Arte de Ojinaga presente en festival internacional

L

os amantes del arte podrán realizar un viaje en el tiempo en el Octavo Festival Internacional Chihuahua.

La exposición pictórica colectiva “Ojinaga a través de los años” está en exhibición en el festival anual. A través de su arte, quince autores de Ojinaga hicieron una presentación de su versión en obras de arte en pintura de los hechos, de los muros, las calles y el ambiente del antiguo Ojinaga.

Recientemente, se realizó una recepción de inauguración. En representación del Jefe del Ejecutivo Estatal estuvo Jesús José Villalobos Sáenz, Recaudador de Rentas Local. También estuvieron presentes diversas personalidades de varias órdenes del gobierno estatal y municipal.

Roberto Leyva hizo un agradecimiento muy especial al Gobierno del Estado por las facilidades y la apertura para la presentación de esta colección

Recently, an opening reception was held for the exhibit. Representing the chief executive of the state at the event was Jesus Jose Villalobos Saenz, local revenue collector. Several state and local government officials also attended. professor Roberto Leyva thanked the state government for the facilities and the opening for the collection “because I’m from the pearl of

Al momento de impresión, estaban circulando informes de una protesta espontánea en Teherán con alrededor de 500 iraníes cantando “Muerte a Estados Unidos”. Mientras tanto, un antiguo mentor de Osama bin Laden pidió a sus seguidores que imitaran lo sucedido en Libia y Egipto.

Tras las muertes del embajador de Estados Unidos en Libia —Christopher Stevens— y de otros tres miembros del personal de la embajada, es lógico el temor a otros ataques contra diplomáticos de Estados Unidos.

La razón que dan las autoridades escolares por haber optado hacer esto “es dar mejor cuenta de los estudiantes”, según Pascual González, Director Ejecutivo para el Departamento de Comunicación de NISD. De acuerdo con el señor González, el nuevo sistema cuenta con un “amplio apoyo de los padres”; “los padres desean saber que nosotros en NISD sabemos dónde están sus hijos desde el momento que los dejan aquí hasta el momento que los recogen”. school campuses. The reason school officials site as to why they have opted to do this “Is better accountability of students,” according to pascual Gonzalez, executive Director for the Department of Communication, of NISD. according to Mr. Gonzalez, the new system enjoys “wide spread parental support”; “parents want to know that we (NISD) know where their children are from the time the children are dropped off until the time they are picked up.” The Smart Student I.D. does just that; children are required to wear an I.D. badge with an embedded microchip. The chip, in turn, is monitored by an internal “GPS”-type setup allowing school officials the ability to know where each student is while on school property. Meanwhile, a onetime mentor of Osama bin Laden called on his followers to replicate what had happened in Libya and Egypt.

Following the deaths of U.S. Ambassador to Libya Christopher Stevens and three other embassy staff members, it’s realistic to fear other attacks on U.S. diplomats.

“Our men and women — in and out of uniform — are out there every day, protecting us and our interests. And that will always make them a tempting target,” Heritage expert Jim Carafano reminds us, commenting on the attacks in Libya and Egypt.

In June, Heritage’s Jim Phillips wrote about a larger Iranian campaign to assassinate foreign diplomats, including Israeli and Saudi diplomats, in at least seven countries over 13 months.

At this time, America’s first priority is the security of our personnel, and President Obama has ordered heightened security at America’s posts worldwide.

We cannot allow terrorists and rioters to dictate U.S. missions and policy, and Washington must avoid knee-jerk reactions, such as yanking foreign aid, before we know the facts on the ground. As Phillips explained, the attack on the U.S. Embassy in Egypt reflects the internal divisions there. At the same time, although there are dangerous anti-American factions in Libya, there also are many that appreciate the U.S. assistance and, and according to some reports, fought to help protect the U.S. compound before it was overrun.

There are still too many questions to be answered about the origins of the attacks, the state of security at the U.S. facilities and the responses of the host governments. We should get the facts before we draw too many conclusions about what happened and why, much less what this should mean for the future of U.S. policy.

That said, this is no cause for declaring a moratorium on debate about U.S. policy in the region.

There’s plenty worth debating.

President Obama has consistently shown more enthusiasm in engaging hostile regimes in the Middle East than in protecting the interests of allies such as Israel. He has shown more concern about restraining Israel from acting than stopping Iran from obtaining nuclear weapons.

Recently, in fact, Secretary of State Hillary Clinton said the United States is “not setting deadlines” for Iran and still considers negotiations “by far the best approach” to preventing the Islamic Republic from developing nuclear weapons. Israeli Prime Minister Benjamin Netanyahu’s public response was, “Those in the international community who refuse to put red lines before Iran don’t have a moral right to place a red light before Israel.”

President Obama made matters worse by declining an offer from Netanyahu to meet when Netanyahu visits the United States later this month, even though Obama found time for an appearance on David Letterman’s late-night comedy show and an interview with Miami rapper and radio personality DJ Laz. The United States’dysfunctional engagement with Israel and Iran isn’t the only problem. From North Africa through sub-Saharan Africa, al Qaeda and its affiliates seem determined to plant the flag for new Afghanistans.

Across the Middle East, the Arab Spring is far from unfinished business. Current U.S. policies clearly aren’t working. It’s time to change course.

Quiero aprovechar este momento para brindar la definición real y correcta del Mes Nacional de la Herencia Hispana. Aquí está la historia y razones por Wikipedia: El Mes Nacional de la Herencia Hispana es el período entre el 15 de septiembre y el 15 de octubre en Estados Unidos, cuando las personas reconocen las contribuciones de los hispanos y latinoamericanos a EE.UU. y celebra la herencia cultural hispana y su cultura.

