February is known around the world as the month of romance. After all, is there a more romantic day than Valentine’s Day? Celebrated the globe over annually on February 14th, the non-public holiday embraces love and commemorates relationships.
The holiday was brought to life by several martyrdom stories of the 8th Century, which led to the creation of a Christian feast day honoring Saint Valentine. The legend states that Saint Valentine of Rome was imprisoned for ministering to Christians persecuted under the Roman Empire in the third century, along with performing weddings for Christian soldiers who were forbidden to marry.
While jailed, he restored the sight of his captor’s daughter and then wrote her a love letter – signed “Your Valentine.”
By the 18th Century, English couples and love-seekers alike would shower their “valentine” with flowers, candies, and handwritten notes called “valentines.” Other common symbols for Valentine’s Day are the spring lovebird, doves, hearts, and the figure of the winged Cupid - the god of desire, erotic love, attraction and affection.
Not far away, in Italy, Saint Valentine’s Keys were given to lovers as a romantic symbol and an invitation to unlock the giver’s heart. While Italian children were often given keys to protect them from epilepsy and other illness. In current times, most countries have adopted the more English interpretation of the holiday and exchange flowers, candies and greeting cards.

The 16th Annual La Quinta Hot Rod and Custom Car Show will be held February 25, 2023. Whether you are a car enthusiast or simply want to come out and enjoy food, drinks, entertainment and browsing some incredible cars, this event has something for everyone. The vehicles will be displayed through the spacious grounds of the park, allowing viewers to take their time and comfortably enjoy each vehicle on display. This year the show will be recognizing several prize-winning categories, including Best Street Rod, Best Classic, Best Muscle Car, Best Sports Car and more. Attendees will enjoy the proximity to Old Town La Quinta and the many shops, restaurants, hiking trails and parks in the area.
This intimate event gives car enthusiasts an opportunity to speak with the owners of the cars on display – who love their cars and are excited to show them off. Registered vehicles that will be on display have been lovingly and painstakingly restored. Many owners are happy to share their vast knowledge about cars in general. It’s a great place to research how much a car may be worth, or even where to buy a particularly hardto-find part.
The event exudes a certain nostalgia that is celebrated, as well. For instance, in 2018, a timeline of Corvettes was featured. Each in the timeline represented a generation of the Corvette, which coincided with the 65th anniversary of the legendary American
sports car. The previous year, the focus was on the 50th anniversary of the Camaro.

Landscape Renovation Improvement
The landscape renovation contractor at the Desert Club, Sierra Del Rey and Marbella developments started in December and is scheduled to continue through the beginning of April. The improvements entail converting turf to desert landscape. Renovation will also include wall cleaning and painting.
Dune Palms Bridge
Construction has started on the allweather bridge at Dune Palms Road, over the stormwater channel, with expected completion in December 2024. Dune Palms remains open during construction. The citywide striping refresh and bike lane buffer construction is scheduled to start in February with expected completion in March. In addition to refreshing the striping citywide, the project will add additional bike lanes and buffer stripes to bike lanes at various locations throughout the City.

La Quinta Legend: Dorothy Arzner
Explore the life of this Hollywood trailblazer, Dorothy Arzner. She was the only woman director during the “Golden Age” of Hollywood, with the largest body of work of any woman director to this day. A groundbreaker in the film industry, she also “broke ground” here in La Quinta, building a home that she shared with her partner, Marion Morgan.

