World Elder Abuse Awareness Day By Cinthia Rodriguez – El Observador

n J une 1 5, t he C ounty o f S anta Clara celebrated World Elder Abuse Awareness Day in an effort to raise awareness within this county along with other regions of the world. The county depar tments and agencies joined together to raise awareness of the different types of abuse. They provided presentations, a panel discussion and a resource fair. “This kind of ev ent is taking place all across the globe today and we wanted to join in to raise awareness,” said Lee Pullen, Director of Aging and Adult Services. “We know that elder abuse can take place in any community, in any country . We kno w that it’ s often not spoken about or kept within family and we want to get it out so that our seniors can live a free healthy and safe life.” A 2004 Senior Needs Assessment survey in Santa Clara County found that there were 1,114 confirmed incidents of elder abuse. Last year, there were over 50 cases of physical abuse and o ver 100 cases of financial abuse to the elderly. “It’s really important that when an elder gives someone the po wer of attorney o ver their estate and finances that they pick that person very c arefully,” s aid p anel s peaker

The person gr anted po wer of attorn ey could buy and sell items located within the personal estate and effectiv ely make all other financial decisions. “Anybody holding the power of attorney needs to do it for the benefit of the elder but unfortunately we see a lot of power of attorney abuse where a child uses that po wer to sell the elder’s assets,” said Berry. Berry recommends elders to check their credit reports yearly. She also r ecommends attending financial self help groups. The other most common types of elder abuse ar e self-neglect, neglect b y a car egiver, verbal, emotional, psychological and physical abuse. Elder abuse occurs primarily in the home, and, most likely, perpetrators are adult children of the victim, spouses and other r elatives. “It i s v ery i mportant n ot t o b e s toic and/or si lent. You m ust ta lk t o s omebody you c an t rust,” s aid P ullen. “I f t hey d on’t have someone they can talk to, they can contact Adult P rotective Ser vice (408) 9754900.” This program is confidential and offers services i n m ultiple l anguages, i ncluding Spanish.

udy Belluomini, a community activist, publisher, and small business person, was recognized and honored during the Wednesday, June 15, 2011 monthly meeting of the Story Road Business Association (SRBA) held at Tacos Al Carbon R estaurant, Story & King R oads, San Jose, CA. About 50 members attended and Rudy was accompanied by his wife Irma, his daughter Gigi, his brother, and other family members. First, a brief business meeting was conducted

to elect new officers and pr esent the SRBA Treasurer’s report (Bob Schmidt). Two Scholarships were also presented to two deserving and qualified stude nts who both made appropriate gratitude statements. SRBA President Marie Barajas coordinated the “Rudy Bellumini Presentation”. Timoteo Vasquez, Bob Chavez, and Adrian Vargas coordinated their ‘roasting commentary’. Adrian Vargas entertained all with his anecdote which established that he (Adrian) had saved Rudy’s life. At a dinner, a bolus of food became lodged in Rudy’s throat resulting in him being choked. Adrian recognized what was
going on and applied the Heimlich maneuver 13 times before dislodging the bolus of food which ‘landed on my burrito ’. Paramedics arrived soon thereafter and established that R udy was indeed all right. Other roasting commentaries related to Rudy’s pioneering involvement with the first Hispanic publication, EL EXCENTRICO, published in San Jose during the 1960’s. Rudy subsequently published “EL EXCENTRICO” and until r ecently conducted a weekly television program which focuses on the promotion o f s mall l ocal H ispanic b usinesses. Frank Ruiz, Hilbert Morales, Sandra Escobar, Al-
berto Carrillo, Bob Schmidt, Aaron Rosendez, Vidal Carillo (for Vic Zavala) and Ar t Calderon all made brief ‘roast’ commentary. Art Calderon tricked the group into singing “Happy Birthday’ to Rudy. Then Rudy was presented with a Certificate of Appreciation by Marie Barajas, SRBA President. Rudy and his daughter Gigi and brother expressed their appreciation for the recognition and honor bestowed upon Rudy Belluomini. Rudy has earned and deserved the accolades expressed by the many community small business persons present. This joyful event ended after R udy personally expressed his gratitude.∆

