Prehistoric-looking frilled sharks, aka lizard sharks, get their name from their gills, which are lined with red fringelike structures and sometimes form a collar around the head. They’re related to a creature that lived 80 million years ago, hence their “living fossil” title. Many believe these guys are the genesis of all sea serpent legends. Much is unknown about the mysterious frilled shark, including who its predators might be.
Cape May’s wetlands are a nursery for the entire Atlantic seaboard. Paddle through them and you’re likely to encounter fiddler crabs, moon jellies, even the occasional harbor seal. Jeff Martin, owner of Aqua Trails — a harborbased company which provides kayak and paddleboard nature tours — has seen kayakers get close enough to bottlenose dolphins to smell their fishy breath. Inside City Hall
The happenings from Cape May City Council’s latest meeting... by Susan Tischler QUOTE OF THE NIGHT “Anything you can do to eliminate the curse of the plastic bag is welcome.” – Former Deputy Mayor Linda Steenrod urging Cape may City Council to approve a resolution to “Encourage Use of Reusable, Cloth Type Shopping Bags as opposed to Single use of Plastic Bags.” Which they did in a 5-0 vote.
W
hat would a City Council meeting be without a kerfuffle resulting in another 3-2 vote? Answer: A short meeting. The night was dominated by discussion around a proposed resolution reappointing and continuing the responsibilities of the Master Plan Advisory Committee. What is the Master Plan and why should we care? It represents the city’s vision for itself and a means for guiding land development policy and planning decisions. You should care because it offers a window into the city’s future and don’t you want to know what your future might look like? Or, as the Master Plan states: “Once adopted by the Planning Board, the Master Plan serves as the basis for governing
land use throughout the City on both a private and public level.” So, what’s the problem? There is a faction within the city that is concerned with National Historic Landmark status and thinks the Master Plan was adopted hastily, without transparency and enough public input — or so says Warren Coupland, head of the Historic Preservation Commission (HPC). Addressing city council, Coupland maintained that the Master Plan, adopted in March, followed the “letter of the law not the spirit of the law.” What did he mean? That there wasn’t
enough time for property owners, many of whom are away in March, to see the plan before it was adopted. He said there was a sentence added at the last minute which could adversely affect the city’s National Historic Landmark status. Former city councilman Roger Furlin also referenced the sentence, noting that the National Park Service keeps an eye on how towns are protecting the historical integrity of the town. Cape May was on the watch list a few years back. Okay, what’s the sentence? “Cape May should take a leadership role by reviewing and incorporating new technologies and materials where consistent wit the goals and objectives of the Master Plan and not necessarily be bound by outside jurisdictional standards.” In other words, Coupland fears the HPC will become irrelevant. He also criticized the lack of financial disclosure on the part of the Advisory Committee members, who are appointed not elected. “How are we to know if they don’t have conflicts of interest?” He asked that council, in effect, have a redo during the summer when property owners are present to

educate them on what the Master Plan entails. Is he right? Not according Planning Board head Bill Bezaire, who said he “takes umbrage that the Planning Board” was anything but transparent and above board. “Contrary to social media (councilmember Zack Mullock posted comments critical of the Master Plan and the advisory committee appointees), “we never held private or secret meetings” and said he found such accusations “extremely offensive.” He maintained that The Master Plan encompassed 18 months of work; that all Planning Board meetings are live streamed; that a town meeting was held and; that in short, “we couldn’t have been more transparent.” So there. But wait – if the Master Plan has been adopted what’s the issue at hand? Council was voting on a resolution to keep the Master Plan Advisory Committee in place to start moving toward making the plan a reality. Councilmembers Stacy Sheehan and Mullock maintain that once again they have been presented with a roster of volunteers that is a fait accomplait. That’s Frenchy for no one asked them for their input. Sheehan, in telegraphing her no vote, said she would like the city to “take a closer look” and hear what the public feels about the Master Plan. Mullock, focusing on the roster of volunteers presented without input from the two dissenters, said the resolution thwarts the “democratic process.” He has repeatedly, without success, tried to get council to advertise the need for volunteers on the website instead of “handpicking” the members of the various advisory committees. He also argued that it is council’s responsibility to determine and discuss a course of action not an advisory committee. Not so fast. Councilmember Shaine Meier objected to Mullock’s and Sheehan’s assertions that the public was not properly informed about the Master Plan, stating that the Planning Board voted on the Master Plan and that all was
May 30, 2019 transparent and above board and agreed that “of course” we need to protect our historic status. “I’m here to bring ideas to the table. I’m not here to challenge ideas.” Uh, oh gloves off. Where’s Perry Mason? Deputy Mayor Tricia Hendricks and Meier questioned Mullock’s argument that neither he nor Sheehan have been asked to nominate volunteers for the Master Plan Advisory Committee. Mullock said the first he heard about the committee was when the resolution appeared. Meier: “But I texted you four days before you got the resolution.” The agenda, he said, appears on Friday and not before. Mullock stayed the course. “By the time I saw the roster, it was already in the form of a resolution.” Meier repeated that he texted him four days before the agenda came out. “This makes me sad.” Mullock appealed to City Solicitor Frank Corrado to settle the debate. Corrado admitted that the resolution was sent via email to Mullock several days prior to its appearing on the agenda. He also admitted that he should have prefaced that it was a draft not a final document, ergo the fait accomplait appearance. Corrrado said regarding the tete-a-tete, “This makes me sad.” He said he circulated the resolution ahead of time to avoid “the very problem that is happening here tonight.” What happened? The resolution reappointing and continuing the responsibilities of the Master Plan Advisory Committee passed in a 3-2 vote. I second that emotion. Citing the need for transparency and because of poor public attendance, Councilmember Sheehan made a motion to have the Master Plan Advisory Committee and the Public Safety Building committee meetings live streamed or video taped. She got a second from Mayor Chuck Lear and what seemed to be a favorable response from Hendricks, who suggested that perhaps all the committee meetings should be live-streamed. Then City Solicitor Corrado suggested

