Hundreds of taxi drivers demonstrated around the Dewa Ruci roundabout, Kuta, last Monday (Dec 14). They expressed their demand to government in order it behaved fair in issuing the permits on the provision of taxi in Bali. Actually, the number of taxi in Bali was judged overcapacity. In addition, those drivers of five taxi companies also urged to cancel the plan of increasing the number of new taxi vehicle amounting to 1,500.

Those drivers committing demonstration last Monday were from Komotra, Ngurah Rai Taxi, Wahana, Kowindu and Bali Taksi.

Taxi driver of Blue Bird did not join the demonstration. Those demonstrators once give oration in front of Mal Bali Galleria by organizing free forum, voiced their aspiration regarding to the problem caused by government’s policy in the provision of taxi permit.

To be known, the details of taxi vehicle that are under operation consisted of Komotra having 400 vehicles, Ngurah Rai (1,000), Wahana (200), Kowindu (250) and Bali Taxi (200). Meanwhile, the Blue Bird taxi putting into question, currently has 750 units. According to information, it was schedule to

add 1,500 permits of new taxi to the current number of 750 vehicles.

This condition triggered the disappointment of the drivers.

Representative of demonstrator, Nengah Suardiana accompanied by Surya said that government ideally took back the strategic policy in the provision of taxi in Bali. According to Suardiana, the number of current taxi has exceeded the upper limit. Even, its distribution was considered imbalance.

“Within the current condition, we are the driver has lost of the space for bread and butter. Our income dropped drastically due to government policy. Along this month, we complained about our decreasing income.

Announcement of CPNS in Klungkung

Committee Should Be Responsible Semarapura (Bali Post)—

Committee of Candidate of Civil Servant (CPNS) Entry was asked to be responsible for the complicated announcement of the CPNS passing. Other than delayed from original schedule, the CPNS announcement also left a problem concerning with the different formation between the quota and passed participants. This matter should be accounted by the committee by giving clarification to public, particularly the applicants. Anyhow, the delay of announcement until complication of formation resulted in negative indication on the recruitment process.

Bali News Again, Teens of Café Girls Captured by Police Sharp Weapons Also Confiscated Denpasar (Bali Post)—

Although previously the Badung Resort Police have captured 20 café girls without identity including to striptease dancers, it did not make other café girls cautious. As if, they did not care about the intensive action of joint team of Badung Resort Police.

Moreover, Deputy Chief of Badung Resort Police, Bagus Rai, once stated that the operation of social disease undertaken would never cease. Well, Bagus Rai then proved such statement by frisking a number of night entertainment spots. Surprisingly, in that operation police could arrest at least 12 café girls bringing no ID card. “We always handle the security of Badung territory seriously. So that, we continue to perform the operation, either that related to alcoholic drink, night entertainment sport or others,” Bagus Rai said.

The joint team, last Saturday (Dec 12), frisked four cafés in Badung territory. Those cafés were Café JS, Café Double J, Café Kodok and Café Madu made into target. From these cafes, the team could ensnare 12 café girlds known not to complete themselves with ID card. “They would be ensnared by light crime act,” he revealed.

In the current operation of social disease held by Badung Resort Police, police could capture 32 café girls including striptease dancers. In the meantime, alcoholic drink seized amounted to 1,825 bottles. “We will continue this operation, moreover by the Christmas Three of the café girls that was arrested and New Year,” he added. Hot Temperature Does Not Reduce DF Hot temperature and rare rains do not necessarily means that people need not be alert to the emergence of dengue fever (DF). The disease caused by Aedes Aegypty mosquito remains to exist along the season.

Section Head of Medical Services of Sanglah Hospital, Ken Wirasandhi when met on last Monday (Dec 14) said that based on five-yearly chart, DF should face an increase during November-December and reached its peak in May. “However, if we see the case in December 2009, it did not increase too much as in the last year. If in December of last year, the average patient of dengue fever amounted to 30 per day, while in this December only reaches the average of 20 patients per day,” said Ken.

According to him, if hot temperature persisted without rainfall, so the proliferation of mosquito could definitely be minimized. Yet, one thing that should be alerted was if the rain came with hot temperature intermittently.

In the meantime, according to BNP Arhana, hot temperature happening as today even denoted the right temperature for the proliferation of mosquito as the vector of dengue fever. “Heat as today is liked best by mosquito as vector of DF. Moreover, if it is accompanied by intermittent rain,” he said.

The Capture of Seven Iranians

Iranian Embassy Seem Don’t Care Denpasar (Bali Post)—

Seven suspects of Iranian citizen proven to smuggle methamphetamine worth IDR 7 billion, up to now remain to be arrested at Bali Police. Authority of Bali Police has informed the capture to the Iranian Embassy in Jakarta. However, no single official of the embassy came to visit its citizens after the capture. This indicated that the embassy seemed indifferent.

Spokesperson of Bali Police, I Gde Sugianyar, admitted that his party has sent a letter as soon as the seven Iranians were captured due to their involvement in drugs smuggling. “We have sent a letter to Iranian Embassy in Jakarta.

According to Sugianyar, his party estimated the letter has arrived at the embassy. Yet, his party did not know for sure why Bali Police did not receive the response.

“We did not know why. Still, we will wait in keeping with the handling of investigation process toward the seven suspects,” he told journalists at Bali Police last Monday.

In addition, the latest progress concerning with the case, said Sugianyar, there was an allegation that they were in the same syndi-

cate as another Iranian suspect captured in Jakarta. Based on information obtained, the Iranians captured in Bali and Jakarta mostly worked as taxi driver. “This case stays to be investigated further whether both locations have mutual relation,” explained Sugianyar.

Two Patients of Rabies Suspect Go Home Denpasar (Bali Post)—

Two patients of rabies suspect from Karangasem came on last Friday (Dec 11) were allowed to go home. The patient came by himself to Sanglah Hospital after feeling numb on the former wound of dog’s bite. Secretary of Rabies Management, Sanglah Hospital, Ken Wirasandhi said that those patients were permitted to go home after the result of laboratory test indicated negative. “By and large, if patient feels numb and if he is really infected by rabies so within 4-5 days will enter excitation phase or final phase of rabies where patient has got shortwinded, phobia up to cerebral inflammation,” observed Ken. However, contradictive condition was even undergone by the two patients. Even though they experienced numb, condition of patients through the days was getting better and finally they were allowed to go home because the result of laboratory test indicated negative.

