Algunos productores lecheros de Wisconsin estaban preocupados por tener suficientes trabajadores para ordeñar sus vacas el jueves pasado porque los inmigrantes latinos asistieron a un mitin estatal “Un día sin Latinos”, en el Capitolio de Madison.

Miles de trabajadores lácteos protestaron en la capital del estado por las propuestas antiinmigrantes de proyecto de ley que podría tener un impacto enorme en

la industria si se aprobara.

Los dos proyectos de ley antiinmigrante en la agenda de Wisconsin podrían tener graves efectos perjudiciales sobre la famosa industria lechera del estado y muchos de los trabajadores abandonarían la región, ha advertido un grupo de derechos.

Two anti-immigration bills on the docket in Wisconsin could have serious trickle-down effects on the state’s famed dairy industry and force many workers to abandon the region, a rights group has warned.

The proposed measures prompted nearly 50,000 people to protest across the state last week, shuttering business and emptying classrooms to signify what the industry would look like in their rally, called A Day Without Latinos And Immigrants.

Christine Neumann-Ortiz, executive director of immigration rights group Voces de la Frontera, said the protests showed people “very clearly flexing their economic power” as a prime piece of a $43 billion dairy industry. It is estimated that more than 40 percent of workers on dairy farms are Latino, according to a University of Wisconsin study, and some 90 percent of those come from Mexico.

“For a while now, the state Republican Party has maintained a heightened anti-immigrant

position,” said Neumann-Ortiz, noting that Wisconsin experienced some of the worst redistricting in local history in 2011. “Now we have a very narrow base of voters that does not represent the majority opinion of Wisconsin.”

If passed, Senate Bill 533 would limit the government’s ability to issue ID cards to undocumented immigrants. Assembly Bill 450 would re allow public employees to question someone’s citizenship status in certain areas and eradicate “sanctuary cities” that help shield undocumented workers.

“If this bill passes, it would cause a lot of fear in our communities,” German Sanchez, a nine-year veteran of the state’s dairy farms said. “Everybody knows Wisconsin is cheese land, and cheese comes from milk and milk comes from cows, and these cows are taken care of by Latinos.”

The Dairy Business Association told, it opposed the legislation and some farmers have expressed worry over hav in g enoug h w orkers to take care of their cows.

Similar measures to those proposed in Wisconsin have been passed in states like Arizona and Alabama, to dire consequences. In both cases, once the laws were passed, workers left, devastating local economies and leaving a void in the workforce.

Now, the proposals lie with the legislature and may wind up on the desk of Governor Scott Walker (R-WS), who espoused his new anti-immigration policy last year.

Consulado de México entrega $40,000 para programa Ventanilla de Salud ¡Hola! Arkansas Little Rock, AR La organización Arkansas Human Development Corporation (AHDC, por sus siglas en inglés) ha suscrito un Memorando de Entendimiento con el Consulado de México en Little Rock.

El gobierno de México entregó $40,000 dólares para poner en marcha el programa Ventanilla de Salud (VDS), la ceremonia se llevó a cabo el 26 de febrero en el Consulado de México. David Preciado Juárez, cónsul de México y Clevon Young, director de AHDC, firmaron el acuerdo.

La organización AHDC en conjunto con el Consulado coordinarán las actividades que se realizaran en la VDS en beneficio de la comunidad hispana. Los servicios estarán disponibles en un horario de 8:00 am a 1:00 pm.

Angel Viene de la PORTADA Correa creció en Puerto Rico, un paraíso tropical que ha estado bajo el gobierno estadounidense desde la Guerra hispano-estadounidense en 1898 con la firma del Tratado de París. Así, mientras que Correa es de origen latino, es un ciudadano estadounidense por nacimiento.

Después de graduarse de la secundaria, obtuvo una licenciatura en Ingeniería Civil de la Universidad de Puerto Rico en Mayagüez, pero en lugar de permanecer en la isla con temperaturas invernales que rondan los 85 grados, puso su mirada en un trabajo con la Administración Federal de Carreteras (FWHA, por sus siglas en inglés ). “Empecé a trabajar para la Federal de Carreteras directamente después de la universidad y mi posición estaba en Baltimore”, dice.

Empacó sus maletas y se trasladó a Maryland en 1990 para el Programa de Capacitación Federal de Carreteras de la FHWA. Mientras que hablaba inglés, sintió que el cambio requeriría “pulir sus habilidades del idioma”. Él dice, “era un riesgo calculado”.

En 1992 fue transferido a la División de Maryland de la FWHA como Ingeniero de Área. Su trabajo consistía en ofrecer un programa de ayuda federal, incluyendo el diseño, planificación, medio ambiente, construcción, mantenimiento y conservación del sistema de transporte del país. En otras palabras, él ayudó a construir puentes y carreteras a partir de cero.

