Mayor’s Budget Approved

an Jose is currently facing an $84.2 million General Fund budget gap. This is the eighth straight year of shortfalls and our state and nation are in the worst economic condition since the Great Depression.

“However, San Jose has the opportunity to get through this crisis and emerge from it more financially stable and operating more efficiently,” said Mayor Reed at a city

council meeting held on Tuesday.

But with the rise of unemployment and home foreclosures, the economic outlook for San Jose continues to be weak.

“Between March 2008 and March 2009, total employment in the region fell by 36,200 jobs,” Reed said. “The San Jose metropolitan area unemployment rate has increased to a rate of 11.0%, more than double the 5.3% rate of a year ago.”

These are not the only problems that the city faces. California’s budget shortfall escalated to over $21 billion. Closing this gap will likely result in the state raiding cities’ tax revenues, from property taxes to gasoline taxes.

“We could easily lose as much as $20 million in funds that are needed to pay for vital city services, adding to our projected deficit in 2009-2010,” Reed stated.

In order to solve this budget crisis, the

Mayor and City Manager have proposed cutting certain programs and services, which include; closing Fire Stations 30 and 33, eliminating the Park Ranger program, closing six community centers, reducing library hours, eliminating the Horse Mounted Unit, and laying off approximately 150 individuals.

“Service reductions and layoffs of this magnitude and the service cuts they represent are painful,” Reed said. “But if we reinstate many of these programs, this leaves $15 million in funding we need to resolve.”

The city is also looking into other ways it could save money. These sources of stimulus include environmental cleanup, housing redevelopment, transportation and aviation services, as part of the General Fund Deficit Elimination Plan.

are eliminated for various reasons,” Reed said. “In addition, the Plan is dependent on the current city revenue and expenditure projections.”

The Mayor concluded by saying, “This Budget Message presents us choices.

We can lead San Jose into a healthy fiscal state rather than maintain business as usual.

Making tough choices isn’t easy, but neglecting to provide leadership is far worse.

Through the community based budgeting process, we know which services residents truly value. Together, we can implement community priorities, maintain core services, stimulate the economy, and reduce layoffs.”

ada año fallecen decenas de mexicanos que viven, trabajan o visitan Estados Unidos. Cualquier fallecimiento representa un momento difícil para los familiares o conocidos que le sobreviven, situación que se complica aun más cuando la muerte ocurre en el extranjero, principalmente por la falta de información, falta de recursos económicos, desconocimiento de los trámites a realizar, las barreras del idioma y la diferencia de legislaciones, entre otros.

Usted debe saber que cuando un mexicano fallece en Estados Unidos -o en cualquier país extranjero- lo más conveniente es establecer contacto con el Departamento de Protección del Consulado de México más cercano al sitio del deceso. Antes de tomar cualquier decisión, lo invitamos a que acuda o se comunique con nosotros para que le brindemos la orientación correspondiente al costo y trámites a seguir para el traslado de restos a México.

El costo de los servicios funerarios depende de la funeraria contratada, el paquete de servicios acordado y el destino final del traslado. Por ello, es recomendable acudir antes al Consulado de México para obtener asesoría gratuita en cuanto a los precios promedio del mercado local y así evitar posibles abusos.

En el Consulado General de México en San José contamos con una lista de funerarias locales y foráneas que tienen experiencia en esta clase de gestiones y que ofrecen servicios profesionales a un bajo costo.

Tome en cuenta que el Consulado General de México en San José lo puede apoyar directamente cuando se trata del fallecimiento de un mexicano que va ser sepultado en nuestro país. Where Will the Money Come From?

R

egardless of which level of personal, business and government one analyzes, the central question that comes up is “Where will the money come from?” Money may be defined as the ability to perform and consume personal, business and government activities.

Take for example, the most recent Obama Administration’s proposal on the health care system. It has several objectives: a) to lower the number of the uninsured; b) to control costs c) to improve access.

The anticipated cost of additional insurance coverage for those 50 million American residents who are currently uninsured is generated by moving funding from existing programs, such as payments to hospitals and clinics. The rationale is that fraud and inefficiency in the existing payment system will be eliminated. The reality is that not enough money is spent monitoring the financial management of the existing system. Also, this proposes to shift existing funding from one program to another.

It does not improve access to health care for the many destitute and uninsured individuals. It does not uncouple health care insurance from being employed. It does not expand the efforts to inform people about preventative measures to undertake to modify our exercise activities and eating habits, which lead to obesity, high cholesterol levels, circulation and heart diseases and diabetes. Cancer in its many forms requires early detection, which again requires that the individual know what to look for and to

have timely checkups. These preventative measures all require that the individual have good information enabling self-care. Health and wellness is the responsibility of the individual, not the government.

These are very complex matters, which impact the incomes of physicians, and many allied health care providers as well as the financial viability of clinic and hospital systems. This proposal needs to be analyzed in its totality by use of models subjected to the latest information technology applications.

