Hola doctora, Hace 5 años entré a este pais legal con una visa de turista y decidí quedarme (cosa que creo fue un error). Tengo una hija de dos años nacida aqui yo soy de El Salvador y el padre Mexicano (igual sin papeles) yo vivo sola con mi hija. No tiene que salir del pais para hacer eso y es la única manera que se puede legalizar hasta que haya un cambio de la ley. Pero tiene que ser un matrimonio verdadero porque los oficiales son muy vivos y porque va a recibir la residencia con una condición y en 2 años tendrá que hacer papeles otra vez normalmente con la ayuda de su esposo La segunda pregunta es un poco mas dificil. Antes de salir del país, debe obtener un pasaporte para su hija. Para obtener el pasaporte va a necesitar el acta de nacimiento de la niña y el padre tendrá que ir con usted y la niña personalmente al correo para firmar en frente del oficial. (El acta de nacimiento tiene que tener el nombre del padre y madre.) Si el padre no puede acompañarlas, él tiene que firmar un consentimiento enfrente de un notario publico. De todos modos, va a necesitar el permiso del padre. También, los aerolíneas van a necesitar un documento firmado y notarizado por el padre dando su consentimiento si la madre llegue sola al aeropuerto con su hijo o hija. Yo nunca he oído que alguien va a quitar a su hijo si los dos entran legalmente. La única situación que yo puedo imaginar es si usted trate de entrar ilegalmente lo cual es muy peligroso para las dos y el Servicio de Inmigración la detenga. College Funds And Scholarships

t is the time to plan ahead for your professional or vocational training in a college or university. Today, students from all social and financial backgrounds, may acquire assistance to meet the expected costs of going on from high school to a university or college of their choice. Too many Latino students of modest means assume that they will never be accepted by a university because their family does not have the money required to pay for tuition, books, housing (room and board), etc. Many years ago that would have been very true. Today it is not the case because many local organizations such as the San Jose GI Forum Scholarship Foundation, Ms. Rose Flores, Chair, have the mission and purpose to help local Latino high school graduates with scholarships, mentoring, and other assistance. Over the years since 1974, this local organization has collected money from corporate and individuals to provide scholarships. A total of $1.5 million has been awarded as scholarships to local Latino students who apply for assistance before the deadline (Second Friday of March, 2010). Their next awards dinner is being planned now for Tuesday, June 8, 2010. First of all, you must plan to take the SAT (Scholastic Aptitude Test) when it is scheduled locally. Then, it is time to learn about application deadlines for all the schools that you are interested in attending. But before all that, you must plan to do your very best as a student who

has taken all the required coursework that qualifies you as a potential college student. These days, despite tax revenue shortfalls, none of the Universities of California campuses, state universities, or community colleges are being closed. A shortfall in operational funding has required them to raise tuition rates, however, your first concern needs to be to do the very best as a high school student so that you qualify academically. You see, government, society, and local organizations want to assist you, but you must first apply to indicate your interest, preparation and commitment for further training. In fact, this past month of November 2009, three organizations had representatives visit the National Hispanic University. One was the Hispanic College Fund whose main offices are at Washington, D.C. The second was the Hispanic Scholarship Fund located in San Francisco, CA. The specific mission of both these organizations is to encourage and assist Latino students who have prepared themselves to qualify for and attend some college or university. The third was the Hispanic Association of Colleges and Universities (HACU). It is recommended that you google these three organizations to learn about them now...not later. If you do not have access to a computer, you may use one at a local library or ask a professional friend to let you come over and use their computer. Go prepared with pen and notebook and, most importantly, for your own personal safety always let your parents

know where you are and who you are visiting. Remember that it takes a village to develop a child through his/her growth towards becoming a responsible adult in the community. Many are willing to be counselors and mentors, but are never asked by those who need a hand up, more than a hand out. The important thing is to make an effort to communicate your interest and your need for assistance. You cannot be shy about your personal dreams for the future. Invariably, they involve your parents, teachers, counselors and local community based organizations as well as national organizations. As always, the initial effort begins with you. So learn to ask for assistance. Anyone who has established themselves in business or profession has had that experience. So ask them to give you the benefit of their experience. It is no surprise that many will take the time to mentor, counsel and advise. Learn to ask "Who do you know that can tell me about....? Seek help and you will find it. Know that if you have the preparation and the potential brain power that needs development, many universities and colleges have the capacity and ability to encourage and support you. They are seeking the undeveloped and untrained mind that is prepared to become learned. Your job is to become prepared and be interested. Take it one step at a time. Ask yourself, "How do I learn to ....?" And then go after it.

