LITTLE ROCK, AR – Governor Mike Beebe was sworn in Tuesday, January 11 to his second and final term in a joint session of the Arkansas House and Senate. With First Lady Ginger Beebe by his side, Governor Beebe’s inauguration got underway at the stroke of noon. The wintry weather moved Beebe’s inaugural speech inside to the Capitol rotunda instead of on the front steps. Beebe’s granddaughter sang the national anthem.

The Arkansas’ governor is a bit out of the ordinary; he’s a popular Democratic incumbent

in the South who won every county in an anti-incumbent, pro-GOP election year.

In his second term, Beebe will face a stronger Republican delegation in the Legislature, with more power to block his agenda.

In his “State of the State” address, which took about 26 minutes, Beebe emphasized Arkansas’ good financial standing and the need to work to ensure that the state remains strong.

Beebe began his speech by recognizing how fortunate he is, both to be reelected and to not have to worry about a budget deficit, in contrast to most other

states. “That we do not face such bleak crises here,” the governor said, “is a source of pride; yet it should not be a source of complacency or contentment.

All of us know that standing on solid ground today does not guarantee us solid footing tomorrow.”

The budget for fiscal year 2012, which begins on July 1, 2011, Beebe said, is generally flat. He has suggested that nearly all-state agencies should remain at the same levels of funding.

In his speech, Beebe said Arkansas is distinguishing itself from other states and the world is taking notice. He said, this is “our time, our Arkansas.”

NUEVA YORK, NY - Un popular curso de inglés por Youtube llamado “123 Inglés” ha superado recientemente las 7 millones y medio de reproducciones en su canal.

El creador de esta iniciativa es un joven chileno de 25 años, famoso en Internet por enseñar este idioma.

Maximiliano Lobos, el creador de este proyecto educacional, comenzó hace tres años subiendo sus primeros videos a Youtube desde un computador en un cuarto de su casa. Hoy, según cifras oficiales de Youtube, los videos han sido reproducidos en más de 80 países.

Los usuarios pueden acceder sin costo a 50 clases. Cada uno de los videos creados por este joven gozan de una puntuación de 5 estrellas, con decenas de

comentarios positivos escritos por los usuarios que avalarían la simpleza y efectividad de sus explicaciones.

Por ejemplo, el usuario mexicano Tacho18 escribió que “es el mejor curso de inglés que he visto”. La usuaria Erika, de El Salvador, cuenta que aprendió en una semana lo que no aprendió en años. En una línea similar el usuario AlanVergara, de Estados Unidos, expresa que el curso “es genial y explica muy claro sin tanto rodeo”.

Lobos explica que “el éxito de este método consiste en explicar de manera sencilla y motivando mucho”. Agrega que con este canal “no existen barreras económicas ni de tiempo porque Youtube es gratis y las personas pueden acceder en cualquier momento del día a estudiar inglés”.

latinos viviendo en los Estados Unidos,” cuenta. Según datos entregados por el servicio de estadísticas Insight de Youtube, en la lista Top 5 siguen México, España, Colombia y Chile, con la mayor cantidad de visitantes por procedencia.

In a similar vein the user “AlanVergara” from the U.S., says that the course “is great and explains

everything very clearly without further do”.

Lobos explains that “the success of this approach is to explain things in a simple way and with a lot of encouraging”.

He added that with this channel “there are no economic or time barriers because YouTube is free and people can access the site at any time of the day to study English”.

“Most of my followers are Latinos living in the United States”, he recalls. According to data released by YouTube Insight’s statistical service, in the ranking Mexico, Spain, Colombia and Chile are included

in the Top 5 positions, with the highest number of visitors by origin.

This young man makes a call to those who want to learn this language. “The best advice I can give them is to never give up, be constant and the results will come faster,” he said.

Instituciones universitarias de dos años logran récord de tasa de retención Escritores de ¡Hola! Arkansas

IOWA CITY, IO - Las instituciones públicas de educación superior que ofrecen grados de dos años lograron una tasa récord de retención del 56% de sus estudiantes de primer año.

Este aumento de tres puntos porcentuales respecto a 2005 constituye la tasa de retención de estudiantes más alta de los últimos 27 años.

En cambio, la tasa de retención de estudiantes en universidades privadas con programas de cuatro años cayó a su nivel más bajo en el mismo período. En 2005 era del 75% y actualmente es del 72%.

A estas conclusiones llegó un estudio anual de más de 2.500 instituciones de educación superior de todo el país que realiza ACT Inc. ACT atribuyó estos cambios a la crisis económica.

“La retención de estudiantes universitarios es un problema muy delicado que enfrenta el país”, afirmó Jon Whitmore, principal oficial ejecutivo de ACT, quien fue presidente de la Universidad Estatal de San José (de

California) y de Texas Tech University.

Según el estudio, el porcentaje de estudiantes de tiempo completo de primer año que regresan a la misma institución para el segundo año se mantiene relativamente estable. En 2005 era del 68% y actualmente es del 67%, lo que equivale a dos terceras partes del total de estudiantes.

