1 in 4 Young Students Has An Immigrant Parent ASHINGTON, D.C.,Children of immigrants have nearly doubled as a share of pre-K to 3rd grade students since 1990, a new Urban Institute analysis shows. The share of children under age 8 with at least one immigrant parent stood at 24 percent in 2008, up from 13 percent in 1990. In 2008, 24 percent of children age 3–5 and 23 percent of children age 6–8 had immigrant parents. In 1990, the figure for both groups was 13 percent. Some 8.7 million children under age 8 have at least one foreign-born parent, double 1990’s 4.3 million. The number of children with native-born parents slipped from 27.8 million to 27.3 million. Young children of immigrants account for more than 30 percent of children under age 8 in seven states. California leads the nation at 50 percent. West Virginia comes in last with 2 percent. “Young Children of Immigrants: The Leading Edge of America’s Future,” by Karina Fortuny, Donald Hernandez, and Ajay Chaudry, uses data from the Census Bureau’s American Community Survey and other federal sources. The vast majority (93 per-

W

cent) of the children of immigrants are U.S. citizens, with 99 percent being citizens by birth. Forty-three percent of the children of immigrants live in families where the children are citizens and the parents aren’t. Forty-three percent of immigrants’ children have Mexican parents. But beyond Mexico, immigrant origins are very diverse - no other country or region surpasses 9 percent. At age 5, 37 percent of children of immigrants are Englishlanguage learners, the researchers calculated. By age 8, the share is down to 20 percent. Sixty percent of the children 0–8 (and 81 percent of those of Mexican origin and 78 percent with roots in Somalia) have at least one parent who has not mastered English. Thirty-four percent of children of immigrants live in households in which no one age 14 or older speaks English proficiently. Linguistic isolation is most common in Mexican homes (48 percent), followed by Central American (41 percent) and Southeast Asian (33 percent) immigrant households. Young children of immigrants are disproportionately from low-income families. Fiftyone percent live in homes where the family income is below twice

the federal poverty level. Thirtyeight percent of children of natives are in low-income homes. Families from Somalia and Yemen have the highest low-income proportions: 86 percent and 83 percent, respectively. The low-income shares are also high for households from the Dominican Republic (61 percent), Burma/Myanmar (52 percent), and Laos (46 percent). “Young Children of Immigrants: The Leading Edge of America’s Future” includes data on the number of children of immigrants in each state, as well as on the number of children whose parents come from a list of more than 130 countries. Funding for “Young Children of Immigrants: The Leading Edge of America’s Future” was provided by the Foundation for Child Development and the Annie E. Casey Foundation. Two new papers about young children of immigrants and the path to educational success -- “Two-Generation Strategies and Involving Immigrant Parents in Children’s Education,” by Robert Crosnoe, and “Early Education Programs and Children of Immigrants: Learning Each Other’s Language,” by Hannah Matthews and Danielle Ewen -- are also available.

Strong Demand for Planned Parenthood Health Care in Recession By Deborah V. Ortiz aybe you never thought of Planned Parenthood as the place to get general medical care for your family. But with the economy remaining sluggish and thousands in Silicon Valley without jobs or health insurance, we at Planned Parenthood Mar Monte have seen a sharp increase in patients seeking preventive medical services. Many of our 250,000 patients – nearly half of whom are Latino – have come to us for affordable prenatal care, breast and cervical cancer screenings and cholesterol-checks as well as family planning services. But the continuing state budget crisis may threaten our ability to provide these services for everyone who needs them. I grew up in a neighborhood of hard-working immigrants, many of whom didn’t have health insurance that covered basic tests for chronic illnesses. I knew of girls in my high school that became pregnant before graduating, and it was difficult for them to find the resources they needed as young moms. So, when I served in the California State Legislature for more than a decade, I worked hard to assure access to quality health care for everyone, regardless of income or immigration status. As chair of the Senate Health Committee, I passed a law that created the California Department of Public Health as well as laws to fund ovarian-cancer research and ensure access to emergency contraception. I am fortunate to continue my passion for equitable health care by working for an organization that provides medical services and education for those often left out of the system.