Help Grant Valley Medical Center's Holiday Wishes

AN JOSE, Calif.-This giving season the Valley Medical Center Foundation has kicked off its firstever Holiday Wish List. The VMC Foundation seeks cash donations so that hospital staff can receive much-needed items to improve patient health, safety and comfort at the Santa Clara Valley Medical Center and the community clinics. "During these tough economic times, we have to work harder than ever before to find the resources we need to provide the best care to our patients," said Christopher Wilder, executive director of the VMC Foundation. "The Holiday Wish List gives my colleagues and me an opportunity to raise money for some very important projects suggested by the hospital's employees." Staff submitted more than 40 suggestions for items to raise money for on the Holiday Wish List. A committee narrowed the list to four of the most critical items, worth just over $30,000 in all, including: • Flu infection control stations to be placed at all hospital entrances and the clinics. These stations help visitors self-screen for illness, offer antibacterial gel and provide up-to-the-minute information on vaccines and outbreaks. • A soothing art installation in VMC's So-

brato Cancer Center, which features the stateof-the-art Linear Accelerator. The artworks will help reduce patients' feelings of anxiety of cancer diagnosis and treatment. • A motorized patient lift to position patients weakened by disease, or who are paraplegic or quadriplegic, on the imaging tables used by technologists and doctors. The motorized lift will reduce stress for patients and staff, and minimize the chance of pain and injury. • Monitoring devices to prevent brain injury patients from taking dangerous falls while in the hospital. These patients are at a very high risk of falling if they try to get out of bed on their own. A fall could result in a broken bone or other trauma. After responding to a phone call from Pham's girlfriend about a disturbance, San Jose Police Officers Jeffrey and Blackerby arrived at the Pham residence and found Daniel standing in the rear of the house smoking a cigarette and holding what the police called a "large knife". According to the police report, he had blood smeared over his torso, neck and possibly his face. The report also stated that Pham did not respond to the officers' commands. Instead he stared at the officers with no emotion while continuing to smoke his cigarette. Shots were fired just two minutes later. On Tuesday, November 24, several community organizations gathered outside of San Jose's City Hall and called for more police accountability. "We are here because we want to live in a safer San Jose and we don't want to live in fear of the police," said Michele Lew, President and CEO of the Asian Americans for Community Involvement organization. "We don't want to be called anti-police because we question the police."

Daniel Pham’s Parents After reviewing the 911 tapes, police reports and other documents, many troubling questions were raised regarding Pham's death. "The policed failed to use common sense," said Richard Konda, Director of the Asian Law Alliance. "The tapes revealed that Pham was mentally ill. They were told this by the dispatcher and by his brother, Brian Pham." Neither of the officers reported that Pham was mentally ill. A barbed wire fence also enclosed the Pham's house. Hacu's President Speaks At Nhu

he Hispanic Association of Colleges & Universities (HACU) was introduced by NHU's President, Dr. David Lopez, to this community's educators this past Thursday, November 19, 2009 when its president & CEO, Antonio R. Flores, spoke at a luncheon gathering of about 75 very interested attendees. From its national headquarters in San Antonio, Texas, the current "HACU on the Road" promotion was launched to promote national and inter-

national dialogue about the state of Hispanic higher education. Flores stated, "Within fewer that 20 years, Hispanics will represent one of every two new workers entering the U.S. labor force. Today, they comprise one of every three new workers." Hispanic youth are the focus of an effort to inform them of opportunities for professional employment in a global economy wherein the USA will not fare well without them as trained Hispanics." Following the presentation of a litany of statistics, the most significant of which is the information revealing that only 29.5 percent of Hispanic high school graduate ages 18-21 were enrolled in college in 2006 compared to 47 percent of non-Hispanic whites, Flores concluded that "in an economy increasingly driven by higher education, the state of Hispanic higher education constitutes a crisis that must be addressed. Educating the workforce of tomorrow is a national imperative." HACU has come to California because 34 percent of all Hispanic students live here and require the advocacy efforts being promoted today. Hispanic serving institutions (HSIs) have been identified to enable their becoming the target of federal grants and programs to support Hispanic education. For example, the College Cost Reduction and Access Act of 2007 (CCRAA) committed $200 million to HSIs over two years to support STEM (science, technology, engineering and math education & partnerships arrangements). Over 38 percent ($77 million) of these

funds were awarded to California institutions. Since 1995 HACU's advocacy efforts with the federal government in Washington, D.C., have

