Jóvenes deponen armas y desechan prendas de pandillas Por Rosario Vital El Observador

U

n evento organizado por un grupo de jóvenes invitando a que otros depongan las armas y desechen prendas de pandillas, fue llevado a cabo con éxito el pasado 7 de mayo en un vecindario del Este de San José.

La Iglesia Santísima Trinidad de San José se convirtió en el centro de recolección y logró reunir a muchos alguaciles y miembros de diferentes organizaciones a colaborar con este evento.

Los oficiales del departamento del alguacil no preguntaron a los jóvenes sobre la procedencia del arma y el origen de las prendas y vestimentas que usan los miembros de pandillas. Simplemente se limitaron a recibir todo el material que voluntariamente fue entregado por jóvenes y adultos.

La organización “Comunidad con Corazón” logró recoger 10 armas de mano (2 pistolas semi automáticas), dos puñales grandes y 100 rondas de balas de diferente calibre. Se suma a esta colecta decenas de prendas que usan los miembros de pandillas.

“El objetivo fue invitar a que los jóvenes renuncien a las armas y a la conexión con pandilla. Queremos una sociedad segura y

teriorando a toda una comunidad y vecinos están haciendo todo lo posible para detener su crecimiento en el este de San José.

A este evento comunitario se sumaron una serie de voluntarios adolescentes del programa que le echaron ganas para que esto salga adelante.

“Esto es proyecto que nos gustaría implementar en otros vecindarios. Queremos que más barrios se unan a esta actividad donde se busca la unidad vecindaria y se insta a promover la paz”, dijo el Presidente de la Mesa de Supervisores, Dave Cortese.

Exhibition of Art from Juvenile Hall Youth

S

an Jose, CA – As part of his State of the County goals, Supervisor Dave Cortese, President of the Board of Supervisors, announced the creation of an ongoing art exhibit containing art created by youth who are current or past residents in Juvenile Hall. The purpose of the art exhibit is to raise awareness about the children in Juvenile Hall while providing them a constructive outlet for their creative energies. The exhibit is open to the public during normal County business hours.

“Youth at Juvenile Hall are often forgotten members of our society. Yet they are vulnerable youth who are going through similar trials and tribulations that other youth experience,” said Supervisor Cortese, Chair of the Children’s, Seniors and Family Committee. “I look forward to the day that Juvenile Hall is re-

placed by comprehensive, community based rehabilitation. Until then, I want to help guide these children towards the path of success.

Providing them with a constructive avenue to express their creativity will start to form a positive self image.”

The current exhibit contains a sampling of artwork that was completed by youth who have spent time in Juvenile Hall but have since been released. Future exhibits, to be organized on a quarterly basis, will include artwork by youth who are currently in Juvenile Hall. Parents of JH residents and the public at large will be able to view the exhibition. The exhibition will go through May 31 from 8 am to 5:00pm at the County Government Center, Breezeway located at 70 W. Hedding St., San Jose, CA.

Asista a nuestra próxima reunión, organizada en foro abierto (“open house”), para aprender más sobre los próximos pasos en el proceso de revisión ambiental del proyecto del Tren de Alta Velocidad de California. La Autoridad del Tren de Alta Velocidad de California ha recibido numerosos comentarios respecto a las alineaciones propuestas en el Informe Preliminar del Análisis de Alternativas (publicado en junio del 2010). n April 30 during a month celebrating volunteerism, 20 volunteers from Roche Molecular Diagnostics joined Rebuilding Together Peninsula to rebuild a lounge for older adults at the Peninsula Family Service Fair Oaks Adult Activity Center in Redwood City.

The all-day project brought out past and present Roche employees to lend a hand, including Chuck Doyle, Gabrielle Heilek, Ethel Kelly, Jerry Kelly, Fred Reichert, Diane Romo, Reza Savari and Judy Sheehan. Sean Supple of Rebuilding Together Peninsula— the local affiliate of the national Rebuilding Together network that builds volunteer partnerships to rehabilitate homes and community facilities

for low-income neighbors in need—headed up the project as construction captain.

The Peninsula Family Service Fair Oaks Adult Activity Center serves low-income older adults with nutritional meals and an array of life-enriching health and wellness activities.

For the older adults that participate in activities at the center, the revamped lounge will create a comfortable space to encourage conversations and interactions throughout the day—activities which are known to mitigate depression and improve overall health.

n caso de que necesitáramos más recordatorios de que ya empezó la campaña de reelección del presidente Obama, el discurso sobre inmigración ante un público amigo en El Paso, Texas fue un enorme recordatorio.

