World’s concern for Economy, Energy and Environment is becoming increasingly significant as each day passes. The fossil fuels used to meet the energy requirements of the world in the past decades. Now the gap between the energy requirements and the availability of fossil fuels is widening exponentially. Peak oil as a stark reality staring at the globe, the reality that fossil fuel will soon cease to be the primary energy source. The possibility of alternative energy sources replacing conventional sources and bridging the huge gap of humongous requirements of energy if we continue at business as usual pace is also circumspect. Economy needs paramount attention in the wake of millennium goals where the world aims to secure for all its citizens a meaningful livelihood and respectable living. Even now nearly half the globe struggling with poverty and their economic sustenance will depend much on how resources are available to cater to this prudent objective. The above consideration is besieged by devastating plunder on environment which had been unleashed on to natural resources in the aftermath of industrial revolution. Ample scientific evidence is already available to establish how the human activity has lead to climate change. The world leaders were seized of the problem and we saw positive signals when Paris agreement was reached and later adopted. The dark clouds now loom over positive climate action after the political leadership change in the United States. With this global back ground, at country level India faces challenges in each of these areas. Unless there is affirmative and determined action in each of these areas, we as a Nation are going to face disastrous repercussions. It

is in this context that resource efficiency initiatives should become not only national priority but also individual organizational priority. Traditionally we had conservatism woven into our philosophy which somehow got overwhelmed by a consumption mindset. Probably we have to have more practical versions of conservatism and resource efficiency suitable to industrial era simultaneously catering to the aspirational needs of the generation next. Here is the need for a combination of resource efficiency and clean technology. Engineers, economists and environmentalists will have to work closely with industry leaders and policy bodies to evolve the right consciousness and an ecosystem to perpetrate resource efficiency and clean technology in Indian economy. Such an approach will be in line with the much touted ZED –zero defect, zero effect program of union government and will substantially help in meeting our commitment of Intended Nationally Determined Contribution (INDC). We are glad to announce that SEEM, the national Think Tank in Energy is working on a strategy to institutionalize the above stream of thought and translate it to practical action in India’s industrial scene soon for the benefit of individual units and the Nation.

India inaugurates it’s first solar ferry lithium-ion batteries in the ship's two hulls with a total capacity of 50 kWh. The Catamaran hull and it's shape allows it to reach speeds of up to 7.5 knots.

Shri. Pinarayi Vijayan, Chief Minister of Kerala, and Shri. Piyush Goyal, Union Cabinet Minister for Power, India, inaugurated India’s first ever solar boat, Aditya, on January 12, 2017. The boat is used as a passenger ferry which will be operated in the backwaters between Vaikom and Thavanakadavu in the state of Kerala. The vessel was designed by NavAlt and built by Navgathi Marine Design and Constructions, Kochi, India. NavAlt Solar and Electric Boats is a joint venture by Navgathi Marine Design and Constructions, Alternative Energies (France) and EVE Systems (France). The core technology and expertise for design and construction of the boat were provided by the French firms. The boat is remotely monitored for any necessary troubleshooting. All the operating parameters of the boat are recorded and transmitted to NavAlt server from where the boat can be monitored by technical experts. The upgrades and settings in the software can also be done remotely as if a computer is plugged on the boat, thus ensuring it’s safety. The energy harvested daily by the roof top full 20 kWp solar panels plus the 50 kWh available with the battery form the energy used by the boat in a day Battery needs to be charged from utility grid in the night to augment the solar power the following day. That the roof top doesn’t have sufficient area for solar PV to generate the total energy demand, including that of the battery, is a constraint at present. The 20 metre long and 7 metre wide boat is covered by 140 m2 of solar panels rated at 20 kW, which in turn connect to two electric motors of 20 kW, one in each hull. There are 700 kg of

The normal operating speed is 5.5 knots (10 kmph) which helps to achieve the 15 minute travel time between Vaikom and Thavanakkadavu, a distance of 2.5 km on water. The two systems on either side of the boat (in each demi-hull) are electrically independent to ensure redundancy in case of system failure in one.

