he U.S. Constitution was recorded on parchment. The original is on display in the Library of Congress. It is essential that one read the U.S. Constitution to have a personal knowledge of this basic document. It is the basis of ‘law and or der’ within the many div erse cultur al communities which make up the American society today . Many need to r elate the ‘fr eedoms’ and/or ‘right s’ enumerated in the U.S. Constitution with the personal responsibility that accompanies each ‘freedom’ and ‘right’. A basic matter is ‘citizenship’. Those born within the United States are deemed to be citizens by ‘birthright’. However, the situation, at the time the U.S. Constitution was written and adopted,was that all those involved, founding fathers and all others, were ‘immigrants’ who had left their European home. The U.S. Constitution accorded citizenship to these immigrant Europeans while ex cluding slaves and Native Americans. Later the four teenth amendment defined ‘citizenship’ further. The F ourteenth A mendment, S ection 1 , reads as follows: “All persons born or naturalized in the United States, and subject to the jurisdiction ther eof, are citiz ens of the United States and of the states wher ein they reside. No State shall make or enforce any law which abridges the privileges and immunities of the citizens o f t he U nited S tates; n or s hall a ny State d eprive a ny p erson o f l ife, l iberty, o r property, without due process of law; nor deny any person within its jurisdiction the equal protection of the laws”. Section 2 contai ns the phrase “excluding Indians not taxed”. It al so refers to male inhabitants being 21 y ears of age and citizens of the United States as having the right to vote. This XIV Amendment was proposed June 13, 1866 and adopted by Congress July 21, 1868. The 1X Amendment, r atified A ugust 20, 1920, reads as follows: “The right of citizens of the United States to vote shall not be denied nor abridged by the United States or by any State on account of sex. Congr ess shall have the power to enforce this Article by appropriate legislation.” The People who ar e citizens have the r esponsibility to vote for or against candidates for elected office and for or against pr opositions and measures which when passed b y a majority or 2/3 vote become the ‘law of the land’. In a r epresentative republican democracy, it is the r egistered voter who makes the ‘yea’ or nay vote which elects or recalls or ap-

proves a proposition or measure. Immigration laws provide a process for non-citizens to become ‘ naturalized citizens’. Ideally, immigr ation is r egulated and monitored in a fair and humane manner along with controlling the national borders. Such is not the case today. At one point, the Chinese Exclusion Act decreed that these orientals could not become citizens. Today an estimated 13 million residents of the United States are deemed to be ‘undocumented’ (illegal). One of ev ery 24 residents is undocumented. It is time that Congress begins to deal with the formulation of legislation r esulting in comprehensive immigration reform. A first incremental step needs to be the enactment of the proposed ‘Dream Act’. By not directly dealing with the formulation of comprehensive immigration reform, an already very complicated situation is becoming more so . In the effor t to deal with undo cumented (illegal) immigrant labor, the tactics have shifted towards making employers determine if an emplo yee has ‘l egal r esidence’. Some 18 States now require employers to utilize the E-Verify system to determine if a social security number is authentic. A requirement is to not emplo y any individual who does not have a valid social security number. Employers are penalized (fines or withdrawal of business license) if found to be emplo ying undocumented l abor. Employers may hav e to deal with 18 different sets of regulations as an outcome. A federal law would make for uniform standards thereby reducing administrative enforcement costs. Another f actor t o c onsider i s t hat i mmigrants to America tend to hav e high intell igence le vels. With the curr ent need to tr ain more skilled laborers in the fields of science, technology, engineering, mathematics and the biomedical sciences, it seems r easonable to permit u ndocumented r esidents t o b egin a process leading to naturalized citizenship. Given today’s emphasis on one of two ideologies (Democratic Party vs Republican Party or Liberal vs. Conservative) and the very pressing national debt limits issue, it is time that all elected officials read the parchments that constitute the U.S. Constitution, including all 27 amendments, to enable dealing with the business of “We the People, who desire to have a more perfect Union”. It is time to r ead those parchments or hit the pavement after the next election.

Mexican Heritage Plaza offering summer camps By Cinthia Rodriguez El Observador

n July 5, the School o f A rts and C ulture a t the Mexican Heritage Plaza (MHP) kicked-off its first program, t he S ummer Ar ts and Culture Day Camps. Since o pening i n 1 999, MHP has struggled with its leadership, cultural offerings, funding and community support. In 2007, the City o f S an J ose t ook o ver operations a nd c ommissioned a c ommunity s teering c ommittee o f 1 3 c ivic leaders to d evelop a b usiness plan for the plaza ’s future. The committee met for over a y ear a nd c oncluded that a school of arts and culture and families would be the best decision. The fi rst day of school for the students and staff at MHP, after a brief salute to the four directions, parents and students were informed on what camp would be like.

