Análisis de las Proposiciones en la balota de las Elecciones del 8 de junio Proposición 13 Se Refiere A Los Limites En La Evaluación Del Impuesto A La Propiedad(ES) La ley actual comprende que los edificios antiguos y que han sido fortalecidos contra terremotos estan excentos de impuestos por las evaluaciones que se efectuen en el futuro. Los edificios que no han tenido o no han sido fortalecidos su reevaluación expira después de 15 años. La proposición 13 no permite una nueva evaluación y mantiene una excención indefinida. Si la propsición 13 es aprobada, las propiedades no podrán ser evaluadas nuevamente por los asesores fiscales. Opinión de MIV: La Cámara de Comercio de California y el Asamblesita Raoy Ashburn(Bekersfield) Republicano, argumentan que la proposición 13 no es clara(crea duda), en la aplicación de la ley vigente; permite excención fiscal para todos los edificios construidos y adaptados para terremotos. Se considera un mal mo-

mento para ofrecer excenciones de impuestos a la propiedad (es) cuando nuestros servicios o programas básicos (estampillas de comida, medi-cal, discapacidad, etc), estan en riesgo. Recomendación a Votar: NO Proposición 14 Aumentar El Derecho De Participación En Elecciones Primarias Todos los candidatos estarán juntos en la votación primaria "los dos mejores" que obtengan más votos avanzarán a la elección general. Los partidos políticos no podrán presentar otro candidato en las elecciones primarias para apoyar u oponerse. Opinión de MIV: El año pasado los demócratas aprobaron un aumento de impuestos con el acuerdo del Senador Abel Maldonado (Republicano de San Luis Obispo). Maldonado y el Gobernador Arnold Schwarzenegger (Republicanos) consideran que los conservadores y liberales dominan las elecciones primarias, por eso Maldonado y el Gobernador

sugieren modificar la proposición 14 ya que dispondrá de más candidatos moderados. La proposición 14 no permite la inscripción para la votación en la elección general de otros miembros solo permitirá a los dos mejores electos. Recomendación a Votar: NO Proposición 15: Ley de Elecciones Equitativas en California Cada candidato obtendrá la misma cantidad si demuestra el apoyo suficiente y no podrán elevar ni gastar más dinero del que se les asigne. El fondo de la campaña pública estará compuesto por contribuciones voluntarias y una cuota de $350.00 dls anuales para grupos de presión, cabildeo de empresas y empleadores de cabilderos. La Secretaria del Estado de California reunirá 1.7 millones de dolares como fondos para los candidatos del 2014 y 2018. El Secretario de Estado tendrá que colectar firmas de 7,500 votantes registrados con una cuota de $5 dls.; estas cuotas (de $5 dls) deberan ser depositadas en el Fondo

de Elecciones y se estima que ascenderan a más de 6 millones de dolares cada 4 años. La proposición 15 elimina y crea el poder de financiar campañas públicas electorales. Opinión de MIV: La Proposición 15 puede abrir muchas puertas a candidatos locales con buenas ideas pero pocos recursos. A los Condados y Municipiales se les prohibe derogar(anular), la legislación existente y no se les permite adoptar leyes de igualdad o equidad electoral. La Proposición 15 podría hacer más accesible a las comunidades minoritarias. Como resultado los candidatos obtienen más tiempo para concentrarse en los temas que se relacionan con la sociedad y no pierden su tiempo en la recaudación de fondos. Recomendación a Votar: SI Proposición 16 Servicio de Electricidad Público Si es aprobada la proposición 16, los gobiernos locales pueden elegir un proveedor de energía alternativa y los servicios públicos municipales necesitarían permiso

para ampliar o buscar nuevas alternativas y territorios. La Compañía de Gas y Electricidad (PG&E) son los que están promoviendo la proposición 16 con la justificación de proteger a los contribuyentes y evitarles perdidas en los servicios públicos (mercado de energía volátil). Opinión de MIV: La compañía PG&E (De Gas y Electricidad) ha gastado 28.5 millones de dolares, como medida de buen gobierno; pero los grupos ecologistas y municipales argumentan que lo han hecho para evitar competencia y mantener su cuota en el mercado, además evita que empresas alternativas compitan y ofrezcan sus servicios (de energía verde). Proposición 17 Cargos Adicionales para el Seguro del Automóvil Si la proposición 17 es aprobada permitirá que los conductores que en cinco años no hayan interrumpido su cobertura por más de 90 días, obtengan un descuento en su cobertura original o cuando cambie de aseguradora. Si esto no sucediera en el record de las personas, habrán recargos

