Chavez dijo que es un delito pagar con retraso pero de todos modos cada caso es particular y temas como estos deben ser denunciados. “Empleadores toman como pretexto a la crisis económica y no hay justificación para no pagar o pagar con retraso a sus empleados”, agregó Chávez Durante la Semana de Derecho Laboral se repartió información a todos los mexicanos que visitaron las oficinas consulares para gestionar algún trámite. En estos talleres se orientó a todos de cómo presentar una queja ante las oficinas fe derales y estatales del trabajo; el derecho a un área de trabajo segura; compensaciones por lesiones en el trabajo; el derecho al salario

he recent recall of over half a million eggs due to salmonella is an important reminder that we are always at risk of illness. With the ease of travel and the globalization of the world’s economies, infections and other diseases are able to spread rapidly. It is for these reasons that it is more important than ever to have health insurance. Unfortunately, for a wide variety of reasons, health insurance is not affordable for everyone and sometimes even with insurance, not all prescriptions or services will be covered. Therefore, I am happy to announce that there is a program in place that will help to reduce at least a portion of your health care costs. This is the prescription discount program which I helped to bring to the county. This program is brought to you by Santa Clara County in partnership with the National Association of Counties. It is FREE and open to everyone who lives in Santa Clara County. There are no income or eligibility requirements. In the end, you could save, on average, 22% on the cost of your prescription medications. In order to participate, you will need a prescription discount card. This card is available at your local county buildings, can be downloaded, or can be mailed to you. The card is FREE and there is NO monthly service fee for participating. Your personal information will be kept 100% confidential. You will be pleased to know that no public records are kept. The prescription discount card will allow you to get a discount at more than 200 participating pharmacies in Santa Clara County. Many of the pharmacies you are familiar with like Walgreens, CVS, and COSTCO participate in the program. With this card, the pharmacist will automatically give you a discount on their regular prescription price. There are no claim forms to fill out or mail in. There is no limit on how many prescriptions can be purchased at the discounted price so one card may be enough for your whole family. The best part about this program is that you can use it at your convenience. Already have insurance that covers prescription medications? This program may still help you save. Although, the prescription discount card won’t give you a discount on your insurance company’s negotiated pharmacy rate, there may be medications that are not covered under your current insurance plan. The prescription discount card can be used for a discount on those medications not covered by your insurance plan giving you more options overall. Sound like a great deal? It gets even better. The prescription discount program includes a mail order prescription service that can save you up to 50% on the cost of your regular medication. Two members of that team are in the audience….my wife, Betty Morales who is the Vice-President and Treasurer of EO and Ms. Monica Amador who is EO’s Chief Operations Officer. El Observador supports CET and believes it has a great future. Again, I thank you very much. Muchísimas gracias.” This past Sunday, August 29, 2010, while attending the installation of officers and scholarship awards by the Kiwanis, Pueblo de San Jose, Ms. Gloria Torres, President, made a contribution to be applied to the training of the next journalism intern. I was very surprised. It took a few moments to gather my thoughts. Then I made the following statement: “Kiwanis, Pueblo de San Jose, has been making supportive contributions to El Observador Foundation, the IRS 501-c-3 non-profit which my wife, Betty and I have operated since 1986. Through this foundation, we have counseled, trained and assisted more than 100 individuals. Most are youths who need assistance in completing the academic program leading their professional degree. But I want to say here what I did not say last Friday at the 43rd CET Anniversary event. “We live in a valley formed by natural forces and blessed by God. The fertile soil and temperate climate allowed for the cultivation of anything. Many orchards were established. Our Latino community labored in those orchards harvesting the fruits and produce being grown there. It was called the “Valley of the Heart’s Delight”. Then develop-

