It is recognition time again! Energy management and savings thereof is not a matter that attracts accolades easily. The achievements in this area are secured through continuous systematic and coordinated efforts and more often than not by silent professionals. The yeomen service they render to the nation and the planet is invaluable. Hence it is of paramount relevance that their efforts should be recognized, highlighted and brought to public glare. That we at SEEM believe is a sure way to get more and more to be motivated to emulate the same. And that is the objective of SEEM National Energy Management Award (SNEMA) The stories poured in from far and wide corners of the nation were indeed insightful. The ingenuity of professionals, their creative thinking team work are all the characteristics of many of those instances where remarkable results in saving energy and more importantly sustaining the energy performance had been achieved. Many of those case studies were a blend of technical innovation and strategic execution. We are glad to observe that the corporates have now started to lend listening ears to energy management proposals and have extended resource support to these professionals in their pursuit of energy conservation. It is not to say that the change is sufficient. We hope our collective efforts will usher in an increased momentum in this direction and sustainability thinking will become the order of the day.
The jury members are now busy grading the diamonds and as the initial indications foretell that they have a daunting task at hand. If one is a case of technical excellence other one is of innovative thinking and yet another is of super collaboration. Our jury members are so seasoned that they will finally distinguish the winners bringing out nuanced fine points. Also as already proclaimed the objective of SNEMA is to recognize sustainability thinking and action and not to declare losers. SEEM wants to pick up model case studies and best practices and propagate them among industries and other domains to foster that culture. In the bargain SEEM experts are able to pick up feelers of pain points and work on addressing them through a slew of actions which will help the nations stride towards a clean development. SEEM News wishes all the aspirants for the SNEMA great years ahead. While congratulating the winners, SEEM News call upon others to outshine themselves in the coming days! Over to Ahmedabad!

SEEM National Energy Management awards – SNEMA – recognizes and supports the best efforts taken by various sectors for improving energy efficiency, thereby supporting India’s journey towards climate change mitigation and sustainable development. Unlike other awards, SNEMA does not focus on the percentage of energy savings achieved during the assessment year, instead systematic actions towards sustainable energy performance are considered for recognition. This approach ensures that assessment does not get skewed based on production levels.

Underlining air pollution as a serious problem, the Indian government's think tank Niti Aayog in its latest action agenda has come out with a five-point remedy, including higher taxes on petrol and diesel, higher parking fees and shutting down coalbased power plants in a phased manner, to deal with the menace within three years. Though whatever the Aayog suggested has already been in different phases of implementation under the government's plan of action, its emphasis may help states and central ministries to execute the measures on priority. Listing coal-based power plants, brick kilns, vehicles (especially diesel), cooking and heating fires which burn biomass, waste burning, stubble burning and dust from construction, roads and fallow fields as “major sources of air pollution”, the Aayog noted that the problem is not limited to Delhi and wanted the government to take “corrective action” and strictly enforce various bans and traffic laws across the country. The Aayog expressed its confidence that “air pollution can be considerably reduced within three years” through actions on the ground. Suggesting higher taxes on petrol and diesel in and around polluted cities, the Aayog said the measure would encourage people to share cars and use public transport in bigger numbers. It noted, the higher parking fees will have similar effect. As far as stubble burning is concerned, the think-tank in its action agenda, released last week, said that the crop residue burning is a “very large contributor” to air pollution in early winter in north India. The Aayog suggested use of ‘Happy Seeder’ — a machine developed by the Commonwealth Scientific and Industrial Research Organisation, Australia and Punjab Agricultural University — which allows planting of wheat through the residue. In a section which elaborated on measures to deal with vehicular pollution in the cities, the think-tank also suggested a shift to electric vehicles in the long run, saying the move may become feasible as the cost of the electric battery is predicted to come down in the next decade. The Aayog has also suggested regulation of polluting industries and disposal of solid waste and pitched for legislative route so that pollution control boards are empowered to “levy graduated fines” depending on the seriousness of the offence and on repeated offence.

Selling electric vehicles without batteries – A new business model
While the pace of innovation and improvement in battery technology is rapid, it is not enough to push prices down to a level that would induce a wholesale shift from internal combustion engines to electric vehicles. A model based on leasing of batteries, with access to options for swapping discharged batteries at convenient points along the bus routes, is what is required. Quality, predictability of service and the requisite infrastructure to ensure availability of batteries would need to be ensured. At the same time, this model will need to be financially viable to ensure that a sizeable number of companies provide leasing, swapping and recharging facilities. The drive to popularise electric vehicles should not give rise to new monopolies. But making electric vehicles less expensive cannot be the sole aim of this programme. Lower cost will guarantee an expansion in the market, and this should not become captive to the industry that will emerge around battery leasing. The government needs to ensure that the financial relief, and the expansion of the market, becomes an incentive for Indian institutions and companies to invest in research, development and innovation in battery technology . Make in India must happen in power storage as well. The proposal to sell electric vehicles without batteries, relying instead on leasing the crucial component, could well be the policy push that could help shift the transport sector away from fossil fuels. This policy innovation will make electric vehicles cheaper by as much as 70% without resorting to subsidies. The decision to start off with the public transport, specifically city buses, is a good scaled-up pilot, allowing government to absorb initial infrastructure costs, and provides an opportunity to tweak the system to meet local requirements.

The Bangalore city may get its first two waste-to-energy plants with a capacity of generating about 80MW of power in two years. The BBMP has floated tenders for the units; companies have come forward to set up one plant in Kannahalli and the other in Mavallipura. The plants will be commissioned in 18 to 24 months and each will convert 500 tonnes of municipal waste into 40MW of energy. As per calculations, about 100 tonnes of municipal waste can generate 7-8MW. The Palike plans to set up one plant in Mavallipura, spread over 10 acres. Dumping of waste stopped in Mavallipura years ago on orders from the pollution control board, following protests by villagers in August 2012. BBMP is also mulling setting up a third waste-to-energy plant, tenders for which are yet to be floated. The waste-to-energy plants will be a win-win situation for BBMP as it needn’t spend a paisa on disposing of municipal waste and can do so without having to set up landfills.

Bengaluru waste-to-energy plants should be eco-friendly

For a city battling a gargantuan garbage problem, waste-to-energy plants seem like a viable solution to ease the burden on existing processing units. For years, many such projects have remained nonstarters. That the BBMP has finally been able to make some progress is good news. Though the plants promise a dual benefit -getting rid of Bengaluru's junk and generating electricity -BBMP must not act in haste, given that incineration plants have faced stiff resistance from locals in the past and continue to do so. Pollution concerns raised by environmentalists and residents shouldn't be overlooked. Though the project is far from reality, the civic agency must ensure the best technology is employed to reduce adverse effects on the environment and localities. Power generated by these plants will be connected to the grid and supplied through the Karnataka Power Transmission Corporation Limited (KPTCL). Environmentalists and solid waste management experts have expressed opposition to waste-to-energy plants. When the Centre backed the idea of establishing these plants in Indian cities in the 2013 budget, environmentalist Almitra H Patel had said the move would not encourage segregation of waste at source. She had also remarked that these units are not environment-friendly as they release fly ash.
