LETTER FROM THE PRESIDENT'S DESK

The Chamber of Commerce. Because a great community needs great business.

Just a little off the topic, I remember sitting in a group meeting at the end of March and hearing a comment that March certainly wasn't "going out like a lamb". The proverbial phrase about the third month of the year states 'March Comes in like a Lion; Goes out like a Lamb'. Hmmm... and that was certainly true, there was no lamb in sight at the end of the snowy month! But, because of the wonderful snowy winter we now have the honor of seeing Upper Lake Mary and Lower Lake Mary full to the brim for the first time in probably a decade...or more. If you haven't driven out to see them flow, please think about it. It's a sight for sore eyes.

Today I wanted to sharpen the Chamber's brand focus so we all better understand why the Chamber is here. It's really simple: The Greater Flagstaff Chamber of Commerce exists to be the Catalyst for business growth; the trusted Convener and connector for the business realm and the community at large;and the Champion for a vibrant and strong community. We achieve that well stated purpose by working together to solve the challenges that business leaders encounter; by inspiring and connecting community leaders in support of businessfriendly initiatives and seeking out and raising up the next gen of local leadership in the Flagstaff Young Professionals Division. It all translates into our universally recognized unique and valuable role of helping businesses prosper and helping the Flagstaff community thrive.

That might sound like a mouth full but there are brand pillars which are unwavering foundational ideas and beliefs that guide our day-to-day decision-making to ensure that our brand stays its course. These reach across the entire Chamber industry nationwide.

• Depth of Knowledge Our experience and connections allow us to speak in an informed and confident manner on a wide array of relevant topics based on the longevity of the Chamber and nearly 1000 member investors.

• Unimpeachable Trust While we bring a clear pointof-view, we always present a complete and truthful perspective.

• Universal Respect We have earned our place in the community through years of consistent professional performance.

• Advocate for Business We are the people who make sure the needs, issues, and concerns of the business community are addressed.

• Pillar of the Community Everything we are and everything we do is in the service of a stronger community

Hopefully some of this resonates with you. It should help you value your investment in the Chamber community and help you grow your business together with all of the rest of the Chamber community! We are a proven hub of information within the business community and hopefully that translates into doing business with other member businesses and fosters a culture of small business collaboration in our community. Your voice is our voice. Your needs are our needs. Your success is our success. Thank you for your financial investment and engagement with the Greater Flagstaff Chamber of Commerce. You are valued!

With gratitude,

Highly Accomplished and Nationally Recognized Leader

of Northern Arizona

[Flagstaff, AZ] Liz Archuleta, highly accomplished and nationally recognized leader, and former Coconino County Supervisor who has been serving as a presidential appointee in the Biden-Harris Administration as part of the U.S. Department of Agriculture senior leadership team, has been chosen to be the new President & CEO of United Way of Northern Arizona (UWNA).

“We are thrilled to have such a highly respected and accomplished leader as Liz join us,” said UWNA Board President Mike Kelly. “Her ties to UWNA and commitment to our program of work go back to 1997. During that time, she’s championed many efforts at UWNA. She’s been a Board chair, led an annual campaign and a capital campaign, been the chair of the Summit Society, and spearheaded a special 50th anniversary drive to support the KinderCamp program.

In addition to her longstanding ties with UWNA, Kelly added, Archuleta also is an inspirational and innovative leader who brings an impressive network of local, state, and national connections to her new post.

Archuleta said she looks forward to advancing the work of UWNA,

which works with partners in Coconino, Navajo, and Apache counties to improve lives and communities by investing in early childhood education, positive youth development, and helping families in times of crisis.

“Building upon the strong foundation through the work of the current President/CEO and Board of Directors, I envision a UWNA that continues to inspire new and current donors and volunteers to give by amplifying UWNA’s role as a community convener, a partner in community-based initiatives, and an agent of change,” said Archuleta, who will start her tenure on April 3.

Archuleta will succeed current President & CEO Carol Dykes, who plans to retire this spring after a 24year career at UWNA.

“Liz has always been an integral part

of United Way and an important partner as we work to step up for our communities and create lasting, positive change,” Dykes said. “I could not leave this organization in better hands.”

