Lady of Guadalupe and Las Posadas. Both holidays began during the Spanish colonization period. The Dec. 12 celebration of Our Lady of Guadalupe has its origins in Juan Diego’s encounter with her in 1531. According to the frequently told story of the encounter, Our Lady of Guadalupe asked Juan Diego to tell his archbishop she wanted a church built on the Hill of Tepeyac. Archbishop Fray Juan de Zumarraga asked Juan Diego to prove she had appeared to him. Juan Diego returned with an image of the Virgin of Guadalupe printed on his tunic (tilma). Juan Diego’s tunic is displayed at the Basilica, Our Lady of Guadalupe Church in Mexico City. Mexicans nationwide observe the Our Lady of Guadalupe celebration. However, Mexico is not the only place where Our Lady of Guadalupe is honored. In fact, millions of people worldwide are her followers. Each Dec. 12, millions of people attend church to honor Our Lady of Guadalupe, bringing her flowers and serenatas. In Mexico, Mexican celebrities sing the traditional Mananitas (Mañanitas in Spanish). Las Posadas, a celebration of the Christmas nativity story, is observed longer than the Our Lady of Guadalupe celebration, lasting Dec. 16-25. People celebrate Las Posadas with prayers, Christmas carols, and the story of Mary and Joseph seeking shelter before Jesus’ birth. Elements of the celebration include pinatas (piñatas in Spanish) representing people’s sins, nativity sets and a traditional punch. And while the will to address mental health exists in Congress, consensus is lacking. House Democrats, The New York Times reported, will likely oppose H.R. 2646. Senate Democratic leader Harry Reid of Nevada acknowledged the importance of overhauling the mental health care system but said “it was only remotely connected” to most gun deaths, reported the Times. Here locally, a new center is planned. It’s aimed at identifying and treating people with mental health disorders and substance addictions. The Kansas City Area Adult Behavioral Health Assessment and Triage Center is scheduled to open next September. The 16-bed mental health crisis center is expected to serve up to 6,000 patients a year. The goal is to offer triage, stabilization and referral services to people experiencing psychiatric or substance-abuse-induced crises. The center, to be located on Kansas City’s East side, will provide police with an appropriate, centrally-located, well-equipped place to take those in crisis that they encounter. “This creates a humane alternative to jail for people who don’t belong there,” said the director of Missouri’s Department of Mental Health when the project was announced in October. It’s clear that what’s needed is a broadbased, substantive approach to reducing the incidence of mass shootings in this country, and it involves many factors, notably, common sense and compromise.

Vazquez Terrazas was avoiding Mexican authorities when he was arrested. He had changed his identity to Gerardo Estrada Rascon to try to avoid capture. His working areas were in Casas Grandes, Galeana, Ignacio Zaragoza and Madero in Chihuahua. In addition to Vazquez Terrazas, Mexican authorities also arrested a member of the crime gang Los Tilos. The gang member’s identity wasn’t revealed.

El primer restaurante abrió sus puertas en noviembre en Liberty, Mo. Y el último de ellos es en 6350 Johnson Drive en Mission, Kan. “Hemos estado entrenando durante dos semanas (para abrir),” dijo Jarid Weimer, gerente del restaurante. “Y en este momento, tenemos 35 personas ... en el personal.” Según Weimer, la meta para la cadena de restaurantes mexicano-americano de 20años, es tener 30 tiendas de la zona. Lo que hace único a Qdoba es su individualidad, dijo Weimer. The latest one is at 6350 Johnson Drive in Mission, Kan. “We have been training for two weeks (to open),” said Jarid Weimer, restaurant manager. “And right now, we have 35 people … (on) staff.” According to Weimer, the goal for the 20-yearold Mexican-American restaurant chain is to have 30 area stores. What makes Qdoba unique is its acceptance of individuality, Weimer said. For example, employees don’t need to wear uniforms or hide their tattoos. “I like the fact that we embrace individuality,” he said. “It’s cool that somebody that has tattoos is getting connected with a customer that has tattoos, … where I might not have that connection. We like to let people be who they are.”