tabling the motion until the end of the meeting when the other resolutions were acted upon because there seemed to be confusion regarding what motion was being discussed and voted on or if there even was a motion. Or maybe there were two motions. On Corrado’s suggestion, Sheehan withdrew her motion/s. And they started all over again at the end of the resolution votes. When the topic came up again, Mayor Lear said he saw no reason to “rush it” because of logistic concerns. Sheehan moved forward with a formal motion to have the Master Plan Advisory and Public Safety Building committees taped or live streamed. Hendricks amended the motion to wait two weeks to poll the committees. That was interpreted by Meier as a motion to table which he seconded. Meanwhile the original motion was dangling in the air. And the City Clerk, we can only guess, was secretly tearing her hair out. Too many motions, too many emotions. Can you say, convoluted? Oh yeah! Apparently, a motion to table for two weeks, which originally was stated as an amendment, takes precedence, according to Corrado, which he said should not be interpreted as voting down Sheehan’s motion. Get it? Yeah, sure you do. Bottom line, please? The motion to table went down 3-2 with Meier joining in with Mullock and Sheehan. The motion to live stream the committee meetings? You guessed it. Defeated by a 3-2 vote, Meier going back to his home base with Hendricks and Lear. Did Anything Else Happen? Upward Mobility: City Council approved an ordinance updating the salaries and classification for all city personnel. A detailed range of salary growth is on the city’s website. Bonds – James Bonds Oh no, different Bonds. Council passed a resolution retiring and redistributing debt service totaling $15,165,000 in General Obligation Bonds.

The breakdown: $10,155,000 in General Improvement Bonds for projects already underway or already completed; $4,250,000 Water/Sewer Utility bonds; $760,000 Beach Utility Bonds. Smokin’ on the Beach Council decided not to designate a smoking area on the beach to accommodate diehard smokers. In case you missed it, the State of New Jersey passed a law prohibiting smoking on the beach unless the municipality designates an area for said smoking and/or vaping. Municipalities can set aside up to 15% of the beach area (not necessarily one spot) but council decided to go along with Ms. Sheehan’s suggestion that, given the problems with maintenance and logistics, the city see how it works this summer with no smoking areas. Franklin Street School The city is thinking about moving the library over to the Franklin Street School to the tune of $6 million and contingent on the county kicking in $2 million; a state grant for $2 million coming through and the city picking up the rest. Prior to that, the Municipal Buildings and Properties Advisory Committee was working on a proposal to convert the Franklin Street School to a regional senior citizen center and leave the library where it is. A contract for an estimate on that plan was in the works when the administration decided to change course. Former Councilman Furlin presented council with a financial breakdown of the senior citizen center proposal which would cost $4 million with, he said, a good chance of receiving funding as well.

