Centro jornalero de Mtn. View inaugura local

Letters to the Editor Members:

RE: Voters first act and Membership of the Redistricting Commission” Please make sure that the eight randomly selected members of the Redistricting Commission get a copy of this letter. I am one of the former applicants for the Redistricting Commission who did not advance in the last stage of the process. However, because of my high interest in this commission, I have been closely following all of the membership selection activities and results. The purpose of this letter is to express my concern and give my opinion and expectation regarding

T

o the Citizens Redistricting Commission:

My name is Franklin Collazo and I am an elementary teacher. I was born in a rural town in Puerto Rico and raised in the city of San Jose, CA. My children attend Adelante Dual Language Academy in the Alum Rock School District. To say that I am concerned about the lack of Latino representation on the Citizens Redistricting Commission is putting it lightly. California is a very diverse state. This commission needs to reflect California to avoid folks crying foul. Latino and African-American males are disproportionately represented in the prison system and under represented in civil government. Also, we need more folks from the Bay area to balance out the over representation of southern California in Sacramento. In my modest opinion, the remaining six members of the C.R.C. should be the following: Gabino T. Aguirre(Latino Democrat), M. Andre Parrenu(African American/Party affiliation not identified), James Zambrano Vidal(Latino Male), Ann Marie Machana(San Jose/American Indian), Connie Galambos

the diversity and ethnic composition of the soon to be “California Redistricting Commission”. My expectation is based on the stated goals and intensions of the Propositions 11 and 20 initiatives, its guidelines and regulations related to California’s ethnic diversity (Reg. 60805 and 60815). Basically, the selected Commission members should represent the diversity and ethnic make up of California’s citizens. California’s Latino population is about to reach 40%. If the commission does not have at least 5 (36% of 14) of its members who are Latinos, then the stated goals in the Prepositions 11 and 20 will not be met. If that is not the result, like in other political movements and bureaucracy, the Latino population in California will not be equitably represented in this very important commission. We cannot afford to continue to

mislead or deceive our citizens. I trust your good judgment and the judgment of the randomly selected Commission Members to make sure that when the selection process is completed, that all California’s citizens can feel positive about the diversity and ethnic make up of the Commission. I am counting on that in the final analysis that the Commission is composed of a fair and equitable ethnic representation of California citizens by ethnic, gender, and political party affiliation. I wish you much success in carrying out your responsibilities in this challenging and needed Commission. Sincerely, Elías Chamorro, Retired teacher and administrator

Molly(Black Latina/Party affiliation not identified), and Teresa M. Espana(Latina/Fresno/Green Party). In summary to fairly determine how the lines are to be drawn and to break the dead lock in Sacramento the C.R.C needs to mirror most of the people of California

which obviously is heavily ethnically Latino in origin, politically all over the spectrum, economically challenged and very diverse in moral thought. Respectfully, Franklin Collazo

