‘NO se incautarán vehículos sino tiene licencia”: Moore Por Rosario Vital El Observador

N

o sólo a rezar fue el Jefe de la Policía de San José, Chris Moore durante la misa dominguera en la Iglesia de Nuestra Sra. de Guadalupe localizada en el este de San José. Sino también fue a traer la buena nueva para los conductores sin licencias.

Moore además de presentarse a la comunidad como el nuevo jefe, fue a comunicar sobre los nuevos procedimientos en la incautación de vehículos.

“Ya no se incautarán los vehículos por 30 días, máximo será un día y no más de eso. Si la única razón fue no llevar licencias de conducir la persona tiene opciones”, dijo Moore a los latinos después de misa de las 7:45 am y 11:00 am del pasado domingo 27 de febrero.

En un memorándum anterior dirigido al Alcalde Chuck Reed, Moore explica que en la actualidad, cualquier persona citada o detenida por conducir sin licencia o con una licencia suspendida está sujeta a multas por el delito. Debido a los altos costos asociados con el almacenamiento de los vehículos incautados durante 30 días, muchos de estos vehículos son abandonados por sus propieta rios, explica el documento escrito por Moore.

El memo agrega que los policías pierden tiempo en el proceso de incautación de vehículos y en el papeleo. Por esta razón el departamento policial ha decidido modificar sus protocolos de remolque.

“Wisconsin Deserves Justice”: San Jose

n Wednesday, March 1 hundreds of workers, activists and elected officials in San Jose stood in solidarity with the teachers, nurses, snowplow drivers, and other unionized employees of the state of Wisconsin and other states where Republican governors and legislators are seeking to eliminate or diminish their collective bargaining rights.

Assault on Labor In February, Scott Walker, the Republican Governor of Wisconsin, presented a legislative proposal to reduce the budget deficit of $ 137 million. The measure sought to increase employee contributions in pension payments and health insurance, excluding police and firefighters, and to repeal collective bargaining rights for workers grouped into unions.

On February 25, with 51 votes in favor and 17 against, the Republican-dominated

Wisconsin Assembly passed the measure despite the fact that 28 legislators were not able to vote, including 25 Democrats still waiting for their turn in the debate. The proposal is pending the vote of the Republican-controlled Wisconsin Senate, but, under its rules it cannot vote without at least one of 14 Democrats.

All the Democrats have left the state to avoid the vote.

“Let’s Keep the Fight Going” At the rally, Josue Garcia from the Santa Clara Building Trades Union said “This fight must continue. It is not just a matter of wages but of individuals, families, and parents who support their families”.

Cindy Chavez, leader of the South Bay Labor Council, began the rally. She stressed the absurdity of what is happening in Wisconsin. “For a strong America, we need health care and labor rights. Do not let the tea party or other angry people make decisions for us,” stated Chavez.

ack in 1935, President Franklin Delano Roosevelt signed the National Labor Relations Act which gave private sector unions the right to collective bargaining. In 1962 the public sector unions, representing federal civil service employees gained collective bargaining rights. California’s public employees, gained collective bargaining rights in 1977.

Unions have used collective bargaining, walkouts, and strikes to exert pressure on “bosses” to resolve many issues.

Six years ago Governor Daniels (Indiana) abolished the right of the public unions to engage in collective bargaining. Since then, Indiana public sector union members have received no raises.

Recently the public sector unions in Wisconsin agreed to reduced wages and retirement payouts to help Governor Scott Walker, a Republican, balance that state’s budget. Then Walker demanded that collective bargaining rights be given up by these unions. This demand has been the reason thousands of teachers, police, firefighters and others, all public sector union members, were motivated to use nonviolent demonstrations in Madison, Wisconsin (the state capital) continuously for the past two weeks.

What is collective bargaining? It is a democratic practice which allows workers to organize unions whose elected officials represent the interests and concerns of their dues paying membership. It is designed to balance the authoritative power of ‘management’ with an equal power and authority of elected union representation.

In a democracy, elected representatives are very important. Individuals collectively represented by their elected representatives are basic to many democratic institutions and practices. The individual union member’s power is now greatly enhanced when negotiating in solidarity a variety of concerns which have improved American society and its economy. Unions were essential to the development of the American consumer society. They enabled the manufacturers to become the “Arsenal of Democracy” during World War II. Unions were the force which negotiated a series of improvements for the working class. Coupling wages to productivity helped create the American middle class. The forty hour work week (which permitted having weekends off) resulted.