I
recently read your article in your May 27-June 2, 2011 issue of y our paper, entitled ‘Engagement, Reconciliation And Resolution”.
I agree that the pension package the city offers needs to be looked at. In many of our worker positions, we will not enjoy such ‘big’ pensions as Mayor Reed and City Manager Figone espouse. Over half are part time positions when we speak of Parks and Recreation and Library services. They do not receive social security, pension or other benefits in most cases. Instead, with the recent imposition of cuts, many loyal, dedicated and expert full time employees who are paid less than $60,000 a year, will suffer greatly now and in the near futures when retired. Yet no one is really having conversations of the many ways that were suggested in the ‘MyBudgetIdeas.com’ offered by the Community Budget Working Group. Nor the id eas that w ere presented at previous Council meetings suggesting the City collect fr om banks owning foreclosed homes, a $1000 penalty per each day the bank fails to keep up foreclosed properties. One would hope that the City Leaders would have already thought of these proposals, but, in fact, these were completely ignored, and the pension issue rages on as it has to the present. As a city worker, I would hav e preferred the leaders would hav e respectfully sat down at the negotiation table to talk in ‘Good Faith’ as is always suggested in good mediation practices. Instead, the Mayor, City Manager and most of the Council district representatives have ignored good, solid remedies for lowering our city’s deficit. Although I live in the East side of San Jose, I am not blind to the fact that the City officials have overspent on a hope and a pr ayer project, a whopping 1.3 billion dollars(a r eduction on what would have cost the taxpayer twice that much)for an airport that I myself will seldom use. I am not blind to the fact that the exorbitant amounts of money spent o ver the years were the decisions of the folks that sit in our gr eat city’s public offices today (some over the past 10 years of this accumulated debt). Some Council members claim to be ‘new’, but , indeed, they have been residents of this city who also hav e access to information thr ough various media sources. Please do not overlook the fact the our elected officials should be looking after the welfare of ALL citizens living in the San Jose area. This year, they did not. Community centers , such as the Gardner Center, will be closed. This center, with much sweat equity investment, was born of the dreams of the residents in that area. What will become of the community residents who worked so hard to realize this center? Alum Rock Youth Center is schedule to close. This center is the only center in that area and is MUCH needed. Library hours are being reduced by closures down to 3 days a week. What a shame! Shame on all our elected officials. They have not had the abil ity to muster the cr eativity necessary to solve this problem. There was no plan to solve this from the start over time. It was decided that the pension issue would be the target. Now, with our city left with more than 70 million dollars in outstanding debt, the only thing accomplished is a work force that has lost faith in its’ leadership, a citizenry that realizes that most of their leaders leave much, so much to be desired.

he recently released Census 2010 data r eveal wh at many Hispanics hav e long noticed, but have kept thei r customary stoi c silence. It is time that this silence be set aside because times and the climate have changed. Today, the City of Santa Clara is 7% African-American; 27% Asian-American; 19% Hispanic and 36% “White”. The City of Santa Clara’s current City Council m ake-up i s t otally ‘ white’ a s a consequence of the traditional ‘at-large’ city council election. This is in direct violation of the Voting Rights Act 1992 passed by the U.S. Congress and signed by then President William J. Clinton. In addition, this current situation violates the California Voting Rights Act. On July 9, 2002, Governor Gray Davis approved the California Voting Rights Act of 2001. This bill expands on voting rights granted under the feder al Voting Rights Act b y, a mong o ther t hings, g ranting standing to gr oups who ar e too geographically dispersed to elect thei r candidate of choice fr om a single member district. This eases the path for pr oportional v oting systems to be used as remedies for minority vote dilution. For many years EO has received comments from Hispanic residents of the City of Santa Clar a. One commentary was that the current city council members all live within one neighborhood. The current ethnic communities of inter est make-up 53% of the total r esident population of the City of Santa Clar a. It i s time that ethnic or ganizations such as “Los Padres Unidos” consult with the Mexican-American L egal Defense and Education Foundation, Inc. (MALDEF). Also, the Mexican-American Political Association (MAPA) needs to become supportively en gaged. A v ery co mpetent “Voting Rights” lawy er is Joaquin Avila, Esq.. who has successfully litigated these very same issues in Watsonville, California in the past. The Asian-American for Community Involvement (ACCI) should also become inv olved. In fact, a Japanese-American, Wesley K . Mukoyama, i nformed E O t hat h e h as agreed to be a plaintiff in a l egal action against the City of Santa Clar a. Mukoyama h as b een a c ommunity a ctivist on behalf of senior citizens. He recently r etired f rom t he M ental H ealth Board wher e he ser ved as a member
with distinction for the past 24 years. Why should this be a concern to ethnic communities? One v ery impor tant reason is that “equity delayed is equity denied”. Also, tax monies ar e allocated to many program by the City Council. Another consideration is the issue of ‘ equity’ b oth i n i nfluence a nd a ccess t o economic opportunity. The ‘one person/one vote’ ideal has been violated for too long. It is time for all ethnic communities to plan, organize, communicate, collabor ate, and implement their str ategy to achiev e the r equired ‘one person/one vote’ standard of influence in the selection of representatives to city councils. This must become a reality. Whatever strategy is implemented, those involved must adhere to the standards of non-violence, non-verbal abuse, (meaning t hat no pejoratives will be used) in k eeping with the standards practiced in the past b y Mahatma Gandhi, The Rev. Dr. Martin Luther King, and Cesar Estrada Chavez. Some level of funding will be necessary because, after all is said and done, money i s th e l icense t o p erform, p roduce, and consume. Ethnic community members can be asked to donate a modest amount per person. When 50,000 ethnics donate $5 each, a fund amounting to $250,000 can be r aised. Such modest donations will establish the r esolve of those ‘stakeholders’ who want to achieve full citizenship and representation in accord with the ideals set forth in the U.S. Constitution. There is nothing that can stop a w ell or ganized ethnic movement that is an advocate for ‘doing the ri ght t hing’ in a c orrect m anner i n their community. Success will be accompanied by a sense of achiev ement and satisfaction. And the ethnic communities will have earned the acceptance and respect of the current mainstream authorities. Inclusive diversity can be and will be achieved. Finally, will the California Citizen’s Redistricting Commission assist in ‘drawing the lines’ for the newly established City Council Districts of the City of Santa Clar a? Their experiences and methodologies can be of gr eat assistance. ‘Ya es tiempo’ (It is about time). The ethnic communities can do this b y collaborating and communicating amongst themselves.∆

