April 2016 Your Local Community Magazine

Dear Readers Welcome to the April issue of Island Magazines. At the time of writing this the sun is shining and I’m hoping and praying that finally we are turning the corner and can wave goodbye to the cold spells, rain and wind and look forward to some spring days. This months issue as usual is packed with news, information, advertisers and much more. There are events happening across the Island and you will find details of these on the ‘Dates for your Diary’ section which are on pages 10 and 11. This month we met some new four legged friends in the shape of goats and their kids and this resulted in this month front cover picture and you can read all about our morning with them on page 6. Please always feel free to send me any news or information you have which you would like passed on to readers and if you are organising an event in the future don’t forget to send me the details so I can include them in the next issue. Until next month...

Isle of Wight Tae Kwon-Do Club Tae Kwon-Do is a Korean martial art that was inaugurated in 1955 so it is a very modern art which is now practised worldwide. By learning and developing techniques such as blocking, punching, striking and kicking, students learn the invaluable things they need to protect themselves and others in a violent situation. The club also teaches pressure points, locks and throws to give an excellent all round system. The club has been established since 1998 and in that time has produced regional, national and even world champions. It has also seen over 50 students promoted to Black Belt and beyond. Classes now run 7 days a week across the whole island and beginners are always made to feel welcome. Students can start from as young as 5 years old. All of our instructors are experienced and fully qualified as well as having passed First Aid, Health & Safety and Child Protection courses. Also all of our instructors and assistants have had the enhanced DBS checks done. The day we went to visit we were lucky enough Newport to have cuddles with some newborns and they are just the cutest. Obviously Rookley wanted to show us how entertaining he could be and was doing some leaps, jumps and generally playing around in his paddock much to amusement of us all. You can easily while away an hour or more just watching these fascinating animals.

NORTHWOOD PARISH COUNCIL NEWS

By Chris Riddet POLICE REPORT - Particular mention was made experience in establishing a Hall Management that eight crimes had been committed during Committee. An informal meeting could then be arranged between all parties to discuss the the month of February, compared to five proposal further. crimes during the same period last year. Councillors considered that it would be very useful to have further information on each incident, as just being aware of the total number of crimes committed was of little value. The crime reports website was unfortunately no longer updated. The clerk agreed to pass on the request to the Neighbourhood Police team.

LETTER FROM THE W.I. - Councillors had before them the letter from the Northwood Women’s Institute (WI) inviting the Parish Council to consider taking over the complete management of Northwood WI hall. The proposal had been unanimously approved by their members. However, councillors considered there to be a distinct lack of vital information in the letter to enable a decision to be taken. Clear details were required outlining the proposed respective responsibilities of the Parish Council and any Management Committee. Although it was noted that there should be no financial cost to the Parish Council, fundamentally, no information had been provided on who was expected to undertake the duties outlined, which would give effect to the proposal. In addition, the parish clerk had no spare capacity to take on any additional duties so councillors questioned whether it was being suggested for this to be a paid position or to be undertaken by a volunteer? Councillors, while expressing an interest in working in partnership with the WI, queried whether one of their own members or someone from the local community should be appointed, under the guidance of a Management Committee to completely manage the WI hall. The representatives of the WI were urged to liaise with Gurnard Bay WI, as they had some

BIG TIDY UP - Councillors agreed that a Big Tidy Up should be organised, which could increase the marks awarded in the Best Kept Village competition. Cllr J Nicholson agreed to seek the assistance of the local scout troop. In the meantime, the clerk was requested to write to Northwood garage, Aldi stores and BAE Systems welcoming their assistance in making Northwood a good place to live by keeping their hedges trimmed back and by increasing the frequency of litter picks around their boundaries. The clerk would check on the condition of the phone box at Four Cross, as this received the lowest score in last year’s competition. CAN YOU HELP? Do you know a particular road that needs a spring clean? If you do, please email the Clerk; barbaba.herbert@sky. com MUGA for VENNER AVENUE - The Chairman and the clerk had met with representatives from two companies, Wickstead Leisure Ltd and Jupiter Play, both of whom were competent to install a simple all weather MUGA on the Venner Avenue play park. Details and costings would be provided at the April meeting. Investigations to source available funding opportunities would be the next step. Cllr Ward volunteered to make inquiries with regard to grant funding at the Isobel Centre, in Newport, as they had installed a very large MUGA. Councillors were requested to consider any other alternative schemes to utilise the one-off generous sum of money, should the provision of a MUGA be beyond the Parish Council’s funding ability.