Terry O’Brien’s legendary column... social satire, shameless plugs — and general self-indulgence
f you’re reading this, you’ve survived Memorial Day weekend and the unofficial start of summer which means there’s only about four more weeks until the actual start of summer which means we’re only about 20 weeks from September! Maybe. I’m bad at math. I’d ask you how your holiday went but (A) I can’t hear you and (B) I don’t really care I was just being courteous. And since I know you’re all super-interested in MY weekend, I will now tell you in excruciating detail. Eased into it with a serving shift at Exit Zero Filling Station, where the curry flows like lava and the burgers are plentiful. I knew it was a holiday weekend because I didn’t recognize anyone and my tips were clocking in at around 12%. But I waited on about 1,000 people so it all worked out. If you haven’t been, you simply must visit. We have an outstanding selection of wine and spirits to pair with your bacon cheeseburger (I suggest a ’39 Bordeaux). The food is great and the service is handsome. Saturday my acoustic duo, O’Brien &
Joyce (me & Tim), played our first gig of the season at Secondo, the (duh) second restaurant run by the Panico family, who also run (duh) Panico’s. Business was brisk, as was the temperature on the patio. But, like true professionals, we brought sweaters and weren’t afraid to use them. Afterward we dined. I had the rigatoni with chicken and, man, was it tasty. We’re back on June 15 and then every Saturday through the season so mark your calendars now. Go ahead. I’ll wait. Okay, good. Sunday we played our regular gig at the
Rusty Nail (well, it’s semi-regular as we alternate Sundays and Mondays and… you know what? Never mind) and I’m not exaggerating when I say there were 300,000 people out there. (Okay, I’m exaggerating, but it was, like, super-busy.) Lots of families, lots of kids, uniformly well-behaved and requesting songs from before they were born, revealing their parents taste in music and I have to say, I’m pretty proud of most of you. (Not you, Bon Jovi mom.) The Rusty Nail is one of the more reliable good times in town and I always marvel at the ability of the staff and kitchen to handle 100s, probably 1000s, of guests over the course of a day. But they do, and they do with aplomb. Speaking of aplomb, O’Brien & Joyce has acquired the hypest hype man in the business in. Randy Redelico, one half of Randy and Wendy (DING!). He may be as big a fan of O’Brien & Joyce as anyone has ever been a fan of anything. He dances up to the stage, snags our tip jar, and passes it around the room. This is appreciated, now that we know

(His first time in the Brown Room the lady on the couch was like, “You want me to tackle his ass?”) The Redelicos are looking to sell their paint business up north and retire down here, so if you’re in the paint business and looking to expand, call a brother up. Monday I booted Tim to suit up with Love Me Dudes, my Beatles tribute band, to host the Beatles Open Mic at Carney’s, our first open mic show since 2013. We didn’t have a ton of people sign up to perform but those that did were pretty great. The Bernadette Matthews-led Capers played a tight mini-set, which sounded great. It sounded even better when I turned the main speakers up. (Sorry, guys.) Bernadette was the first person to reach out about playing this show when I announced it about three months ago and we really appreciate it. You guys added a lot to the show. Keith G from North Jersey just kind of looked like a guy hanging out with his wife having a beer, but when he got up and sang “Maybe I’m Amazed” and “I’ve Got a Feeling” it was, like, wow. A big voice humbly packaged in cargo shorts and an Izod. And, while it hurt my heart to give up “Hey Jude”, we had to get him up for another, which he also crushed. Keith and his wife are friends with Dudette Sue Polcer and were just popping in to hear some music, and ended up singing a half-dozen songs and booking a room at Beach Shack to stay an extra night. Another satisfied customer! Every time I feel like I’m a good singer, I let Maddie Hogan on to the stage and feel like an idiot. She joined the Dudes for a set of her own and knocked it out of the park. I really hate it when the guest singer is better than the lead singer, but here we are. Maddie’s got the goods and it was my pleasure to back her up on “Dear Prudence” and “I’m Looking Through You” among others. Like most of the kids today, you can probably catch her performance on the social

I went from somehow going 25+ years without playing a gig on Carney’s main stage to playing 25+ gigs there this year alone. It’s a great venue and more or less home for my tribute bands this season, the newest of which debuts in just three weeks! I’m not nervous! At all! The Terry O’Brien Band will be bringing you songs from The Beatles, Billy Joel, Bruce Springsteen and Prince. We’re pretty excited about it and we hope you are, too. If not, fake it. And bring three friends. I had a jaunty conversation with John (different John) the Church Parking Lot Guy who quizzed me pretty good on my Beatles history (I got a C+), asked if I knew the origins of the name Steely Dan (I do, but you shouldn’t Google it) and I got to regale him with one of my favorite bits of trivia (the first drummer of Steely Dan was none other than Chevy Chase. It’s true. That you can Google). I survived my latest sojourn into Cape Bookkeeping. Thankfully, Karen Mirable is an accountant with a great sense of humor. In essence, a unicorn. I expect our “feud” to last another 6-10 weeks or until I have enough material for a full column without it. Correction of the Week: Lance Vogel, perhaps the greatest human being to have ever walked this earth and whose feet your aren’t worthy to clean, took time off from his humanitarian work (he saves the whales and the trees by planting trees in whales) to inform me the newly minted Lakers head coach Frank Vogel is his cousin and not his uncle. Which, honestly, takes a little shine off of it, you know? I mean, it’s still cool, but, you know what I mean. So, uh, yeah. Lance is still cool and all, but I may have slightly oversold him. ’Til next week, don’t get caught in The Undertow.

