¿Cómo viajar con un menor de edad?

i usted planea salir de viaje a México o cualquier otro país en esta temporada de vacaciones, y va a hacerlo con un menor de edad, debe tomar en consideración ciertas disposiciones que marca la ley. En la legislación mexicana, la mayoría de edad se obtiene al cumplir los 18 años. México, Estados Unidos y muchos otros países tienen disposiciones vigentes que garantizan la protección y custodia de menores de edad, en particular para evitar que salgan de un país sin el consentimiento de ambos padres, delito que se conoce como sustracción de menores. Por tal motivo existen requisitos para que los menores viajen a otro país. La autorización para que un infante pueda viajar, queda establecida con la emisión de un pasaporte o matrícula consular. Los

padres deberán acudir a los Consulados de México para tramitar dicha autorización. A continuación le presentamos los requisitos para que un menor de edad tenga un pasaporte. Requisitos para el pasaporte * Presentar al menor en el Consulado de México. * Llenar la solicitud, incluyendo la autorización de ambos padres, denominada "Forma OP7". Siempre deberán presentarse ambos padres (o tutores) para otorgar el permiso correspondiente, presentando cada uno, una identificación oficial con fotografía y firma, en original y una fotocopia en hoja tamaño carta. * Si uno de los padres no se encuentra presente, por ejemplo: si vive en México, la "Forma OP7" podrá llenarse en una de las delegaciones de la Secretaría de Relaciones Exteriores. * Si uno de los dos tiene la custodia o patria potestad, deberá comprobarlo ante el funcionario

Keep Religion Out of Health Care Reform

lected officials' religious views should be their own private affair, neither imposed by them upon the nation, nor imposed by the nation as condition to holding public office. This means their private religious views should not be imposed via the current debate about health care reform. Important life decisions are responsibilities of individuals and families, not of government or religious groups. On that, most of us can agree. There is also a strong history of separation of church and state in America, and one of our founding principles is of freedom from religious intolerance. That's why I was deeply offended when Roman Catholic Church bishops lobbied Congress on health care reform in order to deny millions of women access to abortion. The Stupak-Pitts amendment potentially goes farther than any other federal law to restrict a woman's access to abortion. By prohibiting women who receive partial federal subsidies from buying insurance plans that cover abortion, the Stupak amendment bans abortion coverage by any insurer participating in the health exchange. The amendment favors one religious view of abortion and enlists the federal government as enforcer. As such, it is an egregious assault on the rights of women and an enormous step backward for those who believe in separation of church and state. President Obama has said, "If you're happy and satisfied with the insurance that you have, it's not going to change." But this House proposal potentially reduces health care coverage for more than 80 percent of typical employer-based insurance plans that now cover abortion. Women supposedly will be able to obtain abortion coverage by purchasing a separate, single-service "rider." However, according to the National Women's Law Center, in the five states that currently require a separate rider for abortion coverage, there is no evidence that plans offer such riders. Furthermore, women are unlikely to buy a rider to cover abortion, because they do not plan for unplanned pregnancy or one that is needed for medical or health reasons. A number of national polls have shown that Americans strongly believe health insurance should include complete women's reproductive health services and that women have the full range of choices offered. A recent poll commissioned by Moving Forward, a values-based research initiative developed by the Women Donors Network and the Communications Consortium, found that a majority, 56 percent, believe those receiving subsidies should be able to purchase a health insurance plan that covers abortion. The House proposal does not reflect that view. Meaningful reform has the potential to bring health care to more American women and their families than ever before. But Congress should not be in the business of restricting choices for women, particularly for religious reasons. Instead of kowtowing to Catholic bishops, Congress should stand up for what the majority of Americans want in health care reform -and they want choices, not limitations. And Congress must steadfastly protect the principle of "The Separation of Church and State"