Unions negotiated better, more humane working conditions. Having on the job toilet facilities, fifteen minute rest breaks every two working hours; one hour lunch breaks, grievance procedures, retirement plans, two week vacations, paid medical insurances, enforced anti-child labor laws, anti-sexual harassment standards, non-dis-

criminatory hiring practices….all these were negotiated over time from employers who would exploit the individual workers not protected by collective bargaining capabilities.

Unions are invariably the forces behind the current effort to achieve a “living wage scale” and to eliminate the ‘gender wage differential’ whereby women are paid less than a man for doing the very same work within the same time period.

Several political analysts project that the current effort to remove the existing collective bargaining understandings between unions and employers is a plan to hamper the ability of unions to contribute campaign funds to those candidates they support.

This comes at a time when the Supreme Court ruled that corporations and businesses could contribute as much money as they wanted, to underwrite the political campaigns of candidates they choose to support. If these efforts are successful, a very good chance will exist to cripple the support unions provide to the Democratic Party and President Obama. According to some political analysts, this is the Republican Party plan to limit President Obama to one term.

Collective bargaining is a right of the working class which ranks on par with the American Constitution’s First Amendment right to free speech and the right to peacefully assemble. Under no circumstances should a union’s collective bargaining rights be given up.

The pressures by a variety of special interest groups who are already very wealthy, influential and powerful, to eliminate collective bargaining will result in an American society within which the practice of democracy and its principles will be severely compromised. Without collective bargaining, the American middle class will evaporate over time.

The very rich and influential will become more so. The low income and no-income peoples will become larger and suffer even more in this current great recession.

This strategic tactic of eliminating collective bargaining by certain Republican special interests must not be allowed to succeed. Without collective bargaining powers, the individual worker will be subjected to having to work for wages and job site conditions dictated by their employers. The individual working person will not experience the process of electing union representatives. This is a basic democratic personal experience. This is a very serious and dangerous internal trend in America today.∆

ALTO a las ejecuciones Por Rosario Vital - El Observador

U

n grupo de activistas y defensores de los derechos humanos piden a las autoridades, hacer un alto a la pena de muerte.

Según los activistas las ejecuciones son costosas y generan muchos gastos al Condado de Santa Clara.

Tan solo en esta jurisdicción, la lista asciende a 27 personas que están en lista de ser ejecutadas. De los cuales 7 son de origen latino.

Según la Unión de Libertades Civiles (ACLU) dice que la aplicación de la pena de muerte es tres o cuatro veces más cuando la víctima es blanca, que cuando es afroamericana y latina.

“California gasta un promedio de 175 mil dólares por mantener a un preso que está a la espera de ser ejecutado. En California hay 669 a la espera de ser ejecutados. Esto significa que un California gasta 170 millones de dólares tan solo para mantenerlos hasta el gran día ”, dijo Alice Smith, miembro de ACLU. Según una investigación realizada por ACLU, a nivel de condado se gasta 1,1 millón de dólares, más de lo que cuesta un juicio por encarcelamiento, es decir unos 20 juicios por año que equivalen a unos $22 millones de dólares.

Una ejecución le cuesta a los contribuyentes de Califonria 10.9 millones de dólares. Dinero que tiene que salir de las arcas del estado. “Es mejor que el estado invierta en cosas productivas como la educación, salud y vivienda en vez de estar utilizando fondos para aniquilar a personas”, dijo Terry McCaffrey, representante de la Coalición de Mejores Alternativas del Condado de Santa Clara en vez de una Pena de Muerte.

“Dada la difícil economía de California, tenemos que ayudar a los jóvenes a una mejor educación. Es momento de pedirle al gobernador Brown a que elimine la pena de muerte”, dijo McCaffrey.

Water district receives sustainability award

S

AN JOSE, CA – The California Sustainability Alliance has selected the Santa Clara Valley Water District for its 2010 Sustainability Showcase Award. Each year, the alliance recognizes leading organizations in four areas: commercial buildings, multifamily housing, local government and water agencies.

“This year’s Sustainability Showcase Awards feature a diverse group of innovative organizations that are using creative strategies to implement sustainable practices in California,” said Carlo Gavina, Program Manager for the California Sustainability Alliance at Southern California Gas Co., “We are pleased to recognize these organizations for their dedication to sustainability and share their successful approaches with others.”

