l pasado fin de semana una tragedia enlutó a la familia Jimenez García de Redwood City. Miembros de una pandilla por err or dispararon a la familia mientras que salía de una celebr ación en el Este de P alo Alto. El saldo fue un bebé muer to y una familia destr ozada. Ivone García López (22) madr e del bebé se pr esentó ante los medios totalmente destrozada y haciendo desgarradoras declaraciones sobre el incidente ocurrido, pidió que esto no vuelva a ocurrir. “No se lo deseo a nadie” dijo la madre. García L ópez e xpresó s u d olor, a l c ompartir p úblicamente que trató de proteger a sus hijos, per o que sin embargo la bala mató al recién nacido. La situación que tiene que enfr entar la famil ia es dolorosa. Actualmente no tienen los recursos económicos para pagar los gastos de los funerales. Y por esta razón familiares han abierto una cuenta para ayudar a la familia que ha sido víctima lamentable de esta tragedia. El nombre de la cuenta es Izack Jesus Jimenez G arcía y el número es 6836571460. Este número de cuenta es necesario mencionarlo al momento de hacer su donativo. Los restos del bebé fueron velados en la Capilla Crippen y Flyn Woodside localizado en la 400 Woodside Rd. R edwood City CA 94061.

By Cinthia Rodriguez – El Observador n June 6, active San Jose residents met to ur ge Senator Sam Blakeslee (R) to keep his obligation and r epresent his constituents at th e State Building in downtown San Jose. The senator’s constituents requested that he work to pass a budget that maintains current revenue sources in order to protect the state’s essential health, human ser vices, schools, and public safety institutions fr om the prospects of an “ all-cuts” budget and a “spending cap”. “We don’t want there to be cuts to health programs o r t o e ducation, e specially t o schools like Dahl Elementary. If there are any more cuts, there will be larger classes with less attention to students, leaving them to get distracted and losing interest in school,” said Maria Ayala. “It’s going to be a mess and I don’t want that to happen.” The concerned group was determined to talk to the Senator but had no luck doing so. They visited the office of assem blymember Nora Campos and Jim Beall to ask for fair budget solutions. Soon after , the gr oup learned that a r epresentative for Senator Blakeslee had arrived. Dressed up as Waldo characters from the popular book series, the gr oup chanted “Where is Sam,” leaving a signed poster with

ashington – A couple of days ago Massachusetts G overnor D eval P atrick ( D-MA) a nnounced that his state will join Illinois and New York in declining to participate in the federal government’s failed “Secure Communities” deportation program. The state of California, thr ough the TRUST Act legislation that passed the State Assembly and now awaits action in the state Senate, is similarly considering a measur e that would allow statewide communities to opt out of the program. Like Governors Quinn and Cuomo, Governor Patrick is deeply troubled by the fact that Secure Communities program is not living up to its stated goal of targeting foreignborn individuals convicted of serious crimes. According to the New York Times, “Official figures from Boston showed that 54 percent of the immigrants deported under the program had no criminal convictions, only civil immigration violations. Only about one in four depor tees under the program had been convicted of a serious crime.” The Governor, his public safety director, and law enforcement officials from across the country are concerned that involving police in the depor tation of non-criminals will chill crime reporting by immigrants and give criminals free reign to prey on our communities. Despite these concerns, a senior official at the Department of Homeland Security (DH S) told the Boston Globe that the federal government plans to “for ce” the state of Massachusetts to participate in this program, completely dismissing the Governor’s concerns about the program’s impact on community policing and public safety. According to Frank Sharry, Executive Director of America’s Voice Education Fund, “Who knows best about what’s good for safety in their communities – police or political appointees at DHS? The federal government should take the outcry from law enforcement leaders seriously, not dig in its heels and refuse to reform this failed program.” Governor Patrick’s concerns are shared by many law enforcement experts from around the country. Today, the Law Enforcement Engagement Initiative (LEEI) released a compilation of statements fr om law enforcement leaders who have expressed opposition to, or concerns with, Secure Communities. Below is a sample of quotes from the LEEI document. Additional quotes are available here: • Chelsea, M A Chief of Police Brian K yes: “Secur e Communities has created “mistrust of local police, discouraged people from reporting crime, and made everyone more vulnerable to crime b y breaking down hard earned relationships.” • San Francisco Sheriff Michael Hennessey: “As the