PPMM fought hard to make sure millions who lacked health insurance would be covered in the new national health care reform law. Our advocacy work helped to ensure that women who are past their child-bearing years, but not old enough to receive Medicare, will now have access to health coverage. Many of these women were taking care of children and aging parents but could not afford to take care of their own health! Because of the youth services that PPMM provides, thousands of unintended pregnancies will be avoided, and fewer STDs will be contracted every year -- while we save millions of dollars in health care costs. And for those teen moms who have had one child, our Teen Success program allows them to continue their education. Just this year, 18 young women from Silicon Valley graduated from Teen Success, and two won the program’s scholarship to help pay for their first year of college. PPMM is fighting to keep this care available even as the governor threatens to eliminate many social service programs. Earlier in the year, we blocked the effort to cut this funding, but nothing is certain until the budget is finalized. We want to make sure that every family is able to receive our trusted health care and family planning services. We want you to know that we’re here for you. America’s Domestic Nation Building is required By Hilbert Morales America’s current Obama Administration, which controls the White House and holds a majority in both houses of Congress, needs to declare a Domestic Nation Building policy to reverse the economic fallout created by the prior Bush Administration. It has repaired as much as is possible, without Republican Party support, with a mosaic of regulations which now govern the financial markets of this nation. The total monitoring thereof was avoided by Republican Party resistance (the Party of NO) and by the work of influential lobbyists who diverted enough Democratic votes to avoid legislation requiring full disclosure of major financial dealings. If the Obama Administration is to retain control of the Congress, it must establish a national policy which enables America to recover its manufacturing capacity. That this can be done is already evident by the recovery of the American auto industry which reveals the effectiveness of bail-out funding provided which Wall Street would not do because it had to be bailed-out itself. America, as a nation during World War II (1941 to 1946), was the Arsenal of Democracy in that it had the manufacturing capacity to build all materials needed to defeat the Axis Nations. After the victories ending WWII, our foreign policy was the Marshall Plan which was implemented to restore the economic capability of both allies and occupied Germany, Italy and Japan. The outcome of this effort was that the global economy was restored and enhanced. The world prospered with the longest period of economic growth ever experienced. A global market was established with Superpower America meeting the challenges of war in Korea, Vietnam, and Desert Storm. Then the 911-2001 attack on the World Trade Center occurred which initiated a new kind of conflict against an organization, al-Quaeda which had no national borders. Retaliatory military attacks on their basis in Afghanistan were followed by the misguided diversion into Iraq by the George W. Bush Administration. Recall the eight years of domestic affairs neglect by the do-nothing Republican Administration (2001 to 2008). The result was that the newly elected Obama Administration inherited a nation and a world threatened by economic failure and chaos. Superpower America with its developed consumer economy, slowly changed its economic trade policies to permit foreign goods to CONTRIBUTORS: MARIO JIMENEZ - HECTOR CURRIEL OSVALDO CASTILLO CINTHIA RODRIGUEZ

come into our domestic markets. The outcome was our industries had to compete on a global scale with sources of goods that had subsidy support and lower cost labor. This was the beginning of what we are experiencing today. Over time, American import/export policy permitted offshore development of manufacturing capacity by allowing free access to the American Consumer market. The outcome is that though American ingenuity developed the television, today all television sets are manufactured offshore in Asia. The same is true for other commodities such as toys, cars and electronics. A recent article by the former CEO of Intel (Bloomberg’s Newsweek, July 5, 2010) revealed the extent of this reduction of manufacturing capability in America. Its manufacturing capacity was allowed to deteriorate to such a level that almost all manufactured goods purchased here have “Made Somewhere Else” labels. The major issue today is JOBS for American workers. This requires America to recover its manufacturing capacity. Therefore, President Obama, as the titular head of the Democratic Party, must assert his leadership by declaring an all out effort to gain more votes in Congress so as to be able to enact legislation for the re-establishment of the American consumer economy to the former ‘Arsenal of Democracy’ manufacturing capacity. No other nation has kept its promises to the world as has America. It just withdrew its combat units from Iraq on schedule and is embarked on nation-building efforts there. But the most important nation building to be done is right here in America. Private sector American capitalists must begin to not only work for profits but also to create jobs for American workers to empower them to be the consumers they once were. This will occur when President Obama embarks on an American Nation-Building policy to re-establish domestic manufacturing capacity which creates JOBS for American workers. The American voter will enthusiastically support the Democratic Party effort to gain more seats in both the Senate and the House. This is the very important domestic political battle to be won by Election Day, November 2, 2010. Our future JOBS depend on this required American Domestic Nation Building policy.Δ

