The officers in the final disposal area (TPA) in Sente village, Pikat, Dawan in Klungkung regency worked extremely hard. They are having trouble in handling all of the garbage coming to the disposal area.

The officers available are 12 people divided into two shifts. The number of trucks coming to the TPA up to 30 trucks a day. The bad

conditions worsen by the broke down of the heavy equipment. The bulldozer was out of order since last year. There was no effort in fixing the equipments by the government because it is very expensive and maybe it is similar to the cost to buy a new one.

The condition made the officers must work manually in handling the garbage.

Underground Water in Denpasar Drops 5 Meters WATER in Bali should be saved. This measure is undertaken on responding the shrinking of springs in Bali that makes a number of river run dry. In addition, underground water, especially in Denpasar, has descended up to 5 meters.

According to a number of residents, during dry-wet season lasting for some months, volume of rainfall was significantly high. However, a number of wells belonging to local residents run dries. This condition came about at some areas at Sesetan and Sidakarya. Solution to resolve such water drawback, a number of residents should deepen their artesian well up to 5 meters. “If not deepened, we could not take the water,” explained a resident whose well was deepened to 40 meters.

This condition should have become the attention of all parties. Regional government has to take proper and immediate measures. Greening program in upper course poses a long-term endeavor that should be started today. However, the immediate action is saving in the use of water by community and entrepreneur. Both should use the water economically.

Besides, an endeavor judged to be effective to maintain the water is by reducing the making of well taking advantage of underground water. Similarly, the making of absorption well is considered an urgent matter to be undertaken.

The making of absorption well in all regencies and city will be able to prevent the crisis of clean water in Bali. This program needs urgently realizing considering that the extent of forest in Bali keeps on diminishing so plenitude of water that can be captured during rainy season is very limited.

In addition, the establishment of house-shop, hotel, settlement and office complexes also diminishes the absorbability of land toward rainwater because most courtyard of settlement or house-shop is covered by ceramic or concrete plate.

As consequence, the entire water flows to gutter and finally empties out into the sea. Therefore, no water goes into the ground to be ‘stored.’

Other than surface water flowing in vain into the sea, it should also become an alternative to be processed into drinking water. The water of Unda River in Klungkung is one of the examples. It poses a great potential to supply water for the region of Gianyar, Denpasar and Badung. If expecting the Klungkung Government to invest alone for processing the water, it would take a long time. On that account, this should become a program of Bali Provincial Government together with other regencies/city in order Bali will be free from water crisis. (019)

Dharmadyaksa Sabha Pandita of PHDI, Ida Pandita Gede Ketut Sebali Tianyar Arimbawa asserted the matter when giving speech on the inauguration of General Assembly of PHDI 2009.

Ida Pedanda expected that current General Assembly realized the stipulation on Padma Bhuana Nusantara.

He also considered it important to make a concept of Padma Bhuana where nine deities spiritually en-

throned would maintain the archipelago and its community from any disasters and calamities. It was affirmed that now, Hindu devotees in Bali has had nine universal temples located at nine directions known as padma bhuana. Spiritually, the existence of such nine universal temples was believed to have guarded Bali and its community from disasters. In national context, the padma bhuana concept also needed developing to keep the archipelago. “Padma bhuana poses a notion of Hindu on the shield protecting the archipelago and strengthening themselves inwards and making external elements would not be easy to tease us,” he described. Old Used-Goods Amasser Found Dead at Pidada Beach Singaraja (Bali Post)—

Residents living at the housing complex of Pidada Beach, Banyuasri Village, Singaraja, last Sunday (Oct 18) afternoon, was made surprised by a finding of corpse of an old man estimated to be 60 years old. He was alleged a used-goods amasser whose

identity was unknown.

Such man’s corpse was found around 3 p.m. by one of the local residents who would like to angle at the sea near the complex. Police officer from Singaraja Sector Police evacuating the corpse did not find any identity about his name and address. When found, the man only wore blue shorts

and laid down on a piece of red carpet.

Meanwhile, police officer also found striped shorts, sarong, blue hat, black shirts and a number of used goods. Condition of the corpse started to decay and looked blue at some parts of his body. Allegedly, the man has died more than 24 hours before he was found. (kmb15)

Perancak Beach Engulfed by Rubbishes Negara (Bali Post)—

Lately, rubbishes engulfed Perancak Beach, Jemberana. This condition made the beach look disorganized and ugly. Those rubbishes consisted of timbers in the form of branches and roots.

Such condition was very apprehensive because many local tourists visiting the beach on holiday or at night. Their arrival meant to rejoice

in the spreading of beach and tranquil waters that was good for family sightseeing.

Head of Perancak Customary Village, I Nengah Midia, last Sunday (Oct 17) said that it was difficult for any party to clean up those rubbishes because as soon as taken them out, the others would arrive soon, chiefly during heavy rain or flood. Those rubbishes came from forest area in the upper course sent

through Ijogading River and then “parked” at local beach. Having arrived at the beach, they could move nowhere.

