Ramblings From The Editor

Ideas, idle gossip, and occasionally important odds ’n’ ends... by Jack Wright

e all remember the odious, cynical mayor of Amityville (in reality, Martha’s Vineyard) in the movie Jaws. He was more concerned with making sure the beaches stayed open for summer visitors than he was about the prospect of a Great White Shark feeding off those visitors. I thought about that mayor while reading a sensationalized story in Philadelphia magazine recently. ‘Cape Fear’ was the headline, with a sub-heading of ‘Treacherous surf. Horrific injuries. Cape May’s beach has changed — or has it?’ Um, yes, guys... that’s the ONE thing that can’t be questioned. Our beaches have most definitely changed. A combination of Mother Nature and more than 25 years of beach replenishment undertaken by the Army Corps of Engineers have seen to that. As most of you will know, this is not a new story, something which I told the Philadelphia magazine researcher who got in touch to ask me for some background. The issue of post-replenishment beach safety is

at least a decade old, thanks mainly to the efforts of Chad deSatnick, who has been lobbying the city council for years about the threats posed to surfers and swimmers. For years, Chad’s pleas were ignored — neither City Manager Bruce MacLeod nor Mayor Ed Mahaney appeared too concerned about the issue, despite Chad insisting that more people were going to be injured in the waters off Cape May (and he’s sadly been right about that). But he kept banging on and eventually persuaded the city to produce

beach safety leaflets. That was definitely a step in the right direction. But this is an issue which clearly needs a great deal more investigation and consideration. The magazine article provoked a flurry of comments on the Cool Cape May Facebook site — many people seemed to be asking for a return to the good old days, before replenishment. But in those days, there was hardly any beach at all. That doesn’t seem like a very smart move for a town that relies so heavily on tourism dollars. On the other hand, we can’t follow the line of that odious mayor who put money before safety. For this issue I asked all four city council candidates to share their opinions on the subject. I received very thoughtful responses from Chuck Lear, who is running for mayor, and council candidates Patricia Hendricks and Zack Mullock. Mayor Mahaney ignored both attempts I made to ask for his input. Is this still an issue he is not prepared to prioritize, I wonder. Turn over for the candidates’ opinions...

or more than a quarter of a century, the US Army Corps of Engineers has taken responsibility to ‘fix’ Cape May’s beaches because their previous actions had unintended consequences. First there was the digging-out of Cape May harbor, followed several years later by the construction of stone jetties at the mouth of Cape May inlet. Subsequently those jetties were lengthened. While these structures were vital to ocean navigation, they were a curse to Cape May beaches. It is accepted, without question, that the jetties hinder the normal migration of sand from Wildwood and beach points north to naturally replenish the sand on Cape May’s beaches. It would have been anathema for Cape May residents not to believe in beach replenishment. We were told, unequivocally, that beach replenishment saved our beaches and oceanfront properties. If beach replenishment is not necessary, what is? If an unintended consequence is a steep beach slope and unsafe beaches, what are our alternatives and why have they not been studied? Beach replenishment has been going on for nearly three decades. I wrote to Representavie LoBiondo and Senators Menendez and Booker two months ago to ask for their support in dealing with local beach management and safety issues. I underscored the increasing numbers of swimming and surfing injuries. I pointed out the beach fill project had widespread local support and that we were eager for its continuation as a way to protect our oceanfront community. I urged that beachfront preservation, nevertheless, must be also be designed to safeguard swimmers, surfers and even waders. The city’s educational videos and brochures are timely reminders of individual responsibility for keeping safe while swimming and surfing — but they fall short of dealing substantively with the issue. We should be publicizing, educating and warning beach users of potential hazards as a matter of course, not just because the beach slope has grown steeper. Cape May could serve as a demonstration project to benefit other beach communities with similar concerns. Such a project could build on recent findings, new studies and innovative engineering approaches to promote a better understanding of beach profiles and cost-effective ways to overcome hazards that compromise beach safety. Are there such findings already? Is there reliable research to inform our interests? These questions have been raised several times over the last year at city council and beach safety committee meetings without a definitive response. Unsafe beaches have real consequences, no matter how unintended, of increased injury, reduced beach usage and related losses in tourism, jobs and revenues. This is a serious matter that should not have been languishing on the desk of the city manager or the city

