Ramblings From The Editor
I
Ideas, idle gossip and occasionally important odds ’n’ ends... by Jack Wright
f you watched (or heard of) councilman Roger Furlin’s attack on former Cape May Police Department Lieutenant Chuck Lear during a council meeting last week, read on. Hopefully, Furlin will be among the readers since he seems to be so uninformed (or, should I say, ill-informed, because I think it’s safe to assume he’s been fed this material). Furlin used the word “illegal” eight times and threw in a “corrupt” for good measure. Interesting that Lear is running for mayor on November 8 against Mayor Ed Mahaney, with whom Furlin has seemed very cozy from day one, much to the chagrin of people like me, who endorsed him last year (boy, do I want to take that one back) and those who voted for him. Furlin said he spoke up in response to former police chief Bob Boyd, who had criticized a council resolution adopted in the wake of Lear’s retirement, a resolution that, said Boyd, laid waste to Lear’s 37 years of police service. Furlin said Lear had been reprimanded by the city over “illegal overtime compensation” and had received a “dishonorable discharge.” This was why, Furlin said, there was “no cel-
ebration of 37 years of service.” Indeed. The city has gone out of its way to blight Lear’s career. And now it appears to be trying to blight his mayoral campaign, too. Furlin went on to say that Lear had breached a contract signed on January 1, 2011 and had taken $100,000 from the taxpayers of Cape May in illegal compensatory time. Allow me, Roger, to set you right. Lear did not sign that contract on January 1, 2011. It was signed a year later. I’m guessing the mayor didn’t pass that nugget of information
on, Roger. Secondly... do you know why that contract even came into place? Because Lear and Rob Sheehan (who was demoted from the job of chief to captain 18 months ago in a related piece of tomfoolery) ASKED for it! When Lear was promoted to lieutenant in 2005, he didn’t have a contract. Before that, he was CMPD’s administrative sergeant. He took care of paperwork and did the preparation and organizational work for events and festivals. After being promoted, he was asked to continue that job, as well as taking on new duties appropriate to his status as lieutenant. He was informed by then police chief Diane Sorantino that any extra hours he put in over the 80-hour two-week pay period could be used as flex time. Not comp time. There’s a huge difference, folks. Comp time is paid to officers of the rank of sergeant and below and can either come in the form of money at time-and-a-half or vacation time at time-and-a-half. Lear has only ever used hour for hour. As agreed with Sorantino. Until 2012 (when he signed his contract), Lear used this flex time

Page 12 agreement. It wasn’t a private list, as has been suggested by the city. Instead, it was notated every two weeks in the paperwork sent to the city’s payroll clerk. And it never resulted in Lear receiving actual money. Just time off for doing things like getting up at 4:30am to organize the police efforts for what was a rapidly growing set of events — such as Oktoberfest, the Harborfest, Dragon Boat Festival, the growing list of fun runs and, of course, long-established events such as the West Cape May Christmas Parade and the various Wilbraham Park festivals. After Lear signed that 2012 contract, he assumed he would no longer be able to use any future flex time, and never did. HOWEVER... he was told, in 2014, much to his surprise, by City Manager Bruce MacLeod that he WAS eligible to claim flex time. This appears in writing, in a letter sent to Cape May County Prosecutor’s Office by City Attorney Tony Monzo in December, 2014. When questioned by councilman Shaine Meier at last week’s meeting about the existence of such a letter, Monzo seemed to deny it, then hedged by saying that if there was one, he didn’t remember. Sure thing, Tony. This has been, by quite some distance, THE most controversial issue in your time serving the city. And you don’t recall
Thursday, October 27, 2016 putting this in a letter just 20 months ago? Absolute nonsense. Of course you do. Not for the first (or even second — or even onehundredth time), shame on you. Let me say it again... Chuck Lear was using flex time from 2005 to 2012, with the full knowledge of, first of all, Chief Sorantino and then Chief Sheehan. And the city’s payroll clerk. And if you think Bruce MacLeod didn’t know about it or, for that matter, Mayor Mahaney, I have a one-legged racehorse to sell you. So how come the phrase flex time got changed to comp time? I asked Lear about that this week and he told me, “I don’t know. Bruce [MacLeod] started calling it that, though I don’t think he really meant anything by it.” In fact, the issue would not have become an issue if not for the efforts of former patrolman John Campbell and former sergeant Rusty Chew, who for their own reasons wanted to run Lear through the ringer. It was their whistleblowing that brought the matter to the Attorney General, who took it to Cape May County Prosecutor’s office, who told Cape May this was NOT a criminal matter, but an “administrative” one, and that the city should sort its house out. It didn’t do that. Instead, the city began a destructive, scorched-earth policy that has cost the taxpayers of Cape May hundreds of thousands of dollars. And that’s REAL money,
Roger Furlin. Want to know something else interesting? When the city and Lear finally reached an agreement about his retirement (there was no “dishonorable discharge,” as Furlin so dishonorably put it), here’s what the city insisted upon as part of its settlement — that Lear drop his attempt at trying to find out the extent of the legal fees charged by Tony Monzo to the city since this nonsense began. The city had previously denied Lear’s OPRA requests, but Lear finally had the state overturn those denials and order the city to release the info. Never happened, though, because Mayor Mahaney made sure his attack dog, aka Tony Monzo, was kept in the clear. For now. I, too, had a previous OPRA request for this information denied. But I’m going to get back on that. We all deserve to know how much this has cost. After Furlin’s outburst at city council last week, Mayor Mahaney finally steered business away from a controversy he clearly didn’t want aired and instead talked about the movie Hocus Pocus being shown at Rotary Park tonight. The definition of hocus pocus? “Meaningless talk or activity, often designed to draw attention away from and disguise what is actually happening.” Right on, Roger! Until next week...

