The democratic election that was held on the 21st of June and the formation of the new government on the 4th of October 2021 is one of the most important achievements of the reform embarked upon back in 2018.

On the dawn of November 3, 2020, the Tigray People Liberation Front (TPLF) renegades attacked the Northern Command of the Ethiopia National Defense Force and killed thousands of Ethiopian army officers and their families - a barbaric and cruel act.

Ghenna (ገና) and Timket (ጥምቀት) are synonymous to Christmas and Epiphany, respectively, in the official working language Amharic with their unique Ethiopian features and calendar. In Ethiopia, both festivities are celebrated during the month of January with their colourful cultural and religious attributes.

The 20th issue of the Ethiopian Messenger will focus on the Embassy’s activities and Ethiopia’s major engagements in the past three months.

በቅድሚያ በሀገራችን የተመሰረተው አዲስ መንግሥት እያጋጠሙት ያሉት ፈተናዎች እና መጻኢ እድሎች ላይ ያተኮረ ጹሑፍ ቀርቧል።

The first article encompasses challenges and opportunities for the new Ethiopian government ahead.

በመቀጠል በሀገራችን ባለፈው አንድ ዓመት በሰሜኑ የሀገራችን ክፍል ስለነበሩ ተግዳሮቶችና የተጀመረው ሁሉን አቀፍ ሪፎርም በጊዜያዊ ችግሮች ሳይደናቀፍ ለማስቀጠል እየተደረገ ያለው ጥረት ምን እንደሚመስል የሚያሳይ ጹሁፍም ተካቷል።

The second article focuses on happenings over the past year in the northern part of Ethiopia and the way ahead.

New Government in Ethiopia: Challenges and Opportunities The past three years of transition have brought important undertakings that led to ascertaining political freedom and democracy in Ethiopia. It will only be timely to draw the significant developments made to hold a democratic national election and why it is important to make sure this democratic path has to succeed.

When the new government led by Prime Minister Abiy Ahmed took office, it initiated unprecedented reforms that has heralded the release of thousands of political prisoners, gave amnesty for many oppositions in exile to return and take part in the political dispensation of the country and it has also reformed repressive laws and strengthened the ethos of unity in diversity. The step taken to create an independent electoral structure was part of this process that has been essential to run a successful election.

Given the current reality in Ethiopia, it would be timely to emphasize the struggle made to ascertain the rule of law through the recent national election and the need to uphold a democratic path.

This was an election better contested with more than 52 parties taking part for both the federal and local parliamentary seats. Former oppositions and political figures that were excluded from the political scene in Ethiopia were allowed to partake in the contestations. The conduct of such a successful election has to also be credited to the painstaking work done by the National Election Board of Ethiopia, led by former political prisoner herself, the Honorable Madam Birtukan Mideksa.

The level of transparency that the Board has demonstrated both at the stages of voters’ education, registration and results administration was simply of a high standard for an infant democracy like Ethiopia.

The election was a landmark, showcasing the commitment of the govern-

The government and the populace at large have spoken with one voice to the importance of a free and democratic election. The election was observed by more than a thousand local civic society organizations and representatives of the international community, including the African Union.

About 40 million Ethiopians queued line after line to assert their rights through the ballot box- the highest voters turn out in the country’s election history. Ethiopia has shown a strong commitment for democratization despite internal security challenges.

The Prosperity Party that won the majority of the electoral vote has taken an exemplary step by setting the culture of tolerance and cooperation when it embraced opposition parties in the newly formed cabinet and various administrative levels. The drive to ascertain gender parity has been upheld as a high percentage of the cabinet portfolio was composed of women.

Thanks to the bold decision by the reformist government to lay the foundation of gender balance, the bar is set high for the future of women in leadership. It is surprising as to why this important undertaking in Ethiopia was not given the deserved attention of the International Community and the mainstream media.

The Government and the People of Ethiopia were in the midst of preparation for such commendable democratic undertakings exactly a year ago when the TPLF clique attacked its own brethren at the Northern Command of the National Defense Force forcing Ethiopia to take law enforcement operation in order to defend its sovereignty and territorial integrity.

There were countless efforts made to solve longstanding political problems in the country through dialogue. The political dialogue launched in the past two years, prior to the conflict, was meant to have a fertile transitioning to the June election. The political dialogue was drawn in the interest of creating national consensus among various political thoughts on how to build a political system that brings a reasonable continuum to all interest groups in the nation.

A number of steps were taken to bring back the degenerative path that the TPLF was taking the country to, by derailing from the reform process.

There was every possibility for the TPLF to be part of this dialogue to create national consensus rather than fighting to keep the status quo that was waning. It should not be lost on us that reconciliation efforts were undertaken by the ruling party itself, various religious, elderly people, and civil society groups to make sure that the intransigence of the TPLF has to end and it has to be on course in the reform process.

This is the untold story buried and camouflaged by the current conflict. It is an untold story that the government of Ethiopia or the people were the last to see the country in the current state of affairs. It is an untold story that despite the challenges that it had to check an unwarranted attack from within, the government has not stepped back from its commitment for a democratic election.

Friends of Ethiopia should reflect on these facts and play a positive force in the effort to upholding the democratic order. Ethiopians have decided on how to be governed through the June 2021 democratic election. Only a democratic path could bring the country back on course of peace and security. For this to happen the voice of the people expressed through the ballot box should be respected.

There is no doubt that Ethiopia will settle its current internal security challenges, unfortunately inflicted upon her from within. Ethiopia has been a symbol of freedom and justice in many instances on the world stage. It is time for the international community to support this remarkable nation overcome its challenges.

It is in the best interest of the international community to try to understand the country’s drive to reform and ascertain national sovereignty, and provide critical support whereas the international media is advised to be a rationale voice of the international community that puts the problem into the right context.

Ethiopia is a country of more than 80 ethnic groups with varying aspirations on how to uphold the constitutional order. So is also a nation that exhibits centuries old values that weld the people together in bad times and good times.

Nieuwe regering in Ethiopië: uitdagingen en kansen De laatste drie overgangsjaren werden gekenmerkt door belangrijke initiatieven die de politieke vrijheid en democratie in Ethiopië veilig hebben gesteld. Het is tijd om de aandacht te vestigen op de belangrijke ontwikkelingen die zich hebben voorgedaan bij de organisatie van democratische nationale verkiezingen en op het belang van het welslagen van de democratische weg die is ingeslagen.

Dat de verkiezingen zo succesvol zijn verlopen, is ook te danken aan het zorgvuldige werk van de Nationale Kiesraad van Ethiopië, onder leiding van mevrouw Birtukan Mideksa, een voormalig politiek gevangene.

De Welvaartspartij, die de meerderheid van de stemmen heeft behaald, heeft een voorbeeldige stap gezet door een cultuur van verdraagzaamheid en samenwerking tot stand te brengen toen zij oppositiepartijen welkom heette in het nieuwgevormde kabinet en op verschillende bestuurlijke niveaus. Het streven naar gendergelijkheid werd gehandhaafd, aangezien een hoog percentage van de ministerportefeuilles aan vrouwen werd gegeven.

Dankzij het moedige besluit van de hervormingsregering om de basis te leggen voor genderevenwicht, ligt de lat hoog voor de toekomst van vrouwen in leidinggevende functies. Precies een jaar geleden, toen de Ethiopische regering en het Ethiopische volk zich midden in de voorbereidingen voor dit prijzenswaardige democratische streven bevonden, vielen leden van het VBFT hun eigen broeders in het Noordelijk Commando van de Nationale Defensiemacht aan, waardoor Ethiopië gedwongen werd een rechtshandhavingsoperatie uit te voeren ter verdediging van zijn soevereiniteit en territoriale integriteit.