Will Latinos Be Marginalized? By Hilbert Morales

T

he current selection of the first California Citizen’s Redistricting Commission authorized by Propositions 11 and 20 is being implemented. The State Auditor provided the State Legislature the list of 60 applicants for the purpose of choosing 24 applicants for removal for whatever reason. From the remaining pool of 36 applicants, this past November 18, 2010 the CA State Auditor randomly selected the first eight commissioners who will, in turn before December 31, 2010, select the final six commissioners. These 14 commissioners will make up the California Citizen’s Redistricting Commission which will use 2010 Census data to draw the lines of all congressional and state assembly districts. The characteristics of the remaining applicant pool (36) are: a) 12 Democratic Applicants; b) 12 Republican Applicants and c) 12 independents. Charles Munger reminds all to recall that the slate of 36 finalists had its due share of Latino members; that the random part of the selection process happened to pick four asians, two whites, one black and one latino. This is not systemic discrimination, just as the fact that the process picked five women and three men is not systemic discrimination against men. The randomly selected first 8 commissioners have the responsibility of “appointing” the final six in a manner that achieves representation of California’s diversity. Elias Chamorro (retired teacher/administrator) said, “Wow!! The 8 random selected members have a big job to do.” Anna Marie Cruz Collazo (Alum Rock Counseling Center) wrote: “Just a quick update regarding the Citizen's Redistricting Commission's work -- at our LINC Board meeting last week we touched on the importance of the ongoing selection of the commission members and again echoed the concern that the commission be as representative & inclusive of the diversity of CA. Please take a minute to review the first eight commission members who were randomly selected and note the process for selection of the remaining six commission members. I encourage you to exercise your leadership by participating in the commenting/selection process if you have concerns about the selection for the remaining six commissioner slots. The website is very user friendly and it is a great opportunity for citizens & voters (especially Hispanics/Latinos) to participate in this very important selection process.” California State Auditor Elaine A. Howle today (Thursday, 11/18) conducted a random drawing to select the first eight members of the Citizens Redistricting Commission whose names are listed. For additional information about the first eight commissioners, please go to http://www.wedrawthelines.ca.gov/ or to http://www.votersfirstact@auditor.ca.gov. Wendy T. Padgett, Ph.D. (Nuclear Physics) wrote, “At this point, the only person from a large city on the Redistricting Commission is from San Francisco. There is no one from Los Angeles, San Diego, San Jose, Sacramento, Fresno, or Long Beach. The big cities, which are so hard to redistrict, have been shut out of the Redistricting Commission. Only the small fringe areas, which are usually easier to redistrict, are involved.” “Ironically, San Francisco is the one and only county that voted in this fall’s election to eliminate the Commission. And now they are the only big city represented on it. Talk about an unintended consequence! Watch. There will be others.” These concerned citizens are worried about the equitable representation of the Hispanic/Latino community. If this ethnic group is one-third of the total California demographic, then four (or five) of the remaining six commissioners to be selected by the initial randomly selected eight will need to be Hispanic/Latino. In the extreme case, it may be possible that Hispanics/Latinos will end up with unequal representation because the remaining pool may have Hispanic/Latinos, but none will be amongst the final six selected. If that occurs, the Hispanic/Latino community will have been effectively marginalized. There will be inadequate input by a member who is a Hispanic/Latino. This may be an unintended consequence of the methodology established to select the final 14 members who will constitute the California Citizen’s Redistricting Commission. Remember that in the past the full impact of the Latino vote was marginalized by splitting its communities so that only a portion was within a district. It is time to communicate the need to have at least four qualified Latinos to be included in the final 14 member roster of the official California Citizen’s Redistricting Commission. Go to http://www.wedrawthelines.ca.gov/ or to eight commissioners, please go to http://www.wedrawthelines.ca.gov/ or to http://www.votersfirstact@auditor.ca.gov to communicate your input about equitable representation on this very important commission and its redistricting efforts. Envision San Jose 2040 By Cinthia Rodriguez El Observador

S

an Jose residents and business owners were provided with an update of the general plan at the Roosevelt Community Center and were asked for their input following the presentation. Also known as Envision San Jose 2040, the general plan is the city’s collection of concepts of how, where, and how much San Jose should grow over the course of the next 30 years. Ten main concepts embody

the plan to guide the physical development of San Jose and the evolving delivery of city services and are considered fundamental to achievement of the city’s vision. Some of those concepts discussed were urban villages, regional transit hubs, complete streets, grand boulevards and main streets. One of the strategies that will be used is to promote growth in certain areas, like north San Jose, where the area seems to be designed for cars and not the people living there. There are also plans to utilize land that takes advantage of

