The Case of Restoring Law and Order in the Tigray Region of Ethiopia The Government of Ethiopia has geared its focus on rebuilding of what had been destroyed during the conflict, reinstituting the regional government structure at all levels to provide the necessary public services, providing humanitarian assistance to the needy, rehabilitating the displaced, bringing the perpetrators to justice, and undertaking peace building activities in the region.

Josep Borrell, High Representative of the European Union for Foreign Affairs and Security Policy / Vice-President of the European Commission (HR/VP), Her Excellency Sophie Wilmes, Deputy Prime Minister and Minister of Foreign Affairs of the Kingdom of Belgium, and H.E. Mr. Janez Lerancic, Commissioner for Crisis Management of the European Union, and exchanged views regarding the latest developments in Ethiopia, during which he explained about the law enforcement operation under taken by the Government of Ethiopia in Tigray region to restore order and stability.

Underlining the primary responsibility of the Federal Government to maintain the rule of law, ensure peace and security of the people of Ethiopia, and protect and defend the constitution of the land, H.E. Mr. Demeke further explained that the government’s law enforcement operation was targeted only on the perpetrators of the conflict; and the operation was carried out giving maximum care to avoid civilian casualties.

He briefed the officials about the efforts made prior to the operation by the Government of Ethiopia to encourage the TPLF leadership to be part and parcel of the popular democratization process, and the intransigence of the latter to engage in the peaceful political undertakings.

On the onset of the law-and-order operation, there were speculations by some parts of the international community that the conflict would degenerate into a civil war and would have serious impact on the stability of the Horn of Africa. The government of Ethiopia from the beginning

He also exchanged views on the progress of the reform process initiated in Ethiopia two and a half years ago. He assured the officials of the unwavering resolve of Ethiopia to continue its reform agenda and ensuring peace and stability in the region.

Dhr. Demeke onderstreepte dat de federale regering in de eerste plaats verantwoordelijk is voor de handhaving van de rechtsstaat, de

waarborging van vrede en veiligheid voor de bevolking van Ethiopië en de bescherming en verdediging van de grondwet van het land, en verklaarde voorts dat de rechtshandhavingsoperatie van de regering alleen gericht was tegen de daders van het conflict, en dat bij de uitvoering van de operatie maximale zorgvuldigheid werd betracht om burgerslachtoffers te voorkomen.

Bij die gelegenheid heeft Dhr. Demeke ook uitvoerig verteld over de wreedheden die de leiders van het TPLF hebben begaan in Mai Kadra, een kleine stad in het westen van Tigray, over de vernielingen die de groep heeft aangericht aan belangrijke infrastructuur zoals bruggen, wegen en de luchthaven van Axum, en over de gerichte propaganda die ertoe heeft geleid dat onschuldige burgers naar Soedan zijn gevlucht.

Bij het begin van de “openbare orde”-operatie werd door sommige delen van de internationale gemeenschap gespeculeerd dat het conflict zou ontaarden in een burgeroorlog en ernstige gevolgen zou hebben voor de stabiliteit in de Hoorn van Afrika. De regering van Ethiopië heeft vanaf het begin van de operatie degenen die uiting gaven aan hun oprechte bezorgdheid en de internationale gemeenschap in het algemeen gerustgesteld dat de operatie snel zou verlopen en op verantwoorde wijze zou worden aangepakt. Er werd aan herinnerd dat de Ethiopische regering

de operatie binnen drie weken na het begin ervan heeft afgesloten met maximale zorgvuldigheid om burgerslachtoffers te voorkomen.

Onmiddellijk na de voltooiing van de operatie heeft de regering zich geconcentreerd op de wederopbouw van wat tijdens het conflict is verwoest, het opnieuw instellen van de regionale bestuursstructuur op alle niveaus om de nodige openbare diensten te aanbieden, het verlenen van humanitaire bijstand aan noodlijdenden, het rehabiliteren van ontheemden, het voor de rechter brengen van daders en het ondernemen van vredesopbouwactiviteiten in de regio.

Ook wisselde hij van gedachten over de voortgang van het hervormingsproces dat twee en een half jaar geleden in Ethiopië van start is gegaan. Hij verzekerde de functionarissen van de niet aflatende vastberadenheid van Ethiopië om zijn hervormingsagenda voort te zetten en te zorgen voor vrede en stabiliteit in de regio.