Ah, those good old Cape May days... by Jackson D’Catur
hoobie, shoebie, shoeby, shoobee, shoo bee. All are perfectly acceptable terms to most of you, and all mean the same thing, except for the one that is meant to chase away a type of buzzing insect. But let me tell you what you are actually saying, when you dismissively wave a manicured hand in the direction of a clot (this is the actual official term) of the aforementioned visitors. The original use, as coined by myself, Ernie Hemingway and Oscar Wilde one fine night in the Brown Room, was Shoebie. Ernie and Oscar were trying to be rude to as many people as they could, within a second of them coming through the doors. The pair had cheerily offended a brace of Wildwooders, a dozen Ocean City folks, a coach-load of New Yorkers and a couple from Philly, and the evening was hotting up. Then, in stepped a family from dressed in such an earnestly banal manner, with such wide, open faces, that I could see Ernie actually falter, and Oscar looked set to do the same, when his eye fell upon the shoe boxes that each one carried. I could see the
wheels turning in Oscar’s head: he was clearly calculating the odds that each box contained a loaded firearm, or perhaps one of those attack-trained capuchin monkeys that were at the time popular the length of the Jersey Shore. Suddenly, one of the bunch tapped the lid of the box and declared, “Time for dinner, ma!” and damn my eyes if they all didn’t just drop to the carpet and open the boxes, to reveal a veritable cornucopia of what I would have termed “poor people’s food,” comprised mostly of limp sandwiches.
Find Your Way Back...
Well, there followed a flurry of witty terms, as Oscar and Ernie attempted to outdo one another. “Box-lunchers!”, “Shoe-boxers!”, “Shoe-ers!” and so on. I must say, we were going nowhere funny, fast, especially when Ernie proposed sending every visitor home in their little shoe box (Ernie was a house built on shaky foundations, it must be said, and so I discretely slid his elephant gun and Bowie knife across the bar, into the safe and leathery hands of Igor the gorilla barman). “Shoebies!” I shouted, to defuse the tension, and to my short term delight and lasting shame, the term stuck. Of course, the “Shoobie” term is a little less kind than mine, involving as it does the notion of shooing the poor souls away. I refuse to do that, until such time as their little shoe boxes are emptied not only of poorly prepared food, but of every carefully folded dollar bill, jelly jar of dimes and assorted good-luck trinkets that they bring (a whole wall of the D’Catur Mansion is know as the “Lucky Rabbit Wall” as it is lined with the rabbits’ feet that Shoebies have carried into Cape May for close to a century now.

Catherine Dugan’s guide to getting out there... this week, Cape May Restaurant Week
ining out is one of the great luxuries of life, so it’s easy to forget that it’s a fairly recent invention. For most of history, people wealthy enough to have kitchens ate only what came from their kitchens. Travelers either ate what the innkeeper had on hand or ate like the poor — street food. Street food, sold mostly in market cities, was portable and cheap, but generally tasty and filling. Peasants and travelers bought oysters and corn in the Americas, jellied eel in London, dumplings in China, and meat or fish on a stick almost worldwide. Many of America’s favorites “ethnic” dishes, like tamales, falafel, pizza, tacos and gyros, have their roots in street food.The idea of sitting in a restaurant with table linens and cutlery didn’t catch on until the middle of the 18th century. In Paris, in 1765, one “A. Boulanger” opened a new kind of establishment. He hung a sign, “Restaurant,” over a shop which focused on food, not coffee like a cafe or alcohol like a tavern. Boulanger capitalized on an eighteenth century health food craze by offering light soups called restoratives, or, in French,
“restaurants.” The idea caught on, spurred in part by the large number of chefs who were unemployed after the French Revolution. Once the aristocracy crumbled, chefs and other kitchen workers had to create a model to feed the merchant class. This new kind of business, where a customer could choose a meal and be served like a noble, was novel enough that most European languages borrowed Boulanger’s term, and soon Swedes were dining in “restaurangs,” Italians in “ristorantes” and Poles in “restauricias,” and English and Germans in, well, “restaurants.” A Frenchman also organized the tradi-
tional restaurant kitchen. Chef Georges-Auguste Escoffier left the army for London’s Savoy Hotel, where he organized the kitchens with military precision. A chef de cuisine played the part of the general, easily identified in a crowded kitchen by a tall toque. Under the chef came the sous chef, supported by demichefs and specialists — the patissier for pastries, the saucier for sauces, the poissionier for fish, and so on. Apprentices and generalists did the menial tasks. Dining out in Cape May can feel like a military operation, requiring planning, organization, and the obedience of the troops. Often, planning enhances the experience —anticipation lets you enjoy the meal from the moment you make the reservation, and menu reconnaissance lets you confirm that your recalcitrant little private will be able to enjoy plain pasta or grilled cheese. During Restaurant Week — June 2 thru 9 — you can take a chance and step out of your comfort zone. Many local restaurants will offer a fixed price menu, featuring three courses for $35, not including beverages, tax, or gratuity.