News Report from Independent Isle of Wight Cllr Paul Fuller - 74 Wyatts Lane, Cowes, PO31 8QA. Telephone: 01983 289595 - Email: paulfulleriw@gmail.com Annual Report - This is due to be delivered at any time to residents. Please let me know if you do not receive yours.

Council and Island Roads, the below statement has been issued by officers concerning the augmentation of current/ future orders…

Residents will be aware of a lack of Traffic Road Resurfacing Programme - a number of Regulation Orders (double yellow lines) being roads have been identified to be included implemented at the moment, both across the within this year’s programme. Island as well as locally in Baring/ Woodvale Included are: Baring Road, Charles Road, Road, Egypt Esplanade and Church Road Churchill Close, Egypt Esplanade, Parklands where these have been requested. The IW Avenue, Park Road, Queens Road and Rogerson Council receives a large number of requests for Close in Cowes, whilst Albert Road, Church changes to parking restrictions which will all be Road, Princes Esplanade and Rew Street in investigated and considered but it is not always Gurnard. Whilst, Ward Avenue is due to be possible, or desirable to immediately deal with repaired this month. each request in isolation. This is partly due to the fact that making changes in one road Of concern to both myself and residents is the can have an adverse impact on other roads in non-inclusion of Shore Road’s condition which the surrounding area. That said, if there is an was agreed has severely deteriorated over immediate safety issue Island Roads will advise the years. Since alerting this to Island Roads’ the council’s PFI Contract Management Team attention, repairs have been made and I am and, if appropriate, parking restrictions will be optimistic for the road being reconsidered for implemented once the necessary TRO process 2016’s programme. has been completed. Land Adjacent to Dottens Farm - The report and recommendation on this has been delayed owing to issues being raised concerning dormice on site. In light of this, the hearing is now likely to take place on Tuesday 12th April. Waste Contract - This month, Amey are due to deliver booklets to households outlining changes to refuse and recycling collections.

Because of the financial constraints under which the IW Council is now operating this means now, more than ever, the Council has to look at all areas of operation to ensure the optimum use of the limited resources are available.

With this in mind, officers are currently reviewing the TRO process which is shared between the IW Council and Island Roads, This will be followed-up by the delivery of new to determine whether any changes can be bins for household refuse and animal proof made to make the process more efficient and ‘gull’ bags. Because of pending enquiries, reduce the timescales for dealing with requests I’ve requested information to be distributed for changes to the highway network. This to all Isle of Wight, Town/ Parish Councillors is a further example of ongoing discussions and clerks in advance. Please let me know, if that are taking place between both the IW you do not receive this information due to be Council and Island Roads. Until these matters circulated this month. are resolved, I anticipate current and future requests are likely to be delayed. Traffic Regulation Orders - Please note: In light of ongoing discussions between the IW However, if you have any immediate safety

News Report from Cllr Paul Fuller continued

concerns please raise these directly with Island Roads in the first instance and they will investigate. Westwood Close - I’m advised that concerns have been expressed over damage being caused to the paved area by cars and by delivery/ refuse vehicles in Westwood Close. Within this area, a restriction allows for this land to be used solely for the purpose of emergency and local authority vehicles/ ‘refuse’ only. Should problems arise, parking enforcement action can be pursued. In light of this, I’ve raised concerns with Island Roads over the potency of street lighting in the area. These issues have been relayed to the landowner, who has requested a meeting with me. I am hoping that a long term plan can be considered. Also this month: • Councillors agreed to increase Council Tax by 3.99%. Proposals were supported by 31 Councillors (myself included) Please visit my website, www.paulfullercc.blogspot.com for up to date information on precisely where savings have been found, and on the moving feast that is Combining Councils (Devolution). • I’ve chased up repainting of a disabled bay at The Green, Cowes. • I’ve assisted further residents who are entitled to assisted collection for their refuse. Please let me know, if you struggle with your waste & recycling collection and I’ll be more than happy to help residents apply for assistance which remains free to those with mobility difficulties! • I am supporting the cross party Fight for the Wight campaign, which is requesting recognition by Government of our Island’s unique challenges.
