Indian DISCOMs target efficiency via UDAY Bonds Karnataka will pay less in Net Metering; introduces Gross Metering too
Viewpoint C. Jayaraman, General Secretary
Awards Function with a difference SEEM National energy Management Award Edition-2 held at Delhi on 30th April was indeed a delightful occasion for the energy professionals who attended the same. The congregation consisted of who is who of the Capital region’s Energy domain. The organizations represented at the function included giants in the field like World Energy Council, International Copper Association, FICCI, ICF International, Schneider Electric, BEE to name a few. SEEM National Energy Management Awards (SNEMA) has been instituted as part of SEEM’s well designed strategic initiative to move to intervention mode after a decade of successful awareness/ advocacy phase. SEEM has embarked on a four pronged strategy to contribute effectively to support Govt. of India’s resolve to reduce carbon emission as committed at COP21 in the INDC. The four cornerstones of the strategy are SEEM Energy Clusters, SNEMA, International technical alliance and training and publications. These separate initiatives coalesce to form a cohesive whole to contribute significantly to SEEM vision of India’s low carbon growth. This was referred by SEEM General Secretary at the Award ceremony which caught the imagination of many gathered at the function. SNEMA is intended to spread an excitement to well meaning energy management fraternity, acknowledging even small achievements and bestowing peer recognition to them inspiring them to institute, innovate and increase their efforts. That is why the evaluation focuses on sustainable process elements in the achievements which are reported. A competent jury panel along with evaluating the case studies and reports submitted for awards study the same to identify the knowledge gaps, technology gaps and even structural and policy gaps. This information is consolidated and forms the input to designing training sessions, workshops and technology help sought through international alliances. These insights will also help us to articulate the policy / structural help required by various stakeholders and seek the help of statutory bodies in the field. All these wisdom then gets disseminated to the thousands of SMEs who otherwise lack sufficient technical prowess through the SEEM Energy Clusters. Thus SEEM wants to be a part of the silent revolution leading India’s clean development. Truly an award with a difference- an award of the energy people, for the energy people, and by the energy people.

SEEM Kerala discusses Energy Perspective SEEM Kerala Chapter organized a half day discussion based programme on energy alternatives on 16th April 2016 at St. Theresas College, Ernakulam. Inaugurated by Kochi Mayor, Ms Soumini Jain, the highlight of the event was the presentation conducted by renowned director, Mr. Mansoor Khan. Mr. Khan was in Kochi to deliver a talk based on his book- The Third Curve, which helped to understand and explore the connections between energy, economics and ecology and the implications they hold for the future. According to him, even though energy is the main driver of the economy, the rate at which we are able to harvest it and use it is shrinking. The reality of this shrinkage, he maintains, should prompt us to change the modern concept of interestSEEM NEWS | May 2016 | 6

Indian DISCOMs target efficiency via UDAY Bonds Eight Indian states have issued UDAY (Ujwal DISCOM Assurance Yojana) bonds worth Rs 98,959.96 crore in 2015-16, aimed at improving operational and financial efficiency of state power distribution companies. As part of the UDAY scheme, Reserve Bank had issued the special bonds on behalf of the eight state governments in the last fiscal, reports RBI. The Power Ministry had launched UDAY on November 20, 2015. The scheme is expected to help DISCOMs save around Rs 1.8 lakh crore in the next three years. The cumulative debt of discoms is Rs 4.37 lakh crore. These securities have been issued by the state governments under the Government Securities Act, 2006 and are eligible for market repo, RBI added. However, in a report on state finances earlier this month, RBI said UDAY may have adverse implications for state finances on account of burgeoning liabilities. This would considerably reduce the fiscal space of states which might lead to curtailment of Rajasthan; Chhattisgarh; Punjab; Jammu & Kashmir; Bihar; capital expenditure with an adverse impact on growth, the report Jharkhand and Haryana. had said. EESL to distribute Smart EE Pumps and EE Fans The Union Government of India has launched National Energy Efficient Agriculture Pumps Programme and National Energy Efficient Fan Programme in a serious effort to help energy conservation. These Schemes will be implemented by Energy Efficiency Services Limited (EESL), a joint venture of PSUs under Ministry of Power. Under the National Energy Efficient Agriculture Pumps Programme, farmers can replace their inefficient pumps free of cost with the new BEE star rated energy efficient agricultural pump sets. These pumps will come enabled with smart control panel and a SIM card, giving farmers the flexibility to remotely control the pumps with their mobile phones and from the comfort of their homes. EESL will distribute 2,00,000 BEE star rated pump sets to the farmers under this programme, which will lead to 30% of energy savings by 2019. This translates into an annual savings of approximately Rs 20,000 crore on agricultural subsidies or a saving of 50 billion units of energy every year. With the 50 Watts BEE 5 Star rated ceiling fans, to be distributed under the National Energy Efficient Fan Programme, it is estimated that consumer’s electricity bills will reduce by about Rs. 700-730 per year. The payback period is less than 2 years. These fans are 30% more energy efficient as compared to conventional fans, which consume 75-80 Watts. At present, two energy efficient fans will be provided to each consumer at Rs 60 a month per fan on EMI basis. The EMI amount will be added to the consumers’ electricity bills for two years. The consumer can also purchase the fan by paying Rs. 1250/- upfront.
Those installing rooftop solar plants in Karnataka from now on will be paid at a lower tariff. The Karnataka Electricity Regulatory Commission (KERC) has revised the tariff payable for solar rooftop and small PV power generation, which will be applicable for power purchase agreements (PPAs) signed on or after May 2 until March 31, 2018. Not only that, different tariffs have been fixed according to the capacity of the plants. The commission, in its order has fixed the tariff for solar plants of 1 to 10 kW capacity at Rs. 7.08 per unit without capital subsidy and Rs. 6.03 per unit with capital subsidy. This is a reduction from Rs. 9.56 per unit and Rs. 7.20, respectively. Among the other salient features of the order is the introduction of gross metering for domestic consumers, hospitals and educational institutions. Under this concept, consumers are allowed to sell the entire energy generated by their plants to and educational institutions, wherein consumers are allowed to the Electricity Supply Companies (ESCOMs) irrespective of self- sell surplus energy to ESCOMs after self-consumption.