Number of county’s “college-ready” students rises

S

AN JOSE, CA – The number of Santa Clara County 11th graders who scored at a “ready for college” level on California State University’s Early Assessment Program tests in English rose to 29 percent from a year ago--even as the number of students who take both the English and math tests continues to rise, according to an analysis of the results by the Santa Clara County Office of Education. Of the 16,350 11th-grade students in Santa Clara County who completed the 2010 EAP test in English, 29 percent scored at a level indicating they are on track to be college-ready in English upon graduation. This was a three percentage-point increase over 2009, when 26 percent were at the "ready for college” level. The news was not as good in mathematics, however. On the 2010 test, 66 percent of the 8,954 county test-takers demonstrated “full or conditional” college readiness. This number declined two percentage points from 2009. Students in the Fremont Union High School District had the county’s top scores in English, with 52 percent scoring at the ready-for-college-level. Palo Alto Unified students had the top math scores, with 87 percent fully or conditionally ready for college-level math. As is typical, Santa Clara County students outperformed their statewide counterparts. In English, county students who scored at a college-ready level scored eight percentage points higher than the statewide number of 21 percent. And in math, county students outperformed their counterparts by nine percentage points. The number of county 11th graders who took the tests increased for the fifth year in a row. Between 2006 and 2010, the number of students taking EAP English increased 39 percent, and the number taking math increased 29 percent.

Created in 2006, the EAP is a collaborative effort between the CSU, the California Department of Education, and the California State Board of Education. It is designed to ensure that the state's college-bound high school seniors are college-ready in the criti-

cally important content areas of English and mathematics. Students who score high enough on the EAP test can receive exemptions from being required to take CSU English and math placement tests given to entering freshman. Δ

Prepare Your Teen for the Road By Trisha Hessinger For NewsUSA

A

s the summer comes to an end, teens prepare to get back to the classroom -- and the road. If your young driver is ready to buy their first used vehicle, you'll need to do your research. Firestone Complete Auto Care offers some tips that will not only help you in the process of buying a good used vehicle, but will also help keep that vehicle running newer, longer: When shopping for a used car: * Make the investment. Many problems with vehicles aren't obvious. Have your teen take the vehicle to a trusted automotive technician for a thorough inspection. A small investment upfront could mean big savings down the road if it prevents you from buying a vehicle with serious mechanical problems. * Check the Internet. Your teen can use a vehicle's Vehicle Identification Number (VIN) to search for its history online. It's a good way to check for odometer fraud and to find out if the car has ever been damaged in an accident. * Trust your senses. Check for evidence of flood damage, which might include a musty smell, water stains, dried mud, mildew or mold

inside the car. Check for stains on the carpet under the dashboard, which can indicate heater core or air conditioner leakage. After purchasing your used vehicle: * Change the engine oil. Early on, your teen should get in the habit of changing the oil according to the vehicle owner's manual, usually every three months or 3,000 miles. Prolonged driving without an oil change may cause severe engine damage, which can be very costly to repair. * Maintain your tires. Teach your teen to check the tire inflation pressure every month. Tires should be properly balanced and rotated according to the maintenance schedule. The alignment should be checked at least once a year. Properly maintained tires are safer and longer lasting, and can increase gas mileage up to 3 percent, * Check the vehicle's fluid levels. Have your automotive technician show you and your teen how to check the transmission, power steering, windshield washer and coolant to make sure they're properly filled. Also have your automotive technician check your vehicle's brake fluid level and condition regularly.

Consejos de nutrición para el aprendizaje Por Jolene Smith, Directora Ejecutiva FIRST 5 Santa Clara County

L

sarrollen hábitos alimenticios saludables, FIRST 5 Santa Clara County ofrece los siguientes consejos.

Healing After Weight-Loss Surgery (NewsUSA)

O

besity is a national health crisis affecting over one-third of all American adults (72 million people). It increases the risk for a number of serious health problems, including coronary heart disease, type-2 diabetes, stroke, high blood pressure, high cholesterol, sleep apnea and others. For most people, the safest and most effective way to lose weight is to eat less and exercise more. But for some, this is not enough. For these people, weight-loss surgery may be an option. While weight-loss surgery (often referred to as "bariatric surgery") has been around since the late 1960s, recent advancements in surgical techniques and increased safety have made it an increasingly popular option. Last year an estimated 220,000 Americans

underwent a weight-loss surgery procedure, and this number continues to grow. But healing from weightloss surgery, including gastric bypass and laproscopic banding procedures, can be more complicated than one might expect. Immediately following, and for several days after surgery, patients are prohibited from eating, and their diet is restricted to clear liquids, including water, diluted nonacidic fruit juices, tea, artificially sweetened non-carbonated drinks, broth and sugar-free gelatin. Over the next few months, patients gradually progress from an allliquid diet to a solid food diet of 1,000 to 1,200 calories per day with several intermediate steps along the way. The problem? Water and fruit juices do not supply adequate protein that the body needs for recovery. Doctors want to improve their patients'