Ken added, sometimes there were

some people got excessive fright to rabies. Even, some came to hospital to ask for anti-rabies vaccine (VAR) after licked by dog. “Logically, the rabies-infected dog is impossible to lick. At least, it will bite and even bite the victim until dies, if necessary,” explained Ken. Although a dog has been infected by rabies, its virus would not exist in saliva if rabies has not reached the brain. “When reaching the brain, virus will spread to the entire body and concentrate in saliva. If it arrives in the brain, the dog will run amuck and bite. This should be alerted,” said Ken. Nevertheless, he did not blame if many people worried so he appealed to always be alert and avoid the dog’s bite. “As always be informed and asserted, please avoid the bite and if has been bitten, please cleanse the wound by soap and flowing water. Then, bring it to health clinic nearby or community health service to get further treatment and obtain VAR,” he added. (san)

The Meeting of Students’ Parent and Disdikpora Badung, Cancelled Denpasar (Bali Post)—

The meeting between students’ parent coalesced into Solidarity of Students’ Parent of State SLB-B PTN Jimbaran and community figure with the apparatus of Badung Educational, Youth and Sport Services (Disdikpora) that was scheduled to be held on Monday (Dec 14) at local The Disabled School (SLB) was cancelled. Because, Disdikpora of Bali Province through its official letter strongly prohibited the meeting.

Due to cancellation of such meeting, Solidarity of Students’ Parent and local community figure were disappointed to the attitude of Bali Provincial Government. Again, they put into question the uncertainty of Bali Government that has not clarified about the relocation plan of the SLB-B Jimbaran to Tohpati. Similarly, they were discouraged with the persistence of Bali Government judged not to accommodate the aspiration of students’ parent and community figure rejecting the relocation plan.

Serving as representative of Solidarity of Students’ Parent was Edwin accompanied by Komang Suarta, said that the meeting with Disdikpora Badung actually has been scheduled.

The Badung Regent represented by the authority of Disdikpora Badung has agreed and been ready to come to SLBB Jimbaran as per schedule. However, due to the letter of Disdikpora Bali and letter from Headmaster of SLB, not permitting, such meeting was cancelled. “We and community figure were very disappointed due the attitude of Bali Government,” he said.

According to Edwin, one thing making them more disappointed was the Solidarity of Students’ Parent was

only considered as the organization of third party so that it was considered unworthy to use the facility of SLB-B Jimbaran. Of course, this assumption harmed the students’ parent rejecting the relocation plan. For the time being, authority of school and school’s committee were unable to facilitate the aspiration of such relocation refusal. “We are the parents of students. Why are not given opportunity to express our aspiration. Moreover, it was unclear about the reason behind the relocation,” he affirmed.

As follow up, the party of students’ parent has made coordination with community figure and Badung House to express their refusal against the relocation.

According to Edwin, the figures and members of the House admitted to be ready to facilitate that meeting.

In the meantime, in the official letter to Headmaster of State SLB-B PTN Jimbaran dated December 11, 2009, from the Head of Disdikpora Bali, I Wayan Suasta, asserted that all facilities including meeting room existing at State SLB-B PTN Jimbaran should be managed and taken advantage optimally for teaching-learning process in the effort to improve the quality of education. The use of such facilities by third party should have permission from the Head of Disdikpora Bali pursuant to prevailing stipulation made by Disdikpora Bali.

It was mentioned, official institution as a partner of school in assisting the implementation of education is School’s Committee not Solidarity of Students’ Parent. On that account, the Solidarity of Students’ Parent is not official institution as mentioned in the governmental regulation on School’s Committee. (ded)

Significance of Labuh Gentuh Ritual

Harmonizing the Human-Nature Relationship On Wednesday (Dec 16) today Hindu devotees in Bali organized Labuh Gentuh, Picking up Holy Water and Pekelem exorcism ritual at Lake Batur and on the peak of Mount Batur. Then, what do such rituals stand for?

LABUH Gentuh denotes a tawur ritual procession meaning to invoke the harmony of nature. This procession makes use of ritual ingredients in the form of sacrificial animals.

Lecturers at Hindu University of Indonesia (Unhi) Denpasar, Wayan Suka Yasa and Wayah Budiutama said that the function of ritual actually to remind devotees to perform or maintain the conservation of nature all the times. In physical context, devotees were educated to look after the nature like the lake, mountain, forest and other water resources.

“In actuality, ritual implies the message of conservation that should be followed up by real action,” said Budiutama and Wayan Sukayasa, last Sunday (Dec 13). On that account, devotees should continue the maintenance of lake through greening program, never polluting the lake with waste, never

cutting down trees in the forest haphazardly and so forth. By doing so, sacredness and cleanliness as well as the water availability at the lake would remain stable. Then, water availability at the lake would ensure the fertility of land in Bali that finally emptied out into the prosperity of devotees.

In the meantime, a lecturer at Denpasar State Institute of Hindu Dharma (IHDN), Ketut Wiana, said that Labuh Gentuh posed a name of tawur oblation for middle-scale exorcism rite. Labuh Gentuh had the same meaning as other caru, namely to harmonize the relationship of human to nature. In other words, human beings were obliged to control themselves and to grow affection love to nature such as the lake and other water sources.

Ketut Subagiasta, delivered comparable opinion. He said that Labuh

Gentuh constituted a harmonization endeavor through the implementation of butha yajña or exorcism rite.

Through this ritual, devotees implored to Supreme God in order they could maintained the conservation of nature.

In the context of Danu Kertih, it was expected that the conservation of lake would make its water persistently available, sacred and clean. Such ritual was also expected to make all elements of nature happy and prosperous.

Through Danu Kertih ritual, devotees invoked to God in order they were bestowed with adequate water for the sake of happiness of the world. “Danu kertih (lake), wana kertih (forest) and segara kertih (sea) ritual actually denote the forms of indigenous wisdom aiming at attaining the prosperity of environment namely the conservation of nature,” he said.

