LITTLE ROCK, AR - A Quinceañera is the Hispanic tradition of celebrating a young girl’s coming of age her 15th birthday.

The Quinceañera tradition is believed to have started many years ago when the Spa-

nish conquerors brought the tradition to Mexico and others say the tradition originated with the Aztecs. Regardless, a Quinceañera celebration is a Hispanic tradition associated with Mexican, central and South American cultures.

Through the different ceremonies that take place today,

the young Quinceañera is formally introduced to society and it is a day to give thanks for having reached this age.

LITTLE ROCK, AR - Arkansas Central Development Council (CADC-Consejo del Desarrollo Central de Arkansas) comenzará asistencia de intervención a las familias en crisis con avisos de desconexión bajo el programa de Asistencia de Energía para Hogares de Bajos Ingresos en Crisis(LIHEAP). Las solicitudes serán aceptadas en 12 condados en el centro y sur de Arkansas.

Para calificar para LIHEAP crisis, las personas deben tener un aviso de desconexión con una fecha de desconexión dentro de los 7 días de la fecha de solicitud. LIHEAP offers assistance with utility disconnection payments ¡Hola! Arkansas Staff Writers

LITTLE ROCK, AR Central Arkansas Development Council (CADC) will begin crisis intervention assistance to families with disconnect notices in the Crisis Low-Income Home Energy Assistance (LIHEAP) program. Applications will be accepted in 12 counties in central and south Arkansas.

To qualify for Crisis LI-

HEAP, persons must have a disconnect notice with a disconnect date within 7 days of application date. All households receiving food stamps are potentially eligible to receive this assistance; however, the program is not limited to food stamp recipients. The program assists households with home energy and heating bills. Eligible households must meet income guidelines and furnish proof of all house-

hold income for the month prior to applying.

CADC encourages households to attend mass application assistance days to apply for assistance. Applications for regular assistance are still being accepted until funds are depleted. CARACAS, VENEZUELA - El presidente Hugo Chávez viajó desde La Habana y fue trasladado al Hospital Militar Carlos Arévalo, en Caracas.

Comentó el vicepresidente venezolano, Nicolás Maduro, en la televisión estatal.

La llegada sorpresa del presidente parecía diseñada hacia la indignación creciente y firme por líderes de la oposición que critican el secretismo que rodea la salud de Chávez y dudosos que él ejecute los asuntos de día a día del estado, como sus ministros insisten.

Hugo Chávez regresó a Venezuela la madrugada del lunes tras más de dos meses de tratamiento médico después de una cirugía de cáncer en Cuba. El presidente ha sido sometido a cuatro intervenciones quirúrgicas en Cuba desde junio de 2011, pero el gobierno aún tiene nada que decir acerca de qué

tipo de cáncer ha tenido o detalles acerca de su pronóstico.

El papel que Cuba y su gobierno comunista han jugado en la saga no es uno común, con Fidel Castro ha-

ciendo la entrega de noticias sobre el estado de Chávez a los venezolanos, ha dado lugar a una protesta enérgica en los últimos días por los estudiantes universitarios

CARACAS, VENEZUELA – President Hugo Chavez flew in from Havana at 2:30 a.m. and was transported to the Carlos Arevalo Military Hospital, in Caracas. Vice President Nicolas Maduro told Venezuelans on state television.

The president’s surprise arrival appeared designed to staunch rising indignation by opposition leaders critical of the secrecy surrounding Chavez’s health and doubtful that he was running the dayto-day affairs of state, as his

ministers insisted.

Venezuelan President Hugo Chavez returned home to Venezuela early Monday after more than two months of medical treatment in Cuba following cancer surgery. The president has undergone four surgeries in Cuba since June 2011, but the government has yet to say what kind of cancer he has had or detail his prognosis.

The outsize role that Cuba and its communist government have played in the long saga, with Fidel Castro even delivering news

about Chavez’s condition to Venezuelans, had led to a spirited protest in recent days by university students outside Cuba’s embassy in Caracas.

But on Monday, the president’s arrival led to fireworks in Caracas and prompted the president’s die-hard supporters to gather in the city’s main square, the Plaza Bolivar.

“Viva Chavez! Viva the Revolution! Viva the people of Venezuela!” yelled Tania Diaz, an anchor on state television, as she and other crew members celebrated on air.

The president’s return

means that he can at last be sworn in for the fourth term he won in the October presidential election.

A f t e r t h a t v i c t o r y, Chavez started to drop out of the public eye, and on Dec. 10 he flew to Cuba for a surgery that took place a day later.

For 67 days, he was not

seen or heard from, as his ministers delivered a mix of vague news about his condition. Chavez missed his Jan. 10 inauguration, though the Supreme Court had ruled that he could be sworn in at a later, unspecified date. The president did not issue any messages via his Twitter ac-

count, nor did the government release any photos or video of him while he was in Cuba.

Then, on Friday, the first photographs were released, showing Chavez laying in a hospital bed, flanked by two of his daughters and holding up a copy of Granma, the Cuban state newspaper.

Chavez was using a tracheal tube, Information Minister Ernesto Villegas reported, but he was “conscious, with his intellectual functions intact.”

The president, did offer a series of messages via Twitter.

“I am clinging to Christ and trusting my doctors and nurses,” he president wrote.