hen we can live together in peace and harmony with all our neighbors who receive the level of trust, respect, and consideration we all deserve as fellow humans. When our schools respond to the needs of our youth in a manner that ensures they realize the satisfaction of having the power of self-reliance provided by knowledge. When our youth become aware and take responsibility for the reality that each of them controls the information, which reaches their conscious brain. They control the access of information by controlling their senses of seeing, hearing, touching, smelling and tasting. It is through these senses that we all learn and experience. When parents learn to set guiding limits for their children and enable them to develop their God-given human potential. When a majority of parents participate in their school's PTA's activities. When our youth learn to practice teamwork and engage in public service. When our education's administrators, teachers and unions are reasonable about recognizing that exceptional teachers need to be valued and rewarded and not promoted from their levels of effective expertise and competency to positions where they have no interest or competency. When all of us, especially those of limited skills and ability, may earn a living wage that permits us to sustain families and ourselves responsibly. When we have the confidence that we may walk the streets of our communities without fearing the experience of becoming a victim of violence and verbal abuse. When the law and relevant regulations are applied to all in a fairly just and equitable manner.

When Latinos do not become anxious whenever addressed by a police officer or sheriff's deputy, especially in the downtown entertainment area where so many of us are arrested for allegedly being intoxicated or displaying unacceptable public behavior. When Santa Clara County and City of San Jose collaborate in effectively establishing a place where alleged intoxicated individuals may sober up without being given a police record which impacts their future career development. When we have a Chief of Police who effectively identifies those few rogue police officers that use excessive levels of force along with using their tasers and handguns when the suspect is not presenting an imminent threat to their own and other's safety and well-being. When there are less abusive marriages, which impact a child's development. When there are enough housing units available which are habitable and affordable. When there are enough role models and successful business and professional individuals who take time to relate to students interested in possibly preparing for a similar vocation. When we all know the Ten Commandments so that we may try to live by them. When all religious organizations agree to collaborate and cooperate so that peace and tranquility on earth may occur amongst nations and their diverse peoples. When nations do not need to support a military industrial complex, but rather use those resources to elevate the living standards of those in need. When nations shall not need to have secret special operations in other nations who are allies as well as those perceived as enemies. When captains of industry throughout the world accept the challenge to provide jobs as well as make reasonable profits.

When the State Assembly and Governor can agree to a redistricting plan, which ensures that one citizen, has one meaningful vote and no elected official enjoys secure re-election. When the State Assembly and Governor as elected officials begin to downsize expenditures so that the California community can live within its means. When we all can have access to the health care we need and are comprehensively insured. When a few do not try to tell women what to do with their bodies. When a woman has the right to choice without recriminations, but rather with full support of family and her attending physician. When we all realize that no human being is 'illegal' and all humans have the right to seek honorable labor, which provides for themselves and their families. When money is not the focus of all our decisions, rather the needs of the people are used to determine the money and resources to be allocated with understanding and harmony. When individuals possessing God given high levels of intellect, reason, memory, insight, creativity and understanding are accepted, valued and treasured by their community. When our clergy begin to interpret the teachings of religion in terms of today's materialism, economic social challenges. When we are all able to thank God for all the blessings of this life and the creation we benefit from and enjoy. Home Invasion Robbery Resulted in Kidnapping; Victim was Released Unharmed

n Nov. 14, 2009, a home invasion robbery and kidnapping occurred in the Meadowood apartment complex located at 1555 W. Middlefield

Rd.

At about 1:40 a.m., the male suspect entered the female victim's residence by forcing open a secured window. He forced her at gunpoint to drive him to a bank and remove cash. After taking the cash, the suspect instructed the victim to drive them back to her home but he exited the car before they arrived. The suspect fled and the victim drove directly to the MVPD to report the crime. The suspect did not injure the victim during the robbery. The suspect wore all dark clothing and the victim was never able to see his face. He was described as being of medium height and build. The weapon was a small handgun.

In late September, a home invasion robbery occurred in another part of Mountain View and an additional one occurred in Palo Alto. Although there are some similarities between this case and the earlier ones, there are also many differences; it is unclear at this time if they are all related. The MVPD has canvassed the apartment complex where this crime occurred and is asking residents to be vigilant about locking windows and doors and reporting suspicious circumstances. Detectives are actively investigating the case; no additional details are available at this time. oo many individuals do not promote their own personal pedestrian safety when walking or riding a bicycle especially during the fall and winter months when natural lighting is much dimmer. Too many individuals are wearing dark clothing that makes them invisible (well camouflaged) in dark settings. As a vehicle driver, I have experienced many potential occasions when at the last moment, I noticed a pedestrian wearing dark clothing and whose only visible wear were the white tennis shoes. The same goes for bicyclists.... no reflectors; no light colored clothing, which provides contrast against dark backgrounds or in shady locations. Too many individuals are unconscious about their need to enhance their own safety by wearing light colored exterior clothing during the winter days when more darkness is experienced. Light colors provide contrast against dark backgrounds resulting in being noticed early on by motorists or bicyclists. Also, too many forget that about one-third of vehicle drivers (and the population at large) have compromised vision due to age related loss of acuity or other factors such as cataracts and age-related-macular degeneration. A good portion of our population is over age 50 when failing vision becomes more prominent. Become aware of your personal need of always being visible to others.

