Fishers Caught 2-Ton Leopard Shark Negara (Bali Post)—

Residents around the coastal area of Pebuahan, Banyubiru, last Friday (Oct 9) was made splashy by the drifting ashore of a huge Leopard shark. Such fierce fish weighing 2 tons drifted ashore after trapped into a fishnet belonging to local fisher. The first discoverer of that fish was Musabihin (33), a fisher from Pebuahan Negara, admitted to encounter such stranded shark after pulling the fish net belonging to Sulaiman Daimi, a member of his fishnet group.

The shark incident occurred unintentionally. Generally, their group could only catch seleh (slightly larger than anchovy) fish. Ac-

cording to Musabihin, when pulling the net, the shark once ran amok and it damaged the fishnet. Local fishers did not have other choice but hurt its back by means of chopping knife.

According to him, it was done to prevent the shark from wrecking the fishnet. They were going to sell the fish at IDR 15 million.

Such incident drew great attention of local residents. They thronged location because they would like to have a closer look at such Leopard shark. Up to last Friday afternoon, the fish looked to flutter at the beach as hit by the waves. Fishers tied the Bali Post/sur shark by plastic rope to make sure, if the This leopard shark find stranded in Banyubiru, Jembrana. Bali News “Governor” of TRE Gambling Captured by Bali Police Denpasar (Bali Post)—

Local Residents to Cultivate River Basin Singaraja (Bali Post)—

No rains falling in Buleleng Regency make a number of rivers run dry. One of them is Grokgak River in West Buleleng. Surprisingly, river basin area (DAS) of Grokgak River was lately divided into some lots by local residents. It was planted with banana seedlings and others. Monitoring of Bali Post at location, last Friday (Oct 9), found the river basin in the north of bridge connecting Seririt to Gilimanuk to show ticklish view. Within the dry river was discernible the borders of lots surrounded by growing fences.

Reconstruction of Rikasano’s Murder

Mayumi Once Scared to See David Denpasar (Bali Post)—

To complete the document of lawsuit on the murder of Rikasano (33) by David Goltar Wicaksono (26), investigator of Criminal Researcher of Denpasar Metro Police seemed to take prompt action. Even, few days after the reveal of the case, investigator performed the reconstruction right away.

Reconstruction organized on last Thursday (Oct 8) at midnight until the next morning seemed to be in a hurry. It was caused that companion of Rikasano who also became a victim of robbery by David, Mayumi (30), requested to rush going home to Japan.

There was something different in the reconstruction at that night. Victim Mayumi denoting the key witness of the case once looked to be scared on seeing the suspect David.

When she saw the suspect David, Mayumi refused to perform the reconstruction. However, when persuaded, she finally was ready to do so. In that reconstruction, it was played 65 scenes by the suspect.

Number of scenes was obtained after the suspect David exhibited how he murdered Rikasano, including the robbery toward victim Mayumi.

There were some locations chosen in the reconstruction. Some of them were Hotel Prani, Jalan Pantai Kuta, graveyard, Jalan Dewi Sri, Kuta and location where Rikasano was beaten up severely and the finding of her corpse, namely on Jalan Mertanadi, Kuta.

Such reconstruction was conducted starting from 00:00 Local Time through 07:00 Local Time.

There were 65 scenes in the recon-

struction and all were the same as the confession of the suspect. “In other words, the reconstruction is the same as the content of lawsuit document of the suspect,” said Chief of Denpasar Metro Police, I Gede Alit Widana, last Friday (Oct 9).

Scenes of reconstruction were begun when victim Mayumi would like to be back to hotel from Sky Garden. Afterwards, Mayumi met with the doer and said that victim did not put on helmet that was not far from hotel. “We commenced the reconstruction from Sky Garden and ended at location of beating up to victim Rikasano,” he revealed.

The terrific scene in the reconstruction was when the victim Rikasano was beaten up at vacant land on Jalan Mertanadi, Kuta. At that location, the suspect took out all of victim’s clothes. It was carried out to prevent the victim from running away. Since victim showed resistance when she would be robbed, the suspect hit her head by wooden log.

Even, the suspect also raped the victim when she was in agony and bespattered with fresh blood. Her legs were uplifted and then he raped the victim. Later on, body of the victim was brought into bushes and covered by tree branches and rubbish. (kmb21)

Based on the report of victim, the goods lost consisted of Lowepro Vertex, 1 Canon 40 D digital camera, 1 Canon lens EF 100-400mm, 1 Canon lens EFS 17-85 mm macro and 1 Sony HDR-XR 520 video camera and other valuables like MasterCard credit card. “The victim admitted to have afflicted a lost worth around IDR 100 million,” he added. Obama pledges to repeal military’s gay ban

WASHINGTON - President Barack Obama promised gay and lesbian activists Saturday he will repeal a ban on gays in the US military, rebuking complaints he has not honored his promises to fight for equal rights.

“I will end ‘Don’t Ask, Don’t Tell.’ That’s my commitment to you,” Obama said during a rousing speech before some 3,000 activists at an event organized by the country’s biggest lesbian, gay, bisexual and transgender (LGBT) rights organization.

“We should not be punishing patriotic Americans who have stepped forward to serve this country. We should be celebrating their willingness to show such courage and selflessness on behalf of their fellow citizens, especially when we’re fighting two wars.”

Despite pledging his “unwavering commitment” to support gay rights, Obama did not provide a timeline for repealing the 1993 law,

a hot-button social issue. He also did not details plans to end discrimination against gays.

More than 12,000 US service members have been discharged under the policy that requires gays and lebians to keep quiet about their sexual orientation or face expulsion.

The president said he realized many in the Human Rights Campaign (HRC) audience “don’t believe progress has come fast enough.” But he urged patience, saying: “Do not doubt the direction we are heading and the destination we will reach.”

Obama has extended partial federal benefits to same-sex partners of US government workers but he is under pressure from activists to deliver on his campaign promise to repeal the military ban.

“This is also a time of great impatience,” said HRC president Joe Solmonese, noting that thousands of gay men and women are expected to descend on Washington Sunday for a National Equality March.

But he insisted that “we have never had a stronger ally in the White House, never.”

The Obama administration has said it supports repealing the rule at some point but has made clear no immediate action is on the horizon, as it attempts to manage an economic recovery, health care reform and the wars in Afghanistan and Iraq.

“Despite the real gains that we’ve made, there are still laws to change and there are still hearts to open,” Obama acknowledged, calling “painful and heartbreaking” the bias some continue to hold against gays.

“This story, this fight continues now. And I’m here with a simple message: I’m here with you in that fight,” said the president, as the crowd burst into cheers that echoed throughout the Washington Convention Center.

BUENOS AIRES - Argentina’s senate on Saturday overwhelmingly backed a controversial law that supporters say will wrest media power from a select few oligarchs, but which has been criticized as an attack on press freedom.

