Welcome to the August issue and there is no denying that summer is here! Whilst writing this we are in the middle of an amber weather warning for the extreme high temperatures the island is experiencing... like many others I am finding it quite unbearable, but it could be worse - we could be in a built-up city, hours away from the beach and ocean. I’ve been seeking shelter and enjoying picnics under the trees in many of the parks we have on the Island. Isn’t it amazing what we have on our doorsteps?

News Report from Cllr Joe Robertson - Bembridge joe.robertson@iow.gov.uk The draft Island Planning Strategy (IPS) is due to come before a meeting of all Councillors in September with a proposal that it be approved to be sent to the Planning Inspectorate for approval, following a final consultation. The new draft that was released a few weeks ago still has the fields between Hillway Road, Mill Road and Steyne Road allocated for future house building. At the same time, the housing numbers for the Camp Hill site have been reduced by several hundred and there is still no plan for the brownfield regeneration around County Hall and the fire station in Newport. This is plainly an unacceptable situation and not does not sit comfortably with the Council’s commitment to sustainable development and the Alliance administration’s aspiration number 32 in their corporate plan to, “only develop greenfield sites when absolutely necessary.” By the time this goes to print I will have met with the relevant people to continue to make the case for the Bembridge sites to be removed from the planning allocation. Back in February, together with the Parish Council, I hosted a public meeting with Island Roads and Southern Water to discuss the major issue of flooding. There has been mixed success in terms of follow up from Island Roads and Southern Water and we will be arranging a follow up public meeting in September time. I am pleased that the Parish Council have taken the issue of flooding seriously and are developing a robust local plan. 10

The issue of primary school places and the viability of small rural schools continues to be high on the Council’s agenda following the decision not to close Chillerton and Rookley School after pupil numbers fell to below 20. In Bembridge we are fortunate to have a thriving larger primary school but the decisions the Council makes in relation to schools elsewhere has the potential to affect everyone, particularly in relation to funding. There is an oversupply of 300 primary school places on the Island which is set to rise to 1,500 on current demographic projections. Pupil spending is higher in small rural schools as they are generally less efficient in terms of spending. While I appreciate the role small rural schools play, unless the Council is prepared to make some tough decisions where pupil numbers are declining, then per pupil spending in larger schools like Bembridge could be at risk of reducing. I will continue to raise this issue whenever the future of small rural schools is on the agenda. I continue to sit on three Committees of the Isle of Wight Council: Corporate Scrutiny Committee, Health and Social Care Policy and Scrutiny Committee and Appointments and Employment Committee, in addition to attending meetings of Full Council. I am the only Councillor with a 100% meeting attendance record since the elections in May 2021.

At times there seems to be more ‘month’ left than money. Here are a few recipe ideas (from your store cupboard) that may help you to stretch the gap!

CHICKPEA PANCAKES 1 tin chickpeas - rinse well through strainer and drain 1 egg - little milk. Blend the chickpeas then add the egg and milk to make a batter consistency. Put a little oil in a non-stick pan and cook the pancakes 1 - 2 minutes each side. Top with sliced bananas, a little honey, peanut butter or fresh berries.

TUNA BAKE (serves 6)

FALAFEL BURGERS

400g can chickpeas - rinse well and drain 1 small onion - chopped 1 clove garlic - chopped 1 tsp ground cumin 1 tsp ground coriander pinch chilli powder 2 tbsp plain flour 4 pitta bread

Pat dry the chickpeas. Put all the ingredients, plus seasoning, in a bowl. Using a hand blender blend until fairly smooth and mixed together. Shape into 4 patties using your hands. Fry 3 minutes on each side. Serve in a split pitta with any salad you may have.

Oven 180C / gas 4

600g macaroni / penne pasta. 1 tin condensed cream of mushroom soup 2 x 110 tins tuna - drained 326g tin sweetcorn - drained grated cheddar - optional

Boil the pasta - (following pkt, instructions) and drain. Add the mushroom soup, tuna, and sweetcorn to the pasta (add a little water if mixture looks too thick). Mix together and transfer to a baking dish. Sprinkle the cheese over and bake 15 - 20 minutes until golden

LENTIL and MUSHROOM LOAF (4 generous portions) 2 tins of lentils - rinse well - drain 1 onion - finely chopped 2 cloves of garlic - finely chopped 3 oz mushrooms - chopped good squeeze tomato sauce 1 egg beaten half a teaspoon thyme and seasoning

Mix all the ingredients with the drained lentils. Press down well into a lightly greased dish bake for 40 minutes and serve with an onion gravy. Can be eaten with roast potatoes and vegetables or salad - will serve 6 if using as part of a roast.

Empty ketchup/mustard containers - a great way for decorating cakes/cookies.

Tel 07973 872150 | Email: jonathan.bacon@iow.gov.uk sthelenscouncillor@gmail.com Cllr Jonathan Bacon Within the Isle of Wight Council, the Alliance Administration has set its priorities for the forthcoming year. The key issues to be addressed are Poverty, Climate Change and Housing. Housing is the most pressing of these issues. Climate Change is something we will be needing to address for many years to come and there is no easy solution to issues of Poverty and the responses to the changes costs of living we all face. We know, however, that Housing on the Island is currently in crisis. The rental market has collapsed, largely, it seems, due to property owners looking to use their properties as Airbnb or holiday ‘lets’ and there are over 2000 individuals and families looking for and needing somewhere to live. Closely allied to this is the ongoing work to recover control of our local Planning System. The Draft Island Planning Strategy is still being worked on, but a decision needs to be made in September. This document will set the rules and policies that will control and guide development on the Island for the foreseeable future. A key part of the document is the policies to ensure an adequate provision of affordable housing for those in need on the Island. In this process it is depressing that some Isle of Wight Councillors are looking to protect their own interests rather than looking at the bigger picture of the Island as a whole. It cannot be denied that some areas come off worse on the face of it, but the key thing is that, overall, the new Strategy gives control of planning back to 14

the Island. We have recently seen several situations resulting from the fact that we currently have no such control. However, the new plan will mean that when, inevitably, new development is proposed, it can be properly regulated and the type of housing (and its environmental impact) that may come about will be subject to the local rules and regulations we need and that it can be refused if it does not fit the bill. At the moment, without a Plan, inappropriate developments cannot readily be stopped. If the Plan is rejected, as a result of the actions of some narrow-minded individuals, such a move will not protect us. Instead, it will mean that the areas those individuals claim they are trying to protect will be at risk of uncontrolled development. The choice is simple. Whether to take back control and guide what development is needed for the Island or to put every area at risk of uncontrolled development. National Property Developers are looking on keenly. If the Plan is not voted for, they know there is a golden opportunity for them to build upon the Island with little restriction. As both your Isle of Wight Councillor and a Town Councillor I can be contacted at any time, and I will always respond to messages.