sheriff of San Francisco for more than 30 years, I know that maintaining p ublic s afety r equires e arning c ommunity trust. We rely heavily on the trust and cooper ation of all community members - including immigrants - to come forward and report crimes, either as victims or as witnesses. Otherwise, crimes go unreported - and this affects ev eryone, citizens and noncitizens alike. It also l eads to ‘street justice,’ in which residents who are too afraid to go to the police decide to take justice into their own hands, often with deadly result.” • Salt Lake City Police Chief Chris Burbank: “The Secure Communities pr ogram combined with misguided state legislation has promoted a shift in local law enforcement’s mission across the country and driven a wedge between the police and public. The r esulting priority adjustment places emphasis upon civil immigration action over community policing and all criminal enforcement. The conceit of the pr ogram is its intention to tar get serious criminal offenders. Unfortunately, community members and traffic violators are often more significantly impacted than violent offenders. We in law enforcement must safeguard community trust. Without the suppor t and par ticipation of the neighborhoods in which we serve, we cannot provide adequate public safety and maintain the well-being of our nation.” • Thomas H. Mungeer, President of the New York State Police Benev olent Association: “W e suppor t Go vernor Cuomo’s action today in suspending Secure Communities until the numerous questions, including a federal Inspector General’s investigation, can be r esolved. Police rely upon a partnership with the communities that they serve to ensure the public safety of us all.The questions that have surrounded the implementation of Secure Communities drives a wedge between law enforcement and the people they are sworn to protect. We are confident that the procedures we currently use and the strong relationships we currently have with federal, state and local authorities will ensur e that we can keep our communities safe while also maintaining our relationship of trust.” Jack Mahar, Sheriff of Rensselaer County, NY and President of the New York State Sheriffs Association: “Every day, law enforcement officers put their lives on the line to rid our neighborhoods of crime, and w e do it with the cooperation of the law-abiding public. This program was intended to make communities safer and stronger, but many people question whether this program has really accomplished its objectives. Governor Cuomo is right to remove our s tate f rom t his p rogram until a ll c oncerns a re a ddressed.” ∆

Hispanics Can Help Themselves By Hilbert Morales

he Census 2010 counted 50 million Hispanics which makes this ethnic group the largest in America. No wonder that bo th the Democratic Party and the Republican Party leaderships are making effor ts to r ecruit Latinos as members. The Democrats want to re-elect, to a second term, President Barack Obama. Several pr ominent R epublicans want to limit President Obama to one term. There is a differ ent approach which is being presented here for the consideration of each and ev ery Hispanic citizen. When you register to vote, decline to state y our political party affiliation or decide to state that you are an “Independent’ voter. This will place you where you want to be as a ‘swing voter’. Political analysts ar e doing their best to predict who will be elected as the next president as well as the number of senators a nd m embers o f t he H ouse o f Representatives who would be elected or re-elected. Hispanics need to focus on Congr ess, which has not be en a ble to conduct the business of the people due to the lack of having the number of votes needed. Especially the 2/3rds majority vote required to enact meaningful legislation. Think about the national debt limit, The Dream Act, reforming the current tax laws, outdated subsidies and entitlements, etc. Currently both Democrats and Republicans are voting as a ‘block’ based on liber al or conser vative ideologies. The outcome is a stalemate. What Congress needs is a ‘People’s Independent Party” which could for ce both the Democrats and Republicans to compromise and negotiate on essential public policy matters. What is being r ecommended here is that Hispanics consider formation of a ‘ Third Political P arty’ which is independent, and which will cater to the needs of ethnic groups (Hispanics, African-Americans, Asian-Americans, Pacific Islanders, etc.). If a ‘thir d political par ty’ existed in significant numbers in both the Senate and the House, then mor e ‘parliamentary processing’ would be possible. With no par ty having a m ajority, t ri-party n egotiations and compromises would be possible. A major blockage to the legislativ e process would be eliminated. Why do this at all? It could be that a third party composed of ‘ ethnic peoples’ would enable Congr ess as a legislativ e body to seriously consider the ‘ people’s business’. P resently lobb yists ha ve th e ability to ‘buy congressional votes’ resulting in too many stalemates. The current debate about raising the national debt limit is one such example.

