A week ago, the world heard the profound news confirming US withdrawal from the 2015 Paris climate change accord. Out of the nearly 200 nations in the world, originally Nicaragua and Syria were the only nations that have not signed the 2015 Paris climate change accord. Unfortunately, President Donald Trump has now announced US’ exit from the Paris accord. By the stroke of Trump’s pen, “the polluter pays” principle would be severely affected with increased burden on all other nations, particularly the poor countries, when the entire planet earth is considered as a single family. US withdrawal from the climate change accord would have dire consequences and would not be relished by many in the world. Even within the US, there are several states, organisations and key individuals who have expressed displeasure over President Donald Trump’s drastic decision to back out from the Paris accord which hopefully would be reversed in the not too distant future. On the same subject, India’s response is heartening and responsible. Prime Minister Narendra Modi has rightly and optimistically reiterated last week that no matter who supports or not the Paris accord, India’s commitment to forge ahead with specific actions to mitigate climate change. India’s resolve would have positive contributing impact. India had been engaged in preserving the environment for 5,000 years and this has been our ethos and part and parcel of the country’s tradition. Such a philosophy needs to be reflected at every unit level, community level, home level and by every member of the human civilization. In comparison with previous decades, conducive atmosphere prevails in India for one and all to contribute for energy-efficiency in every sphere of activity. The present India offers freedom at individual, community and corporate levels for showcasing energy-efficiency in generation, distribution and utilisation of energy. The action should start from self. There is market for the doer and the performer. Take for instance the scope for growth in renewable energy and amongst it the key issue of solar power. The nation’s laudable goal of achieving 40% of the country’s total electricity generation capacity through renewable energy by the year 2030 provides opportunity for several including consultants, auditors, manufacturers, designers, suppliers, installers,

CONTENTS promotion, communication, other service agencies and above all, the end-users. What once used to be a sector relying on subsidies, solar power has now become a huge market on its own merits, sustained by economies of scale, falling capital costs and short gestation periods of installations. Every idle roof and open space is a potential site for solar generation. On the user side, energy-efficiencies can similarly create energy capacity and also generate cash through operating expenses reduction for the same work done or service provided. Energyefficiency is rightly called the “fifth fuel”. The “negawatts” through energy-efficiency are far more cost-effective and swifter to create compared to capacity addition through newer power plants. Energy-efficiency is the most cost-effective driver to achieve sustainability goals in any country and this fact is emphatically proven by the award winning performers in India in every sector. Thus, it is my appeal, that no matter what position we hold, what profession we are in, it is the ethical responsibility of every individual to contribute our own bit for sustainability – this can be on the supply side, say promotion of renewable energy and at the demand side, by practicing energy-efficiency. As confirmed at the SEEM Annual General body Meeting on May 26 2017 at Ahmedabad, I am indeed honoured and thankful to be elected as this laudable organisation’s President and affirm to serve the members in whatever way practically possible and endeavour to leave a useful, lasting impact on sustainability for the community at large, with team work of countless number of SEEM members and supporters.

SNEMA 2016 Seminar held at Ahmedabad

The first session of the seminar was chaired by Mr. K. Madhusoodanan, Editor – energyη manager. OTIS Elevators made the first presentation followed by Megger India; while the former showcased their energy efficient elevator technology, the latter highlighted their precision instruments for reliable and accurate measurements in energy audits. Mr. M. C. Jain, Past President – SEEM, representing MCJ Associates shared his experience of PAT Cycle 1 and introduced PAT Cycles 2 and 3. TATA Motors Dharward claimed significant reduction in SEC in their vehicle production. They reported encon activities like light pipes and testified the payback period as 3.5 years; besides, the RE share in their energy use is 86%. Apollo tyres, Kerala, presented their VSD on reciprocating compressor that saves 300 units per day with a payback of 1.5 years.