Legislators backed President Cristina Kirchner’s appeal to remake Argentina’s media laws by a resounding 44 votes to 24, after nearly 20 hours of debate.

The bill — which defines media as being for the “social and public good” — now looks certain to become law, replacing dictatorship-era rules that according to Kirchner enshrine a concentration of media ownership.

The move seeks to place some limits on multiple concessions held by private companies.

It is likely to force the breakup of the country’s most powerful media bloc, Grupo Clarin, which owns the popular daily Clarin.

The measures were announced after Kirchner’s ruling Peronist party received a trouncing during parliamentary elections in June, a loss she blamed on media criticism.

Opposition lawmakers said the new measures would give the state excessive power over media ownership, but they were not able to muster enough support to defeat the bill.

Clarin general editor Ricardo Roa, wrote on Saturday that the law’s singular aim was to create “a weaker and more docile press.”

In September hundreds of tax inspectors raided Clarin offices, a move condemned by opposition lawmakers as politically motivated.

RAWALPINDI - Troops stormed Pakistan’s army headquarters Sunday ending a day-long hostage drama and freeing 39 people held by militants who brazenly struck at the heart of the military establishment.

Three hostages, two soldiers and four suspected Taliban militants were killed in a rescue operation hailed by the military as “highly successful”, despite a total of 19 dead since the rebels launched their assault.

Six soldiers and four other militants had already been killed in the nearly 24-hour siege, which began Saturday in the garrison city of Rawalpindi and was the third dramatic militant strike in the nucleararmed nation in a week.

The audacious attack exposed Pakistan’s vulnerability in the face of a Taliban militia who have regrouped after the death of their leader and are

determined to thwart an army assault on their tribal hideouts, analysts said.

Military spokesman Major General Athar Abbas said troops went in at about 6:00 am (0000 GMT) and met with resistance from five militants armed with suicide vests and barricaded in the building in the city adjoining Islamabad.

“Thirty-nine hostages were rescued and three were killed,” Abbas told AFP, adding that the captives were shot dead by the militants.

“The militants had suicide jackets, improvised explosive devices, grenades... they wanted to blow up all the hostages and cause maximum

damage.”

He said that two soldiers and four of the insurgents were killed in the hourslong rescue operation. The apparent leader of the militant team escaped and detonated a number of explosives, before being injured and arrested.

“The operation is over. It was highly successful,” Abbas added.

He said that intelligence officials were investigating possible links between the sole surviving militant — named as Aqeel, also known as Doctor Usman — and the March attack on the Sri Lankan cricket team in Lahore.

The Rawalpindi attack bore similarities to the March gun-and-grenade attack, which left six policemen and two civilians dead. Abbas said the militant held Sunday had the same name and alias as one of the Lahore attack suspects.

Armenian Foreign Minister Edouard Nalbandian and his Turkish counterpart Ahmet Davutoglu had been due to sign the two protocols in a ceremony at the University in Zurich early this evening.

But US State Department spokesman Ian Kelly told reporters that the ceremony was delayed after “a last minute hitch” with the Armenians, touching off frenetic scenes in the northeastern Swiss city.

Over an hour-and-a-half after the scheduled ceremony, the Armenian

foreign minister and US Secretary of State Hillary Clinton had still not arrived at the University where the signing is due to take place.

Together with EU foreign affairs chief Javier Solana, Russian Foreign Minister Sergei Lavrov, French Foreign Minister Bernard Kouchner, Clinton was aiming to provide a public show of support for the Turkish-Armenian deal.

Swiss officials said Solana, Lavrov, Kouchner, Davutoglu, and Swiss Foreign Minister Micheline Calmy-Rey, representing the mediators, have all arrived at the university.

An AFP reporter said a convoy with Clinton had turned around while travelling there from a luxury hotel where she had earlier held bilateral talks with the Turkish and Armenian ministers.

US Assistant Secretary of State for European and Eurasian affairs Phil Gordon was meeting Nalbandian in a hotel to try to deal with Armenian concerns about some of the statements to be made during the ceremony, officials said.

Gordon was also talking to the Turkish delegation by phone, they added, while Clinton consulted her diplomats in a limousine parked outside the hotel Relations between NATO member Turkey and Russian-backed Armenia have been soured since the World War I massacres of Armenians under Ottoman rule.

The bridge-building by the two governments after more than a year of discrete Swiss-mediated talks is still hampered by fierce opposition at home, as well as within the influential Armenian community abroad.

Pope to canonise ‘leper’s apostle’ and four others Agence France-Presse

VATICAN CITY - Pope Benedict XVI is on Sunday to canonise five new saints, including a man who dedicated his life to lepers in Hawaii and another considered one of the greatest mystics of the 20th century.

Tens of thousands of worshippers are expected to attend the mass in St Peter’s Square in which the pope will also canonise Jeanne Jugan (17921879) of France, who founded the order of the Little Sisters of the Poor.

By the time she died, her institute had 2,500 workers looking after elderly and solitary women in 177 homes around the world.

Jozef Damian de Veuster (18401889) of Belgium moved to Molokai in Hawaii at the end of the 19th century, where he became known as “the leper’s apostle” for living on a colony for 16 years until he himself died of the disease.

Also to be canonised are Polish archbishop Zygmunt Szczesny Felinski (1822-1895) and two Spanish monks — a Dominican, Francisco Coll y Guitart (1812-1875) and a Trappist, Rafael Arnaiz Baron (1911-1938).

Baron, considered one of the greatest mystics of the 20th century, died aged 27 while he was a member of the Cistercian Order of Strict Observance.

He died from diabetes after preferring

to stay at the monastery rather than with his parents, where medical care would have been easier to come by during the upheavals of the Spanish Civil War. The canonisations will be attended

by Belgium’s King Albert II and his wife Paola, Polish President Lech Kaczynski and French Prime Minister Francois Fillon.

Fillon met the pope on Saturday, during which the pontiff gave him a pen “to sign his documents.” Fillon, a practising Roman Catholic, replied: “documents which will be agreeable to you.”

In April, the pope canonised five Christians, including Father Arcangelo Tadini (1846-1912), Sister Caterina Volpicelli (1839-1894), theologian Bernardo Tolomei (1272-1348) and Gertrude Caterina Comensoli, (18471903), all Italian.

The fifth was Carmelite monk Nuno de Santa Maria Alvares Pereira (13601431) of Portugal.

Benedict XVI has indicated he intends to slow down the rate of canonisations and of beatifications — a step towards full sainthood — in con-

trast with the prolific rate of his predecessor, John Paul II. After Sunday, Pope Benedict XVI will have canonised 28 new saints since becoming pontiff in April 2005. JeanPaul II created 482 new saints and beatified 1,338 during his 26 years in office.