l Presidente de México, Felipe Calderón visitó el pasado fin de sema na el Área de la Bahía. P articipó en una r eunión comunitaria en el Centro de Entrenamiento, CET, en la ciudad de San José y fue el orador principal en la graduación de la Universidad de Stanford en la ciudad de Palo Alto. Felipe Calderón habló de inmigr ación , de economía , de nar cotráfico, de seguridad, de salud, en un discurso que duró casi una hora, en donde acudier on más de 500 personas entr e ellos tr abajadores del “P rograma Br acero”, quienes han quedado en el olvido y aún no han recibido pago de su 10% que se les adeuda. “¿Cuando nos va a dar nuestr o 10% que se nos pr ometió? ”, pr eguntó Cecilio Santillana. Calderón dijo “Voy a hacer todo los posible para proponer al congreso a que liquidemos totalmente esa deuda el próximo año”. “Calderón ha tenido la oportunidad de hacer algo por los mexicanos y sin embar go no ha hecho nada. Ni siquiera por los braceros. Vino a aechar promesas”, dijo José Sando val líder de Voluntarios de la Comunidad.
“El Presidente dio una r espuesta para salir del paso y sin compromiso”, dijo Alejandro Rojas quien llegó desde Santa R osa para escuchar al mandatario mexicano. Algunos afirman que la gira de Calderón por Estados Unidos es la antesala a su campaña política para el 2012. ¿Seguirá bajando la gasolina?

l precio de la gasolina estuvo muy cerca de los $5 dólares el galón. Sin embargo una repentina baja de los costos ha dado tranquilidad a los automovilistas.
Actualmente el costo promedio de un galón de combustible en California se encuentra por el borde de los $3 .94, un precio menor al que los conductores tuvieron que pagar hace un mes. Sin embargo si uno compara el precio actual con el del año pasado va a notar que estamos pagando 0.89 centavos más. La buena noticia es que en California no se paga la gasolina más cara. En Hawaii, Alaska, Nueva York entre otras el precio supera a los del estado dorado.

Howard Backer, the Interim Director of the California Department of Public Health (CDPH), today warned that the number of per tussis (whooping cough) cases in 2011 continues to be abo ve both the 2009 baseline levels and the numbers seen b y this time last year. Backer encouraged parents to ensure that their adolescent’s immunizations are up-to-date in compliance with a new California law that is slated to go into effect July 1, 2011. “In 2 010, C alifornia ex perienced a record high number of pertussis illnesses, including 10 infant deaths,” said Backer . “While it is too early to kno w if this year will reach the same high levels o f t his d ebilitating d isease, California is currently experiencing more cases than would be typically expected, but fortu-

Infants, ho wever, ar e not adequately protected by vaccination until the initial series of three shots is complete. For new
mothers and any one in close contact with infants, CDPH encourages a “cocooning strategy,” where individuals in close contact are vaccinated to protect the not-fully-immunized infant. Anyone w ho m ight b e c oming i nto contact with newborns and young infants should ensure that their i mmunizations a re u p-todate. Pertussis is a highly contagious disease. Unimmunized or incompletely immunized young infants are particularly vulnerable to severe disease. Numbers of reported pertussis cases typically increase during the summer months. l pasado 12 de junio llegó al área de la Bahía el cantante P avel Nuñez del grupo Café Guancasco procedente de Hondur as. Nuñez ofr eció una noche de música y solidaridad con el movimiento de resistencia que ha evolucionado en el país de centroamérica. Este grupo es popular por sus canciones de lucha y de cambio social. En septiembre del año pasado, el grupo enfrentó un ataque perpetrado por militares y policías en señal de represión. A pesar del atentado la banda “Café Guancasco ” ha continuado sus pr esentaciones y en esta oportunidad han querido visitar algunas ciudades de los Estado Unidos entr e ellas San Francisco y San José. “Queremos expresarle a través de nuestra música el dolor de nuestra gente y la sed de justicia que demandan nuestr os pueblos”, dijo Nuñez durante su presentación en el centro de San José. ∆