Bunutan Residents Face Water Crisis Amlapura (Bali Post)—

Residents of mountainous Bunutan Village, Karangasem face serious water crisis. Even though outside Bunutan, Seraya and Kubu have got rains for several times, it never rains at this village. On that account, local residents should pick up clean water at distant place for drinking and for toilet use.

That matter was revealed by a member of Karangasem House from Bunutan, I Luh Purnamaningsih, in Karangasem, last Monday (Dec 14). Other than facing serious clean water crisis, the village also comes up against

starvation. The problem sourced from the fact where local farmers could not cultivate their dry land as they are waiting for rain.

Purnamaningsih said that Bunutan residents have organized a ritual and worship en masse to invoke the rain. The worship was held at Pura Geria Maksan at Bangle.

Residents Bunutan hill ranges like Bangle, Banyuning, Kusambi Hamlet and neighboring villages at Seraya have complained due to shortage of clean water. Even though there has been a water receptacle assisted by government it has run dry long time ago. “Now, local residents expect in order it

could rain promptly. Therefore, they would be able to accommodate the water for their consumption and their cattle,” she added.

The Head of Bunutan Village, I Made Suparwata, justified such condition. He said that Bunutan denoted a rural area belonging to the driest and most barren area in Karangasem. This village always gets rain very late. When the villages outside Bunutan have been engulfed by rains, Bunutan just received the few rains. “We get short rain season and the latest. Hopefully, Bunutan residents could get attention in resolving the crisis of clean water,” he said. (013)

Fidel Castro says Obama’s smile can’t be trusted Reuters

HAVANA - Former Cuban leader Fidel Castro warned on Monday that President Barack Obama’s “kindly smile” could not be trusted, saying Washington was plotting against leftist Latin American governments including Venezuela’s.

Castro, 83, who ran Cuba for nearly 50 years before poor health led him to hand the presidency to his younger brother Raul last year, initially welcomed Obama’s election but has been increasingly critical.

In a letter read by Venezuelan President Hugo Chavez at a gathering of leftist leaders in Havana, Castro said the United States was backing rightist movements in a bid to weaken Chavez and other regional socialist leaders.

“The empire’s real intentions are obvious, this time beneath the kindly smile and African American face of Barack Obama,” Castro’s letter said.

“The empire is mobilizing behind rightist forces in Latin America to strike Venezuela and, in doing so, strike (other leftist) states,” the letter said.

Castro, who came to power at the head of the 1959 Cuban revolution, criticized Washington’s stance on a June 28 coup in Honduras and a deal to allow U.S. troops more access to Colombian military bases.

The elder Castro has been seen only in occasional photos and videos since having surgery for an undisclosed intestinal ailment in July 2006. He still has a behindthe-scenes role in government and keeps a high profile through his writings.

Last week, he chided Obama for accepting the 2009 Nobel Peace Prize as he steps up the U.S. war effort in Afghanistan by deploying more troops.

Chavez, Washington’s most outspoken critic in Latin America, called Obama “the Nobel War Prize” winner on Monday.

Berlusconi attacker apologizes for “cowardly” act Reuters

ROME - An Italian man who broke Silvio Berlusconi’s nose and teeth by striking him with a souvenir model has apologized to the Italian prime minister for his “cowardly and rash act,” the attacker’s lawyers said.

Berlusconi spent his second night in hospital on Tuesday after the Sunday attack by 42-year-old Massimo Tartaglia, who hurled a small replica of Milan’s gothic cathedral at the premier from close range while he signed autographs at the end of a rally.

Tartaglia, who has a history of mental illness, acted alone and without any political or militant interests at heart, his lawyers said in a brief statement released late on Monday.

In a letter sent to Berlusconi,

Tartaglia expressed his “heartfelt regret for a superficial, cowardly and rash act in which he did not recognize himself,” the statement said.

Berlusconi’s allies have portrayed the attack as the fruit of a “climate of hate” swirling around the premier, who frequently accuses “communist” magistrates, the media and leftists of a campaign to bring down his government.

A popular but divisive figure, Berlusconi has for much of the year battled allegations of an improper relationship with a teenage model and parties with escorts and now faces the reopening of several trials against him.

He is expected to remain in hospital for at least another day and is not likely to return to work for 10 days, his personal doctor Alberto Zangrillo has said.

KABUL - Afghan President Hamid Karzai used a keynote anticorruption speech on Tuesday to defend the first of his top officials convicted of graft in years, a move that could anger Western backers who demand more accountability.

The president opened a three-day anti-corruption conference, which had been billed by diplomats as a sign that Karzai took the West’s concern over the issue seriously. Fighting graft is seen as key to winning popular support against a resurgent Taliban.

Shortly before he spoke, a suicide bomber blew himself up in the capital’s Wazir Akbar Khan diplomatic residential district, killing seven people and wounding 44.

CHICAGO - A Pakistani-born Chicago businessman charged with helping plan an attack on a Danish newspaper knew about the assault on Mumbai in advance and discussed other potential targets in India, prosecutors said on Monday.

In arguing against releasing Tahawwur Rana from jail on bond, federal prosecutors in Chicago gave more details about a conversation authorities recorded earlier this year between Rana and accused conspirator David Headley.

In the September 7 conversation during a long car drive, Rana, 48, and Headley, 49, discussed Rana’s meeting in Dubai days before the Novem-

ber 2008 attack on Mumbai with an associate referred to as “Pasha,” the nickname for Abdur Rehman Hashim Syed, a retired major in the Pakistani military, prosecutors said.

Rana also asked Headley to pass his compliments on to the coordinator of the Mumbai attacks, which killed 166 people, the court filing said.

“Rana was told of the attacks before they happened and offered compliments and congratulations to those who carried them out afterwards,” prosecutors said.

Travel records showed Rana, a Canadian citizen, was in Dubai days before the Mumbai attack, they said.

Headley, a U.S. citizen with Pakistani-American parentage, is accused of making five scouting trips

to Mumbai on behalf of militant Pakistani groups including Lashkare-Taiba, which is blamed for the Mumbai assault. Headley allegedly used Rana’s travel and immigration business as a cover during his trips.

