Portraits of Success celebrates 25 years By Osvaldo Castillo El Observador or the past 25 y ears, the Hispanic Development Corporation has r ecognized the achievements of Latinos who have overcome obstacles in their liv es and have given back to their communities in a variety of ways. These years’ honorees have demonstrated excellence and perseverance in the fields of law, medicine, safety and management. This year’s recipients are Captain J.R. Gamez of the S an Jose Police Department, D r. Hec tor L. C ervantes, Judge

Katherine L ucero, Rober t P inon, Cruz Tapia and Captain Patricia Tapia, both of the San Jose Fire Department.

Captain J.R. Gamez, San Jose Police Department J. R. Gamez has had a dynamic 24year law enforcement career. He currently ser ves as the C aptain, Western Division, City of San Jose; the largest geographic and most densely populated division. As the Homicide C ommander, he supervises a staff of 28 homicide detectives, C.S.I. investigators and administrative personnel . He cr eated and developed an Internet site that features the Departments cold cases. SJPD is the first major police department in California to feature its cold cases online. In addition, J.R. developed and collaborated with the Museum ofTolerance, which is a unique cultur al awareness program that enables law enforcement and community members to developing strong working relationships. Dr. Hector L. Cervantes

Dr. Cervantes, D.P.M. (Doctor of Podiatric Medicine) specializes in therapy for diabetes, especially as it affec ts the foot and ankle. It is the most c ommon disease that impacts the Latino community. He has established his medical practice on McKee Road in San José. Dr. Cervantes often speaks to the community to educate them on the perils of diabetes and how one can c ome into equilibrium with its disease processes. He is especially c oncerned with the youth of today who are now getting this dreadful disease at such an early age due to their poor diet and lack of exercise.

Judge Katherine Lucero Judge Katherine Lucero sits today as Supervising Judge, Juvenile Dependency Court, where she oversees hundreds of cases involving abused and neglected children. She initiated the South County Dependency Court calendar; the F amily Wellness Court for drug exposed infants and toddlers; and established the Girls Court, which has e xpanded to a Teen Court to include high risk teen boys. For the last 18 years, Judge Lucero has served on numer ous committees, panels, boards, councils, and projects on behalf of the community. She is a current member and past Chair of the S anta Clara County Domestic Violence Council and is in volved with the S anta Clar a County Gr eenbook’s C ultural C ompetency Initia tive with an emphasis on Community Engagement.

Robert Piñon of Springer Collision Center Robert Piñon is a model employee of Springer Collision Center in San José. He represents all the characteristics a person should possess such as dedica tion, integrity and hard work. As a former student of CCOC (Central Occupational Center), he encourages youth to take courses that will give them the technical skills to land a job in the vocational trades. Robert believes in giving to those who are less fortunate. Robert has dedicated his time and t o man y w orthy causes and has brought along both his immediate and extended family to help in these endeavors.

Cruz Tapia, San José F ire Department Fire Engineer (retired) Cruz Tapia, Jr. is a San José Fire Department Fire Engineer (retired). Because of his commitment to developing and improving the Department’s response to all hazardous materials, San José now has the best elite hazardous materials response capability in the nation. In addition to the development of his knowledge about hazardous materials, Cruz also developed a love of teaching. He earned a teaching credential and is a highly sought after premier instructor in the United States and Canada. For 20 years, he has provided instruction to firefighters in man y c ountries including Mexico, Dominican Republic, and Costa Rica.

Patricia Tapia, Captain, San José Fire Department Patricia is the first Hispanic woman promoted to the rank of Captain in the history of the San José Fire Department. Patricia works towards results that are oriented to professional process improvement which ensur es impr oved performances throughout the Fire Department. Captain Tapia has also made time to be a member of L os Bomberos de Northern California (LBNC) for the past 25 years. For the last 3 years she has been the President of the Bomberos of Northern California. Under her leadership and as a bold role model, Los Bomberos de Northern California increased their membership in the Fire Department and has provided guidance and support to those pursuing promotional opportunities.