A pesar de los intentos fallidos de previas administraciones para convencer al pueblo americano de que premiar la inmigración ilegal es una política sensata, el presidente Obama parece pensar que su oratoria es el ingrediente que ha estado faltando todo este tiempo.

Es obvio que el cálculo político es lo que está detrás de la iniciativa presidencial para la reforma inmigratoria a raíz del bajo apoyo entre hispanos que está batiendo récords.

Los asesores del presidente Obama siguen convencidos de que la reforma de la inmigración garantizará el respaldo latino, a pesar de que las encuestas dicen que el desempleo y la educación son los temas que mantienen en vela a los hispanos.

Desafortunadamente, el presidente Obama continúa creyendo que los hispanos son votantes preocupados por un solo tema y que lo recompensarán con su voto por dar discursos de campaña sobre la inmigración.

La verdad es que si el presidente Obama estuviera seriamente interesado en la mejora de nuestro sistema de inmigración, estaría buscando formas de trabajar con los miembros de la Cámara de Representantes y de Senado en vez de recurrir a la retórica de campaña que solo resalta la verdadera necesidad de asegurar nuestras fronteras. cabe duda de que se puede buscar maneras de agilizar y mejorar nuestro sistema de inmigración, pero no podemos socavar al mismo tiempo la importancia que tiene el imperio de la ley como piedra angular para cualquier sociedad democrática. Si le quitamos la retórica electoral, lamentablemente lo que queda sin duda es que una parte del remedio presidencial es justamente olvidarse de la ley.

Si los cálculos políticos son los que impulsan la agenda del presidente, entonces debería empezar con la economía, el desempleo y los disparados precios de la gasolina.

Los hispanos, como el resto del país, están buscando verdaderas soluciones políticas que no agreguen más a nuestro déficit al tiempo que crean oportunidad y prosperidad económicas. Además, los hispanos van buscando el Sueño Americano para asegurarse de que sus hijos y nietos puedan vivir en el mejor país del planeta.

Claro que en el discurso de ayer no se mencionó para nada cómo las actuales proyecciones federales de gasto están comprometiendo seriamente la prosperidad económica y la calidad de vida de nuestro país. ¿Quizá el presidente lo incluirá la próxima vez que se dirija a un público que sea en gran medida amigo e hispano? Mejor espere sentado.

oday a B & G society exists. The bad and the good. Many ‘bitch and groan’ and expect others to do what is essential to rectify matters. For example, on the international scene, many criticize President Obama for authorizing that Seal Team effort which eliminated the leader of terrorism Osama Bin Laden. “Obama got Osama”. Back during the Clinton administration (1990's) Osama was targeted for elimination, but it never happened until President Obama decided it was a priority. The success of that priority mission caused many to ‘bitch and groan”. The bad is that we undercut a success; the good is that Osama bin Laden is now history.

There are so many B & G issues which people talk about. I think the two most important B & G issues are 1) education and 2) peoples’s health and well-being. .

The paradigm being very skewed by ‘big money’ and the silent majority which must become very vocal is about having transparent and honest governance.

Education is the top B & G issue.

Teacher Teresa R. Hernandez writes “The 2011 crisis in California’s education system is the worst ever. Our children take difficult district and state assessments in various subject areas. They face steep competition to be accepted in post-secondary education from out of state students and foreign students who come to California better prepared for college.

California’s student population is extremely diverse. The GAP between the ‘haves’ and ‘have not’ students is growing larger at exponential crisis rates. If California’s budgets are slashed again, then our families, communities and state will suffer too! At this rate California’s students will not have the skills to succeed in school or in life. We must invest in our public schools. Teachers, parents and students ask our state legislators to make (public) education a priority. Please help spread the word that our schools need funding BEFORE school starts. We can’t wait until November when school starts in August.” So support the California Teachers Association which is lobbying the State legislators all week from May 6th to May 13th in Sacramento. But understand that the first ‘teachers’ of a child are its parents, especially the

mother, who, while supported by her husband (or mate), is the first to teach a child to communicate (language skills), have social skills, and experience concerned devoted loving care.