Obtuvo una Maestría en Ingeniería Civil con un enfoque en instalaciones de transporte de la Universidad de Illinois en Champaign-Urbana, Illinois en 1999.

The program was born out of the fact that there were few Hispanics working in the agency, especially in management, so Correa says, “We decided to do something about it that would help the Latino community and strengthen our agency workforce by adding diversity.”

Angel Continued from COVER Correa grew up in Puerto Rico, a tropical paradise that has been under American rule since Spanish-American War in 1898 with the signing of the Treaty of Paris. So while Correa is Latino, he is an American citizen by birth.

After high school graduation, he earned a BS in Civil Engineering at the University of Puerto Rico at Mayagüez, but instead of remaining on the island with winter temps that hover around 85 degrees, he set his sights on a job with the Federal Highway Administration (FWHA).

“I started working for Federal Highways straight out of college, and my position was in Baltimore,” he says.

He packed up his bags and moved to Maryland in 1990 for the FHWA’s Federal Highway Training Program.

While he spoke English, he felt the move would require him to “polish his English language” skills. He says, “It was a calculated risk,” In 1992, he transferred to FWHA’s Maryland Division as an Area Engineer.

His job was to deliver the federal-aid program, including design, planning, environment, construction, maintenance and preservation of the country’s transportation system. In other words, he helped build bridges and roadways from the ground up.

He earned a MS in Civil Engineering with a focus on Transportation Facilities from the University of Illinois at Champaign-Urbana, Ill. in 1999.

During the years that followed, Correa worked for the FHWA’s Pavements Division in Washington, D.C., as senior Pavement & Material

“It was a faster, different lifestyle,” he says about life at the nation’s capitol. But Correa quickly decided Little Rock was a place he and his wife, Daisy, of 24 years could enjoy.

The couple have two grown children.

Correa says, “When I took this job, people asked me, ‘Why, Arkansas?’ He says he replies, “The people are friendly and it’s a very progressive area.”

Plus, the job seemed a good fit for Correa, so he applied for and accepted the permanent position that oversees 15 federal employees.

Danya Steele, who has been with FHWA for eight years, says people are naturally a little nervous when a new boss comes in but she adds, “He [Correa] made the transition smooth for us.”

Correa can speak to the average layman as well as the most complicated government-ese.

FHWA Area Engineer Lester Frank, who also attended the conference, says Correa has a technical, as well as a managerial background.

“He [Correa] understands the technical issues involved with project planning and development, and pavements and materials, but also has great communication and people skills. Also, the fact that he has worked in

He says the plan consists of five strategies to reach out to the Latino community, and these include introducing members to the agency and its employment opportunities, helping applicants understand the job application process, and reaching out to new employees through mentoring and offering advice on potential career paths.

Correa goes on to say, “The FHWA has been ranked by its employees in the top 10 Best Federal Agencies to work in the last four years, from among over 300 federal agencies in its category, and was ranked “Best Place” to work by its Latino employees last year.”

Correa sees plenty of opportunity for the Latino community in his agency and other professional areas, and for those who are interested in a professional career, he suggests starting with a goal.

“Aim high,” he says.

Then he recommends talking to a school counselor and says there are organizations the Hispanic Scholarship Fund (HSF.net) and the Hispanic Association of Colleges and Universities (HACU.net) that can help students find money for their education.

As importantly, Correa says, “Don’t be afraid of failure,” and he uses himself as example, “This wasn’t the first time I applied [ for a division administrator’s] position. I was turned down before.”

He didn’t accept defeat; instead, he learned from his defeat and grew stronger, and Correa says, “Failure can make you stronger.”

And his advice to those now struggling to find their future place in this world: Don’t let your background or any perceived obstacle keep you from achieving your dream…

It will change your life.

Activists target best conditions on poultry industry ¡Hola! Arkansas Springdale, AR Arkansas poultry workers routinely face wage and hour violations, poor safety conditions, racial and ethnic discrimination, and gender-based harassment at their jobs, according to Wages and Working Conditions in Arkansas Poultry Plants, a new report from Unitarian Universalist Service Committee (UUSC) partner the Northwest Arkansas Workers’ Justice Center (NWAWJC).

Now that their report on

poultry worker conditions in Arkansas has been released, Magaly Licolli, executive

director of the organization, said she’s ready for the Northwest Arkansas Workers’

Justice Center to take direct action.

That means the organization will be circulating more petitions, hosting more rallies and organizing vigils to support the state’s poultry workers. Licolli said she is making an effort to gather with religious leaders in the community and to make stronger allies in the effort to improve conditions at the multibillion-dollar poultry companies that employ thousands in the state.

NWAWJC surveyed 500 poultry workers in the sta-

te. According to the report, foreign-born and black and Hispanic workers experience disproportionate employment-law violations compared with U.S.-born or white workers. Almost two-thirds of all workers reported some form of illegal wage theft.