Beatification, officially the Catholic Church’s recognition that a dead person has entered heaven and can intercede on behalf of those who pray in their name, is a key step towards sainthood.

Black earth stirs investors in Russia Agence France-Presse OSTROGOZHSK - For years, foreign investors have been attracted by the gleam of Russia’s vast reserves of crude oil.

But deep in the quiet, rolling landscapes of southwest Russia, it is not the seductive power of black gold that has brought foreign money into the country.

It is the more mundane appeal of black earth, millions of hectares of ultra-fertile agricultural land that foreign companies hope will provide the ideal answer to the world’s changing food needs.

Swedish company Black Earth Farming (BEF) since 2006 has bought 300,000 hectares (740,000 acres) of Russian farmland after the government finally allowed land to be privatised after decades of state ownership.

“In Europe the price of land is very high,” BEF chief executive Sture Gustavsson said as he surveyed the newly acquired lands in the Voronezh region some 600 kilometres south of Moscow.

In Russia, a hectare of land can still be acquired for several hundred dollars.

“It is a great challenge. But we are loving it,” Gustavsson said.

Russia has tens of millions of hectares (acres) of chernozem, or black earth, considered a dream soil because of its richness in humus, which is formed by the decomposition of plant matter by micro-organisms.

The high humus content gives the soil an ability to retain moisture that makes it perfect for farming. The famous Black Earth region of Russia and Ukraine covers an area approximately half the size of Germany.

Yet while Russia has become one of the world’s main grain exporters, the full potential of its vast agricultural lands remains unfulfilled, with vast tracts of arable land going fallow after the collapse of the Soviet Union.

As a result, the modern techniques that foreign firms can bring to the most traditional of industries are essential if Russia is to fully realise its potential.

“The foreigners have brought us innovative technologies and jobs,” said the head of BEF’s local subsidiary Agro-Invest Ostrogozhsk, Alexander Averyanov.

“When we arrived in 2006, just 30 percent of the land in the region was being cultivated while 70 percent had been fallow for five,

seven, even 12 years,” he added.

“We have worked for twoand-a-half years and now we have been able to start cultivation.”

Other investors in Russian agricultural land have ranged from investment funds to foreign governments.

In April 2009, South Korean shipbuilder Hyundai Heavy Industries took a majority stake in Khorol Zerno, a firm which owns 10,000 hectares of farmland in Russia’s Far East.

“The world needs grain more and more,” said Dmitry Katalevsky, a financial analyst with Deloitte, pointing to a shift in Asian diets towards wheat, the development of bio-fuels and the rising global population.

“The surge in agriculture prices has prompted investors to become more interested in these goods, when before they had invested more in oil, metals and gas.”

Russia has set ambitious targets to fulfill the export potential of its agriculture industry.

Agriculture Minister Elena Skrinnik has said Russia could raise its annual grain production to 120 million tonnes in the next 10-15 years, allowing it to roughly double its exports to 50 million tonnes annually.

Victim’s parents ‘hang’ Iranian for murder Agence France-Presse

TEHRAN An Iranian man was hanged on Sunday apparently by the parents of his victim whom he murdered when he was a minor, the official IRNA news agency said.

Behnoud Shojaie had been convicted of stabbing to death 17-yearold Ehsan Nasrollahi during a fight in August 2005 when he himself was aged 17, IRNA reported.

Shojaie was “said to have been hanged by the victim’s parents” in Tehran’s notorious Evin prison, said the agency.

Former Iran judiciary chief Ayatollah Mahmoud Hashemi Shahroudi had agreed in June last year to suspend Shojaie’s death sentence to give the victim’s fam-

ily a chance to pardon him under Islamic sharia law.

Shojaie’s case drew international attention and several domestic human rights groups also strongly called for halting the execution.

The latest hanging brings to at least 231 the number of people executed in the Islamic republic so far this year, according to an AFP count based on news reports.

In 2008, Iran executed 246 people, second only to China.

Tehran says the death penalty is a necessary tool for maintaining public security and is applied only after exhaustive judicial proceedings.

Murder, rape, armed robbery, drug trafficking and adultery are all punishable by death in Iran.

Two top Indonesian terror suspects killed Agence France-Presse

JAKARTA - Indonesian anti-terror forces killed two brothers wanted over the July 17 hotel bombings in Jakarta during a raid Friday on a militant hideout in the city, a police source said.

Fight to help the traumatized after Indonesia quake PASADAMA - More than a week after he was pulled from his family’s collapsing home, three-year-old Vahrasya Clausatio has seldom strayed far from his mother’s arms. Like many child survivors of the huge earthquake on Sumatra Island on September 30, Vahrasya has been left traumatised by a disaster that the United Nations says killed upwards of 1,100 people.

As international aid pours in and authorities clean up buildings shattered in the quake, a small number of relief groups are working to repair widespread shock before it sets in and becomes lasting psychological damage. In this village outside the quakehit city of Padang, one such group, the Ananda Marga Universal Relief Team, has set up a play area beside an intact warehouse.

With dolls, balls and paper for children to draw on — grim drawings are often a sign of trauma — the aim is to use play and socialising to get children out of their shells, said Christian Jung, a consultant from German NGO Kinder Not Hilfe.

Symptoms of trauma in children include nightmares, insomnia and unwillingness to be alone, he told AFP. “They (also) have really physical symptoms like their heart is aching, they can’t breathe properly,” he said.

At the edge of the group, as other children played and his seven-yearold brother Roudhra drew a scene of

a sunshine-bathed town underneath rolling hills, Vahrasya continued to hover distractedly in reach of his mother. With purple ointment over wounds on the edge of his mouth, he sometimes roused to fiddle with a cardboard tube, and offered the occasional smile, but rarely spoke.

“He can’t be far away from me, he has to be close,” his mother, 32-yearold Felmi Yetti, told AFP. “If I’m not by his side while he sleeps he cries,” she said.

In the Sumatra quake, like many disasters, trauma is widespread as a result of basic psychological impulses, said Deepek Mostert, the director of Indonesian aid group TREST, which does psychological counselling in disaster areas.

“What happens with trauma is the reptilian brain keeps sending signals you’re in a life and death situation,” he said, referring to the basic part of the brain that deals with flight-or-fight responses.

“Right now it’s like first aid work,

people can’t sleep, have nightmares, hyperactivity, just a general sense of intense fear that at any moment something will happen that will end your life, that’s what they live with.”

TREST has arrived for a threeand-a-half week programme to hold sessions with hundreds of school children at a time in an effort to get them to overcome basic fears such as entering buildings.

But it is not only children that suffer psychological trauma from disasters such as earthquakes, said Harjeet Singh, of international NGO ActionAid. Up to 10 percent of disaster survivors, including adults can show signs of post-traumatic stress disorder for as long as 12 months, he said.

“We went to another village yesterday where women said this is harvesting time, the crops are standing, they don’t want to go to harvest their crops,” he said.