Er zijn talloze pogingen ondernomen om de reeds lang bestaande politieke problemen van het land door middel van dialoog op te lossen. De politieke dialoog die in de afgelopen twee jaar, vóór het conflict, op gang is gebracht, was bedoeld als een vruchtbare overgang naar de verkiezingen van juni. Het initiatief werd genomen met het doel een nationale consensus tussen de verschillende politieke geesten tot stand te brengen over de vraag hoe een politiek systeem kan worden opgebouwd dat een redelijk continuüm biedt voor alle belangengroepen in de natie.

Ethiopië is een land met meer dan 80 etnische groepen met verschillende aspiraties over de wijze waarop de constitutionele orde moet worden gehandhaafd. Het is ook een natie met eeuwenoude waarden die de mensen samenbinden in goede en slechte tijden.

Er werden verscheidene stappen ondernomen om het land weer op het rechte pad te brengen en niet op het degeneratieve pad waar het VBFT het land naartoe leidde, waardoor het ontspoorde van het hervormingsproces.

Het VBFT kon heel goed aan deze dialoog deelnemen om een nationale consensus tot stand te brengen in plaats van te vechten voor de handhaving van de vervagende status quo. Wij mogen niet uit het oog verliezen dat de regeringspartij zelf, diverse religieuze groeperingen, ouderen en groeperingen van de civiele samenleving verzoeningspogingen hebben ondernomen om ervoor te zorgen dat er een einde kwam aan de onverzoenlijke houding van het VBFT en het hervormingsproces op zijn beloop werd gelaten.

Dit is het onbekende verhaal, begraven en verdoezeld door het huidige conflict. Het is een onbekend verhaal en de Ethiopische regering of bevolking zijn de laatsten geweest die het land in zijn huidige staat hebben gezien. Het is een onbekend verhaal en ondanks de uitdagingen waarmee zij is geconfronteerd bij het weerstaan van een ongerechtvaardigde aanval van binnenuit, heeft de regering haar engagement voor democratische verkiezingen niet opgegeven.

Vrienden van Ethiopië zouden zich over deze feiten moeten beraden en een positieve rol moeten spelen bij de pogingen om de democratische orde te handhaven. De Ethiopiërs hebben besloten hoe zij bij de democratische verkiezingen in juni 2021 zullen worden geregeerd. Alleen een democratische weg kan het land weer op het pad van vrede en veiligheid brengen.

Daartoe moet de stem van het volk, die via de stembus tot uitdrukking wordt gebracht, worden gerespecteerd.

Het lijdt geen twijfel dat Ethiopië zijn huidige interne veiligheidsproblemen, die helaas van binnenuit worden veroorzaakt, zal oplossen. Ethiopië is bij vele gelegenheden op het wereldtoneel een symbool van vrijheid en rechtvaardigheid geweest. Het is tijd dat de internationale gemeenschap deze opmerkelijke natie helpt haar moeilijkheden te overwinnen.

Het is in het belang van de internationale gemeenschap te trachten de wens van het land om hervormingen door te voeren en zijn nationale soevereiniteit te doen gelden, te begrijpen en kritisch te steunen; tegelijkertijd wordt de internationale media geadviseerd een rationele stem van de internationale gemeenschap te zijn die de kwestie in de juiste context plaatst.

Nouveau gouvernement en Éthiopie : défis et opportunités Les trois dernières années de transition ont été marquées par des initiatives importantes qui ont permis de garantir la liberté politique et la démocratie en Éthiopie. Il est temps de souligner les développements significatifs réalisés pour organiser des élections nationales démocratiques et l’importance de s’assurer de la réussite de la voie démocratique empruntée.

Crédit : Bureau du Premier ministre éthiopien L’élection démocratique qui s’est tenue le 21 juin et la formation du nouveau gouvernement le 4 octobre 2021 constituent l’une des plus importantes réalisations de la réforme engagée en 2018. Lorsque le nouveau gouvernement dirigé par le Premier ministre Abiy Ahmed a pris ses fonctions, il a lancé des réformes sans précédent qui ont permis la libération de milliers de prisonniers politiques et l’amnistie de nombreux opposants en exil afin qu’ils puissent revenir et prendre part à la vie politique du pays. Il a également réformé les lois répressives et renforcé l’éthique de l’unité dans la diversité. Les mesures prises pour créer une structure électorale indépendante faisait partie de ce processus qui s’est avéré essentiel dans l’organisation d’élections réussies.

Compte tenu de la réalité actuelle en Éthiopie, il serait opportun de mettre l’accent sur la lutte menée pour assurer l’État de droit à travers les récentes élections nationales et sur la nécessité de maintenir une voie démocratique.

Ce fut une élection très disputée, avec plus de 52 partis en lice pour les sièges parlementaires fédéraux et locaux. Les anciennes oppositions et

les personnalités politiques exclues de la scène politique éthiopienne ont été autorisées à prendre part au scrutin. La conduite d’une élection aussi réussie doit également être mise au crédit du travail minutieux accompli par le Conseil électoral national d’Éthiopie, dirigé par Madame Birtukan Mideksa, ancienne prisonnière politique.

La transparence dont le Conseil a fait preuve, tant au niveau de l’éducation des électeurs que de l’inscription et de l’administration des résultats, était tout simplement d’un niveau élevé pour une démocratie naissante comme l’Éthiopie.

L’élection a fait date, montrant l’engagement du gouvernement et du peuple afin de faire avancer la démocratie dans le pays. Le gouvernement et la population dans son ensemble se sont prononcés à l’unanimité en faveur d’une élection libre et démocratique. L’élection a été observée par plus d’un millier d’organisations de la société civile locale et de représentants de la communauté internationale, dont l’Union africaine.

L’Éthiopie a fait preuve d’un engagement fort en faveur de la démocratisation, malgré les problèmes de sécurité interne.

Le Parti de la Prospérité, qui a remporté la majorité des suffrages, a pris des mesures exemplaires en instaurant une culture de tolérance et de coopération lorsqu’il a accueilli les partis d’opposition au sein du cabinet nouvellement formé et à divers niveaux administratifs. La volonté d’assurer la parité entre les sexes a été maintenue puisqu’un pourcentage élevé de portefeuilles ministériels a été octroyé à des femmes.

Grâce à la décision audacieuse du gouvernement réformateur de jeter les bases de l’équilibre entre les sexes, la barre est placée très haut pour l’avenir des femmes à des postes de direction. Il est surprenant de constater que cette importante entreprise en Éthiopie n’a pas reçu l’attention méritée de la communauté internationale et des principaux médias.

Il y a exactement un an, alors que le gouvernement et le peuple éthiopiens étaient en pleine préparation de cette entreprise démocratique louable, les membres du FLPT ont attaqué leurs propres frères au Commandement du Nord de la Force de défense nationale, obligeant l’Éthiopie à mener une opération de maintien de l’ordre afin de défendre sa souveraineté et son intégrité territoriale.

D’innombrables efforts ont été déployés pour résoudre les problèmes politiques de longue date du pays par le dialogue. Le dialogue politique lancé ces deux dernières années, avant le conflit, devait offrir une transition fertile vers les élections de juin. Celui-ci a été engagé dans le but de créer un consensus national entre les différentes pensées politiques sur la manière de construire un système politique qui apporte un continuum raisonnable à tous les groupes d’intérêt de la nation.

L’Éthiopie est un pays qui compte plus de 80 groupes ethniques ayant des aspirations différentes quant à la manière de faire respecter l’ordre constitutionnel. C’est aussi une nation qui affiche des valeurs séculaires qui soudent le peuple dans les bons et les mauvais moments.