nless the US Army Corps of Engineers, NJ DEP and other designated experts have led us astray, beach replenishment is a necessity to preserve the beachfront from severe storms and related calamities. Is the downside of replenishment unsafe beaches? A definitive causal effect between beach filling and beach accidents has not yet been demonstrated, and that’s probably because it has not been studied or tested. It would be difficult for anyone attending a city council meeting for more than the last year to argue the point about beach safety. The issue has been raised persistently by the deSatnick family whose interests are based on first-hand experience. Discussions at the city’s ad hoc Beach Safety Committee offers further evidence of widespread unease about the potential impact of beach slope on beach safety. Hearing and reading about Cape May families and visitors who are now using beaches in Wildwood Crest and elsewhere is further indication that the matter is front and center with our beachgoers. The August Beach Slope Forum at Convention Hall drew formal attention to the matter and was a useful first step in dealing with it. While the US Army Corps of Engineers did not appear prepared to address our community’s real concerns, beach safety is not new to them. In 2011 they included a provision in Cape May’s replenishment project to ascertain whether creating a gentler slope would result in a safer beach. This shows their prior understanding of our concerns and interests in any unintended consequences of beach replenishment. A spokesman for the Corps noted the 2011 “experiment” at a cost of more than $1 million lasted about a month before “Mother Nature” (in his words) returned the beach to an even steeper slope. I do not accept this one-time Corps of Engineers experiment as definitive proof that beach safety and beach replenishment are mutually exclusive. I will continue to promote further study of this matter and I support federal funding to carry out necessary research and to fund a demonstration project as proposed by mayoral candidate Chuck Lear. After 15 months of lobbying the city, the recent inclusion of Cape Regional Medical Center as a player in the continuing conversations is now a reality and will prove to be most helpful. Learning more about the experiences of other beach communities with similar replenishment/slope/safety concerns is also needed. Meanwhile the public education programs promoted for some time by the deSatnick family and initiated by the city this year are extremely useful and should be expanded. While there may be some instances when swimmers and surfers are taking unacceptable risks and they should be helped to understand the importance of their own actions in keeping safe, the city should never be more concerned about frightening visitors about the dangers than alerting them on how to deal with these

each replenishment is necessary. Back in the late 1980s the city fought a long, hard court battle against the Army Corps of Engineers because the jetty they built in 1911 had all but destroyed Cape May beaches. After years of sand being blocked, most beaches were nonexistent — it was just the ocean hitting the seawall. The city prevailed in that dispute and the Army Corps agreed to provide beach replenishment for 50 years. I have been the only candidate to speak out about the fact that we are more than halfway through that 50-year agreement, and there does not seem to be any other plan in place. I think anyone who has enjoyed a walk from the Cove to Poverty Beach would be in favor of preserving the existing coastline, which has made Cape May a magnet for beachgoers. I have campaigned on this issue because I believe that no other issue will matter if we do not work hard to protect our town. I have proposed a few ideas I believe we should study. We know sand that migrates from north to south has been blocked by the large jetty at Cape May Inlet. The jetty is necessary to keep sand from filling in the inlet that is vital to the USCG and other boaters. We have lobbied in the past to pump sand from the north side to the Cape May side. Pumping is done across the bay in Delaware but we simply have not been able to convince the US Fish and Wildlife Service to allow the pumping here. Diamond Beach and Wildwood Crest are known to have some of the gentlest slopes in the state. You can walk out into the ocean quite a distance before it gets deep. Apparently picking up on the recent safety concerns, Wildwood has begun to market itself on the safety of its beaches. This year the cost of replenishment will be approximately $20 million. The city is contributing $250,000. This replenishment is vital to the survival of Cape May. As a younger man who plans to enjoy the beach with my children, I am thinking about these issues long term. With ocean levels rising, beach replenishment is even more important. One issue, in my opinion, is that the replenishment fills past the groins. Surfers know that the most gentle slope is actually right next to each groin. But, of course, lifeguards do not want swimmers right next to the groin. The large jetty at the USCG base creates a very nice gentle slope for Diamond Beach/Wildwood Crest. It collects sand that provides protection. We are running out of ‘borrow areas’ to pump sand from the ocean. It also disturbs fishing — many fisherman have been against pumping for years. Once that sand flows past Cape May Point, it’s gone. We won’t be able to use it again. Interestingly, the Army Corps dredges the Delaware River to allow large ships to Philadelphia ports (again, disturbing the environment). The Cape Inlet jetty has caused Cape May to become dependent on the Army Corps and DEP for survival.

council. This is also not a matter that should be left to untested solutions. I attended the August 25 meeting on beach replenishment and safety issues to hear from federal, state, university and local engineers. While I was pleased these public and private consultants offered a retrospective and an update about the beach replenishment project, I expected them to offer more. I was disappointed that none of the panel members appeared prepared to discuss the primary topic — serious concerns with unsafe beach slope conditions resulting from the beach fill project. I call on the city manager, the mayor and city council to join me in appealing to Representative LoBiondo, Senators Melendez and Booker for their support and guidance in using Cape May as a demonstration project to seriously study the consequences of beach slope, to test the findings — and to design options for implementing relevant courses of action. The potential consequences of further inaction on this issue are indefensible and untenable. I reiterate my call to everyone involved in Cape May’s beach replenishment process to make beach safety the highest priority — getting Congress to initiate the necessary funding for studies that seek solutions to unintended problems presumably created by beach replenishment programs not just here in Cape May, but across our country.

