an Diego, (Notimex).- En California, a diferencia de la mayoría de Estados Unidos, el tema de la migración es determinante en el ámbito electoral, opinó hoy en un artículo de prensa la experta de la Universidad del Sur de California (USC), Jane Junn. En California el 61 por ciento de los electores opina que los indocumentados merecen de una legalización y oportunidad de convertirse en ciu-

dadanos estadunidenses, informó Junn en su artículo publicado por el diario San Francisco Chronicle. Ese porcentaje es mayor que la suma de los electorados de minorías: el 19 por ciento latinos, siete por ciento asiáticos y seis por ciento afroamericanos, para un total del 32 por ciento del electorado. La mesa directiva adoptó este reconocimiento al Asambleísta, Alberto Torrico y al Asambleísta Joe Coto por su gran compromiso de mejorar el transporte público en el Valle del Silicio. “VTA ha sido muy afortunado de contar con una delegación de líderes tan destacados que trabajan a nuestro favor,” dijo el Presidente de la Mesa Directiva de VTA, Sam Liccardo. “Ellos siempre luchan para mejorar el transporte público y se esfuerzan para mantener los fondos estatales para programas de mejoras y mejoramientos en el transporte público para nues tros residentes.” Miembro de la Asamblea Torrico fue elegido por primera vez en 2004. Durante su mandato, Alberto Torrico fue autor de varias piezas de legislación de la cual autorizaba a VTA para autofinanciar la construcción de carriles exprés. Sus esfuerzos para asegurar que el Condado de Santa Clara recibiera fondos del estado, mientras que defendía estos fondos que ayudaban a proyectos críticos de la carretera y mejoras como la extensión de BART al Valle del Silicón. “Es un gran honor en recibir este reconocimiento de VTA, un líder verdadero en crear soluciones de transporte público para toda la región. Judge Teresa Guerrero-Daley recognized By Cinthia Rodriguez - El Observador

n November 4, La Raza Law Students of Lincoln Law School recognized Superior Court Judge Teresa GuerreroDaley, County of Santa Clara, for outstanding work in the community. “I am very honored to be back here and to receive this recognition," said Judge Guerrero-Daley. The first to receive the award of its kind, Judge GuerreroDaley worked full time while going to law school and still found time to volunteer as Assistant Articles Editor for the Law Review and as Student Bar President at Lincoln Law School. "The fact that I embrace and preserve my Latino heritage has nothing to do with my loyalty for my country and it's United States of America," said Judge Guerrero-Daley. "To me there's no division." She was the first Latina elected to the Superior Court in Santa Clara County. Prior to becoming a judge, she was appointed by the Mayor and City Council as the first Independent Police Auditor for the City of San Jose where her work received national, as well as international recognition. She was responsible for providing public policy in the area of public safety. That is also where she learned to choose her strategic battles. Judge Guerrero-Daley was the first female Special Agent for the U.S. Drug Enforcement Administration assigned to San Jose. As a Special Agent she worked on numerous undercover operations which involved the enforcement of local, state and federal laws involving the illegal sale, transportation, importation or manufacturing of dangerous drugs and narcotics. Also a former President of La Raza Lawyers of Santa Clara and La Raza Lawyers of San Mateo County, Judge Guerrero-Daley formerly served on the Board of Trustees of the Santa Clara County Bar Association and chaired the Hispanic Foundation of Silicon Valley. "She's a model Citizen. She does a lot for the community. She's a graduate of Lincoln Law School and as of right she's very active and very dedicated to the community," said Jose Perez, Vice President of La Raza Students. "So it was rather easy for us to give her this kind of award." Guerrero-Daley serves on the Executive Board of the Courts in Santa Clara County. As judge, she has been assigned to hear criminal and civil cases from arraignment to trial. Currently, she presides over Dependency cases which involve abused and neglected children.