The Old Fogey

Ah, those good old Cape May days... by Jackson D’Catur
id you know Cape May was at one time America’s coffee capital? It was, I recall, a welcome shift from our previous title, The Glorious Opium Center Of The South, and I for one was not sorry to see all those dreadful slumped bores go. It made one’s morning stroll an obstacle course, rather like our favorite televisual documentary The Walking Dead, which is as far as I can work out, actual footage of a winter weekend in Wildwood. Anyway, our shift to coffee was akin to finding one of those old newsreels where people are all speeded up by a factor of three. There were more arguments, for sure, and once the seagulls got into the unlocked bean store, we had a caffeinated version of The Birds on our hands, with me cast in the role of Tippi Hedren and running shrieking along Beach Avenue with birds tangled in my powdered wig. It only ended when we had the idea of floating the Young Albert of the day up under a hot air balloon and towing him in a grid pattern above my Model T: Yorkshire
Terriers are seagulls’ natural enemies and the two species have fought a long and bloody war. Those fond memories bubbled up the other morning as I was thrashing a young upstart with my cane for insisting I call him a barista, and then leaving a pattern in the foam atop my coffee that was, I am sure, genitalia, though he insisted it was a daffodil. Either was unasked for, and so I cared little for his whining. Mind you, once I had blown the tumescent foam in his spotty face and drank my
coffee I was much better disposed, and dusted him off as I chattered inanely and without pause about my plans for the day That’s the trouble with coffee: it fills one full of a belief that everyone within range should be informed as to one’s thoughts and opinions on a wide range of topics. On a tangent, I do believe that ochre fellow who keeps popping up on the televisual shouting at the old lady in the pant suit must have a bladder filled entirely with coffee, given his roaring bluster. It would also explain whatever is going on on the top of his head; I am certain a cheeky barista must have molded and teased all that foam into a reasonable facsimile of a genital. But those minor issues aside, I have concluded that coffee is by and large a positive thing, and so starting this December every faucet in our fair city will dispense a 50/50 mix of coffee and water. Possibly with creamer mixed in. I expect productivity to go up dramatically as a result, and for us to set records as the fastest talking town in America.