SAN JOSE - Mexican drug gangs are increasingly using Costa Rica as a pick-up point for South American cocaine headed north and the problem is likely to get worse, President Oscar Arias said on Monday.

Costa Rican police have seized close to 93 tonnes of cocaine between 2006 and 2009, nearly twice the amount the Central American country captured in the previous decade, according to Interior Ministry data.

“We are punished by our geography,” Arias said, citing the growing trafficking activity as a major public security issue.

“I believe the United States has to make a much bigger effort to spend more in cutting down on (cocaine) consumption,” he told a news conference.

Costa Rica sits halfway between the cocaineproducing Andes and Mexico, whose powerful cartels earn some $40 billion a year smuggling the drug to the United States and other developed coun-

tries.

Traffickers traditionally moved cocaine through Central America by plane or boat. They now are well implanted in Guatemala and also are using storage bases in Costa Rica, a nation long known as a haven of stability in a region blighted by street gangs and poverty.

“They’re storing it here,” said Public Security Minister Janina del Vecchio. “Now, they don’t even have intermediaries but instead have Colombians here who leave the drug and the Mexican (cartels) pick it up.”

Mexico is in the grip of a brutal escalation in drug gang violence that has killed more than 16,000 people since President Felipe Calderon launched an army-led drug war at the end of 2006.

The crackdown is one of the reasons driving traffickers into Central America as they haul in cocaine from Colombia and rival producers such as Peru and Bolivia.

Costa Rica’s economy depends heavily on tourism dollars from visitors drawn to its virgin forests and surfing beaches.

ROME - A nativity scene featuring a darkskinned Jesus, Mary and Joseph that has gone on display in a Verona courthouse has created heated debate in a city with strong links to Italy’s anti-immigration Northern League party.

The nativity’s appearance coincides with the League’s controversial operation “White Christmas,” a two-month sweep ending on Christmas Day to ferret out foreigners without proper permits in Coccaglio, a small League-led town east of Milan.

The Christmas scene — featuring a darkskinned baby Jesus dressed in a red shirt and lying in a manger — was the idea of Mario Giulio Schinaia, the chief Public Prosecutor in Verona.

“History teaches us that baby Jesus and his parents were very probably dark-skinned,” Schinaia told Reuters. “This nativity belongs to a universal Christmas tradition that brings together the whole of Christianity in celebration.”

The nativity has caused heated reactions in the rich northern town, where resentment toward foreigners has spread as the number of immigrants, particularly from north Africa and east-

ern Europe, continues to rise.

“It is a useless act of provocation, just like the suggestion not to have a nativity scene at all, in order not to offend Muslims,” Northern League farm minister Luca Zaia told one paper, referring to proposals in recent years that town halls and stores should no longer sponsor Christmas scenes.

“Magistrates have other problems to deal with: I hope they spend as much time thinking about lawsuits and trials,” he said.

The Northern League, an ally of conservative Prime Minister Silvio Berlusconi with key cabinet posts including the interior ministry, has used its growing political clout to secure tough new laws including making illegal immigration a crime.

Police have difficulty naming Anggodo suspect Antara

Minister: RI’s economy to perform better next year Antara

JAKARTA - Finance Minister Sri Mulyani Indrawati has expressed optimism the domestic economy in 2010 will grow at a faster pace than this year’s.

“I believe the Indonesian economy will perform better next

year,” she said after the signing of loan agreements between state electricity company PT PLN and a number of banks here on Monday.

If banks managed to maintain their soundness and channel credits up to more than 15 percent of the target for 2010, the economy would perform better next year, she said.

“Channel credits to good projects. Make sure that credit agreements are signed properly so that banks will not have difficulties collecting the debts,” she said.

Banks should study how to manage their businesses well so as not to cause problems to many people in the future, she said.

RI, Philippines hold joint police exercise in North Sulawesi Antara

MANADO - Indonesian and Philippine police held a joint exercise in facing transnational crime. The Maritim Law Enforcement Exercise (Marlex) 2009 was centered in Bitung waters, North Sulawesi.

In a simulation Indonesian and Philippine patrol boats were holding the joint exercise in Marore waters. In the exercise, the two sides exchanged information about the situation in the waters of the two countries.

Philippine patrol boats informed their Indonesian counterparts that an unidentified boat was carrying certain goods.

The boat strongly suspected to carry fire arms and four passengers some of them speaking Malay and others Tagalok, left Balut island and sailed toward Indonesian waters.

After the two patrol boats held the rendevous, they went back for patrol in their own waters.

When an Indonesian police patrol boat was operating in the border areas, from a distance of about one nautical mile it spotted a pumboat flying the Philippine colors entering Indonesian territorial waters.

The Indonesian police patrol boat contacted the pumboat ordering it to stop. But the pumboat’s skipper refused to follow the order, turned around, and sped to the Philippine territorial waters. Later the Indonesian patrol boat radioed Philippine patrol boat calling for help in going after the pumboat.

The pumboat was later intercepted, caught, and escorted to the boder region.

The pumboat was later escorted by the Indonesian police patrol boat to the nearest port for investigation.

Head of the operations and training cooperation bureau of the Indonesian Police Headquarters Brig Gen Boy Salamuddin said transnational crime cannot be

handled and overcome by a single regional police, one institution or even one country.

The joint exercise was aimed at unifying and combining the perception of the respective police institutions and countries on potential threats against their respective national interest, he said.

He also said that both Indonesia and the Philippines have border waters with a high potential for transnational crime, like arms smuggling and terrorism.

Earlier, North Sulawesi police spokesman Adjunct Senior Commissioner Beny Bella said Marlex 2009 involved 80 police personnel from both countries.

The Indonesian police personnel comprised 22 men from the Police Headquarters, 15 from the North Sulawesi and East Kalimantan police, while Gorontalo and North Maluku police had sent four men each, and the Philippines sent 27 personnel.

“As I said before, we still have difficulty (naming Anggodo a suspect),” Danuri said here on Monday.

As Indonesia was a state ruled by law, the police or other law enforcement agancies could not name somebody a suspect merely because of public pressure, he said.

