n over 10,000 schools across the country, students are taking Advanced Placement Program(r) (AP(r)) classes. AP provides students with the opportunity to take collegelevel courses while still in high school, and can be a great way for students to save time and money in college. If you haven't heard about these classes, talk to your child's school counselor. AP courses require dedication - they are rigorous and are designed to meet high academic standards. The College Board recommends to schools that any student who is academically prepared and willing to take on the challenge of AP be considered for admission to an AP course. The College Board has developed more than 30 AP courses and exams. High schools throughout the country choose the courses they wish to offer. Knowing early what preceding course work is needed for particular AP courses enables students to better plan their high school academics and not miss out on this opportunity.

In the Dallas Independent School District (ISD), students can enroll if a parent or student express interest or with a teacher recommendation. Sylvia López, the director of counseling services for Dallas ISD, says her district has onsite activities throughout the year to tell parents about AP classes and how to prepare for college. But not all school districts reach out to parents in the same ways. Eva Bazán, a mother of three from Michoacán, México, who lives in Queen Creek, Ariz., enrolled her daughter after she received a letter from her school saying that Iris, a senior, should enroll in advanced courses. The biggest consideration for Bazán was the time commitment her daughter would have to make to the demanding course work. "Iris is very involved in sports and even works a part-time job. Taking these classes meant more schoolwork and studying. Now she's used to it. I really think it has made her more responsible," Bazan said. Students also benefit in other ways. AP courses are designed to build students' skills by having them engage in intense conversation, solve problems collaboratively, and learn to write

Coupled with the advanced placement or credit awarded to students who earn a 3 or higher on the 5-point AP Exam scale, families can potentially save thousands of dollars in tuition. Also, nearly a third of universities look at a student's AP participation when deciding who will receive scholarships. Along with math, English and other subjects, many students take AP Spanish - one of the most popular language courses, especially among Latinos. As College Board Advanced Placement Program Vice-President Trevor Packer explains, "AP Spanish courses show students they can succeed at this level and generate the self-confidence to explore other courses."

Opinion Me quiero hacer ciudadano ... pero Estimados lectores e tenido mucha gente haciéndome la misma pregunta: Soy residente legal y quiero hacerme ciudadano pero tuve un problema con la ley hace cinco años y necesito saber cuándo puedo aplicar. La mayoría de estas personas saben que necesitan tener un buen caracter moral por cinco años antes de aplicar y durante el proceso hasta que toman el juramento. La duda, para muchos abogados también es cuándo empiezan estos cinco años. District Five Candidates Forum By Hilbert Morales - El Observador

his past Monday, March 15, a Candidates Forum was sponsored by East Valley/680 Neighborhood Action Coalition, Gateway East, and Mayfair Neighborhood Action Coalition. Its chair, Elsie Aranda asked me to be the moderator. The attendance exceeded the seating so there were a few residents who stood along the walls. The forum’s process was very well planned with each candidate having the opportunity to give an introductory message (3 minutes), followed by each responding to three questions formulated by local residents, then questions were received from those attending. The networking that was going on was interrupted promptly at 6:30 PM so as to present the four candidates for election to the City of San Jose, District 5. This district is currently represented by City Council member Nora Campos whose term ends this coming December 31, 2010. The candidates participating were Aaron Resendez, Xavier Campos, Magdelena Carrasco, and J. Manuel Herrera. In my opening statements I reminded those present that some 25 years ago I had walked precincts in this area for Blanca Alvarado, a retired supervisor. Districts were brought to San Jose by the lawsuit successfully carried out by J.Villa, Esq., the renowned voter’s rights advocate. Before ‘at large elections’ resulted with a city council whose makeup did not reflect the diversity present. Each candidate was given three minutes to present an opening state-