A fourth-generation resident, Archuleta became the first Latina elected to the Coconino County Board of Supervisors in 1996. During the 25 years she represented District 2, her leadership positioned the county to be a nationally recognized model of innovation, strong fiscal and budgetary management, justice reform, exemplary health and human services, and strong partnerships with rural and tribal communities.

In 2021, she was appointed by the Biden-Harris Administration to be the Director of the Office of External & Intergovernmental Affairs, where she has been responsible for cultivating key relationships with elected officials, government leaders, private sector CEOs, national trade associations and nonprofits on behalf of U.S. Department of Agriculture and Secretary Tom Vilsack.

Earlier in her career, Archuleta was an official at Northern Arizona University, where she founded and directed numerous multicultural and diversity initiatives and outreach programs.

The Greater Flagstaff Clamber congratulates Ms. Archuleta and wishes her great success with UWNA

Board of Supervisors Approves Fort Tuthill County Park Management Plan

FLAGSTAFF, Ariz. — At their February 6, 2023 special session, the Coconino County Board of Supervisors approved the Coconino County Parks and Recreation Fort Tuthill County Park Management Plan.

In the fall of 2022, the public was able to provide comment on the draft of the Fort Tuthill County Park Management Plan, which were factored into the final draft. The plan’s table of contents include the

natural environment of the park, cultural resources and history, public use and facilities, and long-range planning. These topics address issues as varied as dark skies, weed control, emergency use, water conservation, preserving open spaces from damage, and preserving historic structures.

Jessica Simmons, Urban Wildlife Planner for Coconino County Parks and Recreation and author of the Fort Tuthill Management Plan said, “This plan will help CCPR manage Fort Tuthill appropriately as times change. This plan looks at recreation, trail management, events, open space vs. developed areas of the park, cultural resources, and much more. Looking into the future, the plan also addresses population growth, increasing development around the park, and climate change. This will be a useful tool to help manage and protect this wonderful, unique park and make it the best experience for our visitors as possible.”

Fort Tuthill County Park has many unique features which make it a community hub and visitation site. The Bike Park is a beloved recreation site for cyclists who enjoy the many features that are especially designed for bicycle practice. The park’s historic, military buildings support events, such as the Celtic Festival, Pickin’ in the Pines, Overland Expo, and the Coconino County Fair, which attract tens of thousands of visitors from Coconino County and beyond. The park also contains (continued)

horse stables and an arena for equestrians. There are rentable indoor and outdoor spaces for community events, and there is even an archery range. Coconino County Parks and Recreation holds many programs at Fort Tuthill, from archery classes and guided hikes to culinary lessons in the winter. The Fort Tuthill County Park supports many kinds of recreation, entertainment, and opportunities for learning.

“Ft Tuthill is a gem of Coconino County. Our management plan ensures that we plan for its future for all to enjoy for years to come,” commented Supervisor for District 1, Patrice Horstman.

There are many partnerships that make Fort Tuthill a destination in Northern Arizona. Partnerships with concessionaires include the Flagstaff Extreme Adventure Course, Flagstaff Snow Park, the campground, and R Entertainment, which brings concerts and shows to the Amphitheater. The park supports an influx of visitation every winter for winter recreation, as well as those utilizing the campground and ramadas in the summer. Fort Tuthill is located near the busy Interstate 17, bringing visitors to and from such destinations as Sedona and Grand Canyon, or traveling to Flagstaff for snow play in the winters and to escape the summer heat. Fort Tuthill also supported the community during the wildfires and floods of 2022,

providing an emergency animal shelter space for community members that had to evacuate their homes. Flagstaff itself is growing, and with the increased population comes increased development, including a new medical center that will be constructed next to Fort Tuthill County Park. With so many events, programs, and community needs, from supporting the 40,000 attendees of the Coconino County Fair to the continued need for open spaces and conservation, it was necessary to ensure the park is managed well and with a vision for future generations.

Cynthia Nemeth, Parks and Recreation Director, said, “The Fort Tuthill Management Plan will guide Coconino County Parks and Recreation in serving the community by providing recreation, open space, conservation, and community opportunities at Fort Tuthill County Park. This plan allows us to adapt to changes and the needs of a growing community, whether visitors are visiting events like the County Fair or enjoying time in nature on the trails.”

