Cleaver, who presented a perspective of how bad flooding had been before work on the project began, expressed the importance of the work done between the governments of the two Kansas Cities. “When you look at the significance of having two delegations of two states working together to solve one major problem, it is amazing,” Cleaver said. “Washington appreciates the fact that two states are working together.” Reardon and Funkhouser praised the participation and cooperation of both Kansas City governments on the project. “We are very fortunate to recognize (that) what is good for Kansas is good for Missouri,” Funkhouser said. Started during the late 1990s, the project was created to direct rainwater through a 15-mile tunnel into Turkey Creek to prevent flooding. Completion of the project is scheduled for 2014. The project has an approximate cost of $90 million. According to Col. Roger Wilson, commander and district engineer for the U.S. Army Corps of Engineers, which started working on the project during the 1990s, “This project had unique difficulties, but all challenges were overcome with teamwork.” Because of the work done so far, the amount of water accumulation along Southwest Boulevard has reportedly decreased.

Educating our future

n March 26, U.S. Sens. Dick Durbin of Illinois and Richard Lugar of Indiana O introduced a bipartisan bill that would benefit

successful young students whose immigration status is the result of decisions by their parents or guardians to come to the United States illegally. That same day, U.S. Reps. Howard Berman of California and Lincoln Diaz-Balart of Florida introduced a House version of the Development, Relief, and Education of Alien Minors (DREAM) Act. The bill has six cosponsors in the Senate and nine in the House. If passed, it would make undocumented students eligible to apply for federal loans and work authorization, provide a path to legal status and protect them from deportation. To be eligible under the bill, students must have entered the United States before age 16, lived in the United States for at least five years, graduated from high school, served in the military or attended college for at least two years and show good moral character. It could affect about 65,000 young people who graduate from high school each year without employment or higher education prospects. Their illegal status prevents them from working legally or qualifying for college aid. Many such students – who had no control over coming here – work hard in school. Many are talented and dedicated to learning. Under different circumstances, many would go on to college and graduate school and take their productive place in a highskilled workforce. Dr. Gabriela Lemus of the Labor Council for Latin American Advancement rightly points out that in depriving these young scholars of education and work opportunities, we’re wasting the investment we’ve already made in their talent and potential through providing them a primary and secondary education. In all likelihood, society also is helping to populate tomorrow’s prisons. Foreign-born students lacking positive postsecondary prospects are more inclined to drop out of school, and undereducated young people often end up in prison. Housing inmates lays heavy financial burdens on taxpayers. The DREAM Act is cost-neutral. The new legislation offers Congress an opportunity to make a modest start on immigration reform and lift a worthy group of young people out of the shadows, so they can invest in their futures and the future of the only home they know – the United States. The future of our society and our foreign-born young people are inextricably linked. A broad coalition of education, labor, civil rights and religious organizations representing millions of members nationwide supports the DREAM Act. As Durbin noted, “The DREAM Act says to these kids: ‘America will give you a chance. We will give you the opportunity to earn your way to legal status if you work hard and play by the rules.’ ” These children, Durbin said, are tomorrow’s doctors, nurses, teachers, police officers, firefighters, soldiers and senators. We must give them the opportunity to reach their potential.

