Although WarnerhasbeenEMAdirector for less than ayear,heandhisoffice arealready makingbeneficial changes,officialssaid. Amongthemarea renovatedwarehousewhere EMAequipment is stored,newvehiclesand equipmentforemergencyresponse,and additionaltraining.

Onenotableimprovementwas renovatingan existing countywarehousethat stoodlargely unusedformorethan adecadeandusing itfor EMAstorage, Longsaid. With upto$50,000 fromthe county’s capital improvementfund, Warner renovatedtheold county warehouse, fixeditselectricalsystem andcorralledall the EMAequipmentintoit. Now, everyonewho needstouse the equipmentknowswhereto findit, Longsaid.The50-by-125-footmetal buildingwith concrete flooris at 2531 Alabama 20W.inDecatur, near 3M Co.

Adesireforbetterqualityfoodandmorereliable transportationare among theissues raisedbylocal elderly citizens,accordingto NARCOG,andthe agencyintendstospend federal fundsthisyearto help. TheAreaAgencyon Aging(AAA), aservice ofthe NorthCentralAlabamaRegional Council of Governments,hosted apublicforum at the HartselleSeniorCenteron Thursdayandspokewith severalelderly citizensand caregiversaboutservices theagencycouldofferto assist senior centersand in-homeproviders.

JustinGraves,directorof theAAA,saidtheorganizationhoststheforums everythree-and-a-half years atcommunity centersinthethree counties theyserve: Cullman, Morganand Lawrence. He said thefirstforumofthisyear washostedin Cullman Countysixweeksago.

“The Associationof CommunityLiving,whichis afederalbranch,administersTitleIII grantsto theAlabamaDepartment ofSeniorServices,”Graves said. “The(ADSS)then providesgrantsbackdown totheArea Agencieson Aging,andthereare 13of theminAlabama.Oursis at NARCOG.”

TitleIII referstothe OlderAmericansAct of 1965,whichprovidesa broad rangeof servicesto elderly citizens,including supportiveservices, centerserved congregatemeals, home-deliveredmeals, family caregiverservices, preventive healthandwellness,andelderabuseprevention.Gravessaid NARCOG receives$1.4million annuallyinTitleIIIand TitleVII funding.

Gravessaidthat after NARCOGreceivesthe grants,theywillassemble anareaplantodetermine whichprioritiesshouldbe addressed first. He saidthe primaryreasonforspeakingwiththepublic at the forumsisto gatherinput forthisprocess.

“Thesegrantsarehighly beneficialto everyonewe serve,”Gravessaid.“We have alotofgrandparents raisinggrandchildrenin ourthree countiesandit providesthemwith extra supporttodothat.Also, we have alotof caregiversnowtaking careof peoplewithdementiaand Alzheimer’s.”

Duringthepublic commentssection, NeelSenior CenterDirector Valerie Thrashersuggestedhaving healthcareproviderstravel toeachsenior centerto discusswith residentsthe stateSenioRxprogram,a stateinitiative designedto helplow-incomeseniors and individualswithdisabilitiesaccessprescriptionmedications.

“Ithink itwouldbe good ifthereweresomemore people goingaroundpromotingthe(SenioRx)programbecausetherearea lotofprogramsin NARCOGthat peopledon’t knowabout,”Thrasher said.

“That’ssomething that canbeaddressedimmediately,”repliedGraves.

Gravessaid NARCOG willnowsetupdatesfor senior centerstohavediscussionswith healthcare providersaboutdifferent programs.

Thrasheralsosaidthe foodservedinhersenior center wasnot thebest quality, like over-ripenectarinesandapples.

Shecelebratedher44thbirthdayon May25,2024;thefollowingdayBarrier received confirmation: shehad abrain tumorcalledaglioblastoma.

Statisticssaymorethan13,000Americansarediagnosedwith GBM every year.Itisthemostaggressive typeof braincancerandaccountsforalmost halfofall cancerousbrain tumors. It canaffectanybodyatanyage,although itismorecommonly foundinpeople aged45 to 70. It isnon-geneticin nature anddevelops quickly. Thereasonsforitsoccurrenceareunknown. ThereisnocureforBarrier’s type ofbraincancer.Treatmentsfocus on removingorshrinkingthe tumorto reducesymptoms;however,theyare not successfulin long-term survival, making Glioblastoma adevastating diagnosiswithmostpatients survivingan averageof12-18monthsafter diagnosis.