Fort Tuthill County Park is the oldest of Coconino County’s parks and is a 621-acre, wooded park located 3 miles south of Flagstaff. It contains important open space in its ponderosa pine forest, which provides habitat, shelter, and forage for wildlife in the region. It is also one of 30 watchable wildlife viewing sites within 30 miles of Flagstaff. Visitors may enjoy the surrounding woodlands through the Fort Tuthill trail system, whether by walking, hiking, jogging, biking, snowshoeing, cross-country skiing, or through equestrian use. Information about Fort Tuthill County Park and a link to the Fort Tuthill County Park Management Plan may be found at www. coconino.az.gov/279/Fort- TuthillCounty-Park.

The park is located at 2446 Fort Tuthill Loop, Flagstaff, AZ 86005, 928-679-8000. Visitors are encouraged to enjoy the park and help keep it beautiful for future generations by remembering to Leave No Trace and to Recreate Responsibly.

Canyon Coaster Adventure Park

700 E Route 66, Williams, AZ | canyoncoasteradventure.com

The Canyon Coaster Adventure Park will be celebrating its one year of operation on April, 8 2023. The Adventure Park is owned and operated by two families from Big Bear Lake, Ca. Scott and Louise Towsly, and Bruce and Kim Voigt. The Voigt’s own two adventure parks in Big Bear Lake, that provide snow tubing, water slide, alpine slide, and a mountain coaster. The Mountain Coaster in Big Bear Lake is co-owned with the Towsly’s.

Both families determined that they wanted to expand their operation to someplace outside California, and finally settled on Williams AZ. They felt that Williams AZ mirrored the climate and elevation of Big Bear Lake and felt an Adventure Park would complement the opportunities offered by the Grand Canyon Railroad, Bearizona Wildlife Park, and the town of Williams Route 66.

After securing some land on the east end of Williams on Route 66, an 18 month multi-faceted construction project ensued to build a state of the art facility. The Canyon Coaster Adventure Park currently consists of a Snow Tube/ Summer Tubing Hill, and a Wiegand Mountain Coaster, and a 16,000 sq ft. building. The Snow Tube hill operates in the winter, and it does not need natural snow to open. On the south side of the hill, there are 4 huge mounted snowmaking machines that are capable of nightly producing an incredible amount of snow. Guests do not have to walk up the hill, instead they have two “magic carpets” used to transport them to the top with park provided tubes.

The Mountain Coaster, which allows guests to control their speed, climbs 600’ to the top and it comes spiraling down to the base, but

before it completes its route, it completely circles the base area building – a first in the world of mountain coasters. The two story building houses a grab n’ go food service, a bar, a huge deck with fire pits, tickets and 23 large screen TV’s. Some of these TV’s provide live feeds of the activities taking place on the mountain, so families can enjoy watching if they are not participants.

WOMEN'S HISTORY MONTH

Creating Equal Opportunities to Advance Women’s Economic Empowerment

Excerpted from U.S. Chamber Foundation keynote address by Ramin Toloui, Assistant Secretary, Bureau of Economic and Business Affairs, U.S. Department of State.

There’s no question that empowering women to participate in their local, national, and global economies can have a positive overall impact. Statistics show that greater equality in education, workforce opportunities, and entrepreneurship can lead to improved business outcomes and stronger, more inclusive economic growth.

While the movement for economic equality among the genres has made great strides in recent years, there’s still more that can be done by business leaders and the government to further empower women in the United States. Carolyn Cawley, President of the U.S. Chamber of Commerce Foundation, and Ramin Toloui, Assistant Secretary for the Bureau of Economic and Business Affairs, gave a keynote address at the 13th Annual International Women’s Day Forum that discussed the pathways to advancing women’s economic empowerment and the impact such actions will have on the future of the country.

STRENGTHENING COMMUNITIES CAN HELP BRING MORE WOMEN INTO THE WORKFORCE

As the country faces a massive labor shortage, female participation in the workforce has plummeted to levels not seen in several decades, according to Cawley.

“We have 3 million fewer people working today than we did three years ago,” Cawley said. “Women's participation in the workforce hasn't been this low since the ‘70s, [and] 1 million women are missing from our labor force today compared to before the pandemic.

“[That’s] something we've got to improve if we're going to have a full pandemic recovery, a full economic recovery,” she added.