While some groups are on the ground helping to deal with trauma, it often remains overlooked as international aid groups focus on food, medicine and reconstruction, he said.

“If you make people sit and give them food to eat and don’t engage people in activities, that is the worst thing you can do,” he said. (Agence France-Presse)

Six kangaroos arrive in Jakarta Antara

BOGOR - Six female grey kangaroos arrived in Jakarta on Saturday evening after a 18-hour flight from Perth, Australia.

The Indonesian Safari Park (TSI) in Cisarua, Bogor, West Java province, received the animals from the Australian Zoo.

The kangaroos were accompanied by three Australian Zoo’s staff members, namely Dr Tim Potas, Lauire Pond and Kelsey, and were greeted by Cisarua TSI Director Tony Sumampau upon their arrival in Jakarta.

They would be placed in a quarantine area for a week for adaptation before they could be seen by the public, Tony Sumampau said.

TSI got the kangaroos based on a sister park cooperation agreement with the Australian Zoo several years ago when the Zoo was headed by Steve Irwin “Crocodile Hunter” and his wife Terri Raines.

Gunfire and an explosion were heard as police raided the house in Ciputat on the capital’s southern outskirts, witnesses said.

Police spokesman Nanan Soekarna said the suspects threw “firebombs” at the raiding party before they were killed.

Ikbal Tanjung, who rented another room in the two-storey house, said three people had recently

stung through the heart by a stingray while diving off Port Douglas.

“So, it was the Australian Zoo which recommended that Indonesia should get kangaroos,” Sumampau said.

The six kangaroos are part of a total of 15 kangaroos to be given to Indonesia. The Kangaroo is a common marsupial from the islands of Australia and New Guinea. However, scientists have also found a species of kangaroos in Papua, Indonesia. There are 47 species of “roos.” Kangaroos can

Noordin and his followers dreamt of creating an Islamic caliphate spanning much of Southeast Asia and advocated the use of indiscriminate violence to protect Muslims from perceived oppression around the world.

He was inspired by Al-Qaeda leader Osama bin Laden’s call for global jihad against the West and allegedly received funding from AlQaeda for the first Marriott bombing.

Information collected at northern coastal area at Tejakula sub district mentioned that a number of coastal areas in the territory of Tejakula sub district like Penuktukan Village, Sambirenteng Village and its surrounding have now been owned by foreigners by borrowing name of ownership from local residents. Similar condition also occurs at coastal areas like at Kubutambahan, Banjar, Seririt and Grokgak. A resident of Tejakula said that owners of land located at coastal areas faced strong scraping of abrasion.

“On that account, they preferred to sell their land. Moreover, the price of land is very expensive,” said the resident.

Previously, the resident added, landowners were not necessary to sell their land at coastal areas by force if government moved promptly to anticipate such abrasion. For instance, it could be done by installing concrete revetment or stockpiling of huge stones. Since the budget of abrasion prevention was too expensive, government could do so in relatively short time. “Other than requiring costly budget for the prevention, landowners could not make coastal safe-

guarding either. Therefore, they had no choice but selling their land rather than letting theirs vanish swallowed by the ocean,” he said.

Head of Sambirenteng Village, Gede Nuarya, justified the existence of a number of investors purchasing the land easily due to abrasion. Within the area of Sambirenteng Village, there have been three investors building hotel facilities. Two hotels have been in operation, while another was under construction. “Owners of those hotels indeed have constructed coastal revetment on their own expenses so their land are not scraped by abrasion,” said Nuarya.

According to Nuarya, at Sambirenteng Beach, there were some lots of land belonging to local residents that have not been sold to investor.

However, those lands were in serious abrasion. Uniquely, the abrasion occurred on the land located between two areas that have been installed coastal safeguarding protection. The land in the east of it has been made concrete revetment by government, while investor constructed that in the west. “Seem-

ingly, that unprotected land became a nice target of waves,” he said.

Head of Buleleng Office of Public Works, Nyoman Gede Suryawan, also justified that many coastal lands belonging to local residents have been sold to foreigners due to abrasion. It was admitted that such condition transpired at Tejakula coastal areas. Even, after purchased by foreigners, those lands were safe from abrasion. The new owners have made revetment by themselves on their own account.

“Many coastal revetments were built by investors in Buleleng,” he said.

According to Suryawan, local government indeed could not undertake the coastal safeguarding project immediately because of expensive budget required. “For this year, Buleleng Regency has undertaken some six projects. However, some coastal areas remain left unhandled.

But, we keep on attempting to request additional budget from central government in order coastal abrasion in Buleleng could be handled a soon as possible,” he observed. (kmb15)

“The two heads of state agreed on many things.

France fully agreed with the green diplomacy concept,” he said.

The 20-minute talks between Yudhoyono and Sarcozy in Pittsburgh, he said, adequately presented the interest of the two countries because at a lower level understanding had already been reached.

With regard to the 7.6-magnitude earthquake which had struck Padang, Jambi, and many places in Jawa Barat, France has dispatched 75 military personnel with medical and building reconstruction skills. They had joined their counterparts from some other countries in including Indonesia.

Balinese Culture Wirayuda receives Udayana Award Antara

DENPASAR - Foreign Affairs Minister Hassan Wirayuda received the Udayana Award from Udayana University for his efforts in the development of science, technology, and arts for the state and nation.

The award was presented to the foreign affairs minister by the university’s rector, Prof I Made Bakta, at the Widia Sabha Usada Auditorium of Udayana University’s Faculty of Medicine.

On the occasion, Prof Made Bakta said the Udayana Award was the highest award given by the university to individuals or institutions that had been of outstanding service in the development of science, technology, and arts for the state and nation.

He said Hassan Wirayuda deserved the Udayana Award because of his meritorious services in the development of diplomacy, democracy, and peace for the Indonesian nation.

“Foreign Affairs Minister Hassan Wirayuda has been able to build a strong base of Indonesian foreign policy in the reform era,” Made Bakta said.

This was a follow-up of an MOU signed on November 10, 2008

by Foreign Minister Hasan Wirayudha, and Udayana University Rector Prof Dr I Made Bakta, SPpD (KHOM).

Cut cabbage into pieces about 2.5 cm by 1 cm (1 in by ½ in).

2. Combine all vegetables, chili, grated coconut and fried shallots in salad bowl and mix well.

BUSINESS US eyes free trade pact with ASEAN Agence France-Presse

WASHINGTON - The United States is beginning to lay the initial groundwork for talks to forge a free trade agreement with Southeast Asia, ahead of President Barack Obama’s maiden trip to the region.

A senior US senator will propose a resolution on Tuesday encouraging Obama administration officials to initiate the negotiations, warning about competition from China and other powers who have already sealed pacts with the Association of Southeast Asian Nations (ASEAN).