ment occurred which resulted in the renaming of this valley as “Silicon Valley”. In that same valley exists today a community where 80 years ago, Mexican=American parents would advise their youth “Sal si Puedes” (Get out if you can). In this same community CSO (Community Services Organization) hired an entry level worker named Cesar Estrada Chavez, who in due course worked and learned his craft of organizing. Today he is known and respected for having organized the United Farm Workers of America. Chavez transformed “Sal si Puedes” to Si Se Puede” which has been our mantra since. It has been some 17 years since Cesar Chavez died. We are looking back today when we use the “Si Se Puede” (Yes, we can) mantra. “I recommend that, as a community, we begin to look forward into our common future here and begin to use the mantra “Juntos Hacemos Más” (Together we can do more). These two events, CET and Kiwanis, are evidence that our community can do more when its leaders collaborate, coordinate and focus its private resources. El Observador will facilitate that information distribution process. It is especially ur-
gent that we begin to depend less on local, state, and federal government agencies because the elected officials therein are dealing with a bankrupt system. All levels of government these days are operating under severe deficits. So in our community we must take care of our own using non-profit organizations. Our tax dollars take a couple of years to return to our communities of need. Then these dollars come back as ‘65 cent dollars’ because government agencies use 35 cents to pay for their costs. We can make tax-deductible contributions to local non-profit community based organizations which comply with the IRS non-profit standards of compliance. This simple redirection of our money will result in our communities benefiting more quickly at a higher level from our dollars. We are capable of helping ourselves in response to community needs in a manner that is more responsive and efficient. This community must begin to do just that. You may support the non-profit of your choice. I recommend that you support the community services of CET, Kiwanis, Sacred Heart Community Center, MACSA. From fair wages to medical benefits, the contributions by many Americans have spread throughout the world. Labor Day is usually celebrated on the first Monday every September and pays tribute to the contributions workers have made to the strength, prosperity, and well being of our country. According to the U.S. Department of Labor, the first Labor Day holiday was celebrated on Tuesday, September 5, 1882, in New York City, in accordance with the plans of the Central Labor Union. The Central Labor Union held its second Labor Day holiday just a year later, on September 5, 1883. The form that the observance and celebration of Labor Day should take were outlined in the first proposal of the holiday — a street parade to exhibit to the public "the strength and ‘esprit de corps’ of the trade and labor organizations" of the community, followed by a festival for the recreation and amusement of the workers and their families. This became the pattern for the celebra-

Still later, by a resolution of the American Federation of Labor Convention of 1909, the Sunday preceding Labor Day was adopted as Labor Sunday and dedicated to the spiritual and educational aspects of the labor movement. The character of the Labor Day celebration has undergone a change in recent years, especially in large industrial centers where mass displays and huge parades have proved a problem. This change, however, is more a shift in emphasis and medium of expression. Labor Day addresses by leading union officials, industrialists, educators, clerics and government officials are given wide coverage in newspapers, radio, and television. Today Labor Day is celebrated in several ways; most notably by having a Bar-BQue. Hamburgers, hot dogs and steaks are thrown on the grill while families and friends gather and enjoy each other’s company. Some Latinos like to add a Latin flavor to the Holiday by cooking carne asada. Labor Day is the result of several efforts and achievements by American workers. Medidas simples para mejorar su salud (ARA) i a usted le han diagnosticado diabetes in particular la de Tipo 2-seguramente le habrán indicado que debe hacer algunos cambios significativos en su estilo de vida para preservar su salud. Dichos cambios pudieran parecer difíciles, incluso para las personas más disciplinadas. Numerosos diabéticos estadounidenses sufren además de neuropatía, una sensación quemante y de hormigueo provocada por el dolor de nervios (o dolor neuropótico), que afecta en la mayoría de los casos la zona de los pies. El dolor de nervios puede hacer casi imposible la incorporación de los ejercicios a la vida cotidiana, independientemente de lo disciplinados que podamos ser. Kids and Teens * It's okay to give kids treats once in awhile, but try to stay away from sugary drinks, which bathe the teeth in sugar with every swallow, and sticky foods that cling to teeth. Have children drink water to rinse out their mouths after they eat sweets. * Have kids wear mouth guards to prevent broken teeth and injuries to the lips, tongue, face and jaw. Adults * Talk to your dentist before using a teeth whitening product to ensure safety and effectiveness. * Limit tobacco use. Smoking or chewing are more likely to cause serious oral diseases, including periodontitis and cancer. Older Adults * Don't let arthritis prevent good oral hygiene. Use a power toothbrush and pre-threaded flossers. * If you experience dry mouth, talk to your dentist. Lower saliva production has been linked to a higher risk of tooth decay. How you can tell the difference between allergy and a cold