To get more women into the workforce, Cawley believes in harnessing the power of business and working together to strengthen communities nationwide by promoting full and equal participation.

“We're in the business of communities. [This] can mean a community by geography, or… a community of people or… of shared interests,” said Cawley. “We know that every single one of those communities is better when women are stronger, and they're extended every opportunity for education and learning and the opportunity to seek financial freedom. For a lot of women and girls around the world, the opportunity to even dream about those things.”

WOMEN ARE DISPROPORTIONATELY AFFECTED BY ECONOMIC INSECURITY

In the face of COVID-19, statistics show that women were disproportionately affected by its impact, with many forced to put their educations or careers on pause to fulfill a caregiver role.

“The ILO (International Labour Organization) estimates that COVID has forced 2 million women globally to drop out of the labor force to meet caregivers and other immediate family needs,” Toloui said. “UNESCO (The United Nations Educational, Scientific and Cultural Organization) estimates that 11 million girls whose schooling was disrupted by the pandemic may never return to school.”

Women aren’t just impacted disproportionately by the pandemic — they also face disproportionate impacts of climate change, conflict displacement, and migration, according to Toloui.

“The reality is that globally, women are far less likely to enjoy economic security than men, which further supports the need for such a global strategy,” Toloui said.

PROGRAMS AND STRATEGIES ARE BEING ADOPTED GLOBALLY TO ELEVATE WOMEN

To advance women’s participation in the workforce, many strategies have been implemented worldwide.

15 GREATER FLAGSTAFF CHAMBER OF COMMERCE | APRIL 2023 | VOL 9, ISSUE 2 | @7000ft

WOMEN'S HISTORY MONTH

One such strategy is the U.S. Strategy on Global Woman’s Economic Security, which was hosted by U.S. Secretary of State Antony Blinken. This strategy mobilizes 14 federal departments and agencies to advance a vision in which women and girls around the world in all their diversity can fully, meaningfully, and equally contribute to and benefit from economic growth and global prosperity,” Toloui shared.

Another program, led by Toloui, is the Bureau of Economic and Business Affairs’ POWER (Providing Opportunities for Women’s Economic Rise) initiative.

“Our objective is to connect the U.S. private sector with women entrepreneurs and business leaders abroad to facilitate partnerships that advance climate innovation, strengthen supply chains, support small and mediumsized enterprises, increase digital and financial inclusion, and expand access to technology,” Toloui said.

These programs, among others, are creating equal opportunities for women and positively impacting their workforce participation; however, their effectiveness relies heavily on women supporting women.

“The long-term effectiveness of efforts to empower women economically depends on the existence of strong, active professional female networks,” Toloui said. “POWER helps to establish those networks to support women in expanding their businesses and overcoming barriers.”

On February 10, the Greater Flagstaff Chamber of Commerce presented the 2023 ATHENA Award at the Annual Meeting and Award Ceremony. The ATHENA Award has been one of the Flagstaff Chamber's most valued initiatives with the goal of advancing female leadership within the buisness and non-profit sectors of northern Arizona.

It is with great honor that we recognize Women's History Month and the many remarkable female professionals in the community as well.

Celebrating Women's History Month

On March 30th, the Flagstaff Young Professionals held the first of their Professional Development Events of the year. Professional Development Events match community leaders and aspiring professionals together as an opportunity to learn from a mentor first-hand experience.

In recognition of the National Women's History Month, the panel of the event was chosen to feature notable female leaders from northern Arizona's business and non-profit/public sectors. Guest mentors included 2023 ATHENA Award recipients Jenny Siess, DVM/Owner of Westside Veterinary Clinic and Ross Shaefer, Executive Director of Flagstaff Shelter Services. Also featured were Katie Wittekind, Facilitator, Coach, Strategist, & Writer for Lancaster Leadership; Heather Dalmolin, CEO & General Manager of Mountain Line and Terry Madeksza, Executive Director or Flagstaff Downtown Business Alliance—all nominees for this year's ATHENA Award.

Part of the mission of FYP is to build relationships between current and future leaders. By bringing together aspiring female professionals with those who have charted the course, FYP will help ensure that emerging female professionals will long have a place at the forefront of northern Arizona's business community.