Plusieurs mesures ont été prises pour ramener le pays sur le droit chemin et non sur la voie de la dégénérescence où le FLPT l’entraînait, en le faisant dérailler du processus de réforme. Il était tout à fait possible pour le FLPT de prendre part à ce dialogue afin de créer un consensus national plutôt

que de se battre pour maintenir le statu quo qui s’étiole. Nous ne devons pas perdre de vue que des efforts de réconciliation ont été entrepris par le parti au pouvoir lui-même, divers groupes religieux, des personnes âgées et des groupes de la société civile pour s’assurer que l’intransigeance du FLPT prenne fin et que le processus de réforme suive son cours.

C’est l’histoire non racontée, enterrée et camouflée par le conflit actuel.

C’est une histoire inédite et le gouvernement ou le peuple éthiopien ont été les derniers à voir le pays dans l’état actuel des choses. C’est une histoire inédite et, malgré les défis qu’il a dû relever pour contrer une attaque injustifiée de l’intérieur, le gouvernement n’a pas reculé dans son engagement en faveur d’élections démocratiques.

Les amis de l’Éthiopie devraient réfléchir sur ces sujets et jouer un rôle positif dans l’effort de maintien de l’ordre démocratique. Les Éthiopiens ont décidé de la manière dont ils seront gouvernés lors des élections démocratiques de juin 2021. Seule une voie démocratique peut ramener le pays sur le chemin de la paix et de la sécurité. Pour ce faire, la voix du peuple exprimée par les urnes doit être respectée.

Il ne fait aucun doute que l’Éthiopie résoudra ses problèmes actuels de sécurité interne, qui lui sont malheureusement infligés de l’intérieur.

L’Éthiopie a été un symbole de liberté et de justice à de nombreuses reprises sur la scène mondiale. Il est temps que la communauté internationale aide cette nation remarquable à surmonter ses difficultés.

Il est dans l’intérêt de la communauté internationale d’essayer de comprendre la volonté du pays de se réformer et d’affirmer sa souveraineté nationale, et de lui apporter un soutien critique ; parallèlement, il est conseillé aux médias internationaux de se vouloir plutôt une voix rationnelle de la communauté internationale replaçant le problème dans le bon contexte.

Ethiopia: What Transpired over the Past Year, the Way Ahead

Remembering November 3

On the dawn of November 3, 2020, the Tigray People Liberation Front (TPLF) renegades attacked the Northern Command of the Ethiopia National Defense Force and killed thousands of Ethiopian army officers and their families - a barbaric and cruel act. The Northern Command was composed of men and women who came from different geographic parts and ethnic backgrounds of the country. It was a command force that stood with unreserved patriotism and dedication to protect the people and territory of their country that made them stand in unison over 20 years.

Negative elements loyal to the TPLF attacked this federal military base at multiple locations in Tigray early on November 3 after jamming military communications. This negative elements took control of the headquarters of the Northern Command in Mekelle stabbing behind the back the command force that protects the national sovereignty. This utter betrayal left thousands of Ethiopian soldiers dead and left some others in captives.

As per the law of the land the Government has an obligation to protect the sovereignty of the country when the attack from within was inflected.

Hence, the government launched a law enforcement operation with the aim to apprehend leaders of the criminal group and bring them to justice, as well as free military officers that were in the hands of the criminal group. The federal government was able to achieve its stated objectives within short span of time. However, the remnants of the TPLF clique that went in hiding had since protracted the situation by running a selfish operation at the expense of the people including by creating human shield and conscripting child soldiers.

• TPLF’s intransigence and the ensued conflict Since the government led by Dr. Abiy Ahmed came to power, it has been trying its level best, for two and half years, to create a political dialogue process with the TPLF and other political parties in the country as part of the reform. The TPLF, however, remained intransigent to any form of dialogue and ended up provoking a conflict by attacking the Northern Command of the Ethiopian National Defense Forces (ENDF) on early November 2020.

Once the law enforcement operation was concluded, the government’s focus shifted into rebuilding what had been lost during the operation as well as supplying the needed humanitarian support to the people of Tigray. For over eight months, the government was covering 70% of the total humanitarian provisions. It has also invited UN agencies, several humanitarian organizations into the region, with the intent of intensifying the humanitarian provision to reach the people in need.

However, the remnants of the clique in hiding had pursued a selfish act of prolonging the conflict by regrouping and immersing the peaceful people in Tigray as a human weave. Everything had to be sacrificed to fuel the

conflict.

• Zero Tolerance on human rights violations In the process of this conflict various unfortunate incidents have happened, including alleged human rights violations and gender-based violence.

The government had underlined its zero tolerance on such violations and launched investigations through its judiciary body. The government had also invited regional as well as international relevant bodies to carry out an independent investigation. The UNOHCHR and Ethiopian Human Right Commission (EHRC) have in this case run months long investigation and issued a final report on the 3rd of November 2021. The Government, keeping its promise, has welcomed the investigation report and announced the establishment of an inter-ministerial task force, with a view to implement the indicated recommendations. It was however regrettable and unacceptable to witness a politically motivated parallel monitoring mechanism launched in December by the UNOHCHR without even waiting for the process of the inter-ministerial task force to conclude its work.

Turning points: from declaring unilateral cease fire to the Prime Minister leading the troops to victory On June 28, 2021, the Government of Ethiopia declared a unilateral ceasefire with a view to addressing challenges associated with humanitarian access and most importantly to strengthen the effort to rehabilitate and rebuild the Tigray region. However, the TPLF disregarded the government’s move and continued its blatant attacks expanding the conflict into the neighboring Afar and Amhara regions. The group, while occupying some areas of these regions, committed atrocities in various towns including mass rape, lootings and mass killings of civilians which caused further displacement and humanitarian crisis.

As the situation necessitated, on the 22nd of November 2021, H.E. Abiy Ahmed Ali, Prime Minister of the FDRE and commander in chief of the Ethiopian Armed Forces announced his intention to personally direct the fight against the TPLF on the battlefield. The decision has triggered a great moral boost among the Ethiopian army and brought about a string of victories, reversing two month of rebel gains in Amhara and Afra regions, in little over a week. The first major territory the government retook was the town of Chifra in the Afar region. On the 1st of December, it announced the recapture of Shewa Robit, and a day later the military and allied militia retook Lalibela, an historic town famous for its 12th century rock-hewn churches. On the Following days, the government recaptured all the strategic towns in Amhara and Afar regional states and cleared out the TPLF from all the territories that it had occupied. On 23rd of December 2021, the Federal Government ordered the army to remain on guard in the recently liberated areas.

•

Bias in some corners of the international community and the media

Since the war broke-out, despite the government’s effort to address the various challenges it has been facing, including alleged human rights violations as well as the humanitarian situation, some members of the international community as well as some media organizations have chosen to pressurize and blackmail the government based on misguided premise created by TPLF’s propaganda.

One can not forget how an orchestrated media campaign was waged by drumming the narrative that ‘Addis Ababa is falling’ despite a continued reassurance by the government that Addis Ababa was calm. We also remember there was an intense propaganda against holding the recently concluded national election portraying Ethiopia is not ready for democratic process. On both cases these negative campaigns were proved wrong.

On the other hand, whenever the TPLF commits heinous crimes there were widespread under reporting and hesitation to condemn the acts.