The police were cooperating with the Corruption Eradication Commission (KPK) to uncover the case of wiretapped conversations between Anggodo and his lawyer, Bonara Situmeang, and between him and a number of law enforcement officials, the police chief said.

Bambang admitted the recording of the wiretapped conversations was linked to a corruption offense but added the police had difficulty uncovering the case due to lack of evidence.

The police and the anti-graft body were still trying to collect strong evidence to name Anggodo a suspect, he said.

“The police and KPK continue to handle the case to get it processed further,” he said.

Since November 3, the investigating team of the Indonesian Police Headquarters had several times interrogated Anggodo over the recording of his wiretapped conversations with a number of law enforcement officials.

The recording of the wiretapped conversations between Anggodo and a number of law enforcement officials linked to the case of antigraft officials Bibit Samad Rianto and Chandra M Hamzah had already been heard at a constitutional court session.

The police have come under fire for having not arrested Anggodo until now while people believed that he had fabricated a case to frame the antigraft officials.

JAKARTA - Vice President Boediono has warned all people and functionaries against playing with food resilience as the key to stability.

“Do not play with food resilience because it is the key to the people’s welfare and stability,” the vice president said at a function to observe Food Resilience Day at his office here on Tuesday.

On the occasion the vice president admitted that he was thankful Indonesia was blessed with food sufficiency while other countries in the other part of the world were facing with food problem.

According to the vice president, food was the source of life and stability among the people.

“Food shortages can become a world problem because it will have the potential of creating conflict, instability, and disaster,” Vice President Boediono said.

According to the vice president, India and the Philippines at present were importing rice in large amounts and this could cause the rice price to soar.

Therefore, he said, Indonesia should adopt a strategy to maintain its food supply stability and safety.

“Again I need to say that we should not play with food resilience, and be careless about it,” the vice president said.

He added that if the rice prices rose, financially-weak people had to be saved from hunger.

“We have to prepare the Raskin program and we should not be late,” the vice president said.

The Raskin program is a national program aimed at helping poor households to fulfill their food needs and reduce their financial burden by providing subsidized rice.

DENPASAR – The demand for spa therapists from Bali is very high especially for foreign hotels and cruise ships. Luciana Ayu Sukmawati, the owner of Apuila Spa Institute, said that the demand for spa therapists is quite high but she doesn’t want to open more classes in order to maintain the quality of the students.

“The students who graduated from the institute is directly work in several hotels because the hotel management already ordered the therapists before they graduate,” she added.

Some hotels even ask for 20 therapists and we are having trouble to fulfill the demand. Currently, the therapists are prepared for cruise ships. The instructors are profes-

sional therapists from famous spa throughout Bali and have international standard.

English is a must for the therapists in order to enable them to communicate with the customers. Luciana said “therapists must mastered English in order to give the proper information to the customers regarding the kind of therapy that suitable for them.”

Various spa techniques are being taught in the institute started from reflexology through professional therapy. A student must take 26 lessons before they can master the technique and they must pay around 3.5 million rupiah up to 5.5 million rupiah.

Every month, Apuila Spa Institute only receives 10 students so every year approximately 100 therapists graduate. The number is quite small considering the high demand

for therapists.

“Many hotels don’t want to educate their therapists from the basic because they wanted to have ready to work employee,” Luciana said. While the management from cruise ships wanted to have the therapists that already have experiences.

A therapist must pay attention on many things such as the back area can not be massage because it is where all the nerves gather. The one that need constant massage is the leg because it supports us every day.

However, the similar method can not be done for pregnant women because it can affect the baby.

Luciana said that the current spa trend is four hand massages, where two therapists conducted massage in different direction. It gives certain sensation for the customer.

Bali to send 60,000 cows to Jakarta in 2010 Antara

DENPASAR - The Bali regional government has set a quota of 60,000 cows for sale in its inter-insular trade to Jakarta in 2010, a regional animal husbandry official said.

“The quota is increased by 5,000 head compared with that in the previous year’s 55,000 cows,” Head of Bali’s Animal Husbandry Service, Ida Bagus Alit said here on Tuesday.

He said that the quota was contained in the Bali governor’s decree in an effort to keep the balance of cow population in the tourist resort island.

Alit said that besides the quota of 55,000 for 2009, the regional government had also decided to send another 4,000 cows to Jakarta to meet needs during Christmas and New Year festivities in the capital city.

Thus, Bali will in 2009 send a total of 59,000 cows. So, if compared with next year’s quota, there would be an increase of 1,000 head only, he said.

Add all ingredients and simmer stock gentle for 4 – 5 hours, removing scum as it accumulates. It is important not to cover the stockpot during cooking, as it will make the stock cloudy.

Strain stock, cool and store in small containers in the deep freezer.

To make beef, duck and pork stock, follow the same amounts but reduce simmering time for pork to 2 hours.

BUSINESS Asia poised for growth this year, but risks remain: ADB Agence France-Presse

MANILA - Massive stimulus spending throughout the region will power strongerthan-forecast growth in developing Asia this year and next, the Asian Development Bank said Tuesday.

The bank said a review of the region’s economies led it to predict growth of 4.5 percent in 2009 and 6.6 next year after a betterthan-expected recovery in the September quarter. However, it added that there were still some threats.

The figures are an improvement on the bank’s forecast of 3.9 percent and 6.4 percent in a report in September.

“The prospects for much of the region look rosier than they did in September when we last did a full study of the region,” Asian Development Bank (ADB) chief economist Jong-Wha Lee told a news briefing.

He said the “V-shaped recovery was due to swift policy responses” but also because of the resilience of China and India.

India is expected to grow 7.0 percent this year, a percentage point higher than previously forecast, while China’s growth estimate is unchanged from its September forecast of 8.2 percent this year, and 8.9 percent next year.

Asian nations have pumped huge amounts of money into their economies to fight the global downturn, China leading the way with almost 600 billion dollars of boosting measures.

Lee noted that there was “a moderate improvement” in the major export market economies of Europe, Japan and the United States that had helped the region recover.