If so, what were the findings? This question was raised when Mott, Macdonald proposed their study late last year and assurances were given that their study would provide such information. It did not, so the question lingers. The current plan — to collect data next season to help us understand what connection, if any, exists between beach filling and beach accidents — seems like another way to put off reality. It’s been put off too long already. It is important to understand the science behind beach replenishment. We don’t have the luxury of experimentation with beach slope. Is the Corps of Engineers or are any university-based researchers exploring alternatives to replenishment that will preserve our beaches and maintain their safety in the long term? What is Cape May doing now in anticipation and preparation for the expected completion of the remaining 25 or so years of the beach replenishment agreement with the Corps of Engineers? The potential consequences of beach slope and beach safety for the local economy of deep concern to me and I am determined to pursue the best course of action to resolve the matter in the interests of our beach-goers, our business community and the community at large.

Our local government and community need to apply pressure to the DEP and Army Corps. We are lucky to have a caring community and people willing to expend the time and effort necessary to find solutions. We should empower those people with a beach safety commission that actually plays an important role. I have proposed the idea of extending the groin at the Cove and perhaps at Cape May Point, which would allow us to save much of the sand that we know is migrating into the bay. This would make us less dependent on the federal government to pump sand, and perhaps give us more control of how we distribute sand collected by a new jetty. If elected, I would push for a study on extending the groin at the Cove beach. As to the Philadelphia magazine article, I feel that this type of sensationalization is unnecessarily negative. Safety is very important, but we should not be creating a cause for alarm for those thinking of vacationing here. We need to address safety, but trying to solve it in the national spotlight is counter productive. The fact is the ocean is already an inherently dangerous place. We have an excellent beach patrol who are well trained to keep people safe while they are here.

The Old Fogey

I

Ah, those good old Cape May days... by Jackson D’Catur

am not happy when I am forced to grab a pussy. I know — I am a forthright kind of chap and prone to impulsive snatching, but still, there are limits. So you can imagine my mood when I found myself pursuing Mrs Slocobome through the attic of The D’Catur Mansion. It was time for her to take a tablet, as recommended by our efficient, slightly alarming vet, Herr Hess. It is a little know fact that a condition of Ma D’Catur’s will was that the entire mansion and grounds would be left to me, her only son, so long as I took great care of her beloved Scottish feral cat, Mrs Slocombe. There were all kinds of byzantine conditions written in that ensured no “accidental” fate befell that cat, even though she is evil incarnate and the world would be better without her malicious velvet tread. She combines the worst of her breed’s native country’s intransigent awfulness with the manners of a wild animal. So, she has the run of the top floor of the house. Obviously she and Young Albert are kept well apart: their hatred for one another transcends the regular canine-feline rivalry and

is more like that of Van Helsing (who was an ass of a man, and used to drink at The Brown Room) and Count Dracula (quite the gentlemen, though insufferably fond of stories about himself, which I cannot bear). A small but well compensated staff tend to her needs, but refuse to actually grab the aforementioned pussy when something medical arises. It falls to me to do the grabbing, wearing a pair of steel gauntlets that were, I am told, made for the original Baron Decatur in some puzzling European war seven centuries ago.

I thought I had stumbled across a likeminded soul the other night when watching the televisual box, as a strange talking pomeranian dog was chortling about that very thing. To my disappointment, I saw no feline, and think that whatever he was talking about, it was not in any shape or form like Mrs Slocombe, and I had my manservant, Kitchener, sketch his likeness using orange crayon. So it was a mercy chase that the ungrateful pussy gave me, across the rooftops, through the attic, navigating long-forgotten secret passageways and even down the secondary chimney. I finally cornered Mrs Slocombe in the trophy room, hiding under a stuffed beaver. I cannot actually be sure that she swallowed the tablet, in truth, but given I had lost an eyebrow, the top of a toe and a half pint of blood, I feel I had fulfilled my duty. Perhaps next time I will contract out the task to that strange little orange fellow, who has the feel of an unemployed chap, and will surely be happy for the offer of work.