adicionales. Opinión de MIV: Los defensores del consumidor sostienen que castigará injustamente a los conductores que tengan dificultades para pagar un seguro en forma continua. Organizaciones sociales defensoras también opinan que la población será afectada y castigará a los actuales y posibles conductores por lo que mencionamos algunos: Personas de bajos ingresos, personas inmigrantes que han tenido situaciones jurídicas, personas que no han tenido automóvil en los últimos 5 años, personas de la tercera edad, estudiantes y las personas que por primera vez utilizan un automóvil. La compañía aseguradora Mercury comenzó a financiar a finales de Abril la campaña para la aprobación de la proposición 17 el cual comprende el 98% equivalente a 5.250 millones de dólares como aportación a dicha campaña. After the press conference had ended, District 5 Chief of Staff Ryan Ford approached Resendez and accused him of acting unethically

because Resendez's campaign piece implied Councilmember Campos had endorsed Resendez. The disrespectful and intimidating way in which Ford accused Resendez prompted an open letter to the community and Councilmember Campos demanding a public apology. Resendez states he has a video showing the confrontation.

any of us will be partying long and hard this upcoming three-day weekend. The carne asada, hot dogs and burgers will be on the grill, and the beer will be kept cold in an icebox. However, Memorial Day is not only an excuse to party, it is an opportunity to give thanks to those who paid the ultimate sacrifice so what we can enjoy our way of life and privileges here in the United States. Memorial Day was officially proclaimed on May 5, 1868 by General John Logan, national commander of the Grand Army of the Republic, and was first observed on the 30th of May 1868, when flowers were placed on the graves of Union and Confederate soldiers at Arlington National Cemetery. The first state to officially recognize the holiday was New York in 1873. By 1890 it was recognized by all of the northern states. The South refused to acknowledge the day, honoring their dead on separate days until after World War I, when the holiday changed from honoring just those who died fighting in the Civil War to hon-

oring Americans who died fighting in any war. Many people observe this holiday by visiting cemeteries and memorials. A national moment of remembrance takes place at 3 p.m. local time. Another tradition is to fly the flag of the United States at half-staff from dawn until noon local time. Volunteers often place American flags on each gravesite at national cemeteries. Traditional observance of Memorial Day has diminished over the years. Many Americans nowadays have forgotten the meaning and traditions of Memorial Day. At many cemeteries, the graves of the fallen are increasingly ignored, neglected. Most people no longer remember the proper flag etiquette for the day. While there are towns and cities that still hold Memorial Day parades, many have not held a parade in decades. Some people think the day is for honoring any and all dead, and not just those fallen in service to our country. Though many of us may not agree with the role our country has played in the world this past decade, many of us know or are related to someone who has recently served the nation. So enjoy this extended weekend with your friends and family. And if you run into someone in uniform, shake their hand and say Thank You.

"Prejudices Are Expressed as Water Board Opposes SB 1070". By Hilbert Morales - El Observador

n Tuesday, May 26, 2010 SCVWD Board Chair Richard Santos presided over a meeting where an action was taken to protect employees from Arizona Laws SB 1070 and HB 2162. The objective was to ensure that SCVWD employees did not travel to Arizona unless on official district business. Employees were not to be subjected to the application by local authorities of Arizona Laws SB1070 and HB2162. The resolution also dictated that the SCVWD Board of Directors send a letter to Congress and the President of the U.S. requesting that work begin immediately on immigration issues and the reformation of Federal immigration laws. In addition, the SCVWD CEO was instructed to order all departments to prohibit the use of District funds for travel to Arizona unless critical to the District’s mission. During this hearing many impassioned speakers questioned how this action is relevant to the water district. The answer is simple: we value our staff and diverse workforce. As it stands today, if the district were to send employees to Arizona on official business, they could be subjected to unfair treatment as a result of this legislation. We do have an interest in how our employees are treated—in fact; we have a responsibility to protect our employees from unjust treatment purely based on their appearance. Josue Garcia addressed the standing room only audience saying, “If I had to choose again the tone of my skin, I would choose the same skin tone.” While he spoke there were catcalls and derisive statements such as “Send all Mexicans back to Mexico”. Later, Josue related how his I.D. was checked in the first class section of his flight. No other passenger’s I.D was checked. Was profiling involved? Without a doubt: Josue is not on that ‘No Fly” list. It was noted that when Anglo speakers addressed the SCVWD Board, those Latinos in the audience remained quiet and respectful. When a Latino addressed the SCVWD Board, certain members of the audience used abusive language and made catcalls. Teresa and Benjamin Hernandes were taking an after dinner stroll in their City of Santa Clara neighborhood. They were verbally abused by an Anglo man who told