room, those facing removal proceedings in the Kansas City area may make their cases in a new state-ofthe-art facility. Located in the Lathrop and Gage Building in downtown Kansas City, Mo., the facility features three fully-equipped courtrooms. The Kansas City Immigration Courts also has a new judge on the bench: Judge John R. O’Malley, who began hearing cases in February. O’Malley has served the Jackson County (Mo.) Circuit Court since 1989. He received his undergraduate and law degrees from St. Louis University. Before his circuit court appointment, he served as a prosecuting attorney in Grandview, Mo., and assistant city counsel for St. Louis. A second judge is scheduled to take the bench in May. The new court is expected to speed up the judicial process, meaning that individuals will have less of a wait for bond hearings and court dates to be set. Out of 7,985 votes cast, Green got 3,057. Ash received 3,509 votes. A former professional boxer, Green has been sheriff since 1999. He started working for the sheriff’s department in 1978 as a detention deputy in the jail. Since then, he said he’s worked in every area of the department. The Kansas City, Kan., native said he’s seeking re-election to make a difference, finish a job he started 10 years ago to make neighborhoods safe, give back to the community and steer youth away from drugs, gangs and other criminal activity. Green also said he’s proud of a framework for dealing with young offenders in detention that the sheriff’s department has built. A cooperative effort with organizations such as the Wyandotte County Workforce Center, Associated Youth Services and Youthbuild, the detention center links inmates to education, rehabilitation and counseling. The aim, Green said, is to increase their chances for success once they’re released. In addition, Green wants to launch a certificate program – a citizen’s academy – to teach taxpayers about the detention center and jail. The course would last from two to three weeks, and participants would first have to pass background and screening checks. “It’s important to make taxpayers aware of what goes on inside the detention center and the jail and what our deputies do,” he said. If re-elected, Green plans to continue serving the cities in his jurisdiction, working within financial constraints. “We have always done the best job we could for the taxpayers while staying within our budget,” Green said. As sheriff, Green oversees an annual budget of more than $19 million and about 200 employees who provide services to Kansas City, Bonner Springs and Edwardsville. Responsibilities include operating the 352-bed Wyandotte County Jail and the juvenile detention facility; serving warrants, eviction notices and court orders; transporting inmates; and making arrests. Green is a graduate of Bishop Ward High School. He attended Kansas City, Kan., Community College for two years and trained at the FBI National Academy. According to a Jan. 27 press release formally announcing his candidacy, Green serves on the board for the Kansas Attorney General’s Task Force and the Salvation Army advisory board and is an active member of the Mayor’s Community Stakeholder’s Committee. Green has four grown children. In December, his son LeRoy Green III was charged in Wyandotte County with nine counts of rape and six counts of aggravated indecent liberties with a child. His first preliminary hearing was March 30; a second hearing is schedules for May 11. The sheriff declined to comment on the charges against his son, but said he has disqualified himself from any involvement with the case, including any custodial issues. Sheriff Green said that he’s the first African-American sheriff in Kansas and in Wyandotte County. “I’ve proven that I can do the job,” Green said. “I’m reliable and I have integrity. The important thing is, people know they can trust me.”

Entonces no tenemos muchos problemas porque yo puedo probar que la pareja no estaba demoraba, sino sólo confundida por el proceso. Hay que recordar que no va a recibir permiso de trabajo ni seguro social hasta que reciba su permiso de trabajo (más o menos 4 meses desde la fecha cuando metió los papeles). Entonces será difícil obtener pruebas con los dos nombres y hoy en día eso es lo que ellos quieren. Inmigración quiere prueba de que la pareja ha mezclado su dinero. Antes podía mostrar que las dos personas vivían en el mismo lugar, presentando cosas en un nombre y otras en el otro nombre; pero hoy en día los funcionarios piden más. Ellos quieren ver que los impuestos están pagados y que la pareja los hizo como “casados”. Quieren seguros de vida, seguros de salud, un contrato de renta (lease) del apartamento con los dos nombres, cuentas para los servicios públicos con los dos nombres y, por supuesto, una cuenta bancaria con los dos nombres. Por supuesto, la mejor evidencia es un hijo nacido por los menos 9 meses después del matrimonio. Yo tengo un caso ahorita donde la pareja tiene una demanda contra otra persona y ellos dos están nombrados en la demanda. Por lo menos deben tener fotos de la boda y de vacaciones y navidad. Hay muchos tipos de prueba y no tiene que tener de todo. No sé como contestar a su última pregunta porque no sé como su marido puede dar su apellido a su hijo si no lo adopta o ustedes cambian el nombre del niño en la Corte. No entiendo su pregunta muy bien. Si deciden cambiar el nombre del niño, nada va a cambiar para el menos su nombre. Todavía sería ciudadano. Pero no deben mentir y decir que el niño es de su esposo si no lo es. Nunca deben mentir al Servicio de Inmigración. Eso causa muchos más problemas que soluciones. Former President Bush launched the pilot program after Mexico sued under the North American Free Trade Agreement (NAFTA) in 2001 and won. A panel of judges ruled that the United States was violating the terms of NAFTA by limiting access of Mexican trucks to a 20-mile commercial zone along the border. Bush overrode Congress in 2008 to continue the program. When lawmakers voted to cut funding, the president drew funds from elsewhere in the transportation budget. In September 2007, a federal appeals court rejected an emergency petition by the Teamsters union, the Sierra Club and a consumer group seeking to derail the program allowing Mexican trucks on U.S. highways. To rectify the problems related to immigrant detention, AIUSA is asking the U.S. government to do the following: *Pass legislation mandating that immigration detention be used only in exceptional circumstances and ensuring that alternative non-custodial measures, such as reporting requirements or affordable bond, are always considered first. *Ensure that all immigrants and those seeking asylum have access to individualized hearings before a judicial body at the outset on the lawfulness, necessity and appropriateness of detention. *Enact enforceable human rights detention standards in all facilities that house immigration detainees and hold facilities accountable for any violations.