Midia did not reject that myriad of piles of rubbishes at Perancak Beach caused many visiting tourists complained. Midia could only hope that Regency Government of Jemberana paid attention to that matter and attempted to find out the best solution. (kmb/sur)

Dog-Bitten Patients Flocked Emergency Room Repeated Vaccination Moved to Policlinic Denpasar (Bali Post)—

A large number of dog-bitten patients coming to Emergency Room of Sanglah Hospital, both of first bite and continued vaccination, makes it always crowded. On average, the visit can reach one hundred patients every day.

On responding such condition, Sanglah Hospital moved the second and third continued VAR administration to Policlinic Division because the emergency services were very annoyed. “For that purpose, we moved the continued vaccination services to Policlinic and it is served during the working hours,” said Secretary of Rabies Handling Team of Sanglah Hospital, Ken Wirasandhi, last Sunday (Oct 18).

He said that continued VAR administration services were only provided during the working hours namely from 8 a.m. to 12 a.m. Local

Beyond those hours, continued vaccination was not provided. “Therefore, from now on, the first dog-bitten patients will be received at Emergency Room to get first vaccination.

Outside those hours, they will not be served,” explained Ken. VAR stock at Sanglah Hospital, according to Ken, at that moment remained available. There were some 700 vials and its distribution did not find any obstacles. “So, by influent delivery of VAR from distributor it is expected that VAR availability at other rabies centers would be the same so that not all dog-bitten patients would come to Sanglah Hospital asking for VAR,” added Ken. Three suspected Israeli spy devices blown up in Lebanon Agence France-Presse

HULA - Three suspected Israeli spy devices have been blown up in south Lebanon, two detonated remotely by the Israeli army and one destroyed by the Lebanese army, a military official said on Sunday.

“One explosion occurred before midnight (2100 GMT) in a hilly part of the Hula border zone and a second happened in the same district (on Sunday) morning,” the official told AFP. It “seems the two detonations were triggered by Israel which exploded two spying devices it had planted in the sector a long while ago,” she said.

Israel “feared for one reason or another that they might be discovered and proceeded to destroy them by exploding them remotely,” the official said.

Lebanese troops “located another device and exploded it on Sunday morning” after going to the area on Saturday night with UNIFIL peacekeepers, she added.

A security official in south Lebanon told AFP the devices were used for “surveillance of communications by the resistance,” referring to the Shiite Hezbollah movement which fought a bloody 34-day war with Israeli in 2006 that devastated the south of the country.

The UN peacekeeping force said later it was aware of at least two explosions in the area, adding it had no reports of any injury.

“Preliminary indications are that these explosions were caused by explosive charges contained in unattended underground sensors which were placed in this area by the Israel Defence Forces apparently during the 2006 war,” said a UNIFIL statement.

TEHRAN - A top Iranian general on Monday accused the United States and Britain of training rebels behind a bomb attack on the elite Revolutionary Guards which killed seven commanders and dozens of other people.

General Mohammad Pakpour, the head of Guards’ ground forces and whose deputy was slain in the bombing, said Washington and London had “trained and equipped” those who carried out Sunday’s bombing against Iran’s prestigious

military force.

“The terrorists were trained in the neighbouring country by the Americans and British. The enemies of the Islamic Republic of Iran are unable to tolerate the unity in the country,” Pakpour said on state television.

Hours after the suicide attack in restive Sistan-Baluchestan province — a flashpoint of Sunni insurgency — President Mahmoud Ahmadinejad charged that the assault was plotted in neighbouring Pakistan.

He demanded that Islamabad take firm action against the perpetrators even as Tehran registered its protest with Pakistan’s envoy in Tehran.

The attacker set off his explosives belt as a meeting of Guards com-

KHARTOUM - Two female aid workers released after more than 100 days of captivity in Darfur arrived in Khartoum on Monday, exhausted but delighted to be free and eager to get back home.

Irishwoman Sharon Commins, 33, and Ugandan Hilda Kawuki, 42, were kidnapped in the North Darfur town of Kutum on July 3 by a gang of armed men from a compound run

by Irish relief group GOAL. “We are very happy to be here,” said Commins, as she walked on the tarmac of Khartoum airport.

“I can’t wait to see the family,” said Kawuki. “I am very exhausted because we have not really rested since being released.”

Commins was due to fly to Dublin later in the day, and Kawuki was to leave for home on Tuesday.

The two women were freed early Sunday after local tribal chiefs pressured their kidnappers into releasing them, a Sudanese minister said.

North Darfur state humanitarian affairs minister Abdel Baqi Gilani said that no ransom had been paid.

“We are very very grateful to the government of Sudan and the people of Sudan who prayed for us and kept our family strong and us strong,” Commins said.

The two spent more than 100 days in captivity, the longest endured by foreign aid staff in Darfur since the conflict erupted in the western region in early 2003.

An International Criminal Court warrant in March accusing Sudanese President Omar al-Beshir of war crimes in Darfur triggered a sharp downturn in Sudan’s relations with foreign relief organisations.