Today, through the use of telescopes, mankind is able to look to the deepest parts of the universe and discover the unimaginable. On Tuesday, November 12, 2009, The Dr. Martin Luther King, Jr. Library in San Jose took visitors on a journey to the center of our galaxy

when it unveiled mural-sized images of the Milky Way's core as seen by NASA's Hubble Space Telescope, Spitzer Space Telescope and Chandra X-ray Observatory. "It seems appropriate that this unveiling takes place in Silicon Valley, the home of many leading technology companies," said San Jose Councilmember Sam Liccardo (Dist.3). "We hope that these images will inspire our youth to look at technology and science as being a part of their futures." The stunning photographs of the central region of our Galaxy commemorate the Interna-

tional Year of Astronomy 2009. "The images are a work of art and extraordinary achievement," said Michael Kaufman, San Jose State University Professor of Physics and Astronomy. "The light from these images took 26 thousands years to reach us and Galileo did not see the light until it traveled 98 percent of the distance it needed to reach us." Within these images one can trace the spectacle of stellar evolution - from vibrant regions of star birth, to young hot stars, to old cool stars, to seething remnants of stellar death called black holes. This activity occurs against a fiery backdrop in the crowded, hostile environment of the Galaxy's core, the center of which is dominated by a super massive black hole millions of times more massive than our Sun. Since Galileo's spyglass, telescopes have grown ever larger and ever better, and have moved to mountaintops and into space. NASA's Great Observatories represent the crowning achievements of astronomy four centuries later and are honoring this legacy with a national image unveiling. "Mankind has also made other achievements such as the understanding of gravity and the ability to measure distances in space," Kaufman said. The Dr. Martin Luther King, Jr. Library is one of only two Bay Area locations selected to participate in the nationwide unveiling of these never-before-seen images. Eyes on the Sky: The

Immigration Reform: Now or Never By Osvaldo Castillo El Observador "We need to work hard on passing immigration reform by early next year, because if we don't, according to local Congresswoman Zoe Lofgren, head of the Immigration Subcommittee, we might have to wait 10 more years", said Richard Hobbs, immigration attorney and Associate Director of Services, Immigrant Rights and Education Network (SIREN). On Wednesday, November 18, Hobbs and local community members gathered at the SIREN office in San Jose to listen in on an immigration reform national teleconference with Congressman Luis Gutierrez, (D-IL). "We will start a massive immigration reform

campaign across all fifty states in the coming months," Gutierrez said. "And we will win because immigration reform will benefit all of us and our nation's economy. We also want deportation and the separation of families to end" Nydia Velazquez (D-NY) also believes that the separation of families should end. "Tearing families apart and completely securing the border will not solve our immigration problem," Velazquez said. "We need to let people know about the important work that immigrants do and have always done for this country." Gutierrez and Velazquez encouraged immigration reform advocates to continue to call and write to their elected officials and ask them to pass immigration reform.

"We just can't wait any longer," Gutierrez said. "Everyone needs to work. Call your Congressional representative and even the President." A higher number of Latinos came out to vote in 2008 and 2/3 voted for Barrack Obama, helping elect the first US African American president. Now, those who supported Obama in 2008 are asking him to keep his promise and pass a significant immigration reform bill. "Soon it will be a year since President Obama came into office," Gutierrez said. "We want him to keep his promise before his state of the union address next year. We can wait no longer." Immigration reform advocates want undocumented immigrants to earn the chance to become