The first two-w eek session will hav e 32 stu dents from the surrounding area. They will be able to take a variety of classes, fr om mask making to break dancing. All the students ar e expected to be r espectful, while the plaza will ensure a clean, healthy and safe environment for all. “Be p roud o f w ho y ou are and tell ev erybody that you’re learning her e at the School of Ar ts and Cultur e what it is to be a descendent of M exicans,” s aid B lanca Alvarado. “To be Mexican is to be beautiful. We ar e beautiful people.” Students were also told to go to school with a gr eat deal of pride and love. The plaza was built for the children that will one day be adults and be able to pass on their tr aditions, said Alvarado. Councilmember Xavier Campos also spoke to the children. He told them that he didn’t want to bore them

The r esults w ere shared during a resource fair specifically focused to those currently un housed a t C ity Hall in downtown San Jose. "Destination: Home is really the organization that was born out of the blue ribbon commission and in many ways w ere carrying o ut the effort of the leaders that were at that table," said Jennifer L oving fr om Destination: Home. "Housing a thousand is our next chapter." “Housing 1 ,000” i s t he local campaign par tnership between Destination: Home, the Santa Clar a County Collaborative on Affor dable Housing a nd H omeless I ssues an d C ommunity Technology Alliance. "We have been at this 30 years. We've learned a lot of things in 30 y ears," said Mayor Chuck Reed. There ar e a couple of things that stick out to the Mayor that gives him not only

hope but the confidence that eliminating homelessness in San Jose can be done. The first thing is kno wing that homeless people need homes. Problems cannot be solved i n t heir l ives w hen they hav e an unstable d isruptive living experience on the street. "If we can get them into homes and provide services then we can deal with all the other issues that hav e been identified in our sur vey to keep them off the street and to keep them from ever being homeless again," said Reed. The volunteers gathered at 4:30 a.m. They conducted a sur vey and photogr aphed the homeless population throughout Santa Clar a County. Names and dates of birth were collected as w ell as patterns of shelter use and previous housing situation, health status and institutional history. "We’ve b een a ble t o house a lmost 1 ,200 a dditional individuals and families that ar e chr onically homeless thr ough the v arious pr ograms that ar e funded thr ough the feder al program," said Alex Sanchez, Executive Dir ector, Housing Authority, County of Santa Clara. Although the City of San

Jose's R edevelopment Agency and its Housing Department pr oduced o ver 20,000 affor dable housing units using the r edevelopment tool, that agency has been e liminated b y b udget cutbacks. Mayor Reed vowed to continue to work on civic housing pr oblems with the resources that are available. "We ar e smar t enough, and we can collaborate enough, that w e can figur e out ho w to get that money and put it to use to get people into housing and begin to solve t heir p roblems," s aid Reed. The 40 teams of community volunteers used the national 1 ,000,000 H omes campaign's v ulnerability index to sur vey and create a by-name list of the homeless individuals who are most at risk of premature death. Two hundred a nd s eventy t wo were found to be vulner able by having health conditions associated with a high mortality risk. The oldest respondent was 85 y ears old. The youngest was 18 years old. "We need to talk about housing solutions for those most in need," said L oving. "We want ev ery single per son that w e bring into housing to have the ser vices that they need to stay housed."

A mid-afternoon slump could really be trying to tell y ou something — it’s likely y ou ar en’t getting enough sleep! The average adult needs seven to nine hours of sleep per day to function pr operly. Carry a calorie “ cheat sheet.” Sometimes you will come across foods in the grocery that do not have nutrition labeling. Carry a calorie sheet, or use a mobile phone app. 5. Read the Percent Daily Value (DV). The DV is formulated for a 2,000 calorie diet, but it can pr ovide a basic guideline ev en if y ou consume more or less. Celebran centenario del descubrimiento de Machu Picchu de sol, lugar donde según la tradición incaica se “ amarra” al astro r ey par a que abr ace la tierra y la bañe de energía. En ese lugar, los incas observaron que cuando av anzaba el verano y el otoño el sol estaba menos tiempo cubriendo la zona, e n t anto c uando s e p resentaba el solsticio (24 de junio) hacían una ceremonia para “atar al sol” para que no se fuera. En la ciudadela está la r oca funeraria, a l a e ntrada d el a ntiguo cementerio, donde hay un triple escalón que simboliza los tres mundos incas: el subterráneo, gobernado por la serpiente; el de los vivos, por el puma, y el de arriba, de los espíritus, por el cóndor. La ciudad es consider ada uno de los enigmas ar queológicos más bellos y fascinantes del hemisferio occidental y la montaña, o cumbre vieja, es custodiada por otr a montaña llamada Huayna Picchu, o joven cumbre, más alta que la primer a y qu e aparece siempre al fondo. En el lugar existen templos de granito, acueductos, fuentes, tumbas, terrazas y miles de es-