Le cas du rétablissement de l’ordre public dans la région du Tigré en Éthiopie Le gouvernement éthiopien s’est concentré sur la reconstruction de ce qui avait été détruit pendant le conflit, sur le rétablissement de la structure gouvernementale régionale à tous les niveaux afin d’offrir les services publics nécessaires, sur la fourniture d’une aide humanitaire aux nécessiteux, sur la réhabilitation des personnes déplacées, sur la traduction en justice des auteurs de ces actes et sur la mise en place d’activités de consolidation de la paix dans la région.

Il a informé les fonctionnaires des efforts déployés avant l’opération par le gouvernement éthiopien pour encourager les dirigeants du TPLF (Front de libération du peuple du Tigré) à participer au processus de démocratisation populaire, et de l’intransigeance de ces derniers à s’engager dans les politiques pacifiques entreprises. Soulignant la responsabilité première du gouvernement fédéral de maintenir l’état de droit, d’assurer la paix et la sécurité du peuple éthiopien, et de protéger et

défendre la constitution du pays, M. Demeke a en outre expliqué que l’opération de maintien de l’ordre du gouvernement ne visait que les auteurs du conflit ; et l’opération a été menée avec le plus grand soin pour éviter les pertes civiles. À cette occasion, M. Demeke a également expliqué en détail les atrocités commises par les dirigeants du TPLF à Mai Kadra, une petite ville du Tigré occidental, les destructions causées par le groupe sur les principales infrastructures, telles que les ponts, les routes et l’aéroport d’Axum, ainsi que la propagande ciblée qui a conduit à la fuite de civils innocents vers le Soudan.

Au début de l’opération de maintien de l’ordre, certaines parties de la communauté internationale ont spéculé sur le fait que le conflit dégénérerait en guerre civile et aurait de graves répercussions sur la stabilité de la Corne de l’Afrique. Dès le début de l’opération, le gouvernement éthiopien a rassuré ceux qui ont exprimé leurs véritables préoccupations et la communauté internationale dans son ensemble en leur promettant que l’opération serait rapide et gérée de manière responsable. Il convient de rappeler que le gouvernement éthiopien a

conclu l’opération dans les trois semaines suivant son début en prenant le plus grand soin d’éviter les pertes civiles.

Il a également eu un échange d’opinions sur l’état d’avancement du processus de réforme engagé en Éthiopie il y a deux ans et demi. Ethiopia Continues its Path of Reforms Amidst Challenges Ethiopia has shifted its focus towards its main agenda of continuing its reform process, while at the same time re-building the region of Tigray.

Photo credit: - Office of the Prime Minister - Ethiopia A group of reformists led by Dr. Abiy Ahmed came to the helm of power in April 2018, ushering in a new era of political and economic liberalization and opening up, amidst growing grievances about political, economic, and social inequality.

On the political front, crucial measures of reform have been taken to set a stage for long term political solutions to peoples’ grievances and demands. Right at the beginning of the reform process, tens of thousands of prisoners were released while political opponents both at home and abroad that were prohibited to practice politics in the country were allowed to join the democratization process. Repressive laws such as the Anti-terror Law and the Civil Societies Organizations Law that undermined the human and democratic rights of citizens were reformed.

Furthermore, institutions that are considered as the pillars of democracy such as the Election Board, the Human Rights Commission and the justice system went through extensive reforms to ensure the well-functioning of the institutions and independence in carrying out their constitutional mandates.

In the economic front, even if Ethiopia had been registering double-digit economic growth for a decade and half, unemployment, high inflation rate, as well as growing income disparity have been the Achilles-heel

of the Ethiopian economy, causing severe macro-economic imbalances and debt stress. Thus, the economic reform emphasis is among others, on reducing youth unemployment, creating a favorable environment for the private sector as well as addressing structural challenges to the economy. To this end, a Homegrown Economic Reform agenda was drawn which led to the newly unveiled 10-year economic growth plan (2020/21-2029/30). The plan envisages to sustain the country’s high growth trajectory and position Ethiopia as an African Beacon of Prosperity. The economic reform has achieved commendable results by restructuring the debt burden, inviting the private sector to have a strong role in the economy and adding to the focus of the economy sectors such as ICT, tourism, and mining.