Anthony Saiki has served the people of Overland Park, Kan., particularly the large Hispanic community that attends the Church of the Holy Cross, where he serves as a priest. “I love the community here,” Saiki said. “The people are very nice, very alive and full of devotion. There’s a lot of enthusiasm to turn (to the) faith and live the faith.” A De Soto, Kan., native who was ordained on May 24, 2014, in Olathe, Kan., Saiki found his passion for serving people at an early age while helping out at his local church. “The first time I thought about becoming a priest was when I was serving as an altar boy and had the opportunity to be so close to the altar and see the actions of the priest during Mass,” he recalled. “Since I was 9 years old until I was around 15, I was seriously thinking about being a priest. Then, during my time in high school, I learned a lot from the problems of the people and wanted to help others.” “I learned a lot of the difficulties of living as an immigrant (by) having friends from Mexico,” he continued. “And before entering the seminary, I thought about studying political science or … being a lawyer … (or even) being president of the United States.” After his first year of community college, Saiki felt God calling him to the priesthood and began seminary study in the fall of 2007, he said. “I understood that, as a priest, I have more opportunities to help people and lead people to the Lord,” Saiki said. Eventually, Saiki obtained a bachelor’s degree in philosophy and master’s degrees in theology and divinity. During his seminary studies, he visited Mexico and Spain. During his time abroad, Saiki visited the Basilica of Our Lady of Guadalupe in Mexico four times and learned about the importance of faith in the Hispanic culture – something he said he enjoys and constantly sees in the Kansas City area. “Hispanics live their faith more energetically (than other groups),” Saiki said. “The expression of faith is very tangible – and they express their faith in everything: family and customs, which is very beautiful to see…. They bring devotion to our country from their native countries.”

After 12 years of government, the movement organized and directed by the late Hugo Chavez has finally experienced a defeat – an important defeat that, for many, defines the beginning of the end. Venezuelans were loud and clear: No more of the same. Venezuelans are as ready for a change as Argentinians, who recently elected Mauricio Macri as their incoming president. Maduro’s opposition has accomplished what wasn’t possible for many. La Mesa de la Unidad (The Table of Unity in English), the organization in Venezuela that extends to cover the country’s main opposition groups, celebrated the election and classified it as the beginning of a new Venezuela. “Venezuela is suffering the worst economic crisis in its history – and if the country has not exploded yet, it is because of this Election Day…. We have to save Venezuela,” stated Henrique Capriles, who helps lead the opposition movement. This is the beginning of a long journey. The negative impact of the government of Chavez and Maduro, Chavez’s personally chosen successor, on Venezuela cannot be solved with one election. It’s time for those who haven’t yet participated in the revolution to join in and make the opposition even stronger. Argentina recently marked the beginning of the eradication of communism in South America, with Venezuela following weeks after, there’s hope for more to follow.

n Dec. 2, members of Girl Scout Latin Troop 1033 gathered at El Centro Inc. in Kansas City, Kan., to celebrate the troop’s first anniversary. During a recent activity, the girls held a long string of yarn to represent the strength and connection women and girls have for one another, Loya recalled. “It was very significant for me because we teach the girls the significance of things through activities,” Loya said. “We want them to get a meaning out of every activity we do and (make sure) that they pick up personal values along the way.” As the region’s first Spanish-speaking troop, Pena and Loya want to make Troop 1033 a model group and pave the way for other solely Spanishspeaking troops to reach out to other communities that wouldn’t normally get to participate, Pena said. Having a troop that’s exclusively dedicated to the Spanish-speaking community will continue to keep their heritage and language alive, she added. Pena and Loya stated the troop is accepting new girl members who are attending first and second grades. epresión, bipolaridad, ansiedad, desorden post dramático… son todos problemas reales y relevante que no pueden ser ignorados. En Estados Unidos, más de 43.8 millones de adultos experimentan algún problema mental cada año. Es más posible que conozca a alguien con algún trastorno mental que lo contrario. No tan solo, estos problemas, alteran la vida de la víctima sino que también las víctimas son caratuladas. El estigma social que acompaña a las víctimas provee una capa adicional de sufrimiento. Qué podemos hacer? Entender el tema y a sus víctimas es el primer paso. Es necesario entender que no es positivo decirle a una persona que simplemente se mejoren o que se les pase. Los problemas mentales son más que un simple mal día. Estos son problemas médicos que muchas veces se relacionan con genes, desequilibrio químico, y/o influencias ambientales. Los problemas mentales generalmente requieren tratamientos médico largo, si no de por vida. Cuando una persona sufre de un problema médico no se nos ocurriría decirles “que se te pase,” entonces por qué le decimos esto a una persona que sufre problemas mentales? Una manera positiva de reaccionar es aprendiendo a escuchar a la persona. Muchas veces estas personas requieren de alguien que las escuche y no que la aconseje. Es importante que la persona tenga a alguien con quien hablar que no la juzgue ni trate constantemente de guiarla. Es recomendable tener cuidado con el uso de palabras que pueden herir. Las palabras pueden ser fuertes y pueden impactar los sentimientos de una persona. Entendiendo que el problema no puede ser sobrepasado sin la ayuda médica es un buen comienzo para luchar en contra de los estigmas y carátulas que portan estas personas.