them to “go back to Mexico”. Both Teresa and Benjamin were born in California. Teresa is an accomplished teacher who was awarded the “Portraits of Success” recognition by the Hispanic Development Corporation just this past September, 2009. Both Teresa and Benjamin were glad that on that particular night they were not accompanied by their two children who decided to stay home to do their homework. Teresa placed a cell-phone call to the police who appeared in a few minutes. The Anglo man fled after threatening them with bodily harm. A police report was filed. This was an appropriate non-violent, non-abusive response. Cesar E. Chavez, Dr. Martin Luther King, and Mahatma Gandhi would have approved. The issue is that the Arizona legislative action has emboldened certain prejudiced individuals to now express their thoughts in public meetings. Some of the Latinos are concerned about the level of tensions experienced in certain settings. We all have human rights and responsibilities. We need to learn to live together with respect and consideration for each other. The Christian maxim applicable here is “to love your neighbor as yourself.” All this emotional energy would be better directed at those moguls of the financial industry who devised those derivatives that almost destroyed our economy. Also, some of this energy needs to be directed at those captains of industry who bid on and are awarded contracts and then outsource jobs off-shore. Over 400,000 jobs in this area have been displaced to off-shore sites where labor costs are cheaper. Let’s direct some of that energy towards these two groups whose greed is destroying the American consumer economy. Meanwhile, why can’t we learn to live together? If you are willing to think and observe, you will note that not too many individuals of Mexican heritage are our policy makers or captains of industry. So let’s direct some of our distress to those who are the cause. Mexicans cannot be the scapegoats for the current lack of jobs and the state of the local economy. Let’s learn to respect and know each other. And let’s lobby our Congress and the President to get on with the formulation of that comprehensive immigration law that is so necessary. Δ

This year, fines and fees have increased from $132 to $142 for first time adult seat belt violations. For children under 16, the fine is now $445 for a first time offense. Keep your friends and family safe by buckling up no matter where you are going, said Police Chief Davis. We will be looking for motorists throughout the area who are not buckling up, day and night. Its not just about avoiding a ticket; its about keeping the ones you care about alive. Seat belt violators will receive citations, not warnings. The Click It or Ticket campaign relies on heavy enforcement and public education as a means to help save lives on California's roadways. Wearing a seat belt is just simply the easiest and most effective thing you can do on the road to protect yourself and your family, said Christopher J. Murphy, Director of the Cal-

ifornia Office of Traffic Safety. That means buckling up day and night, on every trip. More than 600 permanent Click It or Ticket highway signs, which have been up since 2005, will be updated to reflect the new Minimum $142 in the coming months. Currently California has a seat belt usage rate of 95.3 percent, but that still means over half a million people are not buckling up. Properly restrained drivers, passengers and children have a 50 percent better chance of surviving a crash than unbelted occupants. Those ejected from vehicles in crashes or roll-overs are up to 35 times more likely to die than restrained occupants. More than 150 local law enforcement agencies statewide and the CHP will be participating in this year’s Click It or Ticket mobilization. * Put on a hat that has a brim at least 2 to 3 inches wide. If you choose a straw hat, it should be tightly woven.