Rio police on alert after deadly drug violence Agence France-Presse

RIO DE JANEIRO - Brazil deployed an extra 4,500 police Sunday as deadly clashes with drug traffickers brought down a police helicopter and left 17 people dead over the weekend in 2016 Olympics host city Rio. Jose Mariano Beltrame, Rio de Janeiro state’s security chief, told reporters reinforcements were sent in from outlying areas in an effort to calm tensions in the city’s sprawling, impoverished hillside favelas.

Rio’s win to host the 2016 Olympic Games, the first ever to be held in South America, is a serious challenge for the city, hit by endemic urban violence.

Some 6,000 people were murdered here in 2008 alone.

Saturday marked a bloody first as two police were killed when drug dealers shot down their helicopter in the Macacos slum near Maracana stadium, where the 2014 soccer World Cup games and the 2016 Olympics will kick off.

The aircraft exploded shortly after landing and only two policemen — including the pilot — were able to get out in time. The other two passengers burnt to death.

After the helicopter crashed, a new gun battle erupted between gangs and more than 100 police, backed by Special Police Operations Battalion (BOPE) troops and an armored vehicle.

Ten suspected criminals were killed in the shootout, a police spokesman said.

“I have never heard so many gunshots in my life,” a 15-yearold girl who lives in Morro dos Macacos told the G1 website of the Globo media network.

Bus driver Fabio Nascimento said 15 masked men armed with guns and pistols had ordered him to step out of his vehicle and evacuate passengers, declaring: “Get out, get out, we are going to set it on fire!”

More violence erupted later Sunday in the Jacarezinho favela, where two suspected drug traffickers were killed during a shootout with police, police spokesman Oderley Santos said.

Three bodies of suspected criminals were also found Sunday in the Sao Joao favela, he added.

The president of the Organization of Lawyers of Brazil (OAB) in Rio denounced the parallel network of power in the city where, in some areas, gangs hold more control than authorities.

Saturday’s dramatic clashes erupted as gangs in the neighboring “Morro do Sao Jao” favela tried to invade Morro dos Macacos and seize control there, officials said.

Civilian and military police were on alert Sunday and those who were due to be off were called in, Beltrame said.

Justice Minister Tarso Genro offered Rio’s authorities an elite army unit for emergency situations, but so far Rio state Governor Sergio Cabral has said no to that.

Major police operations regularly take place in the favelas, home to drug gangs and a third of the city’s population — two million people.

Brazil urgently needs to find new investment and to streamline its bulky bureaucracy as it prepares to host the world’s two biggest sporting events: the 2016 Olympics and 2014 soccer World Cup, analysts say.

After Rio de Janeiro was chosen as the host of the 2016 Olympiad, the government promised new investment in a slew of new projects. Public safety and public transport are top priorities that will require major outlays.

Even before its Olympics challenge, the South American giant will have to remodel and build new stadiums in 12 cities so that they could receive participants of the 2014 soccer World Cup. To organize both events, the country will have to spend between 17.6 billion and 30 billion dollars, according to professor Francisco Carlos of the Foundation Institute of Economic Research.

TOKYO - Japan on Monday started vaccinating medical workers against swine flu, which is known to have killed 27 people in the country, the health ministry said.

The country has a limited supply of the domestically-made vaccine, with doses for about 1.18 million people available in the first batch as Japan heads into the autumn-winter flu season, a ministry

“Pregnant women and those with chronic diseases are the next priority group and will start getting the vaccination from early November,” the official said. “Babies and small children will follow, starting in late December.”

But as of Monday, only 23 prefectures began the vaccinations while 23 other prefectures plan to kick off the programme later this week, with Tokyo starting some time after October 26, the ministry

said.

“We have a lot more doctors and hospitals in Tokyo, which means we need more time for preparation,” a Tokyo official said.

In western Osaka prefecture, nearly 180,000 medical workers are waiting for the shot, with local officials worried about a supply shortage.

The A(H1N1) virus is believed to have first entered Japan in May, and government officials fear the pandemic will spread further in the coming influenza season.

VERSAILLES - Historians know him as the Sun King who ruled France for 72 years and made Versailles a European centre of power, but Louis XIV owes his royal grandeur to artists perhaps more than armies.

The first large-scale exhibition devoted to Louis XIV at the palace of Versailles opens Tuesday, exploring the paintings, sculptures, furniture and jewellery that helped France’s most famous king shape his all-powerful image.

Two years in the making, “Louis XIV, the Man and the King” brings together 300 pieces, some of which have not been shown in France

since the 1789 Revolution.

A 17th-century painting of the construction of Versailles is on loan from Britain’s Queen Elizabeth II and a large black cabinet — the only survivor of the king’s collection and now owned by the Duke of Northumberland — is back in France after more than two centuries.

“Politically, Louis XIV belongs to a system that is outdated,” said Jean-Jacques Aillagon, the director of Versailles who came up with the idea of presenting a “cultural portrait” of the king in 2007.

“But it is through the arts and culture that he still belongs to all of us.”

Born in 1638, Louis ascended to the throne at the age of four and reigned until his death in 1715, at the rare old age of 76. He fought three major wars and married twice while France stood as the leading European power.