ctober is a good time to gather with friends to sip — and spill — some tea. The Mid-Atlantic Center for the Arts and Humanities (MAC) has invited history’s most dangerous women for Tea and Confessions. Lizzie Borden appears on October 15 at the Inn of Cape May to explain what really happened when her father and stepmother were murdered that August day. Although she was acquitted, legend says that Lizzie was a greedy, ungrateful daughter who resented the money her father gave to his wife’s family. After all, she was suspiciously calm, a maid saw her burning a dress that might have had bloodstains, and there were rumors of strife in the household. Or was she a convenient scapegoat? Did police ignore the similarity to a murder in a nearby town? What about Lizzie’s maternal uncle, who had been estranged from the family, but spent the night of the murder as their houseguest? And if the victims received 19 and 11

whacks each, why does the rhyme say 40? Next up, at the Carriage House Café, is Typhoid Mary Mallon, an Irish immigrant blamed for 47 illnesses and three deaths. Mallon came to America at age 15 and worked as a cook. Although she was never ill, she carried typhus. Health officials quarantined her against her will for three years. When she was released, she went back to work, and more people fell ill. Mallon was then quarantined for another 18 years —the remainder of her life. Mallon was not the most deadly carrier of typhus — a man named Tony Labella infected 122 people, five of whom died — but he was only quarantined for two weeks. Another healthy carrier was allowed to continue

running a restaurant. Why does Mary get all the blame? Could it have been her gender, her low social status, and her frank disbelief that she was making people sick? The final guest is the nameless Bride of Frankenstein, who visits the Carriage House Café on October 29. A second creation of the arrogant scientist, Victor Frankenstein, the Bride is built for an arranged marriage to Frankenstein’s original Creature. In Victor’s selfishness, he fails to consider that the Bride might like to choose her own mate, expecting her to accept the match like a dutiful daughter. In the book, Victor destroys her while she is half formed, and Victor’s wife is murdered in retaliation. In the movie, the Bride rejects the Creature, so he punishes her by burning her to death in a fiery murder suicide. Who knows what happy ending there might have been had Victor taken responsibility for his first Creature? Maybe he could have taught him how to treat a lady. Tea is served at 2:30. Tickets are $30. Growing up in Cape May taught me about small-town manners. If elected, I would seek to bring people together by focusing on the many issues that unite us instead of belaboring the issues that divide us. The people of Cape May deserve leaders who are focused on working for them, not against each other, and are willing to set real goals to move forward. In college, I served as class president and co-captain of the ice hockey team. It was a small Division 1 school where everyone knew everyone. I was proud to have those leadership roles and was elected to those roles by my peers because I was seen as friendly, fair and respectful, while never being afraid to voice a strong opinion on issues I thought to be important and on changes that needed to be made. I disagreed with many people along the way but I learned important lessons. We can disagree without resorting to hostility and strife. We can be respectful and civil while expressing independent views.

HERE ARE SOME OF MY GOALS... Conservation and Preservation Not only maintain, but grow, preservation initiatives. And continue to promote our history. Parking Plan Developed by elected officials and publicprivate partnerships. We should consider the future of driverless cars – we need leaders who understand technology. Attracting Families Provide incentives to attract families, and look at making the Cape Island Grade School K-8 one of the best in the country. Beach Safety This is not a new issue – my family and I have been active in helping those with injuries for 10-plus years. We are lucky to have a community willing to expend the time and

effort necessary to find solutions. We need to empower the beach safety commission.

Convention Hall. It could be a bath house, with retail space to help fund the project.

Storm Surge Protection We should be a shining example to other seaside towns by how prepared we are for the changing environment. We need a 25-year plan.

Community Center The Franklin Street school could be part of a long-term solution. We need a center.

Extend the Promenade & Seawall Expand the promenade on the east side, while adding storm protection through grants. Trash Collection Trash collection companies should pick up on the same day as recycling. It will improve our appearances and simplify life for home owners. Underused Space Replace the trailer-style bathroom in front of Angelo’s and rehabilitate the building next to

Bike Safety/Support We should have a plan for connecting into the planned bike path which will go from the lighthouse all the way to the county zoo. Six More Weeks of Summer Create an event much like Groundhog Day in Punxsutawney Pa. We should OWN summer. We always looked out for one another and only rented to visitors who were equally respectful. Unfortunately she passed away in the spring and her heirs have taken over. I cannot begin to tell you what hell that has been. Between the noise and the unacceptable hours they keep, we are at wits end. Our own tenants are threatening to find other accommodations. We cannot come up with a solution. Certainly talking to the renters has been fruitless and we never see the new owners, who live in Maryland. — Beleaguered Dear Beleaguered The only thing to do is to kill the new owners/tenants with ordinance infractions. Noise, number of occupants, code requirements. But before you do that, slip some business cards under the door as a hint to procure a reputable realtor to rent the property? Cape May has so many great realtors. Slip a copy of Exit Zero in the mailbox with the realtors red circled. And hope for the best.

