funds’ to the American motor car industry because bankruptcy imperiled the American automobile industry. Ford declined; Chrysler and G.M. accepted. These funds have been repaid. This supportive financial maneuver enabled m illions o f j obs w hich e xist t oday. Remember that fact during this coming 2012 presidential election year. Neither the Democratic nor the Republican Party leadership hav e faced the r eality that America is living beyond its means. Certain Democrat and Republican members of U.S. Congress accepted major contributions from major special interest (lobbyists). This creates a severe “conflict of interest’ because the r ecipients w ere no w beholden, not to those who elected them into offi ce, but to tho se who bought them off. The power of your individual vote was usurped by ‘big money’. Therefore, pay attention to those who do not v ote in the interest of the people, but r ather vote for the special inter ests fr om which they r eceived funding. All this activity needs to see daylight… it needs to be fully tr ansparent to all stakeholders, especially the people who elected those r ascals. L ook f or an d r emember wh o they are for, these do not deserve re-election. Let’s co nsider a U.S. Constitutional Amendment that outlaws any form of lobbying which transfers funds to any elected offi cial serving in the U.S. Congress….all 535 of them… Senators and R epresentatives. Would t hat bring the U.S. Congress back to taking care of ‘the common weal’…i.e., the business of the people? The U.S. Congress is supposed to be the ‘government of the people, b y the people and for the people’. Is that too much to expect today? Meanwhile, prepare for the worst. Call the bank to make arrangement for a late mortgage payment. Talk to your landlord. If you run out of food, learn to ask the local food closet or Food bank for a bag of groceries. Millions will be short of cash for a few days or months. We do hav e the r esources to take car e of each other if w e ar e vigilant and look ar ound for those in gr eat need. As a consequence, the economy may fall to a lower performance level because the majority of us who hav e 100% propensity to spend what little w e have….we will be ‘BROKE’ as in ‘we have no money’. How cam the masses be consume rs without any money in our hands? GO D, please for give them, for they kn ow not what they ar e doing to us who make up the multitudes today . So, let’s get ready for even more economic uncertainty.∆

Picking up the trash

n July 27, members of the community gr oup Alliance of Californians for Community Empo werment (ACCE) delivered garbage to the Wells F argo bank on Story and King Road. The concerned residents collected the tr ash fr om a foreclosed bank o wned home in East San Jose near Story and Capitol. The home has been vacant for over three months with no sign of care. “The banks need to clean the properties that belong to them because w e have a lot of people going into those empty houses during the night,” said Ana Guardado, who has liv ed in the ne ighborhood f or 3 0 years. Guardado’s pr operty value has gone do wn twothirds from its original price.
She has witnessed sev eral types of activities involving the empty home. She feels unsafe and wants the bank to pay a fine ev ery day that goes by without action. They residents delivered three black bags of trash to Wells Fargo to demand loan modifications. T hey would also like the city to do a better job of enforcing its blight ordinance. The ordinance allows t he c ity t o f ine b anks $2500 per day if the banks allow their houses to sit v acant and cause blight in San Jose neighborhoods. “There’s hundr eds of bank o wned homes in San Jose and many of them ar e blighted and the banks need to pay their fair shar e,” said David Sharples, ACCE member. “They are the ones that got us i n this foreclosure mess in the first place and they n eed t o d o t heir p art and clean up these pr operties.” The demo nstrators en-
tered the bank and asked to speak with the manager. The manager never greeted the group, i nstead t hey w ere asked to leave the building. After doing so, the police arrived and a sked the group not to block the entrance. “We need a safe community and w e’ve had enough already. Banks need to start cleaning those empty pr operties,” said Guardado. ACCE would also like the code enfor cement depar tment to report on a monthly basis to the city council the number of inspections they have done of v acant, for eclosed, bank o wned homes and the number of fines they have issued to the banks. “We want them to giv e people loan modifications and help people stay in their homes so they don ’t leav e these v acant for eclosed homes to cause blight in our neighborhoods,” said Sharples.