caleras que permanecieron ocultas hasta el descubrimiento que hiciera Bingham. Hasta Machu Picchu se puede l legar d e d os f ormas: caminando desde el Cusco, por el antiguo sendero inca, o en tren, por el cual hay que pagar 87 dólares en la clase más

barata y 350 dólares para el alto turismo por un recorrido de seis horas. La tr avesía a pie por el “Camino Inca” puede demor ar entre dos y tres días en medio de una h úmeda v egetación, p lagada de insectos venenosos y

culebras, en tanto que por tr en el viaje es de seis horas. Excavaciones arqueológicas han d eterminado q ue e n l as fosas d el c ementerio s e d escubrieron 173 esqueletos, 150 de los cuales per tenecían a mujeres.

Machu Picchu fue declarado Patrimonio Cultur al de la Humanidad por la Organización de Naciones U nidas p ara l a E ducación, l a C iencia y l a C ultura (Unesco) en 1983 y para Perú es uno de los destinos turísticos más visitado en Sudamérica.

ima, ( Notimex).- P erú amaneció d e f iesta a l cumplirse los 100 años del descubrimiento de Machu Picchu, conocida como “La Esmeralda de Los Andes”, un santuario enigmático abrazado por un cír culo de montañas desde donde los incas honr aron a sus dioses. Las festividades artísticoculturales a rrancaron c on 2 1 cañonazos de salva en las plazas Regocijo, Espinar, San Francisco, San Blas, Santa Teresa, Los Pumas y de Armas de la ciudad andina del Cusco, que se sitúa a los pies de Machu Picchu. En el par que ar queológico de Sacsayhuamán se dieron cita autoridades del municipio provincial del Cusco y del Ejército peruano par a encabezar la fiesta. Para esta noche está pr evisto un espectáculo de luces y sonido acompañado por la Orquesta Andina, la Orquesta Sinfónica de Cusco y la cantante peruana Tania Libertad. Machu Picchu es una ciudadela rodeada por un abismo de 400 metros que fue construida entre los años 1400 y 150 0 por órdenes del inca Pachacútec, quien “amuralló” e ste e nclave desde las laderas para defender a una raza que no se doblegó. La ciudadela que es una imponente montaña que r esguarda las terr azas de cultiv o que abastecieron a la población incaica q ue s embró m aíz y papas. En la época incaica se llegaba hasta las faldas de Machu Picchu por el “Camino Inca”, que partía del Cusco hasta la Puerta del Sol, en la cima de las laderas, para continuar al Valle Sagrado y el resto de las ruinas de lo que fue el más grande i mperio en esta zona. Antes, para ingresar a este santuario había que pr epararse en cuerpo y alma y no cualquiera podía ingresar a la ciudad, pero ahora bastan 20 dólar es par a que cualquier persona haga turismo por el lugar pese a que ya se ha alertado de su deterioro. El descubrimiento en 1911 de Machu Picchu por el estadunidense Hir am Bingham y un equipo de la Univ ersidad de Yale, permitió que millones de ciudadanos del mundo conozcan ahor a la mar avilla ar queológica. work towards reaching their corresponding levels in math and English. Most of the students ar e belo w feder al poverty lev el. Sacred Hear t Services has partnered with the Ear thquakes to pr ovide tickets to one of the games. Luzunaris, the 22-y earold, was born and raised in Florida and joined the Earthquakes this March. He talked to the students about staying in school and staying healthy.

He told them to eat their fruits and v eggies, drinking lots of water, getting the right amount of sleep and exercising. Students r eceived tee shirts and an autogr aphed poster from the forward. The Earthquakes and Amway will continue t o v isit B ay A rea youth at differ ent schools during t he 2 011 s eason t o promote healthy living.