Mr. M. C. Jain chaired Session 2 in the afternoon, in which TATA DOCOMO presented their contributions to energy management platform that has a secured cloud with data aggregator. Shree Digvijay Cement Plant presented a technical problem they faced in their boiler system and narrated how its investigation led to energy conservation in their plant that reduced auxiliary energy consumption in the TPP from 15% to 10.5%. Their investment in encon projects was reported as Rs 5.4 crores. Hindustan Zinc Ltd presented encon activities in their captive TPP. They made a special mention of their VAM chiller. Jindal steels reported saving of propane fuel to the tune of 4%. Contd. on the next page…

Seminar on “Energy Efficiency-Best Practices in Indian Industry” was organised as part of SNEMA 2016 at the Management Association hall, Ahmedabad, Gujarat on 26th May 2017. Eleven industries of various sectors presented their encon projects, that won splendid SEEM National Energy Management Awards 2016, before a learned audience. The packed hall remained so throughout the day and witnessed quality exchanges of energy efficiency ideas.

Session 3 was chaired by Dr. Pradeep Gupta, immediate past Vice President of SEEM. Arvind Mills Ltd reported boiler efficiency improvement in their Ahmedabad unit; they have online data logging and analysis facilities. The improvement was by 2.5% and the payback 5 months. Hanon Systems described their Automotive Thermal Emission Management system. Trident Ltd presented an encon case in their paper mill and claimed SEC below benchmark. The business in the hall involved exhaustive interaction at the end of each session.

Delivering the keynote address in the inaugural session Dr. Jayant Sathaye, the key contributor to COP since its inception, said “Donald Trump’s negative climate mitigation policies provide great opportunities for India”. In his elaborate presentation on climate change initiatives and energy efficiency Dr. Sathaye appreciated the Indian efforts spearheaded by Prime Minister Narendra Modi and observed that these efforts India now has a rank much ahead of China, Japan, and Canada in terms of Climate Change Performance Index. Dr. Sathaye stressed on the need for more focus on transport sector through preferential financing to realise our INDC for the period from 2021 to 2030: which includes reducing the emissions intensity of its GDP by 33 to 35% by 2030 from 2005 level. He also appreciated the efforts taken by India in increasing its efficiency in the Air Conditioning sector and said that an increase of 6% efficiency per year can reduce the peak load demand by 40 GW and 64 TWh per year.

SEEM National Energy Management Awards (SNEMA) 2016 were distributed on 26th May 2017 in the evening at Ahmedabad. The grand function held in the auditorium of Ahmedabad Management Association was attended by many from the energy sector. Dr. Jayant Sathaye, the international scientist working on energy efficiency improvement and climate change mitigation was the Chief Guest of the award function. Mr. K. K. Chakarvarthi, the energy economist who guided the national energy efficiency efforts through BEE, and Mr. D. P. Joshi, IAS, the forerunner in the energy sector in the State of Gujarat who also served as Director – Gujarat Energy Development Agency, were guests of honour. Platinum, Gold and Best Performance awards in various sectors of different categories like industries, facilities, corporates and individuals were conferred on the winners selected by the national jury appointed by SEEM. This has been the third version of SNEMA; in the previous years the award functions were held in Delhi. 33 industries, a number much higher than that of the previous years, won the awards this time; more than 100 nominations were received by SEEM for SNEMA 2016.

That all the winners were present to receive the awards proves the relevance and acceptability of SEEM awards. The AMA hall was filled by winners and guests. Student volunteers of Gujarat Technical University conducted the function with enthusiasm under the guidance of SEEM Gujarat Chapter. The programme started around 6 pm with the welcome speech by Mr. G. Krishnakumar, General Secretary – SEEM. Mr. U. V. Krishna Mohan Rao, President – SEEM delivered the presidential address. Mr. Jayakumar, Chairman – SNEMA 2016, in his address presented the selection process and highlighted the efforts to recognize quality and merit.