During his twenties, Louis decided to turn his father’s hunting lodge at Versailles into the hub of the universe, moving his court, government and military command there from Paris.

All this he did with an eye for style and image. The king surrounded himself with creative minds: Moliere in theatre, Corneille and Racine in literature, Le Brun and Mignard in painting, Lully in music, Hardouin-Mansart and Le Vau in architecture and Le Notre in the art of gardens.

BENGKULU - A mild earthquake measuring 4.9 on the Richter scale jolted Bengkulu Province, on Sunday at 5.47 pm local time.

The temblor’s epicenter was located 3.53 degrees southern latitude and 101.5 degrees eastern longitude, around 52 km from Mukomuko and Barat Lais, North Bengkulu, at a depth of 18 km below sea level, information of the meteorological and geophysics office, said.

The earthquake was felt at II-III Modified Mercalli Intensity (MMI) in Mukomuko town and its surroundings.

A number of people rushed out of their houses when they felt the temblor.

Last September 17, an earthquake measuring 5.4 on the Richter scale jolted Bengkulu, southern Sumatra.The temblor caused local residents in Bengkulu City, Kepahiayang District (Bengkulu

Province), as well as Pagaralam (South Sumatra Province), to rush out of their houses in panic.

On September 8, 2009, Bengkulu and West Sumatra Provinces were shaken by earthquakes respectively measuring 5.0 and 5.2 on the Richter scale. Bengkulu was rocked by a 7.9-magnitude earthquake on September 12, 2007, which killed 15 people, injured 50 others and damaged more than 50,000 houses, Indonesia, the world’s largest archipelago, sits on the Pacific “Ring of Fire,” the edge of a tectonic plate prone to seismic upheaval.

Last September 30, 2009, a magnitude-7.6 Indian Ocean earthquake devastated West Sumatra Province, leaving 198,200 households in need of emergency shelter.

The official death toll from last month’s earthquake in West Sumatra climbed to 1,117, including those still missing, the United Nations humanitarian arm reported recently.

Ministers for next cabinet to sign anti-graft pledge Antara

BOGOR - Elected President Susilo Bambang Yudhoyono has told the candidate ministers of the next cabinet to sign a commitment to refrain from committing corruption.

“The commitment is carried in a code of conduct to future ministers have to sign. The code of conduct also carried a clause that they must avoid conflict of interest and governance,” Presidential spokesman Andi Mallarangeng said at the President’s residence in Puri Cikeas, Bogor, Sunday.

Under the code of conduct, the ministers must be prepared for a Presidential evaluation at any time.

According to Andi, on Sunday 18 prospective ministers will be summoned to meet the 34 candidate ministers of the next cabinet.

“It was agreed in a forum of the ASEAN Working Group that the holding of a cooperative, small- and mediumscale enterprise product exhibition will be an annual agenda to be hosted on a rotational basis,” Ikhwan Asrin, deputy for marketing and business network affairs to the Minister of Cooperatives and Smalland Medium-scale Enterprises, said here Monday.

He said Indonesia would also propose the same program at an APEC (Asia-Pacific Economic Cooperation) forum on small- and medium-scale enterprises opening on Monday (October 19).

Ikhwan said ASEAN KUKM product exhibitions could ultimately provide a new solution to the marketing problems faced

by KUKM players.

He said Indonesia actually evolved the idea of holding joint ASEAN KUKM product exhibitions for the first time earlier this month.

“Last October 14-19, we held Smesco Festival 2009 in conjunction with International Expo 2009 participated in by ASEAN member countries at the Jakarta Convention Center,” he said.

KUALA LUMPUR - An Indonesian worker was found dead on Sunday afternoon after falling from the 16th floor of a construction project in Kampung Ladang, Terengganu state, Malaysia.

A friend of the ill-fated worker, Kaspin Usop (40), recognized the victim and said his name was Soedjito (36).

Usop explained, he was doing his usual work at the project when he heard a booming sound. Initially he thought the sound came from a falling gas tube but later found out it Sudjito, Malaysian media reported on Monday. Sudjito’s body was brought to Sultanah Nur Zahirah hospital. It was believed Sudjito fell from the 16th floor after slipping.

Chief of the project, Aznan Musa (39), received a report about the accident.

According to Indonesian Secretary of National Central Bureau (NCB)-Interpol, Brigadier General Halba Rubis Nugroho, as many as 1,421 Indonesian workers had died in Malaysia in the past three years.

In year 2007 some 690 workers died in Malaysia while in 2008 the number was down to 524 people. In the year 2009, up till August the number of worker deaths reached 207.

“The number does not include workers who died in Bahru, Penang and Sarawak state. Most of the causes of the workers’ deaths were accidents, illness, cruel treatment and homicide,” Halba said.

According to Halba, nowadays there were about two million Indonesian workers scattered accross Malaysia. One million of them were legal workers while another one million had entered the country as illegal workers.

Bali Today Security in Bali tightened ahead of Presidential inauguration Antara

NEGARA - Security at Gilimanuk port in Bali has been tightened ahead of the inaugural ceremony of President Susilo Bambang Yudhoyono and Vice President Boediono on Tuesday, October 20, 2009.