Justtwodaysafterreceivingthenews, Barrierunderwent afour-hoursurgery to removethe lime-sized tumorshe nicknamed“Tilly.”

In thefaceofherprognosis,Barrieris leaningheavilyonherfaithinGodand prayingfor complete healing. Despite theoverwhelmingnature ofher condition, shesaidherfaithhasbeenher

The former Celebration Arena in Priceville may be getting a new purpose in life, something that has everything to do with jobs and nothingtodowithhorses.

Arena owner Aaron Guthrie, with Two Deals LLC, is asking the city to rezone the property so he can lease it — possibly in the next 30 days, anofficialsaidthispastweek.

Guthrie’s real estate agent, Jeff Parker of Parker Real Estate LLC of Decatur, said Guthrie has already spent more than $1 million renovating the building so it can be leased to a business. He said the endeavor would create jobs but he could not say howmany.

The State Products Mart Authority sold the 143-acre arena to Guthrie for $2.5 million in 2022. The arena, which closed Dec. 19, 2022, held the annual World Racking Horse Celebration each September for 50 years. The COVID-19 pandemic caused manyeventcancellationsand finances did not rebound as thepandemicwaned,officials saidatthetime.

“We sunk in a lot of money already,” he said, noting the arena has been cleaned up and all of the horse barns are down. He said the owner will spend on renovations “whatever it takes to get a good tenant.”

“We are actively working on it,” Parker said. “We will continue working on it until we get it like I want it then we willleaseit.”

Just what kind of business the 83,000-square-foot facility will hold Parker did not specify. He said the building could be used for something as simple as a warehouse or as an industry He said the property has had several interestedparties.

“It could bring additional jobs, how many depends on whogetsit,”hesaid.“Wehave togetitrezonedfirst.”

The property is off Alabama 67, about three miles southeast of Priceville’s Interstate 65 interchange. It has access to sewer. Two Deals owns the land on which the former Celebration Arena sat and adjoining tracts to the east andsouthofthebuilding.

PricevilleCityCouncilmembers this past week agreed to set a public hearing on a request to rezone the property from A-1 agricultural to T-1researchandtechnology. The public hearing will be 5:30 p.m. June 13, at PricevilleCityHall.Oncethepublic hearing is held, the council can vote on the rezoning request.

According to the city zoning ordinance,theT-1zoningdistrict allows for research- and technology-oriented uses, including limited light manufacturing. Some of the uses allowed under the T-1 zoning classification include ambulance services, commercial kitchens, heavy vehicle and equipment sales and rental, light manufacturing, recyclingcenters,researchlaboratories, wholesaling establishments or warehousing and distribution.

“We could sign a lease now, buttheuseswouldbelimited with it being zoned agricultural,”Parkersaid.“Hopefully we can bring somebody out thereinthenext30days.”

Mayor Sam Heflin said he doesn’t yet know what Two Deals wants to do with the propertyuponrezoningit.

The owner has invested more

$1 million into the property and is aiming to change the zoning so the

Once owners ask for a rezoning, they automatically

The Priceville Planning Commission already recommended approval of the rezoning, so now it goes through the city council, Heflin said. The mayor said he didn’t learn any more at the Planning Commission

meeting than he knows now about what is planned for the site.

“I think they are just trying to come up with the best use for it,” Heflin said. “I think he’s got two or three customers interested but there is nothing in the works yet.”

With the only notice to members coming a week before in a magazine, Joe Wheeler EMC increased its electric rate by 6.2% effective June1. The latest increase comes less than a year after a 4.3% increase, which took effect Aug.1.

Joe Wheeler spokesman Michael Cornelison said the cost of everything has gone up for the utility, necessitatingtheincrease.

“It’s not just materials, it’s interest rates, everything like that.Allofthatcomesbackas cost,” he said. “Just inflation costs in general, higher interest rates, inflation causing thecostofmaterialstogoup.