But while China’s growth would continue to steam ahead next year “the speed of that up-

turn will depend on the performance of the global economy,” Lee said.

“The recovery in the G3 (Europe, Japan and US) is still soft and there are a number of downside risks,” he said.

“Asia is now leading the recovery from the global recession, but the big question is if this kind of rebound will lead to sustained recovery in 2010,” Lee said.

Developing Asian economies comprise 44 developing member countries of the ADB, plus Brunei, an unclassified regional member.

The report noted that among the risks were a short-lived recovery in developed economies — which are key markets for Asian exporters — premature policy tightening and a slower pick up in private demand.

It noted that among others, oil-rich Dubai’s debt crisis “was a reminder of the bumps on the road to recovery.”

Lee noted that the pace of recovery appears uneven, with export driven economies like China, Korea, Taiwan and some ASEAN members expected to recover faster than most.

He said governments must sustain the recovery by continuing with stimulus packages they have put in place.

Lee said a rush of capital inflows returning to Asia could also destabilize the real economy and lead to reversals. This could be countered with greater cooperation in the areas of exchange rates for example.

TOKYO - Japanese Prime Minister Yukio Hatoyama said Tuesday the world’s number two economy was still in a tough position, as his cabinet formally approved a new stimulus spending package.

“Japan’s economy is in a very severe situation. Some people say it has hit bottom but we cannot be at all optimistic,” Hatoyama told a cabinet meeting called to discuss ways to spur economic growth.

The economy returned to positive growth in the second quarter of the year, limping out of a brutal year-long recession.

But the government reported last week that Asia’s biggest economy grew at a much slower rate than previously thought in the third quarter and there are worries that renewed deflation and a strong yen could derail the recovery.

Japan’s cabinet on Tuesday approved an extra budget — including about 80 billion dol-

lars in new spending — to ward off a potential double-dip recession, in line with an announcement last week.

The budget plan is expected to be submitted to parliament for approval sometime from January.

The pump-priming is putting increasing strains on Japan’s public finances.

The Japanese central government’s primary budget deficit is set to rise to a record 34.204 trillion yen (384 billion dollars) in the fiscal year ending in March 2010, Parliamentary Secretary of Finance Hiroshi Ogushi said Tuesday.

The shortfall would far exceed a 13.1-trillion-yen deficit anticipated when the budget was being drawn up late last year.

In an effort to keep the country’s soaring debts under control, the government said it aimed to limit the issuance of new government bonds to about 44 trillion yen in the next fiscal year starting in April.

NEW YORK - Citigroup and Wells Fargo struck deals Monday to repay a total of 45 billion dollars in state aid, winding down a yearlong US government effort to save the banking sector from wholesale collapse.

The firms were the last banking giants to repay loans from state bailouts that totaled over 300 billion dollars across the sector under the Troubled Asset Relief Program (TARP).

Facing a global economic meltdown not seen since the Great Depression of the 1930s, the US Treasury at the end of 2008 stepped in with the series of bailouts to stabilize the financial system and keeps credit flowing.

Citigroup unveiled their plans to repay 20 billion dollars in state aid and outlined plans to emerge from their massive bailout, while Wells Fargo said it would return the 25-billion-dollar TARP loan.

“We are pleased to be able to repay the US government’s trust preferred securities and to terminate the loss-sharing agreement,” said Citigroup chief executive Vikram Pandit.

“We owe the American taxpayers a debt of gratitude and recognize our obligation to support the economic recovery through lending and assistance to homeowners and other borrowers in need.”

The government injected a total of 45 billion dollars in the firm, once the world’s biggest banking group.

Wells Fargo CEO John Stumpf acknowledged that TARP stabilized the US financial system “when confidence in financial markets around the world was being tested unlike any other period in our history.”

Both companies said their shareholders would be taking losses in the deals, with Citi saying the repayment would result in a loss of some eight billion dollars, but would save the firm 1.7 billion dollars a year in interest.

ferred stock will likely reduce common shareholders’ income available by two billion dollars in the forth quarter, because “the book value of the preferred stock is less than the amount paid,” the bank said.

The announcements came as President Barack Obama warned senior bank executives visiting the White House Monday to prepare for a fight unless they drop objections to plans for the most sweeping regulatory reform.

In an interview with CBS television aired Sunday, Obama lashed out at Wall Street bankers saying he did not run for office “to be helping out a bunch of fat cat bankers.”

The Treasury said after Citigroup’s announcement that it was “pleased” by the return of funds.

The department said in a statement that it “has repeatedly stated that the United States never intended to be a long-term shareholder in private companies.

Bank of America said last week it had completed repayment of 45 billion dollars to the Treasury after raising new capital.

The largest US bank by assets had received 25 billion dollars under the initial program to shore up capital in the banking system under a plan engineered by the administration of President George W. Bush.

It also received an additional 20 billion dollars to help absorb the troubled brokerage giant Merrill Lynch — a deal that raised hackles among lawmakers and the public because of massive losses and hefty bonuses that were not initially disclosed at the Wall Street firm.

Many banks repaid the government earlier this year, escaping tougher scrutiny from regulators that could include limits on executive pay and bonuses at bailed-out firms.

Most of the major financial institutions began repaying the government after the “stress tests” that indicated how much capital they would have to raise in private markets.

SYDNEY – Australia plans to introduce an Internet filtering system to block obscene and crime-linked Web sites despite concerns it will curtail freedoms and won’t completely work. Adopting a mandatory screening system would make Australia one of the strictest Internet regulators among the world’s democracies. Authoritarian regimes commonly impose controls. China drew international criticism earlier this year with plans to install filtering software on all PCs sold in the country.

The government said Tuesday it will introduce legislation next year for the filter system to help protect Australians, especially children, from harmful material on the Internet. Critics say it will not prevent determined users from sharing such content, and could lead to unwarranted censorship by overzealous officials. Communication Minister Stephen Conroy said the government would be transparent in compiling its blacklist of Web sites, but did not give details.

Conroy said the Australian filter was among a number of new measures aimed at strengthening online protection for families.

Conroy conceded it may not be completely successful. “The government has always maintained there is no silver bullet solution to cyber-safety,” he said in a statement. But, “it is important that all Australians, particularly young children, are protected from this material.”