In our sub region, the new leadership rekindled the already strong role that Ethiopia played in the Horn of Africa. In this regard, the Prime Minister’s initiative to end the two decades old “no-war, no-peace” situation with Eritrea has received paramount global applause and recognition due to its significant effect on the stabilization of the region. The world honored the Prime Minister’s initiative by crowning him with the most prestigious global award, the Nobel Peace Prize in 2019.

It goes without saying that for any reform process to succeed, it will re-

quire the active participation of key political, economic, and social actors in particular and the entire populace. It was in light of this fact that the new administration invited all political actors, civil societies, media organizations as well as every citizen to contribute their fair share in the process of reforming Ethiopia towards a democratically stable and prosperous state.

for national and regional election to take place in early June 2021. It is expected to be the most competitive and democratic election that the country has ever witnessed in its history. The European Union’s Election Observation Mission is also expected to observe these historic elections in Ethiopia.

Photo credit: - Office of the Prime Minister - Ethiopia However, the reform process was not a smooth ride. Frequent challenges were posed by some groups abusing the widely opened democratic process, advocating for ultranationalism, and creating superficial inter-communal strife.

One can also clearly discern how these groups that have lost the monopoly of power such as the TPLF leadership have become a stumbling block to the reform by instigating instability and hampering political dialogue.

Building democratic institutions and democratic culture certainly takes time; it also requires tireless and dedicated efforts. At this stage, the government has been able to lay down the basis for greater respect for human rights and better standards of governance in Ethiopia. The determination to conduct the upcoming national election is none other than a clear demonstration of this fact. For this to take roots, it requires the dedication of all political actors in Ethiopia.

Since the start of the reform process, the Federal Government has been patient towards the transgression that has been perpetrated by some groups including the TPLF leaders. All the peaceful options availed for the TPLF leadership to engage in the reform process were rejected. However, the TPLF group remained intransigent to any form of dialogue and negotiations. Instead, it opted to continue destabilizing Ethiopia, by training and financing various armed groups as well as directly executing attacks in various parts of the country.

Furthermore, the group was determined to oppose any decision from the Federal Government institutions, including the postponement of the 6th General Election, in light of the looming COVID-19 pandemic. The group rather opted to hold illegal regional elections and declared the Federal Government illegitimate.

The climax to this intransigence came in the early morning of November 4, 2020, when the criminal clique attacked the Ethiopian National Defense Forces that have been stationed in Tigray region since the end of the war between Ethiopia and Eritrea in 2000. Only then the Government ordered the Federal Defense Forces to defend themselves by all necessary means and restore law and order in the country. The main objectives of the law enforcement operation were to bring the perpetrators of this heinous attack to justice, to set free the military generals and officers taken hostage by the group, and to restore peace and stability to the region.

Now that the operation is finalized within a short period of time, the Government of Ethiopia has shifted its focus towards its main agenda of continuing its reform process, while at the same time re-building the region of Tigray.

Ethiopië zet zijn hervormingen voort, ondanks de uitdagingen Ethiopië heeft zijn aandacht verlegd naar zijn belangrijkste agenda, namelijk het voortzetten van het hervormingsproces, en tegelijkertijd het heropbouwen van de regio Tigray.

Foto credit: - Bureau van de eerste minister - Ethiopië Een groep hervormingsgezinden onder leiding van Dr. Abiy Ahmed kwam in april 2018 aan de macht en luidde een nieuw tijdperk van politieke en economische liberalisering en openstelling in, te midden van groeiende grieven over politieke, economische en sociale ongelijkheid.

Op het politieke front zijn cruciale hervormingsmaatregelen genomen om de weg te banen voor politieke langetermijnoplossingen voor de grieven en eisen van de bevolking. Meteen bij het begin van het hervormingsproces werden tienduizenden gevangenen vrijgelaten, terwijl politieke tegenstanders in binnen- en buitenland die in het land geen politiek mochten bedrijven, toestemming kregen om zich bij het democratiseringsproces aan te sluiten. Repressieve wetten, zoals de antiterrorismewet en de wet op de organisaties van het maatschappelijk middenveld, die de mensenrechten en de democratische rechten van de burgers ondermijnden, werden hervormd. Voorts werden instellingen die als de pijlers van de democratie worden beschouwd, zoals de kiescommissie, de mensenrechtencommissie en justitie, ingrijpend hervormd om ervoor te zorgen dat zij goed functioneren en onafhankelijk zijn bij de uitvoering van hun grondwettelijke mandaten.

