Suspend AB 32

n recent months, my taking the lead to suspend AB 32 has garnered the attention of media outlets across the nation and most importantly that of Californians. I am glad that people are taking the time to discuss this momentous issue, seeing how it will affect California for years to come. However, much of what has been published has been one-sided and at times downright misleading. It is important now, more than ever, for Californians to get the facts straight and make an informed decision for their future and that of our great state.

The Global Warming Solutions Act of 2006, otherwise known as AB 32, was designed to counter global warming, and that alone. Some have suggested that taking a stand against AB 32 will jeopardize our health and lower air quality standards, but they are mistaken. The intent of AB 32 is to target green house gas emissions; this is not to be confused with "smog" or other chemicals found to be harmful to your health. In fact, the main green house gas cited, carbon dioxide, is critical to all life on Earth and is not labeled by the government as a pollutant. (But they did say it "endangers public health.") It is akin to declaring water vapor a pollutant.

This bill will do nothing to address the air quality problems or concerns facing Californians today. We are chasing a phantom in an economy where 2.26 million people are out of work. A stand to suspend AB 32 is a stand for common sense, a stand for California's once vibrant economy, and a stand for the hardworking families across our Golden State.

A go-at-it-alone effort is foolhardy, especially considering the fact that most nations, including the United States, have yet to ratify any protocol, much less agree on their share of the burden. In a global perspective, any emissions reduction result of AB 32 will be easily negated by the 600 new coal-fired power plants in China

or India. This is also true on the national level as California is experiencing an unprecedented exodus of businesses to other states. Can "global warming" be affected at all by the singular efforts of California when our neighbors to the east and to the south don't share the same sentiments? If anything, the implementation of AB 32 will increase pollution worldwide because underdeveloped nations will be expanding industrial production with little or no environmental oversight. It has been shown that when we cut back manufacturing, we export the jobs and emissions to other countries. And other countries are less efficient, so total emissions go up. Furthermore, we know that there are large scientific uncertainties about the whole global warming issue.

In this economy most businesses are struggling to stay afloat and senseless regulations will only force them to move, taking all the jobs with them. Why is California fighting to implement a bill that will cripple our ability to compete economically, especially now when we need it most?

AB 32 will be detrimental to California's already frail economy and impact the very programs keeping our air and waters clean. By driving businesses out of state, California will be left with displaced workers and lower tax revenues. Lower revenues would severely limit the state's ability to provide for the programs that we hold dear, resulting in further budget cuts and needs going unmet. It's time for Californians to seek out the truth and make common sense choices to get our state working again.

FUNDING EDUCATION

I

n general we all support education.

However, we need to understand the dynamics of funding education.

There are those parents whose income permits the purchase of private school education for their kids. Then there are the rest of us who send our kids to public schools funded by a variety of parcel taxes, sales taxes, fees, and income taxes. The aggregate of these funds purchase the education, which our kids get in public schools.

We do not often think about the several professional unions and their contracts, which need to be evaluated because they quite often are 'fixed rate' labor contracts.

When tax revenues are insufficient to meet those labor contract payment terms, the school district has a severe budget problem because of inadequate tax revenues. The payment of professionally trained licensed educators cannot be sustained at the levels contracted when revenues do not meet those costs which can be projected and known without delving into personnel privacy issues. Certain flexible rates are needed.

One issue is the schoolbook publisher's and their lobbyists who are not likely to favor the introduction of net-books into the classroom because that will cut down the need to purchase approved textbooks. About a year ago Adelante charter school (Alum Rock Union Elementary School District) was provided with a gift from an anonymous donor for the purchase of ebooks. Just Monday, May 3, the 78 net-books were delivered and installed by volunteers. Isn't this great? YES and NO. Mind you, the teaching staff and students were thrilled to see these ebooks.

But the funding was made available last year with the expectations that purchase, delivery and installment of those computers could be made during January 2010. Frustrating delays were experienced in accepting this gift, in having the ARUSD purchasing department issue the purchase order; and in basic administration of this gift which was intended to upgrade computer literacy at that Adelante charter school. Why did it take so long?

It is alleged by several individuals directly involved, who are non-staff, that the current education code does not facilitate the introduction of new technology into the classroom. are first checked out in Texas. Why? Who benefits? Who influences? What goes on here?

Allegedly, textbook publishers have influenced the State Assembly to put into the education codes some very inflexible requirements that favor only the use of textbooks.

Directly stated, the purchase of textbooks leads to bottom line profits of those school book publishers. Of course publishers do not want their market altered by the introduction of net-books (or modern technology), which permits updating by simply replacement of the memory chip which can present up to six textbooks in their entirety.