legal and become citizens. "We will accept background checks, pay our taxes and learn to speak English", Gutierrez said. "We also want the DREAM Act to be stronger and to pass more quickly." According to Angelica Salas, Director of the Coalition for Humane Immigrant Rights of Los Angeles, anti-immigrant reform advocates in the past out-called pro-immigrant advocates 20-1. The same telecommunications technology that fuels never-ending innovation has produced a wealth of specialized phones and devices so people with disabilities can communicate with family and friends. These phones are provided by the Deaf and Disabled Telecommunications Program (DDTP) at no charge to eligible Californians. DDTP distributes telecommunications equipment and services that improve communication for all Californians. A program of the California Public Utilities Commission (CPUC), the DDTP provides Californians with specialized telephone equipment and relay services through the California Telephone Access Program (CTAP) and California Relay Service (CRS), respectively. CTAP provides specialized phones that amplify sound, adjust tone, light up for incoming calls, display phone conversation as text, have large buttons with raised numbers, are portable, or have speed dial phone buttons incorporating photographs. CTAP offers approximately 60 types of specialized phones and devices, so all Californians can communicate their own way.

CRS provides specially-trained Relay Operators and Communication Assistants to relay telephone conversations between people who are deaf, hard of hearing, or are speech-disabled with those they wish to communicate with by telephone. CRS, captioned telephone, and Speech-to-Speech relay services are all offered in English and Spanish. California residents are eligible for specialized equipment if they have phone service and are certified by a licensed physician, medical doctor, or audiologist. There is no cost, obligation, age, or income requirement. Once an individual qualifies for a specialized telephone, they can call 1-800-806-1191 or go into one of CTAPâ&#x20AC;&#x2122;s Service Centers throughout California to determine the most appropriate device for their requirements. CTAP staff will demonstrate phone features, recommend the phone that best fits a clientâ&#x20AC;&#x2122;s needs, and provide training on how to use and personalize the phone. DDTP is funded by a small surcharge that appears on all Californians' telephone bills. The money collected pays for both CTAP and CRS. Estudiantes del Distrito Escolar Unificado de San José iniciaron la vacunación masiva. El distrito espera culminar esta tarea a mediados de enero de 2010.

Vacuna si otros dicen no El distrito único en plantearse este gran reto elaboró un plan de emergencia y asumió la res ponsabilidad de vacunar a sus estudiantes. Especialmente para ahorrarles a muchos padres la vacuna de $15 a $20 dólares por paciente. Pero ahora el problema es que según los padres las vacunas tienen efectos secundarios. Jazmin Rojas por ejemplo no autorizó a que sus hijos de 1er y 3er grado sean vacunados.

na gran tarea ha emprendido el Distrito Escolar Unificado de San José. Hasta enero de 2010 estará vacunando a sus 32,750 estudiantes. El pasado 17 de noviembre se inició la vacunación masiva con la Escuela Primaria Lowell en San José. Este centro educativo que cuenta con una población de 385 estudiantes logró vacunar organizadamente a 176 estudiantes. Los estudiantes recibieron el el aerosol nasal y sin problemas continuaron con sus clases. "No duele no se siente nada", dijo Alesandra Chávez. No faltó un estudiante que soltara algunas lágrima. Gracias al buen trato de los especialistas todos salieron victoriosos en esta prueba. La enfermera Cheryl Barton les platicaba en español y los premiaba con una "carita feliz" por su valentía. En esta vacunación tal vez para los pequeños era algo extraño ir sin sus padres sin embargo todo salió bien. Los maestros se presentaron clase por clase, los alumnos alinearon y luego fueron llamados uno a uno. Todo resultó rápido y ordenado para ser primer día y primera experiencia en estos tipos vacunación masiva.

Según ella porque tienen efectos secundarios y Teresa Flores dice porque ha escuchado que la vacuna ha salido muy rápido y piensa que está mal hecha. A su turno Cheryl Barton, enfermerda del Distrito Escolar dijo "es mejor tener la vacuna que la enfermedad". Por su parte la Dra Sara Cody del Departamento de Salud del Condado de Santa Clara sostuvo que la vacuna no daña como otras personas

"Los riesgos de la vacuna desactivada H1N1 son similares a los de la vacuna desactivada contra la infuenza estacional y como cualquier medicamento puede ocasionar reacciones alérgicas", explicó. Cody digo que reacciones en casos especiales pero no son graves. En el transcurso de las próximas semanas se irá vacunando a los estudiantes cuyos padres autorizaron la vacunación.