La Semana de la Herencia Hispana fue aprobada por el presidente Lyndon Johnson y fue expandida en 1988 por el presidente Ronald Reagan para cubrir un período de 30 días. Fue proclamada ley el 17 de agosto de 1988, bajo la aprobación de la Ley Pública 100-402.

by Wikipedia: National Hispanic Heritage Month is the period from September 15 to October 15 in the United States, when people recognize the contributions of Hispanic and Latino Americans to the United States and celebrate Hispanic cultural heritage and Hispanic culture.

Hispanic Heritage Week was approved

by President Lyndon Johnson and was expanded by President Ronald Reagan in 1988 to cover a 30-day period. It was enacted into law on August 17, 1988, on the approval of Public Law 100-402.

“September 15 was chosen as the starting point for the celebration because it is the anniversary of independence of five Latin American countries: Costa Rica, El Salvador, Guatemala, Honduras and Nicaragua. They all declared independence in 1821. In addition, Mexico, Chile and Belize celebrate their independence days on September 16, September 18, and September 21, respectively.”

Hispanic Heritage Month also celebrates the long and important presence of Hispanic Americans in North America. A map of late 18th-century North America shows this presence, from the small outpost of San Francisco founded in the desolate wilderness of Alta California in 1776, through the Spanish province of Texas with its vaqueros (cowboys), to the fortress of St. Augustine, Florida — the first continuous European settlement in North America, founded in 1565, decades before Jamestown, Virginia.

Spanish explorers traveled farther north along the Pacific Coast to Canada in 1774 and by the late 18th century had established a military post on Vancouver Island, 350 miles north of Seattle. The Spanish sailed up the Atlantic Coast through Chesapeake Bay in 1526, and then called the Bahía de Santa Maria, about 80 years before the romanticized English encounter with Pocahontas. In the 1520s, Spanish navigators also explored as far north as Cape Cod, Massachusetts, and the present site of Bangor, Maine. The Spanish settled the future southwestern United States in the 16th century and officially founded Santa Fe, New Mexico, in 1610.

As part of the Treaty of Paris (1763) peace settlement of the French and Indian War, the territories west of the Mississippi River, including Louisiana and New Orleans, were ceded to the Spanish. Nearly all of the surviving 18th century architecture of the Vieux Carré French Quarter in the latter city dates from this Spanish period.

Las escuelas seleccionadas son consideradas superiores al promedio y deben satisfacer las expectativas del programa, pero… ¿cómo lo harán las escuelas de menor promedio? Para medir mejor el éxito del programa, ¿debería la directiva escolar haber introducido este sistema a las escuelas con problemas de asistencia? Tal vez sí, o tal vez no.

When asked if the lone parent’s concerns had been resolved, Mr. Gonzalez stated that, “As far as we’re concerned, it has.”

On privacy, the NISD school board decided to limit access during the trial period.

The system was to be accessed only by the Principal and the Vice Principal of the test schools, which are Jay High School and Jones Middle School. “No other persons will be able have access,” said Mr. Gonzalez, “not even law enforcement.” In an emergency, the police or other emergency personnel would go through the Principal or Vice Principal to ascertain the location of the students. “This is not a security program; it is a way for the (NISD) district to account for the student attendance,” stated Mr. Gonzalez.

In order to accurately address this issue in which the school districts receive state monies based on student attendance. “Besides, today everyone is being monitored”; “if you park a public parking lot there are cameras.” Mr. Gonzalez went on to say that “if you have a cell phone you’re being tracked.” In fact, throughout the district, there are over 200 cameras used to monitor school campuses – and to date, no one has complained. “This system is no different, it is (just) another ‘Security tool,’ ” remarked Mr. Gonzalez.

The monitoring extends only to the school property; off-campus activities cannot be monitored. Mr. Gonzalez told us that, “If your child goes to McDonalds for lunch, we won’t know that, but we can tell you when he left.” That, no doubt, will be at least some comfort to a parent who just had their child abducted from their school.

The selected schools are considered above average and should meet program expectations, but how would below-average schools fare? To better gage the success of the program, should the school board have introduced this system at schools with attendance problems? Maybe or maybe not.

A

l día de hoy, el gobierno federal ha adquirido una predominancia casi incuestionable en casi cualquier aspecto de la vida americana. Actúa sin límites constitucionales y regula cada vez más nuestras actividades más básicas, desde cuánta agua hay en nuestros inodoros hasta qué tipo de focos podemos comprar.

De modo que aunque afrontemos muchos retos, la tarea más difícil que tenemos por delante (y la más importante) es restituir los límites constitucionales del gobierno. Hoy hace 225 años de que 40 visionarios firmaron un trozo de papel que se convirtió en uno de los documentos más fundamentales en la historia del mundo: la Constitución de Estados Unidos.

Por sus características, la Constitución limitó el poder del gobierno bajo el Estado de Derecho, creó un firme marco que expandió las oportunidades económicas, protegió la independencia nacional y aseguró la libertad y la justicia para todos. Pero ¿cómo está funcionando esa limitación de poderes a día de hoy?

El Poder Judicial. El incremento del gobierno ilimitado es más habitual y más destacable en la forma del activismo judicial. Los Fundadores llamaron al judicial el “poder menos peligroso”, pero los jueces progresistas han usurpado las funciones de los otros dos poderes y han transformado los tribunales en elementos de responsabilidad política con un amplísimo poder. Por eso, necesitamos jueces que se tomen en serio la Constitución y que la sigan fielmente.