ment; followed scripted questions and then questions from the audience. Each candidate answered the questions presented with varying degrees of knowledge, experience, interest, and engagement in this diverse community. One question was about the IPA (Independent Police Auditor). Would the candidate support it or eliminate it. Aaron Resendez wanted an IPA with more support and authority because ordinary citizens needed fair representation of their concerns. Xavier Campos indicated that it could be eliminated because the Police Department already had an Internal Affairs group. Magdelena Carrasco and J. Manuel Herrera indicated that ‘everything was on the table’ and would have to deal with it as a part of balancing city budget deficit issues. A question from the audience was about the Mexican Heritage Plaza. The most detailed response came from Magdalena Carrasco who recognized that the local community was not involved with the Mexican Heritage Plaza and it was not being supported by the surrounding community. Others spoke to the need to eliminate blight in that area. At the time the Plaza was being planned, VTA and BART had plans to come along Alum Rock Road. When asked about the need to cut back city employee salaries, J. Manuel Herrera indicated that it was appropriate for the Mayor to bring this issue up during his State of the City address. Magdalena Carrasco stated that not all city employees make over $100,000 per year. She would not balance the

budget by reducing salaries of those city employees who had lower salaries. Xavier Campos stated that this was the ninth year the city had a major deficit, but did not know enough now to comment. All indicated a need to know more before taking a position or a vote. At the end of the Question and Answer session, it was decided to forego the final closing statement by each candidate because the interested audience had asked so many good questions that the scheduled time was up. Also, coordinator Elsie Aranda needed to provide time to a Census 2010 agent to make a Census 2010 announcement. All were encouraged to have every resident counted. As moderator, I closed the forum by asking the panel to applaud the panel and themselves. All were courteous and respectful of each other. The political networking continued while chairs, tables, and other equipment was gathered up and put away. This District 5 community needs to be appreciated for its sponsorship and support of this democratic process which will elect its next City Council District Five representative. Some 25 years ago, there were no Latino candidates and certainly no districts. Progress in achievement of equity and representation has been made. It will be more effective when every resident citizen registers to vote, learns about the local issues, and then votes in his/her own best interests. Time to be Counted On Census 2010 By Osvaldo Castillo El Observador

very ten years, the United States Constitution requires a national census in order to count the country's population and to determine the number of seats each state will have in the US House of Representatives. The money is also used to determine where to build new schools, roads, health care facilities, and child-care and senior centers. On Monday, March 15, The Services, Immigrants Rights and Education Network (SIREN) held a press conference to discuss the importance of having everyone in Santa Clara County counted in this year's Census. "Thirty percent of Santa Clara County's residents were not counted in the census ten years ago," said Richard Hobbs, Interim Director of SIREN. "It is important for everyone in Santa Clara County to be counted this year because the county can lose out on $1 billion for services." This year's Census is one of the easiest forms in history to fill out . "The Census form should take no longer than ten minutes to fill out," Hobbs said. "There are a few simple steps that one needs to follow, which include gathering everyone's name and birth date in the household. This includes people who may be renting

a space like a garage as well." Hobbs, along with other SIREN members, said they would work in different communities throughout Santa Clara County to remind residents to fill out and turn in their Census forms. "We will primarily be targeting the areas of Santa Clara County that are made up of immigrants," said Efrain Trujillo, Community Organizer at SIREN. "We will knock on doors and ask them if they need help filling out their Census forms." The biggest challenge being faced by SIREN and other Census form advocates is the fear of being identified as an undocumented immigrant. "There is fear because ICE (US Immigrations and Customs Enforcement) raids have been conducted during previous Census years," Trujillo said. "But that is not the case in Santa Clara County. No ICE raids will be conducted here." By law, the Census Bureau cannot share the information it receives with any other federal agency such as the Internal Revenue Service (IRS), Immigration and Customs Enforcement (ICE), the Federal Bureau of Investigation (FBI) or the Central Intelligence Agency (CIA). All Census Bureau employees have taken an oath of nondisclosure and are sworn for life to protect the confidentiality of the data. It is also required by law to fill out and return the Census form.

"If you do not fill out the form and return it, you will be visited up to six times by Census workers," Trujillo said. "However, no one will get into any

I was born Catholic," is what I tell people when they ask me what religion I am. My attitude towards religion was not always this way though. I went to Sunday school when I was younger, did the confession thing, and worked to raise money for Our Lady of Guadalupe Church in San Jose. I even had the Rosary memorized. Then I just stopped going. I suppose it had to do with me being in my rebellious phase. In college, certain groups would rally and tell us about all of the evils of the Catholic Church. They would tell us how the Church was behind several conspiracies and that its influence in the world was too strong. I went along and even tried to spread this idealism. So I stopped going to church. Surprisingly, my parents did not seem to mind it. I am pretty sure they talked about it, but never to me.