The function also witnessed Dr. Sathaye conferring SEEM Fellowship on the founder members. The award function has been powered by Megger and supported by Gujarat Technical University. Other sponsors are Otis, Sustenergy-Athul, Pranat and MCJ Energy.

iREACT Launch A novel SEEM initiative, iREACT, was launched prior to the award distribution. This was done by Dr. Jayant Sathaye, Nobel Laureate who handed over the brochure to Mr. D P Joshi IAS. Mr. K. Madhusoodanan, Cordinator – iREACT, introduced the concept to the audience.

SEEM joins UK project on energy efficiency SEEM will be a partner along with ASHRAE, ISHRAE, SE Controls and AEEE in the EPSRC (Engineering and Physical Sciences Research Council), UK funded project titled, Low Energy Cooling and Ventilation for Indian Residences (LECaVIR). Prof. D. Loveday of Loughborough University is the principal investigator of the project that has a grant of £ 537,717. The investigators from India are Prof R Rajan Rawal, Prof. S .Manu and Mr. Y. Shukla, all from CEPT (Centre for Environmental Planning & Technology) University, Ahmedabad.

SEEM AGM, Elections held The thirteenth national and annual general meeting of SEEM was held at Ahmedabad on 26th May 2017. It also coincided with election of the new team of office bearers. SEEM executive committee is elected for a term of three years. It is the fifth EC that has assumed office on 26th May. Established in 2005 the society has now entered the teen age. Mr. U. V. Krishna Mohan Rao who took over the president’s baton from Prof. Sasi Kottayil now is the sixth one in that chair; Prof P. S. Chandramohan, Mr. Daleep Singh, Mr. M. C. Jain and Dr. P. P. Mittal are the past presidents chronologically. Dr. R. Harikumar, the founder secretary had served as General Secretary twice and as Vice President once and Mr. C. Jayaraman, founder Vice President, who handed over the office of the secretary to Mr. G. Krishnakumar on 26th May, also served two terms as General Secretary. Ahmedabad is the only venue other than Kochi that could host more than one SEEM AGM. SEEM took a commendable decision to honour its founder members who held responsible positions in SEEM National or State Chapters, as Fellows in its twelfth year. The twelve honorary Fellows include those who served SEEM for more than a decade. This includes a few from the seven signatories of the first registration document – Dr. Harikumar, Mr. C.Jayaraman,Mr. A.P. Jose and Mr. R Manoj. Prof P. S. The project targets quantifying the time periods in different climatic zones in India for which natural ventilation is feasible; combinations of natural ventilation and low energy cooling systems will be developed for the remaining period. The project deliverables include (i) guidance for development and sizing of LECaV strategies, (ii) smart control algorithms for building energy management, and (iii) design tools for building performance prediction.

The transition to low-cost, highly efficient clean energy technology is being accelerated by an accompanying revolution in innovative business models to deploy that technology. This new approach can be seen in a number of clean energy markets; whether the underlying technology is a recent innovation, such as solar photovoltaics (PV), or well established, like automobiles. As with other similar industry shifts, the fundamental drivers are sound economics combined with the right business model. A recent example is Lumens as a Service (LaaS), which is the subject of a May 2017 report from RMI. The opportunity is enormous. According to one study, potential building energy efficiency savings could exceed $1 trillion over a decade. The opportunity is particularly compelling for lighting, as it represents about 10 percent of commercial electricity consumption, as reported by the U.S. Energy Information Administration in 2016.

Treat an LED-lighting retrofit like a copy machine, however, and those constraints disappear. A service provider can implement the lighting, controls, and retrofitting with no up-front cost and deliver a specified, measured lighting service, assuming the capital costs and other burdens while sharing energy savings with the customer. The lighting— measured in lumens—is thus provided as a service. A 2012 report by the Rockefeller Foundation and the Deutsche Bank Group found that $279 billion of investment in building energy-efficiency retrofits could yield more than $1 trillion of energy savings over 10 years, not to mention an enormous reduction in carbon emissions. But despite that eye-popping potential return, actual investment has been meager. So far, the building performance industry has yet to fully appreciate the benefits of an as-a-service model—even though current technology makes it possible to economically improve building performance, enhance net operating income, and make building assets more valuable. LaaS looks set to change that. However, even this simple customer/service-provider model is not frictionless, and more is needed to break open the market. Retrofitting a building with low-cost, high-quality energy-efficient LED lighting offers terrific value but is stymied by market constraints. An upfront investment in the high six figures is needed to retrofit a large commercial building with LED lighting. Such a capital cost is added to the balance sheet and competes with other priorities. And managing the installation and maintenance of the LEDs and their controls is an added burden.