In the United States, over 43.8 million adults experience mental illness each year. Chances are you know someone who has a mental illness. Not only are these illnesses life altering, but there is also a stigma attached that creates another layer of pain. So, what can we do? Understanding a few things about mental illnesses is the first step to battling stigma and building empathy. First, it is important to understand that telling someone to just “get over it” or “it’ll get better” is not helpful. Mental illnesses are more than just a “bad day.” They are medical issues, which are often linked to genetics, chemical imbalances, and/ or environmental influences. Mental illnesses often require long-term if not lifelong professional support, such as medications and therapy. As in the case of any other medical illness, a person cannot simply “get over it.” If we do not tell someone with high blood pressure to “get over it”, then why is it OK to say this to someone struggling with a mental illness? Another way to build empathy is through listening and keeping advice to a minimum. Allowing a person to share their thoughts without feeling judged or advised can be very therapeutic by itself. It is also very important to be conscious of the words we use. Although it is highly offensive to use the word “retarded,” we unconsciously toss around words such as “crazy” and “psycho” without considering how this may affect others. Words are powerful, and being conscious of them greatly impacts a person’s thoughts and feelings. Being aware and having a basic understanding of mental illnesses are the first steps to battling stigma. Are your words and actions fueling stigma or building empathy?

This isn’t the first time an African American has been shot because of his or her race. If we Americans don’t continue working to eliminate racism, it won’t be the last. Many Muslims living in the United States are facing discrimination following the terrorist attacks in November in Paris and on Dec. 2 in San Bernardino, Calif. Because of the attacks, many Americans have wrongly come to see all Muslims as bad people. As with any religious or ethnic group, there are many good, peaceseeking Muslims. In a country such as the United States, encountering multiple races and religions is a part of life. Getting to know people from other backgrounds will help Americans create valid perspectives of their fellow Americans, unlike the viewpoints spewed by hate groups and certain segments of the media. We adults can help teach younger generations about the many cultures and traditions inside and outside the United States. Doing so will help fight racism and prejudice – and drain them of their power.

My family has believed that antibiotics will make you heal faster.” But the CDC has published a study stating that Hispanics often don’t use antibiotics correctly. It’s estimated that between 30 and 50 percent of the antibiotics abuse takes place among Hispanics. Consequences of antibiotic abuse include reduced effectiveness of the antibiotics, the upsetting of sensitive flora and the destruction of good bacteria.

The business is located in Santa Fe Ave., and was evacuated for precaution. Other locals were also evacuated and the authorities controlled the incident. 12/04/15 Two people were injured when their car hit a tree in Blue Parkway in Kansas City, Mo. According to authorities, the driver was driving under the speed limit when his car went through a slippery area causing the man to lose control of his vehicle. The accident remains under investigation by authorities in the area. 12/05/15 A man died in a crash that occurred on Interstate 29 in Kansas City, Mo. According to authorities, the person hit his car with another vehicle that caused his instant death. Police are investigating the causes of the crash. 12/05/15 One person died after being hit by a car on I 35 in Olathe, Kan. The 58-years old man was walking along the road when a vehicle suddenly hit him. The culprit fled the scene and the police are after his location. 12/06/15 Jackson County prosecutors have blamed two people of robbing a store in town. The Hispanic youth were caught thanks to the store’s security system. Besides stealing, these two young men are accused of injuring a person. The boys are already in custody and it is unknown what the punishment will be. 12/06/15 A woman in Kansas City, Mo., is accused of molesting her two months old son. According to the medical report, the baby has several facial injuries and a fractured skull. The woman was arrested and will face trial in the coming days. 12/07/15 City firefighters evacuated a hotel in Kansas City, Mo., because of a small fire in the building. According to authorities, it all started in the laundry room. The fire was brought under control by the authorities and there were no injuries. 12/07/15 Four men were arrested after a police chase. The incident began in Westport Rd., Kansas City, Mo. When the police identified the car, they believed they were involved in at least six robberies across the city. The suspects tried to leave the scene, but were caught by the authorities. 12/08/15 Police in Kansas City, Mo., found a dead person on the 25th street and Kensington. The man’s body was found in a car outside a house. To date there are no suspects, but authorities are already investigating the facts. 12/09/15 Police in Kansas City, Mo., are looking for two men who broke into a house in the Northeast area. According to the victim, two men forcibly entered the house with a gun and stole several items. The men fled the scene and authorities are looking for the criminals.