The water district was recognized for its greenhouse gas emissions reduction, water conservation and water recycling programs.

The alliance was particularly impressed with the district’s strong framework for continuous improvements in fuel, energy and water use efficiency. The district has increased the fuel efficiency of its vehicle fleet and meets part of its electricity needs with solar panels.

Robust water recycling and conservation efforts have produced quantifiable savings in energy and reductions in greenhouse gas emissions by offsetting the need to use electricity to pump water long distances.

“Sustainability is more than a buzz word at this water district,” said district board chair Don Gage. “We’ve made substantial changes to do our part to save water, fuel and electricity.”

Now in its third year, the Sustainability Showcase Awards recognizes the successful sustainability policies, programs, practices and technologies implemented by leading organizations. The Sus-

tainability Showcase highlights the efforts of these California organizations shining the way toward the state’s sustainable future.

Winners in each category were honored at the California Sustainability Alliance Showcase Awards Luncheon held today. The alliance will feature the winning organizations on its showcase award pages.

The other three 2010 award recipients are Balboa Park Cultural Partnership (Commercial Buildings), Eden Housing (Multifamily Housing), and City of Chula Vista (Local Government).

Caltrain Discontinues Paper Monthly Passes

B

eginning with the March pass, Caltrain Monthly passes will be available only on ClipperSM, the regional fare card. March passes can be loaded onto the card through March 9.

Paper One-way tickets, Day passes and zone upgrade tickets will continue to be sold at Caltrain ticket vending machines. Paper 8-ride tickets sales concluded Jan. 31. Since 8-ride tickets are valid for 60 days from the date of purchase, they will be in circulation until April 1. Clipper is operational on Caltrain, as well as on six other Bay Area transit systems – AC Transit, BART, Golden Gate Transit and Ferry, Muni and SamTrans. The Santa Clara Valley Transportation Authority began accepting Clipper Feb. 16.

Caltrain customers can add Monthly passes, 8-ride tickets and cash to their Clipper cards. Card readers located in train stations read the Clipper card to verify that it is loaded with the current Monthly Pass, or deducts the cost of a trip or a ride

from the card. Clipper customers with a valid Monthly Pass or 8-ride Ticket can obtain a Monthly Parking Permit at Caltrain ticket vending machines by entering their 10-digit Clipper card number and then purchasing the permit.

Caltrain Clipper Tips · Customers using Clipper must maintain $1.25 in cash on their card in addition to any Monthly Pass or 8-ride tickets loaded on the card. · Cash and 8-ride Ticket customers must tag on and off for each trip. · Monthly Pass customers only tag on and off for the first trip of the month. · If loading Clipper cash, 8-ride tickets or a Monthly Pass online or over the phone, allow up three to five days for it to be activated on the card.

Se reabrió el puente de la calle Virginia

Se hizo el tradicional corte de cinta para la reapertura de este puente en la calle Virginia. Debido a las condiciones climáticas, el acceso a la calle Virginia se abrirá dentro de dos a tres semanas.

L

uego de casi un año de obras de construcción se concluyeron los trabajos del puente localizado en la calle West Virginia, aquel que cruza el río Guadalupe.

El Distrito de agua del Valle de Santa Clara inició los trabajos en mayo de 2010 a fin de protegerlo de las inundaciones . El Proyecto de Protección contra Inundaciones se extiende desde la autopista 280 al cruce de la calle Union Pacific Railroad precisamente debajo de las aguas de la calle Willow.

Cuando se comenzó a trabajar en este proyecto el tráfico de vehículos fue desviado desde junio de 2010 para alargar el puente y prepararlo en caso el río se ensanche.

Otro puente que entró en este proyecto fue el de Willow Glen Way, éste fue sustituido en el 2007, como parte de los Proyecto de Protección de Inundaciones del río Guadalupe.

La ampliación del puente de la calle West Virginia permite que el canal fluya con más agua en

caso se acerque alguna inundación.

El proyecto se inicia en la autopista. 280 y en última instancia, se extenderá a Blossom Hill Road. Cuando se haya completado, el proyecto proporcionará la protección de una inundación durante100 años aproximadamente y cuidará de 6,900 parcelas. La construcción del proyecto se produce en fases y tardará varios años en completarse.

Por lo pronto esta primera parte ya está lista y se abrirá el tránsito en los próximos semanas dependiendo del clima.