Campaña educativa para el voto inmigrante

Tools for Change: Carry the Vision Conference By Dave Cortese Supervisor Santa Clara County

I

am excited to announce a great event, the Carry the Vision Community Nonviolence Conference. I would like to extend an invitation to you to attend this enlightening conference which gathers hundreds of people from diverse sectors of the community who share a common goal to realize the potential of our human family to build a world that supports the well being of all. A partnership of the Center for Spiritual Enlightenment, Santa Clara University and my office, this year’s conference will be held on Saturday, October 16th from 10:00 AM to 4:00 PM at Santa Clara University, 500 El Camino Real, Santa Clara. We are supremely blessed to live in the Valley of Heart’s Delight, amidst great innovation, multiculturalism and willingness of everyday residents to pitch in to make their neighborhoods and community a better place to live, work and play. But we are not immune to certain realities of the world that are occurring in our own backyard, such as school bullying, gang violence, domestic violence and racism, to name a few. I have seen these firsthand - during my tenure as a school board member and city councilmember, and now as a county supervisor. It’s both sickening and saddening to see some neighborhoods plagued by cycles of violence where we should be building generations of leaders. Families and neighborhoods plagued by violence often end up in the juvenile dependency, juvenile delinquency and safety net systems – so the need for local government to play a role in stemming the tide of violence cannot be overstated. Many great leaders, including Ghandi, Dr. Martin Luther King, Jr. and Cesar Chavez, have used the tools of nonviolence to enact change. This conference seeks to teach these tools of nonviolence to local community members who see a need for change. Ghandi, King and Chavez had noble goals. However these tools can be used

within your community to reduce the impact of gangs, help victims of domestic violence and create harmony. In previous years, we have had great keynote speakers such as Arun Ghandi, Dolores Huerta and Yolanda King, among others. This year we are joined by the world renowned speaker, Father John Dear, S.J. A Peace Activist and Author, Father John Dear has been nominated for the Nobel Peace Prize by Archbishop Desmond Tutu. In his dedication to nonviolence, Father Dear travels the world, illustrating the power of nonviolence through both his words and actions. Also speaking will be Reverend Dr. Bernard Lafayette, a longtime civil rights activist, organizer and authority on nonviolent social change. He worked with Dr. Martin Luther King, Jr. in the civil rights movement. In addition to these great speakers, there will be workshops and panel discussions to discover the inspiration to take simple but profound steps toward hearing each other and healing our earth. There will also be an all day summit for youth – where they will learn how to bring tools of nonviolence back to their streets and their schools. The conference is designed to have participants inspire each other by discovering how the human values of caring and compassion can fuel our commitments to deep and profound change. By taking part, you can learn the simple tools that all the great leaders for change utilized. These tools of nonviolence will allow you to take the actions within your life to make changes in your communities. It is the power of the individual within the community that can enact the greatest change. I am truly excited about this year’s program, and I hope that you will be able to attend. Pero para esto tiene que estar instruida para entender lo que contiene las balotas, las preposiciones y medidas que definirán el futuro de sus familias. También los votantes tienen que elegir al próximo gobernador de California y el destino de éste estado. “Para preparar y educar a nuestros votantes y nuevos votantes se ha establecido la nueva coalición que se ha unido con la Movilización del Voto Inmigrante (MIV) y que se llama “Inmigrantes Voten”, dijo Evelyn Sánchez coordinadora de Somos Mayfair. Entre septiembre y noviembre se van a reclutar voluntarios para ayudar a orientar a los votantes sobre la Proposición 24 (terminar las lagunas de impuestos empresariales), La Proposición 25 (Voto mayoritario para un presupuesto punctual) y la Medida A del Con-

dado de Santa Clara (voto para mantener a nuestros niños saludable a través de Healthy Kids). Los inmigrantes en California tienen poder de voto. En el Condado de Santa Clara 746,000 son votantes y 296,000 o el 39% son votantes inmigrantes. Los inmigrantes constituyen el 38% de la población del Condado de Santa Clara. Jack O’Connell Thanks Governor For Signing Emergency Education Funding Bills

S

ACRAMENTO.-State Superintendent of Public Instruction Jack O’Connell thanked Governor Arnold Schwarzenegger and Lt. Governor Abel Maldonado, who is acting governor while Schwarzenegger is in Asia, for signing into law Senate Bill (SB) 847 and Assembly Bill (AB) 185. The two bills authorize the state to distribute federal education funds and take effect immediately. “I applaud Governor Schwarzenegger and Lt. Governor Maldonado for getting the job done on behalf of ----students, teachers, and schools that have been battered by years of budget cuts,” said O’Connell. “The signing of these two bills into law could not have come at a better time, just as millions of students go back to school. These funds will save and protect thousands of important jobs in California schools and provide the dual benefit of stimulating our economy, and helping students reach their full potential.”