Since September only, the TPLF summarily executed 240 people, including more than 100 children, in attacks on displaced families sheltering at a health facility and a school in Galcoma area, Afar region. Likewise, more than 200 civilians in Chena, over 600 civilians in Kobo and over 100 civilians in Kombolcha of Amhara Region were summarily executed. They also used rape as a weapon of war. However, with the exception of few, one hardly finds these atrocities committed by the criminal group making headlines or call for an investigation. This has emboldened the junta to pursue its agenda of precipitating conflicts and causing distractions in areas where the conflict is ongoing. It is still a puzzle why the relevant international bodies are not questioning the hijacking of more than 1000 UN trucks by the TPLF clique while there is a dire need to address the humanitarian situation.

• The way ahead: Since coming to power in April 2018, H.E. P.M Abiy’s administration has been fully committed on sustaining and spearheading multifaceted reform programs. Even if the past year has put the government to dedicate most of its focus on defending the country from an existential threat posed on it by the belligerent group, promises made at the initial stage of the

reform were being pursued.

In the past year, Ethiopia has achieved commendable results at the back of wide range of challenges. It has successfully held one of the most democratic and inclusive elections that the country has ever seen in its history; it has been able to contain the spread of Covid-19 simultaneously managing the impact that the pandemic brought on its economy; and the government has also continued to introduce new reform measures in various sectors consolidating the reform programs launched in April 2018.

Ethiopia, as a country rich in diversity, houses people and parties who hold differing views on various matters of national importance. The National Dialogue Commission that is set to be established soon would certainly help move forward national consensus in narrowing these differences, which ultimately helps to bridge gaps on major political issues among the political elite and the society at large. The ongoing conflict is also a matter that could be resolved through this domestic mechanism and our continental organization, the African Union. Ethiopia had made it clear that it has welcome the Africa union to support the peace efforts.

Ethiopia is a shining example of resilience and resistance to external challenges over the centuries. Ethiopians have stood united against many odds with a colorful history of sovereignty and independence. These are facts that need to be considered in understanding the nation. No doubt, the country is passing through one of the most challenging times but not unsurmountable ones. Friends and partners should not lose sight of this fact. It is time for the international community and friends of Ethiopia to recognize and nurture the fact that domestic efforts coupled with the continental engagement will take the nation a step forward to solve the current state of security in the country.

Ethiopië: het jaaroverzicht en de weg vooruit

Credit: Bureau van de eerste minister van Ethiopië • De gebeurtenissen van 3 november In de vroege uren van 3 november 2020 hebben afvalligen van het Volksbevrijdingsfront van Tigray (VBFT) het Noordelijk Commando van de Ethiopische Nationale Defensiemacht aangevallen en duizenden Ethiopische legerofficieren en hun gezinnen gedood - een barbaarse en wrede daad. Het Noordelijk Commando was samengesteld uit mannen en vrouwen uit verschillende geografische regio’s en etnische achtergronden van het land. Deze commandotroepen, die blijk gaven van een ongeëvenaard patriottisme en toewijding aan de bescherming van het volk en het grondgebied van hun land, bleven gedurende 20 jaar verenigd.

Negatieve elementen die loyaal zijn aan het VBFT hebben begin 3 november deze federale militaire basis op verschillende plaatsen in Tigray aangevallen na de militaire communicatie te hebben gestoord. Deze negatieve elementen hebben de controle over het hoofdkwartier van het Noordelijk Commando in Mekelle overgenomen en de commandotroepen die de nationale soevereiniteit beschermen in de rug gestoken. Door dit naamloze verraad zijn duizenden Ethiopische soldaten omgekomen en zitten anderen in de val.

Volgens de wet van het land is de regering verplicht de soevereiniteit van het land te beschermen wanneer de aanval van binnenuit komt.

De regering is daarom begonnen met een repressief optreden om de leiders van de criminele groepering te arresteren en voor de rechter te brengen, en om de militaire officieren die zij gevangen hadden genomen, vrij te laten. De federale regering was in staat haar doelstellingen in korte tijd te verwezenlijken. De ondergedoken VBFT-restanten hebben de situatie sindsdien echter verlengd met een egoïstische operatie ten koste van de bevolking, inclusief het creëren van menselijke schilden en het ronselen van kindsoldaten.

• Onverzettelijkheid van het VBFT en daaruit voortvloeiend conflict Sinds de regering onder leiding van Dr Abiy Ahmed aan de macht is gekomen, heeft zij de afgelopen twee en een half jaar geprobeerd een politieke dialoog met het VBFT en andere politieke partijen in het land op gang te brengen als onderdeel van de hervorming. Het VBFT bleef echter onverzettelijk tegen elke vorm van dialoog en lokte uiteindelijk een conflict uit door begin november 2020 het Noordelijk Commando van de Ethiopische Nationale Defensiemacht (ENDM) aan te vallen.

Na afloop van de politieoperatie heeft de regering zich geconcentreerd op de wederopbouw van wat tijdens de operatie verloren was gegaan en op het verlenen van de nodige humanitaire hulp aan de bevolking van Tigray. Gedurende meer dan acht maanden nam de regering 70% van de totale humanitaire voorziening voor haar rekening. Hij nodigde ook VN-agentschappen en verscheidene humanitaire organisaties in de regio uit, met als doel de humanitaire hulp te versterken om de noodlijdenden te bereiken.

De ondergedoken dissidenten gingen echter door met hun egoïstische daad om het conflict te verlengen door zich te hergroeperen en de vreedzame bevolking van Tigray als menselijk harnas te gebruiken. Alles moest worden opgeofferd om het conflict aan te wakkeren.

• Nultolerantie voor schendingen van de mensenrechten Tijdens het conflict hebben zich verschillende betreurenswaardige incidenten voorgedaan, waaronder vermeende schendingen van de mensenrechten en op gender gebaseerd geweld. De regering heeft benadrukt dat zij deze schendingen absoluut niet tolereert en heeft via haar gerechtelijke instantie een onderzoek ingesteld. Tevens heeft zij de bevoegde regionale en internationale instanties verzocht een onafhankelijk onderzoek in te stellen. Het UNOHCHR en de Ethiopische mensenrechtencommissie (EMRC) hebben een maandenlang onderzoek naar de zaak verricht en op 3 november 2021 een eindverslag uitgebracht. De regering, die haar belofte nakwam, verwelkomde het onderzoeksrapport en kondigde de oprichting aan van een interministeriële werkgroep om de aanbevelingen uit te voeren. Het is echter betreurenswaardig en onaanvaardbaar dat het UNOHCHR in december een politiek gemotiveerd parallel toezichtmechanisme heeft gelanceerd zonder zelfs maar de voltooiing van de werkzaamheden van de interministeriële werkgroep force af te wachten.

• Belangrijkste elementen: van de unilaterale afkondiging van een staakt-het-vuren tot de eerste minister die de troepen naar de overwinning leidt Op 28 juni 2021 heeft de Ethiopische regering een eenzijdig staakt-hetvuren afgekondigd om de problemen in verband met de toegang van humanitaire hulp aan te pakken en, wat het belangrijkst is, om de rehabilitatie- en wederopbouwinspanningen in de regio Tigray te versterken. Het VBFT negeerde echter het besluit van de regering en ging door met zijn wrede aanvallen, waardoor het conflict zich uitbreidde naar de aangrenzende regio’s Afar en Amhara. Terwijl de groep delen van deze regio’s bezette, beging het VBFT in verscheidene steden wreedheden, waaronder verkrachting, plundering en massamoord op burgers, hetgeen leidde tot verdere ontheemding en een humanitaire crisis.