Note that health care is responsible for 16% of our gross national product (i.e., one of six dollars spent in our economy is involved with health care business matters). Dealing with the insurances is not enough.

One place to look for pricing abuse as well as patent abuse is the pharmaceutical industry. We have all read stories about individuals traveling to Canada and Mexico in order to purchase medical prescription drugs, which may be purchased outside of the U.S.A. at much lower prices. Could it be that current practices protecting drug manufacturers, their markets, pricing practices, and protective subsidies in this area of free enterprise need to be looked into extensively? Again, this is a very complex subset of commercial activity that needs to become transparent. The present practice of analysis of one issue at a time does not work at all because important impacts and relationships may not be included. Currently, the Food & Drug Administration, responsible for oversight and monitoring to en-

sure the safety of drugs in the marketplace, is allegedly understaffed and under funded.

America currently has the most accessible scientific medical system, which has its base on extensive public support. The National Science Foundation, National Institutes of Health, National Institute of Mental Health, Office of the Surgeon General and Center for Disease Control are all organizations whose operations are funded by tax revenues. In addition, there are the nonprofit associations such as the American Diabetes Association, American Cancer Association, American Heart Association and those dealing with crippled children, lungs, kidneys, and so on. As a result of their collective activities Americans benefit in many ways.

Our life span has increased from 49 years (1900) to more than 75 years.

Maybe the best way to deal with the current expense issues generated in the present health care system is to initiate a comprehensive study of the entire health care business sector.-- from conception, to birth, life, death and burial costs.

Accurate and factual knowledge will do more to improve the current management, which corrects abuses, eliminates fraud and defines essential relationships that enable lower costs. The Obama Administration’s advisors would do well to study the entire system before proposing any legislation. Do not make changes until outcomes can be accurately predicted. But the basic question still will be “Where does the money come from?” Δ

“As the father of five children I know how important good healthcare is to growing bodies. The Lucille Packard Teen Health Van provides services to teens that have limited or no access to healthcare. By providing this free service, we hope to introduce these teens to information that will affect their life choices and create a stronger community,” states Councilmember Constant.

The Teen Health Van will provide a wide range of health services including acute illness and injury care, immunizations, complete physical exams, HIV and STD testing and treatment.

Additional services include substance abuse counseling and referrals, nutrition counseling, mental health counseling and referrals, and pregnancy and family planning services.

The Lucille Packard Teen Health Van will provide ongoing free summer healthcare every other week (June 30, July 14 & 28, August 11). Teen Health Van drop-in hours will be 2 p.m. - 7 p.m. on all dates at Starbird Youth Center (1050 Boynton Avenue, San Jose).

The Dangers of Leaving Children Unattended in Vehicles

ith summer here, the Santa Clara County Office of the District Attorney reminds the community of the dangers of leaving children unattended in vehicles. Any child left unattended in a vehicle faces many potential hazards including kidnapping, abuse at the hands of a stranger, emotional distress and accidental injury. However, in hot weather, exposure to elevated temperatures can cause severe injury, permanent disability or death in a matter of minutes.

Remember, it is illegal to leave a child six years of age or younger unsupervised in a car when there is significant risk to the child, when the keys are left in the ignition or when the engine is running. In addition, if a child of any age is injured or dies as a result of a caregiver’s extreme negli-

gence, the caregiver is subject to arrest and prosecution.

Never leave a child unattended in a vehicle.

unque la ciudad de San José está pasando momentos de crisis no ha querido dejar de lado programa recreativos y educativos para jóvenes a fin de apartarlos de las pandillas. El pasado 15 de junio el Alcalde Chuck Reed dio inicio a la Iniciativa de Verano Seguro en el Centro Comunitario de Mayfair.

Este programa está diseñado para mantener

a los jóvenes ocupados en actividades productivas que se realizarán entre los meses de junio y septiembre. Los programas de verano dedican especial atención en zonas de altos riesgos o zonas impactadas e identificadas como de “alto riesgo” y se estima que va a servir a más de 7000 estudiantes en San José.

“Es importante promover actividades productivas, hemos tenido problemas de presupuesto pero hay que destinar dinero en prioridades como esta. Esta es nuestra segunda

oportunidad”, dijo el Alcalde Chuck Reed.

Programas Los programas que por segundo año pone a disposición la ciudad son gratuitos, hay clases de natación, campamentos , paseos, escalada en rocka, caminatas, viajes de pesca y otros programas educativos para mejorar las habilidades literias.

l Concilio de la Ciudad de San José aprobó el pasado 16 de junio unanimente el plan del Alcalde Chuck Reed que consiste en cerrar los $84 millones de deficit, balanceando la operación general del presupuesto para el siguiente año fiscal que empieza el próximo 1 de julio.