El Poder Legislativo. Por su parte, el Congreso ha legislado durante mucho tiempo sin miramientos a los límites de sus poderes. Como resultado, las decisiones que anteriormente eran la responsabilidad constitucional de los legisladores electos se delegan en los administradores del poder ejecutivo. El Congreso se está convirtiendo cada vez más en un cuerpo administrativo que supervisa a una amplísima variedad de burócratas y responsables políticos así como de organismos elaboradores de reglas.

El Congreso debería dejar de delegar en los burócratas y asumir una responsabilidad activa sobre todas las leyes (y regulaciones) que nos gobiernan.

El Poder Ejecutivo. Por otro lado, en nuestro sistema constitucional, el Presidente tiene unas responsabilidades únicas y poderosas como director ejecutivo, jefe del estado y comandante en jefe. Pero la idea de que el Presidente (que está encargado de la ejecución de las leyes) no tiene que esperar a que el poder legislativo elabore, enmiende o derogue leyes, sino que puede y debería actuar por propia iniciativa es tóxica para el Estado de Derecho. Pues viola el espíritu y, potencialmente, la letra de la separación constitucional de los poderes legislativo y ejecutivo del Congreso y el Presidente, respectivamente.

No será fácil volver a los principios fundacionales.

Tendremos que avanzar paso a paso y desandar décadas plagadas de malas decisiones por parte de los miembros de los tres poderes del gobierno. Pero se puede hacer, si utilizamos la redacción de la Constitución como nuestra guía y creemos en que quiere decir lo que dice y dice lo que quiere decir.

Los Fundadores trabajaron desde la premisa de que el gobierno existe para asegurar unos derechos otorgados por Dios y de que éste deriva sus justos poderes del consentimiento de los gobernados. Y aunque hoy en día mucha gente lo da por hecho, en el siglo XVIII se trataba de una idea novedosa e incluso hoy sigue siendo demasiado poco común.

Puesto que los americanos son ciudadanos iguales y que se gobiernan a sí mismos y el gobierno de Estados Unidos está limitado, tenemos la libertad y la oportunidad de vivir nuestras vidas, controlar nuestro destino y perseguir nuestra felicidad, así como el sueño americano.

Lo cual es digno de celebrar, hoy y todos los días.

Pero aunque nuestra Constitución sigue estando increíblemente saludable y fuerte después de todos estos años (es con diferencia la constitución con más tiempo de servicio del mundo), se encuentra bajo un fuego cruzado procedente de diversos frentes.

Recordemos hoy que tenemos la oportunidad de volver a dedicar este país a la Constitución y a los principios universales de libertad que conforman sus fundamentos.

Igualmente, podemos y debemos dedicarnos al duro trabajo de restituir el autogobierno constitucional y así conservar el Sueño Americano para todos.

he federal government has acquired an all-but-unquestioned dominance over virtually every area of American life. It acts without constitutional limits and increasingly regulates our most basic activities, from how much water is in our toilets to what kind of light bulbs we can buy.

So although we face many challenges, the most difficult task ahead — and the most important — is to restore constitutional limits on government.

Forty visionaries signed a piece of paper 225 years ago today (Sept. 17) that became one of the world’s most vital documents: the U.S. Constitution. By design, it limited the power of government under the rule of law, created a vigorous framework that expanded economic opportunity, protected national independence and secured liberty and justice for all. But how is that limitation of powers working today?

The judicial branch: The rise of unlimited government is most familiar and most prominent in the form of judicial activism.

The founders called the judiciary the “least dangerous branch,” but progressive judges have usurped the functions of the other two branches and transformed the courts into policymaking bodies with wide-ranging power.

We need judges who take the Constitution seriously and follow it faithfully.

The legislative branch: For its part, Congress has long legislated without regard to limits on its powers. As a result, decisions that were previously the constitutional responsibility of elected legislators are delegated to executive branch administrators. Congress is increasingly an administrative body overseeing a vast array of bureaucratic policymakers and rule-making bodies. Congress should stop delegating to bureaucrats and actively take responsibility for all the laws (and regulations) that govern us.

The executive branch: Meanwhile, the president has unique, powerful responsibilities in our constitutional system as chief executive officer, head of state and commander in chief.

But the idea that the president — who’s charged with the execution of the laws — doesn’t have to wait for the lawmaking branch to make, amend or abolish laws, but can and should act on his own is toxic to the rule of law. It violates the spirit – and potentially the letter – of the Constitution’s separation of the legislative and executive powers of Congress and the president.

It won’t be easy to return to the founding principles. We’ll have to move one step at a time and walk back decades worth of bad decisions by members of all three branches of government. But it can be done, if we use the written Constitution as our guide and believe that it means what it says and says what it means.

The founders worked from the premise that government exists to secure God-given rights – and that it derives its just powers from the consent of the governed. And although many people take that for granted, it was a novel idea during the 18th century and remains too rare today.

Because Americans are equal, self-governing citizens and the U.S. government is limited, we have the liberty and opportunity to live our lives, control our fate and pursue our happiness — and the American dream. That’s worth celebrating, today and every day.

But although our Constitution remains remarkably hale and hearty after all these years (it’s by far the world’s longest-serving constitution), it’s under fire from many directions.

Let’s remember that we have the opportunity to rededicate this country to the Constitution and the universal principles of liberty at its core. We can – and must – dedicate ourselves to the hard work of restoring constitutional self-government – and so, preserving the American dream for all.