The next high priority B & G issue is the people’s health and well-being. Imagine if you can, the total elimination of MediCare/MediCal and Social Security programs which deal with the most vulnerable in our B & G society. Just listen to the recent news reports that deal with legislation introduced in the House of Representatives by Paul Ryan ®. To balance the national budget plus deal with national debt reduction, the Tea Party Republicans are proposing draconian budget cuts in these two programs which deal with the most vulnerable in our society. At the local level, can you imagine the County of Santa Clara being able to maintain and support its Health and Hospital Systems which includes several clinics and SCVMC? Many essential medical diagnostic, prescription medications and therapies would not exist at the necessary capacity. Mental health and social services would need to be drastically curtailed. The outcome would be that the most needy in our local society would be required to cope with available services being curtailed drastically. Quality of life for many of our vulnerable would decrease and possibly suicides would increase. Desperate and needy people require a bit of help to make their lives worthy of living.

Let us all understand that special interests want small government in order to become more successful profiteers. To counteract that trend, the silent majority must take time to learn about the many issues, register to vote and then vote in their own personal best interests. Special interests benefit from the silence of the majority. That silence is no longer warranted. EO’s recommendation is to encourage citizens to register to vote, learn about the economic and social issues, and then vote for those elected officials who will deal with the people’s business and interests. Do your homework. Do not just ‘bitch and groan.’ Responsible change you can believe in begins with you!.

Hotline Connects People Facing Hunger

aturday, May 21 is National River Cleanup Day and volunteers are needed. With nearly 1,600 volunteers at 45 sites across the county, it’s the largest creek cleanup event in Santa Clara County history. With all the ground there is to cover, volunteers are still needed, and spending just a few hours at any one of the sites can make a big difference.

Plastic bottles and bags, fast food packaging, cigarette butts and other litter along Santa Clara County’s waterways is not only awful to look at, but it affects local creeks and streams as well.

During the rainy season, this litter is swept off the roadways and into storm drains that flow directly to local waterways. This poses a threat to both the local habitat and water quality. Also, when the accumulation of litter is paired with natural occurrences, such as broken tree

limbs and erosion along creeks and streams, flood protection is decreased.

This year, sites like the Guadalupe River near the Mineta San José International Airport, or Los Gatos Creek from Bear Creek Road through Campbell Avenue, are drawing a lot of attention.

The airport location is important because of the amount of debris that needs to be removed, while the Los Gatos Creek is significant because it is such a long stretch of the creek that will be cleaned.

Each year the water district partners with Creek Connections Action Group, a consortium of public agencies and non-profit organizations in Santa Clara County, to host cleanup sites for National River Cleanup Day. Since the group’s inception, thousands of volunteers have participated in hundreds of cleanups, removing thousands of pounds of trash each year from creeks, rivers,

and lakes in Santa Clara County.

Last year alone, more than 1,000 volunteers at 34 sites across the county covered 66 miles of waterways and picked up more than 6,000 pounds of recyclables and 29,000 pounds of trash — including mattresses, shopping carts, tires, a car axle and dining room chairs.

he Santa Clara Valley Water District has named Teresa Alvarado Communications Manager. Alvarado, who brings extensive communications and community relations experience to the role, joins the district on May 16.

Alvarado, who served as the first executive director of the Hispanic Foundation of Silicon Valley, most recently worked as a consultant to FIRST 5 Santa Clara County, where she developed the organization’s first public outreach plan. Previously, she directed the public affairs at the San José Convention & Visitors Bureau and worked as a regional representative in Pacific Gas and Electric Company’s Government and Community Relations Department.

Alvarado has a Master of Science degree in civil and environmental engineering from Tufts University and a Bachelor of Science degree in environmental technology and management from San Jose State University. She is a graduate of the Harvard Kennedy School of Government Executive Education Program, Leadership Gilroy, Santa Cruz County Farm Bureau’s Focus Agriculture Program, Santa Clara County AFL-CIO’s Labor-Community Leadership Institute, and is an American Leadership Forum Silicon Valley senior fellow.

Money expert Barbara Stark, director of community development and education for the national non-profit credit counseling organization American Debt Counseling, Inc., says small changes to daily routines can have a big impact on the wallets of those who rely on their cars to get them to and from work, school and everything in between.

Tips: * Keep your car engine tuned and improve mileage by four to 40 percent while saving 12 cents per gallon.

• Save nine cents per gallon by keeping your car tires inflated to their proper pressure.

• Use the octane fuel recommended in the owner’s manual and save three-to-six cents per gallon.

• Lose the junk in your trunk. Save between four and eight cents per gallon by reducing the weight in your vehicle by 100 pounds.

• You can assume that each five miles per hour you drive over 60 will cost you an extra 24 to 87 cents per gallon.