“The United States should proceed to develop a comprehensive strategy toward engaging ASEAN in serious FTA discussions,” said Senator Dick Lugar, the Republican party leader in the powerful Senate foreign relations committee.

Lugar admitted that the free trade endeavor would be “complex and have possible challenges to negotiation given the varying levels of economic development and open markets among ASEAN countries.”

But he pointed out that “China, India, Australia, New Zealand and South Korea have already finalized FTAs with ASEAN and are sharpening a competitive edge over the US in Southeast Asia.”

Ongoing trade sanctions with military-ruled Myanmar, one of 10 ASEAN member states, should not deter US efforts to reach an FTA with the rest of the grouping, which also include Brunei, Cambodia, Indonesia,

Laos, Malaysia, the Philippines, Singapore, Thailand and Vietnam, Lugar said.

Lugar’s resolution prodding the office of the United States Trade Representative (USTR) to pursue the free trade agreement is expected to attract support from Democratic party senators, congressional sources said.

Obama will hold his first-ever official summit between a US president and leaders of the 10 ASEAN member states when he is in Singapore for the Asia Pacific Economic Cooperation (APEC) forum in mid-November.

The United States has recently reversed policy on contacts with Myanmar, holding the highest-level talks with junta officials in nearly a decade, but has warned it will not lift sanctions until democracy is introduced.

“Obama’s possible meeting with ASEAN leaders while in Singapore will reflect the significance of the USASEAN relationship,” Lugar said.

According to the resolution, a copy of which was made available to AFP, two-way US-ASEAN annual trade was a whopping 180 billion dollars.

In 2006, Lugar introduced and

won approval of legislation establishing the position of US ambassador to ASEAN and Obama’s predecessor George Bush appointed the envoy in 2008.

The United States at present has a Trade and Investment Framework Agreement (TIFA) with ASEAN, a precursor to a full free-trade pact.

Southeast Asia, with a population of 560 million, is America’s fifth-largest trading partner behind only Canada, Mexico, China and the European Union.

American exports to the region have grown steadily to 68.4 billion dollars in 2008, about the same as US exports to China and three-times larger than American exports to India, according to figures from the USASEAN Business Council.

In economic terms, China’s trade with the region saw a 20-fold increase between 2003 and 2008 to 179 billion dollars, while the US saw just a threefold rise, according to ASEAN figures.

But the US maintained a slightly larger share of total ASEAN commerce than China.

The United States at present has a free trade agreement with Singapore and has been holding talks with Malaysia for a similar pact.

Mideast oil exporters’ foreign reserves to rise in 2010: IMF Agence France-Presse

DUBAI - Oil exporters in the Middle East and North Africa region are expected to increase their international reserve positions by over 100 billion dollars in 2010 as oil prices rebound, the IMF said on Sunday.

The rebuilding of their international reserve positions would help governments of the region maintain public spending, which has helped mitigate the impact of the global financial turmoil on their economies, the International Monetary Fund said in report released in Dubai.

“With higher oil prices and the anticipated re-emergence of global demand, oil revenues are expected to increase, allowing oil exporters to rebuild their international reserve positions by over 100 billion dollars in 2010,” the Middle East and Central Asia Regional Economic Outlook said.

Oil exporters — Algeria, Bahrain, Iran, Iraq, Kuwait, Libya, Oman, Qatar, Saudi Arabia, Sudan,

United Arab Emirates and Yemen — have suffered as oil prices dropped to near 30 dollars per barrel around the turn of the year from a life-time high of 147 dollars per barrel in July 2008.

As a result, the current account surplus of these countries dropped by nearly 350 billion dollars.

Since then, the price of oil has rebounded to around 70 dollars per barrel.

“The use of reserve buffers for countercyclical spending by oil exporters mitigated the impact on their own economies and generated positive spillovers for their neighbours,” IMF Middle East and Central Asia department director Masood Ahmed said in a press release.

The IMF projected that the economies of all countries of the Middle East and North Africa in addition to Afghanistan and Pakistan are expected to grow 4.0 percent in 2010.

The fund also said that strengthening financial regulation and supervision is crucial to cushioning the fi-

nancial system against future shocks.

Gulf Arab economic growth is expected to slow to 0.7 percent in 2009 from 6.4 percent in 2008 but rising to 5.2 percent next year, the IMF said.

The IMF report said that the impact of the crisis in the region is most visible in the oil sector, where output is projected to contract by 3.5 percent in 2009.

“The MENAP (Middle East, North Africa, Afghanistan and Pakistan) oil exporters were directly affected by the global financial crisis through a sharp drop in oil prices, a contraction in the global economy, and a sudden drying up of capital inflows,” the report said.

Oil importers’ economic growth will slow to 3.6 percent this year from 5 percent in the previous year but the report said that they will be straddled by high debt levels that would limit the space for fiscal stimulus.

The IMF recommended that these oil importers boost private sector activity, create jobs and strengthen competitiveness.

BEIJING - Japan’s prime minister said Saturday he had agreed with leaders of China and South Korea that it was too early to wind back stimulus policies designed to help their countries weather the economic crisis.

Speaking at a joint press conference after a three-way summit in Beijing, Yukio Hatoyama said he and his two counterparts had agreed it was “premature to take an exit strategy” and withdraw from fiscal spending measures.

“Japan has a very severe job situation now, and I understand South Korea also has a similar condition,” Hatoyama said after the summit hosted by Chinese Premier Wen Jiabao and also attended by South Korean President Lee MyungBak. “Considering such situations, we agreed that it was premature to

take an exit strategy.”

His comments came amid a global debate about when nations should ease out of their stimulus policies.

China unveiled a four-trillionyuan (580-billion-dollar) stimulus package late last year, and Japan’s package includes spending of 15.4 trillion yen (150 billion dollars).

South Korea, meanwhile, announced a 28.9-trillion-won (21.3-billion-dollar) extra budget in March, complementing additional spending announced earlier.

The three leaders also called for the quick resumption of six-nation talks on ending North Korea’s nuclear drive, with Wen saying the door was open to make real progress.

They also pledged to deepen regional cooperation, and said they would work together to ensure the success of global climate talks in Copenhagen later this year and promote the development of clean energy technologies.

Boyzone singer Gateley dies in Spain Agence France Presse

MADRID- Boyzone singer Stephen Gately, 33, died on Sunday while on holiday in Majorca off the coast of Spain, the Irish band said on its website.

“Stephen tragically died yesterday whilst on holiday with his partner Andrew in Majorca,” the site said on Sunday.

The Boyzone members, including lead singer Ronan Keating, were heading to Majorca following news of the death. The circumstances surrounding Gately’s death remained unclear but (Britain’s) News of the World newspaper reported he died after a night out. Boyzone manager Louis Walsh told the newspaper: “We’re all absolutely devastated.”