My Uncle the Veteran and His Shoebox of Memories By Susan Shaer

M

y uncle sifted through cracked, black and white photos of soldiers. Uncle Rob was in a rehab hospital, slowly fading. The photos were his buddies from World War II. A shoe box that held these photos and medals was practically the only thing he brought with him to the hospital. The nurse told me it was common for older patients to reach into their distant past for memories they cherished. It was curious to me because he had never talked about his days in the war, nor his friends from that era. Now, he could recall each one’s name, hometown, hair color, and laugh. My Uncle and I rarely agreed on anything political, but we both enjoyed the banter and ribbed each other about our candidate choices. It was a familiar rift, not a hostile one. The year was 2001. 9-11 had not yet happened and George Bush was president. When Uncle Rob was not talking about his long-disappeared friends, he encouraged me to reconsider our new president. "Well, I’m concerned that he would use nuclear weapons," I said. That stopped Uncle Rob cold. And then he looked at his war photos and shook his head. “Unacceptable,” he said. “We weren’t trained for that. Fight, yes. Die, maybe. But a nuclear bomb would get us all. Allies, enemies, animals, land, everything. It just wouldn’t be fair.” As we honor our veterans this Veterans’ Day, we embrace the prospect that the U.S. Senate will take a strong step toward ensuring that many of the world’s nuclear weapons are never used. New START, a treaty between the U.S. and Russia, should be voted on before the end of this post-election Senate session. In September the Senate Foreign Relations Committee approved New START with bipartisan support. Now the treaty is ready to be considered and voted on by the full Senate. The original, fifteen year-old START treaty, initiated by Ronald Reagan, expired in December 2009. For almost one year, there have been no on-site inspections of Russia’s large nuclear arsenal. New START must be

promptly ratified by the full Senate in order to reestablish inspections. This is vital to a transparent and stable relationship with nuclear – armed Russia. As a veteran, my uncle, patriot to his dying day, and honoring his fighting partners, knew without question that using a nuclear weapon would be wrong. Therefore, it should be no surprise that New START has the unanimous support of the United States military. It's not just the military that supports the treaty. The Senate heard testimony in favor of the treaty from Republican national security heavyweights like James R. Schlesinger, George Shultz, James A. Baker III, Henry Kissinger and Brent Scowcroft. An open letter in support of the treaty was published from 30 former national security officials from both political parties - including Colin L. Powell, Frank C. Carlucci, Madeleine K. Albright, Chuck Hagel, and John C. Danforth. Immediately after this midterm election, the President announced his support for the post-election session to approve the treaty. “This is not a traditionally Democratic or Republican issue, but rather an issue of American national security, I'm hopeful that we can get that done … and send a strong signal to Russia that we're serious about reducing nuclear arsenals, but also send a signal to the world that we're serious about nonproliferation." The recent election demonstrated a clear desire by voters for bi-partisanship. New START would be a huge step to show the country that Republicans and Democrats can work together for the good of the country and the world. The United States Senate can validate veterans with this vote. I know my Uncle would love to know that the country he and his buddies fought for understands that ratification of New START is good for American security, improves international stability, supports the fighting soldiers, and makes the entire world safer. n the struggle to choose something of interest to EO’s readers, I received help from a teacher, Teresa R. Hernandez, who provided the following statement: “A Chinese philosopher once said, ‘When all the people in the world love one another, then the strong will not overpower the weak, the many will not oppress the few, the wealthy will not mock the poor, the honored will not disdain the humble, and the cunning will not deceive the simple.” Another, Ruben Garcia, an insurance broker, reminded me that during very hard economic times, it is the ethnic minority groups that are profiled by those in power, especially employers who hire them last and fire them first and local police who exert their authority in various oppressive, disrespectful ways. Racial profiling becomes more intense, and, justice served to the ethnic groups is not equitable nor fair. A basic issue is that everybody looks out for themselves during hard economic times such as this community is now experiencing. It does not take much to find someone who has been abused or are in need. Those whose mortgaged homes were foreclosed; the cutbacks in funding for education, health care, and child care all have their impacts and outcomes. One such is the struggles of Sacred Heart Community Center (Pancho Guerverra, Exec. Dir.) to provide food and other necessities to those who are in severe need.

Is it not a wonder to witness the rapidity with which funding cutbacks get down to the local community levels? An example is those funds recently allocated to help small businesses (some $60 billions) have yet to reach small local businesses which are in dire need of credit and increased cash flow. It is the small businesses which train and employ 70% of the American work force and which have yet to receive effective assistance. The reality is that government at all levels is bankrupt because politicians do not have the will to limit programs to essentials. And special interests have the resources to divert elected official’s attention from the business of the people.

