LETTERS EXCHANGED BETWEEN NEHRU & PATEL...
IN-DEPTH
DISCOURAGING THE PRACTICE OF SEALED COVER JURISPRUDENCE
New
Delhi 3 February 1948
My dear Vallabhbhai,
When Bapu was alive we had hoped to meet him together and discuss various matters that had troubled us somewhat. You will remember our correspondence. In my last letter I had expressed the hope that, inspite of certain differences of opinion and temperament, we should continue to pull together as we had done for so long. This was, I was glad to find, Bapu’s final opinion also.
Now, with Bapu’s death everything is changed and we have to face a different and more difficult world. The old controversies have ceased to have much significance and it seems to me that the urgent need of the hour is for all of us to function as closely and co-operatively as possible. Indeed, there is no other way.
I have been greatly distressed by the persistence of whispers and rumours about you and me, magnifying out of all proportions any differences we may have. This has spread to foreign ambassadors and foreign correspondents; mischiefmakers take advantage of this and add to it. Even the Services are affected and this is bad. We must put an end to this mischief.
It is over a quarter of a century since we have been closely associated with one another and we have faced many storms and perils together. I can say with full honesty that during this period my affection and regard for you have grown, and I do not think my affection can happen to lessen this. Even our differences have brought out the far greater points of agreement between us and the respect we bear to each other. We have even learnt to agree to differ and yet carry on together.
Anyway, in the crisis that we have to [face] now after Bapu’s death I think it is my duty and, if I may venture to say, yours also for us to face it together as friends and colleagues. Not merely superficially, but in full loyalty to one another and with confidence in each other. I can assure you that you will have that from me. If I have any doubt or difficulty I shall put it frankly to you, and I hope you will do the same to me.
I had hoped to have a long talk with you, but we are so terribly pressed for time that we can hardly see each other in private for long. Some time or other, soon I hope, we shall have this talk and remove any misunderstandings or misapprehensions that may have arisen. Such talks are necessary from time to time. But meanwhile I do not want to wait for this talk and hence this letter, which carries with it my affection and friendship for you.
Yours affectionately Jawaharlal
NATWAR SINGH
THE AUTHOR IS FORMER MINISTER OF EXTERNAL AFFAIRS OF INDIA
New Delhi 5 February 1948
My dear Jawaharlal, I am deeply touched, indeed overwhelmed, by the affection and warmth of your letter of 3 February. I fully and heartily reciprocate the sentiments you have so feelingly expressed. We both have been lifelong comrades in a common cause. The paramount interests of our country and our mutual love and regard, transcending such differences of outlook and temperament as existed, have held us together. Both of us have stuck passionately to our respective points of view or methods of work; still we have always sustained a unity of heart which has stood many a stress and strains and which had enabled us to function jointly both in the Congress and in the Government.
Recent events had made me very unhappy and I had written to Bapu when I was going to Bombay appealing to him to relieve me, but his death changes everything and the crisis that has overtaken us must awaken in us a fresh realisation of how much we have achieved together and the need for further joint efforts in our grief-stricken country’s interest.
I had the good fortune to have a last talk with him for over an hour just before his death and he communicated to me what had passed between you and him as well as his talk with HE [Lord Mountbatten]. He had also fixed an appointment to meet both of us the next day. His opinion also binds us both and I can assure you that I am fully resolved to approach my responsibilities and obligations in this spirit.
I agree with you that we must find more time for mutual consultations so that we can keep each other informed of, and in touch with, what is happening and we can thus resolve any points of difference that might arise.
We should also find an early opportunity to have a long talk and clear our minds of any doubts and difficulties that may be there. Continued harping on our differences in public or in private is bad for us, bad for the Services and Bad for the country. The sooner we set this at rest once for all and clear the murky atmosphere the better.
Yours Vallabhbhai

FOR UDDHAV ALL IS NOT LOST
While hearing a petition in the Gautam Adani-Hindenburg case, the Supreme Court declined to accept Centre’s suggestion for those who could form part of a panel to suggest changes to SEBI for protecting investors. In a laudable decision the court also did not accept names put forth by the petitioners in the case. A bench headed by the Chief Justice of India DY Chandrachud said that the court wanted to maintain full transparency and said it will itself choose persons for the panel. In November 2022 also Justice Chandrachud refused to accept a suggestion in a sealed envelope. In March last year even Justice NV Ramana, the former CJI, had declined to accept any suggestion from the government in an envelope. Encouraged by some CJI’s, the government resorts to the practice when it wants some information being made public as was done in Malayalam news channel Media One’s case. Former CJI Ranjan Gogoi accepted an envelope while hearing the Rafale case inviting controversy.