Warner said part of the reason the warehouse space was needed was to get some enclosed trailers out of the weather.TherearealsoEMA items stored in District 3. He saidthecountyalsohadsome bus-conversionkitsforusein apandemicthattheydecided tostoreinthewarehouse.

Inadditiontosecuringstorage, Warner has added new vehicles to the EMA fleet, which was an improvement, Longsaid.

“We had vehicles there that when something came up, they had to go jump them off,” Long said. “They were old, and he came in and asked to purchase new vehicles,andwe’vedonethatand got everything up to speed. We are a true EMA department right now. We’re ready to respond to anything we needto.”

Decontaminationtent

Decatur Fire Chief Tracy Thornton credits Warner and his office with recently obtaining a decontamination tent that can be used in caseofahazardousmaterials spill. The tents have chambers used to decontaminate firefighters or hazmat workers.

“In hazmat, we have to undergo decontamination — wash off hazardous materials,” the fire chief said. “This is a big tent with different chambers in it and a water hookupthatyoucanuseitto decontaminate.”

Thornton said Warner thought of and obtained the equipment “on his own” because he thought it was something both EMA and firefighterscoulduse.

“All of my children are on Joe Wheeler, and all have kids in day care and responsibilities — 6.2% is going to be a lot for them,” Carpenter said.“It’sgoingtohitmykids hard because they’re raising families and trying to feed themwhengroceriesarefour timesashigh....Theyhaveto cool the house for a lot more people.

“Thisequipmentisportable and ready to deploy at any time,” Warner said of the tent. “We have had a joint training with Decatur Fire & Rescue at their training facility, where we showcased this equipment and invited outsideagenciestojoin.”

Among the agencies in attendance were Falkville Fire & Rescue, Danville Fire & Rescue, Alabama DepartmentofPublicHealth,Limestone County EMA, and DecaturFire&Rescue.

“This equipment allows us to provide local emergency responders with the equipment needed to handle a large hazardous chemical incident,” Warner said. “The EMAofficehasalsoattended emergency response training provided by Norfolk Southern. This training enables us to work with emergency responders and to assist in anywaypossible.”

The fire chief said that in the months Warner has been EMA director he has been “reallyeasytoworkwith”and that“wehaveagoodrelationship between both organizations.”

Aside from that, Thornton said he hopes to soon see the results of a study on whathazardousmaterialsare transported through Decatur on a daily basis via trucks, trains and waterways. The study was performed Feb. 26 through March 8 and was paid for with a grant. Officialsareawaitingtheresults.

Badweather

This time of year, Warner’s concerns lie with flash flooding, tornadoes and even the Redstone Arsenal aircraft thatflyoverresidentialDecatur while on training missions.

As Emergency Management director, Warner prepares plans and procedures for responding to natural disasters or other emergencies and also helps lead the response during and after

Cornelison said Joe Wheeler EMC must be able to pay for everything it needs to provide power to homes and businesses.

“It costs us a considerable amount more to just do day-to-day business than it did even just three or four yearsago,”hesaid.“Weknow everybody’s kind of in the same place, but just basic materials and fuel costs went up, and just day-to-day cost of doing business has gone up so much that we’re in a position now where we have

emergencies. This includes severestormsandtornadoes.

“Our office is always aware of the potential for severe weather in Morgan County,” Warner said. “Our office is a member of the North Alabama Mutual Aid Association, which is a group of 22 counties that aid each other in an emergency bigger than what a local EMA can handle.”

He said this association came to Morgan County to assistintheMarch 2023 tornadoes.

“We are always ready to assist local emergency responders in the event of a tornado, but our work does not stop there,” Warner said.

“Weareresponsiblefordamage assessments, coordinatingwiththeAlabamaEmergency Management Agency to compile the information needed and researching the need for a potential emergency declaration.”

Mass wreck plan

Warner said Morgan Countians may not realize it but they are “blessed with trained, dedicated and professional emergency responders” who are far too often dispatched to mass wrecks.

“These mass wrecks often involve hazardous materials, and our responsibilities include coordinating with various state agencies to ensure proper cleanup occurs.”

