Opinion

A Dream Deferred W

ashington, DC—NCLR (National Council of La Raza), the largest national Hispanic civil rights and advocacy organization in the United States, expressed profound disappointment that long-awaited Senate action on the “Development, Relief, and Education for Alien Minors (DREAM) Act” was thwarted in a procedural vote by Senate Republicans. Not a single Republican senator voted to open debate on the “Department of Defense Authorization Act of 2011” (S. 3454), which contained the “DREAM Act” as an amendment. “For years, we have fought for this long overdue day. We have seen an overwhelming outpouring of support for the ‘DREAM Act’ from business, military, religious, civil rights, and immigrant organizations and education leaders from throughout the country, as well as incredible leadership from young students. The ‘DREAM Act’ earned the right to be discussed on its merits before the Senate. We are deeply frustrated that Senate Republicans did not see it fit to give the legislation that opportunity,” said Janet Murguía, NCLR President and CEO. “While we await progress on comprehensive immigration reform, the very least we can do is give these remarkable young people the opportunity

These Are Pivotal Times

to contribute all they can to our country’s well-being, to its defense, and its future,” Murguía continued. The “DREAM Act” would allow young members of our society—who were brought here as children through no decision of their own, have grown up in our country, demonstrated good character, and excelled academically— to earn legal residence by serving in the military or completing two years of college. The measure was endorsed by the fiscal year 2010–2012 Strategic Plan for the Department of Defense’s Office of the Undersecretary for Personnel and Readiness to help the military “shape and maintain a mission-ready All Volunteer Force.” “More than a dozen so-called supporters of the ‘DREAM Act’ chose to use a procedural maneuver to avoid an up-or-down vote on the legislation, keeping the lives of young people in legal limbo. Some senators might think that they can flip-flop on this issue or hide behind such Washington-speak as ‘I support it but I won’t vote for it.’ They should be advised that the Hispanic community will not stop its push for the ‘DREAM Act’ and broader immigration reform, and the rapidly growing number of Latino voters will remember this vote in November,” Murguía concluded.

hese are pivotal times wherein a largely disgruntled electorate is grumping about the state of the economy. If the electorate votes their fears and emotions then America will definitely suffer even more. It is essential that registered voters really separate the massive amount of ‘news’ and ‘information’ which is really someone’s interpretation. Poll projections and opinions concerning any particular public policy topic are placed in the public’s view by those who strive to influence public opinion. The reality is that all levels of government, local, state, and federal, are simply BANKRUPT. Current tax revenues do not meet the current obligations of government. All levels face enormous deficits because of a series of private sector business decisions that have been implemented without regard to the impact on the American labor force and its ability to continue to support the American consumer economy. Since 1975, a series of policy decisions enabled corporations to stash their cash offshore where it was not taxable. Also, during the Reagan administration, the interest paid on credit card balances became a non-deductible personal expense. Over these years taxes paid by corporations actually fell compared to those paid by individuals taxpayers. Individual taxpayers became the ‘beast of burden’ that kept on paying more taxes while corporations, with their lawyers and lobbyists, kept on seeking more and more subsidized ‘profitability’. The electorate must face the reality that the recent wars, from Desert Storm to the current Afghanistan nation-building effort, were largely funded by the Republican Administration with funds borrowed from international sources. An outcome is China now holding U.S. Treasury notes worth about $700 billion. The Democratic Clinton administration left a surplus that quickly became a huge deficit under the Republican Bush Administration. It was during the ‘no government oversight’ approach of the George W. Bush administration that their failed fiscal policies led to the near-financial system collapse caused by those ‘derivatives’ whose true market value was totally misrepresented. The result was that truthful integrity necessary for financial exchanges became totally suspect. These are pivotal times. The voter, whose largest financial exposure is a mortgage, millions of which are ‘underwater’ today, must realize that the domestic American economy has been prevented from collapsing by the bail-out funding which helped Wall Street,