(ARA) visit with your doctor is the best way to determine whether you have a cold or an allergy. While allergy symptoms and cold symptoms are

very similar, there are some signs to look for if you want to know the difference. 1. Take a look at the color of your nasal discharge, mucous or saliva. Both allergies and colds cause a runny nose,
but for cold sufferers, the discharge is usually green or brown - which is a sign of an infection. "If the mucous is clear - it is probably an allergy," says Dr. Carl Wurster, chair, Allied Health Depart-
ment, at Brown Mackie College - Boise. The allergy comes from an allergen, while the cold indicates exposure to a virus. 2. Allergy sufferers do not generally have to deal with body pain, but if you have a headache and feel lots of aches and pains, it's probably a cold. If you have a viral cold, you'll also experience fatigue and a severe sore throat. "A mild sore throat may accompany an allergy, but with a cold you could lose your voice and have hoarseness. It is rare to be hoarse with allergies and lose your voice," adds Wurster. 3. Check your calendar and keep track of how long you've been sneezing or feeling sick. A cold can last up to two weeks. Allergies are often seasonal, especially if the trigger comes from grass or tree pollen. "If your allergy comes from something inside your house like, mold, or dust - the symptoms can be constant or come and go - depending on the exposure level to the indoor allergy source," says Wurster. "Allergy sufferers may also have nosebleeds because pollen gets deposited inside the front of nose which triggers the sneeze reflex. Sometimes allergy sufferers have a line across the tip if their nose and puffiness under their lower eyelids because of heparin (a substance naturally
generated from the white cells of the body)," he says. 4. If your eyes, nose, throat or mouth itch, it's a sure bet that you are reacting to some kind of allergen which can come from pollen or even an allergen in the workplace or on a college campus. If your allergy stems from something in your workplace, some industries have set up "clean rooms," where employees wear "clean suits" in highlysterile rooms. Some employees feel claustrophobic in clean rooms, but people with allergies tend to like it. "With allergies, you will run a low-grade fever of 100.1 or 100.2 F. With the viral or bacterial cold your temperature will be a degree higher 103 or 104 F," says Wurster. Hay fever is the old term for allergies "because you get symptoms of a cold with a low grade fever," Wurster says. The average person does not know whether their sickness is viral, bacterial or the result of an allergen. "Allergy sufferers should consider using antihistamines at night (Benadryl)," Wurster says. "A cold will not respond to an antihistamine. Claritin and Afrin would be effective during the day because they don't cause drowsiness. Take a decongestant to prevent mucous from building up in your sinuses."
Not being able to sleep at night is another sign of an allergy. "You should elevate yourself on a bunch of pillows to get the drainage of fluid out of your head to help you fall asleep," says Wurster. Wurster says there is one good thing about having allergies. "Allergy sufferers are genetically-coordinated with high intelligence." He added that "the peak incidence of allergies can be absent from the onset of puberty to the mid20s, but can show up when the patient is in their 30s and late 40s." For cold sufferers, the key is to visit your physician because you may need antibiotics. Try to avert getting a cold. "When it first starts, rinse your nose out with salt water four to five times a day. It can prevent a bacterial cold and treat sinus infections," he says. "For some people with allergies, mucous gets backed up in their sinuses which serves as fertile ground for bacterial culture. What could have been a two-to three-day allergy can turn into sinusitis, bronchitis or a cold, which includes congestion and the risk of an upper respiratory virus infection," says Wurster who added, "It's important to visit your doctor to see if your lungs are clear." Por Susanna Zaraysky 1. Escuche y no hable Tenemos dos orejas y una sola boca. Si uno habla más que escucha, no esta siguiendo las leyes de la naturaleza. Es primordial de escuchar primero y luego comenzar a hablar. ¿Comenzaría a tocar el violín antes de oír cómo suena ese instrumento? Probablemente no. Igualmente, debe familiarizarse con la música de un inglés antes de empezar a imitar sus sonidos. Los bebés y los niños pequeños escuchan el idioma que les rodea durante su primer año de vida antes de decir sus primeras palabras. Es más natural escuchar primero y luego hablar. 