SPRING AT FAAR This is a proud and exciting year as we celebrate FAAR’s 60th Anniversary serving our members. The Real Estate industry has changed considerably over this half-century plus, and FAAR, thanks to its numerous devoted leaders, has actively been equally progressive for the benefit of our members. Spring has brought more than sunshine and blossoms. Our April Awards event aptly showcased the “Many Facets of FAAR”, as we celebrated our 60th anniversary and the many facets of our REALTOR®s. Warmth filled the hearts of everyone who attended as we honored some of our outstanding members who excel in their profession and their commitment to charitable works. Presenters and recipients shared tributes to mentors who had made a difference in their careers, providing inspiration to all. I was in awe of the many exceptionally talented, caring and dedicated individuals who filled the venue and our hearts.
FAAR is in bloom! One step into your FAAR building and you will be greeted with exciting changes to serve you better. The main level will soon be finished and feature a relocated conference room, small meeting room and media studio. The upstairs classroom has been expanded to better accommodate our growing education class attendance. Technology is being upgraded both in the classroom and behind the scenes. We will now be better equipped to conduct multiple meetings and larger class sizes. Be sure to attend our Open House coming soon! May starts our second “Clothes for a Cause” drive. The donated clothing has a direct and affirmative impact on women striving to make a positive life change. Look for the brochure and donate items that can make a significant difference in a woman’s life. TOWN HALL MEETING FORMAT RECONSTRUCTED FOR MORE MEMBER VALUE
A task force appointed by the President and chaired by Kevin McGrath was directed to visualize a town hall format that attracts the interest of more members. A recent membership survey indicated that a panel of local industry experts is preferred over the current town hall format of FAAR and industry news. Members also indicated that topics that directly apply to business were preferred- transaction pitfalls, how to deal with difficult

people, challenges of the current market, and helping buyers make good decisions. The Task Force reviewed the survey results and plans to introduce the new format with a mix of the requested topics on June 14 in the FAAR classroom from 8:30 am- 11:00 am. Breakfast will be served. This is a discussion, not a presentation. Come and learn and share.

After attending NAR’s Midyear Meeting in 2016, FAAR 2016 President Christine Singhass and CEO Pat Breme returned to FAAR energized about the possibility of FAAR seeking a grant to engage even deeper into our local community. Christine and Pat sat through a session about Smart Growth grants and learned about all of the good work that other associations were doing and decided it was time to bring some of that money back to Fredericksburg. Working with Public Policy Director Kim McClellan, Christine delivered presentations to the George Washington Regional Commission detailing the idea of a housing study for our region. Working with economic development directors, local elected officials, and Fredericksburg’s City Manager, FAAR was able to put together a robust grant application for a $14,500 Smart Growth grant to conduct a comprehensive housing stock assessment of the entire region complete with predictions about the future. FAAR contracted with Dr. Lisa Sturtevant, a researcher formerly with the George Mason University who established her own research firm, to conduct the study. The study is broken into individual reports for each jurisdiction in the FAAR footprint: covered by the report are the counties of Caroline, King George, Stafford and Spotsylvania and the City of Fredericksburg. The study is currently being finalized and FAAR will deliver each piece to its respective jurisdiction when it’s complete. The goal of this study is to provide the localities with some solid data to guide their future land use decisions. What do we currently have in place? Is it enough to sustain future population growth? Do we have the right mix of housing types to encourage affordability and entice millennials and retiring baby boomers? These are the kinds of questions this study is seeking to answer. Be on the lookout for an official rollout from FAAR sometime this summer!

ACADEMY
THE REVAMPED GRI PROGRAM HAS WRAPPED UP ITS FIRST YEAR!

The Virginia REALTOR® Institute Program curriculum was completely re-written in 2016, and consists of 10 courses that each student must complete successfully in order to earn the Graduate, REALTOR® Institute (GRI) designation. Eight classes are hosted by local associations across the state, and two classes are available online. Online courses are available for immediate enrollment on the Virginia REALTORS® website, https://www.virginiarealtors.org/ Students working towards the GRI designation have the additional benefit of obtaining continuing education and/or post license credit through their coursework. The course curriculum contains 30 hours of post license (PL) credits. That adds up to a great value… first year REALTOR®S® can complete their PL requirements and earn a designation at the same time.

NOTE: Current GRI students whose five-year completion deadline was in 2014, 2015, or 2016, have been granted an extension to 2019. The Virginia REALTOR® Institute Program has equivalencies for the ABR and SRS designations, as they correlate directly with the RI 504: Working with Buyers and the RI 505: Working with Sellers courses. There are no equivalencies for other designations or license types. FAAR is offering two of the GRI Modules right here at the FAAR Academy for your convenience. On June 13, they will be offering #508, Real Estate Law and Virginia Regulations, and on September 26 #503, Business Planning will be held. Electronic communication has become the preferred method of conducting business in today’s real estate world. E-communication comes with a high level of risk and responsibility for all parties involved in a real estate transaction. As technology evolves, so do the criminals. What information is at risk? What are the criminals doing with this information? What can a real estate professional do to best protect their clients and themselves? Topics covered in this class include NPI, wire fraud, spoofing, and e-mail