It proposes amendment recommendations for the reauthorization of major legislation which impacts Hispanic higher education. Other initiatives include programs in information technology (IT), leadership capacity development, including the Latino Higher Education Leadership Institute and Youth Lead-

ership Development Forum. Also, HACU coordinates the Professions Capacity Building Program funded by DHHS through the National Center for Minority Health and Health Disparities. HACU's National Internship Program is currently the largest Hispanic internship program, placing Latino students in paid internships with federal agencies and corporate partners. Over the past 15 years, the value of HACU funded internships at California based institutions amounted to $297,427,450. In summary, HACU promotes higher Hispanic education through fundraising, advocacy, partnerships, legislation, student scholarships and paid internships. One persisting challenge is the propensity of Latino parents to want their high school graduate son or daughter to get a job which contributes now to the family's income (work hard) rather than defer employment to permit continued investment of time and treasure in development of talent (i.e., the formation of 'human economic capital'). Deferring a job until after college permits future employment at a much higher income and a greater personal and social return on investments of time and treasure made by the individual, family, and society. Obama Begins Education Reform By Osvaldo Castillo El Observador.

n Tuesday, November 23, President Obama announced his administrations Science, Technology, Engineering and Math campaign (STEM), will be receiving $260 million in financial support from Time Warner Cable, Discovery Communications, the Bill and Melinda Gates Foundation and Sony. "This campaign will be a national effort," said Democratic Policy Committee Deputy Director Heather Higginbottom. "We need to get American children to the top of the pact in areas such as math and science." The President hopes to achieve this by getting students excited about math and science and the campaign's corporate sponsors will not only provide funding, they will provide educational programming as well. "The President has made it clear since his campaign that education reform was one of his top priorities and that we need to begin educating our next generation of inventers," said John Holden, Director of the Office of Science and Technology Policy. "We need to get children involved with math and science in order to have a competitive economy in the future."

In addition to providing $100 million to the campaign over the next five years, Time Warner will use its stations to broadcast educational programming. Discovery Communication will also focus on developing content that involves science and math. The company will deliver the educational programming to several schools across the country at no cost. Sesame Street will produce 20 episodes relevant to the subjects (thirteen episodes will focus on science, while seven will focus on math) and Sony will create a contest in which game designers are asked to create math and science video games. "National Lab Day", will be sponsored by the Bill and Melinda Gates Foundation The Science, Technology, Engineering, and Mathematics (STEM) Education Coalition works to support STEM programs for teachers and students at the U. S. Department of Education, the National Science Foundation, and other agencies that offer STEM related programs. The President will also host an annual national science fair in which students showcase their skills in the fields. "The President feels that if he can have athletic teams visit the White House, there is no reason why he can't have kids interested in math and science visit also."

The STEM Education Coalition is composed of advocates from over 1,000 diverse groups representing all sectors of the technological workforce from knowledge workers, to educators, to scientists, engineers, and technicians. The participating organizations of the STEM Education Coalition are dedicated to ensuring quality STEM education at all levels.

Diversas organizaciones a nivel local se han unido, han seguido trabajando por todo el año para llevar lo poco a las personas de bajos recursos. Tal es el caso de la organización Estrella Family Service. Cerca de 400 personas el pasado jueves 19 de noviembre tuvieron una gran cena en la Escuela Primaria Galarza. Familias completas participaron de esta cena gracias a las coordinaciones de la Estrella Family Service. La organización contó con la ayuda de la Estación Caritativa de Hewlett Packard. Toy Trains Return to the Main Library for Annual Holiday Display

he San Francisco Public Library is bringing back its annual interactive toy train display, “All Aboard: San Francisco Public Library Holiday Train,” featuring beloved toy trains based on children's literature. Now in its fourth year, the electric toy train layout features the Polar Express, from the book by Chris Van Allsburg, Thomas the Tank Engine, from the book series by W. Awdry, and the Hogwarts Express from the Harry Potter book series. The trains will be on display in front of the Fisher Children's Center, Main Library, Second Floor, from Dec. 5 through Jan. 7, 2010. Throughout this interactive exhibit, young visitors can "power" the Lionel O scale replica trains by pushing the buttons that activate each engine along the 35-foot-track. The buttons also activate ski gondolas, a Ferris wheel, tiny sledders and village lights inside the plexiglass-enclosed exhibit. Large buttons,

with easy-to-read signage, make the display readily accessible to young children. To coincide with the exhibit, a large variety of the library's beloved train books will be displayed and available for checking out. The annual holiday train display is the work of Roberto Lombardi, the Library's Facilities Director, and his staff from the Facilities Engineering Unit. Over the course of the exhibit, it is estimated that the trains will travel more than 200 miles on the tiny tracks. Turkey Dinner for All By Cinthia Rodriguez - El Observador

