We are conducting the 3rd edition of SEEM National Energy Management Awards during last week of May, 2017 in Mumbai. The last two annual award ceremonies were held in Delhi which saw participation of who’s who of energy conservation field in Delhi including Mr. Ajay Mathur, Mr. K. K. Chakraborthy, Mr. Soumya Garnaik et al. This event is planned as a full day programme with technical training sessions on latest trends in energy efficiency and renewable energy in the morning and the award ceremony in the evening, starting 5:30pm. We are also planning the SEEM AGM along with the one day event. SEEM award stands different from most of the other awards in the sector as we are focusing on the Energy Management Systems in place rather than on the quantum of energy saved per annum. As Donnela Meadows said, we urge each Industry to “pay attention to what is important, not just what is quantifiable.” We support her idea that all of us shall look around and make up our own mind about whether quantity or quality is the outstanding characteristic of the world in which we live.

CONTENTS on a transition path from advocacy to activity and the newly launched (during last AGM) resource efficiency and cleaner technology initiative is all set for its take off. The SEEM/ADEME project is moving towards its final stage of implementation where we are successful in making industry implement a few recommendations as a demonstration project. There are many areas untouched and many areas where expertise of SEEM can help the nation reach its projected goals in the field of Energy Efficiency and Cleaner technology. What we want more is the support and interaction of all the members. I take this opportunity to invite all the members to the one day technical seminar/ Award Function planned at Mumbai.

SEEM Kerala Chapter Meet

SEEM Kerala Chapter held a state level meet at Kochi on 8th April 2017. Prof. P. S Chandramohan Nair, the founder President inaugurated the one day programme at KMA Auditorium at Kochi. The Chapter honoured the founder members of SEEM who joined hands in 2005 for this noble cause. Besides Prof. Chandramohan, Dr. R. Harikumar (founder Secretary), Mr. A. P. Jose (founder Treasurer), and Mr. Manoj (founder member) who were present were honoured at the occasion. Dr. M. P. Sukumaran Nair, Chairman – Public Sector Restructuring and Internal Audit Board, Government of Kerala, delivered the keynote address in the meet. Mr. G. Krishnakumar, Secretary – Energy Press, also spoke on Recent Trends in Energy Management. Of the two panel discussions held in the meet the one in the forenoon was on Way Forward for SEEM which Dr. Harikumar (Director – ANERT) moderated. The one in the afternoon was on Pros and Cons of Athirappilly (the disputed hydel project proposal of Kerala) and was moderated by Prof. Sasi Kottayil (President – SEEM). Mr. Antony Joseph (President- SEEM Kerala Chapter), Mr. Azeem (Secretary - SEEM Kerala Chapter) and Ms. Gayathri Nair (Chair - Kerala Chapter Management Committee) conducted the programme.

India has exported around 5,798 million units of electricity in the past FY till February, that is 4 percent higher than what India bought from Bhutan, which has been a steady supplier of hydro-electricity to the country since the eighties. The government said that new transmission lines with Bangladesh and Myanmar helped India sell power. India has been investing heavily on generation infrastructure over the past few years. A massive surge in the local supply of coal in the past two years helped power companies boost output.

Mumbai Metro One , promoted by Reliance Infrastructure announced the finalization and signing of the agreement for going green in a big way by harnessing solar power to meet a part of its electricity demand. Mumbai Metro One has already initiated the installation of light-emitting diode (LED) lighting at all its metro stations, depot, and administrative buildings to reduce electricity consumption. The installation of solar panels and LED lighting will save carbon footprint of approx 2,430 tons per year.

Whether the Indians can feel proud it is a million dollars question – the excess power generation from coal had also increased the emissions. Besides, it constrains the committed INDC targets.

The plant is being set up under Renewable Energy Service Company (RESCO) model wherein Mumbai Metro One will purchase the electricity at Rs 5.10 per unit and all the expenses for setting up and operating the plant shall be undertaken by the vendor of the Solar PV Plant.