LaaS is well on its way to unlocking a large part of the $1 trillion energy-savings potential of building efficiency retrofits, but it is just the tip of the iceberg for business model innovation in the building energy sector. Real estate owners and tenants operate in a tough market and the mere availability of economical clean energy technology is not enough to ensure widespread implementation. Because buildings consume 42 percent of primary energy in the U.S., according to U.S. Energy Information Administration data, the financial stakes are high—and the climate stakes are even higher. New business models like LaaS are crucial to reducing carbon emissions quickly enough to prevent catastrophic climate change. Continued innovation and market leadership will help service providers capture this burgeoning market, and yield better buildings for owners, occupants, and the environment.

In one use case, the real estate investment trust (REIT) of a banking company is relying on LaaS to meet publicly stated energy-reduction goals. It has ready access to capital, but did not want to divert its own cash resources to energy projects—nor consider efficiency projects versus other core investment decisions. It needed a program that enabled portfolio-wide implementation of efficient technologies on a rolling basis, with minimal cash outlay. With LaaS, the REIT is working with experts who deploy smaller projects incrementally, which together add up to a major benefit: meeting energy reduction goals.

ZF Wind Power, India’s only fully integrated wind turbine gearbox manufacturing facility with a 4000 MW capacity recently celebrated its 10 year anniversary. Located at Coimbatore, the company is a pioneer in the field of most advanced gearboxes for wind turbines and a globally established top-tier global supplier of innovative and durable gearboxes. In close cooperation with the customers state-of-the-art gearboxes for wind turbines are developed to specifically meet the requirements of a wind turbine. By taking over the wind power business of Bosch Rexroth AG and the two production locations in Witten and Peking in 2015, ZF Wind Power further extended its gearbox expertise and complemented its portfolio for gearboxes in the range of a capacity of 0.8 to 8 MW. Moreover, the presence in the important wind gearbox market China was further expanded as a result of this acquisition. Apart from complete repair/refurbishment in the workshop, through its well-trained field service engineers and coupled with modern equipment, customers can benefit from predictive, preventive maintenance solutions in the field. The five per cent Goods and Services Tax (GST) rate finalized on solar PV cells and modules is expected to have a marginally negative impact on new solar power projects due to an increase in capital cost arising from the higher tax rate applicable under GST, given that the solar energy sector has been availing various exemptions and concession rates in indirect taxes. This comes following the confusion on the GST rate of solar panels announced by the centre earlier. The centre finally clarified that solar panels will attract a 5 per cent tax rate under GST, contrary to the 18 per cent rate which was announced earlier. According to Sabyasachi Majumdar, Group Head & Senior Vice President – ICRA Ratings, with 5 per cent GST rate the impact on capital cost of new solar power projects is estimated to be limited at about 6 per cent, which would thus translate into an increase in levelised cost of generation by 11-12 paise per unit for such projects. Timely approval by regulators for pass-through of any higher cost incidence due to change in taxation which is permitted under change in law, remains crucial from developers’ perspective, given the fact that tariffs have significantly come down in the solar power segment recently. The solar projects in last 5-6 month period stood at about 2.5-3 GW mainly under National Solar Mission route and state policy route, wherein competitively bid tariffs have fallen significantly as seen from the decline of 45% i.e. from Rs. 4.4/kWh in Nov 2016 to Rs. 2.44/kWh in bidding done in May 2017 for projects in Badla Solar Park in Rajasthan. According to ICRA, the viability of such bid tariffs hinges on structuring of debt with longer tenures, competitive funding costs and the ability of the project developers to keep the cost of modules within the budgeted levels.