Critics say illegal material such as child pornography is often traded on peer-to-peer networks or chats, which would not be covered by the filter. “The government knows this plan will not help Australian kids, nor will it aid in the policing of prohibited material,” said Colin Jacobs, vice chairman of Electronic Frontiers Australia, a nonprofit group that seeks to promote online freedoms.

“Given the problems in maintaining a secret blacklist and deciding what goes on it, we’re at a loss to explain the minister’s enthusiasm for this proposal,” Jacobs said in an online posting. The group is concerned the blacklist of sites to be blocked by the filter and the reasons for doing so would be kept secret, opening the possibility that legitimate sites might be censored.

Conroy’s announcement coincided with the release of a report on a monthslong trial that found Internet service providers were able to block a list of more than 1,300 sites selected by the government without significantly hampering download speeds. Telstra, Australia’s largest Internet service provider, said blacklisting offensive sites using a filter system was feasible as long as the list was limited to a defined number of Web addresses, but that no single measure would make the Internet 100 percent safe.

“The blocking of a blacklist of sites is one element of the multifaceted approach that is required to create a safer online environment,” Telstra Director of Public Policy David Quilty said. Jacobs said smaller Internet service providers would likely struggle to pay the costs of imposing the new filters. Conroy said the government would help providers implement the filters, without going into details.

warm water — about six to eight degrees Celsius (45 F) — we think that’s freezing cold but for an iceberg that’s quite warm. So it’s thinning from the bottom and that’s what’s going to lead to it breaking up.” The iceberg, which calved from the eastern end of the Ross Ice Shelf nearly 10 years ago, is expected to continue tracking in a more easterly direction. SYDNEY – Australian scientists have discovered an octopus in Indonesia that collects coconut shells for shelter — unusually sophisticated behavior that the researchers believe is the first evidence of tool use in an invertebrate animal.

The scientists filmed the veined octopus, Amphioctopus marginatus, selecting halved coconut shells from the sea floor, emptying them out, carrying them under their bodies up to 65 feet (20 meters), and assembling two shells together to make a spherical hiding spot. Julian Finn and Mark Norman of Museum Victoria in Melbourne observed the odd activity in four of the creatures during a series of dive trips to North Sulawesi and Bali in Indonesia between 1998 and 2008. Their findings were published Tuesday in the journal Current Biology.

“I was gobsmacked,” said Finn, a research biologist at the museum who specializes in cephalopods. “I mean, I’ve seen a lot of octopuses hiding in shells, but I’ve never seen one that grabs it up and jogs across the sea floor. I was trying hard not to laugh.” Octopuses often use foreign objects as shelter. But the scientists found the veined octopus going a step further by preparing the shells, carrying them long distances and reassembling them as shelter elsewhere.

That’s an example of tool use, which has never been recorded in invertebrates before, Finn said. “What makes it different from a hermit crab is this octopus collects shells for later use, so when it’s transporting it, it’s not getting any protection from it,” Finn said. “It’s that collecting it to use it later that is unusual.” The researchers think the creatures probably once used shells in the same way. The findings are significant, in that they reveal just how capable the creatures are of complex behavior, said Simon Robson, associate professor of tropical biology at James Cook University in Townsville. “Octopuses have always

stood out as appearing to be particularly intelligent invertebrates,” Robson said. “They have a fairly well-developed sense of vision and they have a fairly intelligent brain. So I think it shows the behavioral capabilities that these organisms have.”

There is always debate in the scientific community about how to define tool use in the animal kingdom, Robson said. The Australian researchers defined a tool as an object carried or maintained for future use. But other scientists could define it differently, which means it’s difficult to say for certain whether this is the first evidence of such behavior in invertebrates, Robson said. Still, the findings are interesting, he said. “It’s another example where we can think about how similar humans are to the rest of the world,” Robson said. “We are just a continuum of the entire planet.”

Howard toughs it out as Magic finish beats Pacers Reuters -

ORLANDO, Florida - The Orlando Magic sprinted to the finish line with a late run to turn back the Indiana Pacers 106-98 in a physical contest on Monday. Vince Carter scored a game-high 28 points while Dwight Howard powered his way to 21 points and 23 rebounds for the Magic, who used a 12-2 spurt in the last few minutes to run away with what had been a close contest.

Trailing 96-94 with 4:58 left, Orlando scored 10 straight points over the next four minutes to halt a stretch of two straight losses and improve to 18-6 on the season. It was a strong recovery performance for Howard, who was held to just one field goal attempt against the Phoenix Suns on Friday but endured some hard fouls to dominate the Pacers.

“It’s out of hand what they’re letting people do to Dwight,” Magic coach Stan Van Gundy said. “I don’t care who you are. You can only take that for so long.” Looking for their third straight win, the Pacers (8-14) faltered down the stretch with turnovers and missed shots despite 26 points from Mike Dunleavy.

Playing without leading scorer Danny Granger, who is out for at least four weeks with a foot injury, Indiana came out hot and led 36-19 early in the second quarter before

Orlando’s defense came up big late to compensate for the team’s 42 percent shooting. Anthony Johnson and J.J. Redick both scored 13 points off the bench for the home side. Murphy finished with 14 points for the Pacers while rookie Tyler Hansbrough had just eight points after entering the game averaging more than 17 points and seven rebounds in his last three games.

BRUSSELS – US Open semi-finalist Yanina Wickmayer and her Belgian compatriot Xavier Malisse on Monday had their one-year doping bans provisionally lifted by a Belgian court.

Wickmayer, the world number 18, was suspended in November by the Flemish Doping Tribunal (VDT) for failing to fulfill the ‘whereabouts’ rule while Malisse was also punished for missing a drugs test.

While Monday’s ruling allows them to return to the court, the pair could face further disciplinary procedures including one instigated by the World Anti-Doping Agency (WADA).

“I’m really happy, but there’s a major question mark over my participation at the Australian Open (in January), as the entries are already closed,” Wickmayer told Belgian radio station Studio Brussel. She added: “I will have to count on an invitation from the organisers, I dont know whether they are going to give it to me.”