uring Barack Obama’s presidential campaign, he said he wanted to visit Mexico. D But after his trip to Berlin, he didn’t want to risk

esde que Barack Obama era candidato presidencial quería ir a México. Pero tras su viaje a Berlín, no quiso arriesgarse a que lo criticaran por preocuparse más por México que por la crisis económica que estaba estallando en Estados Unidos. Y no fue. Obama, quien ha resultado ser un mago para medir los tiempos políticos, ha calculado correctamente que éste es el momento propicio para visitar México. Son realmente inexplicables las acusaciones que saltan de un lado al otro de la frontera en este momento. ¿Acaso no hay teléfonos o Internet? ¿Dónde están los embajadores, diplomáticos, cancilleres y jefes de prensa? ¿Por qué han subido de tono las disputas entre vecinos? Lo que ha ocurrido en las últimas semanas entre los gobiernos de México y Estados Unidos es un verdadero diálogo de sordos. Y, como si fuera un circo, mexicanos y norteamericanos se están peleando simultáneamente en dos pistas. Primera pista: Funcionarios de Estados Unidos critican a México por ser un Estado fallido y perder el control de su territorio frente a los narcotraficantes. Sólo en lo que va del año han muerto más de 1,000 personas en crímenes vinculados al narco. Por eso Estados Unidos está considerando enviar más soldados y miembros de la Guardia Nacional a la frontera. Y México contesta las críticas diciendo que la culpa de la narcoviolencia son los 35 millones de norteamericanos mayores de 12 años de edad que han usado cocaína, según una encuesta nacional de salud, y las armas de los narcos, que en un 90 por ciento provienen de Estados Unidos. Y como cereza en el pastel, el propio presidente Felipe Calderón acusa a la revista Forbes de exaltar la violencia por incluir al narcotraficante Chapo Guzmán en su lista de los hombres más ricos del mundo. Y aquí, la revista

being criticized for worrying more about Mexico than about the economic crisis exploding in the United States. So he didn’t go. Obama, who has turned out to be a magician with political timing, has precisely calculated that now is the best time to visit Mexico. The recent crossborder bickering is inexplicable. Aren’t there such things as telephones or the Internet? What have the ambassadors, diplomats, foreign ministry officials and press chiefs been doing? Where are they? Why has the tone of the arguments between the neighbors reached a shouting pitch? During the past few weeks, what has happened between the governments of Mexico and the United States has been like a verbal spat between two parties who can’t hear. And much like a circus, it seems Mexicans and Americans are fighting each other, but in different rings. In the first ring, we have American officials chastising Mexico for supposedly being a failed state and for losing control over its territory to the drug cartels. In this year alone, more than 1,000 people have died in crimes linked to the illegal narcotics business. That’s why the United States is considering sending more soldiers and the National Guard to the border. Mexico responds to the accusations by saying that the blame for the increased drug violence rests squarely on the 35 million Americans, over age 12, who’ve used cocaine (according to a national health survey); and on the increasingly sophisticated weaponry used by the drug criminals, 90 percent of which comes from the United States. For the cherry on the cake, Mexican President Felipe Calderon personally criticizes Forbes magazine for including drug trafficker Chapo Guzman on its list of the world’s richest men and thus encouraging the violence. The magazine replies that the list includes everybody: legal and those who aren’t quite so legal. And that if Calderon is so worried about it, well, then he shouldn’t allow drug lords