kin cancer accounts for roughly half of all reported cancer cases in the US. Non-melanoma skin cancers, such as basal cell carcinoma and squamous cell carcinoma, are the most common forms of skin cancer, while melanoma is the most serious type. Though skin cancer can be dangerous or even deadly, it can often be prevented or successfully treated if detected in time. Anyone can develop skin cancer, regardless of race or skin tone. Most skin cancers are caused by too much exposure to UV rays, the invisible radiation given off by the sun or by the artificial light in tanning beds and sunlamps. UV exposure is also a main cause of skin wrinkling and discoloration. Just a few serious sunburns over the course of your lifetime can significantly raise your chances of developing skin cancer in the future. You may also be at increased risk if you have many moles, irregular moles, or large moles; fair skin that freckles and burns easily; or have previously had skin cancer. Remember the following tips to protect yourself from UV rays: * Avoid sun exposure between 10 AM and 4 PM, when UV rays are most intense. If you are outside during those hours, make an effort to stay in the shade. * Do not use tanning beds or sunlamps.

* Apply at least a palmful of sunscreen that is SPF-15 or higher about 20 to 30 minutes before you go outside, even on hazy or overcast days. Reapply every two hours if you are swimming or sweating. Use a lip balm with SPF protection, too. * Wear wrap-around sunglasses that absorb at least 99% of UV rays to protect your eyes. * Perform regular skin checks. Being familiar with your skin will make it easier to detect changes. Have your partner, a friend, or relative help check hard-to-see areas such as your back and scalp, or ask your doctor to check your skin at your visits. Be sure to inspect your palms, fingernails, and feet-about half of skin cancers in darker-skinned people are found in these areas.

EDWOOD CITY, CA - Una fuerte alianza se ha desarrollado entre dos distritos escolares locales para salvar el programa de música instrumental de 5to. a 8avo. grados en las 17 escuelas primarias y secundarias públicas de Redwood City. Padres de familia, administradores, staff, maestros y estudiantes en el Distrito Escolar de Sequoia Union y del Distrito Escolar de Redwood City se han unido para recaudar $100,000 para asegurarse que todos los estudiantes sigan teniendo acceso al aprendizaje de un instrumento musical. School fights to keep doors open

outh Bay Preparatory (SBP) Charter School has just received a big boost in its fight to stay alive and bring projectbased and personalized learning to Santa Clara County. The nonprofit public school, hailed as a critically needed educational alternative, announced that it has taken significant steps to bridge its short-term fiscal challenge, including raising funds in excess of $22,000 with another $44,000 potentially on the way. This is important progress, according to SBP school officials, who say that more funding is needed to keep the one-yearold school afloat until next year when it can implement its plans for growing the school. Like many start-up schools, as it prepares for the 2010-11 school year, SBP finds itself with an operating deficit that puts the young school and its innovations in jeopardy. SBP needs to secure

solid financial footing by the end of this school year to satisfy its own, and County Office of Education, requirements for fiscal viability. SBP's supporters have until June 15 to do significant fund-raising or the school will have to close. SBP's project-based learning model differentiates it from most other public schools in the Valley. Through project-based learning, students build their academic skills while engaging in real-world projects through doing research and calculations, working in groups when necessary, and presenting their findings in the same way that they would in the workplace. Academics requirements are tied to State Standards, but work is designed to be relevant to the students and the world. Supporters consider the model particularly fitting for the entrepreneurial Silicon Valley region. SBP has already overcome

significant hurdles in its quest to bring its model to local middle and high school students. Founders of the school worked for five years to win SBP's charter and open the school. In addition to launching a fundraising campaign within the last month, over the school year SBP has strengthened the school by relocating to a well-suited facility, retooling its educational programming, hiring key staff, and bringing in a charter school expert who is volunteering his time to ensure that the school is positioned for success. The school is currently in the process of applying for accreditation from the Western Association of Schools and Colleges.