This initiative is a part of Mumbai Metro One’s 'Go Green Go Clean’ campaign launched to mark its second anniversary. To start with, rooftop solar panels will be installed at Andheri and Ghatkopar Metro stations and thereafter the remaining stations will be covered. The solar power generating system will have an installed capacity of approximately 2.30 MWp out of which about 2 MWp will be produced by the rooftop installations at the stations while the remaining will be from the panels set up at the depot.

Indian Railways to save energy worth Rs 41,000 crore in 10 years The Indian Railways has drawn up an action plan to save energy worth Rs 41,000 crore over the next ten years. The Union Railway Minister, Mr Suresh Prabhu claims that the initiative has already helped saving almost Rs 4,000 crore on energy. Citing that the Ministry has undertaken an exercise to ensure faster processing of tenders, he said, instead of waiting to obtain an approval at the Ministerial level, now it is being done by the General Manager.

Green bodies demand that emission standards set for thermal power plants should not be diluted, adding that inadequate execution of such norms worsens air pollution killing 1.2 million people in India every year. Volunteers and activists of the green bodies held a silent protest over this issue and submitted a petition, titled 'Clean Air Nation', signed by over a lakh people, to the Environment ministry, which assured the activists that the norms will not be diluted.

Sending a strong message to coal-based power plants across the country, the environment ministry has made it clear that it will neither dilute the emission norms for thermal power plants, as notified on December 7, 2015, to minimise air pollution, nor relax deadline for implementation of the stricter standards.

Joint secretary in the ministry, Mr. Arun Kumar Mehta, has assured the activists of Greenpeace India, Care4Air and Help Delhi Breathe, that emission standards of thermal power plants will not be diluted. The ministry had notified the emission standards for TPPs on December 7, 2015 and had set December 2017 as the deadline for implementing it. With less than nine months left, reports have appeared that the government is ready to relax the deadline and even dilute the emission standards. The impacts of air pollution are far-reaching and devastating which include rise in economic and health expenditure. It is a national problem which is killing 1.2 million Indians every year and costing the economy around 3 per cent of GDP. According to various studies, exposure to particulate matters have both short and long-term effects on human health. There is a marked increase in pollution-related ailments like redness in eyes, lung cancer and heart attacks.

The Environment Minister, Mr. Anil Madhav Dave said that the revised emission standards for thermal power plants were notified with respect to Particulate Matter, Sulphur Dioxide, Nitrogen Oxide, Mercury and water consumption on December 7, 2015, and shall come into force from December 6, 2017. The minister noted that the assessment in respect to level of implementation would be done only after these standards come into effect. Besides notifying new emission norms in 2015, the government had taken other steps to clean up the environment in areas adjoining thermal power plants. It included installation of continuous emission/effluent monitoring systems (CEMS), revised norms for fly ash utilisation, industry specific action plans for critically polluted areas where significant number of thermal power plants are located and development of green belt in surrounding areas.

Coal has been a major source of air and water pollution. Reliance on coal has led to loss of forests, wildlife and has destroyed livelihoods of thousands of people. Research suggests that growth in use of coal is responsible for around one lakh premature deaths in India, Greenpeace said. Cutting across borders, climate change experts found Trump's order regressive which, they think, will undo the efforts of so many years to protect people, the planet and future generations from the adverse impact of global warming. Though most of them said the executive order on 'promoting energy independence and economic growth' did not mean withdrawing from the climate deal, they minced no wards while saying that the decision will make it tough for the world to meet the Paris agreement targets and create uncertainty over the future of scaling up climate actions.

There are plans to amend the rules for auctioning of coal mines through competitive bidding, according to Coal Minister Piyush Goyal. Emphasizing that there is no shortage of coal, Mr Goyal told the Lok Sabha that stock of this dirty fuel has been going up. Coal India's production having increased, the minister hopes that coal imports would come down further. The amendments are being considered for permitting sale of coal since there have been changes in the Coal Mines (Special Provisions) Act, 2015 and to align with the rules under this Act. The 'Auction by Competitive Bidding of Coal Mines Rules, 2012' are being considered to accommodate the provisions of the proposed revised standard bidding document for Ultra Mega Power Projects (UMPP) framed by the Power Ministry to "facilitate allotment of coal blocks for UMPPs at an early date".

