Many commodities that are grown in Arkansas are only counted once every five years as part of the Census, so it is important to get an

“Under the current budgetary climate, I would encourage all producers who receive a 2012 Census of Agriculture form in the mail in early January 2013 to complete it on our secure Web site, or fill it out and return it by mail”, says Becky Cross, director of the United States Department of Agriculture’s National

Agricultural Statistics Service (NASS), Arkansas Field Office. “Completing the form on the Internet or returning it by mail is the most efficient and cost effective way to collect the data needed from each individual producer,” Cross says. If we do not receive a completed form by mail

or the Internet, the National Agricultural Statistics Service employees and representatives will do everything they can to obtain a report by phone or by in-person interview from every producer in the state. It is important to note that information provided by respondents is

confidential by law. NASS safeguards the privacy of all respondents and publishes data only in aggregate form, ensuring that no individual operation or producer can be identified.

What is the Census of Agriculture?

The Census of Agriculture, taken every five years, is a complete count of U.S. farms and ranches and the people who operate them. The Census looks at land use and ownership, operator characteristics, production practices, income and expenditures.

How is the Census conducted?

Report forms for the 2012 Census of Agriculture will be mailed to farm and ranch operators in late December 2012 to collect data for the 2012 calendar year. On Sunday, January 20, 2013 thousands of Arkansans will take to the streets of Little Rock at 2: 00 p.m. for the 35th Annual March for Life, in observance of the legalization of abortion by the U.S. Supreme Court 40 years ago. Sponsored

by Arkansas Right to Life, the march begins at West Capitol between Battery and Wolfe Streets, behind the State Capitol and concludes at the steps of the State Capitol for a brief program.

Immigrants add far more to the economy than they take away. And given the aging of the native-born population, the contributions of immigrants and their children will only increase over time.

The economic contributions of immigrants are apparent at the national level and in states around the country. Take the case of Arkansas. The bottom line is impressive.

Sherece WestScantlebury, CEO of the Winthrop Rockefeller Foundation says, “The study finds that for every one dollar that is spent on immigrants, in services and alike, you get a seven dollar return in business revenue and taxes.”

Researcher’s laid out their findings at the State Capitol. Andre Guerrero says it gives great insight and will benefit tax payer services. “In any of our state, county or

local governments, you have to serve all residents. And this study shows us that there is a group of new Arkansans that need to be included.”

The study shows immigrant’s economic contribution in 2010 was $3.9 billion. Steve Appold is a researcher with the Kenan Institute of Private Enterprise.

He says the evidence suggest the immigrant workforce helped Arkansas weather the economic downturn.

“Throughout the depths of the recession, the Arkansas state unemployment rate was lower than the national rate.”

But there are obstacles.

UALR Chancellor Joel Anderson explains, “We’re treating kids very well in terms of education K-12 but suddenly when they graduate, we start treating them like they came from half way around the world.”

Chancellor Anderson says kids brought to the U.S. illegally pay the price when they turn 18 and can’t go to college and pay in state tuition. He adds, “Many of these young people, English is their native language and they don’t know another country. Many of them will live here for decades. He adds, “It would make great sense for us to remove the barrier that is the official

state stance at this point that says that a child from an undocumented family is required to pay out of state tuition to go to our public colleges and Universities.”

The General Assembly starts January 14th and there is a possibility it could be addressed there. In past years it’s been close to passing.

Chancellor Anderson adds, “Everyone would benefit from having a more educated population.”

Appold says immigrants are keeping the state young and vibrant. From 2000 to 2010, Latino children increased by 38,000 and non-Hispanic White children decreased by 23,000.

The length of settlement in Arkansas is expanding.

In 2010, 57% had lived in Arkansas or elsewhere in the U.S. for 10 years or more, compared to 51% in 2000.

Appold concludes, “They’re motivated and their children will become an important part of the next generation that will continue to fuel the Arkansas economy.”

Researchers also did a complete study on the fact; Arkansas has the second largest Marshallese population, outside the Republic of the Marshall Islands.