T

ime is running out on cheap petroleum fuels. Recent research states that we have little more than 40 years of steadily decreasing supplies of that type of energy while concurrently its price grows prohibitively high. Then it’s no more cheap oil. Then what?

That’s the question being asked -- and answered -- by Howard Johnson, an engineer and author of Energy, Convenient Solutions: How Americans Can Solve the Energy Crisis in Just Ten Years from Senesis Word (www.senesisword.com).

"We are running out of oil, period," Johnson said. "That being said, it’s time to get down to the business of seriously developing alternatives.

It is paramount that we develop realistic solutions to the energy crisis from among the multitude of products and systems that are in use, under development, or even latent ideas in the minds of America's creative genius.

We must collect and examine descriptions of fuels and energy systems — past, present, and future — and the many possible and practical ways to replace fossil fuels with renewable fuels or energy systems."

According to Johnson, new combinations of old and emerging technologies promise amazing new ways to generate, distribute, and use energy of many kinds.

The large variety of proven technologies and systems is astounding. There is no single right answer. The astonishing thing is the variety. In the long run, some will flourish while others will fall by the wayside."

Johnson believes that the greatest strength of the energy alternatives available to the U.S. is in the variety of solutions, and that there is no single right answer. He thinks the U.S. should select new energy solutions based on some or all of the following criteria: • They should be comparatively inexpensive to use.

• They should be developed using environmentally sound, sensitive principles.

• They should be far easier, simpler and less expensive to implement than systems like the hydrogen fuel cell system.

• They should be adaptable to our existing infrastructure with

minor changes.

• They should use raw materials we already have or that can be developed here, locally.

• They should be applicable to existing vehicles with upgrades or conversions.

• New fuels should be useable with existing IC (Internal Combustion) engines of all types.

• They should be developed using existing, evolving technology able to be essentially complete within ten years.

• They should create a system that is a net zero contributor of carbon dioxide to the atmosphere.

• They should use evolutionary as opposed to revolutionary changes — a good start to becoming constantly improvable, adaptable systems that drive numerous growing and improving technologies.

• They should be developed by America-based industry with the many resulting substantial benefits to our nation—social, political, and economic.

"It matters not to a driver what powers his vehicle when he presses down on the accelerator pedal." Johnson added. "Any power system that provides adequate mobile power economically when that pedal is pressed will satisfy his needs. All of the new systems could replace fossil fuels as the prime energy source for our nation and even the world. We need to develop an entirely new and more efficient means of generating, transporting, storing, and using energy that will generate profitable domestic business, good jobs, and stop the hemorrhaging of billions of American dollars to nations that hate us."

About Howard Johnson Howard Johnson grew up during the depression and spent most of his life in Ohio and Indiana. He graduated from Purdue University in 1949 with a degree in chemical engineering, and is extensively well-read in many scientific and engineering journals.

He became a professional engineer in 1953, and is conversant in many fields of science and engineering in addition to energy.

IRS Ayuda a Contribuyentes

ASHINGTON —El Servicio de Impuestos Internos (IRS) anunció una serie de nuevas medidas para ayudar a las personas a obtener un nuevo comienzo con sus obligaciones tributarias.

La meta es ayudar a personas y negocios a cumplir con sus obligaciones de impuestos. Los cambios incluyen: * Aumentar significativamente el tope máximo en dólares en el que se emiten embargos por lo general, resultando en menos embargos. * Hacer más fácil para los contribuyentes obtener el retiro de embargos después de pagar una cuenta tributaria. * Retirar embargos en la mayoría de casos cuando un contribuyente ingresa en un Acuerdo de Débito Directo a Plazos. * Crear acceso más fácil en Acuerdos a Plazos para más negocios pequeños en dificultades. * Ampliar un programa centralizado de Ofertas de Convenio para incluir a más contribuyentes.

Límites de Embargos Tributarios El IRS aumentará significativamente los límites en dólares en el cual los embargos son archivados por lo general. El nuevo monto en dólares está a la par con los cambios inflacionarios desde que la cantidad fuera revisada por última vez. Actualmente, los embargos son archivados automáticamente en ciertos niveles de dólares para personas con cuentas pendientes atrasadas.