Zoals de situatie vereiste, kondigde Abiy Ahmed Ali, eerste minister van de FDRE en opperbevelhebber van de Ethiopische Defensiemacht, op 22 november 2021 aan dat hij persoonlijk de strijd tegen het VBFT op het slagveld wilde leiden. Dit besluit gaf het Ethiopische leger een belangrijke morele stimulans en leidde tot een reeks overwinningen, waarbij in iets meer dan een week twee maanden van opmars van de rebellen in de regio’s Amhara en Afra werden teruggedraaid. Het eerste grote gebied dat de regering heroverde was de stad Chifra in de regio Afar. Op 1 december kondigde het de herovering van Shewa Robit aan, en een dag later heroverden het leger en de geallieerde milities Lalibela, een historische stad die beroemd is om zijn uit rots gehouwen kerken uit de 12e eeuw. In de daaropvolgende dagen heroverde de regering alle strategische steden in de regionale staten Amhara en Afar en verdreef zij het VBFT uit alle

gebieden die zij had bezet. Op 23 december 2021 gaf de federale regering het leger opdracht de wacht te houden in de pas bevrijde gebieden.

• Vooroordelen van sommige leden van de internationale gemeenschap en de media Sinds het uitbreken van de oorlog hebben sommige leden van de internationale gemeenschap en verschillende media, ondanks de inspanningen van de regering om de verschillende problemen waarmee zij wordt geconfronteerd, waaronder vermeende schendingen van de mensenrechten en de humanitaire situatie, aan te pakken, ervoor gekozen de regering onder druk te zetten en te chanteren op basis van valse premissen, die hun oorsprong vinden in de propaganda van het VBFT. We mogen niet vergeten dat er een mediacampagne werd opgezet om de mensen te doen geloven dat “Addis Abeba aan het vallen was”, terwijl de regering bleef beweren dat Addis Abeba rustig was. Hetzelfde geldt voor de intense propaganda tegen de onlangs afgesloten nationale verkiezingen, waarbij werd beweerd dat Ethiopië niet klaar was voor een democratisch proces. In beide gevallen bleken deze negatieve campagnes vals te zijn.

Anderzijds, telkens wanneer het VBFT gruwelijke misdaden begaat, is er een wijdverspreide onderrapportage en aarzeling om de daden te veroordelen. Alleen al sinds september heeft het VBFT 240 mensen, waaronder meer dan 100 kinderen, standrechtelijk geëxecuteerd bij aanvallen op ontheemde gezinnen die hun toevlucht hadden gezocht in een gezondheidscentrum en een school in de wijk Galcoma in Afar. Evenzo werden meer dan 200 burgers in Chena, meer dan 600 burgers in Kobo en meer dan 100 burgers in Kombolcha in de Amhara-regio standrechtelijk geëxecuteerd. Ze gebruikten ook verkrachting als oorlogswapen. Op enkele uitzonderingen na halen deze gruweldaden van de criminele groep echter niet de voorpagina’s van de kranten en worden zij niet onderzocht.

Dit heeft de junta aangemoedigd door te gaan met haar programma om conflicten uit te lokken en afleiding te zoeken in gebieden waar conflicten aan de gang zijn. Het is nog steeds onduidelijk waarom de bevoegde internationale instanties geen vragen stellen over de kaping van meer dan 1000 VN-vrachtwagens door leden van het VBFT, terwijl de humanitaire situatie moet worden aangepakt.

• Toekomstperspectieven: Sinds zij in april 2018 aan de macht kwam, heeft de regering van premier Abiy zich volledig ingezet om veelzijdige hervormingsprogramma’s te

ondersteunen en aan te sturen. Hoewel de regering het afgelopen jaar haar inspanningen vooral heeft moeten richten op de verdediging van het land tegen de existentiële dreiging die van de oorlogvoerende groep uitgaat, zijn de beloften die in de beginfase van de hervorming zijn gedaan, nagekomen.

Het afgelopen jaar heeft Ethiopië lovenswaardige resultaten geboekt, ondanks een breed scala aan uitdagingen. Zij heeft met succes één van de meest democratische en inclusieve verkiezingen in de geschiedenis van het land gehouden; zij is erin geslaagd de verspreiding van Covid-19 in te dammen en tegelijkertijd de impact van de pandemie op haar economie te beheersen; en de regering is ook doorgegaan met het invoeren van nieuwe hervormingsmaatregelen in diverse sectoren, waarmee de in april 2018 gelanceerde hervormingsprogramma’s worden geconsolideerd.

Ethiopië, een land dat rijk is aan diversiteit, herbergt ook mensen en partijen met uiteenlopende standpunten over diverse kwesties van nationaal belang. De Nationale Dialoogcommissie, die naar verwachting spoedig zal worden opgericht, zal zeker bijdragen tot het bevorderen van de nationale consensus door het verkleinen van deze verschillen, waardoor uiteindelijk de kloof over belangrijke beleidskwesties tussen de politieke elite en de samenleving in het algemeen zal worden overbrugd. Het aanslepende conflict is ook een kwestie die door dit nationale mechanisme en onze continentale organisatie, de Afrikaanse Unie, zou kunnen worden opgelost. Ethiopië heeft duidelijk gemaakt dat het de Afrikaanse Unie verwelkomt om de vredesinspanningen te ondersteunen.

Ethiopië is een lichtend voorbeeld van veerkracht en weerstand tegen externe uitdagingen door de eeuwen heen. Ethiopiërs zijn tegen alle verwachtingen in verenigd gebleven, met een kleurrijke geschiedenis van soevereiniteit en onafhankelijkheid. Dit zijn feiten die in aanmerking moeten worden genomen om deze natie te begrijpen. Het lijdt geen twijfel dat het land een zeer moeilijke periode doormaakt, die echter niet onoverkomelijk is. Haar vrienden en partners mogen dit niet uit het oog verliezen. Het wordt tijd dat de internationale gemeenschap en de vrienden van Ethiopië erkennen en steunen dat de nationale inspanningen, gekoppeld aan de inzet van het continent, het land in staat zullen stellen een stap voorwaarts te zetten bij het oplossen van de huidige veiligheidssituatie in het land.

Éthiopie : Bilan de l’année écoulée et perspectives d’avenir

Crédit : Bureau du Premier ministre éthiopien • Évènements du 3 novembre À l’aube du 3 novembre 2020, les renégats du Front de libération du peuple du Tigré (FLPT) ont attaqué le Commandement du Nord de la Force de défense nationale éthiopienne (FDNE) et tué des milliers d’officiers de l’armée éthiopienne et leurs familles - un acte barbare et cruel. Le Commandement du Nord était composé d’hommes et de femmes provenant de différentes régions géographiques et de diverses ethnies du pays.

Cette force de commandement, qui a fait preuve d’un patriotisme et d’un dévouement sans égal pour protéger la population et le territoire de leur pays, est restée unie pendant 20 ans.

Des éléments négatifs fidèles au FLPT ont attaqué cette base militaire fédérale en plusieurs endroits du Tigré, tôt le 3 novembre, après avoir brouillé les communications militaires. Ces éléments négatifs ont pris le contrôle du quartier général du Commandement du Nord à Mekelle, poignardant dans le dos la force de commandement qui protège la souveraineté nationale. Cette trahison sans nom a fait des milliers de morts parmi les soldats éthiopiens, alors que d’autres sont restés prisonniers.

Conformément à la loi du pays, le gouvernement a l’obligation de protéger la souveraineté du pays lorsque l’attaque vient de l’intérieur.

Le gouvernement a donc lancé une opération de répression dans le but d’appréhender les dirigeants du groupe criminel et de les traduire en justice, ainsi que de libérer les officiers militaires qu’ils avaient capturés. Le gouvernement fédéral a été en mesure d’atteindre les objectifs qu’il s’était fixés dans un court laps de temps. Cependant, les reliquats du FLPT qui se sont cachés ont depuis prolongé la situation en menant une opération égoïste aux dépens de la population, notamment en créant des boucliers humains et en enrôlant des enfants soldats.