Los inmigrantes cuando recién llegamos a este país, no estamos familiarizados con el festejo, sin embargo, con el paso del tiempo nos vamos acostumbrando y lo llegamos a adoptar como propio. Muchos nos preguntamos, especialmente durante este año 2009 que ha sido tan difícil especialmente en cuanto a lo económico se refiere. ¿De qué debemos dar gracias los inmigrantes hispanos? Cada día se deportan centenares o miles de nuestros hermanos, y nos siguen tratando en muchos lugares como ciudadanos de "tercera clase". Pero todavía vibra la llama de la esperanza en nuestros corazones, y aún existen motivos para dar gracias, dar gracias por lo que tenemos, dar gracias porque existen norteamericanos inteligentes y sensatos que sí son capaces de apreciar el esfuerzo y el trabajo arduo de nosotros los hispanos. También dar gracias porque a paso lento pero firme, estamos cambiando la imagen y el estereotipo que antes se tenía de los latinoamericanos en este país. Finalmente dar gracias por la salud, por tener vivos a nuestros seres queridos, por poder contar con un trabajo digno y lo más importante, que los inmigrantes hispanos provenimos de "la tierra de sentimientos cálidos", porque sin importar si somos de América del Norte de Centroamérica, del Caribe o de Sudamérica, todos somos "americanos", que eso nadie lo olvide. Salmón con glaseado de miel, mostaza y ají amarillo

l pavo es el plato principal por tradición de la cena del Día de Acción de Gracias, y funciona con numerosas combinaciones de sabores, desde puré de patatas a arroz con gandules. También puede sazonarlo con su condimento favorito, o ingredientes tales como polvo de chipotle, mole, ajo o jugo de naranja. Este año, pruebe una sabrosa versión del pavo tradicional del Día de Acción de Gracias con esta nueva receta. Pavo condimentado con cítricos, mostaza y hierbas Ingredientes: 1/2 taza (1 barrita) de mantequilla sin sal suavizada 3 cucharadas de estragón fresco picado 3 cucharadas de mejorana fresca picada 2 cucharadas de salvia fresca picada 1 cucharada de ralladura de limón 1 cucharada de ralladura de naranja 2 cucharaditas de mostaza estilo Dijon 1/2 cucharadita de sal kosher 1/4 cucharadita de pimienta negra molida 1 Pavo Butterball(R) (de entre 14 a 16 libras o 6,4 y 7,3 kg), descongelado *Si no hay hierbas frescas disponibles, sustituya con 1 cucharadita de hierbas secas por cada cucharada de hierbas frescas. Instrucciones: 1. Precaliente el horno a 325 grados F (163 grados C). Combine la mantequilla, las hierbas, las ralladuras, la mostaza, la sal y la pimienta en un tazón de licuadora o procesador de alimentos y tape. Procese hasta que este bien mezclado. 2. Retire las vísceras de las cavidades del pavo y el pescuezo. Conserve las vísceras para la receta del relleno. Vacíe los jugos del pavo, y seque el pavo con toallas de papel. Voltee las alas hacia atrás para sostener la piel del pescuezo contra el lomo del pavo. 3. Cuidadosamente introduzca los dedos por debajo de la piel en el área de la pechuga, y coloque la mitad de la mezcla de mantequilla. Frote el resto de la mezcla sobre la pechuga y las piernas del pavo. 4. Coloque el pavo sobre una rejilla colocada en una cazuela para hornear poco profunda con la pechuga hacia arriba. (NAPSA)-A recent report published in The Journal of Nutrition shows soy supports a healthy heart and bones. The new research detailed in the report was presented at the eighth International Soy Symposium on the role of soy in promoting good health, which was held in Tokyo in November 2008. La Volpe deja el Atlas

apopan, Jal., (Notimex).- La directiva del club Atlas informó que el estratega argentino Ricardo La Volpe dejara el cargo como técnico del conjunto rojinegro. Mediante un comunicado, el club indicó que la decisión fue tomada tras una reunión con el ahora ex técnico, y se dio de común acuerdo debido a que el argentino no venía dándole la continuidad que debía a la escuadra.