By allotting the Shiv Sena name and ‘bow and arrow’ symbol to the Eknath Shinde faction on the basis of its majority as proved in the legislature the Election Commission may not have done any wrong technically but the decision appears to have queered the pitch for Uddhav Thackeray and his team.
Thackeray described the poll panel’s decision as “dangerous for democracy” and said he will take the battle to the Supreme Court which is already hearing a petition against its 2016 judgment in the Nabam Rebia case arising out of a decision by the Maharashtra Assembly Speaker.

Pawar advised Thackeray to accept the new name and symbol which EC will now allot. The advice makes sense.
For Thackeray, accepting “Balasahebanchi Shiv Sena” (BSS) and “two swords and shield” as the party’s new name and symbol may not be
difficult but he will be at a clear disadvantage when voters press the button on the EVM. It may not be as disappointing as it appears because Balasaheb as prefix will be a clear differentiator.
Supporters of the original Shiv Sena should have no problem in identifying his party because of Balasaheb (Thackeray’s) name. All that Thackeray needs to do is to undertake a massive campaign to familiarise voters with the change.
In Maharashtra the legacy of late Balasaheb Thackeray is probably still intact and that should be taken advantage of by the Uddhav camp. Uddhav should rather focus on the Rebia case which Eknath Shinde camp wants to be heard by a seven-judge.

“Judges ignore scams involving BJP leaders”
Kolkata: TMC leader Kunal Ghosh on Saturday claimed the judges often wear sunglasses when names of BJP leaders surface in scams.
Ghosh, the TMC spokesperson, made the remarks after property documents belonging to BJP vice-president Dilip Ghosh were recovered from the residence of one Prasanna Roy who was arrested by the CBI in connection with the teachers’ recruitment scam in West Bengal.
He said: “In that case, why should Dilip Ghosh not also be taken into custody and the matter
is investigated? Why is the court silent now?
Why are the judges not directing the investigating agencies to nab offenders in such cases?
Why are they not directing Dilip Ghosh’s arrest?
Why would he move freely even after the documents of his flat were recovered from the residence of Prasanna Roy?”
“I continue to believe this is the defining partnership for this century. The relationship is so consequential in so many ways, and having a senior official on the ground that represents the president makes a big difference,” Verma told members of the Senate Foreign Relations Committee during his confirmation hearing for Deputy Secretary of State for Management and Resources.