Haye’s Trainer Ready for Vitali David Haye’s trainer Adam Booth believes he has identified how to beat Vitali Klitschko after the Ukrainian retained his WBC heavyweight title in Bern on Saturday night. Klitschko produced a workmanlike performance to condemn the previously unbeaten Kevin Johnson to his first defeat with a unanimous points victory.

The American never found a way to deal with Klitschko’s size, being forced on to the back foot from the very first round with Klitschko’s long arms pushing Johnson on to the ropes. Haye was scheduled to fight Vitali’s brother Wladimir earlier this year but the Briton was forced to withdraw because of injury.

Instead his next bout saw him beat Nikolay Valuev last month to claim the WBA title since when Haye has been calling for a meeting with Vitali. Booth believes Haye has the beating of the 38-year-old and told Sky Sports News: “It was a typical Vitali performance.

“He does the same thing over and over again and everybody that he fights is unable to pose a question of his style. He plants his feet in range, uses his height to lean back out of the way of hitting coming back that may have substance on it and uses his strong arms to push so repetitively.”

“He does the same thing every second of every round of every fight and it amazes me that these so-called elite heavyweights cannot figure out that there is a simple answer to that style to be able to land your punches.”

Klitschko declared himself ready to meet Haye, saying: “This will be very interesting to fight Haye but let’s see what next year brings.

Inter to probe Mourinho spat with journalist Reuters

MILAN - Inter Milan president Massimo Moratti will look into allegations coach Jose Mourinho was involved in an altercation with a journalist after Sunday’s 1-1 Serie A draw at Atalanta.

Reports have said a heated argument took place outside the team bus but Mourinho, who was banned from the dugout for the match, has not commented.

“For the moment I don’t want to comment as I still don’t have all the facts, but I’m sorry,” Moratti told reporters. Italy’s sports journalists’ union, already upset by Mourinho’s confrontational attitude towards reporters in recent weeks, has urged Moratti to act against his coach. “I will talk to the head of the union to find out what he means by ‘strong action’,” Moratti added.

A title in his first season in charge last term, has lamented the constant grilling he receives from Italian media and has sometimes boycotted news conferences.

MADRID – Brazil defender Roberto Carlos, who is leaving Turkish giants Fenerbahce for Sao Paulo’s Corinthians, said he hopes instead to return to Real Madrid to replace the injured Pepe. “I am negotiating my December departure from Fenerbahce,” he told Spanish sports newspaper Marca on Tuesday.

Reports from Turkey last week said Carlos, whose contract with Fenerbahce ends on December 20, had agreed a two-year deal with Corinthians. Corinthians “are interested in me and we have a verbal agreement, but if Real calls me I will go immediately.”

The 36-year-old arrived at the Turkish club in 2007 after 11 years with Real, which is now seeking a replacement for Pepe, who is out for the rest of the season with a knee injury. “My life in football and the club of my heart is Real,” Marca quoted Carlos as saying. “It would be a dream to return home to the Bernabeu and help this club win titles.”

Earlier, Fenerbahce said on their website that the defender had met with club chairman Aziz Yildirim to agree his departure while Hurriyet and Sabah newspapers reported that there would be a small ceremony for Roberto Carlos following Thursday’s Europa League match at home to Sheriff of Moldova.

Rosberg: Pressure is on to win title NICO Rosberg has admitted that the pressure is on Mercedes GP to win the world championship next year - amid continued speculation that Michael Schumacher could be on his way to the outfit. Schumacher and Mercedes chiefs have been in talks about a tie-up for 2010 - and the rumours have intensified with Ferrari president Luca di Montezemolo saying on Monday that he would have no problems in releasing Schumacher from his commitments to the Maranello-based team.

Now Rosberg, who is the only confirmed driver for Mercedes GP so far, says the rumours about Schumacher joining the team are ‘very strong’ - and he hopes the situation is sorted out soon. “At the moment it’s me driving both cars, I can choose between

the two,” he said during an appearance for MercedesBenz in Abu Dhabi.

“I hope that my team-mate will be sorted out pretty soon and at the moment the rumours are very strong for Michael Schumacher. I’ve no idea if it’s true or not but obviously if he joins that would be an absolutely fantastic move.” Rosberg has admitted that following the takeover of Brawn GP, Mercedes needs to deliver just as much on track in 2010 as the Brackleybased outfit did in 2009 “Well, we’re the reigning world champions, anything other than winning a world championship is a step back,” he said. “That has to be the goal: to win races and win the world championship.”

But Lorenzo said he felt no shame in finishing second to Rossi in 2009, and did not assume that he would be able to go one better next season. “I can be nothing but satisfied with my second place in the championship,” he told Gazzetta dello Sport.

“It will be difficult in 2010 because [Casey] Stoner has returned stronger than ever, [Dani] Pedrosa may have a more competitive Honda, and Valentino is always there - he will be 31, that’s true, but he isn’t old at all. I want to be there with them. Many perhaps expect me to win the title [in 2010], but what happens if I don’t?”

“This is an extremely difficult series, and on top of that it’s a time of great riders. Second place is already a fine result. Look at Pedrosa: he’s been in MotoGP for four years, but he still hasn’t triumphed. To do that, you need to have every aspect sorted out.” Rossi and Lorenzo will continue as Yamaha team-mates in 2010, but Rossi reckons

the team will ultimately need to choose between them as he does not think giving two title rivals equal status is a sustainable situation. The Italian has hinted that he could jump ship for Ducati if Yamaha insists on keeping Lorenzo.

But Lorenzo said he was not bothered by Rossi’s stance and agreed with his business manager Marcus Hirsch’s insistence that the rider line-up was solely Yamaha’s choice,. “I always agree with [Hirsch] and he is right when he says that it’s not up to Valentino to decide the riders for 2011,” said Lorenzo. “That choice is up toYamaha.

We are just employees.”

He also thinks the dividing wall in the Yamaha garage - originally created when Rossi and Lorenzo were using different tyre suppliers in 2008 but retained this season as well - is irrelevant.

“In my opinion it changes nothing,” Lorenzo said. “We are two very strong riders mentally, with firm ideas, and it would be the same without the wall.”