La comisión rechazó la solicitud de la cadena Univision -- donde yo he trabajado desde hace 28 años -- de realizar otro debate sobre temas hispanos o de rectificar su decisión original e incluir a un periodista latino en uno de los cuatro debates que ya había aprobado. Así que no tuvimos más remedios que invitar a ambos candidatos a participar en un encuentro sobre asuntos latinos y, para sorpresa de muchos, tanto el presidente Obama como el gobernador Romney aceptaron rápidamente nuestra invitación.

Estos encuentros, que se realizarán en conjunto con Facebook, no serán debates o foros tradicionales. Haremos las preguntas en español y las respuestas de los candidatos en inglés serán inmediatamente traducidas a nuestra audiencia.

El desempleo entre los latinos es superior al 10.2 por ciento, muy por arriba del promedio nacional de 8.1. Uno de cada tres estudiantes latinos no termina sus estudios de secundaria o preparatoria (high school). Esa es una verdadera tragedia. Y un número desproporcionado de latinos son pobres y no tienen acceso a servicios de salud.

América Latina, para nosotros, no es la parte de abajo del mapa; ahí son nuestros orígenes y ahí están todavía nuestras familias. Queremos saber qué harán con la dictadura cubana, con Hugo Chávez, con la narcoviolencia en México y con las armas y drogas que cruzan la frontera.

Estos son temas que posiblemente no sean tocados en los debates con la profundidad y el tiempo que requieren. Por eso queremos un debate hispano.

Si algo hemos aprendido los latinos es que cuando las cosas están mal no debemos esperar otros cuatro años para que se corrijan solas. La comisión se equivocó y demostró una enorme falta de visión al no escoger a un periodista latino para los debates.

Los hispanos no son invisibles; son una creciente y poderosa fuerza política. La comisión no nos pudo ver pero, afortunadamente, los candidatos si nos están viendo. Si no nos invitan a su fiesta entonces nosotros vamos a organizar la nuestra.

ith the Democratic and Republican political conventions now over, most polls indicate President Barack Obama and Mitt Romney are locked in a statistical tie, meaning the upcoming presidential debates will be crucial to this election’s outcome. Unfortunately, the three debates, all of which will feature nonHispanic white moderators, won’t reflect our nation’s diverse makeup.

I don’t understand why the Commission on Presidential Debates didn’t select a Hispanic journalist to moderate one of the October debates. This oversight is unforgivable. By leaving out Hispanics, they’re leaving out one of the American electorate’s fastest-growing segments.

I’m not casting aspersions on the moderators who were chosen. I admire PBS’ Jim Lehrer, Bob Schieffer of CBS, Candy Crowley of CNN and ABC’s Martha Raddatz (the latter is moderating the debate between Vice President Joe Biden and Paul Ryan, the GOP contender). But although I’m sure they’ll all do an excellent job, this group doesn’t reflect the electorate’s diversity.

The debates commission seems to be stuck

in the 1950s, not modern America, where one out of every three citizens is a member of an ethnic minority. Come Election Day, 22 million Hispanic-Americans will be eligible to vote. With the presidential race stuck in a dead heat, it could be Hispanics who determine who’ll occupy the White House for the next four years. Yet we were shut out of the debates as though we were invisible.

Earlier this year, in an effort to remedy this misstep, the Univision network – where I’ve worked for the past 28 years – petitioned the commission to hold an additional presidential debate that would focus on issues important to Hispanics. After the commission declined, we came up with our own solution. We invited Obama and Romney to participate in separate events where the discussion would be geared toward Hispanics. The candidates’ representatives quickly accepted, although Obama and Romney won’t appear together. No matter. What’s important is that they’ll have the opportunity to clarify their stances on issues that matter to our community.

Details about the time and place of the meetings are still being determined, but we’ve selected some of the questions – questions that should be asked during the debates, but some of which will perhaps not come up. The first is what they plan to do about the 11 million undocumented immigrants living in the United States.

But although immigration is an issue that connects our community emotionally, it’s not the only topic that’s important to Hispanic voters. Some areas where we need to see change: The unemployment rate among Hispanics is 10.2 percent, above the national average; about one in three Hispanic students drops out of high school, a tragedy when so many people in our community live in poverty; many Hispanics don’t have adequate healthcare access. These are among the topics we want to address during these meetings.

We also want the candidates to spell out the details of their foreign policy plans concerning Latin America, where many of us originated – and where many have relatives.

We want to know the candidates’ views on the dictatorship in Cuba, what they think about Venezuela’s President Hugo Chavez and whether they’ll implement new or different policies regarding the drugs and firearms that cross the Mexican border.

These are issues that probably won’t be discussed in depth during the scheduled debates.

If our community has learned anything about politics, it’s that we must not wait four years to address concerns affecting us now. The debate commission’s lack of vision represents a great failure. We’re not invisible. On the contrary, we’re an influential, growing political force.

And if we’re not invited to the party, we’ll hold our own.

La calle Grant forma parte del corazón de Odessa, pero hoy en día, si uno mira hacia todo en el sur de la calle 2, quedaría muy impresionado al ver lo que alguna vez fue un distrito comercial vibrante. that someone was Arturo Villalobos. Along with his brothers, Mr. Villalobos decided on buying the building and converting it into a dance hall.

Yo acabo de estar en este país, USA; como en cuatro meses cumplo el 28 de este mes y mi visa vence en dos meses. Mi hija tiene 4 añitos y vino conmigo, pero se enfermó y ya está recibiendo tratamiento aquí; pero el médico dice que ella debe quedarse por unos cuatro meses más.

