elcome to the February issue and thank you for picking up a copy.

February is the last month of Winter before we move into Spring and hopefully it will be a mild month for us. I don’t mind the cold, as long as it doesn’t rain and I’ll even be happy if we have a scattering of snow. On page 15 you will find my article on e-bikes and whether they are good or not... there has been a lot of hype about cycling on the island and specifically about e-bikes and how they are good for our mental and physical health. You may have had to do a double take of the front cover this month... don’t worry you aren’t seeing things, that really is a fox in the basket of a bicycle. You can read more about Marley on page 12. We have many of our regular features inside, including the latest news reports for the area, puzzle pages and business editorials. Covid is still a threat to us all and the island has really pulled together and worked as one big community in getting so many people vaccinated and boosted and we must give a shout out to everyone who has volunteered and worked at the vaccination centres. News Report from Cllr Paul Fuller - for Cowes West & Gurnard Tel: 01983 289595/07935 090835 - Email: paulfulleriw@gmail.com Local Planning Matters. • Proposed Eco Glamping site, Rew Street, Gurnard. Ref: 21/02368/FUL. Concerns have been expressed regarding a proposed Eco Glamping site in Rew Street • Land adj. to The Stables, Woodvale Road, Gurnard. Appeal Ref: APP/P2114/ W/21/3280307. An appeal has been lodged with the Planning Inspectorate against development of a dwelling with parking. Beach Huts - A number of residents have approached both myself and neighbouring Councillors concerning the availability of beach huts. Please note beach huts at Gurnard are all privately owned and when wanting to sell the owners would advertise their huts privately. Unfortunately, the IW Council doesn’t get involved with a sale or have a waiting list. Energy Price Increases - From April energy prices are likely to soar, especially for those not on fixed term contracts. School Parking and Safety - Following years of engagement and support from local Councils, Gurnard Primary School, the police and residents, the order for Baring Road and Woodvale Road was formally adopted in December. To note, the order was implemented due to safety following traffic incidents 6

involving pedestrians outside the school at drop off/collection times. As a result, there is a no loading/no waiting restriction between 8-9am and 2:30-4:30pm, this prohibits parked vehicles waiting to collect children, with the 10-minute leniency to park stopping. This includes parking on the cycle lane. At the Crossfield Avenue junction with Ward Avenue parking restrictions have been introduced to allow access for buses leaving Cowes Enterprise College. Fireworks - Following Bonfire night and New Year celebrations, I received calls regarding firework parties, and the impact this has upon pets. If you are intending to hold a party, please let your neighbours know! This precedes a discussion by Full Council seeking the Council to act as licensing authority for any firework displays, which I am supportive of. Trees - Highways Trees were removed from Gurnard Green. These were removed due to trees overhanging the highway and leaning at more than 15 degrees and followed complaints from residents regarding sight lines Dog Bins - It seems likely that the IW Council will be doing more to promote dog owners using litter bins rather than dog bins to deposit dog waste. Each month the IW Council landfills between 20-24 tonnes of dog waste which is collected from dog bins. The use of litter bins means that waste can be combined continued over the page

Fly tipping - I am advised that fly tipping on the Isle of Wight is the lowest in the region per head. However, there remains an issue with building contractors (seemingly not including disposals into their costs and quotes) and with the disposal of tyres. Used tyres can be disposed of at Lynnbottom, and it is noted that to book a slot can often be undertaken on the same day. Island Deal Update - It is noted that the cost for living on the Isle of Wight is 6% more than living elsewhere, as a result for years the Island has been persevering for extra Government grants to make up for this shortfall Disappointingly, the fair funding deal and Island Deal proposal for extra financial support for the Isle of Wight has not materialised, as the IW Council (and Bob Seely who has been lobbying on the Island’s behalf) had hoped for. As a consequence, the IW Council will be required to seek additional savings within next years’ budget. Greenfield development - Following statements made by the Prime Minister, there is no legislation to safeguard greenfield sites from development whilst the manifesto pledge to develop 300,000 new homes each year remains in place which will mean greenfield sites will continue to be developed. The new Planning Act may do much more to incentivise regeneration of brownfield sites as well as safeguard greenfield sites.

In recent months the Government has unlocked funding to the IW Council and other authorities to encourage brown field development. Also this month. • I hosted a briefing for Town, Parish and County Councillors which took place to provide an update on recent Draft Island Plan Consultation. This included concerns raised regarding future infrastructure as well as concerns being raised that the 486 annual housing figure was still too high and because of this the IW Council ‘should’ pursue a claim for Exceptional Circumstances. • I have attended a number of SIFCA (Southern Inshore Fisheries & Conservation Authority) meetings. To note SIFCA, a statutory Government Agency to oversee fishing activities off the south coast. At the meeting it was agreed to increase the SIFCA levy by 3%. This is necessary, due to a freeze last year as the Authority would otherwise run at a deficit. • SIFCA are applying for a byelaw (The Net Fishing Byelaw) to safeguard future fish stocks. This would create Prohibition Areas, Net Restriction Areas and Net Permit Areas. Details can be found here: https://www.southern-ifca.gov.uk/ • The Planning Committee recently approved proposals for tidal energy centre off Flowersbrook, Ventnor. It was argued that if successful tidal energy could create over 1/3 of energy for the Island. This application was unanimously supported by the Planning Committee. • I am supporting residents from The Dottens following issues with rainwater run off. 7