BART and High-speed rail planned within the Envision 2040 time frame, along with the increased use of the existing transit system. “I'm rather optimistic that it is possible to make all these changes related to transportation because of people my age. When we come to the point where we cannot handle driving, this will be a need so that we go from one place to another,” said Ulrika Caballero. The concepts discussed revolved around urban settings. The simulated photos included in the update featured neigh-

borhood villages with an emphasis on a walk-able community and more use of public transportation. The glimpse to the future includes the creation of jobs, new housing and more efficient buses like those in other major cities. “Two things I personally did not like much were the tall buildings and the tunnels. I worry because we live in an area where we have earth-

quakes,” said Luzmaria Mendoza. “But I do like that the idea of adding other ways of traveling within other counties.” The 8-80 rule is being applied throughout the planning. The planners will keep in mind the safety of a person ranging from eight-year olds to 80-year olds, when out in the street. The plan invites people to spend more time with people in their

immediate community. “This progress is very important in contributing to the overall development of the community. I hope it becomes a reality,” said Caballero. By the summer of 2011, Valley Transit Authority will be ordering buses for the rapid transit project. In June 2011, the Envision San Jose 2040 will be presented to the city council.

I

n March 2009, approximately 100 early education professionasl, community members, civic leaders and child development advocates gathered at the Santa Clara County Office of Education to what would be the first meeting to develop an Early Learning Master Plan for the County. The goal of the master plan is to eliminate the achievement gap by 2020. The achievement gap, which reflects a widening divide between white and Asian children compared to children from all other ethnic groups, will have compounding negative effects on the future economic security of the country. The startling problem with the achievement gap is that it is more defined by racial/ethnic lines than any other variable. “I am not here to talk about education or childhood. I’m not an expert in that and I know that. I don’t want to take over the schools, it’s too hard,” said Mayor Chuck Reed, San Jose. “What I want to do as a mayor is to help our 19 school districts in the city of San Jose and all the teachers in all the schools to succeed.” The mayor is hopeful that the early learning master plan can help San Jose become the first to eliminate the achievement gap and serve as a model for other cities and the country. He believes the time to intervene is getting earlier and earlier and one of the ways of doing that is by providing the right facilities. The plan was developed using six main principles that include quality, family development, workforce development, data management, articulation & alignment, and facilities. The intent is to provide children with high quality early education like preschool and to educate parents. “The most important thing in America right now is early learning, early investment in the children for the great success of our country,” said Delaine Eastin, former State Superintendent of Public Instruction. Eastin believes that now is the time to have a conversation about high quality preschool. She also said that children will be given an equal opportunity and be held to equal standards. The plan developers state that the development of a comprehensive, coherent, well-articulated system of early learning is crucial to the success of Santa Clara County’s future. They are aware of the importance of the community being able to develop a homegrown, highly talented workforce. The successful implementation of the concept of preschool being embedded within an unbroken, continuous line of human development is a crucial role in that success. “It’s not about instant results, instead, it’s about a child’s future,” said Eastin.

Students learn lessons by helping their communities (ARA) aking community service a required part of school curriculum is a growing trend sweeping through schools across North America, as is the teaching of core values, such as fairness, respect and collaboration.

M

Educators agree that embracing service, learning and character education, in addition to bringing benefits to the community, is also improving academic outcomes and student behavior. "We wanted to get to a place where all of our young people understand their place in the world and how they can make an impact," says Guilford County, N.C., Schools Superintendent Maurice Green, in a recent interview in The Generator, a publication of the National Youth Leadership Council. As teachers work to incorporate these elements into the classroom they are welcoming innovative ideas from diverse sources.

Recognizing the need, The Leukemia & Lymphoma Society, the world's largest voluntary health agency dedicated to blood cancer research and patient services, has designed 14 lesson plans for teachers to use in the classroom. The lesson plans integrate the themes of LLS's Pennies for Patients and Olive Garden's Pasta for Pennies programs into all academic areas. Both programs encourage students to collect spare change to help fund lifesaving cancer research and patient services. Nearly 90 percent of children diagnosed with leukemia now survive thanks to remarkable research advances, but many are still dying. The programs hit home with the students because they are a way to directly benefit children who are diagnosed with cancer. School teachers and staff across North America, such as Kim Stetzel, a fourth grade teacher in St. Louis, have long recognized the value of LLS's School & Youth programs, which