Quiero extender la visa y me gustaría tener consejo sobre los trámites.

Gracias Cecilia Estimada Cecilia: Para cambiar o extender una visa de no-inmigrante tiene que usar el formulario I-539. Puede encontrarlo, así como las instrucciones, en el website de Inmigración (www.uscis. gov). No me dijo el tipo de visa, pero voy a asumir que es una visa B-2, para turistas.

Más de un aplicante puede usar esta solicitud si la otra persona es dependiente de la primera, como su hija. No me dijo si tiene otra familia aquí, pero una familia (marido, esposa e hijos) puede utilizar una sola solicitud para extender sus visas. Ahora, si uno de los hijos va a cumplir 21 años durante el período de validez que busca, todos los solicitantes estarán limitados hasta el día anterior a que cumple 21 años. Todos tienen que pedir la misma cosa - si uno necesita un cambio de visa y otros quieren extender su visa deben usar formularios distintos.

Clarice Kimbriel, Directora de Enfermería de OCC, indicó que “los hospitales están ahora contratando a más enfermeros registrados y a menos enfermeros vocacionales (LVN), por lo que este programa ayudará definitivamente a llenar la escacez de enfermeros”. (09/15/2012) Autoridades del Hospital del Centro Médico confirman dos casos más del virus del Nilo Occidental. Los pacientes son de los condados Ector y Glasscock; 18 casos del virus del Nilo han sido confirmados en los condados de la cuenca Pérmica durante el mes pasado. Desde los reportes confirmando los casos del Virus del Nilo, 3 personas han muerto por éste.

Big Springs, TX (09/15/2012) El doctor Manuel Carrasco de Big Springs confirma el primer caso del virus del Nilo en el condado Howard. “Nunca había escuchado de ningún otro caso antes de éste en el condado. Éste es el primer caso del que me entero”, dijo. El paciente infectado está actualmente en condiciones estables pero bajo observación. “No encontramos ninguna evidencia de picaduras del insecto en el examen físico”, informó el médico, “pero estaba confundido, lo cual provocó nuestras sospechas”.

Otros síntomas incluyeron fiebre alta, dolores corporales, incoherencia al hablar y negarse a comer. En lo que va del año, se han reportado 580 casos en Texas, de acuerdo con las autoridades del Departamento de Servicios de Salud Estatal de Texas, con 20 muertes. Se recomienda a las personas permanecer dentro durante las horas de la noche y evitar el agua estancada cuando sea posible. (09/12/2012) El Concejo Municipal de Big Spring se moviliza para arreglar un error de impuestos de $130,000. Para corregirlo, el Ayuntamiento tendrá que aumentar el impuesto de la propiedad de 86.5043 a 88.8275 centavos por cada $100 de la valoración de la propiedad.

Peggy Walker, Directora de Finanzas Municipal, comentó que aunque el Distrito de Avalúo del condado Howard cometió el error, los residentes tendrán que llevar la carga de tener que sacar de apuros al condado. “Por ley, tenemos que tener nuestra tasa de interés establecida para finales de septiembre”, dijo. “En cualquier momento que vas por encima de la tasa de impuestos en vigor, existe un número de pasos que se tienen que seguir o se corre el riesgo de que el asunto termine en la Corte.

Y aunque hemos establecido que la tasa vigente corregida es de 88.82 centavos, legalmente todavía estamos obligados a pasar por la tasa publicada por el distrito de avalúo, que es de 86.5 centavos”. Andrews, TX (09/14/2012) A short time ago, Odessa Community College (OC) announced that they would begin classes in the field of Nursing. Now, a plan to expand that program to a nearby community is being publicly offered. OC’s program will soon be offered at Andrews. Medical field shortages are finally being addressed locally and the folks of the Permian Basin will reap the benefits. The Business and Technology Center will grow to approximately 3,500 in support of this program. “I certainly think that the registered nursing program is going to complement what we already have,” said Andrews City Manager Glen Hackler. “It’s going to assist our hospital, our nursing home and where these students currently do clinical (sic).” Clarice Kimbriel, Director of Nursing OC stated that, “Hospitals are now hiring more RNs and less LVNs and so this program will definitely help fill the nursing shortage.” For more information, call (432) 335-6685.

(09/15/2012) Medical Center Hospital officials confirm two more cases of West Nile Virus.

The patients are from Ector and Glasscock counties; 18 cases of West Nile Virus have been confirmed in Permian Basin Counties the past month. Since confirming these reports of West Nile cases, 3 additional persons we’re succumb to virus.

Big Springs, TX (09/15/2012) Dr. Manuel Carrasco of Big Spring confirms the first case of West Nile virus in Howard County. “I have never heard of any case prior to this in the county. This is the first case that I am aware of,” said Dr. Carrasco. The infected patient is currently in stable, but guarded condition. “We did not find any evidence of insect bites on the physical exam,” said Dr. Carrasco, “but he was confused, which triggered our suspicion.”

Other symptoms included a high fever, body aches, incoherent speech and the refusal to eat.

(09/12/2012) Big Spring City Council moves to fix a $130,000 tax error. In order to correct the tax error, the city council will have to raise the tax on property from 86.5043 to 88.8275 cents per $100 property valuation.

Peggy Walker, City Finance Director, has remarked that even though the Howard County Appraisal District made the mistake, the residents will be burdened with having to bail out the county. “By law, we have to have our tax rate in place by the end of September,” Walker said. “Any time you go above the effective tax rate, there are a number of steps you have to follow or risk having the matter end up in court.