En juego están los US$350,000 millones en comercio entre ambas naciones y el Tratado de Libre Comercio de América del Norte (TLCAN o NAFTA, sus signos en inglés). La prohibición y las sanciones se hubieran podido evitar con un cafecito o un viaje (clase turista, claro, ahora que estamos en crisis). No se hizo nada y ahora desenredar estos asuntos va a costar mucho. ¿Por qué México no envió a un funcionario de alto nivel a negociar a Washington antes que el Congreso aprobara la ley que dejó fuera de Estados Unidos a los camioneros mexicanos? La esperanza es que Obama acabe con el circo de dos pistas y lime asperezas con su visita a México el 16 y 17 de abril, y con el viaje de la secretaria de Estado, Hillary Clinton esta semana. ¿Qué mensaje llevará Obama a México? “Lo que es absolutamente cierto es que tenemos que ser socios”, me dijo el entonces candidato Obama en un tono totalmente conciliador en una entrevista el 27 de septiembre de 2008. Y en vista a que el nuevo presidente se ha hecho famoso por su congruencia (y por el dicho “No Drama Obama”), el mensaje de Obama a Calderón será el mismo. Aunque la postura de Obama respecto al TLCAN sigue siendo un interrogante -- ¿qué quiere Obama: suspender, renegociar, fortalecer o dejar igual el tratado? -- sí, está consciente de que a Estados Unidos le conviene un México económicamente fuerte. Su ecuación es sencilla: a más trabajos en México, menos indocumentados en Estados Unidos. “Trabajar con México para reducir ahí la pobreza y crear trabajos y oportunidades”, Obama afirmó, “es la mejor fórmula que tenemos para lidiar (con la inmigración indocumentada) a largo plazo.” Así que ya sabemos. La actitud de Obama hacia México siempre ha sido positiva. México se hubiera ahorrado muchos gritos y sombrerazos con una simple llamada de Calderón a Obama. En cambio, prefirieron llevar la pelea al circo y ahora los leones ya se escaparon de la jaula.

In the second ring, we have the U.S. prohibition of Mexican truck drivers to deliver their merchandise beyond a 25-mile limit inside U.S. territory, which prompts Mexico’s government to substantially increase customs tariffs on dozens of American products. In other words, it’s an eye for an eye. But in this fight, the combatants knock each other out. At stake, however, are the U.S. $350 billion worth of goods traded between the countries and the North American Free Trade Agreement (NAFTA). The trucker prohibition and the imposition of import tariffs could’ve been avoided with a friendly talk over coffee or a trip (tourist class, of course, because we’re in a crisis). But nothing was done, and untangling this matter will come at great cost. Why didn’t Mexico send a high-level official to negotiate with Washington before Congress passed the law that barred Mexican truck drivers from the United States? The prevailing hope is that Obama will stop this two-ring circus and smooth the ruffled feathers of both governments April 16-17, when he visits Mexico; and that Secretary of State Hillary Clinton’s recent visit has accomplished at least part of the mission. What will be Obama’s message to Mexico? “What is absolutely true (is) that we have to have a partnership,” Obama assured me during a Sept. 27, 2008, interview. And since the new president has become famous for his consistency (and for the slogan “No Drama Obama”), Obama’s message to Calderon will be the same. Although Obama’s position about NAFTA is still unknown – what does Obama want: suspend, renegotiate, strengthen or leave the accord unchanged? – he’s certainly aware that the United States benefits the most from an economically strong Mexico. His reasoning is simple: The more jobs there are in Mexico, the fewer undocumented workers there are in the United States. “Working with Mexico to relieve poverty there and provide jobs and opportunity,” Obama said, “that is going to be the best recipe for us to be able to deal with (illegal immigration) in the long term.” Now, we know. Obama’s attitude toward Mexico has always been positive. Mexico could’ve avoided threats and shouting matches with a simple phone call from Calderon to Obama. Instead, they chose to take the fight to the circus – and now, the lions have already escaped from their cages.