A number of armed security personnel on Monday were seen examining every car and its passengers from Java entering Bali through the Gilimanuk ferry port.

The cars from Java to Bali have undergone an inspection by metal detector at the port’s entry gate, and the passengers were asked to get out of their cars to be examined by the police.

“Security check at Gilimanuk port today is tighter than that in the previous days and and I think it is in connection with presidential inauguration tomorrow (Tuesdy),” a Trans JavaBali bus driver Yono said on Monday.

Yono said the number of security personnel at Gilimanuk port was more than that in the normal days before.

Meanwhile, a police official at the Port Said the security was indeed tightened to check the cars and their passengers going in and out of the island resort of Bali ahead of the inaugural ceremony of President Yudhoyono and Vice President

Boediono on Tuesday.

The People’s Consultative Assembly (MPR) has handed an invitation to President-elect Susilo Bambang Yudhoyono for the inauguration on Tuesday.

The invitation was handed to President Yudhoyono by MPR chairman Taufiq Kiemas and four other leaders at the presidential office in Jakarta on Friday morning.

“We have delivered the invitation.

BUSINESS Taiwan delays informal China trade talks

TAIPEI - Informal trade talks between Taiwan and China scheduled for this week have been delayed, as Taipei officials will be busy answering budget questions in parliament, the government said Monday.

The negotiations, expected to take place on the mainland, are now likely to be put off until the end of the month, said Huang Chih-peng, director of Taiwan’s

Bureau of Foreign Trade and the head of the island’s delegation.

“The government budget is under review in parliament, so we decided to postpone the discussions until the end of this month,” he told AFP. Local media have reported the upcoming talks, the fourth of their kind, are expected to set a timetable for formal discussions.

Taiwan’s China-friendly administration hopes the negotiations will lead to a trade

agreement, which it says could lift the island’s economic growth by one percentage point.

While the government aims for a signed agreement early next year, the opposition, which favours independence from China, has warned the pact could imperil the island’s separate status. Taiwan and China split at the end of a civil war in 1949, but Beijing still considers the island part of its territory, vowing reunification, even if it has to use force.

SEOUL - South Korea’s central bank Monday blamed rising household spending on education for hampering efforts to boost private consumption and economic growth. The Bank of Korea (BoK) called for government steps to divert household spending from education and medical services to other areas, listing them as major hurdles that slow much-needed domestic spending.

“Domestic consumption has focused on education and medical services whose spillover impacts on other industries are relatively weak,” BoK director Kim Myung-Ki told reporters.

Household medical spending rose to 6.4 percent during the first half of this year from 3.9 percent in 2000, the bank said.

Education accounted for 7.4 percent of total household spending during the first half of this year, compared with 5.4 percent in 2005 and 7.3 percent last year, it said.

France spent 0.8 percent of family income on

education, compared with Britain’s 1.4 percent and Japan’s 2.2 percent, it said.

The first-half figure will rise to 8.2 percent if overseas bank remittances for children studying abroad are included, Kim said.

“Our country is spending too much on education,” he said, attributing the increase in education spending to nearly unlimited spending on private teaching. Central bank figures showed household spending on education hit an all-time high of 39.8 trillion won (34 billion dollars) in 2008, up 7.7 percent from a year earlier. Spending on private education also rose to 20.9 trillion won last year from 20.04 trillion won a year earlier.

The government has launched a drive to normalise public education and curb costly private crammers. After the official school day ends, many parents force young children to study at the schools until late in the evening. An estimated 200 stressed students commit suicide every year, according to police statistics.

WASHINGTON - A massive 787-billion-dollar stimulus package passed

by Congress earlier this year may have helped save at least 250,000 education jobs across the country, the White House said Monday.

“This is one more indication of how the Recovery Act is helping soften the blow of tough times, by keep educators on the job and teachers in the classroom,” commented Vice President Joe Biden.

A report released Monday by the Domestic Policy Council contains preliminary data showing that the stimulus package has enabled states to restore nearly all of their projected education budget shortfalls for fiscal 2009 and 2010.

Filling these budget gaps has allowed the Recovery Act to avert layoffs of educators in school districts and universities across the nation, saving and creating at least a quarter of a million education jobs, the White House said.

“Initial reporting from states shows that education stimulus dollars have created or saved over 250,000 education jobs across the nation and have been invested

in the kinds of reforms that will help today’s students compete in a global economy,” said Secretary of Education Arne Duncan.

He added that many school districts were also using stimulus dollars to improve the education process.

President Barack Obama signed the stimulus package into law on February 17.

The measure was designed to create jobs and spur economic growth through a combination of tax relief, aid to hard-hit families and state and local governments, and funding for science, technology and infrastructure projects.

The White House release came after the US government announced Friday that it had closed its 2009 fiscal year with a record 1.4 trillion dollar budget deficit.

Critics blame much of the deficit on anti-crisis measures, including the stimulus package.