Comité aprueba proyecto de ley que reducirá las guías telefónicas no deseadas

Durante las festividades de fin de año, protéjase contra la gripe y déle a su familia el Regalo de la Salud. Al protegerse contra la gripe en estas festividades de fin de año, usted no solo reduce su riesgo personal de contagiarse de la gripe porcina o H1N1. Con ello también le da a su familia el regalo de la salud, porque cuando usted recibe la vacuna, también protege a sus seres queridos. Cuando usted recibe la vacuna, contribuye a levantar una barrera protectora para todos los que conviven o trabajan con usted, o incluso ocupan el asiento vecino en un avión. Desde el pasado mes de abril, según informes del Centro para el Control de Enfermedades (CDC por sus siglas en inglés), 10,000 estadounidenses han fallecido a causa de la gripe porcina. Y otras 213,000 personas se han tenido que hospitalizar a causa de la afección. "Es importante entender que la vacuna no es solo para usted; es beneficiosa también para aquellos que están a su alrededor," dice Alan Janssen, del CDC. Los expertos en el área de la salud lo llaman "efecto de protección capular" ("cocooning effect"), porque cuando una persona recibe la vacuna contra la gripe –estacional o H1N1— construye una barrera de inmunidad que protege a todos aquellos con los que interactúa, especialmente los más cercanos. De esa forma, usted no los expone al virus con su presencia, porque usted ya se ha inmunizado. La situación opuesta también tiene lugar. Si usted resulta infectado, les puede pasar el virus a sus seres queridos. Esto es especialmente importante para los padres de recién nacidos, que tienen poca inmunidad, o carecen totalmente a la gripe durante los primeros 12 meses de vida. Además, los bebés menores de seis meses todavía no pueden ser vacunados. Así que para asegurar una protección apropiada para el bebé, todos los que residen en la misma vivienda (los que forman su círculo de protección) deben vacunarse contra la gripe, de modo que no puedan transmitirle el virus al bebé. La producción y distribución de estos directorios causa un daño enorme al medio ambiente y cuesta más para los clientes. Según el Product Stewardship Institute, las guías teléfono representan mucha tonelaje de residuos (660.000 toneladas por año). Actualmente, los gobiernos locales tienen que pagar para reciclar o disponer de las guías telefónicas. Algunas áreas no tienen oportunidades limitadas o ausente para reciclar. Según un informe de la Agencia de la Protección Medio ambiental de los Estados Unidos, no producir una guía telefónica reduce el efecto de los gases de invernadero por aproximadamente tres veces tanto como reciclar (relativa al vertido). El Maradona adulto es encarnado por Marco Leonardi,

actor conocido por películas como Cinema Paradiso, El mexicano, Como agua para chocolate y Texas Rangers, entre otras. El largometraje recoge escenas de sus primeros partidos en un potrero del barrio Fiorito y de sus días de gloria en el Boca Juniors, el F.C. Barcelona, el Nápoles o el Sevilla, pero también mostrará con crudeza el deterioro físico de un ídolo caído y su gran voluntad

de salir adelante. Su vida sentimental también es uno de los ejes fundamentales del filme, desde su relación adolescente con Claudia, con la que se casó, tuvo dos hijas y de la cual terminó separándose, hasta su relación con la italiana Cristiana Sinagra, con la que tuvo un hijo. La cinta lleva el título que le valió a Maradona el segundo gol marcado en un partido mítico, el que enfrentó la selec-

ción de Argentina contra Inglaterra, en los cuartos de final de la Copa del Mundo de 1986. El futbolista se excusó entonces diciendo que fue la mano de Dios y no la suya, la que introdujo el balón en la portería inglesa. Harlem Hostel: Comedia con Sabor Latino

n el filme, que ha sido dirigido por Néstor Miranda, Ramón Rodríguez encarna a Will, un joven latino que vive

en Harlem, en la parte norte de Manhattan y que no habla español. Vive obsesionado con las chicas, con las que tiene mucho éxito, y de vez en cuando sus romances lo meten en serios problemas. Pero esos no son nada en comparación con los que le causará la decisión de mudarse a una casa grande en el mismo vecindario junto a sus dos mejores amigos, Ben (Rafael Sardina), un muchacho serio y trabajador y Rick (Steven Leon), quien acaba de regresar del frente en Irak. En un principio, la casa, que alquilan por 5000 dólares al mes, parece la solución a los problemas cotidianos que les causa no tener un lugar propio