On April 7th, FAAR members spent the evening Celebrating the Many Facets of FAAR at the annual Awards Gala. The gala was held at the Fredericksburg Country Club. Brian Whetzel with C&F Mortgage gave the welcome. FAAR President, Linda Fosdick, hosted the awards ceremony as Mistress of Ceremonies. John Reid with Embrace Home Loans assisted the previous 2015 award winners with announcing the award recipients shown to the left. Following the awards the attendees enjoyed music and dancing, provided by DJ Phillip Nitche of Classic Entertainment, along with Photo Booth fun with A Click in Time Photo Booth. The 50/50 Raffle held by The Fredericksburg REALTORÂŽS Foundation was won by Jennifer Church. The Foundation also raffled a necklace which was won by Kit Carver.
Two $300 Visa Gift Cards were given away from the Raffle Sponsors, Alcova Mortgage and Spring Arbor Fredericksburg. PROPERTY MANAGEMENT: NOT FOR THE FAINT OF HEART! BUT YOU CAN MINIMIZE YOUR LIABILITY…. By Frances Heatherman Property Managemnet Chair
Property Management can send a cold chill down our spines and strike fear into even the bravest of brave. But love it or hate it, it’s here to stay. As real estate professionals, we should recognize the benefits of this specialized part of our industry, but mostly we should recognize the immense risk it can present to our businesses if we aren’t paying attention or providing the right training, resources and support to our agents who do provide property management services. Brokers, do you know what your agents are doing? Are you putting your company at risk because you haven’t properly prepared your agents? Do they know HOW to manage a property? Do they know what is required of them or the laws that impact property management? What are they doing with security deposits? Or the rent they collect? What about accounting to the client? What if there is mold present in a home they manage and they don’t handle it properly? What if someone is injured in a property one of your agents manage, are you at risk? What if maintenance isn’t handled properly and a tenant is negligently injured? Or are you just letting agents manage properties and hoping they know what they’re doing?

FAAR worked extensively with members of the Stafford County Planning Commission and Board of Supervisors on updating the County’s sign ordinance. FAAR was successful in negotiating a provision that allows residential real estate signs under six square feet in size without a permit at all times. The original proposal would have required a sign permit for any sign up longer than 60 days. While this was a big victory for residential agents, the compromise language did not alleviate the concerns of commercial members, whose signs generally exceed 6 square feet.

FAAR met with a group of commercial REALTOR®s® to solicit their feedback and then drafted a letter to members of the Planning Commission and the Board of Supervisors. The Board of Supervisors will be considering additional changes to the sign ordinance and FAAR has requested that the Board consider exempting signs, up to 32 square feet in size, from permitting requirements if the property where the sign is placed is for sale or for lease. FAAR will continue to work with Stafford County officials to advocate for this change to benefit commercial REALTOR®s® active in the region.

Both. Seeking leaders is an ongoing process for most organizations and the methods to bring in new faces comes back to the same issue. Why would a member consider a leadership role in an organization? FAAR’s refreshed Leadership Development Committee, headed up by Chair Christine Singhass and Vice Chair Suzy Stone, is creating a process, that once established will be a dependable way to identify leaders. A recent survey requesting members to list in what organizations they volunteer and what their responsibilities are, showed that FAAR members give back to the community in a big way. The Committee will use the results to approach those who already volunteer to extend that spirit of volunteering to FAAR, and become a leader in some facet of the organization. The Committee will also enlist current leaders to recruit from their perspective—the Board members, committee chairs, the Young Professionals Network and the Professional Honor Role members. The Virginia Leadership Academy (VLA) graduates were tapped for suggestions to increase awareness of the many ways honing leadership skills develops character and stellar business attributes.
This refrain is often heard, “networking with fellow members increased my business”. It is reassuring to sit across the closing table from an agent you met at a community service project, rather than a stranger. 2017 GENERAL ASSEMBLY SESSION ADJOURNS The Virginia REALTOR®s® advocated for a robust set of priorities in the 2017 General Assembly session. The following bills were our top priorities during the 2017 legislative session. BY KIM MCCLELLAN, PUBLIC POLICY DIRECTOR

House Bill 1623, patroned by Delegate David Yancey, allows a property manager to transfer a security deposit to the owner and puts the common law in statute that a lease after a foreclosure continues on a month-to-month basis. The bill passed unanimously in both the House and the Senate and became law on February 20, 2017. Senate Bill 966, patroned by Senate Mark Obenshain, allows for a smoother transition for an existing tenant and a new owner following a foreclosure. The bill allows the written property management agreement to continue on a month-tomonth basis following a foreclosure and also provides the tenant with options about where to pay their rent if they are remaining in the property after a foreclosure. The bill passed unanimously in both the House and the Senate and became law on March 13, 2017. House Bill 2045, patroned by Delegate Jackson Miller, states that associations cannot prohibit for sale signs that are in compliance with VREB regulations. This does not apply if the prohibition is in the covenants and restrictions of the association. The bill also states that associations cannot require a formal power of attorney from a real estate licensee to represent their clients before the association. Finally, the bill adds that
failure to deliver the association disclosure packet within the 14-day requirement subjects the association to up to $1,000 in fines imposed by the Common Interest Community Board. The bill passed unanimously in both the House and the Senate and became law on March 13, 2017. House Bill 2034, patroned by Delegate Jackson Miller, renames the “red-flag” disclosure statement the “buyer to beware” statement. The bill allows for electronic delivery of the form to the potential purchaser. It also adds the following to the beware statements: • Owner makes no representations with respect to underlying conservation or other easements. • Owner makes no representations with respect to an underlying community development authority. The bill passed unanimously in both the House and the Senate and became law on March 13, 2017. FAAR’s Public Policy Committee is in the process of collecting and reviewing local issues for inclusion in our Association’s submission to the Virginia REALTOR®s® for consideration in the 2018 statewide legislative agenda.