La Quinta resident, Liberty, loves spending time at the park and laughing as her family pushes her on the swings. At age four, Liberty was diagnosed with Lennox Gastaut Syndrome, a severe form of epilepsy that has resulted in limited speech and cognitive range of a preschooler.
Recently, her family has been struggling to find a park that has an accessible swing which she can safely use. “As she got older, it got harder because she didn’t fit on any of the swings,” said Melissa, Liberty’s mom. “She could be on the swings, but because of her epilepsy, it was hard because you never knew when she would get a seizure and then that would not be a safe place for her.”
Just last year, Liberty was referred to Make-A-Wish, which creates lifechanging wishes for children with critical illnesses. Volunteers from the local Orange County and the Inland Empire Chapter met with Liberty and her family virtually about her wish.
During this discover phase, Make-AWish volunteers discovered that the park is Liberty’s happy place. She loves to listen to and watch other kids have fun while also enjoying the swings like any other kid. Her wish to have an accessible swing at La Quinta Park on the corner of Blackhawk Way and Adams Street would allow her to safely enjoy her favorite park.
When the Make-A-Wish Orange County and the Inland Empire staff contacted the City of La Quinta for approval for the swing, the City was more than happy to not only lend a hand for the installation, but generously donated the accessible swing as well.
On Liberty’s ‘wish day,’ Liberty and her family spent the morning at the park laughing, blowing kisses, and enjoying the new accessible swing. Make-A-Wish Orange County and the Inland Empire creates life-changing wishes for children with critical illnesses. Research shows children who have wishes granted can build the physical and emotional strength they need to fight their illness.
This year marks the 40th anniversary of granting wishes in Orange, Riverside, and San Bernardino Counties. Since the chapter’s founding, more than 7,700 wishes have been granted for children in the local community. Have you ever wondered what is the process for a development application, and why do some projects take longer than others to get to the City Council?
Or, for that matter, why aren’t some immediately denied by City staff?
Most applications take six to nine months to process, while those that are more complex can take one or two years to reach the City Council.
The length of the process isn’t always under staff’s control, Design and Development Director Danny Castro said. Oftentimes, the application doesn’t meet City standards and the developer must make corrections. Also, the developer may ask for an extension or initiate changes to plans that aren’t requested by staff which could prolong the process.
The law requires that all applications for development be processed and cannot be denied due process, though there are times when a developer will present an idea to staff to see if it is something that even fits with the City’s vision before formally applying.
Approval or denial comes from the Planning Commission and City Council, though not all must go to the Planning Commission or the City Council.
There are some projects – those which the City Council has determined not to be complex – that require only a Director’s Hearing. These could be amended maps and some special use permits.
“We have very few applications that require this,” said Cheri Flores, planning manager for the City.
The meetings run like Planning Commission meetings, though there is not a panel, and the director decides to approve or deny the application.
There is also an appeal process for applicants and citizens/residents who may disagree with a decision by the Director or Planning Commission, either to approve or deny, Castro said. Appeals are heard by either the Planning Commission (in the case of a Director’s Hearing decision) or the City Council (in the case of a Planning Commission decision).
The panel hearing the appeal can uphold or deny the original decision.
Simple applications can be handled by City staff, such as new businesses opening in areas already zoned for their shop or restaurant, without need for approval by the Planning Commission or City Council.
Others require Planning Commission approval but don’t need the council’s review, such as those seeking conditional use permits, tentative tract maps and some site development permits.
Based on state CEQA guidelines, planning commissioners would also determine if a project were exempt from environmental review or if they need to adopt a Mitigated Negative Declaration or certify an Environmental Impact Report.
Developments that are legislative in nature, such as those seeking a zone change or General Plan amendment, must go to the City Council for approval, Castro and Flores said.