He said: “I’m in complete shock.

I was only with him on Monday at an awards ceremony. We don’t know

much about what’s happened yet...

He was a great man.”

Speaking to the newspaper late Saturday, band member Shane Lynch said: “Me and the boys are flying out in the morning.

“We just need to get over to where he’s passed and work out what we need to do.”

Gately, who married his partner Andrew Cowles in a civil union in 2006, sent ripples through the pop music world 10 years ago when he announced that he was gay.

He joined Boyzone in 1993 after answering an advert in Dublin to audition for Ireland’s first boyband.

The band went on to enjoy huge success with six number one singles in Britain, but split up in 2000.

They reunited seven years later, but their recent 19-date Better tour failed to fill stadiums, despite offers of free tickets. Gately also starred in West End musicals in London, including “Joseph and The Amazing Technicolor Dreamcoat”.

He last posted a message on his Twitter page on October 6, writing: “Still busy, lots going on. Focusing on finishing my book next so may be quiet here.”

British actor and comedian Stephen Fry said on Twitter that he was shocked at the news.

“Just heard the very sad news about dear Stephen Gately. What a dreadful shock. He was loveable and sweet natured and will be hugely missed.”

Usher Called Police After Custody Fight With Estranged Wife Usher called the police on his estranged wife Tameka Foster after she allegedly turned up at his mother’s house following a heated “custody dispute” last month.

The “Yeah!” singer filed for divorce from the former stylist in June, demanding joint custody of their sons - Usher Raymond V, 22 months, and Naviyd, 10 months.

The split turned nasty on September 10 when the ex-couple became embroiled in a “verbal argument” over the phone regarding weekend custody. In a police report obtained

by TMZ.com, Usher claims he

dropped his sons off at his mother’s house after the bitter conversation and returned home - only for Foster to arrive “demanding to take the kids.”

She soon left his property and he returned to his mum’s home - where Foster showed up moments later and began “knocking on the door” and repeatedly phoning their landline.

Usher and his mother ignored Foster’s calls, but they eventually called the cops when she refused to leave. According to officers from the Johns Creek Police Department in Georgia, Foster was no where to be seen when police arrived on the scene.

Minced beef and bread’ a hit in North Korean fast food joint Agence France Presse

SINGAPORE- You want more fries with that, Mr. Kim? How about a hotdog, Miss Park? Once condemned as evil “US imperialist” fare, western-style fast food is now available in North Korea thanks to a Singaporean entrepreneur who is already drawing up expansion plans just months after opening his first outlet.

“There is a potential to develop this business over there,” said Patrick Soh, who is bullish on the prospects of fast food in the isolated Stalinist state better known for famines than deep-fried delights.

Soh, 56, holds the franchise in several Asian countries for Waffletown USA, a relatively obscure brand in the region compared to the likes of McDonald’s, KFC, Pizza Hut and Burger King, but he has big ambitions.

as Waffletown is known in North Korea, started operating in May after Soh’s company got the first license awarded to a foreign fast food outlet.

Burgers, called “minced beef and bread” to mask their American association, are the biggest attraction at the eatery, which also sells fries, crispy Belgian waffles, fried chicken and — the latest addition — hotdogs.

“It is not only the locals who enjoy the food. Even the foreigners like the food,” Soh told AFP in an interview at a Singapore outlet of Waffletown.

Soh will make his fourth trip to Pyongyang this month to explore the feasibility of opening a second outlet there.

If all goes smoothly, it should be up and running in early 2010, said Soh, who is not deterred by problems like power outages and the unavailability of some items in Pyongyang.

His North Korean adventure started when he was approached last year by a Singaporean investor, who broached the idea of setting up a Waffletown franchise in Pyongyang. Soh declined to name the investor or say how much it cost to open the Pyongyang eatery, saying his main role was to set up the operation and train local staff to run Samtaesong.

A North Korean delegation paid a visit to Singapore early this year to sample the fare at a Waffletown outlet.

“They came and tried the food and liked the waffle, burgers and fried chicken,” Soh said over coffee at the outlet, located in an upmarket neighborhood near Singapore’s Orchard Road shopping belt.

“They find that we have a bit more variety than other typical burger chains and that we don’t sell junk food,” he said.

Los Angeles-Researchers at Gartner (via AppleInsider) are predicting that the global market share for Google’s Android mobile OS could overtake the iPhone’s in a little over two years, with Android poised to leapfrog Apple into the No. 2 spot.

That would leave the iPhone in the No. 3 position—right where it is now, behind BlackBerry and Nokia’s Symbian OS, according to Gartner.

The industry researchers believe that by 2012, Research in Motion (the company behind the BlackBerry) will have lost 7 percent of its market share, causing it to slip into fifth place (behind even Windows Mobile). Android, meanwhile, will get a 12.9-percent boost to become the No. 2 smartphone platform in the world, with Symbian still safe in the No. 1 spot (with a dominating, although dwindling, 39 percent of the global market).

Those are just analyst predictions, of course, and two years is an eternity in the wireless world; after all, two years ago today, we were still getting used to the first iPhone.That said, I think the gist of Gartner’s prediction—that Android is poised to take the wireless market by storm—is spot on, and we’ve seen evidence of that in the past few months and weeks.

Google’s open-source Android platform—which boasts one of the finest touchscreen interfaces out there, iPhone included—came slow out of the gates in fall 2008 with the solid, if uninspiring T-Mobile G1. We had to wait almost a year for the next

Android phone in the U.S., but we finally got one this past August with the G1’s follow-up, the HTC-made myTouch 3G (also on T-Mobile).

Soon after, what started as a trickle quickly became a flood. Sprint trotted out its first Android phone, the eyecatching, touchscreen HTC Hero, and then T-Mobile followed suit with the Motorola Cliq, its third Android handset ... followed by the Samsung Behold II just a few days ago. On Tuesday, Verizon Wireless announced it would launch a pair of Android phones before the end of the year, while Sprint announced its second Android phone—the Samsung Moment—a day later. Oh, and now there’s rumors that Dell wants in on the Android action, with a new handset possible slated for iPhone carrier AT&T.

Breakthrough boosts hope for breast cancer treatment Agence France Presse

VANCOUVER- Researchers reported the first evidence that cancer cells genetically mutate as the disease progresses, a “watershed” discovery they say holds hope for new treatments.

The researchers completed the world’s first sequencing of the billions of letters in the DNA of a female cancer patient at three different stages, in just weeks. The feat was reported as the cover story of the science journal Nature.

Showing that cancer evolves “will lead to a shift in perspective” in how cancer is treated, lead researcher Samuel Aparicio of Canada’s British Columbia Cancer Agency (BCCA) told AFP. When a cell divides as a normal and lifelong process, the DNA genetic code is copied to each new cell. When mutations cause the new cells to grow out of control, cancer can occur, noted the agency in a statement.