“Onward toward victory always!! We will live and we will triumph!!”

The customs highlight God, family, friends, music, food, and dance.

Interestingly, many families today are merging their Hispanic and American heritages by choosing to celebrate a Sweet Sixteen. For their Sweet 16 party, the families do the full-blown Quinceañeratraditions the religious ceremony,the reception, the

tiara with the number 16, and more. In the Mexican, Puerto Rican, Cuban, Central and South American traditions, the custom can be referred to as a Quince (XV) Años, los quinces, a Quinceañera, Quinceañera or a Fiesta Rosa.

The Quinceañera celebration traditionally begins with a religious ceremony. A Reception is held in the home or a banquet hall. The festivi-

ties include food and music, and in most, a choreographed waltz or dance performed by the Quinceañera and her Court. The Quinceañera chooes special friends to participate in what is called the Court of Honor. Usually, these young people are her closest friends, her brothers, sisters, cousins.

The Quinceañera’s Court of Honor can be comprised of all young girls (called Damas),

La fiesta de los dulce 16, las familias hacen las tradiciones de una quinceañera en todas las reglas ceremonia religiosa, la recepción, la tiara con el número 16, y más.

En los mexicanos, puertorriqueños, cubanos, las tradiciones de Centro y Sudamérica, la costumbre puede ser referida como un Quince (XV) años, los quince, Quinceañera, Quinceañero o una Fiesta Rosa.

La celebración de Quinceañera tradicionalmente comienza con una ceremonia religiosa. Una recepción se

lleva a cabo en la casa o en un salón de banquetes. Las festividades incluyen comida y la música, y en la mayoría, un vals o un baile coreografiado bailado por la quinceañera y su corte. La Quinceañera elige amigos especiales para participar en lo que se llama el Tribunal de Honor. Por lo general, estos jóvenes son sus amigos más cercanos, sus hermanos, hermanas, primos. Además de ramo de flores, decoración para la torta, juego para servir la torta, copas de champán, la última muñeca, libro de visitas, álbum de fotos, almohadas para la ceremonia. Una de los más populares tradiciones de la Quinceañera es el cambio de los zapatos. El padre o pariente masculino favorito ceremoniosamente cambia los zapatos planos de la joven a los tacones altos. Este es un hermoso símbolo de la transformación de la quinceañera de una niña a una joven.

One of the most popular of the traditions of the Quinceañera is the Changing of the Shoes.

The father or favored male relative ceremoniously changes the young girl’s flat shoes to high heels. This is a beautiful symbol of the Quinceañera’s transformation from a little girl to a young lady.

Nuevo Papa podría ser elegido antes del 15 de marzo Escritores de ¡Hola! Arkansas

CIUDAD DEL VATICANO - El Vaticano se ha planteado la posibilidad de que el cónclave para elegir al próximo Papa podría comenzar antes del 15 de marzo, la fecha más temprana posible bajo las reglas actuales que requieren un periodo de espera de 15 a 20 días después que el papado haya quedado vacante.

El portavoz del Vaticano, el reverendo Federico Lombardi, dijo el sábado que las reglas del Vaticano sobre la sucesión papal están abiertas a la interpretación, y que “esta es una pregunta que la gente está discutiendo”.

“Es posible que las autoridades de la iglesia pueden preparar una propuesta para ser adoptada por los carde-

nales en el primer día después de la vacante papal” para desplazarse hasta el inicio del cónclave, dijo.

El período 15 a 20 días de espera está en su lugar para dar tiempo a todos los cardenales que no viven en Roma, a viajar, en la circunstancia habitual de un papa moribundo.

Pero en este caso los cardenales ya sabemos que este pontificado terminará el 28 de febrero con la renuncia del Papa Benedicto XVI, por lo que pueden llegar a Roma en tiempo suficiente para tomar parte en el cónclave, dijo Lombardi.

VATICAN CITY - The Vatican has raised the possibility that the conclave to elect the next pope might start sooner than March 15, the earliest date possible under current rules that require a 15 to 20 day waiting period after the papacy becomes vacant.

Vatican spokesman the Rev Federico Lombardi said on Saturday that Vatican rules on papal succession are open to interpretation and that “this is a question that people are

discussing.”

“It is possible that church authorities can prepare a proposal to be taken up by the cardinals on the first day after the papal vacancy” to move up the start of the conclave, he said.

The 15 to 20 day waiting period is in place to allow time for all cardinals who don’t live in Rome to arrive, under the usual circumstance of a pope dying.

But in this case the cardinals already know that this pontificate will end Feb. 28, with the resignation of Pope

Benedict XVI, and therefore can get to Rome in plenty of time to take part in the conclave, Lombardi said.

The date of the conclave’s start is important because Holy Week begins March 24, with Palm Sunday Mass followed

by Easter Sunday on March 31.

In order to have a new pope in place in time for the most solemn liturgical period on the church calendar, he would need to be installed by Sunday, March 17, because of the strong tradition to hold installation Mass on a Sunday.

WASHINGTON, DC On Saturday night, the USA Today published a leaked draft of the White House’s immigration reform proposal.

The draft bill featured a direct path to legal permanent residency within eight years for undocumented immigrants if they meet certain requirements. It expands security funding and requires employers to check the legal status of their workers. The White House has stated that the leaked legislation was not final and it was meant to be a backup plan.