RASHTRAPATI BHAVAN IS WITNESSING A TRANSFORMATION
Ever since the country’s new President, Droupadi Murmu stepped into the Rashtrapati Bhavan, the atmosphere there has changed. For the officers and staff of Rashtrapati Bhavan, it is like a cool breeze, as unlike her predecessors, President Murmu has broken many declared myths as soon as she came.
The staff of Rashtrapati Bhavan does not remember if ever any President has sent Diwali sweets for them and their children at his or her own expense.
Sources reveal that ‘the President’s expenditure on sweet boxes and gifts alone was about Rs two to two and a half lakh, which she himself bore.’ The staff of Rashtrapati Bhavan has become convinced of her simplicity, decency, and ease of living. She also wakes up at three in the morning, then does an hour-long yoga and meditation routine, then leaves for her morning walk
at four, which lasts about a quarter of an hour. Now only vegetarian food is cooked in the kitchen of Rashtrapati Bhavan without onion and garlic. The practice of non-vegetarian food has stopped. The kitchen of Rashtrapati Bhavan has also been asked to be closed by 10 pm.
Earlier, the employees who went home after finishing duty late at night did not even get any travelling allowance, now they have started getting it. The President is well aware of the fact that the face of the new India is mostly formed by meeting the youth of the country, so to connect with the youth and understand their expectations properly, she is also using the social media platform ‘Facebook’ a lot. She takes time, and makes short notes for her speeches, which are included in her main speech. If the top changes, surely its fragrance will be felt across the country.
WHEN WILL THE CIVIC ELECTIONS IN UTTAR PRADESH BE HELD?
W ith the success of the ‘UP Investor Summit’, UP Chief Minister Yogi Adityanath has received a new message from Delhi asking him to ‘ensure the dates of civic elections in the state as soon as possible.’ It has been said that ‘his long-pending cabinet reshuffle may remain stuck until the civic elections in the state are over.’ Yogi has been engaged in a major reshuffle exercise in his Cabinet for some time now, where many of his old ministers have to leave and many new faces have to get a place in the Cabinet. In fact, the UP local body elections are stuck in a dilemma that the reservation formula has not been finalised yet. This reservation formula is to be decided for mayors of 17 Municipal Corporations, Presidents of 200 Municipal Corporations, and Chairman of 546 city panchayats. It should be noted that the deadline for municipal elections has ended on January 5. At present, Yogi has sent a tip to Delhi that ‘election procedures are being finalised’. It seems Yogi is also waiting for the right time for himself.
CONGRESS’s 85TH SESSION IN RAIPUR WILL END PREMATURELY
T he shadow of uncertainty is hovering over the Raipur session of Congress. Earlier this 85th session of Congress was called in Raipur for three days i.e. from February 24-26. Now it is believed that instead of 24, the session will start on 25 and end on 26. Everyone’s eyes were fixed on this conference because after 26 years the elections of the Congress Working Committee were to be held. But now, it is believed that this CWC election will be postponed and Party President Mallikarjun Kharge will be authorised to elect a representative for the working committee by show of hands, which he will decide after returning to Delhi.
Of the 23 members of the Congress Working Committee, 12 were to be elected by the AICC delegates, and 11 were to be nominated by the President. But it seems that there will be no election now because there are indications of irregularities in the AICC list as well. Differences have been found in the list of about 1300 AICC representatives from 29 states and UTs & the list provided by the PCC, raising questions about the role of Madhusudan Mistry & VP Singh of the election committee, who have included the names of their favorite people in the list. More or less similar errors were seen in list of delegates during election of the party President as well.
MUKHTAR’S LOVE FOR RAMCHARIT MANAS
JOSHI’S RESIGNATION
MINISTER ‘ CHALLENGES ’
RANDHAWA TO ‘ ACT ON OTHERS ’ !
Whatever has been given to me belongs to my party, says Mahesh Joshi
Naresh Sharma
Jaipur: Congress’ politics has heated up after the resignation of PHED Minister Mahesh Joshi from the post of Government Chief Whip. Congress State In-charge Sukhjinder Singh Randhawa has said that party’s decision of ‘one person, one post’ and the incident on September 25 are the reason behind Joshi’s resignation. Meanwhile, after Randhawa’s remark, Joshi has now fuelled political controversy by raising the demand for action against the leaders of the Pilot camp.
On the question whether Mahesh Joshi’s resignation is an action for the September 25 incident or because of the
two posts, Randhawa while talking to media at the Circuit House in Jaipur said, “Party’s action is also the reason for the resignation. There is also the issue of holding two posts. Further action will be taken in this matter.” The matter was there even before his appointment, Randhawa added. “In such a situation, whatever instructions the high command gives me, I will take the same action. I will not send any report in this matter, but if the high command asks me to take any action, I will do so with immediate effect. I have done what the high command asked me to
do,” Randhawa said. Interestingly, the state in-charge accepted that there is estrangement between the leaders and he is trying to end it. “There is no resentment in Pilot, this is just media talk,” he said.
Meanwhile, Minister Mahesh Joshi said that he resigned and the resignation was accepted by the High Command and the Chief Minister. “Randhawa considered it as part of the action, I am happy that the action has also been taken and my wish has also been fulfilled. I am waiting for action to be taken against those who tried to weaken the party and the gov-
ernment so that the message of equality goes to all the workers. I am not a person who works under pressure. If the high command had decided at that moment, I would have resigned. If the high command wants me even further than this, I will be happy to follow their orders. Whatever has been given to me belongs to my party. I will be happy to obey the orders of the high command. All I have to say is that the rest of the action should also be taken soon,” Joshi said.
The Minister further said, “The decision has been taken in midst of an ongoing Assembly session. I had given my resignation before the Assembly’s budget session. I have been saying since October that I should be relieved of one post. When you made me a Minister, instead of assuming dual responsibility, it is better for me to concentrate on one side.”

On the issue of resignation of Mahesh Joshi from the post of Chief Whip, Randhawa gave statement in the evening and said, “Joshi’s resignation is only on the basis of the principle of ‘one person one post.’ We will not take out Tughlaqifarman . We will coordinate with everyone and the decision will be taken with everyone’s consent. The high command will decide on the September 25 incident.” Interestingly, on the same issue, Randhawa in the morning had said that Joshi’s resignation was ‘part of action for the September 25 incident and there is also a policy of one person one post. Action on other leaders will be taken after instructions from the high command.” Notably, the change in Randhawa’s statements came to the fore after his meeting with Chief Minister Ashok Gehlot! —Yogesh Sharma