Por más problemas personales, laborales, religiosos o ideológicos que tenga una persona, el daño que puede ocasionar es muy limitado si no tiene acceso a armas de fuego o explosivos. En Japón, por ejemplo, es muy difícil adquirir rifles y pistolas y, por lo tanto, ahí no se registran matanzas. Este debate debió haber terminado cuando mataron a 32 personas en la universidad de Virginia Tech en el 2007. Pero no pasó nada. Luego, 20 niños y seis profesores fueron asesinados en el 2012 en la escuela Sandy Hook de Connecticut. Y tampoco pasó nada. Al contrario, hubo quienes

A few hours later, I was on television, reporting on that day’s massacre, this time in San Bernardino, California. Sadly, it all felt quite normal. Mass shootings have seemingly become a part of everyday life in this country. The attack in San Bernardino stands out because it was

perpetrated by a couple who was radicalized, according to the FBI, and whose mission was to use four weapons to leave behind as many casualties as possible. This time, 14 victims were killed, more than any other mass shooting since 2012. The FBI is investigating it as a terrorist act. But in the end, this is just one more massacre. “Otra Vez” was the headline in Miami’s El Nuevo Herald the following morning — “once again.” The U.S. has become the country of the massacres. And it will remain so. “We have a pattern now of mass shootings in this country that has no parallel anywhere else in the world,” President Obama said a few hours after the news broke about San Bernardino. “We should come together on a bipartisan basis at every level of government to make these rare, as opposed to normal.” But that will never happen. No presidential candidate — not a single one — has even dared to propose drastic curbs on the sale of firearms

Even the most reasonable ideas, such as preventing people on the national no-fly list from buying arms, are quickly rejected by lawmakers in Congress because they don’t want to risk going against the National Rifle Association and other gun advocacy groups. According to an analysis by The New York Times, in the first 336 days of this year, there were 209 mass shootings, which is defined as a violent event in which four or more individuals die or get hurt. This year alone, 462 people have been killed, and 1,314 have been injured in mass shootings in the United States. These numbers are staggering, but when it comes to guns, logic doesn’t seem to apply. Logic would say that if arms were less easily available, there would be fewer massacres. No matter how many mental health issues a person might have, no matter what warped ideology someone subscribes to, the harm that he could inflict upon innocent victims would be very limited if he didn’t have access to weapons or explosives. Look at Japan, for instance: It’s very hard to buy rifles and pistols there, so, logically, there are no massacres. This debate over the availability of guns should have ended after 32 people were killed at Virginia Tech in 2007. But it did not. It should have ended in 2012, after 20 schoolchildren and six teachers were killed in a school in Sandy Hook, Connecticut. But, again, it did not. On the contrary, some gun advocates suggested that teachers should be arming themselves after that massacre. Simply put: The U.S. is a nation besieged by mass shootings, yet officials don’t dare do anything about it. And now, these massacres have become so frequent that we already know the ritual by heart. After the shootings, there is an intense search for the shooters and an understanding of their motivations; then we learn the stories of the victims; the president speaks on national television; politicians promise changes; burials take place; and the tragedy disappears from the media, all in a couple of weeks. Meanwhile, fear and anxiety are becoming more commonplace in America. Going to a movie theater in Aurora, Colorado, or to a church in Charleston, North Carolina, or to an office party in San Bernardino, California, should not be a death sentence. But it was for dozens of Americans who live in a country where buying a gun is easier than getting some drugs without a prescription. For me, reporting about a massacre almost every day feels normal. Only the places and the numbers of victims change. So when a tragedy takes place, all I can do is hope that I won’t need to include the name of someone I know when I talk about those who were lost. t age 7, Lupe Cruz dreamed of meeting Santa Claus. Cruz has turned that dream into a children’s book: “Tillie’s Magical Christmas Ride,” the first book of a series – and the first book she has written. Cruz, a Texas native and daughter of an immigrant family, started working at an early age with her family. Because of their hard economic situation, she didn’t experience Christmas as other kids did. “We would work in different states and would not go to school,” Cruz recalled. “We were … (so) poor that we didn’t have toys. All our toys were toys I made with things I would find.” O n e d a y, C r u z ’s mother and grandmother were decorating a tree outside her house because the family couldn’t afford a Christmas tree. Her grandmother told her they were decorating it because Santa Claus was coming that night. “I almost couldn’t fall asleep waiting for Santa to come,” Cruz said. “When I finally fell asleep, I dreamed that I was under the kitchen table when I saw Santa’s boots…. I tried to reach him and he said to me that he was not going to give me a gift because I didn’t listen to my grandma and didn’t go to sleep, so I started crying.” Years later, Cruz remembered her experience. Having taught herself to speak English and how to write, she turned that experience into “Tillie’s Magical Christmas Ride.” Cruz has started working on her second and third books. “When I was almost done with the book, I realized that it needed a continuation,” she said. “It’s going to be a series of three books. The second one will emphasize … Tillie’s brother, who has autism.” According to Cruz, she had a tough, sad life when as a kid. That’s why she wants to be an advocate for poor children and abused children, she said. “Tillie’s Magical Christmas” is available in stores and on Amazon. com in hard and soft cover, and as an e-book.