operate in more than 25,000 schools. Stetzel says a lesson plan she will teach this year fits perfectly with her history class. "Marching Through Time" has students creating a series of timelines - one of significant events in their own lives, one of noteworthy events in Missouri and one on the progress in research, discoveries, treatment options and cure rates of childhood leukemia. "This lesson plan personalizes the concept of timelines for the children and teaches them about important events in history and in the advancement of treatments for a disease that impacts their peers," says Stetzel. While Stetzel's students are participating in the lessons in class, they are also engaging in real life lessons as they raise funds to help support the research that has given so many of their peers the hope of living longer, better lives. Stetzel's students participate in Pennies for Patients to honor a schoolmate, fifth-grader Adam Bristoe, who is a leukemia survivor. Stetzel has used other lessons as well. A few months ago, as part of her math lessons, she used the "Lucky Penny" lesson plan and last year her students wrote and performed a play on leukemia awareness and friendship.

Local school district unanimously adopts new curriculum By Cinthia Rodriguez – El Observador

O

n Thursday, November 18th the East Side Union High School District (ESUHSD) voted on a historic resolution to adopt A-G college prep requirements as default curriculum for 9th and 10th graders in order to increase the number of graduates that will be University of California/California State University eligible. The approved resolution is a significant first step towards closing the achievement and opportunity gap, and adopting the A-G courses as graduation requirements in the ESUHSD. “I am very ecstatic that they’re actually going to come back to it and try to make it a requirement,” said Alexander Martinez, senior James Lick High School. “I have cousins that are going to be in this district and I really want them to have the opportunity to go to college.” The A-G requirements are college preparatory courses that California high school students need to complete upon graduation in order to qualify for four-year colleges such as UCs and CSUs. Currently, 39% of students in the ESUHSD graduate with the basic knowledge to apply to four-year colleges. Nearly 50% are Latino and only 20% of them graduate with their A-G requirements. “If we challenge our students to aim higher,

we know they will rise to the occasion,” said Eddie Garcia, Board President of the ESUHSD Board of Trustees. “By setting high expectations, I know our efforts will help close the achievement gap in our schools, especially for our Latino and African American students.” By adopting the “A-G” requirements, the ESUHSD will ensure that all incoming freshmen start their high school careers on a path towards college. East Side is one of the largest school districts in the State to adopt these standards. ESUHSD serves nearly 25,000 students. “Now the students have a systematical institutionalized pathway that is available to them and not just available to those that get the information from people who are looking out for them,” said Sonia Ramos, Executive Director, San Jose California Student Opportunity & Access Program. “Regardless or not if students are being counseled, they will actually have that pathway available to them automatically.” While the District adopted the A-G curriculum as the default curriculum for its students, it is considered an option and not a requirement for graduation. As such, students and families who choose to opt out of the A-G curriculum can choose a path that focuses more heavily on vocational training or more traditional graduation requirements.

County of Santa Clara Adopts Third Tobacco Ordinance

S

ANTA CLARA COUNTY, CALIF.— The County of Santa Clara Board of Supervisors gave final approval, 5-0, on the Tobacco Retailer Permit Ordinance (Ordinance No. NS-300.832), the final of three new ordinances for tobacco control that will require licensing of tobacco retailers, ban smoking inside multi-unit residences and strengthen other protections against secondhand smoke. The three comprehensive measures include two adopted November 9, 2010: the Smoking Pollution Control Ordinance (No. NS-625.5) and the Multi-Unit Residences Ordinance (No. NS-625.6). Together, these measures make Santa Clara County a leader in the nation in preventing youth tobacco use and protecting residents from secondhand smoke. Santa Clara County’s Tobacco Retailer Permit Ordinance, the final of three ordinances, will require all retailers in the unincorporated areas of the County to obtain and maintain an annual permit to sell tobacco products. Retailers would pay a onetime application fee and an annual fee to recover the costs of administration and enforcement of the Tobacco Retailer Permit Ordinance. A similar re-