English Language Institute Lowers Barriers For English Learners

F

or English language learners who want to improve their job prospects, it’s not that simple. It usually involves several trips to a school or community college and endless forms to fill out, in English, of course. The English Language Institute of Skyline College has figured out a way to simplify the process for nonnative speakers who want to study English for a better career. The answer: Super Saturday, an all-inclusive day of applications, placement tests, and orientations – with snacks and child care too.“It just makes sense,” says ELI Coordinator Leigh Anne Sippel. “English learners are often working several jobs, or jobs with inflexible schedules, so it isn’t possible for them to make multiple trips to the campus. In one day, we get it all done.”

What’s more, there is ELI staff on hand to offer assistance with the paperwork, most of which is online. Instructional aide Amber Rocha explains, “Many English learners are still building their online skills, and complicated forms can be very intimidating. We sit with them until it’s finished.”

Fadwa Barakat brought her five-year-old daughter with her to Skyline in November for Skyline’s Fall Super Saturday.

Five-year-old Zineb got to play at Skyline’s state-of-the-art child care center while her mommy applied and took placement tests. “It was very easy for me,” says Mrs. Barakat.

“Now I am ready to register for classes.”

Barakat wants to study Early Childhood Education at Skyline. At Super Saturday, she learned that she must take at least one year of ESL before she begins that career track.

José Santos came in search of information about Skyline’s Automotive Technology program. After taking his placement test, he was able to talk with a campus ambassador who told him how to apply for the Auto Tech program while still finishing his ESL classes. José also attended an orientation to the college, where bilingual counselor Kenny Gonzalez was able to answer many questions for him.

Skyline College’s next Super Saturday will take place on Saturday, April 16th 2011. The day begins promptly at 9:00 AM so that participants will have enough time to apply, take the placement tests, and attend the orientation.

The NHLI is Accepting Applications for Students to Israel

ASHINGTON, /PRNewswireHISPANIC PR WIRE/ -- Following a decade of training and developing the next generation of Latina leaders through its unique Washington DC-based program for college-age women, Latinas Learning to Lead (LLL), the National Hispana Leadership Institute, the nation's premier leadership development organization for Latinas, is taking them overseas in a new continuation of the program.

In collaboration with the American Jewish Committee (AJC), a global Jewish advocacy organization, and its educational institute Project Interchange, and The David Project, a nonprofit organization dedicated to educating and inspiring strong voices for Israel on campus, NHLI is launching the Building Latino-Jewish Bridges on Campus (BLJBC) program. This pioneering initiative, generously supported by the Bay Area-based MZ Foundation, aims to establish enduring relations between Hispanic and Jewish students.

For its inaugural year, the program will include 24 Latina and Jewish students from Boston University; University of California, Irvine; and University of Texas, Austin. Twelve Latina students will be selected by NHLI and will participate in the five-day Latinas Learning to Lead program along with Latinas from other colleges, directly prior to joining their Jewish classmates for the Building Latino-Jewish Bridges on Campus program. Twelve Jewish students will be selected by The David Project.

All BLJBC students will connect in Washington, DC in June for an intensive weekend to learn together about their communities' histories and priorities. "The orientation program is an excellent venue for students to foster mutual understanding and become aware of the strong case for Latino-Jewish cooperation," said NHLI President Cristina Lopez. Students will also meet with Jewish and Hispanic members of Congress as well as other prominent leaders from both communities.

Immediately following the Washington weekend, the students will travel to Israel for a weeklong seminar organized by AJC's Project Interchange (PI), an educational institute that regularly brings opinion leaders and policy makers to Israel for first-hand exposure to various issues facing Israeli society. The PI program will include themes that strongly resonate in the US Latino experience, such as immigration and integration.

For the Fall semester, the students will de-

velop collaborative programs on their campuses to deepen relations between the two communities. "We hope students will come up with creative activities to mobilize their Jewish and Latino campus peers to further the building of a common Latino-Jewish agenda," said David Bernstein, Executive Director of The David Project.

The Latinas Learning to Lead Program promotes and fosters the development of Latina leaders between the ages of 18-24 through training, mentoring opportunities, access to national networks and tools to create greater community impact. The five-day Washington DC leadership training consists of session topics on effective communication and presentation skills, public policy issues affecting the Latino community, and professional and leadership development topics including a Clifton StrengthsFinder session at Gallup University. The twenty-two fellows selected annually are also matched up with a mentor from NHLI's other leadership programs.

NHLI also offers an annual Executive Leadership Training Conference and Mujer Awards, held this year in Los Angeles, CA (November 2-4); the Executive Leadership Program for mid-career professionals, commencing Feb. 27 in San Juan Bautista, CA; Advancing Latina Leaders in Nonprofits (ALL IN) for emerging professionals in the nonprofit sector and online training seminars.