To get our kids educated the controlling interests of current textbook publishers must receive full exposure. You will be outraged when you learn about it all because the devil is in the details which must be exposed. This is happening in Silicon Valley, where information technology is created, used, and understood. It was an incredible experience for those persevering volunteers who were able to program those ebooks. A sad outcome was that the '09-'10 Adelante students will receive instruction using these recently delivered netbooks for one month rather than four.

Another issue is the coming election, which has Parcel Tax measures for several school districts including ARUSD. Here is an opportunity for registered voters to approve parcel taxes ($98/year) to purchase the education levels needed by our kids. The allocation level per student by the State Department of Education is about $6,800 and that of Palo Alto Unified School District is about $12,000. This disparity is based on parcel taxes where higher property values lead to higher school revenues. The PAUSD does have a parcel tax ($96/year) before its constituents on its May 4th Special Election.

Finally, each school district would be well advised to exercise due diligence in the use of non-profit foundations to fund local education. The objectives would be to facilitate local donations and to place our 'education dollars' into funds, which cannot be recalled to Sacramento by our Governor and the State Assembly. Today it seems wise to have total local control of what funding is generated to support education. There is work to be done.Δ

undreds of city employees have been given their pink slips. Some workers will be laid off, while others will be taking on different roles. American Federation of State, County and Municipal Employees (AFSCME) Local 101 decided to protest these layoffs.

"I think the biggest challenge that we all have is that we need to look at what the best alternatives are to meet this budget deficit," said Yolanda Cruz, AFSCME President.

The city of San Jose is facing a $116 million deficit, a proposed budget for the 20101011 fiscal year deals with the problem through a combination of service cuts, layoff, and revenue increases.

"We can only close this gap if everyone works together and shares the pain," stated Mayor Reed. "That's why I continue to call for all employees to give up 10 percent in pay and benefits to minimize layoffs and service cuts."

Approximately 450 full time city employees will lose their job and another 250 part time employees. In a matter of weeks, employees will start their new job as a result from their demotion with a 10 percent cut in their pay.

"We think that we should be looking at furloughs," said Cruz. "We think that it's an option for us to be able to address specific issues to

have some time to look at other options."

The average salary of a union member is $54,000 a year. Cruz feels that the cuts will have a tremendous impact on them. She believes things are getting worse in the private sector and believes it takes a little longer for the government to come in do something. So to her furloughs is an ideal way of dealing with the deficit.

"We saved some jobs last year and hope the same for us this year, so we wont have to take a pay cut, said Pamela Taylor, AFSCME member. "There's always an option."

Last year, city employees gave up their raises and their salaries were frozen. This year they are fighting to keep their jobs, open and willing to look at better ways that they can still do things.

"I know that the concessions I've asked for will be difficult for many of our employees and their families. However without these shared sacrifices, hundred of employees will lose their jobs and residents will lose the services they depend on," stated Mayor Reed.

The union members feel it is unfair that the majority of the council members are not being open and willing to discuss what is going on.

Throughout the protest they shouted "poor leadership, structural deficit," and held posters that read "we're your employees, not your pawns."

n May 1st tens of hundreds of people in the Bay Area protested against the Arizona bill and to ask President Obama for Comprehensive Immigration Reform. San Francisco was the first city that refused to accept SB1070 and announced a boycott against the State of Arizona. A week later Oakland joined the call for a boycott--but what about in San Jose?

Councilman Sam Liccardo is working to introduce a boycott in San Jose similar to the actions in San Francisco, Oakland, and Los Angeles. He will ask city council members to support a resolution that asks city workers not to travel to conventions or conferences in Arizona.

In contrast to the new state law in Arizona, Mayor Chuck Reed promotes local policies that can unite the community and promote jobs in San Jose. According to Mayor Reed, "As Mayor of San JosĂŠ, I am working to ensure that our city is a beacon of peace and prosperity to show the world what can happen when people from around the world come together and focus

on what they have in common rather than on their differences."

Supportive local immigration policies are part of the mix. "The City of San JosĂŠ has adopted policies that focus on working with law-abiding residents regardless of immigration status. These policies have served us well for decades. The San Jose Police Department's success rate in solving crimes shows that cooperation and trust is critical to ensuring a safe community", stated Reed.

Whereas Councilman Liccardo seeks to impact the hurtful Arizona law by reducing city travel to Arizona, Mayor Reed told El Observador that a city boycott would not be significant because San JosĂŠ does not do much business with that state.

Meanwhile, San Jose Police Chief Rob Davis stated in a radio talk show co-sponsored

by El Observador that "This is a political decision that belongs to the Mayor and the City Council." As a human being and not in his official capacity, Chief Davis shared his personal view that the issues raised in Arizona law are a big problem and that the new law isn't perfect.