Pollution Control Board brings RE in White List The Central Pollution Control Board under the Ministry of Environment and Forests has issued an order (B-29012/ESS/CPA/2016-17 Dt. 18 January, 2017, in the matter of revised categorisation of the Industrial Sector, by which solar, wind and mini hydel power plants are now placed at S.No. 35 in White category. This sector consists of the following units: 1. 2. 3.

Solar power generation through photovoltaic cells, plants of all capacities Wind power generation, plants of all capacities Mini hydel power plants having capacity less than 25 MW

The move is expected to promote industrial and commercial activities in the renewable energy sector and targeted to facilitate the Paris commitment.

Ministry moots zero-rate under GST for renewables

India’s oil consumption will be the fastest among all major economies by 2035

The Ministry of Power has recommended that renewable energy (RE) should be given a zero-rate tax status under the Goods and Services Tax, according to a presentation made by it to the GST Council, predicting several adverse effects to the economy if there is any increase in power tariffs due to the new tax regime.

According to BP Statistical Review of World Energy, India’s oil consumption growth will be the fastest among all major economies by 2035. India, Asia’s second biggest energy consumer since 2008, had in 2015 overtaken Japan as the world’s third largest oil consuming country behind US and China.

Any further tariff increase due to GST may have a multiplier effect on economic development such as: (i) difficulty in passing through the impact to agriculture and domestic consumers, (ii) adverse impact on industrial production and GDP, (iii) adverse impact on Make in India, and (iv) adverse impact on export competitiveness of Indian products and services. The Ministry took a benchmark GST rate of 18% and calculated that, if RE is taxed at this rate, then capital expenditure in the sector would increase by 10-12% and tariffs for wind and solar energy could increase by as much as ₹0.5 per unit.

While energy consumption will grow by 4.2 per cent per annum — faster than all major economies in the world — India’s consumption growth of fossil fuels would be the largest in the world. India, it said, will overtake China as the largest growth market for energy in volume terms by 2030. Oil consumption will rise from 4.1 million barrels per day in 2015 to 9.2 million bpd in 2035. Natural gas consumption would jump from 4.9 billion cubic feet per day to 12.8 bcfd, while coal consumption is projected to more than double to 833 million tonnes. India’s energy demand growth at 129 per cent is more than double the non-OECD average of 52 per cent and also outpaces each of the BRIC countries as China (47 per cent), Brazil (41 per cent), and Russia (2 per cent). Its share of global energy demand will increase to 9 per cent by 2035, accounting for the second largest share among the BRIC countries with China at 26 per cent, Russia at 4 per cent and Brazil at 2 per cent. Energy production as a share of consumption declines marginally from 58 per cent at present to 56 per cent by 2035 as imports rise by 138 per cent.

The Power Ministry’s recommendation was for the GST Council to choose one of two options: either give RE supply a zero-rate status, or give RE deemed export status. It also asked for the inclusion of all hydel projects as RE projects. Currently, only small hydel projects of up to 25 MW capacity are deemed RE projects. The Ministry also requested that supplies made to hydel projects under construction be granted deemed export status in line with what is being contemplated for solar projects. Government to conduct safety audits for 418 mines In the wake of the Jharkhand coal mine cave-in, which has so far claimed 18 lives, the government has decided to conduct safety audits for all the 418 mines in the country. The Centre has also decided to draw a road map for the highest standard of mine safety, ensuring ‘zero accident’ in coal mining. According to the minister, for the safety audits, first 58 large mines of the country would be covered, where annual composite overburden production is between one to five million cubic metres. All the safety audits will be conducted by the director general of mines safety. Safety actions like anti-collision system for dumpers, electronic Tele Monitoring system, Geo technical cells in Coal India mines for slope stability and gas monitoring system among others had been taken. Kerala town all set to become the first carbon neutral panchayat in the state Seven months after its people had pledged to make it the first carbon neutral panchayat in the state, the town of Meenangadi in Kerala is closer than ever to its goal and a number of programmes have been initiated to achieve it. Despite being a small town in Wayanad district, the region is incredibly bio-diverse (being a part of the Western Ghats). Numerous people from different backgrounds including students, scientists and also people's representatives are coming together to ensure that this project is successful by 2020.