Op economisch vlak zijn de werkloosheid, de hoge inflatie en de groeiende inkomensongelijkheid de achilleshiel van de Ethiopische economie, ook al kent Ethiopië al anderhalf decennium een economische groei met dubbele cijfers, waardoor een ernstig macro-economisch onevenwicht en schuldenlast zijn ontstaan. Bij de economische her-

vormingen ligt de nadruk dan ook onder meer op het terugdringen van de jeugdwerkloosheid, het scheppen van een gunstig klimaat voor de particuliere sector en het aanpakken van de structurele problemen van de economie. Daartoe is een agenda voor economische hervormingen van eigen bodem opgesteld, die heeft geleid tot het onlangs onthulde tienjarenplan voor economische groei (2020/21-2029/30). Het doel van het plan is het hoge groeitempo van het land te bestendigen en Ethiopië te positioneren als een Afrikaans baken van welvaart. Sur le plan politique, des mesures de réforme cruciales ont été prises pour préparer le terrain en vue de solutions politiques à long terme aux doléances et aux demandes des citoyens. Dès le début du processus de réforme, des dizaines de milliers de prisonniers ont été libérés, tandis que les opposants politiques, tant dans le pays qu’à l’étranger, à qui il était interdit de faire de la politique dans le pays, ont été autorisés à se joindre au processus de démocratisation. Les lois répressives telles que la loi anti-terroriste et la loi sur les organisations de la société civile qui sapaient les droits humains et démocratiques des citoyens ont été réformées. Ainsi, la réforme économique met l’accent, entre autres, sur la réduction du chômage des jeunes, la création d’un environnement favorable au secteur privé et la résolution des problèmes structurels de l’économie. En outre, le groupe était déterminé à s’opposer à toute décision des institutions du gouvernement fédéral, y compris le report des 6ème élections générales, compte tenu de la pandémie imminente de COVID-19.

Le groupe a plutôt choisi d’organiser des élections régionales illégales et a déclaré le gouvernement fédéral illégitime.

Le point culminant de cette intransigeance est survenu au petit matin du 4 novembre 2020, lorsque la clique criminelle a attaqué les forces de défense nationale éthiopiennes qui sont stationnées dans la région du Tigré depuis la fin de la guerre entre l’Éthiopie et l’Érythrée en 2000.

Ce n’est qu’alors que le gouvernement a ordonné aux Forces de défense fédérales de se défendre par tous les moyens nécessaires et de rétablir l’ordre public dans le pays. Les principaux objectifs de l’opération de maintien de l’ordre étaient de traduire en justice les auteurs de cette attaque odieuse, de libérer les généraux et les officiers militaires pris en otage par le groupe et de rétablir la paix et la stabilité dans la région.

L’opération ayant été exécutée dans un court laps de temps, le gouvernement éthiopien peut désormais se concentrer sur son programme principal qui consiste à poursuivre son processus de réforme, tout en reconstruisant la région du Tigré.

The aim of this event was to attract more Belgian and Luxembourg companies in the coffee sector to do business with Ethiopia. The event also highlighted the importance of coffee as part of Ethiopian culture. The trade promotion event was officially opened

by State Minister, H.E Tsion Teklu and moderated by Hirut Zemene, Ambassador of Ethiopia to Belgium, Luxembourg, and the EU institutions. The Ambassador of Belgium to Ethiopia, Ambassador Francos Demont, Ethiopian high-level officials from the coffee sector, Ethiopian coffee exporters, and CEOs of coffee trading companies from Belgium & Luxembourg were also in attendance.

In her opening remarks, State Minister of Foreign Affairs of Ethiopia for Economic Diplomacy, H.E Tsion Teklu, stated that Belgium is one of Ethiopia’s major trading partners in the world, and the fifth destination of Ethiopian coffee exports, next to Germany, Saudi Arabia, USA, and Japan. Emphasizing the importance of such coffee trade promotion events, H.E Tsion Teklu thanked the participants for attending the event and for sharing their views and experiences in this regard. The State Minister also invited Belgian and Luxembourg companies to study possibilities beyond importing Ethiopian coffee and start investing in coffee production and processing in Ethiopia.