Researchers tracked mutations in the woman’s healthy cells, in addition to a local tumour when her breast cancer was first diagnosed, and in cells nine years later after the cancer spread, or metastasized.

In the metastasized cells they

found 32 DNA mutations, said Aparicio.

“When we looked back to see if they were present in the primary tumour, we found only five mutations that could have been present in all cells.”

That just five of the 32 later mutations were originally present was a surprise, the BCCA said.

The mutations — which they described as “spelling” mistakes in the DNA lettering — were “the criminals that caused the disease to get started in the first place,” the BCCA said. “These five mutations were previously unknown to researchers as playing a role in cancer.”

The agency said that “the ability to analyze both the original and the metastatic cancer cells has given us unprecedented information about how breast cancer develops and progresses.”

“This is a watershed event in our ability to understand the causes of breast cancer and to develop personalized medicines for our patients,” Aparicio said in the statement.

He said a key finding was “not only that the primary cancer evolved a lot, but the primary tumour was a mosaic of different mutations which then increased over time”.

US, Mexico qualify for World Cup with wins Agence France Presse

MEXICO CITY- Mexico and the United States qualified for the 2010 World Cup with impressive triumphs on Saturday while Costa Rica and Honduras will carry their quest for South Africa to Wednesday’s final matches.

Conor Casey scored two goals and Landon Donovan curled a free kick into the net in the 70th minute to give the Americans a 3-2 victory at Honduras, ending the hosts’ eightmatch home qualifying win streak.

The Mexicans started slow but netted three goals in the last 20 minutes for a 4-1 victory over El Salvador, which was eliminated from contention for next year’s global football showdown as a result of the defeat.

With one match remaining, the Americans top the table at 6-2 with one drawn for 19 points with Mexico in second with 6-3 for 18 points. Costa Rica blanked already-eliminated Trinidad and Tobago 4-0, the Ticos winning their first match under new coach Rene Simoes, the former Jamaican manager who replaced fired Rodrigo Kenton.

The Costa Ricans improved to 5-4 for 15 points with Honduras at 44 with one drawn for 13 points. One of them will seize the third and last North American regional automatic qualifying spot after Wednesday’s last qualifiers, which send Costa Rica to the United States, Honduras to El Salvador and Mexico to Trinidad and Tobago.

Either Honduras or Costa Rica

will finish fourth and face the fifthplace team from South America, also to be determined Wednesday, in a twoleg playoff to determine another berth in the 2010 World Cup. At San Pedro Sula, Julio de Leon opened the scoring in the first minute of the second half to give host Honduras the lead. Casey nodded home the equalizer in the 54th minute and took a pass from Donovan to fire the goahead goal past Honduran goalkeeper Noel Valladares in the 65th minute.

Donovan netted his free kick and de Leon found the net again as the tension grew.

Honduras had a penalty kick in the 86th minute on a handball by Stuart Holden but Carlos Pavon, the all-time leading goal scorer for Honduras, sent his shot over the crossbar, squandering a golden chance for the equalizer.

A swarm of bees in the Salvadoran crossbar caused a delay at the start of the game at Mexico City, but the hosts took the lead for good on an own goal from Marvin Gonzalez of El Salvador in the 25th minute.

Tension mounted as Mexico continued to be denied but Cuauhtemoc Blanco broke through in the 70th minute to give the hosts a 2-0 lead and Francisco Palencia added an insurance goal for the Tricolores in the 84th minute.

Julio Martinez ended the shutout for the Salvadorans in the 87th minute but Carlos Vela answered for Mexico in the last minute of regulation time and the Mexicans became the first North American team to book a berth in South Africa.

Chile qualifies, Argentina struggles in Cup drama Agence France Presse

BUENOS AIRES- Diego Maradona’s Argentina side struggled past doormat Peru 2-1 to set up a Wednesday showdown at Uruguay for a World Cup 2010 berth while Chile booked a place in South Africa by beating Colombia 4-2.

The penultimate night of South American qualifying matches for next year’s global football showdown saw Argentina avoid a shocking upset in stoppage time while Chile made an impressive qualifying run pay off on two second-half goals.

Martin Palermo, recalled to the national side by Maradona after a decade’s absence and inserted at the start of the second half, tapped in a goal in the second minute of stoppage time after Peru had equalized in the 90th minute.

“The victory gives us new life,” Maradona said. “It was a very dramatic finish. Now we go to Uruguay to play for a place in the World Cup.” After being booed off the field following a goal-less first half and looking undone, Argentina has a one-point edge over Uruguay heading into their showdown for the last automatic World Cup spot from South America.

Gonzalo Higuain took a pass from Pablo Aimar and scored from an angle in the 48th minute to give Argentina a 1-0 lead.

But Peru, a side with two wins in 17 final-round qualifying matches, stunned the hosts in the 90th minute when Hernan Rengifo headed home an equalizer in a driving wind and rain.

Much-crtiticized Maradona,

the retired star player whose rocky tenure as coach would be considered an epic failure if Argentina misses the World Cup, found salvation thanks to Palermo.

Argentina improved to 7-6 with four drawn in qualifying for 25 points entering a showdown match next Wednesday at Uruguay, which won 2-1 at Ecuador to remain on Argentina’s heels at 6-5 with six drawn and 24 points.

Whichever side wins will book the last automatic spot in the World Cup finals, joining Brazil, Paraguay and Chile. The loser would need help to hold off Ecuador for fifth place, which would book a berth against North

America’s fourth-place finisher to decide a berth in South Africa.

Should Argentina and Uruguay draw, Argentina would have the edge for the last automatic spot while Ecuador would need to rout Chile to overcome a goal-difference edge for Argentina and nudge them out of fourth.

Paraguay edged Venezuela 21 to eliminate the hosts from any chance at an automatic spot. Salvador Cabanas scored in the 56th minute and Oscar Cardozo added a goal in the 80th minute for Paraguay. Alexander Rondon answered in the 86th for Venezuela, which most hope to reach South Africa by the playoff route.

Italy, Germany en route to South Africa Agence France Presse

PARIS- Italy scraped a draw against the Republic of Ireland to join Germany, Denmark and Serbia as the latest teams to secure 2010 World Cup places on a drama-laden penultimate batch of qualifiers on Sunday.

This quartet join already-qualified England, Spain and the Netherlands, leaving two automatic berths from the continent still up for grabs heading into Wednesday’s last throw of the South Africa dice.

Russia, beaten 1-0 by ten-man Germany in Moscow, and the Republic of Ireland, are among the teams assured of places in November’s two-leg play-offs.

France, beaten on penalties in the 2006 final by Italy, are also in the play-offs after routing part-timers the Faroe Islands 5-0 to book second place in Group Seven behind Serbia, who trounced Romania by the same scoreline.