Este hecho, al igual que el leve aumento de la tasa de retención en instituciones públicas con programas de dos años, puede ser producto de la situación económica, según Wes Habley, Asociado Principal, Servicios Educativos de ACT. “Los estudiantes están en mayor capacidad de regresar a una institución pública que a una privada debido al menor costo”, explicó Habley. Agregó que cuando la economía atraviesa por una mala racha el peso de ese factor puede ser enorme.

Habley explicó que se han eliminado muchos empleos y se han creado muy pocos. Por ese motivo, los egresados de secundaria y los desempleados “pueden estar buscando la

ruta más rápida y barata para obtener empleo remunerado”.

IOWA CITY, IO - The firstto-second-year retention rate at U.S. two-year public colleges has risen to its highest level in 27 years of research, while the retention rate at four-year private colleges has dropped to its lowest level in that time, according to data from ACT, Inc. Overall college retention rates—the percentage of firstyear, full-time students who return to the same institution for their second year of college— remain relatively stable. Just two-thirds (67 percent) of all firstyear students at U.S. two- and four-year colleges returned their second year of school, compared to 68 percent in 2005 and 66 percent last year. The data were gathered in ACT’s annual survey of more than 2,500 two-year and baccalaureate colleges and universities across the country.

“College retention is a very challenging problem facing our nation,” said Jon Whitmore, ACT’s chief executive officer and former president of San Jose State University and Texas Tech University.

Retention rates continue to be substantially lower at twoyear than at four-year institutions overall. The gap, however, has narrowed in recent years.

The percentage of students at two-year colleges who returned to the same institution for their second year of school has been trending up, from 53 percent in 2005 to a record high of 56 percent currently. The retention rate at four-year private colleges, in contrast, has been trending down, from 75 percent in 2005

to 72 percent currently.

The reasons for this shift may be related to problems in the economy, according to Wes Habley, ACT’s principal associate, who has been conducting analyses of retention data for the not-for-profit organization since 1985.

“With many jobs gone and fewer new jobs available, high school graduates and newly unemployed workers may be seeking the fastest, least expensive route to gainful employment,” said Habley.

“Two-year colleges tend to be less costly than four-year schools and offer programs that provide entry into specific jobs. Those factors may increase students’ motivation and incentive to come back for their second year.”

“Community colleges are typically more driven by local economic factors and employment needs than are four-year colleges and universities,” he said. “As a result, students can often see a more direct link from the program to a job.”

“Students are better able to afford to return to public colleges than to private schools due to their lower costs,” said Habley.

“That can play a huge role in a poor economy.”

“Unfortunately, the themes of this periodic study haven’t changed much since 1980,” said Habley. “Many students still enter college unprepared to succeed, and retention and completion rates haven’t changed a lot over the years.”

Se atribuye a Danny Hernández el haber salvado a Giffords Viene de la Portada

Se atribuye a Hernández, quien es hispano y había trabajado como becario para Giffords por sólo cinco días en el momento del tiroteo, el haber prestado los primeros auxilios que le salvaron la vida a la diputada.

En una entrevista con el Washington Blade, Hernández, de 20 años, un estudiante de ciencias políticas de la Universidad de Arizona, dijo que estaba encargado del registro de los visitantes en el evento “Congress on Your Corner” (El Congreso en Tu Esquina) cuando empezó el tiroteo.

“Aproximadamente 10 minutos después de haberse iniciado el evento, escuché disparos”, dijo. “Escuché que alguien dijo ‘¡arma!” Corrí hacia donde estaba la congresista”.

Giffords, quien recibió un disparo en la frente, estuvo entre las 20 personas alcanzadas por los disparos del atacante, Jared Loughlin, un hombre de 22 años que utilizó un arma semi automática con una revista extendida durante su ataque. Seis personas resultaron muertas, entre ellas cinco que fallecieron

“Una vez que vi que la congresista estaba con vida, pero que había sido gravemente herida, ella se convirtió en mi primera prioridad, no por su posición, sino debido a la gravedad de sus heridas”, dijo Hernández.

Después de evaluar las lesiones de Giffords, Hernández la apoyó contra su pecho para evitar que se asfixiara con su propia sangre. Una vez que fue capaz de respirar, Hernández le aplicó presión para detener la pérdida de sangre tanto como fuera posible.

Los médicos llegaron al lugar de los hechos para trasladar a Giffords y a otros al Centro Médico de la Universidad de Arizona. Los médicos se encuentran optimistas sobre su recuperación. In an interview with the Washington Blade, Hernandez, 20, a political science student at the University of Arizona, said he was tasked with signing in visitors at the “Congress on Your Corner” event when the shooting began.

“About 10 minutes after the event started, I heard gunshots,” he said. “I heard someone say ‘gun!’ I ran toward where the congresswoman would be.”

Giffords, who was shot in the forehead, was among the 20 people shot by 22-year-old gunman Jared Loughlin, who used a semi-automatic pistol with an extended magazine during his attack. Six people were killed, including five who died at the scene and a nine-year-old girl who died at the hospital.