In so doing, essential public policy is neglected. Especially the national debt levels and the re-evaluation of ‘corporate welfare and entitlements’ which are continued long after their initial use to encourage investment and development. American capitalistic democracy is the most effective system devised by humankind to create and concentrate wealth. When it comes to distribution of essentials to the masses of unemployed individuals, it is very ineffective. A severe problem may exist in all those youthful people who experienced during their lives entitlements which cannot be funded at this time. I cannot imagine why our university system needs an 8% tuition increase which will impact most those students who come from low income or ethnic communities. Is it possible for the high salaried administrators, professors, and executives to cap their salaries which are already in excess of $100,000 per year? Be aware that the survival resiliency of our ethnic communities is strongly based in our extended families and cultural values. At the personal level, we must look about to see who needs what we have in excess, and then provide that to them. It is at the personal level that care and love is provided with greatly satisfying rewards. As a community we must take charge of our local circumstances and do the best possible with what resources are available. In my estimation it was greed which created what we are now experiencing. So the antidote is compassion and generosity. Look out for your neighbor and share what you have that a needy neighbor needs. That is the only way timely assistance is delivered to those in need. And those who provide from their limited resources will be rewarded in due course. The challenges we face today are many, but let’s begin to deal with them at our individual levels. Massacre of Christians in Iraq hits home By Cinthia Rodriguez El Observador

H

undreds of members from Assyrian churches and organizations condemned the recent church massacre of Iraqí’s native Christians. The protestors gathered at the Cesar Chavez Plaza poured into the streets of downtown San Jose, headed towards City Hall and ended with a candlelight vigil at St. Joseph Cathedral. On Sunday, October 31, a church in Baghdad was attacked, killing nearly 60 people and wounded more than 70, including children and women. Iraq is home to a small number of Christians, where approximately 66 percent of the population has fled since 2003. “The Assyrian people have no basic human rights in that Muslim country,” said Natalie Babella, Assyrian Aid Society. In an attempt to bring attention to the problem, Assyrians across the nations held rallies to speak out against the massacre. Cities included Chicago, New York, and Phoenix, where local religious groups assembled to protest the killings. Some of those present said they had friends and family who were killed in the attack on the church. Basil Amso said that after bible readings, the attackers went in and opened fire. His cousin,

who was pregnant with her first child, was killed. “They died because they weren’t Muslim,” said Amso. But even as hundred marched and shared their stories, many say they recognize that it will take much more than a march to make a difference. “This is a way for us to have America hear

our cry and our protest. We need them to form a policy for the Christians in Iraq because there are no policies,” said Babella. Like Babella, many want more than words or a general statement. To them, having a letter from congress will not do any good instead they want action. They urge the United Nation’s Gen-

eral Assembly and/or Obama administration to act with policy to protect basic human rights. The Assyrians, an indigenous group from Iraq, are being discriminated against. Gracias al Programa de Acceso Telefónico de California (conocido como CTAP en inglés), existen distintos modelos especializados tales como teléfonos que amplifican el sonido para que la voz se escuche claramente, teléfonos con teclado más grande para poder marcar más fácilmente y otros equipos telefónicos muy útiles sin costo alguno para la comunidad latina. “Este es un programa excelente porque hay mucha gente de todas las edades que tienen dificultad hablando por teléfono con su familia, sus amistades o con otra gente,” dice Alma Ortiz, representante de CTAP en el Área de la Bahía. “La mayoría de la gente que solicita un teléfono especializado tienen problemas de visión o pérdida auditiva, pero hay mucha gente que también tiene limitaciones de movimiento o problemas de memoria,” dice Ortiz. “Mientras que algunas de estas dificultades son comunes según envejecemos, algunas resultan por motivo de accidentes, enfermedades y debido a otras razones.” “Durante los últimos cuatro años he conocido a mucha gente en el Área de la Bahía y he visto como este programa puede cambiar vidas,” dice Ortiz. “Un día pude ayudar a una

na iniciativa de cuatro años en Oakland está ayudando a los jóvenes a comprender cómo debe establecerse una relación de pareja saludable antes de que alcancen la adolescencia y se vuelvan vulnerables a la violencia y abuso por parte de sus pareja íntimas.

Start Strong de Oakland es uno de casi una docena de programas locales que forman parte del programa nacional “Start Strong: Construyendo Relaciones Saludables Entre Adolescentes” de la Fundación Robert Wood Johnson (RWJF, por sus siglas en inglés). La iniciativa de $18 millones dirige sus mensajes preventivos a jóvenes de entre las edades de 11 a 14 años. A nivel local, el programa ya ha aumentado la concientización por medio de un currículo escolar y un programa semanal de radio donde los jóvenes expresan sus opiniones sobre la violencia en la pareja. Start Strong de Oakland está trabajando con más de 1,000 estudiantes en cuatro escuelas intermedias cuyas poblaciones estudiantiles son diversas. El proyecto ha comprobado que asociarse con los adolescentes de mayor edad de la comunidad ha sido especialmente útil y bien recibido. “Los adolescentes de mayor edad han tomado la delantera en la ejecución de nuestra campaña de medios, la administración de nuestros medios electrónicos y la comunicación con los más jóvenes”, dijo Tatiana Colón, directora de servicios para la juventud y educación de Start Strong de Oakland. “Nuestros líderes jóvenes también han estado compartiendo su conocimiento y creando una comunidad de aprendizaje que les permite trabajar juntos en el tema de la violencia entre parejas adolescentes”. Según un estudio realizado