his past Thanksgiving week was like any other Thanksgiving week through out the years at the Sacred Heart Community Services center in San Jose. Truckloads of turkeys were emptied and handed out to families in need. A fire truck from local 230 of the San Jose Fire Department brought over 200 turkeys that were given out along with the those donated by the community. More than 250 volunteers helped organize the event. The volunteers put together boxes of food, helped people register, handed out the boxes and turkeys, and even helped carry the food. The families were given a box with basic foods like rice, beans, pasta, milk, juice, bread, fruit, cooking oil, and dessert. The family member receiving help was given the choice between turkey or chicken, with the popular pick of turkey and random requests for ham. For some people, that was the first time getting assistance, while others were more dependent on programs similar to it. People of all ages and ethnicities lined up to collect their food. As they went through the line they were reminded to have a Happy Thanksgiving. Sacred Heart began to give out the boxes of food Monday and ran it until the day before Thanksgiving. They will be doing the same during Christmas time and any help is greatly appreciated.

Christmas in the Park San Jose's longest running FREE exhibit celebrates 30 years of tradition and dedicated community support

an José, CA --- Come celebrate the holidays San José style at Christmas in the Park! Commemorating its 30th year at Plaza de Cesar Chavez, Christmas in the Park opens November 27th, with a few new additions and extra holiday sparkle, thanks to thousands of volunteers and generous community sponsors. This San José tradition is a two-acre winter fantasyland, complete with thousands of glittering lights, more than 60 one-of-a-kind animated holiday displays, hundreds of gorgeously decorated trees, daily community entertainment, unique food vendors and the jolly ole' man himself, Santa. Each year, over 8,000 volunteers invest more than 257,000 hours preparing Christmas in the Park. Their generous contributions of time and money help to make Christmas in the Park a "Gift of Joy and Magic" and a must-see holiday venue to a half million visitors each year. According to Christmas in the Park, Inc. Vice President Martie Degutis, "Christmas in the Park is an event put on by the community, for the community and would not exist without the community's support in volunteering and sponsoring the event. While the event is free to everyone, it unfortunately is not free to put on the event. That is why it is important for the community to show their support for this free family event." This year over 500,000 visitors will join the 31-day celebration of Christmas in the Park, which has become a central community point for community donations to those in need during the holidays. Christmas in the Park features the Community Giving Tree and showcases community collection kiosks for local charities, USMC Toys for Tots and Second Harvest Food Bank. This San José tradition opens Friday, November 27, 2009 with the City Tree Lighting Ceremony at 6:00 p.m., and runs daily 9:00 a.m. to midnight through Sunday, December 27, 2009, five days earlier than originally scheduled. The downturn in the economy and reductions in funding and sponsorships has forced this move. However, with additional community support and sponsorships, Christmas in the Park hopes to return to a normal schedule next year. Christmas in the Park is San Jose's longest running and largest free exhibit and remains a tradition for families and loved ones to enjoy and share life-long memories.

Live Entertainment Lights Up Caltrain Holiday Train

he glittering Caltrain Holiday Train, which will stop at nine stations the weekend of Dec. 5 and 6, has become a popular showcase for local musicians. Live performances, onboard the train and at each station before the train's arrival, help get everyone into the spirit of the season. Each evening kicks off with a performance at 4:45 p.m. before the train departs the San Francisco station at 4th and King streets at 5:20 p.m. The Salvation Army, one of Caltrain's partners in the Holiday Train, has produced some of the most outstanding brass bands in the world and two of them will perform for Holiday Train audiences. A band representing the San Francisco corps will be onboard the train Saturday and Sunday night. The Santa Clara corps will perform at the last stops each night, Santa Clara on Saturday and Sunnyvale on Sunday. Saturday, Masterworks Chorale, one of Northern California's finest choral ensembles, will join the band onboard the train. The group's guest appearances include performances with the San Francisco Symphony and the San Francisco Opera, and now, thanks to the Holiday Train, Santa and Mrs. Claus. Sunday, the Salvation Army band will ac-

company the Menlo Park Chorus. Now in its 10th year, the chorus combines musical training and discipline with a neighborly feeling. Two high school choirs will entertain audiences at stations. The Capuchino High School Choir from San Bruno will perform at 5:20 p.m. Saturday at the Burlingame station. The El Camino High School Choir from South San Francisco will perform at 5:10 p.m. Sunday at the San Bruno station. The Holiday Train's second stop Saturday will be in Redwood City. The City has incorporated the Holiday Train into its annual Hometown Holiday's event. The outdoor party includes snow, a parade, fireworks and a latenight holiday movie. At 6:00 p.m., the Woodside High School Band will perform at the train station. Also on Saturday, the Palo Alto Chamber Orchestra Sinfonia will perform at the Menlo Park station at 6:55 p.m. The emphasis on chamber music lies at the core of this award-winning youth string orchestra's success. The West Bay Model Railroad will be open to visitors from 6:30 p.m. to 8:30 p.m. The display, which dates from the mid-century, features HO, S and O model rail cars zipping through tunnels and over