Here are five facts the IRS wants you to know about a tax credit available for child care expenses. The Child and Dependent Care Cr edit is av ailable for expenses incurred during the summer and throughout the rest of the year. 1) The cost of day camp may count as an expense towards the child and dependent care credit.
2) E xpenses for o vernight camps do not qualify. 3) Whether your childcare provider is a sitter at your home or a daycare facility outside the home, you’ll get some tax benefi t if you qualify for the credit. 4) The credit can be up to 35 percent of your qualifying expenses, depending on your income. 5) You may use up to $3,000 of the unreimbursed e xpenses pa id i n a y ear f or one qualifying individual or $6,000 for two or more qualifying individuals to figure the credit. Los trabajos del mañana El ser vicio de tr ansporte recientemente ha incluido 90 autobuses híbridos a su flota a fin de reducir la emisión del uso del dioxido de carbono y al mismo tiempo se han abierto nuev as opor tunidades labor ales gr acias al buen entrenamiento. Los autobuses, que actualmente son computadoras sobre r uedas, r equieren mecánicos que una v ez fami liarizados con el pr ograma tienen la capacidad de mantener la flota. Solis tuvo la oportunidad de hablar con choferes y personal de mantenimiento que ha sido parte de estos nuevos entrenamientos. Los actuales empleadosque en su pasado estuv ieron desempleados p or l argos meses debido a la recesión- y participaron en este pr ograma de entrenamiento -expresaron satisfacción a la Secretaria de Trabajo. El ser vicio de tr ansporte VTA en sociedad con el sindicato desarr ollaron un pr ograma que les per mitió crear 100 puesto de trabajos. Durante l a visita de la Secretaria de Trabajo Solis, representantes del VTA dieron a conocer que más del 40 por ciento de la mano de obr a que labora en mantenimiento está en condiciones de jubi-
larse en l os p róximos c inco años. El nuevo programa da lo posibilidad de promover profesionalmente a los tr abajadores menos calificados. A medida que aprenden nuevas ha bilidades l os nuevos trabajadores son contratados par a ocupar los puestos d e niv el que otr os dejan. Solis ha explicado que su misión es reducir la tasa del 9.2 porciento de desempleados en los Estados Unidos. Es por eso que, desde 2009, el Depar tamento de Trabajo ha invertido más de $ 500 millones en iniciativas de formación para crear trayectorias pr ofesionales en energía solar, biocombustibles y
otras industrias. Y por eso, el mes pasado, anunció una donación de U S $ 5,1 millones par a el Centro de Entrenamiento para el Empleo, CET en San José. Es impor tante que estemos entrenados en nuev os empleos”, concluyó Hilda Solis.

l momento de independizarte ha llegado. C.E.O. Women es una organización que tiene como misión ayudar a miles de mujeres inmigr antes a iniciar sus propios negocios. P ero como buenas empresarias se tiene que tener una buena base del idioma inglés. P or e sta r azón C .E.O Women se ha enfocado en esa tarea. “Tratamos de ofrecer oportunidades económicas para mujeres inmigr antes de bajos ingresos y también a las mujeres que están en condición de refugiadas. Ofrecemos clases de inglés, tratamos de prepararlas en el área de las comunicaciones y por su puesto en damos clases empresariales para que puedan enfrentar el mundo independientemente”, dijo Margarett Ly, coordinadora del pr ograma de entrenamiento de C.E.O. Women. Desde la fundación de la organización han pasado miles de mujeres que han logr ado establecer su propio negocio y salir adelante.
Tal es el caso de Esthela Baldovinos, una joven latina natural de México quien por más de 16 años emprendió un negocio de limpieza de casas y que lo ha visto prosperar gracias a la orientación de C.E.O Women. “La organización ha cambiado mi vida incr eíblemente, aprendí a promover mi negocio, a e ntrenar a m i p ersonal y a manejar las finanzas. Todo esto lo aprendí gracias a unas becas que obtuve”, cuenta Baldovinos quien fue ayudada por ser una madre de bajos recursos. “Recomiendo a t odas l as mujeres a que tengan una idea de negocio, a que piensen en algo que les guste, eso va a ayudarles bastante. s children enter their pr e-teen years, their world becomes an exciting place of new experiences and newfound freedoms. But adults kno w that adolescence also brings new risks and potential dangers, and parents can’t be there every minute. There is something parents can do to protect their pr e-teens, no w and for y ears to come: make sure their children are vaccinated against potentially life-thr eatening diseases such as meningitis, whooping cough and, for girls, cervical cancer. Vaccines are not just for infants. Many par ents don’t realize that doctors recommend several immunizations for 11- and 12-year-olds. “The p rotection p rovided b y s ome c hildhood vaccines wears off over time, and as they get older, young people are at risk o f exposure to differ ent diseases at school or camp or in other new situations,” says Dr. Anne Schuchat, director of the Centers for Disease Contr ol and Prevention’s National Center for Imm unization and R espiratory Diseases. “What’ s mor e, r esearch shows that pre-teens generally do not get preventive health care, visiting the doctor only when they are sick. We at CDC ur ge parents to schedule a routine check-up for their 11- or 12year-olds to discuss their child’s health and development and to talk with the doctor about recommended vaccinations.”
What v accines do pr e-teens need? Three safe and effective vaccines are recommended for 11- or 12-year-olds. All pre-teens should receive Tdap, which combines pr otection against tetanus, plus highly contagious diphtheria and whooping cough (also known as pertussis), into one shot; and MCV4 to protect against meningitis and its complications. P re-teen girls should also receive the HPV (human papillomavirus) vaccine -; the first-ever vaccine to prevent a disease that kills almost 4,000 American women every year: cervical cancer. “The vaccine works best when it is given before the onset of sexual acti vity,” says Dr . Schuchat. “And at age 11 and 12, girl s have the best and strongest immune response to this vaccine.” The American Academy of Pediatrics, the American Academy of Family Physicians and the CDC support these r ecommendations for pr eteens. Parents should also make sure their children are up-to-date on other immunizations such as influenza, chickenpox (varicella), hepatitis B and measles-mumps-rubella (MMR). Depending on their health and medical history, some pre-teens may require additional shots.