tail permit measure is being considered by the City of San Jose. The County will cover the application fee of $340 for existing tobacco retailers lawfully operating in the unincorporated areas of the County. All tobacco retailers, new and existing, will be subject to the $425 annual permit fee. The ordinance also will ban any new retail outlets in the unincorporated areas of the County from selling tobacco if they operate a pharmacy or are located within 1,000 feet of a school or within 500 feet of another tobacco retailer. Consejos Prácticos para Empresarios

Can't Get The Web Address You Really Want?

(Chris Lynch, Vicepresidente, Desarrollo Económico y Empresarial Irvine Chamber of Commerce)

(NewsUSA) ot a great idea for a Web site, but can't find a decent .com Web address that suits you? Over the past 25 years, more than 95 million .com addresses have been registered by corporations, organizations and individuals. As a result, the pool of meaningful .com names is nearly exhausted. Fortunately there are a few solutions: If the Web address you want is owned by someone else, you can offer to buy it -- but sometimes sales can range from several hundred to several hundred thousand dollars. Using an alternate domain extension, such as .net, .org, .info and .biz, might help you find the name that you want, but Internet users can easily overlook these target niche audiences. Perhaps the best way for you to get the Web address you want is with the new .CO domain extension, which launched in July and generated nearly half a million registrations in the first few weeks alone! Here are just a few reasons why the .CO domain extension has been such an immediate success: * It's Familiar -; .CO is very similar to .com, so it's easy for people to remember. People around the world already associate "co" with "company," so it's easier for them to make the leap from .com to .CO. Also, it's already used in 20 country-specific domains like England (.co.uk), Canada, (.co.ca), Japan (.co.jp), and others. * It's Available -; Since there are so many .CO names to choose from, people all over the world are jumping on the .CO bandwagon. You can search for available .CO domains through registrars such as GoDaddy.com, Register.com, Network Solutions and others. * It's Safer -; .CO takes a tough stand on all forms of domain name abuse. They've taken steps to protect the rights of brands and trademark holders and have made it harder for cyber-squatters and fraudsters to hide from authorities. Thousands of major corporations, such as Apple, CocaCola, Disney, McDonalds and Sony, have already secured their .CO domain names. Many companies like Overstock.com (o.co) are using .CO to create new content, reach new audiences or offer new services. It may take a while for .CO to catch up to .com, but at least you can get in on the ground floor and secure the .CO domain that best fits your online business, blog or personal Web site. THE FLEA MARKET: A San Jose Tradition for 50 years

A

part of the San JoseSilicon Valley business landscape since 1960, the San Jose Flea Market has been celebrating its 50th anniversary of successful entrepreneurship. Even though San Jose, and the entire Silicon Valley, is internationally known for technological innovation, the Flea Market is one of the largest "no tech" open-air markets in the world. Its 50th anniversary has been highlighted throughout all of 2010, since January 1, 2010, celebrating the Flea Market's long-standing role as a San Jose tradition. It all started with the seed of an idea by George Bumb Sr. who wanted to sell used items instead of having these profitable items wasted and thrown away. In 1959, Bumb got wind of new swap meets that were prospering in the Los Angeles area. He was inspired to visit Southern California to witness first-hand how those swap meets were organized, often at local drive-in movie theater lots. After his experience in Southern California, Bumb then took the idea and expanded it by creating on-site product storage and providing individual merchant stalls. The original Flea Market opened on an abandoned cattle feedlot on Berryessa Road, and consisted of 20 sellers and