but did not deal with Fannie Mae and Freddie Mac, because of the minority Republican ‘NO’ partisan approach to any corrective public policy proposed by the Obama administration. Remember, the Republican minority in Congress refused to provide funding for unemployment benefits just recently. Today, many politicians are presenting proposals about creating jobs because that is what the 12% unemployed need urgently. Think about it…jobs are in factories which produce a product which consumers purchase. Under the Republican administrations, much manufacturing has been relocated offshore. The recent record reveals partisan Republican Senators voted against the energy-climate legislation, which was needed to scale up U.S. produced clean energy technology. This left American industry at a distinct disadvantage in the next global high tech industry. Thomas L. Friedman (New York Times, October 19, 2010) states, “While American Republicans were turning (global) climate change into a wedge issue (A JOKE), the Chinese Communists were turning it into a work issue (JOBS).” The outcome is that solar panels are “Made in China” rather than manufactured here in Silicon Valley where solar panels being installed are not produced by America’s skilled labor. The Republican Party seems to be taking care of profit oriented corporations rather than being concerned with continuing the pre-eminent leadership of America as the world’s most successful economy and democratic government. During the past 19 months the Obama administration has prevented a global economic collapse that would have caused a second Great Depression. Financial industry, especially credit cards, have new updated rules to follow; a national health care policy was established; education reform is being implemented with science, technology, engineering and mathematics being emphasized, and it is beginning to address the credit needs of small businesses. These accomplishments must be credited to the Democratic majorities in both houses of Congress. The Democrats must strive to achieve a filibuster proof majority in Congress this coming election day, Tuesday, November 2, 2010. What can the individual registered voter do? First of all, learn the facts and truths which impacts your financial situation. Secondly, ask the question: “Which party, Republican or Democratic, has done the most for me? Which party is best at creating JOBS? And then vote accordingly because these are pivotal times.Δ

Caring for our elders

Community members gathered at the Quinlan Community Center in Cupertino to discuss and learn techniques to prevent elder abuse. By Osvaldo Castillo El Observador.com

O

n Tuesday, September 21, The County of Santa Clara’s Social Services Agency and the Department of Mental Health partnered with The Archstone Foundation Protecting Our Elders: an Interfaith Response to Elder Abuse and Neglect Project, to present the annual Protecting our Elders Summit 2010. The summit was held at the Quinlan Community Center in Cupertino. “Our goal was to get at least 100 participants to attend this summit but we managed to attract over 300,” said Betty F. Malks, Director, Santa Clara County Department of Aging and Adult Services. “We hope these participants will be able to take what they learn about elder abuse at this summit and apply these skills in their everyday lives.” Projections indicate that in Santa Clara County the population of older adults will double between 2000 and 2020, from approximately 220,000 to 428,300. The County of Santa Clara receives an average of 2,700 reports of different types of elder abuse per year. Victims of elder financial abuse have a three times higher mortality rate than those who are not victims. “Less then 10 percent of all financial abuse situations are ever reported to the authorities,” Malks said. Many elder abuse, neglect and self-neglect

victims have mental health issues and need services. In Santa Clara County, seniors (60 years and over) comprise approximately 13 percent of the population (approximately 230,000 individuals). The most prevalent mental health problems among seniors are depressive disorders (42.1 percent of older adults who received services in 2003). National data shows that elder abuse occurs primarily at home. Most likely perpetrators are adult children of the victim, spouses and other relatives, but these crimes are the least reported and prosecuted. “The other types of elder abuse are , neglect by a care giver, material exploitation, emotional, psychological and physical abuse,” Malks said. The goals of the summit included: helping participants understand the correlation between elder abuse/neglect and care giver/receiver stress; to help participants understand their individual and collective roles in supporting elders and to be compelled to move forward with action plans that prevent elders from being abused. “Only about 20 percent of elder abuse cases are ever reported, so we want to make sure our elders do not remain quiet,” Malks said. “ We want them to report the abuse and to not be ashamed of what has or is happening to them.” For more information visit www.protectingourelders.net.

San Jose High Opens $6 Million Engineering Building

S

an Jose, CA. San Jose Unified School District opened the world of engineering to students at San Jose High School. The school has a new $6 million, 13,000 sq. ft. Career Technical Engineering Building. As you stand inside the building and your eyes gaze towards the ceiling, you become completely immersed in the world of triangles, trapezoids and parallelograms, all created by cross beams, trusses, HVAC ducting, network cables and switches. The open architectural design and structure is an ingenious use for the practical teachings of math & science, but as a bystander you become part of a masterful work of art. San Jose High is located at 275 North 24th Street San José, 95116. The amazing new architectural structure is located at the end of Bulldog Boulevard.

Prop. 1D: CTE School Facilities grant funded San Jose High’s CTE Engineering $6 million building. Proposition 1D was passed by California voters and $500,000,000 became available for this purpose. Specifically, the measure allows for eligible schools to apply for new construction funding, remodeling and reconfiguration funding and/or funding for CTE equipment. The grant required matching funds. Currently 572 students are enrolled in courses such as: Engineering Design, Principles of Engineering, Digital Electronics, Biotechnical Engineering, and Engineering Design and Development (Senior capstone course). Additional courses such as Civil Engineering and Architecture, Aerospace Engineering, and Computer Integrated Manufacturing (CIM) will be added in the future.