Ethnic groups need to consider this approach because too many public policy issues are being de cided in a manner th at does not improve their access to opportunity nor an ability to seek ‘ a good life, liberty, and pu rsuit of happiness’. It could enable the passage of the immigration reform legislation which is currently blocked by too many special interests. At the minimum t he D ream A ct c ould b e e nacted. Other ‘people’s issues’ are health care, social security, education & vocational training, monitoring insurance industry& financial industry changes with r espect to banking, mortgages, small business loans, and r easonable cr edit car d r ates. It may even be possible to enact an income tax policy wherein all loopholes and exclusions are eliminated, including those currently abused by multinational corporations. Let’s not for get the influence and power o f t he c urrent ‘ military-industrial complex’ role in needing ‘wars’ to sustain their current status, influence and po wer. The ability to update and utiliz e a foreign policy which emphasizes assistance in the development of needed infrastructures (harbors, roads, schools, hospitals,housing, e tc.) i n u nderdeveloped s ocieties would create jobs, enhance the economy and promote global peace. It is time that our nation consider having thr ee major po litical par ties: Dem ocratic, R epublican, a nd t he P eople’s Independent Party. Imagine the enhanced negotiation that may result in breaking the current ‘log-jams’ because of liberal or conservative i deologies. With t oday’s enhanced ability to communicate, using social media to inform, coordinate and develop plans, new accor ds could be implemented. Our national ideals must be the base of future actions. Capitalism has proven that greed, coupled with financial power, overwhelms the altruism of the silent majority. By forming a ‘People’s Independent Party’ which elects at least one third of the membership of the House, the curr ent bipartisan politics would be forced to deal with the people’s business rather than those of ‘special i nterests and corpor ations’. The same applies to the Senate’s membership. A parliamentary form of governance would evolve over time. By taking the lead in the formation of a third political party, Hispanic citizens can help themselves in a way that earns access to oppor tunity , inclusion, dignity an d r espect. If y ou ar e Hispanic, consider helping yourself by becoming engaged.

The IRS offers five tips for taxpayers that have moved or are about to move. 1. Change Your IRS Address Records You can change your address on file with the IRS in several ways: * Write the new addr ess in the appropriate boxes on your tax return; * Use Form 8822, Change of Addr ess, to submit an address or name change any time during the year * Give the IRS written notification of your new addr ess b y writing to the I RS center where you file your return. Include your full name, old and new addresses, Social Security Number or Emplo yer Identification Number and signature. If you filed a joint return, be sure to include the information for both taxpayers. If y ou filed a joint r eturn and hav e since established separ ate residences, each spouse should notify the IRS of their new address; and * Should an I RS emplo yee contact y ou about your account, you may be able to verbally provide a change of address.

2.Notify Your Employer. Be sur e to also notify your employer of your new address so you get your W-2 forms on time. 3.Notify the Post Office If you change your address after y ou’ve filed y our return. Don’t forget to notify the post office at your old address so your mail can be forwarded. 4.Estimated Tax Payments. If y ou mak e estimated tax payments throughout the year, you should mail a completed F orm 8822, Change of Address, or write the I RS campus where you file your return. You may continue to use your old pre-printed payment vouchers until the IRS sends you new ones with your new address. However, do not correct the address on the old voucher. 5. Postal Ser vice. The I RS does use the Postal Service’s change of address files to update taxpayer addresses, but it’s still a good idea to notify the IRS directly. People Acting in Community Together (PACT) urged school district officials and charter school leaders to take action to close the achievement gap and ensure that the city has schools that prepare all children to have the choice to attend and succeed in college. “My s on A ngel h as d emonstrated t hat with a good education anything can be accomplished. He is a third grader that looks forward to the future wanting to be a science teacher,” said his mother Maria Velazquez. “It’s a great feeling to hear him say that.” Parents like Maria Velazquez, insist that district officials commit to creating compacts that formalize cooperation, collaboration and partnership between their districts and charter schools. They would really like to see the replication of existing successful school models by closing low-performing schools and reopening them with proven models. “The staff and teachers ar e so open minded, they take my input and educate themselves about what works best,” said Carrie Greco, mother in favor of charter schools. During the school y ear 2008-2009, l ess than 30% of Latino students in San Jose Unified graduated with credits for college. Within the East Side Union School District, less than 20% are graduating with the necessary A TO