Cuando Nuestros Niños Hacen Preguntas Delicadas Por Marisol Muñoz-Kiehne

os niños sienten curiosidad sobre el mundo en el que viven y sobre las personas que le rodean. Es importante contestar sus preguntas honestamente, con información apropiada a su edad.

Una madre de un niño de cuatro años escribe: "Mi niño me preguntó, ¿De dónde vine yo?' Le dije que salió de mi vientre, pero entonces preguntó, ‘¿Cómo, mamá? ¿Te dolió?’¿Cómo debo responder preguntas como éstas?"

Tal vez usted sienta envidia de los padres de generaciones anteriores, quienes les decían a sus hijos "A tu hermanito lo trajo la cigüeña," mas no debemos informar incorrectamente a los niños. Los padres de familia son los primeros maestros de sus hijos, y mientras más sus hijos puedan hablar con usted,

sabiendo que les responderá con información fiable y con cariño, más confiarán en usted durante su niñez y más allá.

He aquí unas guías para esta mamá, las cuales también aplican a otras preguntas difíciles que hacen los niños: * Si le tomaron por sorpresa y no sabe qué decir, o si le incomoda la idea de hablar al respecto mientras están en un autobús lleno, puede decir: "Excelente pregunta. Hablemos sobre esto cuando lleguemos a casa." Así tendrá tiempo para organizar sus pensamientos. * Comience preguntándole al niño lo que sabe, lo que ha oído, y por qué le interesa. Quizás se confundió con la idea de que los bebés vienen del vientre de la mamá porque no puede figurar cómo puede la comida estar en el mismo lugar que el bebé. Usted puede decir: “Hay un lugar especial en el cuerpo de las mujeres que se

llama útero, y los bebés están cómodos allí mientras van creciendo.” Si su hijo se satisface con esa explicación, puede ver si tiene otras preguntas. * Use las palabras apropiadas. Si nos da pena, evitamos palabras tales como senos o pene, y en su lugar usamos palabras tontas. Ya que los niños aprenden los nombres apropiados para las otras partes del cuerpo, deben aprender los nombres apropiados para las relacionadas a la reproducción y el placer sexual. * Hable simplemente. "Tú empezaste a crecer en mi útero cuando una semilla mía y esperma de papá se juntaron.”

Pueden sembrar semillas y ver crecer flores y verduras. Si su hijo curioso quiere saber más de lo que usted está preparado a discutir, pida ayuda a amigos o recurra a libros. Si usted no sabe cómo explicar el “abrazo especial que es sólo para adultos,” utilice libros ilustrados.

Ayudan a víctimas de violencia doméstica

ASHINGTON El Departamento de Vivienda y Desarrollo Urbano de Estados Unidos (HUD, por sus siglas en inglés) acaba de presentar una nueva opinión, dejándolo claro que residentes quienes son negados o desalojados de vivienda como resultado de ser victimas de violencia domestica podrían calificar para una queja de discriminación con HUD bajo la Ley de Equidad de Vivienda (Fair Housing Act).

La opinión de HUD aclara que mientras el Acta de Violencia en Contra de Mujeres provee algunas protecciones a victimas de abuso quienes han sido sujetos a discriminación de vivienda, la Ley de Equidad de Vivienda le da la autoridad a HUD para investigar si el rechazo de vivienda o el desalojo viola la Ley en conexión al género de la persona o en conexión a otra clase protegida por el gobierno federal.

La Ley de Equidad de Vivienda prohíbe que los gerentes o dueños de vivienda discriminen basado en raza, color, origen nacional, religión, género, estatus familiar o discapacidad.

Bajo la nueva opinión, HUD revisará quejas de discriminación de victimas de violencia domestica para determinar si hay suficiente evidencia para aplicar la Ley de Equidad de Vivienda a esas quejas.

Por ejemplo, un gerente o dueño de vivienda que se rehúsa a aceptar a mujeres con una historia de violencia domestica, porque

ellas podrían regresar con un hombre abusivo, podrían estar en violación de la clausula dentro de la Ley de Equidad de Vivienda que prohíbe la discriminación basada en género.