What’s happening in our area by ‘Local and Vocal’ Lora Peacey-Wilcox HUMBLED: by the amount of people that have kept our Island going during the past 2 very long years. All those that continued working and continue to do so. Watching ferry staff and the enormous amount of food and stores that load truck upon truck one after the other to keep us fed. The lorry drivers, the shunt drivers, the staff on board, (2am boats) those stocking the shelves, the checkout staff; the bakers, the medical staff, bank/building society staff, seriously, we should be so proud of those that have sacrificed their health for ours. It seems it’s all too easy to complain - I for one, am so very grateful to ALL OF YOU THAT HAVE CONTINUED TO WORK. As always, my thanks for your incredible support! What I love most about my job and publishing this magazine is I get to meet some amazing people and animals and the opportunity to support some amazing projects. Today is no different and I have just come back from meeting Marley the fox and Pauline. Marley the fox is nearing her second birthday and she had a tough start. At just 2 weeks old she was abandoned by her mum and was found alone, frightened, and crying on Sandown Seafront by a couple taking a stroll. As there are no dedicated fox rescue centres on the Island, Pauline, who has rescued numerous animals over the years was called and she took in the tiny cub who was covered in flies and ticks, had worms and wouldn’t have survived the night. At the time we were in a full lockdown and getting any help and assistance was proving difficult for Pauline but with the help from a mainland charity, Fox Angels Foundation, Pauline was able to assess that Marley had a few health issues including a problem with her kidneys which still needs treatment every 4 – 6 months. During the rehabilitation process it became apparent that Marley would never survive being released back into the wild as each day and week that passed, she grew more dependent on Pauline and a bond formed that could never be broken and it was at this point that both Pauline and Marley settled into a routine with each other, and it has been this way since. Pauline is extremely Pauline is aware that if any other avenue had been taken adamant that foxes should then Marley would have been put to sleep, but it is clear to NOT be pets and that she see that although she does have health issues Marley is is in no way glorifying the happy and living the best life she could with Pauline, her situation and just because five rescue dogs and numerous other animals. she has a fox it doesn’t mean others should do the same. As there is no longer a dedicated fox rescue facility on the Island, Pauline is creating a dedicated rescue centre aptly named ‘Marley’s Haven’ so she can continue to provide a safe place for cubs and foxes to be cared for, rehabilitated, and released. For this Pauline must expand her current facilities, provide separate units for veterinary care, cub nursery and rehabilitation areas including indoor and outdoor exercise areas. Pauline has the land to accommodate these extra measures and is getting some support from ‘Keep the Ban’ but desperately needs more help to be able to care for multiple animals at a time. She needs various materials for the units, incubators, heat lamps, bedding, medication, and food. Pauline has set up a GoFundMe page for Marley’s Haven and at this stage every pound helps so please donate as much as you can to this great project. Pauline is available for any rescues (and knowing Pauline it won’t just be foxes) and if you come across an injured fox call Pauline on 07902 148415 and she will do everything in her power to collect, care and release them. It should also be noted that if you find a cub on its own, nine times out of ten it is best to leave the cub as the mother will most likely come back to it. Watch and monitor from a distance but if the mother does not reappear or the cub looks sick/injured then please call Pauline in the first instance. News Report from Cllr Richard Quigley - Cowes North Email: richard.quigley@iow.gov.uk Public Toilets at the Bandstand The state of these toilets was raised, and I have to agree, they aren’t very welcoming. I am taking the matter up with the town council to see what can be done. Cowes Enterprise College Floodlights Bright enough to be seen from space, the floodlights were left on overnight during the Christmas period. I did manage to contact the school and they were turned off. The school has since contacted me to explain the automatic timer had been knocked out of sequence due to a football match being played outside of the usual times. Hopefully this is resolved, but please let me know if it remains an issue. Community Wealth Building The Alliance council are now fully behind the plan to spend more of the council money locally, but also create more secure and better paid work for Islanders. This isn’t a quick fix, but a long term, fundamental change in the way we see our Island. For anyone interested in what is possible have a search through this site from Preston City Council www.preston. gov.uk/article/1334/Community-WealthBuilding Police Response Along with the town council, we are asking individuals and shop owners to let us know their experience of contacting the Police. How easy was it, what was the response, was it easy to follow up and so on?

Land on Market Hill After an initial meeting at the land in question, the householders most affected have rallied to get interest from the press regarding the state of the land and lack of cooperation from the landowner. I’ll continue to help get a satisfactory resolution to the issue. On your Bike… I last rode a bike in 2009. After the event my husband said never, ever again would he ride with me and promptly put my bike outside the front gate with a “free to good home” sign attached to it. To be honest I was rather pleased as I hated every minute of it… Now fast forward to early 2021. I started having thoughts and daydreams about bikes again but this time electric assist bikes! I researched and researched, and I truly believed this was the answer to all my crazy cycling fantasies.

I can describe the whole experience in just a couple of words… Epic, Amazing, Fantastic to name a few. I was well and truly hooked. 25 miles later I was having the time of my life, albeit it was rocky to start with until I had gotten the hang of it. The electric assist bikes aren’t cheating; you still have to pedal, and the assist only comes in when going up a hill. Even now I hardly ever use the full assist.

Obviously, the only option was to buy our own, and 6 months later I am still loving my bike rides. Surprisingly cycling has not had I presented any detrimental effect on my asthma, in my facts and fact I actually feel there is an findings to improvement.