G college entry level credits. On the other hand, 100% of Summit P reparatory Charter High School are ready to go to college. PACT leaders met with scho ol officials to understand why their schools work. They also had dozens of meetings with sev eral other elected officials at the city, county, and district levels to find out how districts function. “We can all fight for better schools that don’t divide the students by nationality or socioeconomic status,” said Velazquez. “Let’s not give up. Let’s do something for the education of our children.” The par ents want bold and committed leaders that put children first and would like to see the achiev ement gap disappear. They would also like to see high-performing charters, small autonomous schools like McEntee Academy. “I hope that the next time w e meet together that we don’t have the charter schools on o ne si de a nd t he p ublic s chools o n t he other side,” said Frank Biehl, East Side Union High School District Board Trustee. “I hope that we’re all mix ed together, working wi th each other.” All the school officials pr esent agreed to commit to the goals and 13 metrics of SJ2020, including publishing an annual pr ogress report, school by school, ensuring that all their students are proficient and college r eady by 2020. PACT, district officials, and charter school leaders will convene at another large community meeting by February of 2012.

Sacramento Bus Trip: Legislators offer new ways to support education system

ast month I took a group of eighty r esidents to Sacr amento to discuss our school funding concerns with our legislators. This trip was cosponsor ed by the Silicon Valley Education Foundation. We happened to be up there on the exact day when Go vernor Brown released his May Revised Budget. You can imagine how happy the group was to get good news: extra money was r ecommended to be put in the budget for education this y ear by the Governor! The extra $3 billion is only a small payback for all that has been diverted the past few years. It was a very important day for us to demand of our legislators that education be a priority in the budget. Not surprising, all of the legislators w e spoke to

agreed that education is impor tant. One must wonder, then, why ar e schools in such financial crisis that w e are seeing our school class sizes rise, our counselors, and other lev els of suppor t staff shrinking, and cuts in art, music, and sports programs. During t he d ay, a n umber o f reasons were given to explain the budget problems we are seeing. S tate C ontroller J ohn C hiang r eally d rove home the difficult financial position the state has been in over the past few years. Senator Alquist reminded us that school funding is based on property taxes so the funding level rises and falls with the economy. She believes, though, that the supermajority (2/3 of legislators) needed to r aise revenue is a pr oblem. It is m ore difficult to get enough votes to raise revenue from more stable sources.

Metropolitan Adult Education Program

he Metropolitan Adult Education P rogram (MAEP) held its annual adult high school g raduation o n J une 7 , a t t he Metropolitan Education District campus located at 760 Hillsdale Avenue, San Jose. Members of the Metr oED Governing Board presented high school diplomas to more than 85 adult graduates. John Sellarole, Former Executive Director for Adult Education at the East Side Union High School District and Me troED Foundation Board Member, served as the keynote speaker. Dr. Sellarole has over 40 years of experience in education and continues to be activ ely involved in the education community since his retirement in August 2001. “Our adult students, many of whom hav e families, jobs and a myriad of responsibilities have shown perseverance and determination in the pursuit of th eir high school di plomas; they have earned this celebration,” MAEP Director Sylvia Karp, said. 90 percent of the graduates plan to continue their education upon graduation. Future educational goals include firefighting, nursing, dental technician, pharmacist, teaching, psy chology, HVAC technician, veterinarian, and computer science professional.

At the ceremony, three students received a lifelong learning award, two students received outstanding student awards, and five students were awarded scholarships to assist them in continuing their educational pursuits. Students learn that they have been chosen for awards and scholarships at the graduation ceremony. The adult gr aduation cer emony also featured student speakers, music b y the San Jose Metropolitan Band, and a color guard presentation by the United States Marine Corps. MAEP offers a variety of day and evening classes, i ncluding; E nglish a s a S econd Language, Adult Basic Skills, Adult Secondary Education, G ED P reparation a nd Testing, Accounting, Medical Assisting, Office Skills and more. MetroED is the lar gest career-oriented organization in Santa Clar a County comprised of high school and adult career-technical, academic and community programs, which include Central County O ccupational C enter ( CCOC) a nd th e Metropolitan Adult Education Program (MAEP). MetroED a nnually p rovides m ore t han 20,000 diverse students with the skills to help them be productive, income earning and taxpaying contributors to Silicon Valley. ∆