Women, Stress And Heart Disease (NAPSA) hen it comes to heart health and women, the role played by stress can't be stressed enough. This is in addition to other factors, such as diet, physical activity, and genetics that are known to contribute to heart disease in women.

According to the American Psychological Association's (APA) 2008 Stress in America survey, women report experiencing higher levels of stress than men-33 percent of women report an average stress level of 8 or above on a 10-point scale (vs. 27 percent of men).

"The link between high levels of stress and heart disease is well known and very real," says Katherine Nordal, Ph.D., executive director for professional practice at the American Psychological Association. "The good news is that by being proactive in their health care decisions and making healthy lifestyle choices, women can successfully manage their levels of stress and minimize their risk of heart disease."

In fact, the tools used to prevent stress are also those often employed to prevent heart disease. A healthy diet full of fruits, vegetables and whole grains, as well as regular physical activity such as walking, yoga or dance, all contribute to a healthy mind and body.

APA offers the following tips on how to manage your stress: • Understand how you experience stress. Everyone experiences stress differently.

Is there anything you can do to change the situation or reduce your stress? • Learn your own stress signals. People experience stress in different ways. iles de enumeradores del Censo serán vistos por los vecindarios, de puerta en puerta en aquellos domicilios donde, por diferentes razones, no se completó ni envió por correo el cuestionario del Censo 2010. Se le conoce como "Seguimiento a No-Respuesta," o NRFU, siglas en Inglés de "Non Response Follow Up. Hay que ser amables y Cooperar con ellos.

Un enumerador del Censo es la persona que se encargará de que Usted y los que viven en su casa sean contados. Le hará las 10 preguntas específicas enlistadas en el Cuestionario del Enumerador.

Al tocar a su puerta, el enumerador del Censo deberá portar una tarjeta con la bandera de Estados Unidos y su nombre, misma que lo identifica como empleado del Censo. El ó ella deberá portar una mochila negra que dice "US Census Bureau," y además trae el sello del Departamento de Comercio.

Es momento de pasarla bien con todos los amigos y al mismo tiempo estarás apoyando a una buena causa como es la labor de El Observador Foundation.

El periódico "El Observador" cuenta con su organización no lucrativa que ha ayudado a muchos estudiantes a practicar y ejercer su profesión. El Observador lleva 30 años al servicio de la comunidad. Informando, educando, apoyando las buenas causas y difundiendo notas positivas de nuestra comunidad.

RockEO es un evento musical que busca recaudar fondos para "El Observador Foundation" y al mismo tiempo busca mantener viva la ayuda a los estudiantes recién egresados de la Universidad.La noche incluirá las actuaciones de varias bandas locales y algunas alrededor del Área de la Bahía.

Tengo en mi memoria que cuando llegué por primera vez a a San José estaba familiarizada con periódicos anglo, el equipo de los Sharks y nada más. Después de unas semanas de explorar la ciudad, recogí un ejemplar de El

Observador en frente de la Biblioteca Martin Luther King Jr. Fue muy sorprendente ver un periódico que llega a la gente bilingüe. En ese entonces buscaba hacer mi internado y lo logré gracias a la oportunidad que me ofreció El Observador Foundation.

Basada en mi experiencia quiero dar oportunidades a otros jóvenes como yo a realizar su prácticas profesionales. Para que esto sea posible se requiere fondos y esto se mantiene con donaciones monetarias.

Por esta razón RockEO recaudará fondos para El Observador Foundation que permitirá a la organización sin fines de lucrio cumplir sus sueños de educación, superior y sobre todo porque a través de las prácticas profesionales en este medio periodísto uno adquiere experiencia real.

Rock the Billiards

A

fter weeks of planning, the stage is set for Latino musicians from the Bay Area, Fresno and Modesto to plug in and rock out at South First Billiards in San Jose.

On May 15, The El Observador Foundation will present RockEO, a concert featuring nine incredible bands with their own musical style.

The Blank Manuscript, one of South First Billiard's feature bands, was immediately on board for this event. Los Valenberg from San Francisco soon followed. The excitement began to build after these two bands confirmed. But there were still other time slots that needed to be filled.

The search for bands began. The Blank Manuscript and Los Valenberg have an alternative and experimental style. We wanted bands that were different. Her Ghost, El Dulce Lobo, Jabu and La Piedra all agreed to perform, bringing punk, hard rock and rhythmic elements to the event.

Excitement continued to build when 2009 Rock Olympics winners Modern Ruinz came on board. Dezu and Aura Omega were the final bands to confirm. RockEO went from being a concert to a festival.

The bands did not ask for any compensation to perform at the show. However, we at El Observador felt that we should repay them anyhow. We did this by producing band profiles and videos for each of these bands. We attended their shows and

practices to get the material we needed to do this.