Include Recovery Time In Your Exercise Plan

(NewsUSA)

W

hen you think about getting in shape, you might flash back to '80s movie montages of jogging up stairs, hitting punching bags and practicing martial arts moves. But if the movies had it right, they'd also show the hero kicking back with a glass of chocolate milk -- when it comes to getting in shape or improving performance, recovery time is just as important as working out. Exercise creates micro-tears in muscle

fibers. The body repairs those muscles, making them stronger than they were before the workout. But muscle repair takes time. If you exercise before your muscles recover, you increase the damage. Over a period of time, you'll actually sabotage your performance by repeatedly breaking down muscle without giving it a chance to rebuild. The faster your body can recover after exercise, the stronger you'll get, because you'll be able to exercise at a higher level more frequently. Here are some tips for improv-

ing muscle recovery for better performance: * Fuel your muscles. Muscle recovery starts right after a workout, so you should give your body the nutrients it needs to rebuild muscle as soon as possible. Drink water and electrolytes immediately after exercise. Exercise uses up muscles' glycogen energy stores, so replenish them with simple carbohydrates. Make sure to eat protein within two hours after working out. In one study, those who drank chocolate milk after exercise recovered more quickly than those who drank a sports beverage, probably due to milk's balance of minerals, carbohydrates and protein. * Increase circulation. The more blood going to your legs, the better. Stretching and massage can help your muscles release toxins. You may also want to try a pain-relieving liquid, such as Absorbine, Jr. (www.absorbinejr.com). The natural herbal formula provides temporary relief from muscle aches by improving circulation and reducing pain, so you can speed up your recovery time and get back to your sport. * Rest. Getting a full eight hours of sleep will help your body recover. On a similar note, give your body time to rebuild between workouts. Most athletes include one or two recovery days in their training programs, when they will either not exercise or will perform a low-intensity activity, such as walking.

Alex Ubago a quien muchos fanáticos extrañaban.

os Lobos are an American Chicano rock band. They are three-time Grammy Award winners. Their music is influenced by rock and roll, Tex-Mex, country music, folk, R&B, blues, and traditional Spanish and Mexican music such as boleros and norteĂąos. Mexican-American roots-rock group Los Lobos has been performing and releasing albums since the late 1970s. The band's first noteworthy public appearance occurred in 1980 at the Olympic Auditorium in Los Angeles when they were hired by David Ferguson and CD Presents to open for Public Image Ltd. In the late 1980s and early 1990s the band toured extensively throughout the world, opening for such acts as Bob Dylan, U2 and the Grateful Dead. Los Lobos returned with The Neighborhood in 1990, and the creative and wildly experimental Kiko (produced by Mitchell Froom) in 1992. In 1991, the band contributed a lively cover of Bertha, that which they often performed live, to the Grateful Dead tribute/rain forest benefit album Deadicated. In 1994 they also contributed a track, Down Where the Drunkards Roll, to the Richard Thompson tribute album Beat the Retreat. Los Lobos signed to Hollywood Records in 1999, and released This Time. Hollywood also reissued 1977's Del Este de Los Angeles. In 2000, Rhino/Warner Archives released the Cancionero: Mas y Mas boxed set. In 2002, the band released their Mammoth Records debut, Good Morning Aztlan; they re-

leased The Ride in 2004. The Ride featured artists such as Tom Waits, Mavis Staples, Bobby Womack and Elvis Costello covering Los Lobos music along with the band. Los Lobos released its first full-length liveshow DVD Live at the Fillmore in 2004. The DVD captures the band's act over a two-day period in July at the famed San Francisco venue. In September 2006, Los Lobos released The Town and the City (Hollywood Records) to much critical acclaim. The album's lyrics deal with Louis Perez's childhood in East Los Angeles while the music portrays complex and original soundscapes reminiscent of their previous release Kiko. Cartoonist Jaime Hernandez did the artwork for the album. The album is told in the first-person, with each song serving as an episodic step. In 2007, the group performed the song Billy 1, Bob Dylan's cover from Pat Garrett & Billy the Kid album, recorded in I'm Not There soundtrack. In 2009, the group released an album of Disney covers, Los Lobos Goes Disney (Disney Sound). Also in 2009, the group participated in a tribute album to the late Doug Sahm, Keep Your Soul: A Tribute to Doug Sahm (Vanguard Records). Cesar Rosas and David Hidalgo were featured artists in the Experience Hendrix Tour in 2010. Also in 2010, the group released the album Tin Can Trust. Los Lobos will sing on Sunday September 26th at the Cesar Chavez Plaza. Δ