And while we’ve established the correct effective rate is 88.82 cents, legally we’re still bound to go by the rate published by the appraisal district, which is 86.5 cents.” Public hearings will be held, but officials fear that the remedy will not be completed before September 30th, 2012. Any shortage will be covered by taking funds from the General Fund.

(09/12/2012) 1,300 persons were left without power recently due to an electrical outage near Loop 250 and Highway 191. ONCOR fixed the problem by restoring power when it was discovered that the problem was caused by a failed mainline cable. Power was restored at approximately 11:41 p.m.

Odessa (09/12/2012) Odessa Police continue to investigate a burglary that occurred at the business of Tejas Shooting Sports. The business, located at 421 East 8th Street, was burglarized by what appears to be four men who used a pickup truck to gain entry. The suspects rammed the truck into the building using a technique known as a “Bash and Grab” and removed several weapons from the premise. The estimated damage was reported to be about $15,000. The vehicle used in the burglary was reported stolen, the suspect we’re masked and could not be identified. One suspect was last seen heading to north near Tom Green Avenue. (09/14/2012) Coal gasification project plant, to be built near Odessa, may be awarded to a Chinese company. Summit Power Group’s project manager, Laura Miller, a former Dallas mayor, says a “clean coal” plant is just too complicated for an “American outfit to do.” She explained, “The plant is cutting-edge because it will use ‘carbon-capture’technology, slashing emissions of greenhouse gases and capturing 90 percent of the CO2 it produces.”

San Antonio has agreed to buy 200 megawatts.

In addition, the carbon dioxide will be sold for recovering oil.

The Department of Energy is putting up $450 million, with the rest coming from the American Recovery and Reinvestment Act to the tune of $211 million. Along with the Chinese company ownership, German companies will construct the plant. Any additional funding will come from the Chinese bank Export-Import Bank of China, which is poised to kick in $1 billion in extra funding. A large part of the overall construction will fall upon another Chinese company known as Sinopec to solidify ExportImport Bank’s financing. The plant is expected to be operating by 2017.

Fort Stockton, TX (09/04/2012) S.W.A.T. comes to Fort Stockton. Police department officials feel that the time has come for the city of Fort Stockton to have its own S.W.A.T unit. Sergeant Chris Orona will command the unit, which currently has 5 members. Sgt. Orona stated response times will decrease when major emergencies require that need for the specialized tactics utilized by a S.W.A.T. unit. She was born on March 16, 1929, in Chihuahua, Mexico, to Guillermo and Maria de Jesus (Licon) Carrasco. Her husband, Manuel Olivas Arreola; and a daughter, Blanca Arreola Guerrero, preceded her in death.

Survivors include her sons, Raul Arreola and Ruben Arreola of Odessa, Manuel Arreola Jr. of Madison, Miss., and Adan Arreola of Fort Worth; daughters, Elma Polanco of Odessa, Amy Spikes and Corina Wilson of Fort Worth; 15 grandchildren; and five great-grandchildren.

Cabrera, Perfecta R. Perfecta R. Cabrera, 89, of Odessa died on Aug. 25 at Medical Center Hospital.

She was born on April 18, 1923, in Colorado City to Pedro and Espetacion Rodriguez. They preceded her in death, as did four siblings, David Cabrera, Mario Cabrera, Rosario Cabrera and Lupe Sherman.

Survivors include her husband, Maximo Cabrera; daughter Rosario “Chayo” Sanchez (wife of Ralph); half-brothers and sisters; six grandchildren; and 11 great-grandchildren.

Cuellar, Soledad Soledad Garcia Cuellar, 93, of Odessa died on Aug. 29 at Regency Hospital.

She was born on Oct. 4, 1918, in el Tejojan Municipio de Fresnillo, Zacatecas, Mexico, to Macedonio and Maria de Jesus Garcia. They preceded her in death, as did her husband, Catarino Cuellar.

Davis, Joe Henry Joe Henry Davis, 59, of Odessa died on Sept. 8 at Odessa Regional Medical Center.

He was born on June 28, 1953, in Mehair to Henry and Ida Mae (Spivey) Davis. They preceded him in death, as did a sister, Helen Wilson.

He was born on April 15, 1970, in Monahans to Ruben and Lupe Herrera. He was an Odessa High School graduate and a Marine Corps veteran. He was in the special forces during Desert Storm. He was a proud member of “Los Carnales” motorcycle club.

His grandfather, Gregorio Alaniz; and uncles, Ben Herrera and Greg Alaniz, preceded him in death.

She was born on Oct. 27, 1980, in Odessa to Tito and Rose (Madrid) Vasquez. Preceding her in death were her paternal grandparents, Luciano and Damiana Vasquez; an aunt, Sarah Madrid; and a cousin, Brian Esparza.

She enjoyed spending time with her family. She loved to cook and shop.

She was born on May 6, 1927, in Chihuahua, Mexico. She lived in Chihuahua with her husband and had moved to Odessa with her children.

She loved to knit and sew, and had a passion for flowers. She loved to make bread “molletes” for her family.

He lived in Odessa all his life and attended Odessa High School. He had three children, whom he loved dearly. He worked for UTEX for 16 years and excelled at sales.

He enjoyed golf, football, fishing, softball, basketball and hunting. He also loved spending time with his family.

Other survivors include his children, Britney and Dustin, and their mother, Jerri; Brooke and her mother, Brenda; brothers, Brandon, Jared and Steven; sisters, Kendra and Karen; infant grandson, Chandler; and special friend, Marianne.

Davis, Lesly Clyde Lesly Clyde Davis, 85, of Midland died on Aug. 31 in Midland.