en el 2008 por el Grupo de Trabajo Sobre la Violencia Entre Parejas Adolescentes del Condado de Alameda (Alameda County Teen Dating Violence Task Force), el 44 por ciento de los jóvenes de Oakland reportaron haber sido intimidados, heridos físicamente y/o abusados emocionalmente por un novio o novia. Otros estudios elaborados a nivel nacional arrojan conclusiones similares y sugieren que el problema es más frecuente en ciertas comunidades. La Encuesta sobre Comportamientos de Riesgo Juvenil nacional del 2009 reveló que entre las niñas de noveno a duodécimo grado, la violencia en la pareja fue mayor entre la población negra (14.8 por ciento) e hispana (11.4 por ciento) que entre la población blanca (7.2 por ciento). La violencia doméstica es un comportamiento aprendido y Start Strong busca romper este ciclo de violencia. “Queremos encontrar las estrategias más prometedoras para prevenir la violencia entre parejas adolescentes porque sabemos que entre más pronto consigan forjar relaciones sanas, mayores posibilidades tendrán de mejorar sus vidas en el largo plazo”, dijo James Marks, M.D., M.P.H., vicepresidente senior y director del Grupo de Salud de RWJF. “Por medio del abordaje del tema de las relaciones saludables entre estudiantes de séptimo y octavo grado y el motivar a que las comunidades adopten esta idea,

Five tips for being a successful online student

(ARA) growing number of students are attending college classes online instead of going to a bricks-and-mortar campus. Research showed a 17 percent increase in online enrollments from 2008 to 2009, with more than one in four college students now taking a course online, according to a 2010 report by the Sloan Consortium.

That San José was the first civil settlement, separate from any mission or Spanish presidio (military site), is a significant part of the history of the South Bay. San José was attractive to settlers because of the fertility of the Santa Clara Valley and the availability of water in the Guadalupe River. Back in its day, San José was a prime location to grow crops providing needed support to the presidios of San Francisco and Monterey. Today it serves as the centerpiece of the new San Pedro Square Market. The Peralta Adobe was built in 1797, twenty years after the first settlers arrived. It is located at 175 West St. John Street, near San Pedro Square, in downtown San José.The Peralta Adobe is named for Luis María Peralta, who held the highest office in the small community, (comisionado). Peralta’s former home is now the only remaining adobe from the first pueblo in Alta California. “The (Peralta Plaza) site includes the magnificent Peralta Adobe, San Jose’s oldest building, which is surrounded by an 18,000 square foot outdoor plaza,” added Borkenhagen. “The plaza is the centerpiece of the three market buildings, which total about 25,000 square feet and are bordered by North San Pedro Street, West St. John Street, and North Almaden Avenue.”

os secuestros están a la orden del día en México. Gran sorpresa nos hemos llevado los residentes de San José cuando la noche del 4 noviembre se produjo un caso inusual de secuestro. La policía está pidien do la colaboración de los residentes para obtener más información del intento de secuestro a una persona propietaria de negocios de comida. “Es la primera vez que se da un secuestro donde están involucradas 5 personas”, dijo el Oficial José García de la Ofi

cina de Información del Dpto. Policial. Hechos La policía recibió un reporte a las 7:16 am del 5 de noviembre de un caso de secues tro. Un familiar reportó que el empresario (no identificado por medidas de seguridad) había salido la noche anteirio a hacer unos mandados. Nada raro para la familia pues el propietario chequea sus negocios por la noche. Pero la víctima nunca llegó e incluso se le habló por teléfono pasada la medianoche. Al parecer el teléfono de la víctima estaba apagado porque la llamada fue directamente al buzón de mensajes, algo raro

por parte del empresario que siempre contesta todas las llamadas. A eso de las 1:15 de la mañana del viernes un miembro de la familia recibió una llamada de uno de los sospechosos pidien do un millón de dólares por su rescate. La familia no se comunicó con la policía sino hasta las 7:16 am. Un equipo de oficiales de la División de Patrulla, Operativos Especiales de Emergencia (MERGE y METRO), la Oficina de Investigación, de Asalto, Robo, Investigación de pandilas, Unidad de homicidio fue asignado para esta gigantesca búsqueda, según explican en

una nota de prensa. Horas de investigación y tácticas especiales permitieron dar con una importante pista sobre el hallazgo del lugar del secuestro localizado en la cuadra 1100 de Fargate Circle en San Jose. Oficiales detuvieron a un vehículo salir de este domicilio y arrestaron a dos sujetos quienes confirmaron que el secuestrado estaba vivo y apresado en vivienda de dos pisos. Oficiales se quedaron observando la vivienda y vieron salir a otros dos sujetos que también fueron arrestados sin oponer resistencia. Los oficiales fueron infor-