BJP leader Mukhtar Abbas Naqvi may have lost his Rajya Sabha membership, may have lost his ministerial post, but his spirits continue to soar. When there is an uproar over Ramcharit Manas across the country, especially in states like UP-Bihar, Naqvi has decided to organise a grand staging of ‘Jai Shri Ram Ramayana’ in Muslim-dominated areas, especially in Rampur’s Rathonda Kisan Mela.
On March 3, this grand three-hour performance based on Ramcharit Manas will take place.
Many famous faces from Ramanand Sagar’s famous TV serial will be a part of this staging, which include actors like Puneet Issar and Bindu Dara Singh. In this Ramayana staging, modern technology and various contexts of Shri Ramcharit Manas are being powerfully woven into one thread.
It should be noted that in the same fair last year, Naqvi staged the Mahabharata as well. The historic Shiva temple is also situated here where lakhs of people gather for Jalabhishek on the occasion of Mahashivaratri. In fact, Naqvi also performed Jalabhishek by going to the Shiva temple during the inauguration of this fair on Thursday.
RAO’S ATTITUDE TOWARDS MAYAWATI ...AND FINALLY
T he BJP has already completely entered the ‘Election Mode’ for the Lok Sabha elections. If sources are to be believed, many Congress stalwarts are stepping at the doors of BJP to become ‘saffronised’.
The party has identified such leaders and prepared a list of them. The matter is stuck on just timing. Amit Shah is understood to have asked these leaders to wait till September, while Modi wants nothing to happen before December.
E ver since SP supremo Mayawati announced that ‘she will not forge an electoral alliance with any party in UP in the 2024 general elections’, Chandrasekhar Rao has new stress on his face.
Telangana Chief Minister Rao wants to emerge as the new Leader of the Opposition unit. However, he has not given up on his dream. Recently, he held a long talk with Mayawati over the phone and invited her to be the chief guest at a grand ‘Holi Milan function’ held
in Hyderabad. Rao plans to meet Mayawati there and a scholarship will be distributed to 1,000 Dalit girls and on the same pretext, Mayawati will be persuaded to make a coalition with Akhilesh.

South Asia, of which India is a dominant entity, is the poster child for climate change. It is because the amount of rain falling in India has declined by 6 per cent between 1951 and 2015. What has been observed is a repetition of widespread unexpected droughts and massive downpours of water in different parts of the country. Thunderstorms, lightning and very heavy rainfall have become a cause of concern for weather scientists. They are trying to understand the underlying phenomena but their success has been limited.
The reasons that not much is clearly predicted about weather conditions in India are many but two of them are well known. Firstly, South Asian monsoons are one of the hardest natural processes to understand. Secondly, almost all the methods and mechanisms to predict weather are based on Western models. There is no indigenous method for India. As a result of this, most Indian weather forecasts are based more on experience than science. Some progress has been made but still, a lot of work has to be done.
Since India’s lifeline is monsoon, it is always beneficial to understand its basic phenomenon. The northern hemisphere tilts closer to the sun during May. As a result, the land heats and the air above this hot land rises up. Because of this rise of air upwards, trade winds change their course and flow in from the South Arabian sea pushing moisture-laden rain clouds up towards the
Western Ghats. This phenomenon brings rains to Kerala and parts of South India. It is because of this phenomenon that every Indian start enquiring about the arrival of rain in Kerala after the middle of June every year. Now curiosity may arise as to how the rain from Kerala spreads all over India. Winds find gaps in the Western Ghats. As these gaps are filled by wind currents, the air power spreads water-filled clouds across the Indian subcontinent. It is for this reason that environmentalists cry foul whenever government starts disturbing the ecosystem of these Ghats. Such people are saviours of the future, not an antinationalist crowd as is claimed by greedy moneybags.
Monsoons have become erratic over the last seven decades. This has happened because of the supercharged Indian Ocean which has warmed more than any other ocean. Since 1870, the Indian Ocean has warmed by 1.4 degrees Celsius. As a result of the hot ocean, the trade winds have weakened resulting in widespread droughts or excessive rains in the subcontinent. Some people on social media are seen to be over joyous about the plight of Pakistani people begging for flour bags but they forget that similar can happen to the whole subcontinent if monsoons fail even for one single year. We all are sitting on the edge of a dangerous cliff.
One painful thing about South Asia including In-
dia is that it is not prepared for sudden disasters. In Kerala, it is the local population that has created a system of watching the levels of rivers and rain with the help of village volunteers. These people keep a keen look on certain marked levels whenever it rains and warn people on WhatsApp to save themselves are their belongings. As far as the government is concerned, neither the Central nor the state has done anything worthwhile to mention. In India, the future of a political party has become more important than the lives of people hence, it is the blame game which appears more in the public domain than any concrete action plan.
Not many countries are taking global warming se-
riously except for superfluous talks by political leaders because the majority of the global population has become Godobsessed. People are fighting verbal wars to save the all-powerful, omnipotent gods of their own creation rather than doing something to cool the warming planet. There would be extreme weather events in the not-sodistant future because of huge changes in the oceanic atmosphere. Remember that oceans are a reservoir of continuous heat that supports all weather events including drought, cyclones and downpours across the globe. Scientists know this but they don’t fully understand these changes and their effects on monsoons.
South Asia is home to 60 per cent of the global population where people depend on rain for their survival including food and other resources of life. The majority of these people, including the urban well-off population, have no reserve food stock at home. This makes this part of the world highly vulnerable to climatic changes. With political bosses deeply engrossed in power games, it is the duty of every thinking citizen to start taking action at the community level.