• Intransigeance du FLPT et conflit en résultant Depuis que le gouvernement dirigé par le Dr Abiy Ahmed est arrivé au pouvoir, il s’efforce, depuis deux ans et demi, d’instaurer un processus de dialogue politique avec le FLPT et les autres partis politiques du pays dans le cadre de la réforme. Cependant, le FLPT est resté intransigeant à l’égard de toute forme de dialogue et a fini par provoquer un conflit en attaquant le Commandement du Nord de la Force de défense nationale éthiopienne début novembre 2020.

Une fois l’opération de maintien de l’ordre terminée, le gouvernement s’est concentré sur la reconstruction de ce qui avait été perdu pendant l’opération ainsi que sur la fourniture de l’aide humanitaire nécessaire à la population du Tigré. Pendant plus de huit mois, le gouvernement a couvert 70 % du total des provisions humanitaires. Il a également invité les agences des Nations unies et plusieurs organisations humanitaires dans la région, dans le but d’intensifier l’aide humanitaire pour atteindre les personnes dans le besoin.

Cependant, les dissidents qui se cachaient poursuivaient leurs actes égoïstes consistant à prolonger le conflit en se regroupant et en utilisant les personnes pacifiques du Tigré comme une armure humaine. Tout devait être sacrifié pour alimenter le conflit.

• Tolérance zéro pour les violations des droits de l’homme Au cours de ce conflit, divers incidents regrettables se sont produits, notamment des violations présumées des droits de l’homme et des violences sexistes. Le gouvernement a souligné sa tolérance zéro à l’égard de ces violations et a lancé des investigations par l’intermédiaire de son organe judiciaire. Il a également invité les organismes régionaux et internationaux compétents à mener une enquête indépendante. Le BHCDH et la Commission éthiopienne des droits de l’homme (CEDH) ont mené une enquête de plusieurs mois sur cette affaire et ont publié un rapport final le 3 novembre 2021. Le gouvernement, tenant sa promesse, a accueilli favorablement le rapport d’enquête et a annoncé la création d’un groupe de travail interministériel, en vue de mettre en œuvre les recommandations indiquées. Il est toutefois regrettable et inacceptable d’assister à la mise en place d’un mécanisme de surveillance parallèle à motivation politique, lancé en décembre par le BHCDH, sans même attendre que le groupe de travail interministériel ait terminé ses travaux.

•

Moments-clés : de la déclaration de cessez-le-feu unilatéral au Premier ministre menant les troupes à la victoire Le 28 juin 2021, le gouvernement éthiopien a déclaré un cessez-le-feu unilatéral en vue de relever les défis liés à l’accès humanitaire et, surtout, de renforcer les efforts de réhabilitation et de reconstruction de la région du Tigré. Cependant, le FLPT n’a pas tenu compte de la décision du gouvernement et a poursuivi ses attaques cruelles, étendant le conflit aux régions voisines d’Afar et d’Amhara. Le groupe, alors qu’il occupait certaines zones de ces régions, a commis des atrocités dans plusieurs villes, notamment des viols, des pillages et des meurtres en masse de civils, ce qui a provoqué de nouveaux déplacements et une crise humanitaire.

Comme la situation l’exigeait, le 22 novembre 2021, Abiy Ahmed Ali, Premier ministre de la RFDE et commandant en chef des forces armées éthiopiennes, a annoncé son intention de diriger personnellement la lutte contre le FLPT sur le champ de bataille. Cette décision a fortement remonté le moral de l’armée éthiopienne et a entraîné une série de victoires, annulant en un peu plus d’une semaine deux mois de progression des rebelles dans les régions d’Amhara et d’Afra. Le premier territoire important que le gouvernement a repris était la ville de Chifra dans la région d’Afar. Le 1er décembre, il a annoncé la reprise de Shewa Robit, et un jour plus tard, l’armée et les milices alliées ont repris Lalibela, une ville historique célèbre pour ses églises creusées dans le roc au 12ème siècle.

Les jours suivants, le gouvernement a repris toutes les villes stratégiques des États régionaux d’Amhara et d’Afar et a chassé le FLPT de tous les

territoires qu’il avait occupés. Le 23 décembre 2021, le gouvernement fédéral a demandé à l’armée de rester sur ses gardes dans les zones récemment libérées.

•

Préjugés de certains membres de la communauté internationale et des médias Depuis que la guerre a éclaté, malgré les efforts du gouvernement pour relever les différents défis auxquels il est confronté, notamment les violations présumées des droits de l’homme et la situation humanitaire, certains membres de la communauté internationale ainsi que plusieurs médias ont choisi de faire pression sur le gouvernement et de le faire chanter en se basant sur des prémisses erronées à l’origine desquelles se trouve la propagande du FLPT. Il convient de ne pas oublier qu’une campagne médiatique a été orchestrée pour faire croire qu’”Addis-Abeba était en train de tomber”, alors que le gouvernement ne cessait de répéter que le calme régnait à Addis-Abeba.

Il en va de même pour l’intense propagande contre la tenue des élections nationales qui viennent de s’achever, prétendant que l’Éthiopie n’était pas prête pour un processus démocratique. Dans les deux cas, ces campagnes négatives se sont révélées fausses.

D’un autre côté, chaque fois que le FLPT commet des crimes odieux, on constate un manque généralisé de couverture et une hésitation à condamner ses actes. Depuis septembre seulement, le FPLT a exécuté sommairement 240 personnes, dont plus de 100 enfants, lors d’attaques contre des familles déplacées qui s’étaient réfugiées dans un centre de santé et une école dans la zone de Galcoma, dans la région d’Afar. De même, plus de 200 civils à Chena, plus de 600 civils à Kobo et plus de 100 civils à Kombolcha dans la région d’Amhara ont été exécutés sommairement. Ils ont également utilisé le viol comme arme de guerre. Toutefois, à quelques exceptions près, ces atrocités commises par le groupe criminel ne font pas la une des journaux et ne donnent pas lieu à une enquête. Cela a enhardi la junte à poursuivre son programme de précipitation du conflit et de distraction dans les zones où le conflit est en cours. On ne comprend toujours pas pourquoi les organismes internationaux compétents ne remettent pas en question le détournement de plus de 1000 camions de l’ONU par les membres du FLPT, alors qu’il est impératif de faire face à la situation humanitaire.

• Perspectives d’avenir : Depuis son arrivée au pouvoir en avril 2018, l’administration du Premier ministre Abiy s’est pleinement engagée à soutenir et à mener des programmes de réforme à multiples facettes. Même si, au cours de l’année dernière, le gouvernement a dû consacrer l’essentiel de ses efforts à la défense du pays contre la menace existentielle posée par le groupe belligérant, les promesses faites au stade initial de la réforme ont été tenues.

Au cours de l’année écoulée, l’Éthiopie a obtenu des résultats louables malgré un large éventail de défis. Elle a organisé avec succès l’une des élections les plus démocratiques et inclusives que le pays ait connues dans son histoire ; elle a pu contenir la propagation du Covid-19 en gérant simultanément l’impact que la pandémie a entraîné sur son économie ; et le gouvernement a également continué à introduire de nouvelles mesures de réforme dans divers secteurs consolidant les programmes de réforme lancés en avril 2018.

L’Éthiopie, pays riche en diversité, accueille également des personnes et des partis qui ont des opinions divergentes sur diverses questions d’importance nationale. La Commission du dialogue national, qui devrait être créée prochainement, contribuera certainement à faire avancer le consensus national en réduisant ces différences, ce qui, en fin de compte, permettra de combler les écarts sur les grandes questions politiques entre l’élite politique et la société dans son ensemble. Le conflit en cours est également une question qui pourrait être résolue par ce mécanisme national et notre organisation continentale, l’Union africaine. L’Éthiopie a clairement indiqué qu’elle accueillait l’Union africaine pour soutenir les efforts de paix.