However, as I reached my mid twenties, the church did not seem as evil as I thought it was. There were still areas that I did not agree with, but I was no longer bad mouthing the Church. I just chose to believe what I wanted to believe, and How I wanted to believe. I have also noticed that several people, at least in the Bay Area feel the same. It seems that people in the Bay Area, whether they go to Church or not, do not want someone talking to them about the subject. Even if the discussion is in a polite matter. PEOPLE DO NOT WANT TO DISCUSS RELIGION. So that is where I stand on religion at this point in my life. I believe we should worship or not worship however we please. Our ethnicities and our sexual orientations should not be a factor. Most of the time I walk away whenever someone tries to preach to me. But there's been a couple of times that I joked with these so called messengers of God and asked them, "Hey, well what if God was a woman and not a man?" That's as far as I'll go now a days. I am not sure if my attitude towards religion will change in the future. Maybe I'll remember the rosary and start going to church again. Or maybe I'll just drink a beer and watch a football game.

"We need people to come out and know that it's safe," said Dave Cortese, Santa Clara County District 3. It was confirmed that both the sheriff's department and the police department from the city of San

Jose were instructed to make sure that it's safe for immigrants. The people that come out to the march can be comfortable that they are not going to be challenged for their papers and documentation in Santa Clara County. "We have people that need a pass to citizenship," said Cortese. A pass to citizenship can alleviate many problems that a young adult is faced with on a daily basis. They can apply for a driver's license and work in accordance with legal rules. The young adult can also choose to continue to go to school, apply for scholarships and get financial aid from the government. "I can't get a job and my status has really started

to impact me," said Ana Ruth, student at De Anza College. Ruth's parents brought her to the US at age 7 and has adapted to the American lifestyle. She didn't ask to be brought over and lack the infamous 9 digits of a social security number. As an undocumented student, she can go to college but everything has to be paid out of pocket. It can be frustrating at times not being able to legally work. "Our immigration system in this country is broken and it breaks the heart of God," said Rebecca Kuiken, Director of the Interfaith Council on Economics and Justice. All of the faith traditions represented in this

council affirm the sacredness of human life and believe each person deserves dignity and respect. The council encourages the government to tackle the broken system head on. The call for new immigration policies would impact thousands of lives, like that in Ruth's situation and countless others. The nation wide march will demonstrate the urgency of the matter. "We've been quiet and afraid of getting exploited, but we've been getting exploited," said Ruth. So, march this Sunday, March 21, 2010 to advocate for Comprehensive Immigration Reform.

USCIS to Accept H-1B Petitions for Fiscal Year 2011 Beginning April 1, 2010 Petitioners are Reminded to Follow Regulatory Requirements

ASHINGTON-U.S. Citizenship and Immigration Services (USCIS) announced that it would begin accepting H-1B petitions subject to the fiscal year (FY) 2011 cap on April 1, 2010. Cases will be considered accepted on the date that USCIS takes possession of a properly filed petition with the correct fee; not the date that the petition is postmarked. The numerical limitation on H-1B petitions for FY 2011 is 65,000. Additionally, the first 20,000 H-1B petitions filed on behalf of individuals who have earned a U.S. master's degree or higher are exempt from the fiscal year cap. USCIS will monitor the number of petitions received and will notify the public of the date on which USCIS received the necessary number of petitions to meet the H-1B cap. If needed, USCIS will randomly select the number of petitions required to reach the numerical limit from the petitions received on the final receipt date. USCIS will reject cap-subject petitions that are not selected, as well as those received after the final receipt date. Petitions for new H-1B employment are exempt from the annual cap if the beneficiaries will work at institutions of higher education,or related or affiliated nonprofit entities, nonprofit research organizations or governmental research organi-