legislators know that we value education and that investing in education is important for California’s future. Among the most vocal in our group was a group o f s tudents f rom E ast S ide U nion H igh School District, some of whom were organized by ESUHSD Board Trustee Frank Biehl. Their personal stories of the impacts that funding cuts have on them really drove home the message that cuts have real consequences. It also r eminded legislators of the impact that school has had on their lives. Assemblymember Alejo cr edited his high school teachers for setting him str aight after he made some bad choices, and helping him become the man he is today. Assemblymember Buchannan n oted t hat C alifornia’s s chools w ere o nce among the best, but that California has stopped investing in education. By not investing in education, California has stopped investing in its future. It is very important that we all reach out to our legislators and demand that they work together to find new ways to support our education system. We were encouraged to continue contacting our legislators about education funding by Lupita Alcala from the California Depar tment of Education. She encouraged us to continue putting forward the message of the impacts that funding cuts have on schools. According to some, other sources of revenue would help the state to suppor t our schools, though. Assemblymember Beall stated that California simply needs more revenue for the next few years to fully support its programs. Assemblymember C ampos f eels t hat w e s hould support getting Governor Brown’s tax measures, such as the Vehicle License Fee extension, on the ballot and passed by the voters. In speaking with staff for Assemblymember Bob Wieckowski, we learned that he is for the proposed Governor’s tax extension while staff from Senator Blakeslee’s office, stated that he has not taken a position on this, yet. Assemblymember Monning is in support of other revenue gaining ideas such as taxing oil companies for the oil they take fr om California’s ground. Both of these revenue sources have been stopped by the supe rmajority requirement. In spite of the differ ences, though, Assemblymember Gordon feels that there can be bipartisanship in passing the budget but it will take a lot of work. Estelle Lemieux from the California Teachers Association credited Governor Brown’s work with both Republicans and Democrats in eliminating opposition. It is important for residents to meet with our legislators to discuss our values and priorities. They are, after all, representing us. Our group consisted of a wide variety of people – students, teachers, parents, concerned seniors – of all races and ethnicities. While in Sacramento, we let our

l pasado 8 de junio la or ganización PACT (siglas en inglés) convocó a las autoridades y a la comunidad para hablar sobre el tema de seguridad y la ola de homicidios que se ha incrementado en la ciudad de San José. A la cita asistió el Jefe del Depar tamento de Policía, (SJPD) Chris Moore quien expresó públicamente su compromiso para trabajar en conjunto con las demás autoridades. A la cita ta mbién a sistió e l S upervisor d el C ondado de Santa Clara, Mike Wassserman. Los líderes de PACT pidieron a Moore dar prioridad a la restitución de confianza entre la comunidad y la policía, especialmente en este momento crítico en que su depar tamento va a perder a más de 100 oficiales, debido a recortes presupuestarios. Sin e sta confianza en la comunidad no será posible detener la ola de delincuencia que está azotando a nuestra comunidad. En seis meses hemos superado el número total de homicidios ocurridos en el 2010. Por esta razón los grupos comunitarios llaman a la seguridad pública como una prioridad y ponen en relieve que la confianza de la comunidad en la policía es fundamental, par a reducir l a t asa d e h omicidios y l a t asa d e criminalidad en San José. Con un déficit presupuestario la ciudad está o bligada a despedir a 122 oficial es, a

pesar de un acuer do existente entre el concilio y el sindicato de la policía. El miedo a las r epresalias y la desconfianza con la policía local, da como r esultado a que muchos delitos no se denuncien, la reducción de agentes de policía podrían ser devastadoras y esto obliga a que la policía y las c omunidades c olaboren m ás e strechamente. En respuesta a esta ola de crímenes, PACT insta al Departamento de Policía de San José a proteger a los inmigrantes. Este es un paso importante para la restauración de las r elaciones entre la comunidad y la policía. Líderes de la comunidad creen que la confianza podría estar reconstruida si el Jefe de la Policía amplía el tiempo de estancia de un policía en determinado v ecindario, es decir que se queden custodiando un año y no seis meses como se hace actualmente. Este ti empo a dicional p ermitirá a l a policía comprender mejor los barrios y permitirá a las comunidades construir relaciones con los agentes de policía, lo que aumentará la confianza. Durante la r eunión Moor e se compr ometió a ofr ecer una información actualizada sobre l a relación d e c onfianza e ntre c omunidad y sus efectivos. También dijo que hará a que sus agentes entiendan l a div ersidad cultural y se eviten problemas de perfil racial. Al mismo tiempo se pidió el apoyo de establecer líneas de apoyo “Alto al fuego” a fin de prevenir delitos.