Bird Droppings

or someone whose raptor abundance standards were established in the 1970s, the hawk flight over Cape May Point the other day was nothing short of miraculous. In the ’70s you dreamed of seeing a bald eagle, while peregrines were as elusive as a politician’s promise. But October 3, under cloudpocked skies, the flight lived up to the highest expectations of the 150 hawk watchers on hand. Eagles were everywhere. Cooper’s hawk numbers approached the level of a blight. There were so many peregrines in the air people stopped calling them out. Not bad for a species heading for extinction four decades ago. Just goes to show you how resilient Ma Nature is. We do something stupid like introduce DDT into the biosphere and the environment goes haywire. We wise up and stop using the stuff in time and our environmental safety net mends. Grounds for optimism about climate change, eh? But of course all eyes have been trained

on the south, tracking Hurricane Matthew. Hurricanes have a way of stirring up the birding crowd. Who knows how many tropical bird species are trapped within that 20-mile-wide eye. Certainly enough to ferry a dozen new species into the county. Direct hit or skirting miss, you can count on the region’s birders to be out in force after the storm passes. Me? I’m dreaming of a white-tailed tropicbird. Having missed this streamer-tailed beauty on the Dry Tortugas, and several North Carolina pelagic trips, it

would constitute a Life Bird for me. One of the last regular occurring North American species I have yet to see in the ABA North American area. Not that I’m counting. And if the storm passes over Cuba, and heads quickly in our direction, who knows what goodies might be ferried our way. Anyway, it’s an ill wind that doesn’t blow someone some good. We can live without the devastation, of course. Closed highways will impede access to key coastal watch points. Surfers and birders, two subcultures that see the bright side of coastal storms. So here’s to keeping an eye on Matthew’s eye. Batten down the hatches, birders and put your copy of Birds of Cuba in a lock top bag. If you don’t have a copy, you can visit the Cape May Bird Observatory shop 701, East Lake Drive, Cape May Point. While you are there check out the stock of waterproof binoculars built to German specs. Good to a depth of 18 meters for 20 minutes (not that you are going to need it).

The Movie Column By Tom Sims of Cape May Film Society

K

eegan-Michael Key is a rising comedic star, and now he gets to play one in the new film Don’t Think Twice. Key joins Gillian Jacobs and Mike Birbiglia in a comedy-drama about an improv troupe going through tough times. The space where they perform has been sold and is closing despite their act getting more successful with bigger audiences. The troupe is called The Commune and their leader is Birbiglia’s character. He’s the oldest of the bunch at nearly 40. He’s had his shot at celebrity having auditioned at a late night show called Weekend Live (an obvious play on Saturday Night Live). He mentors the others, and they all agree they would not be as successful if not for him. Key plays one of the troupe members, and while he’s a team player he also can be a stage hog. This is exceptionally true when the crew hears that talent scouts from Weekend Live will be in the audience one evening. Key all but puts on a solo performance disregarding the others to get

Keegan-Michael Key stars in Don’t Think Twice the scouts’ attention. It works. He and his girlfriend, another member of the troupe (played by Jacobs), are given the chance to audition. Key gets the part and becomes the newest player on Weekend Live. As you might expect, the troupe continues to suffer with having to find a new, less appealing space and the loss of Key’s character. The girlfriend is going through her own crisis as she favors improv and fails to show up at the Weekend Live audition.

Despite some clichéd “we’re getting older” melodrama, this film works on several levels. First, it is a perfect showcase for several young comics. And the laughs, while not side-splitting, are well deserved. The drama side of this comedy-drama is well played. So while comes dangerously close to being whiny, it never gets there — to Birbiglia’s advantage. Birbiglia also writes and directs this film. He has paid his dues in Hollywood, playing opposite many famous comedians for years. This is his first major directorial opportunity, and he hits the mark with a near bullseye. Hooray for knowing your subject matter! On another topic, the Cape May Film Festival is approaching. Save the date: November 11-13 at West Cape May Borough Hall.