De igual manera, una regla de “cero tolerancia” respecto a actividades criminales, bajo la cual una familia entera podría ser desalojada por el acto criminal de una miembro del hogar, podría tener un impacto injusto sobre mujeres porque ellas son la gran mayoría de victimas de abuso domestico. El desalojar a mujeres por actos violentos de sus abusadores podría violar la Ley de Equidad de Vivienda.

NHU and Calpulli Tonalehqueh Celebrate Azteca New Year March 12-13

an José, Calif. — The National Hispanic University (NHU) in partnership with Calpulli Tonalehqueh has invited the local community to join in its celebration of the Azteca Mexica New Year March 12 through 13. The event is free to the public.

The celebration will take place from 6 a.m. to 5 p.m. on the campus of NHU (14271 Story Road, San Jose). Festivities include Native Dancers and musicians representing the Ohlone, Pomo, Zuni, Northern and Southern Traditional, Quechua and Azteca Mexica people. The celebration begins Saturday, March 12 at 6 a.m. with a traditional sunrise ceremony, honoring the Elders.

“Bringing culturally diverse events to the San Jose community is an important goal for NHU,” said Dr. David Lopez, president of The National Hispanic University.

“We are excited to host this event, and to bring the Aztec culture and traditions to our students.”

The program culminates on March 13th, with a full-day of activities including an openair market featuring local and

statewide food, arts & crafts vendors and a continuation of live dance and musical performances. Educational workshops will also be available for the general public.

“We are thrilled to be offering a number of lectures with our Teacher Ocelocoatl Sergio Ramirez Muñoz, who will explain how the relationships between man, time, space and movement have been measured by our ancestors and how we relate to these energies today.” said Yei Tochtli Mitlalpilli, event organizer.

n March 2, an alliance of youth, students of color, workers and community members joined to speak out against the on-going budget cuts to education and social services at St. James Park in downtown San Jose.

“Money should go to the school. I’m going to college next year and it’s really going to affect me,” said Jessica Duran, San Jose High School.

Duran and the other stu-

dents present at the rally are concerned about the future of public education. Being an open mic event, fathers and mothers spoke about their children. They would really like to see them succeed and the current situation has them worried.

“Tuition is going up and it’s getting harder but we can change it,” said Sandra Huerta, MEChA from San Jose State University. “We’re going to keep organizing, marching, and were just going to keep on going until our demands are met.”

Some of the demands include freezing the fee hikes, full legalization for all, a stop to the cuts to community centers, a stop to the criminalization of youth, and justice to families of victims murdered by police.

“School is important and we are the future,” said Duran.

There will be a rally for affordable and accesible education on March 14 at the Capitol’s north steps.

AKLAND.– During March, all presenting whole blood and double red cell donors with the American Red Cross, Northern California Region, can enter a drawing for a $100 Home Depot gift card.* The Red Cross will hold four drawings and each winner will receive one $100 gift card. he mission of the Cancer Detection Section (CDS) is to save lives by preventing and reducing the devastating effects of cancer for Californians through education, early detection, diagnosis, and treatment, and integrated preventive services, with special emphasis on the underserved.

The vision of CDS is to be a leader in cancer prevention, detection, and control, reduce the disparities in the cancer burden, provide access to high-quality cancer education, early detection, diagnosis and treatment services, promote integrated preventive services, and influence healthcare systems to provide quality services. CDS is part of the California Department of Public Health's Chronic Disease and

Show support for people living with a rare cancer (ARA) hroughout the year there are many disease awareness days. While some of these awareness days touch people personally, many others pass by unnoticed.

A group of diseases that are commonly overlooked, under treated and misdiagnosed are known as ‘rare’ diseases. In the United States, rare diseases are classified as those that affect fewer than 200,000 people; however, as a whole, they present a major health problem since there are more than 6,000 rare diseases, affecting a total of 25 million Americans. It is vitally important to help and support those suffering from these less common but just as life-threatening diseases.

In support of rare disease awareness, hundreds of patient organizations from more than 40 countries came together on Feb. 28 to honor Rare Disease Day. These groups held events to drive worldwide awareness of rare diseases under the umbrella theme "Rare But Equal." By acting simultaneously, the voice of patients with rare diseases and their families was amplified throughout the world.

Many forms of cancer are considered to be rare diseases and need specialized attention by health care professionals and patients. Examples of uncommon, difficult to diagnose and treat cancers are gastrointestinal stromal tumors (GIST) and neuroendocrine tumors (NET).