THE HAGUE - A Dutch judge on Monday declared ailing bank DSB bankrupt after it failed to find a new buyer in the face of client withdrawals this month totaling 600 million euros (900 million dollars), a court statement said.

“The court comes to the conclusion that everything possible was done to save the bank, but that there are no prospects of that being achieved,” said a statement from the district court in Amsterdam.

“For that reason, the court declared DSB bankrupt.”

On Thursday, the court gave DSB until noon on Friday to find a buyer, but bank boss Dirk Scheringa convinced it to give him until Monday morning — reportedly for an interested American firm to scrutinise his books.

DSB was placed under administration at the behest of the Dutch central bank (DNB) last Monday, freezing all its activities and client accounts.

Two independent administrators were appointed, who subsequently approached the court with an application for bankruptcy.

The bank, which has about 2,000 employees, has recently been in the news over claims it sold clients insurance policies they did not need and extended mortgages they could not afford, prompting some to lodge claims for damages.

Actor Garcia to play Georgia’s Saakashvili in film: report US actor Andy Garcia has arrived in Tbilisi to portray Georgia’s flamboyant President Mikheil Saakashvili in a film on last year’s Georgia-Russia war, local television reported Monday. Rustavi-2 television said Garcia arrived in the Georgian capital late Sunday and would spend the next two days filming scenes in the presidential residence.

Finnish-American action movie director Renny Harlin announced in August he was shooting the film. An Australian veterinary student has said she has documented the country’s first known case of a bred-incaptivity turtle acquiring a highly infectious disease which could potentially spread to humans.

CHICAGO – Two girls who swam with pet turtles in a backyard pool were among 107 people sickened in the largest salmonella outbreak blamed on turtles nationwide, researchers report. The 2007-08 outbreak involved mostly children in 34 states; one-third of all patients had to be hospitalized. In many cases, parents didn’t know that turtles can carry salmonella.

Despite a 1975 ban on selling small turtles as pets, they continue to be sold illegally. The American Veterinary Medical Association estimates that the number of pet turtles nationwide doubled from 950,000 in 1996 to almost 2 million in 2006. “It’s very easy to think of turtles as being a very gentle and nice pet,” but many carry salmonella, without showing any signs, said Julie Harris, a scientist at the federal Centers for Disease Control and Prevention and the report’s lead author.

Salmonella in turtle feces can end up on their shells and body, and can spread to people who handle them. An infected turtle can spread the same strain of salmonella to others during shipping, which may be how the outbreak occurred. Turtles involved were bought at pet shops, flea markets, from street vendors and online. The Food and Drug Administration contacted retailers involved and their investigation is ongoing, the report said.

“Continued, collective efforts are needed, both on state and federal levels, to enforce the ban and protect public health,” the report said. It appears in October’s Pediatrics, released Monday. Authorities began investigating in September 2007 after a Union County, N.C., teen swam in her backyard pool with two pet turtles and a friend from South Carolina.

Both girls developed bloody diarrhea, vomiting, fever and stomach cramps; one developed kidney failure and spent eight days in the hospital.

Salmonella bacteria traced to those turtles matched salmonella later found in three other North Carolina children. Other cases turned up elsewhere, many involving direct contact with turtles, including children kissing turtles or putting them in their mouths, Harris said. Indirect contact likely also occurred, she said. For example, children playing with turtles at school may have brought the germs home and spread them to family

members, Harris said.

Illnesses from the same kind of salmonella turned up coast to coast through January 2008, including 12 people in California, 10 each in Pennsylvania and Texas, and nine in Illinois. No one died in the outbreak but many required several days of hospital treatment, Harris said. “Everyone from pediatricians to other public health professionals needs to really stress that reptiles and especially turtles are a source of salmonella infections,” she said.

The ban only affects turtles less than about 4 inches in diameter because of reports that young children had gotten sick after putting the small reptiles in their mouths. David Bergmire-Sweat, a North Carolina epidemiologist who investigated the Union County case, said he’s heard of families letting turtles walk on kitchen surfaces where food is prepared, and babies being bathed in sinks where turtle cages are washed.

PARIS – Chinese and British palaeontologists have identified a crow-sized fossil that they believe fills a key gap in our understanding of the mysterious flying reptiles known as pterosaurs. The species has been baptised Darwinopterus modularis in honour of Charles Darwin, who was born 200 years ago and 150 years ago published his groundbreaking work on evolution, “On the Origin of Species.”

The five palaeontologists, reporting on Wednesday in the British journal Proceedings of the Royal Society B, say more than 20 fossilised skeletons of the newly-uncovered species were found in northeastern China earlier this year.

The finds were unearthed from rocks dated at around 160 million years ago, which places them close to the boundary line between the Middle and Late Jurassic periods, and at least 10 million years older than the first recognised bird, Archaeopteryx. Darwinopterus appears to be intermediary between primitive, long-tailed pterosaurs — sometimes called pterodactyls — and their descendants, who

were short-tailed, more sophisticated flyers that sometimes reached gigantic sizes.