Dr. Adugna Debela, Director General of Ethiopian Coffee and Tea Authority, followed by representatives from Ethiopian Coffee Exporters’ Association, Women in Coffee Association, and three Ethiopian exporters namely Terara Coffee, Mullege Coffee, and Tracon Trading Plc. Furthermore, Belgian coffee importer companies Efico and Ahold Delhaize also shared their experiences in importing, processing, and re-exporting Ethiopian coffee to Europe. This was followed by a discussion on potentials and challenges of Ethiopian coffee trade such as quality, logistics, issues related to bank and customs, current coffee demand under COVID situation, and pricing issues.

Dr. Adugna talked on the effort and the commitment of Ethiopia’s Coffee and Tea Authority in maintaining sustainability of providing high quality certified coffee to the market. The authority sets minimum price every week based on the volume of coffee sold during the week. To solve challenges related to transport and late delivery issues, there is an endeavor to shift the mode of transport from truck to train. This will reduce the time it takes to transport the product from Addis Ababa to Djibouti port from 6 days to 20 hours (less than a day). Exporters have also been trained on how to use the new railway to transport their coffee to the Djibouti port. On the other hand, to tackle the challenges related to bank and customs issues, a team comprises of the National Bank, Customs Commission, Coffee and Tea Authority, and Ministry of Trade is established, and follows up the export process to solve the problems.

L’objectif de cet événement était d’attirer davantage d’entreprises belges et luxembourgeoises du secteur du café à faire des affaires avec l’Éthiopie. L’événement a également souligné l’importance du café en tant que partie intégrante de la culture éthiopienne. café de Adugna Debela, directeur général de l’Autorité éthiopienne du café et du thé, puis des représentants de l’Association éthiopienne des exportateurs de café, de l’Association des femmes dans le secteur du café et de trois exportateurs éthiopiens, à savoir Terara Coffee, Mullege Coffee et Tracon Trading Plc. En outre, les sociétés belges d’importation de café Effico et Ahold Delhaize ont également partagé leurs expériences en matière d’importation, de traitement et de réexportation de café éthiopien vers l’Europe. Cette présentation a été suivie d’une discussion sur le potentiel et les défis du commerce du café éthiopien, tels que la qualité, la logistique, les questions liées aux banques et aux douanes, la demande actuelle de café dans le cadre de la pandémie de la COVID et les questions de prix.

Le Dr Adugna a parlé des efforts et de l’engagement de l’Autorité éthiopienne du café et du thé pour maintenir la durabilité de la fourniture de café certifié de haute qualité sur le marché. L’autorité fixe un prix minimum chaque semaine en fonction du volume de café vendu pendant la semaine. Pour résoudre les problèmes liés au transport et aux retards de livraison, un effort est réalisé afin transporter le café en train plutôt qu’en camion. Cela permettra de réduire le temps nécessaire pour acheminer le produit d’Addis-Abeba au port de Djibouti de 6 jours à 20 heures (moins d’une journée). Les exportateurs ont également été formés à l’utilisation du nouveau chemin de fer pour transporter leur café au port de Djibouti. D’autre part, pour relever les défis liés aux questions bancaires et douanières, une équipe composée de la Banque nationale, de la Commission des douanes, de l’Autorité du café et du thé et du Ministère du Commerce est mise en place et suit le processus d’exportation pour résoudre les problèmes.

Il s’agit notamment des grains Harar, Sidamo, Yirgacheffe et Limu, qui sont tous des variétés de marque déposée du grain arabica, dont les droits sont détenus et protégés par l’Éthiopie.

Actuellement, on estime qu’environ 12 millions d’Éthiopiens vivent de la culture du café, le café représentant la part du lion des exportations éthiopiennes. Le pays a pris diverses mesures pour s’assurer que les producteurs de café obtiennent le juste prix pour leurs produits en obtenant des marques déposées pour certaines variétés de café. Harar, Yirgachefe, Sidamo et Limmu sont désormais vendus dans divers cafés et marchés internationaux, avec la reconnaissance des propriétaires des marques d’origine.

Il a fait remarquer que la Belgique, avec ses chocolats renommés, et l’Éthiopie, avec son café de qualité supérieure de classe mondiale, ont des produits tout à fait comparables et très appréciés dans le monde entier.

Bussiness Ethiopia at the European Business Summit: Boosting Local Entrepreneurship for a Sustainable Economic EU-Africa Partnership H.E Ambasssasdor Hirut Zemene underlined on the focus of the Ethiopian government in generating more job opportunities to the youth and women by giving emphasis to strengthening Small and Medium Enterprises (SMEs) as well as focusing on sectors such as light manufacturing, agriculture, tourism and information technology which are key to job creation.

