PROGRAM 1: Capacity – Building for Internationalization

This program is focused on the international capacity-building projects lodged in the university. BSU is currently handling six projects ( 4 Erasmus+ funded: INNOTAL, ANTENA, CDAE; Magic 7+ and the British Council ACT IHE). The IRO is responsible for the monitoring of the activities and accomplishments of these projects.

Another activity under this program is the evaluation of potential membership in international organizations. This is to expand the networks and linkages of BSU. This can help enhance BSU’s academic reputation.

Integrating Talent Development into Innovation Ecosystems in Higher Education (INNOTAL)

PROJECT DURATION: November 2017 September 2021

Agri based Technology Business Incubator/ Innovation Center ATBI/IC

2021 HIGHLIGHTS:

• BSU INNOTAL team participated the Entrepreneurial Education Training conducted by the University of National and World Economy (Bulgaria) and Ulster University (UK)

• An activity titled “ Train the Trainer Echo Webinar” is a 5 day activity which aimed to cascade the Entrepreneurial Education Training to local stakeholders

• An Information Dissemination Webinar was on September 30, 2021 to publicize the INNOTAL project and to promote the Talent Co Creation Lab.

involves 5 EU partners from Bulgaria, Greece, Finland and the UK, and 10 Partner Country universities: 4 from India, 2 from Sri Lanka, 2 from Nepal and 2 from the Philippines Benguet State University is one of the university grantee in the Philippines together with Ifugao State University

The duration of the project is 36 months, starting in November 2017 and ending in October 2020 Due to the CoViD 19 Pandemic, the project is extended until September 2021 The INNOTAL project is lodged at the BSU ATBI/IC as the project lead while OSS and HRDO are the project members

For 2021, the BSU INNOTAL Team conducted series of capacity building workshops and activities An activity titled “ Train the Trainer Echo Webinar” is a 5 day activity conducted on May 31, June 2, 4, 8 and 10 The training intends to cascade the Entrepreneurial Education shared by the University of National and World Economy (Bulgaria) and Ulster University (UK) to the local stakeholders.

Moreover, BSU INNOTAL Team conducted an Information Dissemination Webinar on September 30,2021 The webinar aimed to inform interested stakeholders on the INNOTAL Project, its activities and accomplishment. It also served to promote the Talent Co Creation Lab

• BSU ANTENA team attended 4 coordination meetings, 2 online conferences and 1 Virtual Fair of Capacity Building for Higher Education

• IRO consolidated and finalized the BSU Strategic Internationalization Plan 2021 2025 which will serve as the University’s guide to IZN.

• The ANTENA Consortium finalized the IRO Management Guide for Philippine HEIs and soon to be disseminated to other on consortium members

Curriculum Development for AgroEcology

2021 HIGHLIGHTS:

• BSU CDAE project staff produced 11 articles, 23 photo stories, 49 categorized as online dissemination initiatives and actions by the consortium and other partners These includes sharing of posts from the CDAE website and Facebook Page.

• For BSU, there are four conducted activities for the stakeholders These activities are for the preparation for the Master of Science curriculum development, course syllabus, harmonization of the European Credit Transfer System and Philippine Credits System from the CDAE website and Facebook Page

The CDAE was also able to host events such as press conferences, workshops, broadcast dissemination. This aims to present the project in the local, regional, national and international There were 3 presentations conducted by Philippine partners two from BSU and one for CLSU. BSU was also able to implement a stakeholder workshop and orientation. A virtual tour was also hosted by the Mendel University, Brno, Czech Republic

PROJECT NAME: Promoting the employAbility and enTrepreneurship of High education graduates through innovative WAYS in the Philippines

2021 HIGHLIGHTS:

• PATHWAY Project kicked off on February 23, 2021

• On April 17, 2021, a focus group discussion was conducted to determine the feasibility of the project in the University

• BSU PATHWAY Team were able to craft the PATHWAY Dissemination and Visibility Plan

• Five BSU PATHWAY members were selected to travel to University of Alicante, Spain to attend the face to face training for the project.

The BSU team actively attended the Pre and Kick off meeting, and 5 Virtual Coordination Meetings. They were also able to conduct a Focus Group Discussion for the Feasibility of PATHWAY Project on April 17, 2021

Philippine Canada Education Consortium (Magic 7+)

PROJECT DURATION:

March 2020 (2022 as BSU Secretariat)

IMPLEMENTING UNITS: Research and Extension Sector

2021 HIGHLIGHTS:

• A Memorandum of Agreement (MOA) between the 7 Philippine Universities was signed on May 14, 2021

• A virtual signing of the Memorandum of Understanding (MOU) between the Magic 7 Philippine SUCs and the University of Saskatchewan (USask) was conducted on May 14, 2021

• On August 19, 2021, the Magic 7 launched the Indigenous Knowledge Management and Systems Project.