2) Escuche música en inglés Encuentre música que le guste. No importa si al principio no entiende la letra. Puede empezar a cantarla siguiendo la música aunque no entienda las palabras. No sólo aprenderá el ritmo del inglés, sino que también comenzará a adquirir vocabulario. Relájese. No intente entender las palabras, limítese a escuchar. Dese tiempo para escuchar, sin hacer nada más. Su mente debe estar tranquila para absorber los sonidos. 3. Escriba la letra de las canciones mientras las escucha Cuando ya esta acustumbrado al ritmo de inglés y Ud opina que puede decifrar las pal-
abras de las canciones que escucha, escriba la letra de las canciones mientras las escucha. Tendrá que detener la música y volver atrás, o escucharla varias veces para escribir toda la letra. Compare la letra que ha escrito con la canción original y observe hasta qué punto ha sido capaz de entender la canción. Búsque las letras en el estuche del CD o en algún sitio de letras de Internet. 4. Escuche la canción en su mente Al oír canciones en su mente, las oirá en su forma original, sin su acento. De este modo ayudará a su cerebro a familiarizarse con los sonidos del idioma y los recreará en su mente antes de intentar reproducirlos físicamente. Los cantantes suelen oír las notas en su cabeza antes de abrir la boca para empezar a cantar. 5. Use los medios como sonido de fondo Escuche música mientras maneja, cuando hace las tareas de la casa, al cocinar, etc. Aunque se limite a oírla pasivamente, le ayudará a familiarizarse con los ritmos del idioma. Lo importante es ir absorbiéndolo. Lo puede hacer lo mismo con la radio o televisión como sonido de fondo. he cityâ&#x20AC;&#x2122;s airport can add a college program for its federal security officers to its list of recent accomplishments. The Workforce Institute, in partnership with the San JosĂŠ/Evergreen Community College District (SJECCD) and the Mineta San JosĂŠ International (SJC) Airport, has been selected to offer the Transportation Security Administration (TSA) training program, one of only three Homeland Security pilot programs in California. The program will offer professional and academic courses to Transportation Security Officers (TSOs) employed by the TSA. Workforce Instituteâ&#x20AC;&#x2122;s Executive Director, Carol Coen said, "As one of only three California community colleges invited to participate, the Workforce Institute is proud to have coordinated this effort between the San JosĂŠ/Evergreen Community College District and the Transportation Security Administration. San JosĂŠ City College Interim President Doug Treadway and Evergreen Valley College President David Wain Coon view Homeland Security and public safety as a clear priority for our region. This was an opportunity to provide leadership in these areas." For the first time, Transportation Security Officers (TSOs) can work toward earning a TSA certificate of completion of three new three new courses in the district (Intro to Homeland Security, Intelligence Analysis and Security Management, and Transportation and Border Security). Treadway said, â&#x20AC;&#x153;The partnership provides
a pathway for career advancement that did not previously exist for the officers. In addition, it provides a critical route toward additional higher education for those who may not have otherwise had an opportunity.â&#x20AC;? The district leadership has made it a priority to encourage the students to pursue an associateâ&#x20AC;&#x2122;s degree beyond the TSA program. Currently, only about 10% of the more than 40,000 TSA officers in the United States have an associateâ&#x20AC;&#x2122;s degree or higher and only 21% have some higher education. Coon said, â&#x20AC;&#x153;The program provides a unique opportunity for Transportation Security Officers to start courses on-site at the airport, work in a classroom setting with colleagues in a supportive atmosphere, and maintain the motivation needed to continue on with a college education.â&#x20AC;? The first course, Intro to Homeland Security, will be taught to 20 TSOâ&#x20AC;&#x2122;s beginning on September 8. The district is finalizing the creation of its new Certificate in Homeland Security to which the first cohort of students will be invited to complete. TSA Federal Security Director Kathleen A. Roscher said, â&#x20AC;&#x153;For many of our employees, this program provides the missing â&#x20AC;&#x153;linkâ&#x20AC;? to academic achievement in a field directly related to their daily job. The TSA is evolving in our pursuit of changing threat profiles. Higher education opportunities within our workforce will play a more important role as the TSA continues to evolve as an agency. Our partnership with SJECCD in providing this program is a first step toward that continued evolution.â&#x20AC;? Î&#x201D;

