reetings and welcome from all of us here in the “City of Southern Hospitality.� The City of Hartselle is glad you are in our fair city. Whether you are looking to move your family to Hartselle, open a business, or have called Hartselle home all of your life, you have found a true treasure in our city. Founded in 1870 by George Hartsell, needing a stop-off for the North and South Railroad, Hartselle is home to several generations of families, as well as new comers who have just recently moved to our city. While Hartselle has grown and changed much over the past 148 years, one thing that remains is the small town community life appreciated and enjoyed by many who live here. You will also soon find yourself among friends in our city. From an agricultural based farming community, with a small area of downtown, Hartselle is now home to approximately 14,495 citizens. Hartselle has grown in all four directions, has a land mass of 14.9 square miles and is the second largest city in Morgan County. Hartselle today is basically a bedroom community, with many of the residents leaving the city to found employment and earn a living. Residents of Hartselle live here for various reasons, some were born here, educated and chose to stay in Hartselle. Others have moved to Hartselle for those same reasons. Ranking at the top of the reasons folks choose Hartselle, is the award winning school system. Hartselle City Schools produces outstanding graduates each year, who are college and career ready. Boasting some of the highest average ACT scores in the state, Hartselle City Schools are ranked in the top 10 in most every category of academics, the arts and athletics. Another reason folks choose to stay, or move here, include the quality of life in our city. Hartselle has been named the 4th safest city in the state and with a very low crime rate. In fact many of the crimes committed are basically property crimes and not crimes against person. The school system is also ranked as one of the safest in the state as well. In addition, Hartselle offers recreation facilities not seen in many cities of the same size. An Olympic size pool at the Aquatic Center, along with a splash pad, are used frequently in the summer months. Well maintained athletic fields for baseball, football, soccer and softball, for age’s youth to adult are also a jewel for the city. Well-staffed and trained police and fire departments, with long time personnel add to the attraction of calling Hartselle home. Public works services that include curbside trash, rubbish, yard waste and recycle pick-up in city provided bins, are appreciated by those who live here. Hartselle offers a small town community life experience, but is also conveniently located to larger cities for other services needed, by way of Interstate 65 and Hwy. 31. Economic Development

D

uring fiscal year 2016-2017, Morgan County companies announced 11 expansions and an additional 6 confidential expansions or equipment upgrades for a total of $306,585,962 in capital investment and 99 new jobs, according to an annual report by the Morgan County Economic Development Authority. Additionally, three companies announced that they will locate in Morgan County with initial investments totaling $31,114,000 and 290 new jobs. Morgan County is a consistent leader in Alabama in existing industry expansions and is currently home to approximately 150 industries, including 12 Fortune 500 companies and 8 Global 500 companies. HARTSELLE UTILITIES Hartselle Utilities serves the City of Hartselle with water, electricity, natural gas and sanitary sewer system. To get connected with Hartselle Utilities service, a rental lease or a house purchase agreement must be presented to transfer utilities to the new customer. The deposit cost is determined by credit rating and ranges from $25 to $435. If the prospective customer can provide a letter from another utility company stating that he or she was in good standing for at least one year, the deposit fee could be waived and only a connection fee would be required. Hartselle Police Department

R

on Puckett has served as the Hartselle Police Chief since 2005. He began his career as a patrol officer in 1989. He obtained a bachelor’s degree in criminal justice from Athens State University in 1987 and a master’s degree in justice and public safety from Auburn University-Montgom¬ery in 2001. He’s also a graduate of the FBI National Academy in 2002.

The Hartselle Police Department serves a population of more than 14,000 with 29 sworn officers and one civilian employee. It is comprised of a patrol division, criminal investigations division and special operations division. The City of Hartselle Police Department sponsors a Citizens Police Academy each year. Hartselle Fire & Rescue

H

artselle Fire and Rescue consists of 25 state certified firefighter/EMTs, three paramedics, 19 volunteer firefighters and one fire chief. HFD consists of two fire stations. The department’s employees have a variety of trained HAZMAT technicians, apparatus operators, instructors, investigators, public fire educators, safety officers and rescue technicians. The department, lead by Chief Daryl Fox, has a Class 5 fire rating. Hartselle Fire and Rescue responds to all fires, motor vehicle collisions and emergency medical calls within the incorporated city limits. It operates three front-end pumper trucks that also serve as basic trauma life support units and a 100-foot aerial ladder truck. The department is constantly training its own personnel and also conducts various Alabama

Fire College classes that are open to outside agencies. Other programs offered by the department include a house burning program for condemned properties, burn notifications and fire prevention and safety training programs for area schools and civic groups. Hartselle City Schools

he city of Hartselle boasts of one of the top school districts in the state. More recently, Hartselle City Schools was named #8 of the Best K-12 Schools in the State of Alabama by NICHE in their 2018 rankings. This ranking was based on the number of diverse, high-achieving students that are enrolled in advanced classes, perform well on standardized tests, and are well prepared for college and careers.