"Promoting awareness for rare cancers like GIST and NET is the key to helping diagnose these diseases at an earlier stage," says Sukirti Bagal, MD, MPH, Chief Medical Officer and Director of Medical Affairs at National Organization for Rare Disorders (NORD). "If these patients are not diagnosed at the proper time their disease will mostly likely advance or spread to other parts of their body."

Understanding rare cancers GIST is a rare, life-threatening cancer of the gastrointestinal (GI) tract. Most GIST develops in the stomach or small bowel. They often do not cause any specific symptoms, making it difficult to diagnose and to treat. The exact number of people diagnosed with GIST each year is not known.

In the U.S. alone, the incidence of GIST is estimated to be up to 6,000 new cases each year.

NET comes from cells that can produce and secrete a variety of hormones that regulate certain functions in the body. Symptoms of NET are often vague, like stomach pain, hot flashes or wheezing, and patients with NET are often misdiagnosed. In fact, it can take five to seven years for patients to receive an accurate diagnosis, when the disease may have progressed to advanced stages. Recent data shows that in 2004, NET cancer was diagnosed in approximately five cases in 100,000 people. However, the incidence of NET is increasing dramatically, having increased more tan five-fold in the past 30 years.

"People living with rare cancers often feel overlooked, not only by the medical community, but by society in general," says Peter L. Saltonstall, president and CEO of NORD . "There are many awareness days on the calendar, but Rare Disease Day is unique. It's a day when millions of patients and families around the world remind us that continuing research to develop new treatments is greatly needed."

Por Mario Jiménez Castillo El Observador Para la buena suerte Se pone a hervir en dos litros de agua, cinco rajas de canela, un ramito de perejil, nueve hojas de hierbabuena, una rama de pirul, una rosa roja y una blanca, un poco de incienso de iglesia y un poco de hierba abre camino. Al estar hervida la mezcla se deja enfriar, se cuela y se utiliza como enjuague después de bañarse. Al finalizar se ofrenda una vela verde y se reza la oración a San Martín Caballero. Hacerlo día viernes.

Para atraer buena fortuna Se necesita el agua de tres cocos, un litro de agua mineral y un cuarto de botella de kolonia 1800. En día de luna llena se mezcla el agua de los cocos con la kolonia 1800, el agua mineral y una pizca de azúcar. La mezcla se utiliza como enjuague después del baño. Al final se reza la oración a Santo Domingo de Guzmán.

Hacerlo día miércoles.

Para conseguir empleo Se pone a hervir en litro y medio de agua, seis ramitas de albahaca, una rama de romero, un poquito de hinojo y tres claveles rojos. La mezcla se deja enfriar, se cuela y se utiliza como enjuague después de bañarse. Posteriormente se ofrenda una vela azul y se reza la oración a San Mateo. Hacerlo día martes.

Para conseguir trabajo rápido Se necesita un plato de color blanco, una vela violeta, un papel color verde, un poco de miel de abeja y un puñito de azúcar.

Escriba en el papel la dirección del sitio donde desea trabajar, coloque el papel debajo del plato. Posteriormente úntele miel y azúcar a la vela, de la mitad hacia arriba y de la mitad hacia abajo.

Coloque la vela en el plato y enciéndala con cerillos. Encienda la vela a la misma hora durante tres días consecutivos y rece la oración a la Virgen del Sagrado Corazón. Hágalo el domingo Para tener suerte con el dinero Consiga un frasco de vidrio de forma agradable, coloque en el mismo varias piedras imán junto a magnetos e imanes, cúbralos con arenilla para imanes. Luego coloque varios billetes de diferente denominación en el orden específico. Cada semana agregue una piedra imán o un magneto, de ese modo irá creciendo su suerte y el dinero no le faltará. Si necesita los billetes los puede utilizar pero siempre deje al menos tres billete junto a los imanes.

Hágalo martes o viernes.

Para que el dinero no falte Consiga una moneda o billete que tenga el año de su nacimiento, frótelos con hojas de ruda por un minuto, envuélvalos en un papel color verde y guárdelo en la billetera. Al realizar el ritual se reza la oración a San Blas. Hágalo el primer martes del mes.

Para el dinero y la buena suerte en general La noche de luna llena tome con sus dos manos un cristal de cuarzo de dos puntas, haga invocaciones a Artemisa (aspecto mitológico de la luna) expóngase a la luz de la luna por media hora y haga sus peticiones. Al final queme incienso de jazmín.