• Twelve study leaders were selected for the BSU IKMS Project, “Encyclopedia on Ethno Linguistic Groups in Benguet ”

University and the University of Saskatchewan) The consortium aims to collaborate on the fields of agriculture, food security, climate change, and indigenous education

A virtual signing of the Memorandum of Understanding (MOU) between the Magic 7 Philippine SUCs and the University of Saskatchewan (USask) was conducted on May 14, 2021 The MOU forges the partnership of the Philippine SUCs and the Canadian University in various academic and research collaborations. BSU President Felipe Salaing Comila together with the 6 Philippine SUC Presidents and USask Vice President Darcy Marciniuk signed the MOU The same day, a Memorandum of Agreement (MOA) was forged between the Philippine SUCs. The MOA entails the implementation of the Indigenous Knowledge Systems Project

On August 19, 2021, the Magic 7 launched the Indigenous Knowledge Management and Systems Project and conducted the Inception Meeting. For BSU, Prof. Stanley F. PROJECT NAME: Access and Competitiveness through Internationalization of Higher Education (ACT IHE)

PROJECT DURATION:

October 2021 December 2023

IMPLEMENTING UNIT:

2021 HIGHLIGHTS:

• A Certificate of Partnership was received by the University on May 19, 2021 during the 1st National Higher Education Day and a Memorandum of Agreement (MOA) was signed to forge the partnership

• Three BSU faculty members, Kara S Panolong, Ronda B Tullay and Jhordan T Cuilan, were selected for the English Medium Education (EME) training which started on October 2021.

This grant is composed of 2 major training programs: the English Medium Education (EME) training and the Internationalization training course.

Three BSU faculty members were selected for the training Kara S Panolong, Ronda B Tullay and Jhordan T Cuilan passed the screening process facilitated by the IRO and the British Council The EME training started on October 2021 which will end on September 2022 Upon completion, they will also provide cascade trainings to their colleagues from the University and other SUCs in the region.

Meanwhile, the IRO personnel will be participating the Internationalization Training Course which will be conducted on October 2022 December 2023

PROGRAM 2: Internationalization of Academic Engagements

This program focuses on improving BSU’s academic programs. It aims to expand the academic collaborations with partners to increase faculty and student mobility engagements and knowledge product sharing. It is also to support students in international competitions, trainings, special programs and shortterm exposures.

INTERNATIONAL STUDENT VIRTUAL MOBILTY PROGRAM (ISVMP) 2021

ISVMP 2021 is a three day online activity conducted on April 20, 22,and 24, 2021 which gathered students from different countries to discuss multiculturalism The event was an initiative of UPN “Veteran” Yogyakarta, Indonesia. Five students from BSU participated the activity.

LEARN MANDARIN, GO TO NANJING

The Learn Mandarin, Go to Nanjing Program is an initiative from the Association of Friendship and Education Promotion (AFEP) wherein students engage in a Mandarin language course from March until May 2021. Sixteen students from BSU completed the three month course

BSU and the Universitas Muhammadiyah Pare pare (UMPAR), Indonesia conducted the Virtual Sit in Classes Students from UMPAR attended series of lectures from BSU Faculty

Daipan (CF), Martes Dionisio Jr. (CTE), Maricel A Guron (CAS) and Marissa R Parao (CF) engaged in a faculty mobility in University of Oviedo, Spain on July 19 23, 2021 Aside from the faculty mobility, the group were also able to visit University of Huelva and the Autonomous University of Barcelona.

One of the functions of the International Relations office is to disseminate calls and internationalization engagements from different international agencies, Universities abroad and others

For 2021, a total 102 calls were disseminated Calls are classified in 15 different categories The graph shows that 16 7%, which is the highest percentage, were international contests and competitions Followed by webinars and lectures being 13 7% Information sessions with 11 8 % The 8 8% were International Course International event, Internship/ Assistantship/ Fellowship and International Conference were 7 8% each Scholarships/ Grants has 6.9% and 5.9 % for the Virtual Fair. Both Training Workshop and International Forum have 2.9%. Followed by Virtual Mobility, Exchange Program and Funding each having 2% of the calls disseminated

IRO disseminated calls using social media, electronic mails and physical postings With the this, 83 3% of the calls are shared using social media via BSU IRO Facebook Page, FB account and chat groups while 15 7% are distributed via email and the remaining 1% is for posting on campus bulletin boards.

PROGRAM 3:

Internationalization of Research Engagements

This program focuses in strengthening the research institutes’ internationalization efforts and increase research outputs through enhancing faculty-researchers’ capabilities. It is a program which encourages university researchers to become internationally engaged. This entails international collaborations in research works such as co-authorship of research papers and publishing of research outputs in international publications.