“Darwinopterus came as quite a shock to us,” David Unwin of the University of Leicester, central England, said in a press release. “We had always expected a gap-filler with typically intermediate features such as a moderately elongated tail — neither long nor short — but the strange thing about Darwinopterus is that it has a head and neck just like that of advanced pterosaurs, while the rest of the skeleton, including a very long tail, is identical to that of primitive forms.” Darwinopterus had long jaws, rows of sharp teeth and a flexible-looking neck, which suggests it may have survived on the wing by snatching small mammals or pigeon-sized feathery dinosaurs that were the forerunners of birds.

“Darwinopterus” means “Darwin’s wing”, while “modularis” means composed of interchangeable units. The investigators, led by Junchang Lu of the Institute of Geology in Beijing, believe that pterosaurs went through bursts of evolution characterised by swift changes to groups of features. The head and neck evolved first, followed later by the body, tail, wings and legs, they contend.

BEIJING – Paleontologists in east China may have discovered the remains of a new species of dinosaur at what is said to be the world’s largest group of fossilised dinosaur bones, state media said Wednesday. Scientists in Zhucheng city, Shandong province, have for months been exploring a gully over 500 metres (1,650 feet) long and 26 metres deep that is strewn with thousands of dinosaur bones, the Jilu Evening News said.

Paleontologists believe that a fossilised skeleton dug up in Zhucheng and shipped to the China Academy of Sciences in Beijing last week could be a new species of dinosaur, the report said. They have already dug up the biggest-ever or “duck-billed dinosaur” — and found Asia’s first remains of a ceratopsidae, or a giant horned dinosaur, it added. The trove of dinosaur bones lies in an area in Shandong that has been known for numerous similar finds, with two major digs taking place in the region since 1964, the report said. Experts said the discovery of so many dinosaurs in such a dense area could provide clues on how the animals became extinct millions of years ago, it added.

Scientists at the dig have also identified the remains of ankylosaurus, tyrannosaurus and coelurus, with many of the fossils dating to about 70 million years ago, reports said. Plans are being made to set up a fossil park in the area, it said.

“I had to go for it,” Laird said of his second shot into 16. “With an iron in, I was going to go for it regardless, and it was a perfect number.

That was probably the best swing I ever made because that wasn’t a good wind for me off the left.” McNeill had three birdies and a bogey on both nines to get into his first PGA Tour playoff.

Inter face striker crisis for Kiev, Shevchenko visit Agence France - Presse

Milan - Inter Milan coach Jose Mourinho is facing an attacking crisis ahead of the crucial Champions League Group F visit of Dynamo Kiev on Tuesday. First choice strike pair Diego Milito and Samuel Eto’o sat out Saturday’s 5-0 thumping of Genoa and while the Cameroon forward may be fit, the Argentine is definitely out of Tuesday’s clash, as is Brazilian midfielder Thiago Motta.

“Milito and Motta are not possibilities. Eto’o, with a little bit of sacrifice, could do it,” said Mourinho. “Saturday we played a great match but now we have to calm down. Tuesday will be a different matter entirely and the first mistake we shouldn’t make is that of preparing for the match against Dynamo while still thinking about that win at Genoa.

“The match against Dynamo will be very difficult, I saw their game against Barcelona and Barcelona had trouble and good luck.” Victory is crucial for Inter, who drew their first two games and sit third in the group, as after this game they will have only one home match left.

As well as their missing forwards they have a doubt over holding midfielder Esteban Cambiasso.

tain Patrick Vieira. Inter can ill afford another absentee against a team that while not as strong as it once was in the late 1990s, has been showing signs of returning to past glories.

Kiev reached the Champions League semi-finals in 1999 when Andrei Shevchenko was leading their front-line. Shevchenko is now back at Dynamo this season following two spells with Inter’s arch rivals AC Milan.

He is no stranger to scoring against Inter having bagged eight goals in Milan derbies in Serie A and a further three in the Coppa Italia.

He was also part of the Milan team, and a scorer, twice when they knocked Inter out of the 2003 and 2005 Champions League. In 2003 Milan went on to win the trophy while in 2005 they were losing finalists.

Inter and Kiev have only met once before in the Champions League

during the 2003/04 Champions League group stages with the Italians winning 2-1 at home courtesy of a last minute goal while the match in the Ukraine ended in a draw. However, both teams were still eliminated during the group stages as Arsenal and Lokomotiv Moscow progressed and a similar scenario is possible again this time around.

With holders Barcelona leading the group, both Inter and Dynamo know a defeat could hit their progression hopes hard. Inter have not failed to make the knockout stages since 2004 while Dynamo have not made it out of the group stages since their semifinal appearance in 1999. For Mourinho, a winner of this competition with Porto in 2004, Champions League success is vital as he was brought to the club to end their painful long 35-year wait for a triumph in Europe’s premier competition. And having bombed out in the first knock-out round in each of the last three years, Mourinho is expected to take them further than that this season, but anything other than a win on Tuesday would hamper those chances.

LIVERPOOL, England Jamie Carragher has told his Liverpool team-mates they must keep believing in themselves as the Reds start a crucial week with Tuesday’s Champions League clash against Lyon. Liverpool manager Rafa Benitez has his work cut out to raise his team’s flagging spirits for Lyon’s visit to Anfield in the wake of Saturday’s 1-0 defeat to Sunderland.