L’Éthiopie est un exemple brillant de résilience et de résistance aux défis extérieurs au fil des siècles. Les Éthiopiens sont restés unis contre vents et marées, avec une histoire colorée de souveraineté et d’indépendance.

Ce sont des faits dont il faut tenir compte pour comprendre cette nation.

Il ne fait aucun doute que le pays traverse une période des plus difficiles, mais pas insurmontable. Ses amis et partenaires ne doivent pas perdre de vue ce point. Il est temps pour la communauté internationale et les amis de l’Éthiopie de reconnaître et de soutenir le fait que les efforts nationaux, associés à l’engagement continental, permettront à la nation de faire un pas en avant pour résoudre l’état actuel de la sécurité dans le pays.

The Month of January in Ethiopia: Ghenna and Timket, Colourful Cultural & Religious Festivities Ghenna (ገና) and Timket (ጥምቀት) are synonymous to Christmas and Epiphany, respectively, in the official working language Amharic with their unique Ethiopian features and calendar. In Ethiopia, both festivities are celebrated during the month of January with their colourful cultural and religious attributes. Ghenna (ገና), an Ethiopian Christmas, is celebrated among Christians throughout the country every year on the 7th of January; but its celebration in the town of Lalibela, one of the UNESCO inscribed world heritage sites, is an epic one. Similarly, the Ethiopian Epiphany (Timket) is also cheerfully celebrated among Christians all over the country every year on the 19th of January. This festivity has been inscribed

by UNESCO as one of intangible cultural heritages of the the world on December 11, 2019. The most colourful Timket celebration takes place every year in Gonder city. Beyond the religious importance of Ghenna and Timket festivities, their cultural and touristic value is also significant.

Ghenna (ገና) Ethiopia is one of the few ancient civilizations in the world with its own alphabets and calendar. Unlike the Gregorian’s calendar, the Ethiopian calendar is composed of 13 Months of which the 12 months have 30 days each, and the 13th month named Pagume has regularly five days but changes to six days every leap year. Following this calendar, Ethiopia celebrates its own Christmas (Ghenna). It is colourfully celebrated on the 7th of January on Gregorian calendar or on 29th of Tahisas on Ethiopian Calendar. The eve of Christmas is called Gahad and it is marked with fasting mainly among Orthodox Christians.

Ghenna is a celebration of the Birth of Jesus Christ. Besides, it also has immense social and cultural importance for Ethiopians. Being one of the major tourist attraction events, it is also of important economic value.

The best place to experience Ethiopian Christmas is Lalibela, one of Ethiopia’s most famous destinations and home to the incredible 12th century rock-hewn churches. Pilgrims flock to the rock-hewn churches, adorned in white clothes. Attending service in the night in the deep, subterranean passageways of those ancient churches is an experience you cannot ever forget. Ethiopian Christmas in Lalibela is one of the most memorable

experiences anywhere in Africa. Thousands of pilgrims, draped in white cotton garment, gather around the 12th century rock-hewn churches for an evening of celebration and reverence.

The festivities are about a communal experience, and a commitment to faith. Christmas celebration in Ethiopia is an experience of religious activities and associated colourful cultural practices that have religious roots.

Most people wear a traditional garment made of cotton called Shema. It’s a thin white cotton piece of cloth with brightly coloured stripes across the ends.

On its cultural side, Ethiopian Christmas incorporates a game called ye ghenna chewata in Amharic, (Game of Christmas). It is played during the Christmas season especially in the rural parts of the country and it resembles field hockey. It’s played with a curved stick and a round wooden ball.

The Ghenna game is traditionally considered by many Ethiopians to be one of the country’s popular and most ancient outdoor games. Though it is mostly played in the rural parts of Ethiopia, young boys and men can still be observed playing ghenna game in towns and even in the capital, as Christmas season approaches. The conclusion of a ghenna game is followed by high-spirited group singing and dancing called asina ghennaye (Proverb of Genna).

Timket (ጥምቀት) On 19th January, twelve days after Ghenna, Ethiopians start the two-day celebration of Timket. The celebration starts on the eve, which is also called ketera, and continues to the day of Timket. It is an Ethiopian Epiphany that celebrates the baptism of Jesus Christ.

Ethiopian Epiphany is a colourful festival celebrated among Christians all over Ethiopia to commemorate the baptism of Jesus Christ by John the Baptist in the River Jordan. The commemoration starts on the eve of the main festival on 18th of January each year. The eve is known as Ketera, which involves creating a pool with flowing water to make it ready for the blessing of the celebrants. During Ketera, people escort their parish

church tabot (replicas of the Ark of the Covenant) to Timkete-Bahir (a pool, river, or artificial reservoir), transported by a priest of the parish and accompanied by a great ceremony. The people spend the night attending night-long prayers and hymn services, including the Eucharistic Liturgy.

Hundreds of thousands participate in the actual festival on the following day, 19th of January.

The celebration starts early in the morning with pre-sunrise rituals. These are followed by the sprinkling of the blessed water on the congregation, as well as other ceremonies. At around 10 a.m., each tabot begins its procession back to its respective church, involving an even more colorful ceremony with various traditional and religious songs. The viability of the element is ensured through its continued practice, with Orthodox clergies playing a pivotal role: they sing the praises dedicated to the rituals and hymns, carry the Ark, and preach relevant texts.

Timket is now the 4th intangible cultural heritage from Ethiopia inscribed as world intangible heritage after Meskel, the Geda system and Fichee-chambalaalla (celebration of finding of the true cross of Jesus Christ, an indigenous democratic socio-political system of the Oromo people, and New Year festival of the Sidama people, respectively). These are besides the other 9 UNESCO inscribed tangible heritages of Ethiopia.

Visitors drawn from various parts of the world including Europe, the Americas, Asia and Africa attended the annual festival Timket that colorfully celebrated at Jan-Meda, in the capital Addis Ababa with millions of congregations. The Ethiopian Epiphany is one of the emblematic religious and cultural festivals unique to Ethiopia, whose viability is ensured through continuous practice and the pivotal contributions of the clergy.

The city of Godar, a historic city with an ancient Castle in the northern part of Ethiopia, is also well known for glowing celebration of Timket as Lalibela is famous for Ghenna.

Ethiopia, as the Land of Origins, has much to offer to international tourists: from the world-class archeological sites to the UNESCO inscribed tangible heritage, unique carnivals, beautiful landscape, and welcoming people. The Ethiopian airlines, which has daily direct flights between Addis Ababa and Brussels, is always set to provide world class services to incoming and outgoing tourists. As a cradle of humankind, and much more to explore, Ethiopia always invites tourists to visit their origin and enjoy the friendly and generous reception from the people.

The Timket celebration usually happens from January 18th to 19th every year, and from January 19th to 20th on leap year.

On Ethiopian calendar, Timket happens on the 11th of the month of Tir (ጥር), and Ketera happens on the 10th.

Prime Minister Abiy Ahmed has launched the Great Ethiopian Homecoming Challenge which is aimed to bring 1 million compatriots home ahead of upcoming Christmas holiday. The Prime Minister has officially called on Ethiopians and friends of Ethiopians all over the world to join the Great Ethiopian Homecoming challenge. The Ethiopian diaspora community in Benelux countries has expressed unreserved support for the call made by H.E. Prime Minister Abiy Ahmed to come to their homeland during the festive month of January. The Ethiopian Diaspora community is mobilised to take this call and make a meaningful contribution to the current engagements of rehabilitation and reconstruction of the social– economic facilities destroyed in the North part of Ethiopia. Many of the members of the community have expressed their concrete pledge to make their own contribution to this effort. It is also expected that the occasion will stimulate economic activities through the injection of finance in various social and cultural sectors. The Great Ethiopian Homecoming program is expected to be a year long event that would last till August 2022.