Adapting to these challenging times, the European Business Summit and celebration of its 20th anniversary has been held virtually on the 16th and 17th of November 2020. This summit was entitled ‘Rebooting the European economy: Towards a green, sustainable, digital and more resilient union’.

Her Excellency Ambassador Hirut Zemene participated in one of the panel discussions of the summit under the theme “Boosting Local Entrepreneurship for a Sustainable Economic EU-Africa Partnership”. In this panel discussion H.E Ambassador Hirut was joined by Lora Borissova, Senior Expert, Cabinet of EU Commissioner Jutta Urpilainen; Sérgio Pimenta, Vice President of International Finance Corporation; Soraya Hakuziyaremye, Minister of Trade and Industry of Rwanda; Fabrizio Delage-Paganini, Co-Founder of Valeur-Tech; Anna Ekeledo, Executive Director of AfriLabs; and Celia Moore, EU-Africa Relations Consultant.

portant areas of alignments between the development polices and strategies of the government of Ethiopia and EU’s priorities in Africa such as job creation and, green growth. She spoke at length as to how the Ten-Year Development Plan (2020/21 to 2029/30), themed “Ethiopia: An African Beacon of Prosperity” has focused on the topic of discussion i.e, boosting local entrepreneurship by increasing the role of the private sector to the economy. She underlined on the focus of the Ethiopian government in generating more job opportunities to the youth and women by giving emphasis to strengthening Small and Medium Enterprises (SMEs) as well as focusing on sectors such as light manufacturing, agriculture, tourism and information technology which are key to job creation.

Further referring to the topic of the panel “boosting local entrepreneurship,” she explained how women contribute to the economy through SMEs. She also highlighted how women are forced to engage in the informal sector due to lack of access to finance and the need for them to be supported financially and technically. She also shaded light on how as a country of small holder farmers, Ethiopia projects a strong case for entrepreneurship. She brought the case of coffee in this regard.

Turning around Ethiopia’s economy, among others, adding value to coffee export by developing the capacity, and expanding the market for Ethiopian originated processed coffee would be very crucial in terms of transforming the economy and accruing benefits to various sectors of the society. In this regard, H.E Ambassador Hirut has highlighted three key interventions that the EU could take part in boosting local entrepreneurship. These could be in strengthening support for women entrepreneurs, supporting the development of value chains that could create advanced agricultural production such as in the coffee sector and the development of incubation centers to create a bridge between Technical and Vocational Education Training centers and the job market.

Lora Borissova from the European Commission for International Partnerships, on her part, stated that the European Union is working to develop a new comprehensive cooperation and development strategy with Africa. She said the Union is working primarily to strengthen job creation, small and medium enterprises, and private start-up investors in Africa, adding that it will focus on increasing the participation of women and youths.

Other speakers contributed views on support needed to increase local entrepreneurs’ participation in expanding value chains and support to transform infrastructure and systems that will enable growth in trade across Africa and to external markets.

With hundreds of high-level speakers, different interactive debates, and exclusive networking opportunities, EBS has become a landmark event in Brussels attracting thousands of attendees each year.

The summit has created an opportunity for the Ethiopian side to show how value addition could transform the economy and to explain in detail focus and directions of Ethiopia’s 10-year development plan. It has also created an opportunity to highlight areas that could help forge cooperation between Ethiopia and the EU specially in enhancing local entrepreneurship.

The summit attended by more than 6000 businesses around the world, gave visibility to Ethiopia’s development plans and garnering possible partnership across public private partnership.

Ethiopia to hold Regional and National elections in June 2021

Ethiopia holds its Federal and Regional Parliamentary elections every five years. The 6th General National Election for Federal and Regional Parliamentary seats were supposed to be held in August 2020. Due to the outbreak of COVID-19, the National Electoral Board of Ethiopia (NEBE), after having consultations with various actors and stakeholders, and getting approval from the federal parliament, postponed the elections until the time where the country reaches the right level of capacity and awareness to manage the COVID-19 pandemic problem.

Now, after the necessary assessment was made, the National Electoral Board of Ethiopia (NEBE) has announced the final dates for the 6th General National Election to be on early June 2021. To this end, the National Election Board has issued a detailed timetable which serves as a guide to political parties, voters, civil societies, and other partners.