BSU hosts Balik-Scientist Prof. Guillermo A. Mendoza

BSU hosted Prof Guillermo A Mendoza, a Professor Emeritus of the University of Illinois, Chicago USA. BSU conducted a welcoming program on March 11, 2021

Before his arrival, Prof. Mendoza was able to conduct 2 webinars: Webinar on Forestry Researches and Community Based Policies last November 21, 2021 and the Webinar on Precision Agriculture on February 18, 2021 During his engagement with the university, He was able to conduct several training workshops on GIS, Remote Sensing and Precision Agriculture

He officially concluded his Balik Scientist engagement through an Exit Seminar and Report Presentation on August 16, 2021. Prof. Gil is expected to come back on January 2022 under a Fulbright grant.

SUMMARY OF ENGAGEMENT:

1. Assisted the NPRCRTC in strengthening of the variety improvement program of the center

2. Contributed in the capability building of the human resource development of researchers, faculty members and students of BSU as well as member institutions of CorCAARD in terms of best management practices on potato production, and research and development activities.

BSU Welcomes Balik-Scientist Dr. Zenaida N. Ganga

Benguet State University conducted a welcome program for Balik Scientist Dr Zenaida Ganga last June 25, 2021, at Solibao Hall, NPRCRTC Building hosted by the Office of Research Services, Northern Philippines Root Crops Research and Training Center, and the International Relations Office

BSU officials and Research and Extension directors attended the program. Dr Ganga expressed her interest in working with different R&E units and the College of Agriculture during her six month engagement as a Balik Scientist

WEBINARS, TRAININGS, & WORKSHOPS

The Center of Geoinformatics (GIS) conducted a Webinar on Precision Agriculture on February 18, 2021 International Relations Office co facilitated the activity Balik Siyentista Prof Guillermo Mendoza shared his expertise in the topic MAGIC 7+ members and partners were invited to join the webinar. A total of 165 registered in the activity. After the webinar, the BSU Magic 7 PA team conducted a workshop in proposal writing on Precision Agriculture

A webinar workshop series was conducted in partnership with the Highland Science Convergence of Agriculture and Tourism: Benguet Landscapes and Ornamental Offerings of Magsasaka Siyentista (Highland Sci CAT: BLOOMS) Project

The webinar workshop series was to help the farmer partners of the HIGHLAND: Sci CAT: BLOOMS project to acquire new skills in income generating apart from farm tourism.

The webinar was conducted via Zoom and livestreamed in IRO Facebook Page Students and faculty from the Universitas Muhammadiyah Pare pare (UMPAR), Indonesia were invited to join the webinar series.

The Webinar on Dish Garden Making was the first webinar conducted on November 18, 2021 There was a total of 162 online participants and 10 on site participants The video posted on Facebook live garnered 1, 800 views

Followed by the Webinar in Terrarium Making on December 3, 2021 A total of 70 online participants joined the webinar and 10 on site participants The video garnered 936 views in Facebook Live

The final webinar is the Online Demonstration on Basic Flower Arrangement conducted on December 14, 2021 There were 69 online participants and 10 onsite participants The Facebook video has a total of 1, 500 views

PROGRAM 4:

Promotion of Multinational Atmosphere in the University

This program focuses on promoting multinational atmosphere in BSU through international exposures of faculty, researchers, staff and students. Some of the activities in this program are conducting home-based/ borderless internationalization and increasing international linkages and networks. An addition to this program is the compliance to the QS Stars Standards for Internationalization.

The IRO spearheaded the University’s celebration of the 54th Founding Anniversary of ASEAN with this year’s theme, “We Care, We Prepare, We Prosper ”

PROGRAM 5: Services and Support System for Internationalization

This program focuses on the improvement of BSU services and support systems for internationalization. This program includes the creation of new policies and revision existing protocols to facilitate the delivery of services of the International Relations Office.

The International Relations Office transferred to a new office with a larger space which allows the following:

Establishment of a student lounge

Simultaneous conduct of meeting

Virtual learning space

Office for the staff

Office for Visiting Professors

Modern audiovisual and teleconferencing facility

The Blessing of the International Relations Office was conducted on January 27, 2021 Along with this, the newly appointed IRO focal persons had an oath taking ceremony.

A Pre Departure Orientation Session (PDOS) was conducted last July 13, 2021. The orientation session is to prepare the participants of the Faculty Mobility. Janet P. Pablo (CA), Marvin T. Valentin (CEAT) and Jennifer Paltiyan Bugtong (CAS) were invited to share their experiences and tips for the delegates

The Guidelines on Determining International Partners is a basis for BSU internal stakeholders in selecting international partners and linkages

The Bridging Intercultural and Intergenerational Gaps (BIIG) program is a study program for foreign students who wish to take up a multidisciplinary course in the Philippines. Both were approved by the Board of Regents (BOR) on November 8, 2021.