On the part of the high-level Ethiopian officials, extensive briefing was made on Ethiopia’s commitment to extend unfettered access to humanitarian assistance and concrete steps taken to investigate human rights violations both by the Attorney General’s office and the joint international investigation based on the government’s policy of zero-tolerance for any human rights violation in the country. The pace at which the reform agenda was going was also explained including the upcoming national political dialogue. In the meanwhile, the Ethiopian officials noted the current domestic conflict will be managed at national level while Ethiopia has welcomed the mediation efforts by the African Union. In this connection they have underlined the need for the EU to condemn the TPLF for its transgression. On the part of the Foreign Ministry, it was expressed that it was high time for the two sides to initiate the next round of political consultation mechanisms and create understanding and normalize relations.

It is to be recalled that Commissioner Urpirlainen accompanied the EU Commission President Ursula von der Leyen during her visit to Ethiopia in December 2019.

The Ethiopian calendar runs through September to August.

Jutta Urpilainen has conferred with various Ethiopian high-level officials in October 2021. During her visit, she was welcomed

by H.E. President Sahle-Work Zewde, H.E. Prime Minister Dr. Abiy Ahmed, Deputy Prime Minister and Foreign Minister Demeke Mekonnen among others. The exchange was focused on creating mutual understandings on the efforts to end the conflict, launch a national dialogue as well as revitalise the cooperation between Ethiopia and the EU.

INTER-MINISTERIAL TASKFORCE UNVEILS ACTION PLAN FOR IMPLEMENTATION OF RECOMMENDATIONS IN JOINT REPORT OF EHRC, OHCHR: GOVERNMENT OPPOSES THE UNTIMELY ACTION OF THE UN HUMAN RIGHTS COUNCIL The Government of the Federal Democratic Republic of Ethiopia has setup an Inter-Ministerial Taskforce to oversee redress and accountability measures in response to human rights violations committed in the context of the conflict in northern Ethiopia. The Taskforce officially commenced its work on 29 November 2021 by adopting a comprehensive strategy and action plan for the implementation of the recommendations contained in the Joint Report of the Ethiopian Human Rights Commission (EHRC) and the Office of the United Nations High Commissioner for Human Rights (OHCHR). The strategy and action plan cover all serious violations that have been committed in the context of the conflict, including those that have occurred in Afar and Amhara regional states after the unilateral ceasefire declared by the FDRE Government in June 2021. The Taskforce has directed all committees to adopt a victim-centred approach, focusing on the rights of victims to know the truth, to seek and secure redress, and the need to implement programs of rehabilitation, restitution, and compensation to the extent resources permit. On the other hand, the government of Ethiopia has expressed its extreme disappointment over politically motivated outcomes of the UN Human Rights Council on the 17th of December 2021, calling for a parallel effort on human rights monitoring mechanism. The Government has therefore opposed the outcome as it didn’t consider the steps taken by the country, most importantly the

action plan unveiled by the inter-ministerial task force to address Human Rights issues.

Validators in Pharmaceutical Logistics (CEIV Pharma) certification as an airline and ground handling in December 2021. Ethiopian Airlines is the first airline in Africa to receive the CEIV pharma certification. The carrier noted that achieving this “will further improve” its goal in providing efficient & effective transportation of pharmaceuticals throughout its pharma network including Brussels, Shanghai, Johannesburg, Paris, Seoul, Lagos, Lusaka, Beijing, Hong Kong, Maastricht, Chicago & Addis Ababa.

ETHIOPIANS IN THE DISASPORA STAGE A RALLY IN BRUSSELS UNDUE PRESSURE ON ETHIOPIA Ethiopians in diaspora staged a rally in Brussels to denounce interference of some groups in the west in the internal affairs of Ethiopia on November 25, 2021.Ethiopians and people of Ethiopian descent residing in Belgium, the Netherlands, Italy, France, Germany, Luxembourg, Spain and Switzerland gathered outside European Union Commission Headquarters where they denounced unwarranted pressure being orchestrated against Ethiopia. The demonstrators echoed slogans such as “Hands off Ethiopia”, “Stop fake news and disinformation on Ethiopia”, “We stand with the people and the Government of Ethiopia”, “Bring TPLF leaders to Justice,” among others. They also reiterated support to the Ethiopian National Defense Force and Pledged humanitarian assistance to people who fled their homes due to the terrorist TPLF aggression.

ETHIOPIA SECURES OVER 1BLN USD IN FDI IN FOUR MONTHS Ethiopia has secured over 1 billion USD in Foreign Direct Investment in the first four months of the current fiscal year. The achievement gained amidst the challenges the country is facing shows that most investors have trust in the business environment, Ethiopian Investment Commissioner Lelise Neme said. The commissioner told ENA that “despite the conflict some 54 foreign investors have invested 1.07 billion USD in the manufacturing and service sectors during the past four months of the fiscal year.”

Of those, 33 of the investors will engage in manufacturing and the 21 in the services sector, it was learned. “This performance has shown over 23 percent increase when compared to the same period of the last fiscal year. The growth in this regard shows the realization foreign investors have developed about the advantageous of investing in Ethiopia,” Lelise observed. The commission is encouraged by the significant increase in investment and the way the investors see the opportunity and the huge investment potential in Ethiopia, she noted.

ETHIOPIAN AIRLINES WINS ‘BEST AFRICAN AIRLINE’ AWARD AT THE 2021 BUSINESS TRAVEL It Receives IATA’s CEIV Pharma Certification Ethiopian Airlines won ‘best African airline’ award at the 2021 business travel and received IATA’S Center of Excellence for Independent Validators in Pharmaceutical Logistics (CEIV Pharma) certification as an airline and ground handling in December 2021.The votes made by the business travellers for this year took into account the COVID period with key questions covering airlines’ effectiveness in communication, effective implementation of COVID precautionary measures, handling of loyalty program member passengers and flexibility of ticket changes. The questions for the survey allowed passengers to reflect on their experience before and during the various stages of COVID crisis. Ethiopian Airlines has never stopped operations during the pandemic and has been serving its customers through repatriation and shipment of essential medical supplies across the globe. LAKE WONCHI: THE BEST TOURIST VILLAGE OF 2021 At the 24th General Assembly of the World Tourism Organization, which was held in Madrid, Spain, Lake Wonchi was chosen as the best tourist village of 2021. Lake Wonchi, located at southwest of Shoa, Oromia Reginal State, has been selected as the first of 170 tourist villages. According to the Minister of Tourism, Ambassador Nasise Chali, Lake Wonchi, with its rich natural resources, has been selected as one of the best tourist villages in the world. She noted that such international recognition of natural tourist destinations motivates other sectors to do more. She said tourism is one of the government’s top priorities and community-based sustainable tourism development activities will be carried out in the sector.

MS BELGUM, KEDIST DELTOUR WELCOMED AT THE EMBASSY OF ETHIOPIA Ms. Kedist Deltour who is the winner of the beauty pageant of 2021 as “Miss Belgium” has visited the Embassy of Ethiopia on the 15th of October 2021. During her visit, she had an inspirational conversation with H.E. Ambassador Hirut Zemene Kassa. Miss Kedist was born in Addis Ababa and was adopted by Belgian parents at the age of 10. In December 2021, she has also visited Ethiopia and met her biological family and relatives.