Africa’s second most populous nation with some 110 million citizens, Ethiopia has a federal system and 10 regional governments.

The OACPS and the EU reach a Political Deal on the New OACPS-EU Partnership Agreement

The process of the post-Cotonou negotiations, which was launched at the margins of the United Nations General Assembly in New York in September 2018, has been finalized in December 2020 after close to 27 months of intense and rigorous negotiation between the 79 member states of the OACPS and the European Union. After the parties have managed to reach a political deal on the text for a new Partnership Agreement, Honorable Professor Robert Dussey, OACPS’ Chief Negotiator and Togo’s Minister of Foreign Affairs, African Integration and Togolese Abroad, and H.E. Ms. Jutta Urpilainen, EU’s Chief Negotiator and Commissioner for International Partnerships, having met on 03 December 2020 announced the conclusion of long and intense negotiations for a new Partnership Agreement that’s set to replace the Cotonou Partnership Agreement (CPA).

During the negotiation process, the delegation of Ethiopia played an active role by discharging its responsibility as member of the Central Negotiating Group (CNG) and Coordinator of the Technical Negotiating Team III of the Africa Regional Protocol to achieve the best possible outcome from the negotiation process that serves well the interests of the OACPS. Currently, the text for the new Partnership Agreement is undergoing through a verification and legal scrubbing process before the chief negotiators initial the text by the end of January 2021. The signing of the agreement, however, will take place after at least eight months to allow sufficient time to go through pertinent internal procedures both on the OACPS and the EU sides. Until the new Agreement enters into force, the application of Cotonou Agreement is extended until 30 November 2021. Once in effect, the new Agreement will serve as the new legal framework and guide political, economic and cooperation relations between the EU and 79 members of the OACPS for the next twenty years.

On the occasion, H.E Ambassador Hirut and the Chief of Protocol had the chance to exchange views on how the handing over of the letter of credence will facilitate the working relations between the Embassy and the EU institutions.

Ethiopia and the EU have more than half a century long relations and cooperation that has been upgraded towards strategic partnership.

The two sides agreed to continue to closely work together and keep exchanging views on the matter and other issues of common interest.

Letesenbet Gidey Breaks the 5,000-Meter World Record on a Historic Night in Valencia A year after finishing second in the 10,000 meters at the 2019 IAAF World Championships, Letesenbet Gidey became the fastest woman to ever run 5,000 meters on the track.

On Wednesday, 07 October 2020, the Ethiopian shattered the world record, which previously stood for 12 years, at the NN Valencia World Record Day in Valencia, Spain, by running 14:06.62. Her performance improved on the previous world record of 14:11.15 set by Tirunesh Dibaba in 2008.

By breaking the 5,000-meter world record, Gidey continued the legacy of Ethiopian runners holding the fastest times. Dibaba is also from Ethiopia. In 2008—the same year she broke the world record in the 5,000 meters—Dibaba won gold in the 5,000 meters and 10,000 meters at the Beijing Games.

January, a month of Timket in Ethiopia

Timket is one of the most important festivals on the Ethiopian calendar, celebrated each year in the month of January. Timket is an occasion mainly celebrated by Orthodox Christian to mark the baptism of Jesus Christ in the River Jordan.The celebrations begin on the eve of Timket, on 18th of January(19th on a leap year), which is called Ketera.

On the eve of Timket, preparations take place for Timket. On this day models of the Ark of the Covenant, called Tabots, are taken from each Orthodox churches wrapped in cloth and silk to the place of celebration. The most senior priest from each church leads the procession carrying the Tabots on their heads.

The Tabot symbolizes the tablets on which the 10 commandments were written and presented to Moses by God on Mount Sinai. The priests and some other participants keep vigil over the tabots during the night.

On the day of Timket, January 19th (20th on a leap year) Mass, sermons are made by important church figures. Participants then submerge themselves in the blessed water, renewing the vows they made at the baptism.This key part of the celebration is a reenactment of the baptism of Jesus in the River Jordan. On the final day of the Timket festival, the Tabots which had been carried to the celebration places are taken back to their respective churches in a similar procession.

Timket is one of the colorful celebrations in Ethiopia which draws believers and non-believers of the Orthodox faith from all over the country to witness the celebration.This is the time when tourists from all over the world enjoy coming to Ethiopia to participate and witness