• Shop around for gas. Comparing prices at different stations can save you hundreds of dollars a year.

• Don’t be an aggressive driver. When driving, avoid fast starts and stops, and maintain an appropriate speed. Over time, you will save hundreds of dollars on lower gas and maintenance costs.

All Children Have Right To Public Education Regardless Of Immigration Status

ASHINGTON – The U.S. Department of Justice (DOJ) and U.S. Department of Education (DOE) today issued important guidance reminding school districts nationwide of their obligation under federal law to provide equal educational opportunities to all children residing in their districts, regardless of their race, color, national origin, citizenship or immigration status, or the immigration status of their parents and guardians.

The guidance responded to discriminatory enrollment practices, documented in part by the American Civil Liberties Union, that unnecessarily and unlawfully inquire, directly or indirectly, into the immigration status of students and their families and foster the fear that the attempt to enroll in public school may bring students and their families to the attention of the immigration authorities.

The guidance instructed school districts to cease all enrollment practices that may chill, discourage or exclude students from school based on immigration status. The guidance did not establish any new policy but simply reinforced existing law, established by the Supreme Court’s 1982 decision in Plyler v. Doe, that a state may not deny access to a basic public education to any child residing in the state, regardless of immigration status.

The guidance made clear that a school district may not: ask about a child’s citizenship or immigration status to establish residency within the district; deny a homeless child, including an

undocumented homeless child, enrollment because she or he cannot provide the required documents to establish residency.

The guidance further specified that a school district may not prevent a child from enrolling in school because: a child has a foreign birth certificate; or a child or parent chooses not to provide the child’s social security number; or a child or parent chooses not to provide the child’s race or ethnicity.

The guidance also instructed school districts to assess their current policies to determine whether they have the effect of discouraging the enrollment of undocumented students, and, eliminate any possible chilling effect on enrollment.

The following can be attributed to Joanne Lin, ACLU legislative counsel: “This guidance reaffirms the longstanding principle established nearly 30 years ago in Plyler v. Doe, that the schoolhouse door is open to all children in the U.S. As the guidance states, citizenship and immigration status are irrelevant to a child’s eligibility for, and fundamental right to, a basic education. The ACLU applauds the Department of Education and Department of Justice for proactively addressing this issue, and urges school districts nationwide to avoid adopting any unlawful enrollment procedure that may create a chilling effect on student enrollment on the basis of race, color, national origin, citizenship or immigration status.”

Public Service Outside the Classroom

n the last two years, San Jose High Academy and Lincoln High School have put sport rivalries aside

and embarked on a service trip of a lifetime.

Students and teachers look forward to the third trip to help rebuild New Orlean’s residences after Hurricane Kat-

rina. The group of students plans to complete 1,000 hours of service in the course of June 9-19, 2011.

“The trip last year was fantastic,” said Bethany D’An-

there,” said D’Andrade. “The whole thing sinks in of how huge the thing was.”

The group of students will work with Habitat for Humanity building homes and restoring coastal wetlands. They will be able to work on windows, doors and the interior of homes.

“It’s a chance to know what people are going through. I really want to know how they have survived,” said Carlos Chuquin, junior, Lincoln High School. “I would really like to help people.”

Last year, students had the opportunity to know what it meant to be unhoused. The

students quickly learned how appreciative people could be.

They also got a better understanding of the politics of things as well as a solid interest in public service.

Their budget goal is $15,000. To date these students have raised $10,000.

Lincoln High School students have been selling donuts on campus and even held a beauty pageant to raise funds for their trip to New Orleans this summer.

“I feel like we should take care of the things at home,” said Isabelle Johnson, senior at Lincoln High School.

Johnson is not only excited about the trip, but more importantly she wants to make a difference. Last year, she noticed that only the tourist side of New Orleans was fully underway of being rebuilt. She thinks it’s unfair that just because the media no longer provides updates people forget about residents current needs.

Judge LaDoris H. Cordell (Ret.), Independent Police Auditor (IPA) presented the 2011 IPA Year End Report at San Jose City Hall.

Cordell (Ret.), Independent Police Auditor (IPA) presented the annual IPA Year End Report to Mayor Chuck Reed and San Jose’s City Council at City Hall. The report summarized the work of Judge Cordell and her staff since her appointment to this position in April of 2010.

“Extremely well done job,” said councilmember Nancy Pyle.