Right now, videos and articles from La Piedra, The Blank Manuscript, Los Valenberg, El Dulce Lobo and Her Ghost can be found at El Observador's Web site and paper. Next week we will feature Aura Omega, Modern Ruinz, Jabu and Dezu.

The El Observador Foundation provides funding to assist in the training of individuals who are innovative, creative, and capable of becoming the leaders of the community.

Since 1983, the El Observador Foundation has been helping the Hispanic Community and other people of color who reside in the San Francisco Metropolitan Area.

Aside from providing financial aid to individuals who seek a higher education, The El Observador Foundation recognizes local teachers for their hard work with the community. The Foundation helps provide aid to individuals who are facing housing difficulties, acts as a fiscal agent for community non-profits, and works to upgrade learning equipment for schools throughout the Bay Area.

These difficult times have made it harder for individuals who are seeking a higher education to receive one. The El Observador Foundation relies on the support of the community and the private sector.

own a dead road and beyond a dark building, Her Ghost resides, creating an intensive energy that will one day turn skeptics into believers. The band recently took time to do an interview with El Observador to discuss their music and plans.

Her Ghost is made up of Ezequiel Martinez (Vocals), Joseph Medina (Guitar), Philip Cortez (Bass), and Elio Dias (Drums). Martinez, Medina and Cortez are from San Jose, and Dias is from El Cerrito.

EO: How did you guys come up with your name?

HG: “We made a list of names and Her Ghost was actually the last one on the list,” Dias said. “There have also been some weird things going on in the building we practice. We suspected it was a ghost and we’ve named her Ellen.”

EO: Describe your music?

HG: “Our music is hard to categorize but if we had to it would be alternative,” Martinez said. “There are just so many elements in our music.”

EO: Who are some of your influences?

HG: “We have a lot of influences such as Smashing Pumpkins and Sempatura,” Medina said.

“Joe and Philip are also influenced by each other, they’re like our Lennon and McCartney,” added Martinez.

EO: How do you guys go about writing songs?

HG: “Well Joe and Philip usually write

music and I add lyrics,” Martinez said. “We actually had to write songs under pressure because Philip booked us a show and we only had three songs written. We came up with seven so we could do the show.”

EO: How many shows have you done?

HG: “So far we’ve done two but we have two in May and four in June lined up,” Martinez said.

EO: Have you recorded anything?

HG: “We are in the process of recording right now and we are recording the album ourselves. It’s a trial by error process right now.”

Medina said. “So far we have one recording and we’re mixing it and getting it as good as possible.”

EO: Any songs in Spanish?

HG: “They’re in the works right now,” Martinez said. “Once we get a feel for it we’ll come up with some.”

EO: What next?

HG: “Just play more shows here and through out California,” Martinez said. “We just want to get our name out.”

EO: Any closing statements?

HG: “Watch out for Her Ghost,” Dias said.

“We’ve been together for only six months and have accomplished a lot. We are going to continue to work hard.”

Aprovechemos estas fechas para expresar nuestra apreciaciĂłn y agradecimiento a todas las mujeres quienes sirven de figura materna a nuestros niĂąos: madres, madrecitas, mamĂĄs, mamitas, mamis, madres de crianza, madres adoptivas, madrinas, hermanas mayores, abuelas y bisabuelas, y todas aquellas quienes a travĂŠs de su trabajo como proveedoras de cuidado infantil, maestras, doctoras, consejeras, y demĂĄs, sirven de comadres en la crianza de nuestros niĂąos.

La figura materna evoca pensamientos diversos y sentimientos intensos. Ha inspirado infinidad de poemas, canciones, y libros, a travĂŠs de la historia, y alrededor del mundo, y es fundamental en nuestra cultura, familia, y corazĂłn.

(Notimex) ras su participación como estelar en la más reciente versión de la telenovela "Corazón salvaje", donde dio vida a las gemelas "Regina" y "Aimée", la madre de dos de los hijos del cantante Luis Miguel está dispuesta a realizar un capítulo de la tercera temporada de "Mujeres asesinas".

"Me gustaría hacer a una mujer asesina. Desde la primera temporada me hablaron y aunque escucho que son capítulos muy fuertes aceptaré siempre y cuando el papel sea leve, pues no quiero que mi público se lo crea, aunque saben que soy actriz", indicó.

Sobre sus hijos Miguel y Daniel, la actriz comentó que está muy contenta, porque uno de ellos habla muchísimo y está fascinado con las caricaturas.

"Estoy totalmente entregada a mis hijos, el otro niño ya camina, empieza a hablar, bueno, el más grande me dice mami, le habla a la abuela. Estoy enamorada de mis hijos y quiero felicitar a todas las mamás", puntualizó.