a gente de Jóvenes Unidos quiere ayudar a las personas a manejar sus problemas, particularmente de depresión, abuso de drogas, alcoholismo, abuso sexual y sentimientos o tendencias suicidas. Conformado por 58 miembros de Missouri y Kansas, la organización sin fines de lucro ofrece varios programas de recuperación basados en la espiritualidad. “Nosotros simplemente tratamos de ayudarles a encontrar el camino correcto”, comentó Ana Medina, CEO y fundadora. Ella comenzó trabajando con la comunidad en 2007, pero no fue sino hasta julio del 2008 que Jóvenes Unidos inició a operar como una organización. “Yo creé la organización basándome en las necesidades de nuestra comunidad. Vi que había un vacío espiritual y decidí llenarlo divulgando la palabra de nuestro Señor”, dijo. Medina, quien recalcó la necesidad de un enriquecimiento espiritual a través de la oración, ha dedicado su vida a ayudar a la gente a enfrentar sus problemas en varias formas. “Simplemente les aconsejo y trato de acercarlos a Cristo”, refirió Ana, quien ha visto varios casos a través de los años donde la gente estaba desesperada debido a los problemas diarios que enfrentaba. “Yo realmente quiero impulsar a nuestra juventud para que dejen atrás las drogas, el alcohol, la depresión y otros problemas”. “No puedo explicar lo que siento cuando ayudo a alguien”, dijo. “Siento que tengo un tesoro – y a donde quiera que vaya, lo voy a llevar conmigo. n una entrevista reciente me preguntaron sobre mi uring a recent E vida matrimonial. Pienso que para abrir el corazón ciento por ciento a otra persona y mantener una excelente relación, es necesario cumplir con los siguientes cinco mandatos de “fidelidad absoluta” en pensamiento, palabra y acción. Si tu pareja quebranta tan sólo uno de ellos, te advierto que estarás acostándote con el enemigo: Cuento contigo en las buenas y en las malas: cuando mi corazón esté herido puedo buscar consuelo en ti. Si la situación económica se pone “color de hormiga brava” estarás ahí para apoyarme en lo que puedas. Y si me enfermo gravemente—y tienes que cuidarme—estarás dispuesto a no abandonarme. Cubrirás mis espaldas: me protegerás ante cualquiera que intente atacarme, ofenderme o calumniarme. Nunca compartirás con otros mis debilidades, defectos o secretos, y si alguien habla en mi contra, me defenderás. Evitarás perjudicarme: si me hicieras daño, no sería intencionalmente. Tus malas acciones serían por ignorancia o por egoísmo, pero jamás y nunca a propósito. No esconderás algo imperdonable: si usas mentirillas blancas para no ofenderme, enojarme o preocuparme, lo puedo perdonar. Es decir, si me ocultas que prestaste dinero y luego me entero, lo perdonaré. Pero si descubro que tienes una amante hace dos años, no creas que te voy a perdonar. No te aprovecharás de mi bondad y generosidad: jamás tomarás ventaja de mí. Conocerme íntimamente, saber la clave de mis cuentas o tener copia de mis llaves, no te da derecho a decidir sobre mis cosas, ni a imponer tu voluntad. Estos mandatos funcionan en todas las relaciones importantes en tu vida, ya sea de matrimonio, noviazgo, amistad o familia. Ten mucho cuidado porque si ignoras tan sólo uno de ellos, inmediatamente se pierde la confianza y la relación se deteriora hasta quedar incluso de enemigos. The journalist wanted to know how I’ve maintained a stable 11-yearrelationship with a lifestyle filled with endless social engagements, trips and gentleman callers. I answered: “My secret is absolute fidelity!” Then, I added, “I’m not only referring to the fact that my husband and I trust that the other isn’t going to go to bed with anyone else. The fidelity I’m talking about is much more than that.” I believe that to open your heart 100 percent to another person and maintain an excellent relationship, it’s necessary to carry out the following five mandates of “absolute fidelity” of thought, word and action. If your partner should break just one of them, I warn you that you’ll be sleeping with the enemy. 1. “I can count on you during the good times and the bad”: When my heart is hurting, I can turn to you for comfort. If the economic situation gets “hairier” you’ll be there to support me however you can. If I get gravely ill and you have to take care of me, you’ll never abandon me. 2. “You’ll have my back”: You’ll protect me against anyone who tries to attack, offend or slander my name. You’ll never share my weaknesses, defects or secrets with others. If someone talks negatively about me, you’ll defend me. 3. “You’ll never put me in harm’s way”: If you hurt me, it won’t be intentionally. Your poor behavior will be ego-driven or the result of ignorance, never on purpose. 4. “You’ll never hide the unforgivable”: If you tell white lies to not offend, anger or worry me, I can forgive that. In other words, if you hide that you loaned someone money and I find out later, I’ll forgive you. But if I discover that you’ve had a lover for two years, I won’t forgive you. 5. “You won’t take advantage of my kindness and generosity”: You’ll never take advantage of me. Because you know me intimately, have access to my accounts, passwords and copies of my keys, it doesn’t give you the right to decide what to with my things or impose your will. These mandates work for all important relationships in your life, whether it’s a marriage, a serious relationship, a friendship or with family. Be careful, should you ignore just one of them, you can immediately lose confidence and have that relationship deteriorate into one of enemies. If you incorporate this philosophy in your relationships, your relationships will be filled with peace, stability and absolute happiness.