Hartselle City Schools was established in 1975 and quickly became a sought-after district of educational excellence. Hartselle City Schools is dedicated to equipping students to meet the 21st-century global opportunities and challenges with confidence, skill, and passion. Hartselle City Schools is comprised of six campuses; three elementary, an intermediate, junior high and high school plus the Board of Education.

Barkley Bridge Elementary School Barkley Bridge Elementary is located at 2333 Barkley Bridge Road SW, Hartselle, AL 35640. Tina Towers is the principal at Barkley Bridge and will be entering into her second year as principal at the school. There are 28 certified teachers at the school, and just under 400 students. Barkley Bridge was the second school in the state to receive an AdvancED STEM certification, and is a Lighthouse Blue Ribbon School of Excellence. Walking trail Batting cages SPECIAL NEEDS ACCESSIBLE PLAYGROUND (SNAP) OF MORGAN COUNTY In 2006, the civic clubs of Hartselle (Civitan, Kiwanis, Lions and Rotary), in an unprecedented move, united to plan and develop a playground for physically challenged children in Morgan County. The playground, named “The John Mark Stallings Special Needs Accessible Playground (SNAP) of Morgan County,” is designed to accommodate the now-estimated 2,500 special- needs children and other children in the county. The overall objective of the project was to develop the “premier” special-needs playground in Alabama. Parallel goals were to: (1) Provide recreational facilities and interaction opportunities for special needs children in Morgan County and the surrounding region; and (2) Stimulate other communities across the

nation to similarly recognize and accommodate such needs. Soon after the clubs united, the City of Hartselle, Hartselle Area Chamber of Commerce, Hartselle Medical Center,

Morgan County Volunteer Firemen Association, United Way of Morgan County, Volunteer Center of Morgan County, and Walmart of Hartselle joined in support. The four civic clubs and these entities are recognized as SNAP “Founding Partners.” Compelling support emerged for this compassionate, needed, and worthy project. The list of endorsements includes: Proclamations from the Morgan County Commission, Cities of Decatur and Hartselle, and Towns of Eva, Falkville, Priceville, Somerville, and Trinity. Letters from State Senator Arthur Orr, State Representative Ronald Grantland, the Autism Society of Alabama, and Children`s Hospital of Alabama. The entire complex is accessible and usable and is in compliance with the

Americans with Disabilities Act (ADA). Of paramount importance is encouraging interaction of children with all abilities. The site in Hartselle, near the Sparkman Civic Center is centrally located in the county, offers balanced access from throughout the county and good access from Interstate 65. The specific location satisfies prime considerations of safety and well-being, ambient environment conducive to a feeling of inclusion, continual oversight by a trained staff, restrooms, drinking water, and ample and convenient parking. SNAP is designed to be a destination attraction and features comprehensive play equipment which satisfies ADA requirements. Comfort and aesthetics are significantly enhanced by shades, seating for adults and abundant landscaping.

The complex has been constructed in increments to permit use as funding became available: 2008 – Swing Area; 2010 – Splash Pad; 2011 – Pavilion; 2013 – Main Entrance and Playground A; 2016 – Playground B and overall complex enhancements. It is noted that the SNAP Splash Pad was recognized in 2011 by Aquatics International as the “Best of Aquatics Spraypark” in the nation, typifying the character of the entire complex. The ten-year project has been administered in total by non-paid volunteers, with construction being made possible by donations, grants, and in-kind services. The complex represents an investment of approximately one-million dollars, including cash donations, grants and in-kind services.

HARTSELLE SENIOR CENTER 406 Nanceford Road Hartselle, AL 35640 The Hartselle Senior Center is located at 406 Nanceford Road, Hartselle, AL. They meet Monday through Friday from 9:00 AM until noon. Attendees must be at least 60 years old or attend with a spouse 60 or older. A nutritious lunch is served each day. It is requested that a daily donation of $1.25 be made for the meal. quilting, socializing, health screenings, reading books from their library, monthly birthday parties and much more. If you would like to attend and are unable to drive bus service is available. ocated at 152 Sparkman Street NW, the William Bradford Huie Library of Hartselle is home to over 33,000 books. The library is open to any resident living in Morgan County, and the only requirement for a library card is proof of address. In addition to having books, the library also offers other programs and services at no cost. The library offers free wi-fi, and card holders can access Alabama Public Library (APL) for additional resources that include study services, ACT test preparation, homework help and career improvement. The library also hosts DVD’s, audio-books and e-books. In addition, the library holds various programs such as summer reading and children’s storytime. Library members also gain access to ancestry.com, and

there are books available at no cost to accommodate blind and handicapped individuals. There are eight computers at the library and all of them are able to print and access the internet. Printing costs 15 cents a page. The library also has a public photocopier and an online catalog for members to reserve books and see what is available. Similarly, there is a text alert system that sends out reminders when books are due, and allow the member to renew the book before it is overdue. Michelle Blaylock is the Library Manager. In addition to Blaylock there is one other full-time employee and two part-time employees. The library is open Monday through Thursday from 9:30 to 5:30, and Friday from 9:30 to 5:00.