Big Rock Pub is a one-of-a-kind rock and roll themed public restaurant and music venue that sits on the 18th hole of Big Rock Golf Course at Indian Springs. It is a unique “19th hole” that offers gastropub cuisine from Executive Chef, Tyler Nix, along with full bar selections featuring craft beers and cocktails.
With a love of rock and roll, owner Ken Hanna purchased the course and restaurant in 2015 with the vision of opening a club house that was completely unique to the industry. Rock memorabilia and art line the walls and ceilings throughout the pub, including the restrooms. A highlight is a stage that recesses into the floor when not in use operated by a rare hydraulic lift. SunLine Transit Agency recently announced the winners and finalists of this year’s Student Art Contest, which included some La Quinta residents. In addition, the City of La Quinta sponsors one of the buses wrapped with a winning Student Art Contest entry – and this year, the City’s bus features artwork by Hazel Cotton, a 5th grader at Amelia Earhart Elementary School.
La Quinta finalists included Zachary Lu, a Kindergartener at Desert Christian Academy; Farah Reagan, a 6th grader at La Quinta Middle School; and Lauren Cruz De Armas, a 9th grader at La Quinta High School. The finalists’ works of art can be seen on bus shelters in the community.
“Our unveiling ceremony was a celebration of the entire program and how it increases awareness on the importance of transit while educating local students on how SunLine is one of the nation’s leaders in alternative fuels – which ultimately contributes to the air quality in our communities,” said Lauren Skiver, CEO/General Manager for SunLine Transit Agency. “It was exciting to see the looks on the students’ faces when they saw their artwork come to
life in a very big way on one of SunLine’s hydrogen fuel cell buses as well as enlarged on local bus stops.”
SunLine kicked off its first Student Art Contest in 2014. It has been a program that not only encourages the submission of student art, but has also been a great way to teach kids about transit as well as SunLine’s commitment to clean fuels and contributions to the protection of clean air in the Coachella Valley. Watch for the three wrapped Student Art Contest buses as they service the region on SunLine’s fixed route network.
The contest categories were Elementary, Middle and High School. This year’s Student Art Contest received 50 entries from students representing 19 local schools. Students were asked to submit entries focused on the art contest’s theme, which was “Driving the Future of Sustainability in the Coachella Valley.” They were also asked to include buses and landmarks unique to the Coachella Valley.
SunLine has also created a Youth Sustainability Committee as a critical resource toward building a clean air future for the Coachella Valley. The focus and
efforts of the Committee are in alignment with the Agency’s long-term strategic plan and SunLine Board of Directors’ vision. Youth Sustainability Committee members contribute to the implementation of initiatives and policies related to a variety of topics including zero-emission technology, emissions reduction, energy conservation, air quality and climate adaptation and resiliency.

Right from the womb as a one-pound preemie born three months early, Sofia Fernandez has been a fighter – making things happen in her young life that demonstrate her go-getter attitude and perseverance.
An entrepreneur at age 23, this La Quinta High School grad recently opened a day spa in La Quinta called S.E. Skin, which offers a wide variety of services from facials and eyelash extensions to brow tinting, waxing and spray tans.
As a teen who struggled with acne, Fernandez sought professional help from an esthetician and that experience inspired her to determine that’s what she wanted to do one day. “As I worked to clear my own skin, I started to feed the idea of providing my knowledge to benefit others. From this, I decided that I wanted to become an esthetician and create a calm, welcoming environment for anyone to enjoy,” she explained.
Fernandez was trained at the Coachella Valley-based International School of Beauty and became a licensed esthetician after high school. She briefly
worked for another local day spa before really going for her dream of creating her own business.
“My journey to building my business has been a calm wave of blessings in chaos,” said Fernandez. “My parents encouraged me to go out on my own, and my uncle introduced me commercial real estate agent, Matt Rifkin – who was instrumental in finding me the perfect space in La Quinta for me to start my business.”
While the space was double the size Fernandez was looking for, Rifkin introduced her to the owners of the building S.E. Skin is located in – a commercial complex on Dune Palms Road which backs up to the wash. “J. and Sheri Paul, the building’s owners, had faith in my vision and really worked with me so that the space was attainable for a young entrepreneur like myself and that meant the world to me,” added Fernandez.
Her passion as an esthetician comes from being able to spark confidence in each client, providing them with the tools necessary to feel their best day in and day out. Fernandez is also already expanding.
She employs another esthetician, with an additional esthetician starting this month. S.E. Skin’s menu of skincare includes a signature facial, teen facial, mini facial along with 60-minute fully-customized facial treatments at competitive prices. “I even include a light peel and/or dermaplaning with the S.E. Signature Facial,” said Fernandez.
As a new business in La Quinta, Fernandez has extended a 25% discount off the S.E. Signature Facial for new customers during the month of February when they mention they saw the discount in The Gem.

Life after cancer has emotional and physical challenges that can be as hard for survivors to navigate as the treatment was. Life doesn’t automatically go back to what it was before the diagnosis, says Coachella Valley resident Shay Moraga, a breast cancer survivor. She formed Shay’s Warriors: Life After Cancer in 2017 with a mission to “inspire, inform, empower and help heal cancer survivors and their families through health, fitness and the mindbody connection.”
The organization’s annual four-day, three-night “I Am Hope Survivors Reset Retreat,” offers support and help for survivors in moving forward after treatment, and this year, will be held in La Quinta June 8-11.