“The attitude that I had,” Hernandez said, “was trying to make sure that those who had been injured were going to be OK, so to try to provide whatever first aid I could until someone else could come in and take over.”

When he reached Giffords, Hernandez said he noticed others

had been shot, and said his first priority was to determine who was still alive.

“Once I saw that the congresswoman was still alive, but she had been severely injured, she became my first priority, not because of her position, but because of the severity of her wounds,” Hernandez said.

After assessing Giffords’s injuries, Hernandez propped her up against his chest to keep her from asphyxiating on her own blood. Once she was able to breathe again, Hernandez applied pressure to stem the blood loss as much as possible.

Medics arrived on the scene to take Giffords and others to the University Medical Center in Arizona. Doctors are optimistic about her recovery. The first aid provided by Hernandez, who said his only training was through a certified nursing assistant program in high school, is widely seen as responsible for saving her life.

Amid the media frenzy and shock over the shootings, Hernandez has emerged a figure of hope after rushing into danger to save Giffords. In the days

since the shooting, Hernandez has appeared on national TV for interviews with CNN, the “Today” show and MSNBC’s Rachel Maddow.

Back home in Arizona, Hernandez has been praised for his actions. The Arizona State Legislature on Monday gave him a standing ovation after Gov. Jan Brewer (R) applauded his deeds during her State of the State address.

“Daniel Hernandez, a University of Arizona junior showed no fear in the face of gunfire,” Brewer said. “His quick action in going to Gabby Giffords’s aid likely saved her life.”

Hernandez said he was “very proud” to receive the honor afforded to him by the state legislature and the Arizona governor, but expressed modesty over his accomplishment.

“I’m a little press shy, and trying to control it as much as possible because the only thing I really care about right now is making sure that those people who survived get better and that we give support to their family members,” he said.

Hernandez also demurred when asked by the Blade whether he thinks he should be labeled a hero for his actions.

“Using words like ‘hero,’ I think, is kind of not the appropriate word because although those who did step in and took some action were brave, the real heroes are the people like Congresswoman Giffords … and the people who dedicated their lives to public service,” Hernandez said.

Dedicating much of her life to public service, Giffords was elected to the Arizona State Legislature in 2000 before

becoming a congresswoman in 2007. Seen by many as a liberal for her support for health care reform and the stimulus package, Giffords beat her Republican opponent, Tea Party candidate Jesse Kelly, to win re-election in November 2010.

Hernandez said he wanted to work for Giffords because he’s been following her since she was a state legislator. After a stint working on Hillary Clinton’s presidential campaign

in 2008, Hernandez said he had many interactions with Giffords and they became friends. After she won re-election last year, he decided to go to work for her.

“She was just an impressive person whom I always admired,” Hernandez said. “And in November of 2010, after she won her seat here again, one of the first things I did after she won was to make sure I applied to an internship with her office because I wanted to continue working with

her as much as possible.”

Giffords voted for hate crimes protections legislation and repeal of “Don’t Ask, Don’t Tell.”

She additionally was a co-sponsor of a trans-inclusive Employment Non-Discrimination Act. “That’s why I worked for her office, I wanted to be involved and wanted to be involved in the political process and trying to help others,” he said.

John Aravosis, the editor of Americablog, said Palin “shares a great deal of responsibility” for feeding what he called “America’s culture of violence.”

“Just go to Western Europe, walk around in any capital at 2 or 3 in the morning, then try to do the same in Washington, D.C.,” Aravosis said. “It’s different in America.”

Aravosis said conservative leaders like Palin — as well as personalities like Glenn Beck

and Rush Limbaugh — tap into the culture of violence in the hopes that it will help Republicans win elections.

Among other things, Aravosis accused conservatives of contributing to violence by saying health care reform would lead to death panels for the elderly and insisting that President Obama pals around with terrorists.

“It’s the GOP that’s cheapened political discourse, since the founding of conservative talk radio, and things only went downhill when they created Fox,” Aravosis said. “I have no idea what can be done about it, other than shaming them, and hoping they learn to restrain themselves.”

Hernandez said he also believed the shootings show that political discourse in the country is “something that needs to change.”

“I think, if there’s anything that can be learned from this tragic incident, it’s that we need to make sure that we cut down on the fiery rhetoric,” he said. “Instead of trying to tear each other down and work on destructive criticism on both sides, we need to kind

of come together as a nation regardless of every factor and try to work constructively to move this nation forward.”

In a video posted online Wednesday, Palin disputed the notion that conservative political discourse in some way contributed to the violence last week in Tucson and said people were making “irresponsible statements” to assign blame for the event.

Asked whether he thinks Palin had a role in prompting the shootings, Hernandez said he’s not part of the investigation and doesn’t know what the causes were.

“I think the only thing that I can say is making sure that, in the future, we cut down on any kind of rhetoric, especially things that can be seen as something that may cause some violence in the future,” he said.

What does the future hold for Hernandez? He said he wants to pursue a role in public service and isn’t ruling anything out as part of that path.

“I don’t know in what capacity,” Hernandez said. “I’m not ruling anything out, but, right now, it’s too soon.”