That loss, caused by Darren Bent’s shot hitting a red beach ball and deflecting past keeper Jose Reina, left Liverpool trailing Premier League leaders Manchester United by seven points. Liverpool have lost their last three matches in all competitions and have failed to score since defeating Hull City 6-1 on September 26.

Fresh from suffering their fourth loss in nine matches since their league season started on a wave of optimism, Benitez’s side must defeat Lyon if they are to ease fears of dropping out of the Champions League and into the Europa League. Yet they may well have to cope without captain Steven Gerrard and leading scorer Fernando Torres, who both missed the Sunderland defeat because of groin injuries.

But Carragher is refusing to be downhearted and insisted that the picture will look a lot brighter if they win on Tuesday and fol-

low it up by defeating title rivals Manchester United next Sunday.

“We now have the Champions League tie against Lyon which will be in front of our own supporters at Anfield,” Carragher said.

“It’s a chance to restore some confidence before we take on Manchester United next Sunday. “We will stick together and work hard on the training ground to put things right. We know we’ve got a good team, good players and a good manager so we’ve got to have belief in ourselves and keep going. We have the quality and the belief we will get back to winning ways soon, hopefully starting on Tuesday against Lyon. Now is not the time to talk about the title. We are looking to the next game.”

Benitez is expected to recall Javier Mascherano to the midfield. Mascherano started on the bench at Sunderland after returning from international duty with Argentina just a few hours before Saturday’s match. Lyon top Group E having won their first two Champions League games. However, they arrive on Merseyside with their own problems having lost 2-0 at home to Sochaux on Saturday, their first league defeat of the season.

Liverpool need to win after losing to Fiorentina in their last game. Benitez’s team are currently third in the four-team group.

Champions Barcelona look to turn screw against Rubin Agence France - Presse

MADRID - Champions League holders Barcelona host Russian champions Rubin Kazan at Camp Nou on Tuesday aiming to tighten their grip at the top of Champions League Group F. Barcelona top the group by a point above Dynamo Kiev, with Inter Milan two points back in third, and are strong favourites to dispose of Rubin in a David versus Goliath contest.

French striker Thierry Henry, one of six Barcelona players nominated for the Ballon D’Or award, is out injured with a thigh injury while Zlatan Ibrahimovic is also a doubt with a knee knock sustained on international duty with Sweden. Both forwards were absent for Barcelona’s 0-0 league draw with Valencia on Saturday that ended their 100 percent start to the season although the treble winners still lead the Spanish table.

“We went to Valencia trying to win but they made it very difficult for us,” admitted Barcelona coach Pep Guardiola. “We are not capable of winning all 38 league games.” A boost for Guardiola and Barcelona has been the return to fitness and form of Andres Iniesta who missed pre-season through injury.

“I am improving little by little and I am feeling much better,” said Spanish international Iniesta. With Kiev and Inter facing off in Milan it is a good chance for Barcelona to turn the screw in the group although Rubin showed they can compete with the top teams in their last group match when they drew 1-1 with 10-man Inter and could have taken all the points.

SAO PAULO - Less than 12 months ago, Jenson Button was staring at life on Formula One’s scrapheap when Honda, bleeding millions of dollars they could not afford, pulled out of the world championship. But what a difference a year makes.

On Sunday, the 29-year-old claimed the world title to complete a remarkable turnaround in his personal and professional fortunes. In his 10th season behind the wheel of a Formula One car, Button has finally delivered on the raw promise which originally catapulted him into the Williams team as a rookie in 2000. It also confirmed that with the right car, he was a title contender, not a paddock playboy with his head easily turned.

Button has had to call on his deep reservoirs of talent and patience throughout his career, including this title-winning 2009 cam-

paign. In the new, quickly-financed Brawn GP car, with former Ferrari techincal wizard Ross Brawn at the helm, he stunnedd his rivals, and probably surprised himself by winning the season-opener in Australia.

In all, he collected six wins in the first seven races before the dream threatened to collapse. But a second place at Monza and a fifth place in Singapore allowed him to go to Japan with a 15point lead and three races left. Although he only managed eighth at Suzuka it kept him on track and his 14-point cushion over team-mate Rubens Barrichello proved enough in Brazil where he fin-

ished fifth on Sunday to clinch the title.

Button has becomed accustomed to the sport’s ups and downs. It took him 113 races to win a first Grand Prix when he steered his Honda to victory in Hungary in 2006. His father John, a former rally driver, watched proudly from the sidelines, revelling in the success which had finally come to his son.

John Button had passed on the motor-racing bug to his son in their sleepy south-west England town of Frome. Legend had it that Button junior was named after the Jenson Interceptor car. As an 11-year-old, Button won every race in the British Cadet Kart Championship before moving into Formula Ford as an 18-year-old. Nine wins later, he won the prestigious McLaren Autosport Young Driver of the Year Award which brought with it a prize of a test drive in a Formula 1 car.