La propuesta del Alcalde contempla reducciones significantes en los servicios e incremento en los cargos, y posiblemente docenas de despidos. Tanto el Alcalde como los concejales rechazaron los recortes propuestos por la administradora de la ciudad que incluía estaciones de bomberos, la eliminación de custodios en los parques y la reducción de apicación de ley de los traficos, horas en las bibliotecas y centros comunitarios.

Sin embargo el presupuesto aprobado aún deja al alcalde grandes batallas que luchar en el camino.

Unos 3 millones de dólares del déficit será cubierto con la venta de bienes y otros fondos por una sola vez en lugar de los recortes de los gastos o aumentos de ingresos, por lo que la ciudad tendrá que venir con dinero que el año que viene.

Frente a este vacío que hay entre ingresos y gastos hay un estimado de $ 52 millones para cubrir las pérdidas de inversión en los fondos de pensiones de los empleado, San José tendrá la pasmosa suma de $ 91 millones para cerrar el déficit de un

año a partir de ahora.

Tratando de cubrir este vacio, el Consejo tendrá que debatir si la ciudad puede cubrir más de los gastos del presupuesto operativo, como los dirigentes sindicales han sugerido.

Lo cierto es que no serán 150 los desempleados sino 80 que lamentablemente quedarían sin trabajo. Esto no se sabrá hasta en un par de semanas.

Los despidos, la eliminación de ciertas posiciones, congelación de salarios y recortes salariales contribuyen cerca de $27 millones en total a fin de cerrar este deficit.

Reservas y fondos que se han dejado desde el año pasado cubrirán 21 millones. Otros millones vendrán de la venta de propiedades , aproximadamente 3 millones- y transferiendo dinero de otros fondos incluyendo el desarrollo será de 6 millones.

El presupuesto aumentará en 13 millones producto de ingresos de las medidas como el recargo de las bibliotecas públicas, el incremento de multas por estacionamiento un promedio de 27%; incremento de cargos para mascotas, permisos de construcción, solicitudes de desarrollo y programas de recreación como piscinas y la renta de campos para la práctica de deporte. Habrá incremento del agua en un 10% y una alza del 2% para el recojo de basura.

Por su parte líderes de los sindicatos protestaron que es un hecho sin precedente y desmo ralizador y ellos claman que los representantes de la ciudad se han rehusado a considerar sus sugerencias.

t has been 10 years since The Tech Museum of Innovation opened its doors to the public. Local officials, staff and community members joined the celebration that took place at the museum Sunday afternoon.

The idea to develop the museum was first thought of in 1978 by the San Jose Junior League and 20 years later the azure-colored dome captured that idea. The Tech Museum’s design architect is Ricardo Legorreta of Mexico City. The museum has a

solar panel system, a café, an IMAX Dome theater, and a gift shop.

The museum makes it easy for children and adults to explore and experience technology affecting their lives. The first exhibition opened in 2002 and coming this September, the exhibition “Technology Benefiting Humanity,” will join the museum.

a palabra chacra proviene del sánscrito, y significa “rueda”. Las chacras son descritas como puntos focales presentes en el cuerpo físico cuya función es recibir, procesar y transmitir energía y diseminarla en todo el organismo.

Aunque el cuerpo humano presenta centenares de chacras o puntos focales, únicamente siete son las chacras reconocidas como los más trascendentales.

La chacra uno se proyecta en los genitales.

La chacra dos en el área del bazo.

La chacra tres en el plexo solar.

La chacra cuatro en el corazón.

La quinta chacra se encuentra en la glándula endocrina.

La sexta chacra en el tercer ojo.

Y la séptima chacra le pertenece al espíritu.

Fight Night in San Jose

T

he HP Pavilion in San Jose hosted ESPN’s “Friday Night Fights” on Friday, June 12, with Gilroy’s own Robert “The Ghost” Guerrero headlining the main event. His opponent was Mexico City native and boxing veteran Efren Hinojosa.

During a media workout, Guerrero admitted that he did not know anything about Hinojosa, but that he was more than ready for whatever Hinojosa had in store for him.

Guerrero was also out to redeem himself after many criticized him for quitting his last bout after his head clashed with his opponent Daud Yordan’s head.

Guerrero did not disappoint. He was quick and dominated most of the fight with Hinojosa.

The fight ended after the eighth round when Hinojosa suffered a separated shoulder and was unable to continue. Guerrero won the fight by TKO. Danny Garcia, a 21-year-old from Philadelphia, fought Tijuana’s own Pavel Miranda. The fight was billed as the Co-Main Event because both fighters are young and exciting to watch. The bout was scheduled for eight rounds but only last two as Garcia knocked out Miranda 56 seconds into the second round.

The event also showcased the skills of local boxers Heavyweight Anthony Johnson, who defeated Henry Wells of Sacramento, and Yohan Banks who defeated David Johnson of Cincinnati.

San Francisco’s own Ashanti Jordan fought Andrae Carthron of Long Beach. The fight was a Heavyweight six round bout. Like the Guerrero vs. Hinojosa fight, this fight was also highly competitive with Jordan winning by the judge’s decision.