Families may not realize that aside from taking a college admission exam such as the SAT, there are individual SAT Subject Tests in 20 subjects, including world languages, history, literature and science, that can help students showcase a particular academic strength and possibly enhance their college applications. The SAT Subject Tests are designed to measure a student’s mastery of high-school-level course work.

“The SAT Subject Tests help us better understand a student’s preparation for our demanding curriculum,” said Jarrid Whitney, executive director of admissions and financial aid at the California Institute of Technology.

Each SAT Subject Test is a one-hour multiple-choice exam, and students can take up to three Subject Tests on any test date. Students who qualify for SAT fee waivers can take up to six SAT Subject Tests at no charge.

For many families, paying for college is a primary concern, so it can be worthwhile to check which colleges use SAT Subject Tests

“Students may be able to place out of prerequisite courses and be better positioned for scholarships. It certainly works in their favor,” said Ángela García, an executive director for the SAT Program.

After speaking with Leslie, I decided to speak with a few students who had taken the SAT Subject Tests. Had the tests helped them?

“You have to focus on what you like,” said Juan Jaramillo, a student from Humble, Texas, who arrived from Mexico only four years ago and was accepted at Harvard. “The SAT Subject Tests enabled me to show colleges how capable I am in the subjects I love the most.”

Alexandra Benya, an accomplished student from New York, took the exams as soon as she finished her courses and was able to submit four strong SAT Subject Test scores as part of her college applications.

Students applying to many elite colleges will discover that SAT Subject Tests are required. That was the case for Maritsa Negrete from Lynwood, Calif., who applied to several Ivy League institutions. She was ready to take these tests regardless.

“As students, we need to take advantage of every opportunity to show colleges we are special.”

Almost all students have subjects they enjoy and in which they are likely to do well. There are many ways for them to leverage their passions and strengths. The SAT Subject Tests are certainly one way students can further distinguish themselves to improve their admission and scholarship opportunities. Now that you know about it, don’t let them delay signing up.

Supporters say such a measure would offer higher education opportunities to students who came to the U.S. illegally as children and who currently have to pay out-of-state rates despite having grown up and gone to school here.

“If you operate on the assumption that these are not our kids and they’re just going to be sent somewhere,

that’s not going to happen,” said Elliott, D-Little Rock.

“So how do you want them to be prepared to be citizens who can contribute to the best of their abilities?”

Elliott’s planned proposal would come months after President Barack Obama announced last year that some young illegal immigrants would be allowed temporary status and work permits. Voters in Maryland also recently approved in-state tuition for illegal immigrants who meet certain conditions.

Still, Elliott acknowledges it would be

challenging to pass such a bill here in the coming session, which begins Monday.

Republicans now control the Arkansas Legislature for the first time since Reconstruction, a marked change from 2005 and 2009 when similar measures on instate tuition rates failed.

In 2005, a similar bill failed even though it had the backing of then-Gov. Mike Huckabee.

Elliott pushed forward with another similar proposal again in 2009, but by then, she lacked the support of Democratic Governor Mike Beebe, who had said

the measure could violate federal law.

Beebe spokesman Matt DeCample would not say whether the governor would sign such a bill into law this time around if it were to reach his desk.

“The issue needs to be addressed in Washington D.C. because... you have an increasing number of college graduates who were educated here, all the way through elementary and high school, went to college and then they graduate from college and have a degree that they can’t legally put to use in Arkansas,” DeCample said.

Out-of-state tuition rates in Arkansas are about twice the in-state rates. In fall 2012, about 12.5 percent of the 156,252 students who were enrolled in public colleges and universities paid out-of-state tuition, according to Arkansas Department of Higher Education spokeswoman Brandi Hinkle.

Some educators have spoken out in favor of in-state tuition rates for students who came to the U.S. illegally as children but who have grown up and gone to school here.

“If you look at it from the standpoint of just the

state of Arkansas... it would also be in our best interest to remove those barriers and open the doors as wide as we can to as much education as persons that Sen. Elliott’s legislation would affect want to get,” said Joel Anderson, chancellor of the University of Arkansas at Little Rock.

Not everyone agrees.

“I think in-state tuition should only be to in-state residents or those who have been granted a waiver through some agreement with another state,” said House Majority Leader Rep. Bruce Westerman, R-Hot Springs.