post-surgery nutrition, but traditional protein drinks are often too thick and heavy, contain calorie-packed carbohydrates and are unsuitable for use during the initial phases of recovery. The Isopure Company, LLC, which makes nutritional products, developed Isopure Plus Zero Carb Protein Drink to help bariatric surgery patients get the protein they need during their recovery and beyond. Unlike other nutritional drinks, Isopure Plus is clear, fruit-flavored and never thick or milky. Bariatric patients can drink it during any phase of recovery, and it provides 15 grams of high-quality whey protein and all eight amino acids in a single, 60-calorie, eight-ounce serving. The drink is lactose-, gluten- and fat-free and comes in two flavors -Alpine Punch and Grape Frost.

San José, CA he San José Mexican Heritage Festival and History San José, in partnership with the City and County of San Francisco’s Treasure Island Development Authority (TIDA), Wells Fargo Bank and the City of San José, will open “Pageant of the Pacific - Miguel Covarrubias and the 1939 World’s Fair Murals” at San José City Hall on Wednesday, September 15. Three of these exquisite murals by Mexican artist Miguel Covarrubias, restored in 2005 by the Government of Mexico, will be unveiled for the first time in the United States in nearly ten years. Covarrubias was a major contributor to 20th Century theatre design, illustration, the fine arts and cultural anthropology on both sides of the border. He was a confidante of Mexican greats Diego Rivera and Frida Kahlo, a painter of great talent and a caricaturist for Vanity Fair and The New Yorker in the hey day of the 1920’s “Smart Set.” He was an anthropologist and geographer as much as he was an artist and these murals, created for the 1939 Golden Gate International Exposition (GGIE), are a magnificent blend of all of his interests in both documenting and visually interpreting the communities of the world. Originally created by Covarrubias in 1939 for exhibition at the Pacific House of the GGIE held on Treasure Island, this historic exhibition will present three of six murals commissioned for the fair, along with rare examples of Covarrubias’ artwork from the private collection of collector and Covarrubias expert, Adriana Williams. The full mural set, entitled “Pageant of the Pacific,” comprises six individual murals: “Peoples of the Pacific”, “Economy of the Pacific”, “Native Dwellings of the Pacific Area”, “Native Means of Transportation in the Pacific Area”, “Fauna and Flora of the Pacific Area”, and “Art Forms of the Pacific Area”. After the close of the GGIE the mural set was sent to the Museum of Natural History in New York City. Subsequently, the set was returned to San Francisco, where five of the six murals were hung at the World Trade Club at the Ferry Building under the stewardship of the Port of San Francisco.

Aprenda a usar los inciensos Por Mario JimĂŠnez Castillo El Observador

Q

Pro teams give back to community By Osvaldo Castillo El Observador Athletes entertain and inspire their fans to do their best regardless of the obstacles they may face. They are the icons, idols and heroes of several societies throughout the world. They are also heroes because they give back to the community by volunteering their time and by handing out grants to aid unprivileged students pursue their dreams of receiving a higher education. On Tuesday, September 7, members of the Bay Area sports community gathered at the Fairmont in downtown San Jose to recognize five sports clubs for all the work they have done for several communities throughout the Bay Area. The teams included the San Jose Sharks, Oakland A’s, San Jose Earthquakes, FC Gold Pride and San Francisco 49ers. “These teams have done so much for all of our communities throughout the Bay Area. They have taught our children how to stay out of trouble and how to be better people,” said Pat Dando, President and Chief Executive Officer of the San Jose Silicon Valley Chamber of Commerce. “These teams also serve as economic engines for our communities by driving business to our cities.”

The Oakland A’s help out the community by holding its annual Pink Ribbon Campaign which raises money for breast cancer research. Over a million has been raised since the program was initiated. The San Jose Sharks have given back to the community by handing out over $4.1 million. “The Sharks have also helped by bringing Christmas to those who could not afford it and by visiting children at hospitals,” said Dan Rusanowsky, Radio Play-By-Play Broadcaster. The event also included a discussion about the possibilities and benefits of bringing not one, but two major sport teams to Santa Clara County. The teams mentioned in the discussion were the Oakland A’s and the San Francisco 49ers. “The coliseum is a multi-use coliseum,” said former A’s player Ray Fosse. “The A’s share the stadium with the Raiders. It would be nice to have a stadium for the A’s that was as nice as other major league parks.” Jed York, President of the San Francisco 49ers, said that he too would like to have a nicer stadium for his team. “We are still in the process of making this a reality but we believe we can get this accomplished sometime in the near future,” York said.