Graveside services were on Sept. 4, with Brother Bob Porterfield officiating.

Lesly Davis was born on July 26, 1927, in Temple, Okla., to David and Maudie Mae (McKey) Davis. They preceded him in death, as did two children, Bobby and Brenda.

Survivors include his wife, Florine Davis of Midland; daughter, Shasta Bunell of Oregon; two grandchildren; four greatgrandchildren; and two sisters.

He was born on Sept. 1 in Odessa.

Haggerton, Chad Lee Chad L. Haggerton, 49, of Midland died on Sept. 1 after a brief illness.

He was born on Jan. 22, 1963, in Carlsbad, N.M. He was the son of Jerry Haggerton and Doris Jennings.

He worked for Houston Engineers and Weatherford in the oil industry as shop foreman from 1984 to 1999. In 1999, he joined his wife Stacy in the medical field, assisting in the operations and management of their firm, Medical A/R Management. He was a self-taught information technology networking and support guru.

Survivors include his wife and two sons, Eric and Alec, all of Midland; his sister Charlie Della Villa of Pennsylvania; and a brother, Tim Locke of Colorado.

Hetzler, William “Bill” P. William “Bill” Preston Hetzler, 85, died on Aug. 30 at home.

He was born on July 16, 1927, in Onaga, Kan., to Bernard and Olga Hetzler. He has three older brothers: Harold, Edgar, and Robert Hetzler; and one younger sister, Ruth (Hetzler) Pattison.

In 1953, he married Helen Hetzler in 1953. They had four children. She preceded him in death after 58 years of marriage. A daughter, Karen Sue, also preceded him.

He was an Air Force veteran who served in World War II and the Korean War. He was a lifelong member of the Lutheran Church, where he sang in the choir, made Braille Bibles and served as a lay minister.

He dedicated 15 years of service to the Medical Center Hospital as an employee and later as manager of the engineering department, and another 14 years on the hospital’s board of directors.

He served the Children’s Miracle Network, West Texas Opportunities, Medical Center Development Corp. and Odessa Optimist Club.

He was a 1979 University of Texas of the Permian Basin graduate.

Survivors include three children, Mike Hetzler of Bellvue, Wash., Vickie Hetzler of Odessa and Jeff Hetzler of Odessa.

Other survivors include seven grandchildren, Katrina Slayton (wife of Rusty) of Christoval; Kara Stapp (wife of Tyrell) of Abilene; Marissa Palmer (wife of Dusty) of Lubbock; Brannan Hetzler, Mycah Hetzler and Brock Hetzler, all of Dublin, Calif.; and Brad Hetzler of Odessa. Still other survivors include three great-grandchildren, Merrick Slayton, Macyn Slayton and Skye Pritchett.

James, Helen Marguerite Helen Marguerite James, 94, died on Aug. 29.

She was born on Jan. 3, 1918 in Cleburne to Charles Roland Chadwell and Esther Emethia Crews Chadwell.

They preceded her in death, as did her beloved husband, Tom Paul James; brothers, Roland, Dick and Bert Chadwell; and sister, Ferne Bingham.

Helen graduated from high school in Caddo in 1936 and moved to Fort Worth to continue school, then lived in Nashville, Tenn., and Odessa, where she worked for Phillips Petroleum.

She married Tom James on Oct. 3, 1948, in Fort Worth. In 1952, they moved back to Odessa in 1952. They were founding members of Highland United Methodist Church, where she served as president of UMW and taught third-grade Sunday school for many years.

She spent many years working at school activities, serving as a Cub Scout den mother, volunteering at school and by hosting countless activities for her children.

Osborn, Reuben Woodrow “Buck” Reuben Woodrow “Buck” Osborn, 93, of Odessa died on Aug. 30 in Odessa.

He was born on July 3, 1919, in Colorado City to Eugene Burleson Osborn and Elena Mandy Osborn. He owned and operated Columbia Business College and Buck’s Drive-Inn in Odessa.

Survivors include his wife, Millie Osborn, of Odessa; son, Bryan Osborn of Houston; daughter, Jan Epting of Houston; stepdaughters, Gina Williams and Kathy Dutcher, both of Fitts, Jackie Lee Jackie Lee Fitts, 77, of Mid- Monahans; five grandchildren; land died on Aug. 29 at Midland and six great-grandchildren.

Mi comida favorita son el espagueti y la pizza. Me gusta jugar baloncesto con mis amigos.

Mi héroe es mi hermano mayor, Rubén Jr., porque sirvió en la marina de EE.UU. Mis planes son asistir a Texas Tech y al Colegio Bíblico. Yo quiero predicar.

Para bien o para mal, la vida nos puede cambiar de la noche a la mañana. Cuando vez que la tristeza puede matar, porque una vida se consume poco a poco, es imposible ser indiferente, es el caso de Juanita la mamá/ abuela de William Velásquez, preso en la cárcel de Midland.

William, un niño que imita, que no diferencia el bien del mal, dirigible; en conclusión, una persona con cuerpo de hombre pero con mentalidad de niño.

Hay que estar ciegos para no verlo y ver que injusto parece ser todo.

Me duele mucho ver como un acontecimiento que desde mi punto de vista no tiene sentido común, está acabando, está desgarrando, está mutilando vidas en esta familia. Cómo una situación así puede William Velasquez llevarse el corazón de una familia, así como si nada.

Si, es así como se expresa Juanita: “William es el centro de mi corazón, es mi vida, es lo único que me dejó mi hijo; no quitaré el dedo del renglón, imploro a Dios para que me devuelvan a mi hijo antes de Navidad”.