The Irish came desperately close to pulling off a major upset in Dublin as Sean St Ledger headed them into a 2-1 lead with only three minutes to go, only for Alberto Gilardino to level on the whistle.

That put the world champions into an unassailable lead in Group Eight with Ireland as runners-up.

Earlier, three-time world champions Germany ensured their participation in next year’s World Cup with a game to spare after a gritty defeat of Guus Hiddink’s Russia.

Miroslav Klose’s first-half goal booked Germany’s ticket with Joachim Loew’s team reduced to ten men when Jerome Boateng was sent

packing after receiving a second yellow card with 20 minutes remaining.

The win gave secured top spot for Germany in Group Four ahead of their final qualifier against Finland in Hamburg.

Denmark got the better of neighbours Sweden 1-0 to book their ticket as winners of Group One while Portugal moved into second and a shot at making the play-offs with a 3-0 win over Hungary.

Spain, who had already guaranteed their place in South Africa as winners of Group Five, came through their trip to Armenia with a 2-1 win to extend their unbeaten run to nine from nine qualifiers.

Bosnia-Herzegovina secured a play-off berth with a 2-0 win in Estonia to make sure of their position as runners-up to the Euro 2008 champions.

In other action, Switzerland boosted their prospects of making it to the finals with a 3-0 defeat of Luxembourg.

Ottmar Hitzfeld’s side are in pole position to qualify as Group Two winners, going into Wednesday three points clear of former European champions Greece.

Group Three is too close to call with Slovakia on 19 points, two ahead of Slovenia, with the same gap back to the Czech Republic.

Ukraine wasted a chance to take the lead when Andriy Shevchenko missed a first half penalty after England goalkeeper Robert Green was sent off for a professional foul following a mistake by Rio Ferdinand.

But Nazarenko gave Ukraine a victory that puts them in pole position to finish second in the group when his first-half shot deflected home off Ashley Cole. However, Ukraine could face sanction from football’s governing bodies after flares were repeatedly thrown into the England penalty area during the first half.

Capello’s team were greeted by a hostile atmosphere, with the match briefly halted straight after kick-off when Ukraine fans behind Green’s goal threw flares onto the pitch - shrouding his penalty area in smoke for several minutes.

The smoke soon cleared but England appeared to be lost in a fog of confusion in the first half.

In the 13th minute, Manchester United star Ferdinand carelessly allowed the ball to bounce through to Artem Milevskiy, who surged into the penalty area before being brought down by Green’s despair-

ing attempt to save. Referee Damir Skomina immediately dismissed Green and Capello sent on Portsmouth goalkeeper James in place of Aaron Lennon.

James’s first task was to face former Chelsea striker Shevchenko’s penalty. He dived the wrong way but watched in relief as Shevchenko’s shot went wide via a post. Ferdinand could breathe again after the kind of sloppy error that has creeped into his England displays far too often for Capello’s liking in recent months.

But Shevchenko’s miss prompted more flares to be thrown onto the pitch as the Ukraine fans let their frustration show and riot police moved in to try to quell the disturbance.

Capello adjusted to England’s numerical disadvantage by sending Wayne Rooney to the left wing and leaving Emile Heskey as the lone striker. The Italian’s changes couldn’t spark England into life and Ukraine took the lead in the 29th minute.

Nazarenko pounced on a loose ball on the edge of the penalty area and his shot deflected off Cole and past James.

Tsonga beats Youzhny to win Japan Open Agence France Presse

TOKYO-Jo-Wilfried Tsonga put an end to Mikhail Youzhny’s dramatic run on Sunday to become the first French player to win the men’s singles title at the Japan Open tennis tournament.

The world number seven from Le Mans, who knocked out compatriots Gael Monfils and Richard Gasquet on his way to the final, chalked up a 6-3, 6-3 win over the Russian.

“I’m very happy to win here. For me, it’s good, because maybe I can play in the Masters event, so I’m really happy to win this tournament,” said Tsonga, ranked seventh against Youzhny’s 49th.

“Today I played perfectly like I did yesterday. That’s it. When I play like this, it’s tough for my opponent.

I’d like to thank Mikhail for this match.”

“At the beginning of the week, I was tired, and I won some tough

matches, and then I played better and better every day. That’s the reason,” he added.

Youzhny had the first break opportunity in the third game of the first set, which he missed with a forehand error that went wide.

Tsonga then had a 15-40 chance in the eighth game, and converted when Youzhny made a forehand error to go up 5-3.

After the second set went with serves, Tsonga took a love-40 break chance in the seventh game, winning it two points later when Youzhny landed an easy backhand shot in the net. The Frenchman then took the following two games.

For the 24-year-old Tsonga, who

takes home the winner’s cheque of 300,000 dollars, it was his fifth career title, three of them won this season, following his victories at Johannesburg and Marseille in February.

Tsonga was the third French player in three weeks to win an ATP singles title, following Monfils’ victory in Metz and Gilles Simon’s win in Bangkok.

France’s Julie Halard-Decugis in 2000, Marion Bartoli in 2006, and Virginie Razzano in 2007 have won the women’s singles title here.

It was not a bad week for Youzhny after beating third seed Gilles Simon of France, defending champion Tomas Berdych of the Czech Republic, and former world number one Lleyton Hewitt of Australia, the 2001 champion. The 27-year-old Russian received the 126,000-dollar runnerup prize from his second appearance in a final on the tour this season.

BEIJING- Soon-to-be world number one Serena Williams should know by year’s end whether she will be barred from the Australian Open over her outburst at the US Open, the WTA’s chief executive said Sunday.

The result of an International Tennis Federation probe was likely to be known in the coming months, Stacey Allaster told a press conference Sunday on the sidelines of the China Open.

Williams drew a 10,000-dollar fine in Flushing Meadows for her verbal assault of a female line judge after she called a foot fault at a key point in a semi-final loss against eventual champion Kim Clijsters.

“It is under investigation. It is ongoing,” said Allaster, who took over from Larry Scott during the summer.

“It would be safe to assume a decision will be taken before year-end.

“Serena has acknowledged the incident as a mistake. It’s something she’s not proud of, and she’s apologised for that,” said the Canadian.

Williams, 28, is being investigated by the ITF’s Grand Slam Committee and could face bans from one or more of the four major tournaments. The next Slam, the Australian Open, begins in January.

“I think all of us would love to have it resolved sooner rather than later,” said

Allaster. “It would be in the best interests for the sport and definitely the best interests for Serena.”

Williams lost in the third round of the China Open but is nevertheless mathematically assured of regaining the top WTA world ranking from Russia’s Dinara Safina when the new list is issued on Monday.

“I’m a very passionate player. I just do the best I can in the best man-

ner I can,” the 11-time Grand Slam winner said Thursday after her loss to Russia’s Nadia Petrova, telling reporters she had taken the US Open debacle to heart.