“Homeownership is an investment in your future,” said Linda Fosdick, 2017 FAAR President. “It is where we make memories and feel comfortable and secure, it strengthens communities, and it offers homeowners financial security. Tax breaks are just one of many benefits of being a homeowner, and even those who have owned a home for years may be unaware of all of the opportunities for savings.” As the deadline to file taxes approaches, FAAR wants to remind homeowners of the many tax benefits, savings and deductions they can take advantage of simply by owning a home. The mortgage interest deduction. This may be the most notable and advantageous tax benefit that homeowners enjoy. The mortgage interest deduction allows homeowners to deduct the interest paid on a mortgage debt of up to $1 million on a primary residence and one additional residence. This deduction is especially helpful in the early years of a mortgage when the
monthly payment goes largely toward interest. Property taxes. It is widely known that being a homeowner means paying taxes on your property to local government, whether it is the city, county or state. What you might not know is that these taxes are entirely deductible from your federal income tax, which is more great tax news for homeowners. Mortgage insurance premium deduction. Homeowners with incomes of no more than $100,000 can deduct their mortgage insurance premiums if they were required to obtain insurance as a condition of receiving financing for the home. With the current obstacles that prospective homebuyers face, such as student loan debt, the deduction is a benefit that can save homeowners a great deal of money. “If you are on the fence about buying a home, taking advantage of these tax benefits can help put your dream home within reach. By working with a Realtor® a member of the National Association of Realtors® you can better understand the homebuying process and the many benefits that come with owning a home,” said Fosdick. The Fredericksburg Area Association of REALTORS® (FAAR) has partnered with several local non-profit organizations to host a professional clothing drive. The clothing drive will support ProjectLINK, Beauty for Ashes, Empowerhouse, Hope House, and Mary’s Shelter. Donations of professional and business casual attire, shoes, handbags, jewelry, and maternity clothes will be accepted at the FAAR office throughout the month of May. The public is welcome to drop off donations at FAAR located at 2050 Gordon W. Shelton Blvd., Fredericksburg, VA, 22401 on Monday through Friday, from 9:00am to 5:00pm. With those donated clothes and other items, FAAR will set up a “boutique” at Lifepoint Church for eligible women to shop so that they may secure a few outfits to encourage their continued success launching a career to support themselves and their families. If you have answered yes to one or more of the questions than you might be interested in running for the 2018 FAAR Board of Directors. The Nominating Committee is accepting applications until close of business on May 31. The Board is a hard working body of 12 people who set policy for the entire association. The group meets monthly to ponder issues, solve problems and keep the association financially solvent by carefully managing funds and investments. A new Director commented, “ I had no idea the Board did so much.” A lot of deliberation is given to each topic on the agenda. The reoccurring question asked? “Is this good for the membership?” NEW THIS YEAR, AN AFFILIATE MEMBER POSITION
The members voted last year to add an affiliate member position on the Board of Directors. Affiliate members are welcome to submit an application. The Affiliate Director has full voting rights, serves no longer than a two-year term and may not serve as an Officer. Affiliate members applying for consideration follow the same application and vetting process (interviewed by the Nominating Committee) as an agent member would follow in applying to run for the Board of Directors.
Affiliate applications are reviewed by the Nominating Committee and those persons who meet the basic requirements of service to the Association, exhibit leadership characteristics and a willingness to dedicate time and energy will be considered for an interview by the Committee. The Committee can recommend all the applicants, one or none, but not more than three may be placed on the ballot. The affiliate candidate getting the highest number of votes receives the position. Follow the links to the application for a new director and the Leadership Code of Conduct forms. Return the completed forms to me by May 31. Selected applicants will be notified of an interview time. New Virginia REALTOR®S® Resources Legal Hotline LEGAL HOTLINE LAUNCH – JUNE 1, 2017 The new Member Legal Hotline will launch on June 1, 2017 as an additional member benefit. As of that date, all REALTOR® members will be able to log onto the website and submit their questions to the legal hotline via the online form. Questions will no longer be accepted via email or telephone. The system is currently being beta tested with several offices around Virginia to confirm integration and automatic emails to the agent and broker every time a ticket is submitted. The Primary Office Contact in Ramco (which is generally the managing or principal broker) will receive a copy of the question when it is submitted.