Delhi-based Centre for Science and Environment (CSE) said the move could potentially sound the death- knell to the Paris Agreement as the US would certainly fail to meet its commitments of cutting carbon emissions. It said the order would eliminate much of the already "modest" policies and initiatives started by the Obama administration to reduce fossil fuel consumption and greenhouse gas emissions in the US. The US is, at present, the second largest coal consumer in the world after China. Its per capita coal consumption is five times higher than India. Under the Paris Agreement, the US is committed to reduce its greenhouse gas emissions by 2628% from 2005 levels by 2025. It is now believed that the decision to use more coal would not let the country meet its target. Global climate change experts and civil societies' members too have similar concerns. The Climate Action Network (CAN) which covers over 1200 NGOs said that while more than 190 countries are moving forward, as they agreed in Paris, towards a clean energy future, President Trump is taking America backwards by signing executive orders that attempt to revive the dirty coal industry that has been lagging since 2010. Azure Power has commissioned 7 MWp of solar plant to supply electricity to Defence establishments in Maharashtra.

India joins IEA Association India has become part of International Energy Agency Association that will allow the country play a more "visible and influential" role in the global energy landscape. The activation of association is expected to serve as a bridge and platform for wider-ranging and deeper cooperation and collaboration between IEA member and Association countries in the future.

The project was completed in collaboration with Solar Energy Corporation of India (SECI), which is the designated nodal agency for implementation for Ministry of Defence and Para Military Forces. Azure Power won this project under the National Solar Mission.

India's engagement with the IEA has enhanced over the last two decades and the "Association" status would facilitate it to participate in meetings of the standing groups, committees and working groups that constitute the IEA governance structure. The IEA, which covers the entire spectrum of energy globally, will play an important role in India's energy security context. Further, Goyal said, India pursues its key development objectives of energy access, energy security and environmental sustainability. In this context, India has a vision of ensuring 24x7 affordable and environment friendly 'Power for All' and deeper engagement with IEA is a component of achieving this vision. Speaking on the occasion, Pradhan said India is world's 3rd largest consumer of energy, hence a very big market for catering the energy demands of a billion plus people. He added that it is essential to realise mutual benefits for India and IEA in the global energy space. Commenting on the development, Dr Birol, Executive Director of IEA, said that since India is moving fast to the centre-stage of Global Energy landscape, as pointed out by IEA's India Energy Outlook 2015, IEA would look forward to increasing engagement with India in the areas like renewable energy, energy efficiency, among others. Today, IEA is an important part of global dialogue on energy, providing research, data/statistics, analysis and recommendations on the global energy sector. India can also richly gain from IEA's data gathering processes, survey methodologies and range of energy data, which could enable India in the near future to set up its own robust integrated database agency. The power generated is sold to Ministry of Defence establishments under a 25-year power purchase agreement at a blended tariff of Rs 5.36 per kWh. In addition, SECI will provide viability gap funding of Rs 1.73 million for this project.

Most people look for a place to hide when a typhoon is on the horizon, but Atsushi Shimizu hopes that the fury of nature may one day help resource-poor Japan tackle its energy woes. Shimizu's egg-beater shaped creation responds to wind coming from any direction. It takes advantage of the Magnus effect, a force that sees air curve when passing by a spinning object. Japan turned to expensive and polluting fossil-fuel options when it shut down dozens of nuclear reactors in the wake of the 2011 Fukushima accident. A quake-sparked tsunami swamped the plant in Fukushima, sparking the worst atomic disaster since Chernobyl in 1986. Six years later, a wary public is resisting government efforts to switch reactors back on -- boosting interest in solar, wind and other renewable energy sources. The amount of electricity produced by wind nearly doubled in 2016 from a year earlier.

"After the Fukushima accident, I had to question myself as a Japanese person if it would be justified to continue operating nuclear plants in this country," Shimizu said. Last summer, Shimizu and his staff tested a prototype of their turbine with a tiny one kilowatt capacity in southern Okinawa -- it survived winds that would usually shut down a three-blade turbine. The little firm hopes to start mass producing a turbine with about 10 times the capacity by 2020, when Tokyo hosts the Olympics. Shimizu has high hopes for his turbine both at home and in other nations which get hammered by wind-packed storms.