The interviews with workers paint a picture of a job that is often difficult, dirty, and dangerous. Working conditions frequently result in illness and injury for workers and create an environment in which the risk of meat contamination is high.

About 91 percent of surveyed workers reported having no earned sick leave, and 62 percent reported to work while sick. Of that 62 percent, 77 percent said they were directly threatened with disciplinary action for taking a day off when sick.

The rate of injuries and illnesses occurring in the poultry sector’s slaughter and processing workforce has fallen 81 percent in the past 20 years, according to a 2014 report by the U.S. See POULTRY Page 4B

Charlie Wagener, a lead advocacy volunteer with AARP Arkansas, says action must be taken soon so people can continue to receive the benefits they’ve earned.

“It’s estimated this program will be able to pay full benefits for approximately the next 20 years,” says Wagener. “But only 75 percent after that, so some action

has to be taken, sooner rather than later.”

Wagener says his group is not taking sides, but simply providing information for voters and AARP members to see where candidates stand on the issue.

He says Arkansans should ask questions or hold up signs at candidate events to attract attention to the issue.

“As the presidential candidates visit Arkansas, and we prepare for the primaries, we do have the opportunity to hold them accountable on Social Security,” says Wagener. “And to make sure that this is a topic that is really front and center in the presidential election.”

AARP also will be placing ads on radio and television, and engaging in social-media posts, to encourage voters to join the effort.

Wagener notes this is not a problem that is going away.”The longer that we wait, the harder this problem’s going to be to solve, and the less time workers will have to prepare for the future,” he says.

learn new languages will have better job prospects as adults. A new study of bilingual and monolingual toddlers could be reason for parents to share this story in two languages.

Research in the Journal of Experimental Child Psychology has shown that children learning two languages perform better at certain problem-solving tasks than do their monolingual peers.

Cristina Crivello, a Ph.D. student at Concordia University in Montreal who led the study, said one and a half year old bilingual children have abilities that are beneficial for people at any age.

“It’s these specific cognitive abilities, like selective attention and cognitive flexibility, where they have to focus on relevant information and ignore distracting information,” she said.

told. “That’s a big goal for the National Science Foundation. Hopefully this discovery will change that. Like the landing on the moon, this can serve an inspiration.

That’s one finding in a new report from the Georgetown University Center for Children and Families.

Arkansas’ uninsured rate for Hispanic children is 11 percent, comparable to the national average, but more than double the uninsured rate for all children in the state. Marquita Little, health policy director of Arkansas Advocates for Children and Families, says while historic gains have been made since the Affordable Care Act has taken effect, the state could make more progress.

“We’ve expanded Medicaid coverage and extended that coverage to adults,” says Little. “That’s helped, because if parents enroll in coverage, they also enroll their children. But we could also implement a federal option that would remove many of the barriers that allow children who legally reside in our state to enroll in our ARKids First program.”

She explains children in many Hispanic families face a five-year waiting period to enroll in the ARKids First program. She says taking ad-

vantage of the federal option would remove that barrier without costing the state additional money.

Little says one common challenge is covering families of mixed immigration status.

“That creates a barrier a lot of times,” says Little.

“Because of misinformation about how immigration status within a family may impact a child’s eligibility for coverage.”

She says if children are U.S. citizens and meet the other eligibility requirements, their family’s immigration status has no bearing on getting them covered.

To fight the misconceptions about coverage, education and outreach are critically important, says Sonya Schwartz, policy fellow with the Georgetown Center.

“We’re focusing a lot right now on the outreach and enrollment aspect, because this is the end of the open enrollment period, there are two more weeks for people to enroll in ‘healthcare.gov’ and state marketplaces,” says Schwartz. “And so, we want to make sure that we reach all the remaining eligible but uninsured Hispanic kids.”

The report says nationwide, most of the 1.7 million uninsured Hispanic children are eligible for coverage but haven’t been enrolled.

Maná is scheduled to begin an 18 concert, 17 city tour produced by Live Nation on September 9 that the group has dubbed “The Latino Power Tour.’’ The tour includes concerts at the Forum in Los Angeles on September

24 and 25.

Julissa Bonfante Huffington Post Los latinos han tomado el relevo. Por lo menos parece que cuando se enciende una televisión o se va a Broadway. Jennifer López, América Ferrera y Eva Longoria todas tienen programas de televisión en horario estelar.

El mes pasado, Rita Moreno finalmente recibió el prestigioso Kennedy Center Honors. Moreno obtuvo esta distinción. Ella es una de los 12 artistas que han ganado un Emmy, Grammy, Oscar y Tony, así como la primera hispana que ha ganado los

cuatro premios. Parece que fue ayer que los grupos latinos criticaron públicamente al Centro Kennedy por excluir a los latinos durante una década de los premios.

Y, se escucharon nuestras voces.

Gloria y Emilio Estefan fueron recientemente entre los receptores de la Medalla Presidencial de la Libertad.