Isaac, a grand-nephew of the late Hispanic community activist and longtime Dos Mundos reporter Becky Jaramillo, started playing basketball at about age 4. At age 5, he started playing on a team for 8-year-olds at Guadalupe Centers Inc. because “there were no teams” around for his age, explained Ron Jaramillo, Isaac’s father. “I never pushed him to play,” said Ron, who played basketball at Hayden High School in Topeka, Kan. “He just always had the desire to play basketball.” Isaac’s “desire to play” eventually led him to AAU competition, which has allowed him to play between 80 and 85 games a year. It also helped Isaac become the starting point guard this season for Pembroke Hill’s high school boys varsity basketball team. Playing high school basketball has “been good” because of “the people that play basketball,” Isaac said. The freshman, who also plays baseball at Pembroke Hill, was among many young players for the Raiders, who were 5-21 and finished their season recently with a 54-36 Class 4 District 13 loss to Ruskin at Center High School. “(We had) a young team, (with only) one senior,” said Don Earnest, Pembroke Hill athletic director. According to Ron, Isaac became interested in attending Pembroke Hill, a private independent Kansas City, Mo.-based school system for prekindergarten-grade 12, from seeing the campus during his daily routine of traveling to and from home to see his grandparents, who babysat him. “When he was 5 years old, every day, we’d go by there,” Ron recalled. “He would say, ‘That’s my school,’ not knowing what it was or anything.” It wasn’t until this school year, however, that Pembroke Hill actually became his school. During Isaac’s eighth-grade year, the Jaramillos began seriously considering “three or four different private schools” for him to attend, Ron said. Eventually, they settled on Pembroke Hill. Coincidentally, Pembroke Hill has made a name for itself in athletics, including basketball. This decade, its girls program has won two state titles. Its alumni include current NBA player Kareem Rush. Ron knew about Pembroke Hill’s excellence in basketball – and that the school had to forfeit the three Class 2A state boys basketball titles it won during the late 1990s for rules violations. But it wasn’t the school’s basketball history that influenced Ron to send Isaac there. Rather, it was “the people,” he said. “When we came to meet everyone, the people here were so gracious,” Ron said. Pembroke Hill’s academic excellence also impressed the elder Jaramillo. “I believe that they’re the best in the area, bar none,” he said. Academics also matter to Isaac, a Headmaster’s Distinctive Achievement recommendation recipient and an honors student during his first year at Pembroke Hill. After high school, he plans to study engineering at Georgetown University or Stanford University, he said.