donde estar, pero cuando Will descubre que sus expectativas para conseguir un trabajo que le alcance para cubrir su parte están muy lejos de la realidad, decide subalquilar su cuarto a unos turistas y mudarse al ático. Con la renta pagada y dólares extras en el bolsillo, se deja llevar por la ambición y un sitio web que pone en el ciberespacio hace el resto. n a world - were just about everyone is stressed out - and tired of the same daily routine - one man - has made it his mission - to remind them - about the importance of – PARTYING! Coming soon – to a comedy club near you – It’s Pablo-Francisco. The “Movie Trailer Guy” is just one of many impressions to expect as Pablo Francisco makes his return to the San Jose Improv this Labor Day weekend. “San Jose has always been a great place to perform because the people are great and always seem to enjoy themselves,” Francisco says. “There are also some great places in downtown San Jose to party after. I don’t know about that train you guys have downtown though. I almost got hit by it after partying in San Jose some years ago.” Francisco

He was born in Tucson, Arizona and was introduced to comedy by staying up late at night and watching several comedians perform on shows such as Saturday Night Live and The Tonight Show with Johnny Carson. “I remembering watching these comedians and laughing at their jokes but also being fascinated by the fact that telling these jokes was actually their job,” Francisco says. Francisco’s got his opportunity to perform and perfect his craft when a comedy club in Tucson started having open mic nights. “I was working at a Domino’s pizza at the time, which was actually the perfect job because it gave me a chance to tell the customers jokes, which would then go into my comedy bit if they were good ones,” Francisco says. Francisco’ s influences range from Benny Hill and Richard Pryor, to Carlos Mencia, Dane Cook and George Lopez.

He describe his comedy as Saturday Night Live meets In Living Color meets the Harlem Globetrotters and says he writes his jokes based on the odd and funny situations people find themselves in. “I don’t throw anyone under the bus, I make fun of the situations they find themselves in. Unless its some idiot like the Sham-Wow guy,” Francisco jokes. Francisco is currently working on voiceovers in several movies and will soon have his own show on Comedy Central called “Who are you fooling,” “The show is somewhat based on my comedy bit so I pretty much go after people who get stuck in stupid situations,” Francisco says. “One of the skits we are working on is about Dog the Bounty Hunter. This guy goes around arresting people and yet he’s the one that ends up finding himself in jail. These are the sorts of skits we will be producing for the show,” Francisco says. IFA and Sony have chosen Waka Waka (This Time for Africa) as the official song of the 2010 FIFA World Cup(tm) in South Africa. The song was written by Shakira, the worldfamous singer from Latin America, who will perform with South African band Freshlyground. Once again, the announcement of the official FIFA World Cup song was keenly awaited. Waka Waka (This Time for Africa) is the name of the new football anthem, and with its rhythmical African sounds, the song represents the vitality and energy of the host continent. South African guitars back up the Afro-Colombian rhythm and Soca beat. The chorus is similar to that of a popular Cameroon song made famous by Golden Voices in particular. FIFA and Sony Music have enjoyed a successful partnership in the official music program ever since 1994. Free Soccer Activities this Saturday

here will be a free soccer clinic for children and teens presented by the San Jose Police Department (SJPD), Franklin-McKinley School District and Yerba Buena High School this Saturday, May 29, from 9 am to 12 noon at J.W. Fair Middle School. The event is part of the Franklin-McKinley Children's Initiative in hopes of creating a safe and strong neighborhood within the project area. Over 30 police officers and detectives are involved in the project that began on February 27 of this year. The Yerba Buena High School soccer team will be hosting the activities. Free soccer balls will be given out on a first come, first serve basis. The police department felt that soccer is an appropriate way of recognizing the efforts of the community members that live near and around Santee Elementary and J.W. Fair Middle School during the gang suppression project, explained Captain JR Gamez, SJPD. There were over 48 arrests made, seven felonious fugitives apprehended, eight guns seized, and over 12 knives, switchblades, and pipes taken into custody. Over 40 probation/parole searches were completed, primarily on Varrio Tamilee Gangsters who live in the area.

Captain JR Gamez Members of the Traffic Unit were utilized to provide safe passage for the students attending school in the project area. The area was selected because of the high crime levels. The police department worked with the school districts and they couldn't have done it without the community's help, they wanted to show their appreciation with the soccer event. Many of the children in the area are of Mexican descent, and they like soccer, but some don't have the opportunity to join a league, said Gamez. It's a chance for the children and teens to receive a ball, have fun and get ready for the World Cup.