speranza Cecilia Medina, 88, passed away peacefully in her sleep on Wednesday, December 2, 2015 in her home surrounded by family and loved ones. Cecilia was born on November 16, 1927 in Independence, MO, but grew up in Guadalajara, Mexico. She returned to the States in her teens and later married Jesse Manuel Medina on November 19, 1949, recently celebrating 66 years of marriage. They had six children, Susan Medina, Manuel Medina (Malle), George Medina (Betsy), Fernando Medina, Laura Medina Clouse (Brad) and Sylvia Medina Smith (Chuck). They were blessed with thirteen grandchildren and nine greatgrandchildren. Cecilia was preceded in

The traditional gifts of a tiara, jewelry, heels and the giving away of Dominguez-Heithoff’s childhood doll preceded the cutting of the tres leches cake covered in golden chocolate seashells. The padrinos included Ana Valdez as godmother and Juan Rangel as godfather. arvard University men’s basketball coach Tommy Amaker considers Weisner Perez “a tough kid.” On Dec. 5, the 6-foot-6 freshman forward got to display that toughness at Allen Fieldhouse by helping the Crimson force the University of Kansas (KU) to squeeze out a 75-69 non-conference win. Perez, who was unavailable for a postgame interview, came off the bench to pace Harvard with 15 points. He also grabbed nine rebounds – second to starting junior forward/ center Zena Endosmwan, who had a double-double of 10 points and 11 rebounds. “All the guys (off the bench) really came in there and they didn’t let up,” Endosmwan said during Harvard’s postgame press conference. “They … (did) a good job (of) … coming off the bench, bringing energy…. Credit to ‘Weis’ and to all the other guys.” Harvard guard Tommy McCarthy felt that Perez “really did a great job (of) finishing down low against their bigs.” Those big men Perez and his teammates faced Cheick Diallo, Jamari Tryalor, Landen Lucas and Wichita native Perry Ellis – all of whom are listed as 6-8 or taller. Amaker credited Perez’s ability to hold his own against KU’s big men partly to Perez’s experience representing the Dominican Republic in junior international competition. He also attributed it to the toughness Perez had to develop growing up in the Chicago area. “He’s a scrapper…. I’m not surprised at how he’s been able to kind of give us the kind of lift in certain areas … with our team (that he has) – energy and toughness off the bench,” Amaker said. “And he’s a guy that can … score (with) the basketball. He’s got a … feel and instincts around the rim.” Perez’s “feel” for scoring got the Crimson to within three of KU (72-69) with 28 seconds left in the second half. Frank Mason sank a foul shot with 25 seconds left and then two more with 15 seconds left to secure KU’s down-to-the-wire victory. Lucas, who contributed eight rebounds and five points, felt that Perez and his teammates attacked the basket more during the second half. And the Jayhawks can’t let teams gain confidence and do that, particularly when they’re playing at home, as they were against Harvard, he said. “We should’ve cut them … (off) in the first half, but we didn’t,” Lucas stated. “They got confidence and they stuck around…. They’re a good team.”