California’s Constitution requires that without a state budget, any appropriation bill, like SB 847 and AB 185, may not be sent to the governor’s desk unless the governor requests them by a formal letter. Governor Schwarzenegger made the request yesterday to send SB 847 and AB 185 to him, because they constituted emergencies. SB 847 was coauthored by state Senate President pro Tempore Darrell Steinberg (DSacramento), Assembly Speaker John A. Pérez (D-Los Angeles), and Assembly member Tom Torlakson (D-Contra Costa). The measure provides the California Department of Education (CDE) with the authority to allocate $1.2 billion from the federal Education Jobs Fund to school districts. SB 847 is estimated to save 16,500 education jobs in California. These funds will be distributed based on the state’s revenue limit formulas.

PG&E Establishes 'Rebuild San Bruno' Fund SAN BRUNO, Calif.

P

acific Gas and Electric Co. (PG&E) today announced the creation of the "Rebuild San Bruno Fund," which will make available up to $100 million for the residents and city of San Bruno to help them recover from last Thursday's tragic event. PG&E Corporation Chairman, CEO and President Peter Darbee and Pacific Gas and Electric Company President Chris Johns met with San Bruno Mayor Jim Ruane and San Bruno residents to announce the fund and pledge their commitment to rebuilding San Bruno, which includes covering the city's costs associated with its response to the event. "We know that no amount of money can ever make up for what's been lost," said Darbee. "This program is just one piece of our promise that PG&E will live up to its commitment to help rebuild this community and help the people of San Bruno rebuild their lives." To administer these funds on behalf of the company, PG&E will partner with government officials, community leaders and organizations, including the American Red Cross and the United Way of the Bay Area. Funds will be used to provide both immediate and longterm support to San Bruno residents and the city for three primary purposes: • Ensuring that residents are reimbursed for costs or losses that may not be covered by their insurance. • Providing additional direct immediate financial assistance, in the form of cash disbursements, to residents in the affected area. • Reimbursing the city of San Bruno for costs it incurs to respond to this incident and to rebuild or repair public infrastructure and facilities. PG&E today provided San Bruno officials with an initial check for $3 million to help compensate the city for its estimated expenses incurred to date. The company is also taking immediate steps to provide assistance to affected residents. For residents in the affected area, PG&E will provide disbursements of $15,000, $25,000, or $50,000 per household depending on the extent of damage incurred. Residents are not being asked to waive any potential claims in order to receive these funds. Also, these funds are being provided in addition to the company's ongoing provision of funds to ensure affected residents continue to have access to temporary housing and other basic necessities. "We are here today, and we'll continue to be here," said Johns. "We are going to be here as long as it takes and do whatever it takes to help the people and the city of San Bruno rebuild their lives and their community." Intocable lanza su sencillo

pocos dĂ­as de su visita a la ciudad de San JosĂŠ para el Festival del Mariachi 2010, el grupo “Intocableâ€? presentĂł su mĂĄs reciente sencillo “Robarte un besoâ€?, que se desprende del nuevo material discogrĂĄfico, que lanzarĂĄ al mercado el prĂłximo 21 de septiembre y anunciĂł la salida definitiva del bajista FĂŠlix Salinas. La banda originaria de Zapata, Texas, destacĂł que el mĂşsico abandona las filas de Intocable, por motivos de salud, por lo que cada uno de sus compaĂąeros en voz del lĂ­der y fundador, Ricky MuĂąoz, le desean una pronta recuperaciĂłn, pese a que su retiro es permanente. “Lo vamos a extraĂąar, pues ademĂĄs de ser un gran mĂşsico, fueron mĂĄs de 11 aĂąos los que convivimos con ĂŠl, desde su regreso a la agrupaciĂłn en 1999, pues ya habĂ­a estado previamente con nosotros.