CET awarded $3 million grant
By Cinthia Rodriguez n Tuesday, August 31, the Center for Employment Training (CET) received a grant to make significant improvements to the facility. “It’s a very special event because a representative from the U.S. Economic Development Administration is awarding CET with a grant of $3 million to renovate,” said Hermelinda Sapien, CET President and CEO. Improvements to its 104,000 sq. ft. building will increase their annual training capacity by 860 students, which is expected to place 4,900 more CET graduates in career jobs over 9 years, according to grantee estimates. “This San Jose facility houses CET Headquarters and is our primary training facility where CET has trained and placed over 50,000 graduates in family wage jobs, including many in Silicon Valley,” said Sapien. Sapien acknowledges the importance of the grant because it provides the teachers with the tools they need to successfully instruct students. The students then have a greater ability to establish their career and begin work. “We've been working on this for several years and it's a large federal grant that the city of San Jose is matching not completely but to a substantial degree,” said Congresswoman Zoe Lofren. “Then there will be private sector contributions as well and it will be $6.1 million total.” The grant will put people to work right away with the construction ahead. The CET in San Jose is recognized nation wide as one of the best training organizations in the United States. “You can have all the venture capitalists and innovative ideas but if you don’t have a work force that’s able to step in and actually carry that vision out, you're not going to be as successful as you need to be,” said Chief of Staff Sean Cartwright. “That's where an organization like CET comes in.” This grant will qualify more local low-income residents and regional dislocated workers for higher-skill, higherwage jobs available at many local Silicon Valley firms as well as regional jobs in the emerging Green technology and health industries.

t is only proper that this year’s Mexican Heritage Festival, including the San Jose Mariachi Festival, directly address the current issues and undercurrents against Hispanics and Latinos in general. The Women of the Mexican Revolution” –A musical adventure whose world premiere original musical will be presented September 25th at the San Jose State University’s Event Center. ‘Adelita’ was conceived by Grammy winner Linda Ronstadt and directed by Dan Guerrero. ‘Adelita’ tells the story of the women who fought alongside their men in the Mexican Revolution 1910—a story of bravery, loyalty, courage, love and passion that weaves music, dance, and historic visual projections to convey a magical fable. The San Jose Mariachi and Mexican Heritage Festival will open on Wednesday, September 15th with The Lost Murals of Miguel Covarrubias at San Jose City Hall. ‘Gaytinol’ in memory of Cesar Chavez follows on Thursday, September 16th. A film festival presenting ‘La Misma Luna; Cruz Reynoso; Lalo Guerrero, and Cartas a Flena will be presented Monday, September 20 through Wednesday, September 22nd at 7:00 PM at Camera Cinemas. On Sunday, September 26th at Plaza de Cesar Chavez the ‘Feria del Mariachi’ occurs 10 AM to 6:30 PM. At HP Pavilion at 7PM “A Concert for the American Dream” is presented. This is a spectacular extravaganza celebrating the contributions of Latinos to the American Dream featuring ‘los Tigres del Norte’ and several
other headliners. Music and dance workshops for local students will happen all week long. iami, Florida– Este año Discovery en Español dedica el Mes de la Hispanidad al bicentenario de la Independencia de México con el estreno del docudrama El grito que sacudió a México, el jueves 16 de septiembre a las 9 PM ET/PT. El programa, dirigido por el galardonado cineasta mexicano Carlos Bolado, recrea y analiza los hechos ocurridos entre septiembre de 1810 y julio de 1811 que dieron inicio a la independencia de ese país. La producción reconstruye el relato de un momento fundamental en la historia de Latinoamérica combinando escenas que recrean sucesos como el grito de Dolores, la sangrienta toma de la Alhóndiga de Granaditas en Guanajuato o la batalla de Monte de las Cruces, con los testimonios de importantes historiadores. Grabado en diferentes locaciones en Querétaro, Guanajuato, Estado de México y el Distrito Federal, El grito que sacudió a México se concentra en los dos protagonistas de aquellos sucesos: el sacerdote Miguel Hidalgo y el militar Ignacio Allende.