Latino Studies Department Chair Honored by CCSF Board of Trustees

AN FRANCISCO, California, The Board of Trustees of City College of San Francisco at their regular business meeting adopted a resolution proclaiming November 23, 2009 as Professor Edgar Torres Day at the College. Dr. Edgar Torres has served as the Department Chair of the Latin American & Latino/a Studies Department (LALS) of City College of San Francisco since August of 2004. The number of courses that has been offered by the Department

has doubled since 2004 and the annual number of students taking LALS courses has increased from 70 to over 800 in the same time period. The Department serves over 20,000 students who attend the College and identify themselves as either Latinas or Latinos. "The growth of the Latin American & Latino/a Studies Department is a wonderful achievement, one that has served the district that I represent well, as well as the City and the Bay Area at large," said John Avalos, Supervisor, District 11, City and

County of San Francisco. "It is an achievement that San Francisco and City College should be proud of," added Supervisor Avalos in his letter of support for the Board's resolution honoring Dr. Edgar Torres. Professor Torres has been a strong advocate of students and faculty throughout his 27-year tenure at City College of San Francisco. He was instrumental in the creation of the curriculum for the Associate of Arts Degree in Latin American & Latino/a Studies (LALS), the Certificate of Achievement in LALS, and Latin America Studies 1 (Latino/a Diaspora) which became the cornerstone for the Department. Dr. Torres is an active member of the Latino Educational Association at City College of San Francisco. Professor Torres has also taught Sociology at the University of San Francisco for 13 years. He received his Bachelor and Masters degrees from the University of California at Berkeley, and was awarded two Doctoral degrees, one from the University of California at Berkeley, and the other from the University of San Carlos, Guatemala. City College serves some 105,000 students annually, of which 20% are Latinos.

os Angeles, (Notimex).- La cantante Jennifer Lopez bromeó en una estación de radio sobre la caída que tuvo durante su actuación en los Premios American Music al asegurar que formaba parte de la coreografía. La caída de Lopez ocurrió mientras presentaba su tema "Louboutins" y en donde hizo una parodia de la aparición espectacular de un boxeador profesional, acompañada por su sequito y tras surgir a un costado del Teatro Nokia, caminó por los pasillos portando la tradicional vestimenta de un boxeador y cubierta de la cabeza. Al llegar al escenario se descubrió de la capa, apareció en diminuto short dorado y empezó a hacer movimientos rápidos de box con ambos brazos, al tiempo que era acompañada por otros bailarines que asemejaban boxeadores pero que también hicieron movimientos dancísticos cuando esta empezó a cantar el tema. El accidente ocurrió cuando ya había transcurrido gran parte de la canción y la cantante ayudada por el séquito empezó a caminar por el dorso de algunos de los bailarines y cuando caminaba el último se lanzó en un brinco pero para su mala fortuna ambos pies resbalaron y cayó sentada, luego se levantó y continuó con la coreografía.

Cafe Tacvba, 5th City in Tour By Cinthia Rodriguez - El Observador

n a celebration of their 20th year in the Spanish rock music scene, Cafe Tacvba began their 20 Years, 20 Cities Tour in Villa Hermosa, Tabasco, in their native country of Mexico. Three shows later, they performed on familiar ground to the people of the Bay Area, at the Fox Theater in Oakland, California, this past Saturday. The intimate concert began with "El Borrego," from their second album and immediately people reacted. If you're not familiar with the track, imagine going down an escalator and next thing you know you're sliding, and all of a sudden you can see the steps again. The song has its ups and downs and the crowd knew how to march to the beat. The lineup included classics like "Maria," "La Ingrata," and most recently "Volver a Comenzar." Songs that were also being requested with literal shout outs from and most of the time, they were performed.

Band members RubĂŠn, Quique, Joselo y Meme are well adored by fans and during their performance, fans jumped on stage, danced and were returned to the main floor of the theater. Like in any other concert, the band took a breather and began the final set of songs strong. The band began playing in a garage to then move up to playing in bars and hit major venues with success. The lead singer himself cannot believe they have such young fans and continue to work on other projects. It doesn't matter when people discover the band, because sooner or later they will realize they have found a sound that is one of a kind. The band plans on releasing a documentary based on their last tour, Si No, which will include footage of the band in Japan, South America, United States, and Spain.