Siempre habrá situaciones difíciles, siempre habrán pruebas y me pregunto: ¿Qué aprendizaje hay para todos nosotros detrás de esta experiencia? No será que personas ingenuas e indefensas tengan que vivir esta amarga experiencia, para que nuestra comunidad hispana entienda el sentido de la unidad, hermandad y el AMOR que debe primar en nuestras vidas?

Por Dios, estamos desmembrando esta familia.

Juanita no sólo vive un martirio al encontrarse sola, sin ganas, sólo respira con el aliento y sueño de que su hijo sea liberado antes de la Navidad.

Apelo a todos, a su consciencia, a su corazón, por favor unámonos e invoquemos a la justicia, para que se haga justicia.

ometimes, we seem fair, without being fair.

For better or worse, life can change from one day to the next. When you see that sadness can kill, that a life is consuming slowly, it’s impossible to be indifferent. That’s the case of Juanita, the mother/grandmother of William Velasquez, a convict at Midland prison.

William is a child who imitates, who doesn’t differentiate between good and evil and is easily manipulated, a person with an adult male body, but the mind of a child.

You have to be blind not to see it, and see that everything seems to be unfair.

It hurts me to see how an event — that from my point of view doesn’t make any sense — is ending, is tearing and mutilating lives in this family, how such a situation can take away the heart of a family, just like that.

Yes, that’s how Juanita expresses it: “William is the center of my heart, my life. He is the only thing that my son left me. I will not take my finger off the line. I implore God to give me back my son before Christmas.”

There will always be difficult situations. There will always be tests. I wonder: What learning lies behind this experience for all of us? Is it necesary that naive, helpless people have to live this bitter experience, so our Hispanic community understands the sense of unity, brotherhood and the love that must prevail in our lives?

God, we’re dismembering this family. Juanita not only lives an ordeal because she is lonely, relunctanly, only breathing with the hope and dream that her son will be released before Christmas.

I appeal to your conscience, your heart, please let us come together and invoke justice, for justice to be done.

Fortalece tu espíritu Sacerdote Miguel Hidalgo Columna por el Padre Rodríguez

Padre de la Independencia de México

En la mañana del 16 de septiembre de 1810-mañana que disipa una noche de angustia y temores--el párroco del pueblo de Dolores Guanajuato, don Miguel Hidalgo y Costilla, acompañado de los capitanes Allende, Aldama y Abasolo, alzó la bandera contra el gobierno y lo primero que hizo fue ir a la cárcel para liberar a todos los presos quienes se unieron a él para pelear por la Independencia.

Todo esto pasó en cuestión de horas y las primeras luces del amanecer encuentran ya la agitación producida por esos sucesos.

Ante esta algarabía se oyó el repicar de una campana que llama a los fieles a misa.

La gente acudió al llamado y a l encontrar la puerta de la iglesia cerrada y al padre Hidalgo de pie en la esquina de la puerta, se congregaron en el atrio, mientras la campana seguía replicando.

El señor cura Miguel Hidalgo y Costilla reunió a todos y los lanzó a la lucha por la Independencia de México. Este hecho marcó el destino de esa parroquia y de la singular campana de Dolores que, a su carácter sagrado añadió la de haber anunciado la Independencia de México, convirtiéndose en bronce patriótico y símbolo de la libertad.

Después de congregar a sus seguidores, les informó que ya venían a aprehenderle y decidió marchar a Valladolid. En el trayecto, más gente se adhirió a la lucha. Los insurrectos no tenían bandera. Al llegar a Atotonilco, Guanajuato, el sacerdote Hidalgo decidió poner como bandera de sus soldados a la Virgen de Guadalupe. De la Parroquia de Atotonilco, tomó el estandarte de nuestra Morenita. Ella fue nuestra primera bandera de la nación mexicana, a quien más tarde le da la Independencia.

ació en la hacienda de Corralejo, cerca de Pénjamo, Guanajuato, el 8 de mayo de 1753. Estudió Teología, Filosofía y Artes en Valladolid--hoy Morelia, Michoacán. Sus compañeros lo apodaban “El Zorro” por su sagacidad y astucia. Además del latín, francés e italiano, aprendió el náhuatl, otomí y tarasco.

Recibió las órdenes sacerdotales a los 25 años. Por presiones de otros jerarcas de la Iglesia, fue removido de su cargo y enviado a la parroquia de Dolores, Guanajuato.

Instruyó y capacitó a los indígenas, enseñánd o l e s apicultura, el cultivo de la vid, la crianza del gusano de seda, estableció un taller de cerámica y una fábrica de ladrillos y o rg a n i z ó u n a curtiduría de pieles y una flamante orquesta.

Era de carácter afable y generoso, además era extremadamente popular entre la feligresía, por lo que es invitado por Allende a encabezar el movimiento de la Independencia, ya que por siglos los mexicanos tenían que pagar tributo a España, debido a que los españoles tenían el control absoluto de todo.

Después de in iniciar el movimiento de la Independencia el 15 de septiembre de l810, fue aprehendido en la Ciudad de Chihuahua el 30 de julio de 1811, lo degradaron y lo fusilaron. Su cabeza, dentro de una jaula de hierro, fue expuesta en la Alhóndiga de Granaditas hasta 1821. El padre Miguel Hidalgo defendió la Independencia hasta el final de sus días, defendió “el derecho que todo ciudadano tiene cuando cree que la patria está en riesgo de perderse”.

Hoy día, sus restos descansan en la celebre Columna de la Independencia en la Ciudad de México, D.F.