zations. Petitions filed on behalf of beneficiaries who will work only in Guam or the Commonwealth of the Northern Marianas Islands is exempt from the cap until Dec. 31, 2014. Employers may continue to file petitions for these cap-exempt H-1B categories seeking work dates starting in FY 2010 or 2011. Petitions filed on behalf of current H-1B workers who have been counted previously against the cap also do not count toward the congressionally mandated H-1B cap. Accordingly, USCIS will continue to process petitions filed to: extend the amount of time a current H-1B worker may remain in the United States; change the terms of employment for current H-1B workers; allow current H-1B workers to change employers; or allow current H-1B workers to work concurrently in a second H-1B position. H-1B petitioners should follow all statutory and regulatory requirements as they prepare petitions to avoid delays in processing and possible requests for evidence. USCIS has developed detailed information, including a processing worksheet, to assist in the completion and submission of a FY2011 H-1B petition, which can be found on our website. SV Community Foundation Awards $525,000 in Grants for Foreclosure Prevention

OUNTAIN VIEW - Seven housing counseling and legal services organizations will receive $525,000 in grants from Silicon Valley Community Foundation to help homeowners and renters facing foreclosure. The grants will help the nonprofit organizations keep additional housing counselors and legal advisors they added last year with community foundation funding to cope with the increased demand for services caused by the ongoing housing crisis. More than 900 homeowners and renters in particularly hard hit areas within San Mateo and Santa Clara counties are expected to receive services as a result of the grants. "With unemployment still at record levels, the demand for foreclosure prevention services remains high," said Emmett D. Carson, Ph.D., CEO and President of the community foundation. "Mortgages are continuing to re-set and homeowners are still being victimized by brokers, lenders and others who are engaging in illegal practices."

All of the organizations that received grants have bilingual counselors or legal advisors or the ability to help clients with limited English skills. The community foundation anticipates that between 20 and 50 percent of the people who receive help will be able to work out a loan modification with their lender or avert foreclosure through other solutions. Of the seven organizations that will receive grants, six previously received funding from the community foundation to add staff or expand their ability to serve more clients. Northern California Urban Development, which has a foreclosure prevention and homeownership program, was the only organization that had not previously received funding. Each of the organizations will receive grants of $75,000. All of the organizations are working to find residents who need help, sometimes in new ways. For example, Community Legal Services in East Palo Alto, which sees about 10 new clients every week, plans to conduct some educational training at local high schools as a way to reach parents who may have limited English

En lo que va del año en la ciudad de San José se han producido 5 homicidios y casi todos ocurridos en el Este de San José. El año la ciudad de San José reportó 28 homicidios. Por su parte la comunidad continua a pesar de sus limitados recortes abriendo los centros comunitarios para que los muchachos tengan a donde ir y entrentenerse además de hacer cosas productivas. Mientras tanto no estarán vinculados a pandillas.

Según la Sra. Kirkwood. Gays ya no quieren a Paquita la del Barrio Los Angeles,. (Notimex) on amenazas de boicot y la exigencia de una disculpa pública, organizaciones de homosexuales pidieron a la cantante Paquita la del Barrio que cese a sus comentarios homofóbicos. Este día agrupaciones latinas de la comunidad lésbico-gay y transgénero convocaron a una conferencia de prensa en Los Angeles para demandar a la cantante que dé fin a expresiones en su contra. "Sus comentarios están causando un daño severo justo cuando la lucha por derechos de igualdad de uniones entre parejas del mismo sexo está en una etapa crucial en Estados Unidos, México y otros países en América Latina", se indicó.

Paquita la del Barrio causó polémica con las declaraciones que en fecha reciente hizo a medios hispanos de la Unión Americana, a quienes les dijo que se oponía a la adopción de niños por parte de matrimonios del mismo género. "Este tipo de adopción crearía confusión en los pequeños, quienes no sabrían a quién llamarle mamá o papá. Estamos mal, va a terminar loca la criatura", expresó a la cadena Univisión. En otra declaración, la intérprete de "Rata de dos patas" se inclinó porque "mejor los niños huérfanos deberían morirse de hambre antes de ser adoptados por homosexuales. Si tuviera un hijo, jamás estaría a gusto de que estuviera con ellos", externó.