Most commonly EMA communicates with the Alabama Emergency Management Agency, the Alabama Department of Transportation and the Alabama Department of Environmental Management, he said.

“Collectively, we collaborate to make sure that the incident is handled in a way that presents the least amount of impact to the citizens and environment of Morgan County.”

OnethingtheEMArecently did was update its mass fatality plan.

“Unfortunately, in the worldwelivein,thisissome-

Labor costs have also increased,Cornelisonsaid.

“In the position we’re in right now, this is what we have to do,” he said. “We’ve gottobeabletopayforeverything.”

Joe Wheeler has 25,573 meters in Morgan County and 17,445 meters in LawrenceCounty.

Cornelison said the Tennessee Valley Authority, Joe Wheeler’s regulating authority, approved the amount of theincrease.

“They look at what we’re looking at for our next budget year,” Cornelison said. “They decide on the amount

thing that we must be prepared for,” Warner said. “We coordinate with the Morgan County Coroner’s Office frequently.Wealsoareawareof prepositioned state assets in north Alabama that would assist in a mass shooting/ mass casualty event.”

He said the EMA also has a memorandum of understanding with local ambulance services and hospitals for such cases.

“While I have many goals for our agency, the main goals include expanding public education, strengthening already strong relationships with our emergency responders, updating emergency response equipmentandexpandingtheservicesthatweoffertoMorgan County citizens,” he said.

Overhead aircraft

One concern some residents have involves the aircraft from Redstone Arsenal that frequently train in the Decaturareaandsometimes fly over residential areas.

“We are aware of Redstone Arsenal activities and the fact that it is a concern for our citizens,” Warner said.

“Redstone Arsenal shares information with us concerning their activities. We share that information via social media, and to other agencies that can relay the information, as well.”

If an accident were to happen, the lead agency would be the Fire Department and then it would be turned over to law enforcement.

“EMA would support all agencies on scene and would assist in any way possible,” Warner said. “We could assist by getting more resources or specialized resources, activating our Emergency Operations Center, requesting state resources, requesting the Red Cross (and other volunteer agencies), ensuring any hazardous materials are mitigated and making sure responders are taken care of.”

EMC Board of Trustees president and Morgan County Commission chairman, said the board voted to approve theincrease.

“All of our costs have gone up dramatically just like everybody else’s at home,” he said. “The board had no choice but to raise rates and generate a little revenue to help offset some of the expensesthatweincur.”

Long said he realizes there are customers who already struggle to pay their bill, but that the board has not raised ratesmanytimesintheyears hehasbeenonit.

“We definitely took into consideration the needs and

Specifically, he learned how to communicate better with the Federal Emergency Management Agency(FEMA)intheevent ofareleaseofradiationfrom Tennessee Valley Authority’s BrownsFerryNuclearPower Plant in adjacent Limestone County.

One of the seminars he attended discussed interacting with FEMA evaluators during simulated radiologicalexercises.Duringsuchan exercise, officials from variousagenciescollectdataand make decisions about how to best notify and protect the public.

“We are required to prove to FEMA that we are preparedintheeventofaradiological emergency,” Warner said. “This seminar gave insight into dealing with FEMA and how to make an exercise as realistic as possible. I feel like I am better prepared for a radiological exercise, which also makes mebetterpreparedforareal radiological event.” While radiological emergenciesarerare,EMAworks closely with the TVA to

ensure it is prepared for a radiological release, Warner said.

“This close relationship is crucial to completing this task,” he said. “We are constantly training, updating equipment, gathering information and sharing information with others.”

This readiness includes collaboration with all emergency responders in Morgan County, school boards, many volunteer organizations and many other state and federal agencies, he said.

Warner believes his office is adequately funded to accomplish what needs to be done.

“The Morgan County Commission recognizes theimportanceoftheEMA office and the resources needed to do our job,” Warner said. “The commission does a great job of funding us adequately.”

He said TVA provides funding for radiological emergency preparedness and is “a great partner.”

While these are the office’s two main funding sources, Warner said his office also uses grants and other revenue streams.
