Dear Readers Welcome to the March issue which looks set to be a busy month, first we have Mothering Sunday on the 6th March and then on the 25th March is Good Friday and the start of Easter. Both of these events are early this year and lets hope we have good weather for both and that Spring will have finally arrived by then. The weather over the last month has been a good mixture of wind and rain. Our lovely Island took a battering from storm Imogen recently but we survived and surprisingly there was very little damage. In this months issue you will find the ‘Dates for your Diary’ on pages 12 and 13 and we have teamed up with Lost Pets IOW in an attempt to reunite missing pets with their owners and you will find more information on this on page 6. The pets missing are from different areas on the Island so please spread the word to family and friends. We have some great advertisers and please keep using their services and remember to tell them you saw them advertised here. I hope you all have a lovely Easter and remember to eat plenty of chocolate!!!! Until next month...

News Report from Independent Isle of Wight Cllr Paul Fuller - 74 Wyatts Lane, Cowes, PO31 8QA. Telephone: 01983 289595 - Email: paulfulleriw@gmail.com Roads Update - Last month, following a large number of complaints I was in regular dialogue with contractors working at Glen Place. In Ward Avenue repairs have been scheduled to take place February/ March (!) on sections of the road which has deteriorated since being resurfaced September 2014. Island Roads have stated that they are due to undertake repairs and reinstatement of damaged kerbs in the area in the coming weeks. Car parking continues to be a problem in Woodvale Road, where grass verges have become damaged following incidents of parents parking. Island Roads have echoed the need to regulate parking in the area, and long term options continue to be investigated.

the previous few months has been to attempt to set a balanced budget for the coming year. Although, I fully support and acknowledge the principle for the public sector scrutinising what it spends, the IW Council are close to the point whereby the cost of our statutory services, will exceed what the authority can raise from savings, fees and through Council Tax. By transferring important services to other service providers (including Town/ Parish Councils, The Voluntary Sector and Community Interest Companies), by using up most reserves and raising Council Tax (by 3.99%), our Council can set a legally balanced budget and meet the £17.386m of savings required to balance its books.

Details of savings will feature on my website paulfullercc.blogspot.com, and summarised in Marsh Road - Further beach nourishment and coastal defence work has been requested April’s Report. to take place at Marsh Road. Requests Devolution: Combined Authorities Working have been made to both Chesterton Together? Humberts (Agents to the Crown Estate), the The principle suggestion that has been Environment Agency and the Isle of Wight put forward by Government to augment Council to ensure that work proposed is savings for local councils, is to ‘encourage’ compliant with regulations. neighbouring authorities to work together. When this was first considered, Government Gurnard Neighbourhood Plan - Work asked local regions to agree collectively how continues on Gurnard’s Neighbourhood this would work. Plan. In the past few months meetings have taken place to move our plan to the next consultative stage with the IW Council, before being considered by local referendum hopefully later this year. A huge thank you to those volunteers who have invested their time on this project. IW Council Budget 2016/7 - The biggest challenge which the Council has faced over 4

As an incentive to encourage authorities to sign up, Councils were advised that they would be no ‘worse off’ under devolution. In addition locally under any agreement, the Isle of Wight would retain its county status in much the same way as counties continue to do so elsewhere (i.e Scotland and Wales). Subsequently to ‘buy-in’ suggestions included:

News Report from Cllr Paul Fuller continued • Hampshire and Isle of Wight offered to front load future housing provision in the region. • Local councils to use 100% (rather than 50%) of business rates collected in each region, in place of Government’s depleting annual Financial Settlements. (It is noted that by doing this local authorities would be encouraged to promote and stimulate economic growth within their areas). Within the current discussions, there is broad support. One area most, if not all Councils do not support Government is the imposition of an Elected Mayor. Within early discussions, this was not considered to be an option, however over the last few weeks Government has made this a priority. In recent discussions Government has advised that devolved authorities without mayors are likely to be prioritised lower than those with mayors. On this matter Councils has sought clarification on what this means and what expectations Government has of Mayors powers and what model Government considers best practice?

Also this month. · An update has been requested regarding redevelopment to the rear of the Three Cowes, High Street, Cowes. This matter is being dealt with by Planning Officers. · I have offered support to both Northwood Parish Council and Northwood WI over future management of WI Hall in Newport Road. · Following enquiries, I’ve requested feedback on the future use of Parklands in Park Road, Cowes. · There has been a further bonfire incident occurring in Gurnard. I’ve taken this matter up with Environmental Health again, and they considered this did not directly impact upon neighbours, therefore they found no ‘statutory nuisance’ arose in this instance.

From current discussions, it is likely that there will be fewer local authority councillors, whilst · Following several requests from resigreater powers will be assumed for Town and dents asking me to do so, I supported a moParish Councils. tion at Full Council urging concern over Fracking and its impact upon the Isle of Wight. Movement Growing Against Oil and Gas Extraction on the Island Licenses awarded for oil and gas drilling on the Island In December 2015 a license was awarded to UK Oil and Gas Investments (UKOG) and Solo Oil to explore for oil in a 200 sq km area on the Isle of Wight. This decision came just days after the close of COP21, the historic United Nations Climate Change Conference that resulted in a historic agreement by 195 countries to tackle climate change. To keep to this commitment and safeguard our future we must keep fossil fuels underground, meaning no new oil and gas wells, not here, not anywhere.