Worse, they share a page, which is so lame. If we visit, they keep their laptop (which they share) in front of them trolling Facebook, asking us to look at this; look at that. They are forever posting pictures of me. It is very sweet, in a weird way, that they are so interested in my life, BUT I don’t want my life out there. Prom pics were bad enough but now graduation is coming up. I don’t like it and you can’t talk to them about it. They think I’m being “too modest” and not “social enough.” It’s my life. Is there no stopping them? — Stalked Dear Stalked Regarding their postings, The Answer Lady is afraid that the only solution is for you

Air your grievances but be aware — they probably won’t listen until you actually stop engaging
with them as long as that laptop is open. Dear Answer Lady My best friend would do anything for me, but she is SO bossy. She has an opinion about everything from what I should wear to how I load my dishwasher. I really can’t stand it anymore. But any criticism of her actions is like an arrow to the heart. I had her and few friends over to dinner the other night and she dominated the conversation. I could see people rolling their eyes and looking for an excuse to leave. I don’t want to end the friendship, but what to do? — Bullied Dear Bullied No need to end the friendship, but a timeout is in order. Put the friendship in the deep freeze for a while and focus on yourself. It’s an excellent time to invest in a mani-pedi at Accents on Beauty followed by an infrared sauna. Dispatches from the nation’s birdwatching capital… by Seymore Thanu
hirty years on, we tend to take the great May convergence of horseshoe crabs and shorebirds for granted. Sometimes it takes the insight of visitors to shake us from our emotional lethargy and remind us how spectacular the spectacle is. My friend Will Russell spent time with us several years ago and said of the tens of thousands of birds massed along the beaches of Delaware Bay: “You know, there are very few places on the planet that you can witness something like this.” Will would know, the places on the planet he has not been in search of birds can be calculated on the fingers of a single hand. Two weeks ago I visited such a one, Prince William Sound in Alaska. Yes the same body of water that hosted the Exxon Valdez disaster. And there were lots of shorebirds in the sound. Accessible by boat. Here in Delaware Bay we have concentrations of three species and you can drive to them. Red Knot, check. Semipalmated Sand-
piper, tens of thousands, Ruddy Turnstone? By the bushel. Sanderling? Ditto. Long-distance migrants all whose wings vault hemispheres and who arrive in Delaware Bay with their fuel gauges on E and even their guts partially digested to make those last few hundred miles. Their hope is that the horseshoe crabs will keep their three hundred thousand streak alive and lay down a banquet of lipid rich eggs, the tiny loaves that feed the multitudes. No eggs? The Knot don’t make weight and don’t reach the Arc-
tic in time to breed. It’s a high stakes game, one made all the more perilous because of the threat of an Exxon Valdez-scale disaster in Delaware Bay, the nation’s second most heavily trafficked shipping lane for petroleum products. So far we’ve been lucky. But there are more reasons than climate change to cut back on our dependence for petroleum. In Delaware Bay, the entire ecosystem is at stake. Fish, fowl, crabs. And every May, one of the planets greatest concentration of living things line our beaches. Makes you proud, doesn’t it? Why, then, are all these birds willing to leave the riches of Delaware Bay for the Arctic? Another seasonal abundance of food. The crabs will finish spawning in July, just about the time the Arctic is awash in insects, protein for newly fledged young. The wings of birds allow them to go from one foot resource to another. The stakes are high, but life seems to find a way. Look at the crabs, an animal that was already old when dinosaurs were young. They’ve survived asteroid strikes, changing sea levels and, so far, us.