NOTICE OF FINDING OF NO SIGNFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS Date of Publication: December 10, 2015 Unified Government of Wyandotte/KCK 701 N. 7th Street Kansas City, Kansas 66101 913-573-5100 These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Unitfied Government of Wyandotte/Kansas City, Kansas REQUEST FOR RELEASE OF FUNDS On or after December 29th 2015 the Unified Government of Wyandotte/Kansas City Kansas will submit a request to the United States Department of Housing and Urban Development for the release of Community Development Block Grant funds under Title 1, Section 104(f) of the Housing and Community Development Act of 1974, P.L.93-383 as amended, to undertake the following project: COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) Project Title: Clearance and Demolition Purpose: The demolition of vacant and dilapidated structures that meet HUD’s definition of blight will be targeted on a spot basis. These often neglected properties pose a significant health risk to residents and have been targets of arson, dumping and other forms of illegal activity. Location: Primary target areas will be East of I-635 and identified as low-moderate income on the census tracts and NRSA priority areas. An estimated 100 or more structures will be demolished during this program year using CDBG funds. Estimated Cost: The 2015-2016 budget includes $339,478 for demolition activities. Project Title: CDBG Rehabilitation Activities • Removal of Architectural Barriers • Emergency Home Repair Purpose: Funding will assist low-income and disabled residents with projects designed to remove architectural barriers and increase accessibility to and within their homes. The funding allocation will allow assistance to minimum of (5) low-moderate income households during the 2015-2016 program year. Purpose: Emergency Home Repair program will assist eligible participants with repair of emergency conditions that pose a serious threat to homeowner, neighbors or general public. Examples include electrical wiring, sewage and septic systems, roofs and heating/cooling systems (HVAC). Location: Area properties located within the low-income census tracts. Estimated Cost: The 2015-2016 combined budgets for these programs is $300,000 HOME Activities: Project Title: CHDO Activities • New Construction • Rehabilitation Purpose: New Construction - Infill construction of new single-family homes on vacant parcels acquired from the Unified Government Land Bank. Each home will be subject To a site specific environmental review prior to approval of construction activity. This scattered site development will assist in increasing the supply of safe and affordable housing for low¬ moderate income residents. Purpose: Rehabilitation - The rehabilitation of vacant and donated single family homes and eventual sale to the local market. Typical rehab activity will include projects to promote energy efficiency and code improvements and will not result a change of use or physical footprint. Each project will be subject to a site specific environmental review prior to approval of rehab activity. Location: The target census tract and priority areas are East of 1-635 in Kansas City, KS. Estimated Cost: The 2015-2016 budget includes a combined total of $180,000 for CHDO Set Aside, new construction projects and rehab activities during this program year. FINDING OF NO SIGNIFICANT IMPACT The Unified Government of Wyandotte/Kansas City, Kansas has determined that the project will have no significant impact on. the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at Unified Government of Wyandotte County / Kansas City, Kansas Community Development department, 701 N. 7th Street 8th floor, Kansas City, Kansas 66101 ; phone 913-573-5100 and may be examined or copied weekdays 8:30A.M to 4:30P.M. PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to the Unified Government of Wyandotte/Kansas City, Kansas Community Development department, 701 N. 7th Street 8th Floor, Kansas City, Kansas 6610I. All comments received by December 28, 2015 will be considered by the Unified Government of Wyandotte/Kansas City, Kansas prior to authorizing submission of a request for release of funds. OBJECTIONS TO RELEASE OF FUNDS United States Department of Housing and Urban Development will accept objections to its release of fund and the Unified Government of Wyandotte/Kansas City, Kansas certification for a period of Fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of The Unified Government of Wyandotte/Kansas City, Kansas; (b) the Unified Government of Wyandotte/ Kansas City, Kansas has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CPR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by United States Department of Housing and Urban Development or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to United States Department of Housing and Urban Development Region VII at 400 State Ave, 200 Gateway, Kansas City, Kansas 66101.