100 curious customers. As the market’s popularity grew, Bumb continued to acquire adjacent property as it became available, growing from the original 35 acres, to the 120 acres it now occupies. The expansion was clearly necessary, as more than 3 million patrons visit this giant one-stop shopping venue annually. Today the Flea Market may be the most successful small business incubator ever in the Silicon Valley, according to marketing specialist Rich Alvari. “The Flea Market provides a safe, fun environment for shoppers, allowing families to stretch their hard-earned money a lot farther.” "It's also an easy place for entrepreneurial people to start a small business. For very little money and without long term contracts, the Flea Market is a great place to earn money and create your own economic stimulus package," Alvari said. He also said “The extensive diversity of products sold here, has made the San Jose Flea Market the ultimate one-stop shopping venue for a half-century.” If you visit the newly designed San Jose Flea Market website, www.sjfm.com viewers will be welcomed by the loyal and charming Flea Market mascot, Freddy the Flea. The most

important links on the website may be the "Events" link and "Sell for Free." For upcoming events people will see that there are a variety of family-friendly activities to partake in other than shopping. Also, the first full weekend of every month, the Flea Market offers free selling spaces! More information on

these “sell for Free at the Flea” spaces is available on the website. From a simple idea to growing businesses and a 50-year business success story, the Flea Market is ecstatic to have shared its anniversary with the community during 2010, and is looking forward to another 50 years!

A

Vicente Fernández: King of Mexico

M

ore than just the undisputed king of Mexico's traditional ranchera music, Vicente Fernández -- "El Idolo de Mexico" -- is one of that country's most recognizable and influential cultural icons. Since his emergence in the mid-'60s, Fernández's popularity has escalated to the point that his status among Mexicans and Mexican-Americans has been likened to that of Frank Sinatra and Elvis Presley in the United States. His concerts both in Mexico and the U.S. routinely sell out despite a near-total dearth of non-Latino media coverage, and his 100-plus albums have reportedly sold in excess of 50 million copies. Fernández has received a star on the Hollywood

Walk of Fame, has been nominated for Grammy Awards, and has collected a number of honors, including being named Person of the Year by the Latin Recording Academy in 2002 and garnering membership in the International Latin Music Hall of Fame. With his supersized sombreros, prominent black mustache, and eye-popping costumes, and an orchestra overpopulated with horns and strings players in glittery, matching mariachi outfits, the glitzy Fernández on-stage is an imposing, larger-than-life figure. Matching his visual presentation is an operatic voice that plumbs the depths of the emotional spectrum to connect on an intimate level with his audience, which relates to the singer's humble beginnings and everyman song lyrics. CALLE 13’s Already Earning Glowing Praise

P

uerto Rican group Calle 13 is quick to mention that they dislike the label “reggaeton”, because their music is a fusion that goes beyond any genre. I would say Calle 13 itself is much more than a band of musicians: They are poets, comedians, journalists, satirists and political activists. They often get dismissed for their raunchiness: they’ve come up with some lines that are nauseating but at the same time so clever, one hovers between fascination and disgust when listening to them. They also often get brushed off as “the rebellious ones”, who indiscriminately poke fun at movie stars and icons of Latin entertainment and Hollywood.

A

li (Christina Aguilera) is a small-town girl with a big voice who escapes hardship and an uncertain future to follow her dreams to LA. After stumbling upon The Burlesque Lounge, a majestic but ailing theater that is home to an inspired musical revue, Ali lands a job as a cocktail waitress from Tess (Cher), the club’s proprietor and headliner. Burlesque’s outrageous costumes and bold choreography enrapture the young ingenue, who vows to perform there one day.Soon enough, Ali builds a friendship with a featured dancer (Julianne Hough), finds an enemy in a troubled, jealous performer (Kristen Bell), and garners the affection of Jack (Cam Gigandet), a bartender and fellow musician. With the help of a sharp-witted stage manager (Stanley Tucci) and gender-bending host (Alan Cumming), Ali makes her way from the bar to the stage. Her spectacular voice restores The Burlesque Lounge to its former glory, though not before a charismatic entrepreneur (Eric Dane) arrives with an enticing proposal.Δ