Pyle described the report as impressive in terms of how the information was put together. She appreciates Judge Cordell’s ability to notice trends, particularly the trend involving injuries to the head.

Throughout the five-chapter report, it is clear that Cordell has focused on community outreach. The number of attendees at those types of events doubled since last year. She was also the first to work with the Mexican Consulate in reporting police misconduct.

“I’m very honored to work with her,” said Chief Chris Moore, San Jose Police Department. “We don’t agree on everything but we have a resolution process.

Chief Moore has added more staff to internal affairs and recognized that reporting

misconduct is a healthy thing. He will continue to monitor his staff.

Last year, 387,178 formal calls for service were made, resulting in 27,969 arrests or citations. The majority of the council members were vocal about how impressed they were with those numbers.

There were also no dramatic changes in the force allegations received from the public.

Even though downtown San Jose remained the area with the most complaints.

For the most part, the council members agreed with her recommendations that were included in the report. Cordell and her staff were recognized for their ongoing effort to rebuild trust with the police department and the community.

Estos letreros revivieron el debate sobre el “Día del Juicio Final” proclamado por un grupo de evangélicos, quienes declararon que el próximo 21 de mayo se acabará el mundo.

La pancarta que se exhibe en diferentes puntos de la ciudad ha sido promocionada por mucho tiempo por una emisora llamada “Family Radio” (Radio Familiar”), emisora evangélica que promueve su ideología du-

rante las 24 horas del día.

Tratamos de contactarlos sin mucho éxito y en su sitio web el 21 de mayo es el día de ruptura, donde los verdaderos creyentes se van directo al cielo. Aquellos que se queden tendrán seis meses de caos, enfermedades y destrucción hasta que el fin del mundo total llegue el próximo 21 de octubre. ¿Qué piensan los latinos sobre esto? ¿Estamos listos para el Día del Juicio final?

l club español Barcelona jugará en agosto próximo en Estados Unidos ante los dos equipos más populares de México: Guadalajara y América, anunció la liga estadounidense MLS. El Barcelona enfrentará el 3 de agosto a Chivas, en el Sun Life Stadium de Miami, Florida (8:00 p.m., hora del Este) y tres días después, el 6 de agosto, ante América en el Cowboys Stadium de Arlington, Texas (4:00 p.m., hora del Este).

El primer partido de la gira del conjunto español anuciado previamente, será ante el Man-

chester United inglés, el 30 de julio en Landover, Maryland.

Los juegos forman parte del “World Football Challenge Tournament 2011”, de la MLS que organiza la compañía global de nutrición, Herbalife y que incluye además los juegos: New England Revolution - Real Madrid, el 13 de julio en Foxboro, Massachusetts.

l delantero mexicano Giovani dos Santos, afirmó que la prensa fue culpable del mal ambiente que se vivió en la Selección Mexicana el año pasado, pues se metía con la vida privada de los jugadores y en aspectos extradeportivos.

El año pasado se suscitó en el Tricolor, uno de los casos más vergonzosos, cuando en el mes de septiembre algunos jugadores organizaron una fiesta en plena concentración, situación que perjudicó la imagen del combinado nacional, que meses antes fracasó en el Mundial de Sudáfrica, al ser eliminado en los octavos de final.

“Creo que se sobredimensionó lo que sucedió antes. Se hablaba más de lo extradeportivo que lo realmente importante. Los últimos meses fueron de impotencia y de frustración para nosotros, porque se metían con nuestras vidas privadas y eso, quieras o no, genera un mal ambiente en torno a nuestra selección y afecta

por supuesto nuestro nivel de compromiso”, mencionó Gio. Ante esto el ariete quien milita Racing de Santander, pidió que sólo se rescaten los aspectos positivos de cara al nuevo proceso de la Selección Mexicana, bajo el mando del timonel José Manuel “Chepo” de la Torre, el cual comenzó en el 2011, con miras al Mundial Brasil 2014.

“La idea es empezar desde cero. Nuevo entrenador, nuevo sistema y nuevo ambiente. No hay que fijarse en las cosas negativas del pasado, quedarse sólo con lo bueno. Hemos empezado muy bien el nuevo proceso y la idea es ir subiendo paso a paso”, indicó el mexicano al portal de la FIFA. En cuanto al futuro próximo, “Gio” admitió que le encantaría jugar la Copa Oro y la Copa América, pero el que tendrá la decisión, será el Chepo, por lo pronto el jugador surgido del Barcelona, está considerado para ser parte del torneo de la Concacaf.