alloween is about embracing contradictions. We tell ghost stories to feel lively. We laugh when a mildmannered person dresses as the Incredible Hulk or a powerful adult dresses as a baby. Yet we don’t like scary clowns. We can empathize, like Smokey Robinson, with sad clowns, but this year, we’ve all got a touch of coulrophobia, or a medicalgrade fear of clowns. Although this affliction is not recognized by doctors, anecdotal evidence suggests that fear, or at least dislike, of clowns, is common. I blame Stephen King, even though It was 30 years ago. King was following a long tradition of questionable clowns. History is full of clowns who were far from jolly. Clowns — or fools or jesters — date back to 2400BCE, and through the centuries, some dangerous dictators have tolerated criticism only through the antics of a clown. Shakespeare uses his clowns both for comic relief and to explain the dramatic plot, and in French literature, the harlequin often ventures into dark territory.
The first modern clown was probably Joseph Grimaldi, an early 19th century physical comedian who punned, “I am GRIM ALL DAY but I make you laugh at night.” His real life was tragic, but on stage he frolicked in white face paint and colorful outfits. Charles Dickens adapted his memoirs to heartbreaking effect. A French contemporary of Grimaldi stood trial for beating a heckler to death. The 1892 opera Pagliacci features a clown who kills his cheating wife. In America, the Depression made sad “hobo” clowns like Emmett Kelley popular. There was a blip in the 1950s when mass market clowns like Bozo were cheery,
but by the 1970s, murderer John Wayne Gacy gave clowns a bad name. This year, the evil clown as urban legend has reached a fever pitch with what the NY Times calls “The Great Clown Scare of 2016.” Suspicious clowns have been rumored in 20 states, leading to curfews and school closures, and spurring retailers to stop selling clown masks. Luckily, Cape May offers lots of clown-free alternatives. Consider the Rest in Peace Dinner on Friday, October 28, at the Carriage House Café. This four-course dinner in honor of the 150th anniversary of Dr Physick’s death will feature local wines. Tickets are $75, and reservations are required. Or dress as your nonclown contradiction for the Masquerade Ball at Congress Hall, from 8 to 11. This grown-up Halloween Party offers prizes in many categories. Tickets are $25. For questions and information call (609) 884-6583. Also on the 28th, the Young Entrepreneurs present a free movie — Hocus Pocus — at 7pm in Rotary Park. BYO chair. Refreshments will be available. Kids can Trick-or-Treat at the Physick Estate on October 31 from 5-7pm. Admission is free.

She’d been adopted as a baby but now has children of her own, and needed a medical history for one of them. I’m ashamed to say I had to ask her who her mother was. It was a one-night stand. I barely remember her mother and I asked if she’d been in contact. She had but her mother refused to have anything to do with her. I cannot turn my back on her. She is 40 and wants nothing more than to know me. What do I do? Thanksgiving dinner? – Big Daddy

Growing up in Cape May taught me about small-town manners. Bird Droppings
have spent tens of thousands of hours watching hawks, mostly from the hawk watch platform at Cape May Point State Park. Having seen all of the expected species multiple times, it begs the question: Why invest more hours scanning the sky when the returns are more of the same? That answer was partially answered recently when I got to witness a spectacle I’ve only read about, the end-over-end tumbling of bald eagles in a locked talon embrace. There were more than 100 hawk watchers on the platform that day, yet I may have been the only one to witness two eagles in free-fall. What grabbed my attention was the sudden appearance of a feathered meteorite that was alternately brown and white. I brought binoculars to bear and was rewarded by the sight of the two birds separating moments before their trajectory would have plunged the pair into Bunker Pond. “Cartwheeling” is practiced by adult pairs during courtship. Why these two were so engaged outside the breeding season is a mystery. Perhaps it has something to do with territoriality or
dominance — a high-stakes game of chicken between raptors. In any event, by perseverance I finally got to see a very rare spectacle. Even without the eagles, the day was spectacular, as steady northerly winds propelled a parade of osprey overhead. Broad-winged hawks were cooperative and close. And there seemed never a moment when one or more eagles were not in view. It was the kind of day ardent hawk watchers dream of. Hawk-watching season is less than half over, and there are surprises to come,
with northwest winds ferrying such local rarities as northern goshawk, golden eagle, and rough-legged hawks our way. Golden eagles were once carried on the battle standards of the Roman Legion and were powerful enough to be used by Mongol falconers to immobilize wolves. The rough-legged hawk is an accomplished mouser with talons calibrated to capture lemmings and voles. You’re right: lemmings haven’t been part of the New Jersey ecosystem since the last ice sheet left town, but voles and rice rats are plentiful in our salt marshes. When winter closes over our region, the aspirations of observers will be yearning for another Arctic rarity, a gyrfalcon, a bird yet to be recorded in the 40 years of Cape May Hawk Watch. These powerful falcons spend most of the winter patrolling the edge of the Arctic ice cap. Your chances of seeing one are slim but Cape May’s reputation is built upon finding raritires. So when temperatures argue in favor of an easy chair in front of the fire, think gyrfalcon.