The town has already conducted a soil audit, plant population census, energy audit, and more. There is also a concerted campaign against the use of plastic bags in the region. People cultivate organic vegetables and they will soon be expanding the forest cover. With climate change continuing to pose an immediate threat to the planet, such an initiative is indeed noteworthy. The project is a brainchild of Finance Minister of Kerala, Thomas Isaac.

Puducherry CM bats for adoption of innovative energy production sources Mr V. Narayanasamy, the Chief Minister of Puducherry, said the territorial administration was keen on conservation of energy and also adoption of innovative energy production sources such as solar energy so that a green environment could be achieved for the people's advantage. He added that the French Administration had set a model by adopting solar energy and using of natural light to enhance saving of energy through their current initiatives. Puduchery government would also go in for green environment and promote solar power generation and use it at various centres.

Viewpoint NEWS The Smart City project was another area where French collaboration was very much manifest. The Consulate had replaced 49 old air conditioners by new ones using inverter technology and renovation of the central hall was also an added feature. All the halogen lamps had been replaced by LED lamps and the increased use of natural light would ultimately enhance energy savings. The French Embassy in India had decided to implement several projects to make the Consulate General of France here "even more environment friendly during 2016 and this was done in additional to several energy conservation initiatives already in place here.“ As per Energy Audit carried out in 2015, the consulate building fulfilled the criteria for a five star rating which is the highest level of certification of energy efficiency given by Bureau of Energy Efficiency. World's largest solar power plant set up in TN

It has the capacity to power 1,50,000 homes - and it is one sign of how serious India is becoming about meeting its renewable energy targets. Considering the delays that commonly bog down infrastructure projects in India, the speed at which the 648 MW project was completed demonstrates the country's commitment to renewables. As a signatory to the Paris Agreement on climate change, India is committed to ensure that at least 40 percent of its electricity will be generated from non-fossil-fuel sources by 2030. While coal still provides the lion's share of India's energy, officials forecast that the country will meet its Paris Agreement renewable energy commitment three years early - and exceed them by nearly half. A 10-year blueprint released last month predicts that 57 percent of total electricity capacity will come from non-fossil sources by 2027. India's ambitious targets come at a time when renewable energy is at a turning point in the country, as generating electricity from renewables costs nearly the same as from conventional sources.

The urgency also aims to fill a gap: India is among the world's fastest growing economies, yet one-third of its households have no access to grid power. The renewables goal will help ensure "uninterrupted supply of quality power to existing consumers and provide electricity access to all unconnected consumers by 2019.The Adani plant, built at a cost of 45.5 billion rupees ($661 million), reflects the government's ambitions. It comprises 2.5 million solar panel modules, 576 inverters and 6,000 km of cables.

It took 8,500 men working two shifts every day for six months - and three shifts for two months - to finish, ahead of schedule, the Adani Group's giant solar power plant in southern India. The vast, 10 sq km project in Ramanathapuram, in the state of Tamil Nadu, is the world's largest solar power station in a single location, according to the company.

India Budget 2017-2018 – The Energy Perspective 1.

7,000 railway stations will be solar powered. A beginning has been made in 300 stations. Works will be taken up for 2,000 railway stations as part of 1000 MW solar mission.

Basic Customs Duty (BCD) of tempered glass for use in manufacturing of solar panels reduced to zero from the current rate of 5%. Countervailing Duty (CVD) of components and raw materials used in the manufacturing of tempered glass for solar applications is reduced to 6% from the current rate of 12.5%.

BCD Reduced to 5% from 10%/7.5% and CVD Reduced to 6% from 12.5% for all items of machinery required for fuel cell based power generating systems to be set up in the country or for demonstration, subject to certain specified conditions.