Transit District Posts Executive Compensation Information

n the first of a continuing series, the San Mateo County Transit District is posting information about executive compensation on its website in an effort to assure the public of its commitment to transparency. The information includes the annual salary range for the Transit District’s eight top executives and the wages subject to Medicare in 2009. The Transit District’s contribution to deferred compensation and health, dental and vision benefits also are shown. “As a public agency we take seriously the responsibility we have to be open and accountable for how the taxpayer’s funds are

spent. For that reason, we are making an initial public disclosure on our website of detailed information of the compensation paid to our executive team,” said Executive Officer for Public Affairs Mark Simon. “This is the beginning of a process by which we will continue to release information to the public about how the District and its three agencies operate.” The Transit District was established by voters in 1974 and began providing bus service in 1976. Since then, the District has evolved from a bus company into the county’s mobility manager, providing paratransit service, spearheading major highway improvement projects and trans-

portation programs, helping to maintain city streets, and managing a commuter railroad. Most Transit District employees divide their time between SamTrans, the San Mateo County Transportation Authority and Caltrain. While the train engineers don’t drive buses, or vice versa, the same administrative employees who pay the bills, answer the telephones in the Customer Service Center, plan new services and programs, hire new employees, and perform all other administrative tasks, spend a portion of their time working for Caltrain and the TA. These employees manage the administration of three agencies with combined operating

The exhibition features the work of Cuban and American photographers with visual images of a country that is damaged after the fall of the Soviet Union. Milner Sofia Laskowski is one of the American photographers born in Cuba and had not returned until 50 years later. "It's as if a bomb could or would have fallen into this place and nothing has been done to improve," said Laskowski who also added that Cuba is complex. County Adopts Two of Three Tobacco Ordinances, Third Ordinance Scheduled for Final Reading Nov. 23

ANTA CLARA C O U N T Y , CALIF.— The County of Santa Clara Board of Supervisors gave final approval, 5-0, on two of three new ordinances for tobacco control that will ban smoking inside multi-unit residences and strengthen other protections against secondhand smoke. The comprehensive measures, Smoking Pollution Control Ordinance No. NS625.5 and the Multi-Unit Residences Ordinance No. NS-625.6, make Santa Clara County one of the most aggressive jurisdictions in the nation in preventing youth tobacco use and protecting residents from secondhand smoke. The Tobacco Retailer Permit Ordinance (Ordinance No. NS-300.832), requiring licensing of tobacco retailers, will come back to the Board for its second reading and final approval on Nov. 23, which will enable staff to conduct addi-

tional outreach to retailers in the unincorporated areas. “The residents of this county deserve strong policies to safeguard their health,” said President Ken Yeager, who brought the ordinance to the Board of Supervisors. “These ordinances make Santa Clara County a national leader in blocking tobacco sales to minors and protecting residents from secondhand smoke.” The County’s Smoking Pollution Control Ordinance protects non-smokers from secondhand smoke exposure while in public. Under the measure, smoking is banned at the County Fairgrounds and at all County parks. More protections against secondhand smoke in workplaces in the unincorporated areas of the County will also be put in place. Smoking is prohibited in, and within 30 feet of, any outdoor service area, such as a ticket line or the outdoor portion of a restaurant, in the unincorporated areas. Additionally, motels and hotels in unincorporated areas will become entirely smoke-free facilities. The Multi-Unit Residences Ordinance bans smoking in the common areas of all multi-unit residences in the unincorporated areas. Furthermore, the ordinance will ban smoking in all units of apartments, condominiums, and townhouses. The ordinance allows for setting up designated smoking areas for multi-unit residences provided that they are in unenclosed areas that are at least 30 feet away from operable doors, windows and other openings into enclosed areas where smoking is prohibited. Funding for public education about the new ordinances will come out of the Santa Clara County Public Health Department’s Communities Putting Prevention to Work grant under the American Recovery and Reinvestment Act. In addition to other educational efforts, the funding will also be used to advocate similar, comprehensive tobacco control policies in Santa Clara County cities.Δ
